Storm spotter training offered byNational Weather Service

The National Weather Service(NWS) will be holding a SKY-

WARN Severe Weather SpotterTraining class in Claremont, MNon Tuesday, April 2nd. Thetraining will be held at theClaremont Fire Station startingat 6:30 p.m.

The class will last around twohours and includes a multimedia

presentation. Training is intended forstorm spotters or potential storm spot-

ters, but is open to the public and free of charge. A review ofsignificant weather that hit the region in 2011 and 2012 willbe included.

The NWS relies heavily on actual storm reports from"spotters," which can include sheriff's departments, localemergency management officials, police and fire depart-ments, amateur radio operators, or anyone else who hasattended one of these classes. These reports can prompt warn-ings that save lives, which has been proven many timesthrough the years when severe weather strikes.

Todd Shea, Warning Coordination Meteorologist with theweather service in La Crosse, Wisconsin, organizes the train-ing each year and encourages large groups and active volun-teers to attend. “Accurate and timely reports of severe weath-er, by trained individuals, not only helps our office, but cansave lives in the local community. We always need more eyesto the sky.”

Dodge County, as well as other areas in southeastMinnesota, always needs more “ground-truth” weatherreports to pass along to the National Weather Service. Again,training is Tuesday, April 2nd in Claremont, starting at 6:30p.m. Pre-registration is not needed.

The Internal Revenue Service todayencouraged taxpayers to guard against beingmisled by unscrupulous individuals trying topersuade them to file false claims for taxcredits or rebates.

The IRS has noted an increase in tax-return-related scams, frequently involvingunsuspecting taxpayers who normally do nothave a filing requirement in the first place.These taxpayers are led to believe theyshould file a return with the IRS for tax cred-its, refunds or rebates for which they are notreally entitled. Many of these recent scamshave been targeted in the South and Midwest.

Most paid tax return preparers providehonest and professional service, but there aresome who engage in fraud and other illegalactivities. Unscrupulous promoters deceivepeople into paying for advice on how to filefalse claims. Some promoters may chargeunreasonable amounts for preparing legiti-mate returns that could have been preparedfor free by the IRS or IRS sponsoredVolunteer Income Tax Assistance partners. Inother situations, identity theft is involved.

Taxpayers should be wary of any of thefollowing:

• Fictitious claims for refunds or rebatesbased on excess or withheld Social Securitybenefits.

• Claims that Treasury Form 1080 can beused to transfer funds from the SocialSecurity Administration to the IRS enabling apayout from the IRS.

• Unfamiliar for-profit tax services team-ing up with local churches.

• Home-made flyers and brochures imply-ing credits or refunds are available withoutproof of eligibility.

• Offers of free money with no documen-tation required.

• Promises of refunds for “Low Income –No Documents Tax Returns.”

• Claims for the expired EconomicRecovery Credit Program or RecoveryRebate Credit.

• Advice on claiming the Earned IncomeTax Credit based on exaggerated reports ofself-employment income.

In some cases non-existent Social Securityrefunds or rebates have been the bait used by

the con artists. In other situations, taxpayersdeserve the tax credits they are promised butthe preparer uses fictitious or inflated infor-mation on the return which results in a fraud-ulent return.

Flyers and advertisements for free moneyfrom the IRS, suggesting that the taxpayercan file with little or no documentation, havebeen appearing in community churchesaround the country. Promoters are targetingchurch congregations, exploiting their goodintentions and credibility. These schemesalso often spread by word of mouth amongunsuspecting and well-intentioned peopletelling their friends and relatives.

Promoters of these scams often prey uponlow income individuals and the elderly.

They build false hopes and charge peoplegood money for bad advice. In the end, thevictims discover their claims are rejected orthe refund barely exceeds what they paid thepromoter. Meanwhile, their money and thepromoters are long gone.

Unsuspecting individuals are most likelyto get caught up in scams and the IRS iswarning all taxpayers, and those that helpothers prepare returns, to remain vigilant. If itsounds too good to be true, it probably is.

How does one go about creating a trust for theirpets? I have a dog and two cats that mean the world tome, and I want to make sure they’ll be well taken careof after I’m gone.

years as senior pet owners are looking for ways to ensuretheir pets will be well cared for when they’re no longer ableto do the caring. Here are some tips to help you get start-ed. 

Types of TrustsA pet trust is a legal instrument that allows you to desig-

nate a specific amount of money for your pet’s care andname a trustee to carry out your wishes. There are twomain types of pet trusts you can set up. One option is a“traditional pet trust,” which is effective in all states and issimilar to a trust you’d set up for a child, but it’s expensivecosting anywhere from $500 to $1,500.

Or, you could opt for a “statutory pet trust” which is amuch cheaper option and is currently allowed in more than40 states and the District of Columbia. To create a statutorypet trust you simply add a few lines to your will, such as, “Ileave $5,000 in trust for the care of my dog and two cats.”State law will fill in the gaps, so that the simple provisionmay be effective.

If you want to set up a pet trust, talk to an estate-plan-ning attorney, preferably one who has experience with pettrusts. Or, you can work with a company like Peace of MindPet Trust (peaceofmindpettrust.com) or Trusted PetPartners (trustedpetpartners.com). Some factors you’llneed to consider before setting up a pet trust include:

· The trustee and caretaker: Most pet trusts designateboth a trustee to manage the money and a caretaker tohandle the day-to-day care of the pet. The trustee canmake sure the caregiver is doing what they’re supposed todo. It’s also a good idea to name an alternate trustee andcaregiver in case your first choice is unable or unwilling toserve.

· Caregiving details: With a traditional trust, you canspecify the things you want your pets to receive like theirfavorite foods, how often they should be taken to the vet,their burial arrangements, etc.

· Funding the trust: You can set aside money from yourestate to cover the costs, or if you’re short on funds, anoth-er option is to buy or use an existing life insurance policyand name the trustee as the beneficiary.

Other OptionsAnother legal option to consider is a “pet protection

agreement,” which is much less complex than a formal pettrust. This allows you to name a guardian to take care ofyour pets, and gives you the ability to leave funds to carefor them. You can make a pet protection agreement onlineat legalzoom.com (800-962-7490) for $39.

If, however, you don’t want to create a legal tool, youshould make informal arrangements by asking a trustedfriend or relative to take care of your pets if something hap-pens to you. In addition, you could set up a separate bankaccount to cover expenses and name the caretaker as thebeneficiary.

Or, if you don’t have anyone who would be willing totake care of your pets after you’re gone, you can makearrangements to leave it to a rescue, humane society, petcare program or other animal welfare group. Many of theseorganizations find new homes for pets or offer lifetime care,but may require a fee or donation. Talk to your veterinarianabout options in your area.

As of January 2, 2013,the Dodge County Boardappointed a new memberto serve on the Universityof Minnesota ExtensionCommittee.

The purpose of theExtension Committee is to provide feedback and perspectiveto Extension by serving as the eyes and ears of Extension’sdiverse clientele in the county. The committee is comprised oftwo county commissioners, the county auditor and six countycitizens that bring expertise to strengthen our connections andgrow our programs in the county. New members are appoint-ed by the county board and usually serve two three-yearterms.

More than 1,000 engaged Minnesotans serve on 87 CountyExtension Committees, regional and program advisory com-mittees, and Extension's Statewide Citizen's AdvisoryCommittee.

“Extension Committee members are leaders in their com-munities and provide an important perspective to Extensionand the University,” said Regional Director, LuAnn Hiniker.“They assist Extension in fulfilling its mission of connectinglocal issues and needs with University resources.”

John Allen was appointed as the newest member of theDodge County Extension Committee. John was a dairyfarmer northeast of Mantorville for many years. All four ofhis children were active in 4H. position of Wastewater Treatment Facility Supervisor/Maintenanceworker. This position includes a variety of tasks necessary to the suc-cessful operation of the wastewater treatment facility and the suc-cessful operation of the day to day functions of the city.

Responsibilities also include the repair and maintenance of citystreets, alleys, parks, swimming pool, storm sewers, all city groundsand structures. Work is performed with latitude for independentaction and decision making under the policy guidance of the citycouncil. Requirements include: working well with others, profession-alism, high school diploma or GED, MN Class B CDL, Class C waterlicense, Class B wastewater license, pool operator's license, Type IVBio-solids license, general knowledge of carpentry, plumbing,mechanics, power equipment, heavy equipment, and the ability towork inside and outside in all seasons and be on call in emergency sit-uations.

IRS has $917 million for people who have not filed a 2009 income tax return

Refunds totaling just over $917 million may be waiting foran estimated 984,400 taxpayers who did not file a federalincome tax return for 2009, the Internal Revenue Servicerecently announced. However, to collect the money, a returnfor 2009 must be filed with the IRS no later than Monday,April 15, 2013.

The IRS estimates that half the potential refunds for 2009are more than $500.

Some people may not have filed because they had too littleincome to require filing a tax return even though they hadtaxes withheld from their wages or made quarterly estimatedpayments. In cases where a return was not filed, the law pro-vides most taxpayers with a three-year window of opportuni-ty for claiming a refund. If no return is filed to claim a refundwithin three years, the money becomes property of the U.S.Treasury.

For 2009 returns, the window closes on April 15, 2013.The law requires that the return be properly addressed,mailed and postmarked by that date. There is no penalty forfiling a late return qualifying for a refund.

The IRS reminds taxpayers seeking a 2009 refund thattheir checks may be held if they have not filed tax returns for2010 and 2011. In addition, the refund will be applied to anyamounts still owed to the IRS or their state tax agency, andmay be used to offset unpaid child support or past due federaldebts such as student loans.

By failing to file a return, people stand to lose more thanrefund of taxes withheld or paid during 2009. In addition,many low-and-moderate income workers may not haveclaimed the Earned Income Tax Credit (EITC). For 2009, thecredit is worth as much as $5,657. The EITC helps individu-als and families whose incomes are below certain thresholds.The thresholds for 2009 were:

$43,279 ($48,279 if married filing jointly) for those withthree or more qualifying children,

$40,295 ($45,295 if married filing jointly) for people withtwo qualifying children,

$35,463 ($40,463 if married filing jointly) for those withone qualifying child, and

$13,440 ($18,440 if married filing jointly) for people with-out qualifying children.
