Kasson-Mantorville School District 204Regular School Board Meeting Minutes

June 4, 2012

School Board Chair Chris McKern called the special School BoardWork Session to order at 7:00 p.m. in the District Board Room 110. Boardmembers Ryan Thomas, Kent Harfmann, Chris McKern, and JudyThompson were present. Superintendent Mark D. Matuska and BusinessManager Bob Hasz were also present. Board members Jill Minette-Stacey,Candy Ellingworth, and Guy Paradise were absent.

Chris McKern called for a motion to approve the agenda with the adden-dum that Informational Item 5.1 be eliminated. Judy Thompson made amotion, seconded by Ryan Thomas to approve the agenda. Motion passedunanimously.

Ryan Thomas made a motion, seconded by Judy Thompson to approvethe consent agenda, which included May 21, 2012, regular school boardmeeting minutes. Motion passed unanimously.

Kent Harfmann made a motion, seconded by Judy Thompson to approvethe bid for the Dehumidification Process scheduled at the ElementarySchool. Motion passed unanimously.

Chris McKern advised the Board that he had signed and returned theAffidavit regarding City of Kasson sale of former Elementary School toSherman Associates, Inc. after having consulted all Board members viaemail.

Superintendent Matuska’s performance-based incentives from 2011-2012 were discussed. The Board found some difficulty in gaging hisprogress on these, as some measures are unavailable to date, includingemployee survey results and several student test scores. There was discus-sion surrounding additions and deletions from these incentives for the2012-2013 School Year to improve accuracy. Changes will be made andintroduced at June 11, 2012, Regular School Board Meeting.

Superintendent Matuska’s evaluation was reviewed and discussed. Afterthe addition of “Create excellence in District-wide technology implementa-tion” to the Future Aims and Goals portion of the evaluation, Ryan Thomasmade a motion, seconded by Kent Harfmann to approve SuperintendentMatuska’s 2011-2012 Evaluation. Motion passed unanimously.

The next Regular School Board Meeting will be June 11, 2012, 7:00p.m., Community Education Multipurpose Room.

The next Board Work Session will be July 2, 2012, 7:00 p.m., DistrictBoard Room 110.

Chris McKern called for a motion to adjourn the meeting at 8:24 p.m.Motion passed unanimously.

June 11, 2012School Board Chair Chris McKern called the regular School Board

meeting to order at 7:00 p.m. in the Community Ed Multi-Purpose Room.Board members Jill Minette-Stacey, Guy Paradise, Kent Harfmann, ChrisMcKern, Candy Ellingworth, Judy Thompson, and Ryan Thomas were pre-sent. Superintendent Mark D. Matuska, Business Manager Bob Hasz,Curriculum Coordinator Marilyn Bongers, Grounds & Maintenance JJWilliams, Activities Director Aaron Wilke, Community Education DirectorJanelle Kirsch, and Principals Jerry Reker, Michelle Krell, and Al Hodgewere also present.

After the addendum of informational item 8.5 Chorus Accompanist,Judy Thompson made a motion, seconded by Kent Harfmann, to approvethe agenda. Motion passed unanimously.

School Board Chair Chris McKern informed the Board that the recipi-ents for ‘KoMet Kommendations’ for the month of June were unable toattend this board meeting and will be recognized with a KoMet Koin fortheir outstanding achievements and/or dedication to K-M Schools at theJuly 9, 2012, board meeting.

Ryan Thomas made a motion, seconded by Jill Minette-Stacey, toapprove the following donations to K-M Schools. The motion passed unan-imously.

K-M Track & Field Booster - $175 to K-M Challenge FundAmerican Legion $1250, P&P Appliance $20, Pete’s Repeat $20,

Kasson Variety $20, DJ’s Family Salon $50, B&M Promotion, Do CoSpeedway $457, and Carolyn & Arnold Lack $100 – all to FCCLA chapterfor national convention

Program Highlights were presented by High School Business,Technology, and Media Center departments. The Board inquired about pro-fessional development opportunities for these department leaders. TheBoard also commended the High School Media Center Specialist position,expressing interest in getting a certified Media Center Specialist at theMiddle School.

The next Policy Committee meeting will be Thursday, June 14, 2012, at7 a.m. in the District Board Room 110.

The next Land and Facilities Committee meeting will be Wednesday,June 13, 2012, at 7 a.m. in the District Board Room 110.

Superintendent Matuska presented the communication received fromMinnesota Department of Education. This summarized that Kasson-Mantorville School District is in full compliance for having submitted allrequired documentation for the 2011-12 review of individual studentrecords.

Ryan Thomas made a motion, seconded by Candy Ellingworth, toapprove the bills. The motion carried unanimously.

Guy Paradise made a motion, seconded by Ryan Thomas, to approve theconsent agenda, which included June 4, 2012, School Board Work Sessionminutes, along with the following personnel items.

KASSON-MANTORVILLE SCHOOLDISTRICT 204 BOARD MINUTES

Judy Thompson made a motion, seconded by Kent Harfmann, toapprove 2012-2013 High School Student Handbook. There was discussionsurrounding the tobacco use discipline and dress & appearance policy por-tions of the handbook. There was also discussion on the high school’s four-point grading system. After Principal Jerry Reker provided feedback,motion passed unanimously.

Jill Minette-Stacey made a motion, seconded by Judy Thompson, toapprove the 2012-2013 Middle School Student and Staff handbooks.Motion passed unanimously.

Ryan Thomas made a motion, seconded by Guy Paradise, to approve the2011-2012 Curriculum Coordinator contract. Motion passed unanimously.

Candy Ellingworth made a motion, seconded by Jill Minette-Stacey toapprove the addition of 0.25 FTE to the District Chorus Department.Motion passed unanimously with the agreement that an updated five-yearbudget plan be completed to assess financial changes to Chorus.

Kent Harfmann made a motion, seconded by Guy Paradise, to approvethe Support Staff contract. With one member abstaining from the vote,motion passed unanimously with a 6-0 vote.

Kelly Braun, Jessica Denter, and Marilyn Bongers provided springMAPS testing results. There was discussion surrounding resources beingused to enhance below grade level student scores as well as proficient stu-dent scores. There was also discussion on efficacy and 100% growth goalsetting.

The Superintendent’s 2012-2013 Performance-Based Incentives will becollaborated at the next Negotiations Committee meeting, and a proposalwill be presented at the School Board Work Session on July 2, 2012.

Superintendent Matuska presented the need for a music accompanist forthe three high school choir groups. Superintendent Matuska supports hiringan individual at a paraprofessional wage for this position. SuperintendentMatuska encourages eventually placing a student in this role. The Boardhad some consideration for charging an activity fee to participate in choiror charging an entrance fee to attend choir concerts to aid in this cost.

The next School Board Work Session will be July 2, 2012, 7:00 p.m.,District Board Room 110.

The next Regular School Board Meeting will be July 9, 2012, 7:00 p.m.,Community Ed Building.

Fill tortillas, then roll up. Pour leftover mixture and more cheese on top. Bake at350º for 30-40 minutes.

Kasson Festival in the Park’sMoose Poop Raffle

It was recently reported that there was amoose on the loose in Kasson. The moose ishelping promote the moose poop rafflefundraiser benefiting the Festival in the Parkand Kasson Mantorville Exchange Club.Proceeds will be split by the two groupswith the Festival using the funds to help payfor fireworks and other events. TheExchange Club will use the funds to helpwith their three main purposes; prevention ofchild abuse, promoting Americanism and

sponsoring the KM student of the month scholarship. Ticketsare $5 with prizes of $1,000, $500, and 3 $100 winners.Tickets are available from Festival volunteers, ExchangeClub members and at McKern Financial. The winning num-bers will be drawn at the conclusions of the KassonAmbassador Competition on Saturday August 11th at 7:30p.m. So if you see a moose roaming around town, you knowpoop tickets are not far behind.

Fun In the Sun Car show July 21The 7th Annual Fun In the Sun Car Show will be

held Saturday, July 21 at 1128 4th StreetN.W. in Byron on property owned

by Jeff Kasten, organizer of thecar show. This will also be theseventh consecutive year Kasten

has run the show and proceeds willonce again benefit Sup-port Our Soldiers.Kasten is very compas-

sionate about supporting S.O.S.,an organization that supports the

men and women in the United Statesmilitary who give their lives with the the intent to protect thefreedoms of our country. Operation S.O.S. is committed tosending relief and appreciation to those fighting overseas aswell as those returning home.They send care packages, let-ters, cards, books, treats and more.

Jeff Kasten started the Fun In the Sun Car Showseven years ago and will once again be hosting theevent on property he owns adjacent to his home one-half mile west of the Byron Middle School.

This year the car showwill run from 8 a.m.-2 p.m.with an awards ceremony at1:30 p.m. "The Cruisers" willbe playing from 10 a.m.-2p.m. and there will be anElvis impersonator. TheMinnesota Viking cheerlead-ers will be on hand from 11a.m.-noon. and there will bea bounce house for the kids.Damon Gowan, owner ofByron Lanes, will be servingfood and beverages.
