What does it take to be a hero?Bayani Challenge 2012:

They are people of different tribes, ethnic affiliation, principles, and attitudes but bonded with the strong electricity of one cause and that is to help the people build a new community out from the despair they have undergone from the final wave of sending. They showed unconditional help through giving money, giving their labours and even giving moral encouragements to the victims.

the volunteers bared his absolute intention of extending his help to the victims. He didn’t have extra ordinary powers to make an instant house sprout instantly from nowhere. He only had natural strength and persistence to help them. He only had physical strength to carry hollow blocks, to carry sacks of construction sand and to build a house. He can’t do things like what the heroes in the movies do but with his own power and self-legend he is saving hundred lives of people.

During the ‘Bayani Challenge 2012’ and even during the aftershock of Tropical Storm Sendong, there were no super heroes like Spiderman, Batman, Captain Barbell, who helped the victims but only ordinary people with their ordinary powers helping the people to slowly recuperate from that unforgettable catastrophe. “Ang dahilan kaya ako napunta dito dahil sa kagustuhan kong makatulong sa kapwa ko Pilipino at iyon ay dahil mahal ko ang sambayanang Pilipino (the reason why I am here because of my will to help my countrymen and that is also because I love my countrymen)” said Cenon Tapil whose willingness to serve the needy is priceless. They are just an ordinary people

that the public won’t give a chance for a second glance to their

existence but what made them

extra-ordinary are their pure heart and unconditional love to their fellowmen. They are extra-ordinary because not all of us will reconsider the idea of being in a place working with all your strength even without receiving something in exchange. They surely are the protagonists of a story presenting their awareness of the madness they are in and not showing magic or extra-ordinary powers that would easily entice the attention of the majority. Joson, chief of staff, who represented Undersecretary for Special Concerns of the Presidential Communications Operations Office (PCOO) in his speech at the ‘Bayani Challenge 2012’ culmination program in Sta. Elena Multi-purpose Gymnasium. The PCOO is the prime office of Pilipinas Natin that is concern for nation building and volunteerism. They share the same mission with the Gawad Kalinga (GK) that is why the ‘Bayani Challenge’ is conceptualized. This year is the 7th Anniversary of the said program with five (5) simultaneous sites in Mindoro, Masbate, Amlan in Negros Oriental, Cagayan De Oro City and Iligan City. Bayani Challenge is held during summer, specifically in the month of April. For preparations, the RTVM (Radio and TV Malacanang) covers the event so that people will be aware of it and how volunteerism is part of the Filipino’s passion to share and spare time to help their countrymen. Nonetheless, Iligan City has

been identified already to host this year’s Bayani Challenge even

before the calamity occurred.

The poorest among the poor and the survivors of Tropical Storm Sendong whose houses were washed out are the priority beneficiaries to own a house at Sta. Elena—the relocation site called the Bayanihan Village, per assessment of the local office and the Department of Social Welfare and Development (DSWD), in partnership with the Gawad Kalinga. I n Iligan City where the Challenge took place from April 9-14, there were 218

teams registered equivalent to 3,113 volunteers. They built 80 houses during the Challenge and 350 houses were put up in Sta. Elena relocation site before the Challenge started, and all in all since January this year it summed up to 430 houses, revealed GK chairperson on Bayanihan Challenge 2012 Gina M. Cruz (wife of Iligan City Mayor Lawrence Ll. Cruz). Participants in building the core shelter were not just Iliganons but people from other places as well, namely, teams from Cebu, Compostela Valley, General Santos, Tacurong, Bukidnon, Butuan, Lanao del Norte,

including students from De La Salle University and Ateneo de

Manila University, and the teams f r o m

Singapore and Australia. Team City Engineer’s Office of the Iligan City Government and the Team Lanao del Norte were among the teams with big delegation whose volunteers were employees, division

chiefs, soldiers, Gov. Khalid Dimaporo of Lanao del Norte and Congresswoman Alliah Dimaporo of 2nd Legislative District of Lanao del Norte

Most of the volunteers were from the local places because according to Joson ‘walang ibang magtutulungan kundi ang mga Iliganons mismo (Nobody else should help each other but only the Iliganons). The Bayani Challenge 2012 ended with a boodle fight, sharing food with the volunteers and all barangay chieftains of the city, in the evening of the last day of the Challenge. But it does not mean that the mission of building community for the survivors of Sendong ended there, we still need volunteers to continue building the targeted 3,000 houses, concluded Joson.

In his speech keynoting the event, the President said that this day marks a historical occasion where Filipino students are

provided an opportunity to learn and absorb lessons learned in school better.

“Nagtitipon po tayo upang ilunsad

ang isang programang magbabago sa sistema ng edukasyon ng bansa, ang K to 12 Basic Education program,” he added.

The central feature of the K to 12 Program is the upgrading of the basic education curriculum to ensure that learners acquire the relevant knowledge and skills they will need to become productive members of society. It seeks to introduce relevant skills development courses and special interest subjects that will suit the personality, strengths and career direction of students.

The President said that with its formal launch, the K to 12 education program

will give students a solid education background which they can use to improve their lives.

“Upang mailabas ang natatanging husay ng mag-aaral, bibigyan natin ng sapat na panahong matutuhan ng mga kabataan ang mga konsepto at kakayahan, ang mga tamang kilos at kaugalian,” the President said.

“Ang gusto natin, magkaroon ng matibay na pondasyon sa edukasyon ang mga susunod na henerasyon ng mga Pilipino,” he added.

He underscored the importance of this education program which he called an “investment” to our most valuable asset: the Filipino

people.“Naninindigan pa

rin tayo sa ipinangako nating pagbabago sa edukasyon; ang gawin itong sentral na estratehiya sa pamumuhunan sa pinakamahalaga nating yaman -- ang mamamayang Pilipino,” the President said.

“Sa K to 12 tiwala tayo na mabibigyan ng lakas si Juan dela Cruz na mapaunlad di lang ang kanyang sarili at pamilya kundi maging ang buong bansa,” he added.

“Sa araw na ito, humahakbang tayo pasulong sa pagkakamit ng pagbabago sa ating sistemang pang-edukasyon,” the President said. (RCK)

Aquino says Philippines will maintain presence in Scarborough Shoal

President Benigno S. Aquino III said on Monday that the Philippines will maintain its presence in the Panatag Shoal (Scarborough Shoal).

“The Philippine Coast Guard will maintain its presence. We believe this is our waters, therefore our vessels have the right to be in our waters,” the Chief Executive said during an interview in Malacanang on Monday.

The Chief Executive said Vice Admiral Edmund Tan, Philippine Coast Guard (PCG) commandant, reported to him that so far there was no untoward incident in the Panatag Shoal. “Ang report ng Coast Guard commandant ay wala naman issue so far. Wala namang untoward incident,” he said.

President Aquino even showed a map to the media to highlight his point that the Panatag Shoal is indeed under the territorial jurisdiction of the Philippines.

As to the military exercise between China and Russia, the President said he believed that it has no bearing in the Panatag Shoal issue.

The Aquino administration remains committed to the ongoing consultations with the People’s Republic of China (PROC) toward a peaceful and diplomatic solution to the Philippine’s Panatag

Shoal (Scarborough Shoal) situation.

President Aquino expressed hope that the dispute will be settled through peaceful, diplomatic and legal means.

The Department of Foreign Affairs (DFA) said Bajo de Masinloc is an integral part of the Philippine territory and part of the Municipality of Masinloc, Province of Zambales. It is located 124 nautical miles west of Zambales and is within the 200 nautical-mile Exclusive Economic Zone and the Philippine Continental Shelf. (JS)

EAGA airlines complement efforts for sub-regional connectivity

Airline industry leaders from the Brunei Darussalam, Indonesia, Malaysia, and Philippines urged for collaborative efforts between the private sector and

government institutions to fast track and enhance air transport connectivity within the sub-region. During the 1st Equator Asia Air Access Forum and Airline CEOs Summit, executives of Cebu Pacific, Philippine Airlines, MASWings, SEA Air, and Mid-sea Express have expressed their respective concerns

in taking on the BIMP routes, specifically infrastructure support, market availability, and cost of doing business. The airline summit served as a venue for all players and stakeholders of the airline and travel

industries to discuss and thresh out strategic r e c o m m e n d a t i o n s aimed at improving air connectivity within the sub-region. Of the three concerns raised, business cost was considered

the most pressing issue, considering that addressing it would require policy interventions. In the meantime, Transportation and C o m m u n i c a t i o n s U n d e r s e c r e t a r y Jose Perpetuo Lotilla reassured industry players that the Philippines is currently working on improvements to facilitate more flights from the country to other BIMP destinations. “We need to come up with the right regulations

and infrastructure, and we are happy to say that these are already being demonstrated. Infrastructure programs are already being rolled out to improve our air transportation sector,” Lotilla said. Moreover, Civil Aeronautics Board Executive Director Carmelo Arcilla reported that the country offers fifty percent discounts on filing, regulatory, landing, take-off, parking, navigational, and passenger terminal fees to all interested

airlines that wish to operate EAGA routes. Malaysia’s Ministry of Transport also proposed for EAGA countries to come up with a flowchart of their respective application processes and streamline best practices that will be identified. Industry players remain optimistic on achieving better air linkages as MASwings Managing Director Capt. Mohd Nawawi Bin Awang revealed during the summit that the company is looking

into reviving the Davao-Manado flights. “We are looking at the market very closely; we want to ensure sustainability. We do not want to go here for 3-5 months and then be gone,” Awang said. The sustainability of such flights has been one of the hurdles of several airline companies that took the BIMP routes, including Bouraq and Sriwijaya Airlines which have stopped flying due to low load factor. Mid-Sea Express has been flying missionary flights from Davao to Manado for three months now, and will increase flights to twice a week next month. President Benigno Aquino III along with other BIMP-EAGA leaders discussed strategic thrusts of BIMP-EAGA in the fields of enhanced transport, power and communication, connectivity, and tourism development during the BIMP-EAGA leaders summit held earlier this month. “We reaffirm our commitment and

support to the BIMP-EAGA cooperation initiatives and pledge to step-up our individual and collective actions to more effectively address the hurdles in realizing the BIMP-EAGA vision and goals,” said the leaders in a joint statement. Industry players also encouraged local government institutions to take part in creating more market for BIMP-EAGA routes, promoting their respective cities to neighboring BIMP destinations and vice-versa. M e a n w h i l e , Secretary Luwalhati Antonino, Mindanao Development Authority (MinDA) Chair and Philippine Signing Minister for BIMP-EAGA said efforts are continuously done at the EAGA level to strengthen implementation of the existing MOU on Air Linkages, which aims to foster trade and investments initiatives, as well as tourism. The MOU is set to be amended by

the four countries this July, to include additional designated points such as Bandar Serigawan (Brunei); Balikapan, Makasar, Manado, Potiana, and Takaran (Indonesia) Kota Kinabalu, Kuching, Labuan, Miri, Sandakan, Tawau, and Mulu (Malaysia); and Davao, General Santos, Puerto Princesa, Zamboanga, and Cagayan de Oro (Philippines). BIMP-EAGA is an economic cooperation formally created in 1994 covering the entire Brunei Darussalam; 10 provinces in the Indonesian islands of Kalimantan, Sulawesi, Maluku and Irian Jaya; Sabah, Sarawak and Labuan in Malaysia; and Mindanao and Palawan in the Philippines. The ASEAN sub-grouping is primarily intended to spur development in the lagging sub-economies of the member countries by boosting intra-EAGA trade, tourism and investments.

DOST announces Philippine Science HS scholarship for SY 2013-2014By Dani Doguiles and Bai Tagitican

KORONADAL CITY, South Cotabato -- Incoming Grade VI pupils who would like to join the Philippine Science High School (PSHS) System may now start achieving that dream by applying for a scholarship.

The regional office of the Department of Sci-ence and Technology (DOST-12) today an-nounced that the PSHS is now accepting appli-cants from interested and qualified elementa-ry pupils who would be freshmen in SY 2013-2014.

Information from the DOST 12 says only those who belong to the top 10 percent of the graduating class are qualified to take the competitive examination of the PSHS science and technology scholarship.

DOST 12 Regional Di-rector Dr. Zenaida Hadji Raof-Laidan remind-ed applicants PSHS are screened only once trough a scholastic ap-titude test (SAT), which is designed to measure scientific ability, quan-titative ability, abstract reasoning and verbal aptitude.

The national compet-itive examination will be held on September 29, 2012.

In Region 12 des-ignated testing cen-ters are: Cotabato City State Polytechnic College (CCSPC), Co-tabato City; University of Southern Mindanao (USM), Kabacan, North Cotabato; Sultan Ku-

darat State University (SKSU), Tacurong City; Notre Dame of Marbel University (NDMU), Ko-ronadal City; and Min-danao State University (MSU), General Santos City.

Interested students may get application forms from the DOST 12 Regional Office, ORC Compound Cotabato City and nearest Provincial Science and Technology Center (PSTC). It can also be downloaded from the DOST-PSHS website, www.pshs.edu.ph.

Applicants must sub-mit fully accomplished application forms in du-plicate copies on or be-fore July 6, 2012 at the DOST Region 12 office in Cotabato City or at the nearest PSTC.

If plans are pursued, PSHS campus in Kor-onadal City will begin accepting students in SY 2013-2014.

Once completed, the PSHS in Barangay

Paraiso, this city will be the ninth campus of the PSHS system and will be the third in Min-danao. It is being built under a collaboration between the provincial government of South Cotabato and DOST.

PSHS, an attached agency of the DOST, is patterned after the Bronx High School of Science in New York City and was created to provide edu-cation highly enriched in science and mathe-matics to exceptionally gifted Filipino children.

Its main campus is in Diliman, Quezon City.

In Mindanao, existing PSHS campuses are in Tubod, Lanao del Norte and Tugbok, Davao City.

It also has campuses in San Ildefonso, Ilocos Sur; Bayombong, Nueva Viscaya; Goa, Camarines Sur; Palo, Leyte; Iloilo City; Argao, Cebu; and Clark Freeport, Pam-panga.

64 qualify as 2012 DOST-SEI scholars in Region 12By Dani Doguiles and Bai Tagitican

KORONADAL CITY, South Cotabato – Some 64 high school graduates in Soccsksargen Region have qualified as scholars under the Department of Science and Technology-Science Education Institute (DOST-SEI) under-graduate scholarship program, Regional Director Zenaida P. HR Laidan announced yesterday.

Dr. Laidan said 61 of these scholars have met the criteria for S&T scholarship under RA 7687 or Science Scholarship Act of 1994 specifically for poor and underprivileged but deserving students.

The other three scholars have qualified for the Merit Scholarship Award.

Nationwide, 3,000 examinees have qualified in RA 7687 and 400 in the Merit Scholarship Award.

These scholars were part of the hopeful graduating high school students who took the DOST-SEI examinations last November 20, 2011.

Information from DOST

12 said, scholars under the RA 7687 Scholarship Program will receive subsidies on tuition fee and other school fees as well as book allowance, monthly living allowance for a 10-to-11 month duration every year and more.

DOST-SEI Merit scholars receive the same benefits as the RA 7687 scholars except for a pro-rated monthly stipend depending on the family’s socio- economic status.

Information from DOST 12 did not include a list of the scholars but examinees who would like to verify if they qualified in either scholarship program may refer to the list posted on the DOST-SEI website under the link: www.sei.dost.gov.ph/dld/2012_ra7687_merit_qualifiers.

“Each qualifier shall receive a notice of award from the DOST-SEI or DOST Regional Offices stating the date of orientation and contract signing. He/she shall report at the designated venue with a parent/legal guardian who must bring a 2012 Community Tax Certificate or Official Passport. The legal guardian is required to present his/her affidavit of guardianship,” a notice at the DOST-SEI website says.

Scholars may enroll in state universities and other higher education institutions recognized by Commission on Higher Education as Centers of Excellence or Centers of Development.

To be able to enjoy the scholarship benefits, qualifiers should take any of the following baccalaureate courses: agriculture, agricultural b i o t e c h n o l o g y , agricultural chemistry, agricultural engineering, applied mathematics, applied physics, biochemistry, biology;

Ceramics engineering, chemistry with applied

computer system, chemistry with materials science and engineering, chemical engineering, chemistry, civil engineering, computer engineering, computer science, electrical engineering, electronics and communications e n g i n e e r i n g , environmental science;

Fisheries, food technology, forestry, geology, geodetic engineering, geological science and engineering, industrial engineering, information technology, m a n u f a c t u r i n g engineering, materials engineering;

M a t h e m a t i c s , mechanical engineering, m e t a l l u r g i c a l engineering, mining e n g i n e e r i n g , molecular biology and biotechnology, physics, physics with applied computer system, physics with materials science and engineering, science/mathematics teaching, and statistics.

The scholarships seeks to strengthen the country’s competitiveness in the fields of science,

m a t h e m a t i c s , engineering and technology, among others, to further drive national economic development.

Dr. Laidan noted that the scholarships are an effective way to harness the youth’s potentials to also contribute to the development of a strong S & T community in the country.

“These scholarships will not only benefit the beneficiaries and their families but the whole nation as well. One of the major keys for a brighter national economic future rest in the field of science and technology,” she said.

ARMM 2010 population down by 9%By Perlita B. Changco

COTABATO CITY The National Statistics Office in the Autonomous Region (NSO-ARMM) discloses the decrease in the region’s population by 9 percent.

NSO-ARMM regional director Atty. Commando Pilimpinas noted a 9 percent reduction in ARMM’s population compared to 2007.

Pilimpinas said based on the 2010 Census of Population and Housing, ARMM posted a population of 3, 256, 140 compared to 4,120,795 in 2007 or a difference of more than 864,000.

The 2010 Census of Population and Housing also indicates a decrease in the population of the five provinces under ARMM namely B a s i l a n - 2 9 3 , 3 2 2 , Lanao del Sur-933,260, Maguindanao-944,718,

Sulu-718,290 and Tawi-Tawi with 366,550.

In comparison, the population of Maguindanao in the 2007 census was 1,273,715 while Lanao del Sur-1,138,544,

Basilan-408,520, Sulu-849,670 and Tawi-Tawi with 450,346.

Pilimpinas said the 2010 census just as any survey is not perfect with possible room for content error and area

error and assured that all households have been included in the enumeration.

Citing migration and peace and security as some major factors surrounding the decrease, Pilimpinas acknowledged the

trends in disseminating news and information in a timely manner, through the use of modern technologies available at present, thus, the need to adopt what Internet can do for this purpose. Meanwhile, personnel from the regional office of the Philippine Information Agency (PIA) were invited to share insights on the topic. Aside from the basics of news writing, the participants were also informed what stories do government information officers must cover to promote the efforts of the government in the development of the country. The GIP is also open for out-of-school youths who would want to take part in nation-building. The DSWD said that the Expanded GIP is part of the Aquino administration’s efforts to strengthen youth participation in nation-building, expose them to government service, train them on life skills, and contribute to their economic well-being.

Interested applicants, aged 18 to 30 years old, can go to the DSWD Caraga or City/Municipal Social Welfare and Development (C/MSWD) offices to submit their applications together with a photocopy of their birth certificates. Under the program, qualified applicants may start work immediately and has to complete 52 days of work. This means

that applicants can start anytime as long as they can complete the required days. Qualified applicants can be assigned in the regional office, or in the various C/MSWD offices including centers/institutions. Interns admitted into the program shall be provided with stipend commensurate to the applicable minimum wage in the region. The actual internship

program will start on May 2, 2012. The Caraga social welfare office has set a deadline for submission of application on April 27, 2012 and will start the shortlisting tomorrow, April 25, 2012. All applications are subject to the screening of the field office. The DSWD will be hiring 90,865 youths nationwide with a budget allocation of more than P1.3

billion. In Caraga region, 3,179 youths will benefit the program with a budget of P42.6 million. The DSWD still continues to implement the regular GIP for 2012 with a budget allocation of P1.8 million for the stipend of 340 youths nationwide. The expansion of the program will allow the DSWD to reach out to more youths.

Pantawid Pamilya beneficiaries in NorMin reach 246,495 by Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - Beneficiaries for the Pantawid Pamilya program of the Department of Social Welfare and Development (DSWD) in Northern Mindanao has reached a total of 246,495 beneficiaries as of March 31, 2012.

Of the five provinces in the region, Bukidnon has the most beneficiaries with 82,699 or 34 percent followed by Lanao del Norte with 64,297 or 26 percent, Misamis Oriental with 59,989 or 24 percent, and Misamis Occidental with 34,625 or 14 percent. Camiguin has the lowest beneficiaries with only 4,885 or two percent of the region’s total. In terms of cash grants, a total of Php2,558,780,200 was also released during the same period and distributed as follows: Lanao del Norte, Php 1,085,227,900; Bukidnon, Php 581,747,400; Misamis Oriental, Php 442,825,600; Misamis Occidental, Php 428,266,400; and Camiguin, Php 20,712,900. Pantawid Pamilya is a poverty reduction strategy that provides cash grants to poor households with pregnant women and children 0-14 years old on the condition that they comply with specific conditionalities on health, nutrition, and education. It is a bridging program providing

poor families with a temporary buffer at the most vulnerable times of their lives, said Atty. Araceli F. Solamillo, DSWD Regional Office 10 Director. She said the monthly cash grants, at a maximum of Php1,400 for a family with three children, are meant to ensure that pregnant women and children meet their most basic health and educational needs. According to her, the program is the contribution of the DSWD to poverty reduction and the department’s way of ensuring that no one is left behind and that inclusive economic growth is indeed felt by everyone.

First foreign cruise ship makes call on Davao Port

Port Management Office (PMO)-Davao here welcomed the arrival of NDS Voyages MV Princess Da-nae carrying a total 371 foreign passengers on March 30 at the Davao Port, Southern Mindanao’s premier international hub. It is the first ever international

cruise ship (registered in Portugal) to have docked at Sasa Wharf, also known as Davao Port, since it started takeover of maritime operations in 1977 by the PPA. Sailing from Marseille, France, the luxury liner which is a member of the Classic International Cruises fleets is on a voyage completing a world tour lasting four months with selected port

Pablo Silva, crew purser of the cruise who is of Portuguese descent gave selected staff of the PPA a tour on upper decks of the seven-story ship, featuring its lounges, dining rooms, bars, casino, shop, gym, main show room, sauna and swimming pool. Silva added that majority of Danae’s passenger cabins enjoy a port hole or window sea view and are supplied with private en-suite facilities. Each guest, upon booking with various travel agencies in Europe pays between 645 and 5,800 Euros depending on the size and locations of their preferred cabins. At the helm of the sail is Captain Joao Simoes, also a Portuguese national who mans the 16,500 tonnage ship with a total of 107 visitors from various countries in Europe and 264 multi-national crew members including French, Filipinos, Indians, Indonesians, Portuguese and Romanians. Department of Tourism (DOT) Regional Director Arturo Boncato, Jr. revealed that around 90% of the passengers were able to disembark

from the vessel to experience and immerse with the Davao community, culture and cuisine through a city tour. Boncato said the DOT received positive raves about the limited tour package and that the visitors expressed that they wanted to explore other spots such as the Philippine Eagle and the rural areas. Visitors were given floral leis as a form of greeting and were entertained in an hour-long rendition of the Davao region’s song and dances as a welcome gesture upon their arrival in Sasa Wharf. Local tourist buses/coaches took the foreign visitors to go sightseeing, shopping and even biking in the metropolis. Cruise tourism forms a significant part of the country’s thrusts to open up the potentials of its island-economies for meaningful exchanges leading to lasting partnerships through commerce. MV Princess Danae arrived in Davao City at 2200 Hours on May 30, spent an overnight and left at 1700 Hours on May 31, local time. Davao was its first port of entry in the Philippines, and from here, it sailed to Cebu City and lastly in Metro Manila. “We hope that this will encourage other international cruise lines to follow soon because we have proven that our shores are safe and our city is secure,” Atty. Several kick-offs were held in key cities in the Philippines including Tagum, and is considered to be a preparation for the country’s bid for the 2013 SEA Games. Philippine Azkals Football Members Ian Araneta and RoelGener added flare to the event with their attendance, inspiring kids and amateur football players to “strive and excel.” Event organizers said they hoped that the attendance of two star players of the Philippine Men’s football team could sustain the city’s flare for this new emerging.
