Davaoeños show selflessness, sign up as lifelines

Davaoeños have become part of the history when the country successfully

took hold of the Guinness World Record for the most number of Filipinos to enlist as organ donors or presently called lifelines.

More than 1,900 Davaoeños signed up as lifelines during the nation’s attempt to set a world record on February 28 this year, proving to the world the value of selflessness. Although Davaoeños did not reach the goal of breaking the Guinness World Record of India for the one hour single site category, they have contributed to the country’s record of 10,120 lifelines for the one hour multiple sites category. The Polytechnic University of the Philippines in Manila attained the record of 3,548 lifelines for the one hour single site category, beating the record of India with 2,755 organ donor registrants last year.Leading the number of lifeline registrants in Davao City were the soldiers from the 10th Infantry Division and Eastern Mindanao Command, followed by the students from

different colleges and universities, residents from different barangays, police members and government employees. For the one hour single site category, there were 944 Davaoeños who enlisted as lifelines. For the eight-hour single site category, there were a total of 1,941 registrants in the city.

Kidney transplantation specialist Dr. Franklin Guillano put forward organ donation from medical perspective to noble disposition, saying that organ donation is now rebranded into lifeline in the nationwide Lifelines Campaign. “Being a lifeline is giving everybody a chance to help other people (in need of organ transplantation), even after they die,” he said as he advocated for organ donation from cadaver or from those declared brain-dead. “We don’t bring our organs to heaven.

If we become organ donors we extend other people’s lives,” he emphasized. The Guinness World Record attempt was spearheaded by the Philippine Network for Organ Sharing (Philnos) of the Department of Health under its Philippine Organ Donation and Transplantation Program (PODTP). Dr. Abdullah Dumama, regional director of the Department of Health-Center for Health Development in Davao Region, was thankful for the successful conduct of the Guinness event in the city. Dumama also conveyed appreciation to the lifeline registrants who showed willingness to be part of the lifelines record in the country. He said the participation of Davao City to the Guinness attempt would be one of the big moves to promote organ donation in a positive light. The Guinness attempt which was held at the Davao City Recreation Center, was also intended to eradicate misconceptions and fears on organ donation such as the unscrupulous practice of organ selling. Also part of the Guinness attempt was the Philippine Information Agency which handled the legworking and technical concerns of the big event. PIA has been helping in the advocacy campaign of the health sector. The local government of Davao City headed by Mayor Rodrigo Duterte also provided immense support to the advocacy on organ donation and permitted the organizers to use the Davao City Recreation Center (Almendras Gym) as venue for the Guinness World attempt. The mayor is an advocate of kidney health care and organ donation, and has in fact signed up as a lifeline during the World Kidney Month celebration in the city in March last year. The other sites that participated in the Guinness attempt were Naga in Camarines Sur, San Fernando in La Union, Tuguegarao in Cagayan, PUP and Quezon City of the National Capital Region.

Filipinos will never forget the kindness extended by Singapore to the Philippines, he said in a speech to welcome President Tan.in Malacanang on Thursday.

“Singapore was one of the first countries to reach out to the Filipino people in the wake of Typhoon Yolanda or Haiyan—and the assistance that their

people and government gave is deeply appreciated,” President Aquino said.

Following the calamity, Singapore deployed a Civil Defense Force team to assist the United Nations Office for the Coordination of Humanitarian Activities, as well as a C-130 aircraft to support ferrying operations between Tacloban and Manila, he said.

Across the Nation

“The Filipino community in Singapore plays an irreplaceable role in our economy and society. I take this opportunity to express my appreciation for their contributions to Singapore’s growth and development,” President Tan said during a state luncheon given

in his honor in Malacanang on Thursday. As more Filipinos come to

Singapore to work, the number of Singaporeans going to the Philippines is also increasing, given the country’s better business climate, he said.

The longstanding Singaporean

According to the President, Singapore also donated $33,600 in emergency supplies, $96,000 in relief goods, and $160,000 as seed money for the Singapore Red Cross’ Typhoon Haiyan fund-raising drive.

Fund-raising efforts by the private sector, businesses, non-government organizations, the academe, as well as the Overseas Filipino Community in Singapore have also collected more than $10 million, the President said.

“Singapore’s generosity will indeed be remembered with gratitude,” he added.

President Aquino further noted that President Tan will visit Basey, Western Samar on Saturday to present medical supplies to the Basey District Hospital. The initiative is a joint rehabilitation project of the Singapore Red Cross and the

International Committee of the Red Cross. The Philippine government plans to

build better, stronger, and more resilient communities for the typhoon survivors, the President said, adding that the speedy rehabilitation of health service facilities in affected areas is key to these efforts.

The Singaporean leader arrived in the Philippines on Wednesday for his first state visit to the country.

His four-day official visit includes a tour of Fort Santiago in Manila, dinner with the Singaporean community, and a meeting with the Philippine-Singapore Business Council.

On Saturday, he will go to Tacloban and Basey in Western Samar for a handover ceremony of a health facility there. He will leave for Singapore Saturday evening. PND

“Our people-to-people ties are robust. Growing air connectivity has been an important catalyst, not only for trade and business, but also tourism between our countries,” President Tan said.

The Singaporean leader also said he is

delighted with the recent expansion of his country’s Air Transport Agreement with the Philippines, as this would increase the weekly air service capacity between Singapore and Manila by at least 25 percent.

With the new air pact, he said, the charming cities and beautiful beaches of the Philippines will be a quick plane ride away for Singaporeans.

Study bares high mercury vapor levels in dental schools

DAVAO CITY- A study released by the environment group BAN TOX-ICS bared high contents of mer-cury vapors in dental schools. According to Myline Macabuhay, Chemicals Management Assistant of BAN TOXICS the study was conducted last year in five dentals schools across the country. One of these schools is located in Davao Region.

Amalgam is a commonly used as dental fillings. It is an alloy of mercury and is the past considered as a main source of dental fillings due to its low cost, durability and easy application. Using a R195 Plus Mercury Vapor Analyzer the study determined that most of the schools exceeded acceptable mercury levels set by the United State’s Department of

Health’s ATSDR (Agency for Toxic Substances and Disease Registry). In the test conducted at the dental school located in Davao Region high mercury vapor levels were measured at the cuspidor and trays, which had 1,069 nanograms per cubic meter and 1,018 ng/m3 respectively. ASTDR set acceptable levels

for mercury vapor is pegged at 1,000 ng/m3. If there is a breach in the mark, the source is immediately isolated. If a location is measured to breach 10,000 ng/cu. meters, evacuation is immediately recommended. Macabuhay said that wasted bins, sinks and drainage areas have higher levels of mercury vapor. The old drainage tube in the region-XI located dental school registered 40,813 ng/cubic meters. She said that dental

schools have taken immediate interventions such as providing exhaust fans, opening windows and providing exit points. However these are only location specific interventions. Macabuhay said that the country is a signatory of the Minamata Convention last year, which regulates the use of mercury among signatory countries. As part of the treaty the country has pledged to have mercury-free healthcare facilities by 2016. She said dental students commonly used amalgams for their studies and required cases for dental licensure examinations thus the high amount of mercury vapor found in their schools. Their group is demanding for the immediate banning of amalgams in the dental profession and for a change in the dental curriculum before the deadline in 2016, citing the study which validates that dentists, dental students, patients and persons working in supply rooms are exposed to dangerous levels of mercury vapors. Sangguniang Bayan (SB) members chairing Municipal Committee on Health, Municipal Health Officers (MHO), Municipal Agriculturists, Municipal Human and Animal Rabies Coordinators and barangay captains of the ten municipalities of the province with highest dog populations attended the said summit. The Cabadbaran City also joined the event by sending its city veterinarian, Dr. Kaye Andalan.

“We have a situation and it rests in our shoulders to address this problem in our province,” said Brenda Tampos of the Provincial Health Office and the current Provincial Human Rabies Coordinator challenges the gathered stakeholders during her presentation of dog bite cases in the province.

Tampos, further pointed out the trend of dog bite cases during the past years that is increasing dramatically in the year 2013 with a record of 2,173 dog bite patients against the 1,078 cases in year 2012.

Lourdes Plaza of the Regional Human Rabies Coordinator also pointed out that if the number of dog bite cases in the province will be translated into human rabies patients, it would be catastrophic.

It was noted however that municipalities in the province which adopted and took into effect their dog control ordinances have

a decreasing trend of dog bite cases.

The municipality of Kitcharao which implemented their dog control ordinance, registering dogs and encouraging leashing of dogs in every barangay, had dramatically dipped their dog bite incidence from 122 cases in year 2009 to only 18 cases in year 2012.

“It is high time for us to adopt and implement Provincial Ordinance 154 to curtail dog bite cases in the province,” said Romeo Solis, Provincial Director of the Department of the Interior and Local Government (DILG). Solis reminded the summit attendees during his talk on Republic Act 9482 or the Rabies Act of 2007.

Cabadbaran City and the municipalities of Kitcharao, Carmen, Buenavista and RTR have already adopted and implemented the provincial ordinance to curtail dog bites, Provincial Ordinance 154.

The ordinance also mandates the construction of dog pounds for impounding stray dogs.

The municipality of Buenavista has an existing municipal dog pound while Cabadbaran City dog pound is already under construction.

Dr. Belen M. Aruelo, the Provincial Veterinarian, and Dr. Esther Cardeno, the Regional Animal Rabies Coordinator, encouraged the summit participants to construct their own dog pound to eliminate stray dogs

In her message, Congresswoman Aurora Cerilles of Zamboanga del Sur’s second district said on Thursday during the women’s month culmination program that “now is the time for women to strengthen their participation to the important matters and activities in our society, as the women today are, based on our lasws, enjoying equal rights with men.” This year’s women’s month celebration carries the theme: “Juana, ang Tatag Mo ay Tatag Natin sa Pagbangon at Pagsulong!”. “Before, women were deprived of their fundamental rights. They were restricted to nurturing their children and doing household chores but with the existing laws which give women equal rights with men, the women can now equally perform the roles of men in our society,” Cerilles declared. Cerilles cited another law which protects women from being abused sexually and physically by men.

“With the existence of women’s desk in every police station, physical and verbal abuse committed by men can now be prevented,” Cerilles added. The lady solon also said that with the existing laws advocating rights of women, we have now many women leaders to include herself and Pagadian City Vice Mayor Divina Grace Yu. “I am very proud to announce that the House of Congress has produced 276 members; 187 are men, and 89 are women,” Cerilles said adding that before the chamber was dominated by male legislators. Since women today, she said, are already empowered, she urged them to join meetings and assemblies in their barangays for them to become productive citizens and be a part of the decision making process. The women’s month celebration in the city was spearheaded by the Local Council for Women, which is composed of more than 20 women organizations.

This, he explained, was the result of the Energy Regulatory Commission’s recent approval of the Resolution No. 4 series of 2014 entitled “A Resolution Providing Regulatory Support on the Directive of the Department of Energy Directing All Generation Capacities to Operate in the Mindanao Grid.”

Tudio said, he has not yet received formal communication on this matter “but we have verbal directives from the ERC to finally operate the modular gensets.”

“This means that unless the supply shortage from the Mindanao grid exceeds 12 megawatts, SOCOTECO 1 will not be implementing scheduled rotational power curtailment in its service area,” he said.

SOCOTECO 1’s service area includes Koronadal City, and the municipalities of Tampakan, Banga, T’boli, Lake Sebu, Surallah, Norala, Sto. Nino, and Tantangan in South Cotabato and Lutayan town in Sultan Kudarat province.

SOCOTECO 1 has rented the 12 MW modular gensets from the Mapalad Power Corp. effective second semester of 2013 until 2016.

The same gensets were the

subject of commissioning on October 3 but actual operation of the facility was delayed due to several factors including delay on ERC’s issuance of the Certificate of the Compliance for Aggreko, the owner of the gensets being rented and petition of the supplier on the rate approved by the ERC.

“With the rate that the ERC has approved could result in losses of over P2 million per month on the part of the supplier,” Tudio said in a radio interview last month.

Tudio explained further that he has not yet received information on the power rate approved by the ERC for the use of the gensets.

In several meetings prior to the installation of the modular gensets last year, technical personnel of the cooperative estimated that the use of the diesel-powerd facility could result in an increase of P1.60 per kilowatt hour on the power bill.

Besides SOCOTECO 1, several electric cooperatives in Mindanao have also rented modular gensets. These include, South Cotabato 1II Electric Cooperative serving Sarangani Province, General Santos City and part of South Cotabato as well as Davao del Sur Electric Cooperativ in Davao del Sur. Of the 160 undernourished pupils selected to undergo a 136-day feeding of the LGU-Tacurong and Jollibee Group Foundation’s Busog Lusog Talino (BLT) Program, 130 have achieved normal body mass index (BMI), the LGU BLT Team reported.

The BLT program started on August 5, 2013 in four schools, namely: Dr. Manuel J. Griño Central Memorial Elementary School, Tina Elementary School, J. Hector Lacson Elementary School, and Josue S. Alcasid Central School.

From each school 40 malnourished children were selected. Initial records noted that of the 160 pupils, 96 were severely wasted and 64 were wasted.

Same yearend report, however, indicated that nine pupils dropped out the feeding program because of either transfer of residence or transfer of school.

Among those that have completed, the report continued, only one remained severely wasted while 20 were still wasted.

“The program, based on these results, has a significant impact on pupils’ nutritional status,” said Councilor Psyche Sucaldito, head of the LGU BLT Team. “However, we hope that next year, we will be able to help all pupils to normalize their BMI.”

Pupils’ BMI were evaluated by personnel under the RN Heals Program of the Department of Health-SK Chapter.

In addition to the improved nutritional status, teachers also attested to the pupils’ better class

participation.LGU-Tacurong gave BLT Academic

Excellence Awards to BLT pupils who were included in the school’s honor roll. A total of 27 pupils received the award.

The LGU also recognized the contribution of partner-stakeholders, school feeding coordinators, and principals during the BLT Year-end Stakeholders Meeting on March 31.

Stakeholders include the Jollibee-Tacurong, Rotary Club of Tacurong, DOH-SK, DepEd Tacurong, Phil. Medical Association-SK, Phil. Dental Association-SK, Tacurong City Employees Association, Tacurong City Employees Multi-purpose Cooperative, COTAMPCO, PICPA-SK, Fil-Chinese Chamber of Commerce and Industry, and SP-Tacurong.

Mayor Lina O. Montilla and Vice Mayor Joseph George Lechonsito expressed their support to the continuous implementation of the BLT Program in SY 2014-2015.

“We might even expand the program to other schools in the coming years. With the support of the Sangguniang Panlungsod for budget allocation, and of more groups and individuals, nothing is impossible,” said Montilla.

For SY 2014-2015, Jollibee Group Foundation has reduced the feeding days to 120 but increased the budget to P12.00 per meal per pupil from P11.00 allocation last year.

Meanwhile, the LGU is encouraging groups and individuals to sponsor BLT pupils; only P1,440.00 is needed to feed a child in 120 days.
