Last April 5 the Provincial Government of Davao Oriental opened the newly completed zipline ride at the soon-to-launch Aliwagwag Nature Park in Cateel town, Davao Oriental.

Considered as one of the park’s major highlights, the 680-meter zipline hovering 55 meters from the ground provides the user an overlooking view of the rainforest canopy and the pristine Cateel River, with the majestic Aliwagwag Falls serving as the backdrop. Vacationers and locals who flocked at the Aliwagwag Falls over the weekend to relax and enjoy in time for the Lenten Season say the newly installed zipline is probably one of the most exhilarating experiences they had during their stay here. Governor Corazon N. Malanyaon, who initiated the Aliwagwag Development Site Project, says this zipline ride is yet another reason for

tourists to visit Cateel as well as the rest of the province. Touted to become a ‘must-experience’ outdoor adventure activity here, the zipline ride is only one of the many astounding features

the eco-park boasts. Also built with the park is a monkey bridge that crosses over the falls, giving tourists overlooking view of the cascading torrents below. A restaurant, which will soon be regularly opened to serve meals to guests, will highlight the Cateel’s famous ‘lechon de leche’ on its menu. A concessionaire’s area is also established that would display souvenir items for sale. In


addition, a viewing deck, a vast parking area and clean comfort rooms are also placed within the area. Showcasing conservation and biodiversity, an aviary will be established here to showcase the area’s wildlife, particularly the sixty-four bird species that made the surrounding forests its haven. Boasting with natural beauty, the grand Aliwagwag Falls remains to be the main attraction of the park. Although not yet officially opened to the public, tourists and locals have started to visit the area to take a dip in the cool and refreshing waters of the Aliwagwag Falls. Children and adults have their

each designated swimming areas. With teeming potentials, several activities are set for everyone to enjoy here, including canopy walks, trail-hiking, picnics, and river cruising, among many others.

In fact, several sites in the province have already been completed and launched, such as the Sunrise Boulevard in Baganga, Cateel Riverview Park in Cateel, Pintatagan Welcome Park in Banaybanay, and Subangan Museum in the City of Mati. Meanwhile, nearing completion are the Mt. Hamiguitan Eco-Park in San Isidro, Pusan Point in Caraga, and Tourism Site in Boston.


Moreover, more projects are underway as the Provincial Government is fast tracking the completion of the implementation of its tourism development plan for the whole province. Still in the pipeline are the developments in the towns of Governor Generoso, Lupon, and Manay. Gov’t targets filling up of 87,000 positions in 2015

MANILA - The Department of Budget and Management (DBM) reported that a total of P30.8 billion is allotted to fund 86,994 unfilled positions in government, contrary to the 190,000

positions reported in media recently.

The latter figure comprises the Staffing Summary of the 2015 National Expenditure Program (NEP), which shows the number of permanent positions per agency and the amount required for these positions. The 2015 NEP reported that there are 1,433,186 permanent positions in government, and that 86 percent (or 1,244,931) are filled while 188,255 are unfilled. However, of this amount, only 86,994 unfilled positions can be provided for based on the funding requirements of agencies for

2015. Lodged under the Miscellaneous Personnel Benefits Fund (MPBF), the 2015 National Budget can provide funding for unfilled positions of select agencies, which primarily covers education and healthcare. This includes the following agencies: · Department of Education (DepEd)· State Universities and Colleges (SUCs)· Department of Interior and


Local Government (DILG) – also includes the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine National Police· Technical Skills and Development Authority (TESDA), under the Department of Labor and Employment (DOLE)· National Defense College of the Philippines, under the Department of National Defense (DND)· Philippine Science High School, under the Department of Science and Technology (DOST)· Commission on Higher Education (CHED) For the hiring of hospital personnel, the Department of

Health (DOH) and Veterans Memorial Medical Center (VRMMC) under the DND are included in the list. Meanwhile, there is also an allotted amount for funding unfilled positions in the Autonomous Region of Muslim Mindanao (ARMM). Budget Secretary Florencio “Butch” Abad said, “The Administration is committed to providing our people with job opportunities, especially during this period of robust growth, requiring the support of a skilled and able workforce. The National Government needs to employ more teachers, nurses, and other crucial personnel in order to maximize the delivery of social services.”

Of the total number of unfilled positions, more than half or 44,602 are for teaching and non-teaching personnel in DepEd. This is followed closely by agencies in charge of safety and security (BFP, BJMP, and PNP) under the DILG, and healthcare personnel in the DOH. Meanwhile, P16.7 billion has been allotted for the creation of 65,204 positions, which includes various agencies such as DepEd, DOH, and DILG.

Abad said, “It’s in our best interests to fulfill the required job positions in the National Government as they serve a two-fold purpose. We give jobs in the government to Filipinos who have the appropriate work skills and we ensure that our programs are carried out by suitable personnel. In doing so, we’re able to respond to the needs of all of our countrymen.” (DBM)

Palace emphasizes necessity of implementing K to 12 program

MANILA - The Palace on Monday reiterated the necessity of implementing the K to 12 basic education program in enhancing the competitiveness of the Filipino workforce in the global economy. “Ka i l angang-ka i l angan ang pagpapatupad nito upang mapanatili at matiyak ang competitiveness ng mga Pilipino sa global economy,” Communication Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang.

“Tayo na lang po ang isa sa iilang bansa na hindi pa nagkakaroon ng globally accepted

basic education program na labing-dalawang taon dahil ang ating basic education program na papalitan nitong K to 12 ay 10 years lamang,” he noted.

Secretary Coloma further said that several options have been made available to teachers who will be affected by the program’s implementation this coming academic year.


“Kung gusto nilang tumigil na sa pagseserbisyo, merong inilalaang mga benepisyo sa kanila na naaayon sa batas. Kung gusto naman nilang mag-training, meron ding opportunity for retraining na ibibigay. Kaya nga mainam na pagkakataon ito na mag-level up din sila sa kanilang skills development habang isinasagawa ang transition,” he said.

Coloma said that in the next few days, the Cabinet’s education cluster, composed of Education Secretary Armin Luistro, Technical Education and Skills Development Authority (TESDA) Director General Joel Villanueva, Commission on Higher Education Commissioner Cynthia Bautista, and other officials, will release more detailed information on how to address the concerns raised by some quarters on the implementation of the program.

“Tinitiyak lamang na ang lahat ay ginagawa upang maibsan ang epekto nito sa mga guro at sa mga mag-aaral; at tinitiyak din na lahat ng nararapat ay ginagawa para maging maayos ang pag-transition natin sa K to 12,” he said.

According to the Department of Education, the Philippines is the last country in Asia, and one of only three countries worldwide (along with Angola and Djibouti), with a 10-year pre-university cycle.

The department said the 12-year program is found to be the best period for learning under basic education and is the recognized standard for students and professionals globally.

A coalition of teachers, non-teaching staff, parents and labor groups has however sought to stop the implementation of the K to 12 program, claiming it has failed to protect teachers and non-teaching staff who will be displaced when the program is carried out. (PCOO/PND (ag)


MinDA pushes development of more world-class tourism sites

GENERAL SANTOS CITY - Upbeat with Region 12’s tourism potentials, the Mindanao Development Authority (MinDA) is pushing for the development of more world-class tourism sites in the area. Sec. Luwalhal Antonino, MinDA chairperson, said the region has vast resources that remain largely untapped

and could be developed into top tourist attractions if given the proper attention or focus, especially in terms of

investments.

“We have a lot of underdeveloped tourist spots here in Region 12 and their full development could lure in more foreign and domestic tourists,” she said in a meeting with members of the Regional Development Council in Koronadal City.

She cited the popular beaches in Sarangani and Sultan Kudarat provinces as well as the eco-tourism spots in South Cotabato and North Cotabato.

Aside from the natural attractions, she said Region 12 is one of the few regions in the country that “can be truly considered a melting pot of diverse cultures and traditions.”

Antonino, who hails from Sarangani Province, said most of the existing tribal communities in the area were able to preserve

their culture and traditions, and has been gaining huge interest from tourists.

She encouraged the area’s local government units (LGUs) to include tourism in their priority development agenda.

LGUs should take advantage of various tourism investment and development programs of the national government that is being implemented by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), she said. TIEZA, which is an attached agency of the Department of Tourism (DOT), manages government-led tourism infrastructure projects nationwide.

In Region 12, it is currently implementing two major tourism road projects in Tupi and Lake Sebu towns in South Cotabato. “There are available funding windows right now for project proposals on tourism development coming from the LGUs,” she said.

For the development of tourism spots, Antonino said


LGUs may seek funding for the hiring of architects and related consultants to fast track the preparation of their designs.

She cited the case of Davao Oriental, through Gov. Corazon Malanyaon, that is currently developing the Aliwagwag Falls in Cateel town.

TIEZA approved earlier this year the development of the waterfalls as among its priority projects in the Davao region.

Tourist arrivals in Region 12, which is also known as Soccsksargen, surged to a record

2.38 million last year, the DOT Region 12 earlier reported.

The total tourist arrivals in the area in 2014 was around 2.04 million more than the recorded figures in 2013, which only reached 345,328.

It exceeded the agency’s target of 1.9 million tourist arrivals for the period by about 22 percent or around 426,000. (PNA)

KORONADAL CITY, South Cotabato, Apr. 21 --- Secretary Francis ‘Kiko’ N. Pangilinan of the Office of the Presidential Assistant on Food Security and Agricultural Moderniza-tion, encouraged residents of Mamasapano, Maguindnaao to work together to advance development in their place.

In a dialogue and project proposal presentation held in the town’s Barangay Tukanalipao, Pang-ilinan emphasized that unity among the residents of the area is one of the factors in effecting prog-ress.

“We should all move forward and focus in mak-ing life better,” the official stated adding that the national government is doing its part in providing services to the people.

Meanwhile, Pangilinan noted that the Kabulnan River Irrigation System- Mamasapano Extension Project which will be implemented next month would help not only the farmers in the said village but also in nearby areas to improve their farming as well as their harvest.

“The project which will remind us of our 67 ‘kababayans’ who lost their lives here will help the farmers produce quality agricultural products which in return could raise their income,” the secretary emphasized.


He then stated that the initiative would not only advance development but would also promote peace.

Together with Pangilinan in the event was Engr. Florencio F. Pader-nal, administrator of the National Irrigation Administration who also called for the beneficiary irrigation associations to work together in making the project successful.

Padernal on the other hand, en-couraged the residents to visit their office or the offices of their local of-ficials for their further needs.

KIDAPAWAN CITY, North Cotabato, Apr. 21 -- The North Cota-bato provincial office of the Department of Agrarian Reform (DAR) led the country in the distribution of private agricultural lands (PAL) in line with the Comprehensive Agrarian Reform Program (CARP) implementation.

DAR Central Office recently revealed the nationwide as-sessment result for 2014. In the said report, North Cota-bato attained the highest ac-complishment in land acquisi-tion and distribution covering private agricultural lands.

Marion Abella, provincial agrarian reform program officer, revealed North Cotabato ranked number 1 PAL distribution after covering 4,250.55 hectares with 631 landholdings (LHs) in 2014, surpassing 78 other provinces in the country.

“Covering those private agri-cultural lands to CARP is a big challenge for DAR, especially that some are owned by promi-nent and influential people in the province; but we never stop pushing ourselves to the limit in designing strategies to fulfil the

mandate of our agency,” Abella said.

Abella also said that various management strategies had been employed and tested to address the challenges that go with the implementation of the program in both provincial and municipal levels.

“We have 17 municipalities and 1 city in North Cotabato with diverse culture, religion, beliefs and traditions. But, we are confident that we could de-liver our targets because these municipalities are manned with seasoned Municipal Agrarian Re-form Program Officers that are closely looking into the imple-mentation of the program in the area,” Abella added.

In 2014, DAR- North Cotaba-to’s accomplishment in terms of number of hectare and land


holdings of private agricul-tural lands distributed are as follows: 27.11 ha (5LHs) in Al-amada, 126.76 ha (18 LHs) in Aleosan. 62.34 ha (10 LHs) in Antipas, 51.05 ha (8 LHs) in Arakan , 338.96 ha (41 LHs) in Carmen.

They were also able to lot out 159.87 ha (29 LHs) in Ka-bacan, 279.97 ha (51 LHs) in Kidapawan City, 247.92 ha (37 LHs) in Libungan, 238.02 ha (39 LH) in Magpet, 315.99 ha (58 LHs)in Makilala, 477.18 ha (80 LHs) in Matalam, 196.69 ha (25 LH) in Midsayap, 476.10 ha (69 LHs) in M’lang, 224.96 ha (32 LHs) in Pigcawayan, 217.78 ha (28 LHs) in Pikit , 209.05 ha (29 LHs) in President Roxas, and 600.80 ha 72 LH in Tulunan.

DAR North Cotabato Province also ranked fourth nationwide in terms of volume in hectares in the Land Tenure Improvement component of CARP.

Abella recently received a certificate of recognition at the Lancaster Hotel, Mandaluyong City for his dedication to ser-vice, leadership, guidance, and a good morale booster, which immensely contributed to the successful implementation of CARP in North Cotabato Prov-

ince.“These awards are key indica-

tors that the efforts we exerted as a team to deliver what was expected of us are now real-ized,” he said.

He also added that DAR-North Cotabato, having successfully covered PAL, has been direct-ed by DAR Secretary Virgilio delos Reyes to document the good practices and manage-ment strategies of the province to be used as role model for other provinces in the country in delivering private agricultural lands.

BUTUAN CITY - Eyeing the bountiful resources of coconut in Dapa, Siargao Island, Surigao del Norte as a potential source of revenue for OFW Family Circle in the area, a three-day Skills Training on Coco Sugar Processing and other Coco Products was conducted at Dapa Women’s Center last April 14-16, 2015. The Overseas Workers Welfare Administration (OWWA-RWO13) in coordination with the Philippine Coconut Authority (PCA) Surigao del

singer and composer duo Lacheln Rafallo and David Mabalcon, both third year Communication students. “The song is about seeing the peace and opportunities of Mindanao despite its present conflicts,” Rafallo said. “It’s about time to unite each and everyone in Mindanao,” she added. Rafallo and Mabalcon’s singing prowess was first heard during their on-the-job orientation at PIA Caraga regional office here. PIA Caraga regional director Abner Caga who seems to be captivated by their voices insisted that they should sing the

jingle for the mobile app. “Their unique voices are perfect for our promotional campaign,” said Caga. The PIA Mindanao mobile application, formerly PIA Caraga mobile app, is the first and distinct mobile app in the country that caters local news and updates per region in Mindanao through the use of smartphones, tablets and iPads. The mobile app jingle can now be heard in all PIA’s Advanced Forward Emergency Broadcast System (AFEBS) affiliate network stations and 107.8 MHz Power FM.

Dragoon troopers spearhead medical mission in Agsur town By: 8SFC-Civil-Military Operations Office

ESPERANZA, AGUSAN DEL SUR - The 8th Special Forces “Dragoons” Company (8SFC) under the 3rd Special Forces Battalion, Special Forces Regiment (Airborne), Special Operations Command, Philippine Army on Saturday conducted a medical mission in Barangay Tag-anahaw, this municipality in order to extend medical, dental and civic action program (MEDCAP). The program is in coordination with the local government units of Esperanza, Bayugan City and San Luis, all in this province. The outreach program is also participated by the regional office of the Department of Health Caraga Region, Philippine Red Cross (PRC) and the Caraga Regional Disaster Risk Reduction Management Council. Record shows that 165 residents availed of the free medical and dental consultations, free medicines, circumcision, haircut, and while the PRC conducted bloodletting. To further entertain the public, the army also performed electrifying dance during the intermissions. The activity, according to the 8SFC, is part of the contribution of the entire AFP implementation of the Internal Peace and Security Plan-Bayanihan wherein the military’s role is to catalyze

various government agencies to craft and conduct developmental programs that will benefit underserved communities and promote peace. “Peace is everyone’s responsibility. We (the military) cannot achieve peace and order alone, but rather, it must be a collaborative effort between other units and the civil citizens as well. We reach out to the public in order for them to see that we are sincere in our peace effort because we have experienced that we had enough of the bloodshed. We look forward for the rebels in Agusan to peacefully lay down their arms and live a peaceful life with their families,” Capt. Jesus Rosete, Commanding Officer of the 8SFC said. “We work to empower parents of children with disabilities all over the country to live in harmony, love and peace through spiritual, education and cultural development,” Felicite Jean Gonzales, founder and project coordinator of PACDLD said. Gonzales said, “We also help parents make better decisions for their children by organizing and providing them with information and support through regular parent orientation on disabilities, assessments, art works and fun games for children with disabilities and participate in policy-making to promote the rights of person’s with disabilities.” Topics discussed during the orientation were Development Milestone of the Child, Understanding Disabilities presented by Mr. Octavio Gonzales, founder, PACDLD, Overview on the Allied Medical and Educational Intervention of a Child with Disabilities, Human Rights of Children with Disabilities by Dir. Reynante Basas, Commission on Human Rights, Mandates of the Law, by Mr. Rizalino Sanchez, division chief, National Council on Disability Affair, among others. Over 50 participants

composed of social workers, barangay health workers, day care workers, teachers, parents and persons with disabilities attended the said training. PACDLD started was formally organized in 2001 with a group of parents in a poor community. The group showed its willingness to help other parents make better choices for their children with disabilities. The organization became a legal entity in 2002 and since then actively worked with the National Anti-Poverty Commission-Persons with Disability Sector (NAPC-PWD), National Council on Disability Affairs (NCDA) and the Philippine Sports Association for the Differently Abled (PHILSPADA) and AKAP-Pinoy. It sits as a member of the Council for the Welfare of Children Committee with Disabilities and DepEd’s Advisory Council for the Education of Children with Disabilities.


2015 “Summer na Zamboanga” kicks off

The City Government of Zamboanga has formally started its summer festival activities at 4 p.m. last Friday at the city hall grounds with a full line up of production numbers and presentation from local talents such as the Jambangan Cultural Dance Troupe, Dancing Buddies, Four Twenty Crew, True Family, PS Static, Zamboanga Cosplay Group, Abdel Aziz Masjiril, Marco Onesa, and Fidel Bas with the Guyz N’ Flizicks. Isabela City is pioneer in septic management in Mindanao

ZAMBOANGA CITY – Isabela City is now a pioneer in septage management as it breaks the ground for its very own septage treatment plant in barangay Tablawan today (April 21), the first of its kind in Mindanao. This program, which is expected to benefit about 47,000 residents, was supported by the United States Agency for International Development (USAID) through its Water Security for Resilient Economic Growth or Be Secure Project. On January 22 this year, the city council passed its septic ordinance, known to be the first ever in Mindanao. This legislation is expected to open up opportunities for more water

supply and sanitation-related policies and programs. OZAMIZ CITY, Misamis Occidental - The Panguil Bay Development Council (PBDC) has approved the cost estimates in the voluntary removal of the illegal fishing structures, particularly, filter nets or “sanggab” from the bay.

and P700/unit for two laborers, and medium size sanggab, P1,820/unit or P770/unit for transport cost and P1,050/unit for three laborers. Large sanggab, P2,315/unit or P915/unit for transport cost and P1,400/unit for four laborers, and giant sanggab with coconut lumber posts, P4,630, or P915/unit for two units, for transport cost and eight laborers. Per the latest inventory, a total of 1,998 filter nets with 866 operators and 854 workers have been spotted in the municipal waters of eight out of 12 local government units within the Panguil Bay area. Of these LGUs, on the LGU of Tangub has validated its data of 923 filter nets with 238 operators, Maputol added.

BSP reminds banks on prohibition of unsolicited text messagesCAGAYAN DE ORO CITY - The Bangko Sentral ng Pilipinas (BSP) reiterates its advisory to banks that unsolicited text messages on bank advertisements or loan offers and marketing are prohibited.

According to the BSP, banks may only be allowed to send advertisements, loan offers or marketing through text message if requested by the public. The BSP has earlier issued a Memorandum to all banks and its subsidiaries or affiliates reminding them of their compliance with the laws and rules prohibiting unsolicited text messages in view of complaints and inquiries received by the BSP involving unsolicited text messages on bank advertisements, loan offers or marketing. The Cybercrime Prevention Act or Repiblic Act No. 10175 criminalizes the transmission of commercial

electronic communications with the use of computer system which seeks to advertise, sell or offer for sale products and services unless there is a prior affirmative consent from the recipient. The National Telecommunication (NTC), through its Memorandum Circulars, also prohibits Public Telecommunication (PTEs) and content and/or information service providers from sending or initiating push or unsolicited text messages, unless there is a written consent from the subscriber choosing to receive commercial advertisements through text. The BSP thus advised the public to store the unsolicited text messages on bank advertisements or marketing and the number of the sender, file a complaint to the NTC, and report the incident to the bank involved. NPAs won’t mar Palaro- Duterte

DAVAO DEL NORTE- “The NPAs (New Peo-ple’s Army) will not do that.” Regional Peace and Order Council (RPOC) chair, Davao City Mayor Rodrigo Duterte this afternoon assured the public of NPAs non-in-volvement of any trouble that would mar the 2015 Palarong Pambansa. “I may guarantee, if there is any trouble, it could not come from the NPA. They would not want to do it,” he said in a media briefing before holding a closed door meeting at the Bul-wagan ng Lalawigan lo-cated at the Provincial Government Center in Mankilam, Tagum City. He was with top heads of the military and the police at the regional and the provincial levels, Davao del Norte munici-pal mayors of Palaro bil-leting areas, and with his provincial counter-part, Provincial Governor

Rodolfo P Del Rosario, chair of Davao del Norte Peace and Order Council (PPOC). He called on the NPAs to “stay away”, and “to stay out” as he dis-couraged them from do-ing anything that would jeopardize Davao del Norte’s hosting of the Palaro. “Huwag muna kayong makialam,” he said addressing the NPAs but he, however, welcomed them to “come and watch” the sports event. Meanwhile, he said “there should be some kind of deliberate re-straint for everybody,” and hinted of govern-ment forces controlled action against the NPA during the Palaro “be-cause that would en-danger lives”.
