Except during election year, the Governor’s Cup is an annually held basketball competition during summer breaks. It is participated by students, 18 years old and below, in the 13 municipalities and the lone city of Bayugan in the province of Agusan

According to Provincial Sports coordinator Danilo Garcia, all teams in this year’s Governor’s Cup will have no import players. All players, 18 years old below, must be residents of Agusan del Sur. “This time, we will strictly implement the rules during the screening, so that there will be no arguments while the governor’s cup is on-going,” Garcia said. According to Tortor, the 8th Governor’s Cup will start on April 16,

The Mindanao Development Authority (MinDA) today announced that preparations are being firmed up for scheduled largest gathering of power industry stakeholders from all across

Mindanao on Friday in Davao.

Secretary Luwalhati Antonino, chair of MinDA which is organizing the summit in collaboration with the Department of Energy (DOE), said

that based on latest confirmations around 300 to 350 delegates are expected to attend the event. “The Power

Summit accords us the opportunity to discuss the real Mindanao power situation and the specific short to long term measures

Chair distribution continues amidst ‘summer break’

Mayor Rey T. Uy’s brain-child project dubbed

as “Care for School Chairs Pro-gram” continues to make waves in its pursuit to make a difference in the learning of school children in Davao Region. On April 3, 2012, the local chief executive’s team personally went to

three schools in rural areas in the City of Panabo in the Province of Davao del Norte with a total of 380 new school furniture. T h e schools which received are as follows: Tagpore E l e m e n t a r y School (90 a r m c h a i r s and 40 kiddie chairs), Tagurot E l e m e n t a r y School (80

armchairs and 55 kiddie chairs) and Kiotoy Elementary School (90 armchairs and 25 kiddie chairs). Despite students go on their respective breaks this summer, Mayor Uy reiterated that the distribution of chairs shall continue so students will have new chairs will be used upon the resumption of classes by June, this

year. Tagum City’s Rizal Elementary School I in Davao del Norte also received new furniture last April 4, 2012 with a total of 260 new armchairs. Meanwhile, last April 9, 2012 as a way of observing Araw ng Kagitingan and of which it is a National Holiday in the Philippines, the department, division and section heads of the City Government of Tagum engaged in a Bayanihan ‘Chairs Pintura’ in spite of a non-working holiday for the Care for School Chairs Program. “At least, instead of going out, productive amoang adlaw through pagpintura sa mga bangko,” stressed Mrs. Edna J. Quilario, head of the

City Human Resource Management Office. For the record, delivery report from August 2011 to April 4, 2012 just a short span of time for almost eight months, a total of 33, 793 pieces of school furniture (armchairs, desks, kiddie chairs, teacher tables, computer and working table) were already distributed by the Local Government of Tagum thru the initiative of City of Tagum Mayor Rey T. Uy which fabricates school chairs from confiscated logs and are later distributed for free to different schools as part of his ‘Social Responsibility’ to its neighboring Cities and Municipalities in Davao Region. ICT group seeks more innovative businesses

DAVAO CITY -- The ICT Davao, an umbrella arm of Information Tech-

nology stakeholders in Davao City seeks the growth of more innova-tive industries in the city. According to Sam Matunog, president of the Davao Software Industry Association said that they are encouraging more businessmen to become angel investors or venture capitalists so as to build a culture of innovations in the city. An angel investor is a business capitalist who provides a capital start-up

for persons with innovative ideas, while a

venture capitalist invests in a product or a start-up company with strong market potentials. They have also launched ON3 Pitching Competition to promote innovation in business. It is organized by the ICT Davao together with the Department of Science and Technology (DOST-11), Department of Trade and Industry-Davao City Field Office (DTI DCFO), city government of Davao and the Silicon Valley-based Plug and Play Tech Center. The event is a business plan competition where individuals or groups pitch their products or ideas which are either classified as green solutions, biotechnology or ICT (Information Communication Technology). The ON3 Pitching Competition will be held this coming April 13 to 15 at Martha’s Place in Brokenshire College, Davao City. During the first day, pitchers are made to undergo a conference with pitching coaches. The second day is the contest proper where the pitchers

will present their products or ideas to a panel of judges led by Deny Roja, a Silicon Valley venture capitalist. Shortlisted pitchers will then compete in the nationwide contest during the Science and Technology Week this July in Manila. Top three pitchers will then go for an immersion program in Silicon Valley, California. Last year two of the three shortlisted pitchers came from Davao City. Piclyf, a photo-blogging application and RAD solutions, a green technology alternative to hospital waste incinerators. Matunog hopes that the ON3 will lure more start-up companies out in the open. He said that there were 11 pitchers in 2011 and he hopes they would double in number by this year’s ON3. Matunog a local venture capitalist himself said they could come up with success stories from start-up companies during the event so as to encourage and inspire more local businessman to look into investing in innovative businesses in the city. Vice President Binay was in Kabacan, North Cotabato on Tuesday as guest of honor during state-run University of Southern Mindanao’s 66th commencement exercises where he addressed 1,932 candidates for graduation.

“Kung nais nating maiahon sa kahirapan at kamangmangan, edukasyon ang nag-iisa at tanging paraan,” he told the graduates.

“Ang lahat ay kailangang magsumikap. Ngunit kung ang walang sawang pagsusumikap

ay sasamahan ng isang mahusay na edukasyon, labis na lumalawak ang nararating ang isang tao,” he said.

He also told graduates that finishing their courses comes with responsibilities to their families, the university and fellowmen.

“Ang tunay na saysay ng inyong pag-aaral ay nababatay sa kakayahan ninyong gamitin ang inyong dunong upang maglunsad ng inyong kakayahan,” he said.

Denying their service, he added, would make peace and progress elusive for themselves and the nation.

To be able to serve their family and the country, a graduate need not seek for remarkable opportunities, Vice President Binay pointed out.

For instance, he said, graduates could start by helping their parents send their younger siblings to school.

“Your challenge now is no longer defined by examinations, term papers, and reports,” he reminded the graduates,

“You are now called to build your lives.”

Other guests of the graduation ceremony, which was led by USM president Dr. Jesus Antonio Derije, included North Cotabato Gov. Emmylou Taliño-Mendoza, local officials, and the university’s Board of Regents.

LGU hands P1.5-M aid to people’s groupsBy Dani Doguiles

KORONADAL CITY, South Cotabato – At least six people’s organizations in nearby Tampakan town on Tuesday received a total of P1.5 million from their local government unit.

In a turn-over ceremony at the municipal hall’s conference, Tampakan Mayor Leonardo V. Escobillo handed checks amounting to P250,000 to POs as assistance for their respective livelihood projects.

Earlier, municipal agriculturist Imelda Pascual invited presidents of Albagan Farmer’s Association (AFA), Sitio Salway Farmers’ Association (SISAFA), Sitio Maticura Farmers’ Association ( M A F A R A S ) , Snip Community D e v e l o p m e n t A s s o c i a t i o n ( S C O M D E V A S ) , Pulabato Integrated Farmers’ Association (PIFA), and Rural Women Action Group of Kipalbig (RWAGKA) to receive the assistance.

During the turn-over

ceremonies, Pascual urged the POs to properly manage their respective livelihood projects according to the policies and guidelines of associations.

Mayor Escobillo, on the other hand, called on the officials and members of the POs to earn more income from the livelihood

assistance and to show dedication by producing quality goods that could result in the improvement of the lives of their member.

He assured them that the municipal government of Tampakan is committed to achieving food production efficiency to solve the problem

of unemployment and hunger.

Pascual explained the P250,000 aid to each of the six POs comprised the second tranche of the livelihood assistance under the Mindanao Rural Development Program – Community Fund for Agricultural

Development (MRDP-CFAD).

The amount is intended for the vegetable production projects of AFA and SISAFA, cattle production projects of MAFARAS and SCOMDEVAS, Lakatan banana production project of PIFA, and

macapuno and ube processing project of RWAGKA.

The turn-over ceremony was also witnessed by the municipal project facilitators and the officials of the municipality’s treasury office.

ENCAP’s school buildings, water projects start in Palawan By Rene V. Carbayas

and its American counterpart recently held a ground breaking ceremony for the construction of school buildings and water catchment system in four separate sites in Puerto Princesa City in Palawan.

The Combined Joint Civil Military Operations Task Force (CJCMOTF) of Balikatan Exercises 2012 (BK12) composed of the Western Command (WESCOM), Armed Forces of the Philippines (AFP) and its counterpart in the United States Pacific Command (USPACOM) started construction

of the projects at Tagbarungis Elementary School, Inagawan National High School-Tagbarungis Annex, Sta. Cruz Elementary School and Buenavista Elementary School, all in Puerto Princesa City, Palawan Province on March 19 and 20. The 6th Civil Relation Group

of the AFP disclosed that the construction of the four buildings with two classrooms each for the four barangays aimed to advance the joint and bilateral Engineering Civic Affairs Project (ENCAP) and interoperability between the RP-US Armed Forces. It also geared towards the increase in the ability to respond quickly and work together effectively to provide humanitarian and civic assistance to the local populace. Local leaders together with students, teachers and guests welcomed the arrival of the RP and US armed forces composed of carpenters, electricians and engineers. “We are so lucky for it came just right in time since the next school year is coming and we are expecting additional number of enrollees that will surely need classrooms, these additional rooms will be of great help to our incoming students.” Mrs. Norma Dela Cruz, Tagbarungis High School Principal, pointed out during her speech. The ceremony was graced by the top Commanders of CJCMOTF headed by Capt. Rosauro Sarmiento PN, Col. Philip Young US Army and the chaplains of both forces. In his message, Capt. Sarmiento gave emphasis on the meaning of WORK for BK12. He further pointed out that the 2 armed forces are jointly working for a meaningful W.O.R.K, which means “We Organize and Remember the importance of Knowledge”. On the part of the US forces, Col. Young stated that, “It is a

tremendous honor to US Joint Forces to assist the Armed Forces of the Philippines for these wonderful projects. There’s nothing more important than education. And for us to be contributing to the future education of the Filipino students, it is quite an honor for all of us. We hope to have a successful project and we are extremely grateful to have an opportunity to participate in this humanitarian civic assistance projects”. The ENCAP activity offered the American and Philippine Armed Forces to learn from each other. US Forces were exposed to different techniques shown to them by the Filipino forces. Likewise, the Filipino forces were able to experience technology the American forces bring to the exercise. The project also provided an opportunity for both RP-US forces to experience each other’s culture. “My favorite part about working with the Filipino Forces is the unity; the mixing of two cultures,” said Chief Louie Alvarez, US forces in-charge of the ENCAP at barangay Buenavista. During the ceremony, children performed songs and dances to show their appreciation. Words of encouragement and motivational speeches were given by local leaders and military service leaders who are executing the Balikatan exercise in Palawan province. “Balikatan” is a Tagalog word which means “shoulder-to-shoulder.” (JPA/6CRGAFP/RVC/PIA-9 ZBST)

MDG-YEM scholars from Maguindanao complete secondary educationBy Oliver Ross V. RiveraAfter 2 years of fruitful endeavor and partnership

with IOM, 139 MDG-YEM scholars coming from the different identified six (6) schools within the Province

of Maguindanao had successfully completed their secondary education.

Out of the Total 179 MDG-YEM scholars, 139 were in fourth year level while the remaining 40 were in third year level. On March 28 and 29, 2012, IOM and OWWA-ARMM Team headed by RWO-ARMM OIC Director Amy B. Crisostomo, and Mr.Miguel Martin Meñez, IOM. the forms. “Taxpayers were also allowed to file in the bank so they will no longer go to the BIR offices to file their income tax returns. We have also the Tax Payer Assistance Service Center in some barangays such as Ampayon, Libertad, and also in the City Hall,

Gaisano Mal, and in the public market to help taxpayers concerning the income tax filing,” Vitug said. There are commercial banks that are accredited by the BIR and under obligation to accept income tax return until 5:00 p.m. such as

the Land Bank, Philippine National Bank, and other banks accredited by the regional office of the BIR. The deadline for the filing of income tax is on April 15. The BIR director also advised the filers to pay ahead of the deadline.

DSWD Caraga puts new framework to KALAHI-CIDSSBUTUAN CITY -- With the Kapit-Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Services (KALAHI-CIDSS) scale-up in full swing this year, the Department of Social Welfare and Development (DSWD) has mainstreamed three new “lenses” to the project’s implementation.

Meant to answer emerging issues, the DSWD has integrated three new lenses or frameworks in KALAHI-CIDSS. These are on gender lens, peace lens and integration of disaster risk reduction into climate change adaptation (CCA) in planning and decision-making. In line with the continuous systems enhancement, the KALAHI-CIDSS shall promote active participation of both men and women in decision-making within the opportunities provided by project activities, and to ensure that both have equal access to and enjoy the benefits of project implementation.

Likewise, peace lens will be adopted to look for opportunities for building peace, peace trends, zones of conflict, and how peace is construed when talking about security and the potential impact of policies. Lastly, the community-based disaster risk reduction into climate change adaptation framework will be adopted for full participation and contribution of volunteers for stronger, more resilient and more sustainable community. “These ‘lenses’ are part of the scaling-up implementation of Kalahi-CIDSS throughout the

country until 2015,” said Assistant Regional Director Mita G. Lim. She said, “These will help greatly in the holistic approach we employ in community-driven development projects such as Kalahi-CIDSS in response to prevalent social and environmental conditions in far-flung areas who are very susceptible to such problems.” Recently, new members of Area Coordinating Teams underwent a basic orientation on Kalahi-CIDSS and skills training, which also included the discussion on these new lenses.

“We are the first wifi city in the country” Pagadian City Mayor Samuel S. Co declared after the recent launching of “Wifi ng Pagadian” at the City Hall Complex here. Accordingly, the city will have to observe the test run after the wifi was initially installed inside the City Hall compound and may be accessed by the public within the 500-meter radius from 5:00 PM to 8:00 AM.

“However, during office hours, the wifi will be exclusively used by the City Hall offices to speed up transactions in the different departments,” the mayor explained. ZAMBOANGA CITY - The Department of Social Welfare and Development (DSWD) central office issued directive to DSWD IX to conduct community assemblies in areas in the region not yet covered by the Pantawid Pamilya Program of the department. DSWD 9 in a press statement said the purpose of the conduct of community assemblies is to register potential beneficiaries for the expansion of the Pantawid Program.

The press statement further said that community assemblies should be conducted in the areas not yet covered by the Pantawid Program. Areas not yet covered by the program include: Pagadian City and Ipil, Zamboanga Sibugay, Diplahan, Imelda an Buug. DSWD in its press statement said , “the program will cater to 10,479 beneficiaries in Pagadian, while Ipil will have additional 5,979 beneficiaries.” “Other areas in Sibugay such as Imelda, will have 1,800 beneficiaries, Diplahan 2,348, and Buug 3,130,” the press statement further reads. Existing municipality-beneficiaries of the Pantawid will have additional slots to register as recipients to the program to wit the municipalities of Bayog will have 202 additional beneficiaries, Dumalinao with 456, Tambulig 480, Malangas 504, Olutanga 517 and Payao 448 . To strengthen the implementation of the Pantawid Program expansion, DSWD and

the Local Government Unit (LGU) concerned signed a MOA for the purpose. NAT results show public school Gr 6 pupils in Mis. Occ. score highest in Mathby Rutchie C. AguhobThe Grade 6 pupils in the public schools of the Misamis

Occidental Schools Division scored highest in Mathematics compared to other subjects in the National Achievement Test

(NAT) for school year 2010-2011.

This is indicated in the NAT Results for SY 2010-2011, which shows that the Grade 6 pupils in the public schools of the division got an average score of 78.04 percent in Mathematics, Schools Division Superintendent Jonathan S. Delapeňa said. Their scores in the other subjects were as follows: Filipino, 77.62 percent, HEKASI, 77.26 percent, English, 71.41 percent and Science, 68.11 percent. On the overall performance, however, the Grade 6 pupils in the public schools of the division, which is composed of 16 districts, excluding

the cities of Ozamiz, Tangub and Oroquieta, scored an average of 74.79 percent. On top of the list of the public schools with the highest scores in Mathematics is the Panaon District whose Grade 6 pupils scored 93.40 percent in the subject.

Ozamiz City School Board allocates P20.5M for education projectsby Rutchie C. Aguhob

OZAMIZ CITY, Misamis Occidental – A total of P20.5 million have been allocated for the priority projects of the Ozamiz City School Board, last year.

This was sourced out from the additional one (1) percent tax on real property which was collected and remitted to the Local Treasury to finance the implementation of priority education projects of the city from Jan. 1 to Dec. 31, 2011, Mayor Nova Princes E. Parojinog-Echavez said. She said based on the estimated income for Budget Year 2011, the additional 1 percent tax on real property amounted to P13,648,3583.28, while the unexpected balances for the year,

including the continuing appropriations amounted to P5,851.416.72, thus the P20.5 million allocation. Meanwhile, the expenditure for the year included the following: Personal Services, P5,842,022.40, Maintenance, Operations and Other Expenses (MOOE), P4,460,800 and Capital Outlay, P10,197,177.60. Expenditure under the Personal Services included the salaries and benefits for 28 Local School Board (LSB) teachers amounting to Php4.16

This was followed by Aloran with 89.98 percent, Sinacaban, 85.36 percent, Sapang Dalaga, 84.33 percent, Baliangao, 84.61 percent and Clarin South, 80.26 percent. Again, on the overall performance for all the subjects, the Panaon District scored the highest with an average of 83.27 percent, followed by Aloran, 83.11 percent, Sinacaban, 79.91 percent, Sapanga Dalaga District, 79.42 percent, Baliangao, 79.24 percent and Clarin South, 75.83 percent. OROQUIETA CITY, Misamis Occidental - Implementation of Strategic Financial Management and Human Resource Management and Development Plans remain on top of the good government focus of the macro sector of the provincial government of Misamis Occidental.

This was explained by Gov. Herminia M. Ramiro, during the recent meeting of the Provincial Development Council. She said the development interventions and strategies of Mis. Occ.’s Executive-Legislative Agenda has been divided into foursectors, namely Macro, Infrastructure, Social and Economic. Along the macro sector, the focus on good governance of the province includes the operationalization of the Information, Communication and Technology-General Information System Office of the province and the Provincial Internal Audit Office (PIAO). Also included is the paperless legislation that incorporates corresponding legislative support by way of ordinances passage to all corresponding programs/projects/activities of the plans to ensure the success of its implementation, the governor said. Citing performances of the macro sector, Ramiro said there has been an improvement of systems and procedures in the Provincial

Government of Mis. Occ. resulting from the on-going implementation of the paperless legislation. “Now, the retrieval and production of legislative documents have been made fast and easy,” Ramiro said. Likewise, the Bids and Awards Committee has been strengthened in the transparency of the procurement system while the PIAO Operation has been institutionalized as a department. “There is now an improved linkage between the plans and budget allocation while the targeted increases in local revenues have been attained,” the Governor also said. Another achievement of the macro sector is the implementation of peace and order strategic action plan and its course of action resulting in the low incidence of crime, both index and non-index in the province with Ozamiz City having a total of 658, the highest number and Concepcion town with the lowest number of four, the governor added.
