jected moves to privatize the state-run Agus and Pulangui hydro-electric plants, saying it could complicate the peace and security in the area.

In its position paper, the Amreco said the planned privatization “will endan-ger and exacerbate hostility to the hydro plants by the people in the communities adjacent to Lake Lanao, where the Agus draws it water source; and Pulangui River in Bukidnon.”

The Maranao folk of La-nao del Sur and Lanao del Norte had been claiming their share from revenues

generated by the Agus hy-dropower plants while the lumad of Bukidnon wanted the government to com-pensate them for the use of the Pulangui River.

Both hydropower sys-tems were being run by Napocor.

Energy Undersecretary Josephine Patricia Asirit earlier said the Depart-ment of Energy (DoE) had asked for a deferment of the privatization of the Agus-Pulangui hydro-electric plant in deference to Con-gress, which will decide on the privatization.

Senator Francis Joseph Escudero, a member of the joint congressional

power commission, said the commission will meet on April 19 to discuss the power crisis in Mindanao and resolve the privatiza-tion issue.

Senator Sergio Osmena III, the commission’s chair-man, said a joint resolution by the House of Represen-tatives and the Senate will be needed to approve the privatization.

“We are in consultation with Congress,” he said.

Asirit said power barges would be deployed to Min-danao to produce an extra 120 megawatts (MW) since the Agus-Pulangui plants, which produce 180 MW, would be shut down for

repairs starting April 17.She, however, said us-

ing the Iligan diesel plant and power barges would mean the power rates in Mindanao would go up by 50 to 80 centavos per kilowatt-hour.

“Unpopular decisions have to be made to solve the power situation in Min-danao. It is inevitable. We have to address the shortage in power,” she said.

Meanwhile, the Amreco lauded the energy depart-ment for issuing DoE Cir-cular No. DC2012-03-0004 directing compliance with the Electric Power Industry Reform Act of 2011 (EPI-RA) to address the power

supply situation, including the rationalization of the available capacities in the Mindanao Grid.

The Mindanao electric cooperatives also agreed to continue dialogues and consultations with the stakeholders, government sectors and the general consuming public to find more appropriate solutions in the short, medium and long terms for the power situation in the region.

CARMEN, Agusan del Norte––Land cracks in Sitio Ta-ao, Barangay Rojales in Carmen, Agusan del Norte still pose grave danger to some 600 residents directly aff ected by the phenomenon, top village offi cials of Rojales admit.

The long, curvy land cracks that originated down a hill traversing the moun-tainous portion of Sitio Ta-ao overlooking more than 200 houses with some 600 individuals were found to have gone deeper, wider and longer aft er the 6.9 magni-tude earthquake in Negros last February 6.

Land cracks continue to endanger some 600 villagers in Agusan Norte

In the February 2, 2012 survey conducted by joint fact fi nding team from Mines and Geo-Sciences Bureau, the local DENR offi ce and personnel from local gov-ernment unit of Carmen, Agusan del Norte, the ver-tical displacement of land cracks were only measured at 1.2 meters with 62.3 meters in length.

But the two barangay offi cials who measured the land cracks three weeks ago said the vertical displace-ment of the land cracks has now reached to 9.6 meters and the length to about 200 meters.

According to the two village offi cials, the second time MGB and DENR offi -cials visited Barangay Rojales was last April 3 where the agencies recommended tree planting program in land crack area. But the two vil-lage offi cials said that tree planting may be already too late to prevent mudfl ows and landslides. MGB officials also suggested benching as an option but must be well planned and well craft ed.

New pay rates in Socsargen ordered

Based on the order, the increase in COLA is as follows:

a. Ten pesos (P10.00) per day for those in the non-agriculture industry/sector;

Many of us are quick to

see the faults and wrongs of others, but we’re slow to see and admit our own.

In fact, many times we draw attention to other people’s problems and faults precisely because we don’t want to face our own.

We think we’re wise experts at knowing what’s wrong with everyone else, yet we’re completely blind to our own weaknesses and

character flaws.But even if that other

person does have some-thing wrong with them, our own wrong of judging them can be even worse than what we’re judging them for!

This is why Jesus Christ warned us that we will end up being judged by the same judgment we made on someone else!

But if we will honestly admit to Jesus what’s wrong with our own character and way of living, Jesus will forgive us and give us His inner power.

He can start fixing and changing our heart, so we’ll be free to genuinely love others instead of looking for their faults.

• Pol it ica l par t ies merged in order to ex-pand their political turfTHE COALITION of Partido De-mokratiko Pilipino-Lakas ng Bansa (PDP-Laban) and Partido ng Masang Pilipino (PMP), will change the coun-try’s political geography. The alliance of these two major political parties will also have repercussion in local politics.

Obviously, the local political fracas in an elections scheduled midterm next year is a prelude for the Presi-dential elections in 2016. It is most certain that the result of the 2013 local election will decide the probable winner in the Presidential elections in 2016, too.

Thus, the merger of PDP-Laban and PMP politi-cal parties, now known as United Nationalist Alliance (UNA, was a strategic move to consolidate the opposi-tion’s political power against the ruling and incumbent Liberal Party (LP).

The Liberal Party, however, is not going to take things lightly with what the PDP-Laban and PMP had done. Certainly, the LP leadership is now entertaining options to make the playing field equal, if not better, than with the political opposition.

LP knows of various options. At the time of this

Alternatively, was the idea of a PDP-Laban-PMP merger could have been an offshoot of an earlier unannounced LP-NPC coalition?

Political observers believed that the LP-NPC coalition is not new. In fact, Cojuangco contributed P100 million to finance President Aquino III’s presidential campaign in 2010. What would be the effects of these political changes with the Villar- led Nationalista Party (NP)? Considered as one of the worthy political contenders, the NP is also political dark horse. With a record of accomplishment that influenced the development of the country’s politi-cal history, NP is unpredictable.

The NPC’s splintered group could also put up an alliance with NP come 2013 election. Without doubt, the Villar-led NP learned a thousand lessons during the presidential election two years ago. One of NPs handi-caps was the inability of its key leaders’ to differentiate corporate campaign from political campaign.

Sen. Manny Villar thought that managing corporate affairs is the same as managing political affairs. He was incorrect. Learning from those blunders, NP should re-engineer its political machine. Otherwise, NP may just hang its gloves come 2013 election.

ENTREPRENEURSHIP has become the famous term in universities recently. Since a long time ago, most higher education institutions (HEIs) have been busy with teach-ing their students to become scientists rather than entre-preneurs. Unfortunately, this long process of education is now creating problems.

Since the free trade was implemented—and up to now—not all of the nations have been ready to face such a common economic agree-ment. This applies, especially the developing countries that are lack of human capitals such as technical expertise and entrepreneurs. Yet, this condition calls all HEIs to introspect themselves why this can happen.

In Indonesia, the department of education has pro-posed entrepreneurship to be included in the curriculum since about ten years ago. This is due to the fact that the free trade area, such ASEAN free trade area, can lead the unprepared nation into danger. One of the impacts is the domestic products produced by this nation will become the losers.

The winner products are always from the nations that have been prepared with their human resources. They are the skilled human resources and the so-called human

In that case, the manufacturers of being the losers will inevitably go out of business. The most dangerous effect is the economic crisis in such nations.

Due to the situation caused by the unprepared na-tion in increasing the quality of human capitals, the universities are now altering the curriculum by adding some materials related to one of them is entrepreneur-ship. In which part of universities can entrepreneurship materials be included?

It is widely known that in Indonesia, HEIs have three-pillars of activities. One is teaching and learning or education process or activities. Second pillar deals with research activities. And, third concerns the com-munity services or social services. Among the three pillars, entrepreneurship is commonly inserted in the third pillar that is in the community services.

In practice, the entrepreneurship tends to be the domain of the section of the center for research and community services (or implementers). Therefore, the students have been predominantly in this section when they are expected to become entrepreneurs. They should be trained and educated in this process or third pillar.

Entrepreneurship has not yet been strongly imposed like other materials or subjects studied in HEIs. In other words, the implementation of the curriculum to create entrepreneurs is not fully emphasized. When this cir-cumstance is not paid attention by the government or

MISAMIS Occidental - The local government unit (LGU) of Clarin has added a name for itself… that of being “The Bayong Capital” of Misamis Occidental.

This, after getting into mass production of “bayong” native bags to replace the plastic shop-ping bags in the municipal markets, allowing the local residents to augment their income.

Mayor David Navarro said the ‘bayong’ bags are made of biodegradable materials, such as leaves of the romblon plants, that are abundant in the area.

The same materials used for mats that give cool and soothing effects on people sleeping on it.

Clarin town gets new name

AGUSAN del Norte – It is very important for people to know and un-derstand that there is indeed power shortage in the province these days, according to Gen-eral Manager Horacio Santos of the Agusan del Norte Electric Coopera-tive (ANECO).

In the Monday power forum, Mr. Santos disclosed that owing to the situation, the province is going to ex-perience power curtailment in different schedules until the 30th of this month.

He also disclosed, using the power barge in Nasipit will mean a little increase in electricity rates.

Meanwhile, ANECO Pres. Dioscoro Boco recalled that in 2010, Butuan City experienced three-to-six hours of power interrup-tions because of shortage in power.

Last year, however, the province was fortunate to have only experienced a very short time power loss, with the help of the TMI plant/barge situated in Nasipit, he stated.

“We are also looking forward to partner with other power plants for us to be able to sustain our power for the next coming years,” said Boco.

In the planned nuclear power plant, Cojuangco proposed the newest tech-nology being pushed by the United States Nuclear Regulatory Commission (US-NRC) on the use of small modular reactor as against the BNPP’s pres-surized water reactor.

He said the US-NRC already issued combined

licenses to Georgia and South Carolina to build the small modular reactor plants.

Cojuangco said the Phil-ippines should start applying for the construction of the plants so that it could go on stream by 2018.

“It takes time to build a nuclear power plant. So the Philippines, this early, should already decide to secure permits from interna-tional nuclear commissions so that the earliest it could construct and go on stream is by 2018,” he said.

Cojuangco’s proposal provides that the host com-munity would be assured of power supply at a discounted rate or free power for as long as 60 years, which is the life span of the nuclear power plant.

The host community would also be given a share of the tax derived from the sale of the nuclear power, he said.

“Is it because provin-cial towns can be pushed around by the DOE and its attached agency, the National Electrification Administration (NEA)? Is it because they can bully the electric cooperatives using Presidential Decree 269 as amended by Presidential Decree 1645 where the General Managers of these electric cooperatives are appointed thru and by the NEA Administrator? Is it because the General Manag-ers of these coops and their board of directors can no longer protect themselves and the poor consumers from the importunings of the DOE Secretary?” pointed out Mendoza.

“Kayang-kayang takutin ng DOE at NEA ang mga managers ng electric coops pero hindi nila kayang kau-sapin ang mga malalaking pamilya tulad ng Aboitiz,” Mendoza added.

“Why couldn’t the DOE Secretary instead have con-vinced the Aboitiz-owned Therma Marine Inc. with its expensive power barges to moderate its financial acquisitiveness and lower its rates from P14/kWh to P8/kWh? In fact, why should the DOE resort to using outmoded, anti-democratic, Martial Law-era Presiden-tial Decrees to pressure and frighten electric cooperative managers to buy expensive power from Aboitiz?” asked Mendoza.

TUCP p ointe d out that the power provider in Davao City is the Aboitiz group and that the distribu-tor, Davao Light and Power is also Aboitiz. “The city power supply and distribu-tion is owned by one family so they can already put the squeeze on consumers anytime. The same situation also applies to Cagayan de Oro with the Abaya-owned Cagayan Electric Power and Light Company (CE-PALCO),” said Mendoza. “In these two cities, the DOE will just distance itself as the oligarchs who own the power system there can allow events to set the stage for them to eventu-ally bring up rates also,” Mendoza added.

TUCP explained that even with the DOE pro-viding a P9/kWh subsidy for power sourced from Aboitiz-Therma Marine Inc., this will already put in place a de facto high tariff regime which will tie up the electric cooperatives for a multi-year period. TUCP pointed out that even should abundant hy-dropower currently priced at P2.97/kWh currently become available after the Agus-Pulangui repairs, the electric cooperatives

are already contracted to buy and distribute power from the more expensive Aboitiz-Therma Marine Inc. Eventually this emer-gency government subsidy of P9 will be phased out forcing the consumers to pay up the full cost of gen-erated power at P14/kWh.

“The DOE has cari-caturized the Mindanao power crisis as one whose answer lies in meeting sup-ply needs. That way all the DOE needs to do is lead us down the path of least resistance: buy from the expensive Aboitiz-Therma Marine power barges. But the truth is that the answer lies in balancing the needs between supply and the cost of power. Mindanao’s development was always premised on the provi-sion of cheap hydropower. This drives commerce and industry in Mindanao,” explained Mendoza.

TUCP advocates main-taining hydroplants as the main energy source with standby power in the form of government-owned pow-er barges. We believe that allowing the National Power Corporation (NPC) more leeway in administering their gross receipts – in-stead of remitting the same

to PSALM – will allow the full rehabilitation of the Agus-Pulangui Complex.

TUCP believes that low-ering the reserve capacity of National Grid Corpo-ration (NGCP) from 250 Megawatts (MW) to 150 MW would have readily released an additional 100 MW into the Mindanao Grid and that the fulfil-ment of rehabilitation of Agus 4 would have raised sufficient capacity.

Instead DOE has pres-sured electric coops to buy expensive power from Aboitiz-owned power barg-es and called for further repairs of the Agus 6 to create an artificial shortage of hydropower when it is most needed.

TUCP also remains op-posed to the planned sale of 4 state-owned power barges which can best be used for a last resort measure for Mindanao or for when power shortages occur in Luzon or the Visayas. Once rehabilitated they can also be used to address the cur-rent demand of Mindanao.

“ERC will view this DOE Circular as the blessing from the high and powerful to allow expensive power to be sold to the poorest,” said Mendoza.

A MAGNITUDE 8.7 earth-quake struck off the coast of Indonesia yesterday, sending residents dashing out of their homes and offi ces in fear.

India has issued tsunami warning for Andaman and Nicobar Islands, coastal regions of Tamil Nadu and Andhra Pradesh following a massive 8.7 magnitude earthquake off Sumatra coast. The Chennai port has been shut down due to tsunami alert.

National Disaster Re-sponse Force (NDRF) teams have already been rushed to Andaman and Nicobal Islands, coastal regions of Andhra Pradesh, Tamil Nadu and Kerala.

“Earthquakes of this size have the potential to gener-ate a widespread destruc-tive tsunami that can aff ect coastlines across the entire Indian Ocean basin,” the US Pacifi c Tsunami Warning Center said.

CARMEN, North Cota-bato––Three passengers of the Rural Transit Bus were killed while 16 oth-ers were injured when a powerful improvised explo-sive device (IED) went off while the bus was in transit along the Carmen-Kabacan highway here around 10:40 a.m. Wednesday, a report from the Army’s Eastern Mindanao Command, said.
