Christ,” he said in an interview with a local

radio station. “All other

weeks of the year,

w e do

not celebrate the Paschal mystery, only this week,” he reminded them. He said believers should spend this entire week to praise God the Father for giving his only Son Jesus Christ who offered Himself to be crucified on the cross for the salvation of humanity. There is no better way to celebrate this, he added, but to reflect on the Jesus’s suffering on the cross and his rise to glory on Easter Sunday.

He triumphed against death,” he said. “We should also change. We should also overcome.” Easter should also be a time to give attention to the protection of the Mother Earth. He said, by giving importance and taking care of the Mother Earth, we show love for humanity as well as prepare the Earth for the future generation.

ACROSS THE NATIONAquino expresses support for Asean’s fight against illegal drugs

President Benigno S. Aquino III joined his fellow leaders in the Association of Southeast Asian Nations (Asean) in their fight against illegal narcotics agreeing to get rid of the drug menace by 2015.

In his message during the Plenary Session of the 20th Asean Summit here at Cambodia’s capital, the President expressed his support for the Asean’s, as well as the international community’s fight against substance abuse.

“We strongly support regional and multilateral

efforts against the production distribution, trafficking and smuggling of narcotic drugs which threatens the health and well-being of our peoples,” he said during the session.

“The Philippines believes that enhanced regional cooperation and

information-sharing, drug profiling and the provision of more capacity building programs in areas or law enforcement, as investigation of drug-related cases is critical to achieving a drug-free Asean by 2015.”

The President also said he hopes that his statement

Also joining the President in his stance against illegal drugs are the leaders of Cambodia, Brunei, Laos, Vietnam, Malaysia, Singapore, and

Thailand.While supporting

the fight against illegal drugs, Malaysia’s leader expressed reservations in completely eliminating the problem in three years, noting the time is short for the regional organization to achieve its goal.

For instance, he said that although his country imposes the harshest punishment for drug dealers and producers, Malaysia hasn’t totally solved its drug problem.

Also during the Plenary Session, the Asean leaders adopted the declaration for a drug-free Asean in the next three years.

They also supported several declarations and documents such as the Phnom Penh declaration, the Phnom Penh agenda, and the concept on international movement of moderates.

Aside from attending the Asean summit, the President will also have a dialogue with his counterparts in the 8th Brunei-Indonesia-Malaysia-Philippines East Asia Growth Area (BIMP-EAGA) Summit. He will also meet the members of the Filipino community here in Cambodia before his departure for Manila on Wednesday. (AS)

The leaders of the Association of Southeast Asian Nations (Asean) will come up with a

common position as they meet at the 20th Asean Summit to ask the international community to lift all the sanctions imposed on Myanmar following a historic parliamentary by-vote in the Asian country.

Asean Summit, said during the Plenary Session that many Asean leaders agreed to come up with a group position regarding sanctions imposed on Myanmar.

The Asean leaders will come up with a common stand on the issue when they wrap up the summit on Wednesday.

Delivering his message during the Plenary Session at the Peace Palace on Tuesday, President Benigno S. Aquino

III congratulated the leadership of Myanmar for its historic by-election last Sunday.

“May we first comment on the by-elections of Myanmar, we would like to congratulate President Thein Sein on the very welcome development in his country under his very able leadership. The opening up of their political system enhances their long-term stability, which in turn enhances regional stability,” President Aquino said.

Asean leaders meeting in Cambodia for a two-day summit welcomed Myanmar’s orderly

elections that appeared to give opposition leader Aung San Suu Kyi her first seat in parliament.

To show its willingness to reintegrate to the global community, Myanmar’s leaders freed hundreds of political prisoners, welcomed the opposition back to the political fold and eased media restrictions. As a reward, Asean members promised Myanmar in November to become the bloc’s chairman in 2014.

Brunei, Cambodia, Indonesia, Laos, Malaysia, Singapore, Vietnam, Thailand, the Philippines and Myanmar compose the Asean. (AS)

A Catholic Church ritual during Good Friday called “Via Crucis,” which features the 14 Stations of the Cross, will be held at the Linabo Peak starting at 5 a.m. until 3 p.m. To ensure a smooth and orderly conduct of said activity, the city government has urged the participants to follow the guidelines set for the purpose. Some of these are: no wearing of high-heeled sandals, step-ins or shoes as well as short pants and spaghetti dresses; no camping at the Linabo peak; and all participants and guests are strictly prohibited from bringing with them explosive, bladed and deadly

weapons as well as guitars, cassette players and alcoholic beverages. “Katkat Sakripisyo” is a yearly activity held at the Linabo Peak every Lenten Season to reminisce the sacrifices of Jesus Christ for the remission of the sins of mankind. It is a solemn but soul-satisfying event where one unloads his guilt and sins. This once-in-a-year event has succeeded in drawing local and foreign tourists who just come over for it. ZAMBOANGA CITY – Over 1,500 youth will be starting their summer job on April 10 as part of the joint Department of Labor and Employment and the city government’s expanded Summer Program for the Employment of Students (SPES) this year.

City Social Welfare and Development Officer Mr. Francisco “Kit” Barredo said they will be formally deploying 1,570 students to their different posts next week with a general orientation to be headed by City Mayor Celso Lobregat. According to Barredo, a student will be paid P200.00 per day for 20 days, or P4,000.00 a month. They will be deployed in different city government offices and barangays, with at least 100 of them to be assigned in mangrove planting under the Office of the City Environment and Natural Resources (OCENR). Barredo said this number only covers the first batch of the summer job. Another 1,600 student-beneficiaries will also be deployed as part of the second batch of this

year’s SPES. The national government lauded this project citing its vital role in helping indigent students continue with their studies, thus, DOLE was given additional budget for the expansion of the program. Last year, the regional SPES budget allocated by DOLE IX was P9 million, but with the very positive feedback, the budget was doubled this year to P18 million, P5 million of which was allocated to Zamboanga City. The city government also allocated P9 million as its counterpart to serve the more than 3,000 student- beneficiaries this year. The first batch will work from April 10 up to April 30, while the second batch will start on May 4 until May 28. (MVC/PIA9-ZBST)

highlighting the Fire Prevention Month on March while the competition has been conducted annually since year 2003. “The competition is a simulation fire activity comprising of modified combat challenge wherein the teams simulate in responding to fire incidents by eliminating the fire,” Cimafranca said. Meanwhile, provincial head for special rescue unit Fire Officer I Jeoffrey Sisona, said the event was designed to help the barangays in training and equipping their respective volunteer fire brigades in the procedures on proper positioning and proper handling of fire hoses and nozzle especially in rescue operation,” he said. “We train the brigades not

only to enhance their fire safety awareness but also to help the BFP in responding safely in case of fire and during natural calamities and disasters,” Sisona said recognizing the very important role of brigades in the fire-fighting operations. “What they’ve learned at the Olympics will be applied in their respective barangays,” he added. “Let us show to the world that we are ready not just for competition but for calamities also,” Sisona said The event contested by the teams were rescue and transfer relay operation, hose laying and replacement of busted hose, bucket relay and flammable liquid fire extinguisher. Panaad sa Camiguin 2012by Jorie C. Valcorza

Known to many for its spectacular wonders, be it in the array of finest foods, fruits, waters and people, Camiguin is but a tourist perfect destination.

The island receives flock of local and foreign tourist all year round and the Lenten season is among its peak period of the year, every March or April. After more than 30 years, “Panaad in Camiguin” still continues

to draw huge numbers of pilgrims and tourist alike. It is a religious activity that was started by a handful of islanders in the 80’s and has found its place the region’s annual calendar of top tourist come-ons.

“Panaad” is a Cebuano term which means a religious vow of sacrifice to take the 64-kilometer walk around the island-province, highlighted with an uphill walk in Mt. Vulcan where the fourteen (14) Stations of the Cross are located. The penitent walk normally commences immediately after visitors sets foot on Benoni Port in the town of Mahinog. The crowd then goes towards Mambajao, and then to Catarman town where

the Mt. Vulcan climb awaits each devotee, a never-miss part of the Panaad, then sets off again until they reach back the place to where they have started. The religious walk is completed with a “Visita Iglesia”, in every chapel and old churches they came to pass. The local government has already put in place steering and working committees to oversee the needs and safety of the visitors.

All key areas such as ports, town centers, and sacred places where devotees often congregate will hold information counters to be manned by the local disaster risk reduction management council, barangay council and tourism office. Pilgrims are encouraged to register and secure the Panaad 2012 identification cards which can be accessed upon arrival at the Benoni Port Tourist Assistance Booth. Medical teams are likewise readied to respond to health emergencies as devotees in some instances experience difficulties because of too much heat and exhaustion as they walk their way around the island.

Pantawid Pamilya grantees adopt backyard gardeningPantawid Pamilya beneficiaries in Aguada village adopted

backyard gardening to support their daily nutritional needs.

Perlita Supla-ag, of Purok 6, Bangkal, Aguada disclosed that her regular attendance to the Family Development Sessions (FDS) encouraged her to plant vegetables in her backyard. Perlita, mother of Babie Rose,12 and Honey, 10, grantees of Pantawid Pamilya, said backyard gardening has been encouraged during an FDS gathering by her fellow parents. Meanwhile, Analia Macabada, City Link of Pantawid Pamilya in Ozamiz City, handles the Cluster 3 FDS every third Saturday of the month. Macabada started to encourage parents to plant vegetables on their backyard last year. Now, Perlita’s backyard is planted with squash, patola, sweet potatoes, kangkong, and horse raddish. Perlita sees to it that a bowl of vegetable dish is served on her table every meal. She loves to cook variety of vegetable dishes daily in order to complement the nutritional needs of her two children. Likewise, planting and harvesting their own produce would mean savings from the income of the Supla-ag family. Before, Perlita said her family would spend P30 a meal for vegetable dish. On the other hand, her children enjoy a daily dose of honey. She

said locally extracted honey will only cost P200 a bottle, which is very affordable. A bottle can be good for one month. The beneficiaries of Aguada village here have decided to tender services in cleaning the village surroundings. The decision came after series of attendance to FDS where parent beneficiaries opted to clean, starting from their own houses, their neighborhood and eventually, the whole village. Further, parent beneficiaries have already planted trees along riverbanks of the village here. Macabada said she was very happy with the decision of the group because it coincides with the National Greening Program of President Benigno Aquino III. The grantees regularly inspect and nurture for the development of planted trees to ensure its growth. (DSWD)

Environment and livelihood activities top women’s month observance

MAMBAJAO, Camiguin - Camiguin props up a series of symposia and seminars on climate change adaptation and global warming, highlighting women’s role as powerful agents of change in disaster risk reduction. Kalipunan ng Liping Pilipina (KALIPI) members all over the province were tapped for the Sustainable Coastal Community Empowerment through Enterprise and Design (SUCCEED) Project, a capacity development and enterprise-based concept initiated by the Enabling Communities with Hope and Opportunities through Sustainable Initiatives (ECHOsi) Foundation in partnership with the New Zealand Embassy Manila, and the local government. Several products from the marginal women who joined the SUCCEED product assessment workshop have been approved by ECHOsi for product development assistance and for possible market out of the country. Products identified to pass for the next assessment include cassava chips, baked peanuts, squid preserves, peanut butter, and lanzones wine. The municipal governments of Mambajao and Mahinog, on the other hand, have initiated the reorganization of its KALIPI membership to further strengthen it. Livelihood funding assistance

from SEA-K and from the New Zealand government benefits women in Sagay town, while the KALIPI also received an additional P100,000.00 livelihood assistance. Governor Jurdin Jesus M. Romualdo, meanwhile, highlighted on the “Plastic-Free” campaign during the series of municipal symposia conducted in observance of the women’s month celebration. Other activities done in observance of the women’s month celebration include clean-up drives, walk for a cause, hataw exercises, tree planting and sessions on RA 9344, otherwise known as the Violence Against Women and Children (VAWC). The Municipality of Sta. Cruz will be holding the 12th stag-

ing of the Pista sa Kinaiyahan (Na-ture’s Festival) this coming April 26-29. The festival will feature events which are geared towards environmental preservation and conservation. Among the activities include, an art and fashion exhibition

featuring recycled materials converted to art works, Mangrove planting and Mt. Apo clean-up. Pista sa Kinaiyahan will also feature adventure sporting events aimed at promoting Sta. Cruz as an ideal eco-tourism site in the region. The festival’s main event is the 2nd International Mt. Apo Boulder Face Challenge set this coming April 28-29. The extreme sports adventure race will combine four extreme sports disciplines; mountain biking, trekking,

white water tubing and running, these challenging race involves teams to traverse the coastal areas of Sta. Cruz and climb up to the peak of the country’s highest mountain Mt. Apo at 10,000 feet above sea level. About 46 teams from Australia, Vietnam and Singapore have slated their intention to participate in the festival. They will have to beat the

NABUNTURAN, Compostela Valley Province -- The strong and contin-ued partnership of the provincial government here with the Federa-tion of Filipino Chinese Chamber of Commerce and Industry Inc. (FFC-CCII) has brought to the donation of 16 classrooms in two municipal-ities in the province.

FFCCCII turned over on March 23 some ten classrooms to Basak Elementary School, Ogao Elementary School, Sasa Elementary School, Bukal Ementary School and in Camanlangan, New Bataan town. Another six classrooms

were handed over on March 24 to Panoraon Elementary School, Panibasan Elementary School and Compostela National High School Bango Annex, all of the municipality of Compostela. FFCCCI is a group of civic-minded business leaders who formed the Federation in 1954, an organization that rose to become one of the nation’s major business organizations today. The Federation, while serving the needs of its members, has gone a long way in promoting the economic and social development of the country. Its advocacies and programs are reflected in the economic policies of the government. FFCCCI also undertake various civic projects, support humanitarian causes, participate in cultural activities, and assist in the education of the Filipino youth in various ways and continue to foster the bonds of friendship and unity in

the Chinese-Filipino community. FFCCCI and Compostela Valley are inspired to do more and persistently pursue programs that will contribute to nation-building for the different sectors of the society especially in achieving national progress and prosperity for all. Antonio Lu, owner of Nabunturan Mabuhay Warehouse, also donated ten classrooms as his way of saying thank you to all Nabunturan and neighboring town folks for the trust given to them being their business allies. Governor Arturo Uy is determined to equip all Barangays with classrooms complete with school fixtures. He is eying that before 2015, all barangays of the province will already have a room conducive for learning. DAVAO CITY – Contrary to claims that almost all of the areas in Mindanao are experiencing 8 to 15 hours of brownout everyday, electric cooperatives yesterday admitted that there are only nine electric utilities experiencing 30 minutes up to 2 hours of power outage in their respective areas. In yesterday’s stakeholders’ meeting held at Grand Regal Hotel, this city, the Department of Energy (DOE) asked these utilities the frequency of brownout situations in their area. As of yesterday, there are only nine power utilities out of 27 that admitted to have been fixing power requirements and holding minimal power interruption in the community. “The reason why we are here is to get the real picture if indeed the talks that Mindanao is experiencing up to 15 hours of brownout everyday is true. But we learned that these are merely misconceptions and are actually not true.”, said DOE Undersecretary Josefina Patricia Asirit. Electric cooperatives also

reported that from 4 hour power outage, they have reduced it to 30 minutes of power interruption while certain technical efforts are being put into place. Davao, Iligan, and Cagayan de Oro City are some of the areas reported to have sufficient power capacity ,thus, brownout situation is not an issue. The list now includes Malaybalay, Dipolog , Valencia , Camiguin, Panabo, Digos, Tagum, Mati, Cotabato, Surigao, Butuan, and Cabadbaran. She said that the reduction of electric cooperatives experiencing power outages is brought about by the issuance of Department Circular directing these cooperatives to nominate needed power to supply their demands. With the circular, power supply deficit is now reduced to 100 to 160 MW from 360 MW in the past months. DOE lauded the cooperation of the electric cooperatives and distribution utilities for strictly complying with the circular as this is considered an immediate

short term measure to address power deficit. Meanwhile, Energy Secretary Almendras in a separate interview clarified that the government is now ready with both short and long term solutions by focusing on generation. He said about 253 megawatt of committed projects are coming online in 2014 while

about 790 megawatt is existing as potential power. After meeting the stakeholders such as electric cooperatives and distribution utilities, he then asked local chief executives to welcome projects on power plants as the department is doing its share to fill in needed power supply in Mindanao.

TESDA specialistas in Soccsksargen gain groundby Dani Doguiles

KORONADAL CITY, South Cotabato -- Barely three months from its launch-ing, Region 12’s TESDA Specialista Technopreneurship Program (TSTP) has shown promise as a source of income among technical vocational education and training (TVET) graduates.

A press release from the office Technical Education and Skills Development Authority regional direct Zeus Ampuyas on Monday said, 130 organized TSTP entrepreneurs in three provinces and one city have already earned a total income of P259,340.

Overall, TESDA Specialistas have served 893 clients in various service categories such as beauty care and wellness, caregiving, building/house repair maintenance, computer

hardware servicing, appliance repair, catering/food and beverage servicing to automotive and small engine servicing, Ampuyas said.

Areas where TESDA Specialistas are now operating include North Cotabato, South Cotabato, and Sarangani-General Santos.

Ampuyas said, in the past three months they monitored the activities of the techno-entrepreneurs to determine if the purpose of the program has been achieved as evidenced by income per aggrupation.

Results of the monitoring indicated that of the seven service categories, building/house repair and maintenance has the highest average income which reached P43,126.67, followed by beauty care and wellness services which is P41,780.00. The third highest earning category was computer hardware services which accumulated

income amounting to P15,100.00.

The rest of the service categories are also picking well in terms of earnings, the report said.

Ampuyas said that the income earned by the TESDA Specialistas in the last three months is an indication that the “newly launched program has started creating awareness and gaining support from the people in the community.”

“Money has also started to fill up the TESDA Specialistas’ purse as they render their services to their valued customers.”

TSTP was designed out to address problem of limited job opportunities in the market by assisting the unemployed or underemployed TVET

graduates for them to be able to have a chance to be economically stable.

Under the program TESDA facilitates the organization of trained and certified TVET graduates with related skills to be productive into groups called TESDA specialistas who provide technical services for affordable fees in communities where they operate.

TESDA provides them with a TESDA Nurturer to guide and mentor them as well as link with the local government unit for possible support such as operation center and advertisement in the locality.

Those interested to be a TESDA Specialista, they may inquire from the TESDA Provincial Offices near their area for a

MSU launches nutraceutical laboratoryKORONADAL CITY, South Cotabato-- Mindanao State University- General Santos City launches the P3.7 million worth nutraceutical laboratory with the inauguration ceremony Thursday at the campus ground.

The day was also the university’s 33rd baccalaureate services and awards ceremonies.

Assistant Director of the Department of Agriculture’s Bureau of Agricultural Research (DA-BAR) Dr. Teodoro Solsoloy, who was guest of honor for the graduation ceremonies led the ribbon-cutting ceremony along with Chancellor Abdurrahman Canacan and Vice- Chancellor for Academic Affairs Dr. Mary Lynn S. Abiera.

D e v e l o p i n g laboratories is one of the main thrust of DA-BAR.

Solsoloy said there are good researchers but are not provided with sufficient laboratories and facilities for their activities.

“There are studies which are just stuck in shelves, journals or publications. It’s time to explore more and prove more,” Solsoloy said.

The nutraceutical laboratory, with its state-of-the-art equipment, aims to expose into a more comprehensive way various researches and studies on screen plant and animal resources for therapeutic properties.

“This is not just a blessing but a big challenge for us,” Canacan said as he expressed gratitude of the academic institution for the facility.

Canacan hopes students, faculty members and other interested individuals would use laboratory properly.

Aside from aiding students on their studies, the laboratory was built also to benefit other researchers in the region to nurture their knowledge on environment for health and safety.

Solsoloy said MSU-GSC is the perfect location for the laboratory and the ideal place to set up the laboratory considering it as the center of all universities and scientific communities in Mindanao.

The laboratory can start its operation six months earlier than the targeted schedule speeded up by the faculty and university management joint efforts.

In an interview with a local radio station here, DAR-Caraga information officer Joie Ceballos said all problems that were brought to their office were addressed and resolved properly. They see to it that during the mediation, conflicts will be reduced so both parties will not go into

filing of cases in the court. Ceballos also reminded CARP beneficiaries who were not able to follow the guidelines set forth in the program may be delisted in the official list of CARP beneficiaries. He added the privilege that were taken from the

delisted beneficiaries may be given to those new and qualified farmers as beneficiaries of the program. In a report, Helen Tudlasan, DAR-Caraga human resource manager said that of February 2012, DAR-Caraga was able to resolve two judicial or court

BUTUAN CITY -- The Cooperative Development Authority (CDA) launched nationwide the 2012 Award and Recognition Program “CDA Gawad Parangal.”

cases, 19 quasi-judicial, 387 cases related to agrarian law implementation, 17 in land transfer clearance, and 111 mediation cases. According to DAR website, the delivery of agrarian justice has two features: the agrarian legal assistance and adjudication of cases. Agrarian legal assistance is comprised of resolution of agrarian law implementation (ALI) cases, ARB representation before judicial and quasi-judicial bodies, and mediation and conciliation. On the other hand, Adjudication of cases involves the

resolution of cases by the DAR Adjudication Board (DARAB) and any of its salas. Under RA 6657, the DAR is vested with the primary jurisdiction to determine and adjudicate agrarian reform matters and to extend free legal assistance to farmer-beneficiaries affected by agrarian cases. There are three types of cases under this program namely: judicial or court cases, quasi-judicial, and cases related to agrarian law implementation (ALI). The first two types

involve representation of farmers by DAR lawyers before the regular courts and DAR Adjudication Board, respectively. The third type involves the administrative rendering of decision on exemption, conversion and retention. The DAR at present utilizes more aggressive alternative dispute resolution techniques in mediation to reduce conflicts maturing into court cases. The general objective is to persuade the contending parties to settle their disputes amicably or out of court before the DAR.

Gawad Parangal is one of the banner programs of CDA, which gives recognition for cooperatives, cooperative leaders and partner organizations for exemplary performance in motivating other cooperatives to emulate and strengthen their operational capacities that will put them in the mainstream of the development process. The program started last year after Caraga Region produced one winner for the Outstanding Cooperative (Large Category). The Agusan del Norte Teachers, Retirees, Employees and Community Cooperative (ANTRECCO) got the third place for Mindanao area. The awards will be given to micro, small, medium, and large scale categories, where the winner from each category of the regional level will compete next in the national level. The following are the qualifying criteria for outstanding Cooperatives: Must be duly registered with CDA and in good standing for

the past three preceding years. Also, the cooperative must be in existence for at least five years and must be operationally gainful for the last three years (for micro and small – existing for at least three years and operationally gainful for the last two years). It must be nominated by any one of the following: cooperative federation or union, government organization, local government units, and other non-government organizations. Meanwhile, the qualifying criteria for the outstanding L G U s - C o o p e r a t i v e Development office include the following: must come from a province or chartered or independent city; formally organized, established or designated an office;

with staff and budget and they should have relevant cooperation development programs. Similar to the previous category, nominees must be endorsed by a CDA Cooperative Development specialist and at least one cooperative in the area. For the awards for outstanding Cooperative Leaders, the nominees must be a good standing member of the cooperative for the past five years. They must also be elected officers of the cooperative for at least one term, with no derogatory record, and with exemplary contribution to cooperative development. graced the graduation ceremony held recently at the capitol seminar hall here. The success of TESDA under Provincial Director Rey Cueva in producing graduates in the province is through the close collaboration with the local officials.
