balance. Iligan City and Lanao del Norte province are part of this group that needs to be monitored by the DAR main offi ce.

Th e newly-appointed DAR Secretary was a former Un-dersecretary for Policy, Plan-ning and Legal Aff airs of the DAR and had taught Business Law in the MBA program of Dela Salle College in Manila.

Addressing the MAROs, he said, “Times have changed and yet what we have been doing for the past 20 years is still the same. We have spent so much money for surveys, but only an insignificant number of CLOAs came out. One strategy that we have ad-opted is that once the survey money comes out, the CLOA should also come out.”

Th e new DAR administra-

tion has expressed concern over the problem that despite the surveys, the claim folders are not cleaned.

Th ere are titles that are lost, sometimes the land owner cannot be located, and in some cases, there is a title but the land is missing, while in other cases there is a record of cadastral survey on paper but did not actu-ally happen, Secretary delos Reyes noted.

“The old style was ev-erything was done by the MARO offi ce. We cannot do that now. Th e central offi ce and the regional offi ce will now come down to you and look at your problem,” Sec.

For Lanao del Norte, there is still a balance of about 12,000 hectares containing 1,500 claim folders that need to be converted into CLOAs and there are 23 MAROs working in the province. Th e same problem exists for the other provinces like Negros, Bukidnon, North Cotabato, Leyte and Isabela.

Th e DAR expects a rise in CLOA accomplishments from 2012 to 2013 with the implementation of its tran-sition plan in the twenty provinces.

being buried for 3 days.He’s still teaching today!

So we would be smart to listen and do everything He tells us are the principles for living a successful and satisfying life.

If you put your life in Jesus’ hands, He will work everything together for good in your life.

Jesus will show you what to do about your boss who is unfair to you.

He’ll teach you how to

pay back your debts and manage your money prob-lems. Jesus will show you what you can do so your child won’t feel so angry and rebel against you.

He’ll show you how to change and improve your marriage relationship. And Jesus will help you do your best in school.

Jesus can even use your mistakes to teach you les-sons on how to live well and right. But you must first join His class.

So won’t you ask Jesus to forgive you for living your wrong way, and ask Him to become your life’s teacher in charge of your life. Then, He can start showing you how your life was made to really work the way you want it to.

IN PAST ISSUES, this corner had discussed, in part, reasons why there is no power shortage in Mindanao. That in an island so naturally en-dowed with sources of alternative power, the supply of an electric power should not be an issue.

Privatization of government as-sets is one of the culprits of possible power shortage in Mindanao. The government’s policy on privatization is one of the safest approaches where corruption is disguised in the spirit of transparency. Transactions in privatization involve billions of pesos.

The sale of the Philippine National Oil Company (PNOC) was the ‘biggest (in terms of amount involved) and the most transparent privatization deal.’ How-ever, there are more than meets the eyes of the PNOC privatization deal. (PNOC ANNUAL REPORT, P. 22. HTTP://WWW.PNOC.COM.PH)

By the way, Presidential Decree 334 created the PNOC on Nov. 9, 1973 with a mandate to maintain and ensure that domestic oil and fuel supply are adequate. In other words, PNOC was a creation of former President Ferdinand Marcos to arrest the scarcity of fuel at the height of oil crisis in the 70s. PNOC was, therefore, a government owned and controlled corporation.

Three years after, PNOC formed the Energy De-velopment Corporation in 1977 as its subsidiary. It was meant to understand that the EDC was PNOC’s operating arm. The EDC’s objective was to ‘explore, develop, produce, generate and market indigenous energy sources and lessen the country’s dependence on imported fuel.’ (HTTP://WWW.ENERGY.COM.PH) .The EDC is a private corporation controlled by

In 1993, the Lopez group consolidated its interest in power generation and power distribution businesses that led to the creation of the First Philippine Holdings Corporation. The FPHC formed the First Gen in 1998.

First Gen then formed another subsidiary, the Red Vulcan Holdings Corp. RVHC subsequently bought PNOC in the tune of P58.5 Billion in 2007. PNOC was later named Energy Development Corporation. (HTTP://WWW.FIRSTGEN.COM.PH)

Based on this information, it is clear that the Lopez group is now in total control of energy and power devel-opment in the country. The transaction also disclosed that EDC, a subsidiary of PNOC, bought PNOC too through another subsidiary – the Red Vulcan Hold-ings Corp.

Who benefited in the PNOC privatization but people in power? It was true that the privatization of PNOC was one of the most transparent billion-peso transac-tions of the government because only one company bid. Yes, the government made money in that transaction. However, who were gainers and losers?

The Lopez group gained in the sale of PNOC. The people, particularly, the people in Mindanao were the losers. The logic is that the government created an agency (PNOC) to make sure that the Filipinos will enjoy adequate power supply. However, selfish interest of those who run the government and unscrupulous business group connived to defeat this mandate.

It behooves into our minds that corruption in the power industry is entrenched since its major players have lobby money more than enough to bribe legisla-tors and those who rein the government.

THE foreign cast and crew of the soon-to-be-released Hollywood film, The Bourne Legacy, are all agog over the sights and service in the Philippines. Dow Griffiths, location manager for the film, was all praises for the good service in their hotel and elsewhere while they were filming.

While the local press is basking in the light of Griffiths’ praise, I am fum-ing at the fact that the rest of us do not get the prefer-ential treatment because of the color of our skin.

Let’s admit it. We see a Caucasian and we’re all, “Sir!”, “Ma’am!” complete with a curtsy. We follow them with our gaze and are

all smiles if they notice us and start talking. We’d give them the moon and the stars on a silver platter mined from our mountains and down on bended knees, too, if they ask, but we don’t do that for our fellow Filipinos.

I’m going to start with the airport. Whenever I have to depart from the horrible NAIA 1, I notice immigrations officials spend

a lot more time and effort frowning and questioning departing Filipinos than they do to the foreigners. They ask out-of-bounds questions like “Why are you going to Cambodia?” as if they’re immigration officials OF the country you’re going to. I would have asked them sarcasti-cally, “Are you acting like border control for a foreign

country? If you are, then I should inform you that they haven’t moved their borders to Manila yet, so watch your questions.” Last time I checked, their job was to check the papers with a glance and stamp passports unless their suspicion is aroused. Unfortunately, they are always suspicious of their fellow Filipinos who go abroad for vacation or for work WITHOUT ba-sis. They see the boarding pass, right? What do they care why we’re leaving? On the other hand, when a foreigner is departing, they bow their heads and stamp the passport without ques-tion. They even return the

BUTUAN City – Local authorities have discovered a new kind of syndicate using, as front, the Office of Senior Citizens Affairs (OSCA).

Director Abner Caga of the Philippine Informa-tion Agency (PIA) Regions 10 and 13 Cluster said, certain individuals have already been caught in Barangay Bading, while illegally distributing senior citizens identification cards (IDs), in exchange of cash ‘donations’.

OZAMIZ City - A total of 726 graduates of secondary technical-vocational educa-tion (STVE) schools in the province will undergo skills assessment, under the Tech-nical Education and Skills Development Authority (TESDA) - Department of Education (DepEd) Com-petency Assessment and Certification (TESDED-CAC) program.

Included in the skills competency assessment are the automotive, construc-tion, electronics, fisheries, furniture, garment trade, health and social services, information and communi-cation technology, tourism, and refrigeration and air conditioning sectors, said TESDA Provincial Director Leo Velez.

He explained that DepEd Memorandum No. 59 s. 2011

“Now I believe in what I’ve been hearing that Man-ny, indeed, has been working out in the province the past several weeks,” said Roach, who on Tuesday admitted he had no inkling on what the

camp would go until such time he meets Pacquiao in person.

“I don’t know how hard the preparations would be because I haven’t seen Manny since I arrive in the country some two weeks ago,” Roach confided to this writer Tuesday, the day Pacquiao and his team was scheduled to show up at the Shape Up Gym inside the

Cooyeesan Hotel, the official camp while training at this City of Pines.

“As I have been saying, we’ll have to work... Work and work hard as soon as we open shop. Now I would say that it wouldn’t be as hard as I imagine we would go,” he said.

“The early start (in Ma-nila and later in General Santos City) really makes it

easy for us here in Baguio,” the Hall of Fame trainer said.

Another good news is the 52-year-old Roach expects none of the distractions that marked Pacquiao’s prepara-tions before as the Filipino ring icon has undergone a self-imposed change in his lifestyle. Not even the champ’s new bible-preaching advocacy.

Why we even allow recruitment agen-cies to operate is beyond me. They should be made illegal at this point. We should allow direct hiring so we cut through the red tape. It will also result in wealthier OFWs who don’t have to give a cut of their monthly remittances to the recruitment agencies for

no other reason other than make applicants go all over town for urine and stool samples, boring seminars and a sheet of paper that can only be obtained after standing in line for the whole day (think NBI clear-ance, birthday certificate and the like).

On the other hand it is also public knowledge that these recruitment agencies are scheming thieves who do not care and are power-less over the fate of Filipino workers once they’ve sold them off abroad. Again, a classic example of hospita-bility reserved for foreign-ers. They will satisfy foreign employers and sacrifice Filipino workers. Where is the love?
