and examine options to address the island’s energy shortfall, has confirmed earlier suspicions that pro-coal business interests were out to capitalize on the cur-rent crisis to railroad gov-ernment approval of such environmentally sensitive projects that should have undergone better scrutiny.

The group moreover contended that the proper assessment and review of other energy options for the island were conducted by the Department of Energy (DOE) whom it accused of favoring coal power at the expense of clean and re-newable alternatives which would be more economi-cally viable and sustainable

in the long term.“After the President’s

campaign promise to sup-port the development of renewable energy and phase out coal power plants prior to his election, we thought this administration would approach the problem with a greater measure of integ-rity and sophistication,” said Von Hernandez, execu-tive director, Greenpeace Southeast Asia.

Hernandez added: “On the contrary, he has allowed coal pushers in his team to overturn his pledge as evidenced by the DOE’s existing plans to build an unprecedent number of coal plants during his term.”

“The President should be advised that each coal plant he builds edges out

the opportunity for the people of this country to harness clean and renew-able power,” said Hernan-dez.

According to Green-peace, coal is the dirtiest fossil fuel, wreaking envi-ronmental havoc from coal mining that pollutes water sources, to coal burning which releases toxins as well as greenhouse gases.

Coal is also the main driver of climate change whose catastrophic im-pacts include extreme weather leading to floods or drought, and rising sea levels.

The group maintains that there is no such thing as “clean coal plants” and that there are no commer-cially available technologies that can remove mercury, a

deadly neurotoxin, which accumulates at the environ-ment and in the food chain, or carbon dioxide which causes climate change.

Greenpeace said the DOE earlier confirmed that four coal plants and one coal power plant expan-sion were in the pipeline for Mindanao.

One of the plans was approved with a promise from President Aquino to expedite the construction process.

Last November 2011, the government gave the go-signal to a coal plant in Sarangani, and before that in July, President Aquino was guest of honor in the inauguration of another coal facility in the Visayas.

“Should the other proj-ects in Mindanao push

through, President Aquino’s administration would have approved more coal plants than any of his predeces-sors,” Hernandez said.

In contrast, renewable energy is clean and costs cheaper than coal or oil in the long run.

In fact, the current pro-posed increase in prices per kilowatt hour due to the use of diesel in Mindanao is much higher than the proposed Feed-in-Tariff for new renewables that is currently pending at the Energy Regulatory Com-mission (ERC).

“President Aquino is correct when he says that he inherited this Mind-anao ‘power crisis’ from his predecessor. However, he also inherited and actually supported the Renewable

Energy Law, whose imple-mentation is currently lan-guishing under his DOE,” he said.

The Greenpeace official said the President has a real opportunity to trans-form Mindanao’s power development plans into truly inclusive, sustain-able development, given the island’s “gold mine” potential for renewable energy.

“Instead of laying the ground for faster approval of coal projects, the Aqui-no administration should prioritize the process that would finally enable the immediate and massive entry of renewable energy projects in Mindanao and in the whole country for that matter,” Hernandez concluded.

ALEOSAN, North Cota-bato––Two persons were killed and 34 others were hurt when an unidenti-fied man tossed a hand grenade in the middle of a cockfighting arena here Saturday afternoon.

In their position paper presented by House Deputy Speaker and Zamboanga City Rep. Ma. Isabelle Climaco, the Mindanao congressmen said the Presi-dent should declare that the Agus-Pulangui hydro power plant should not be privatized for the benefit

of the people, and for the entire country in general.

“Today, government policy on Agus-Pulangui is in limbo. There is a resolution in the Lower House deferring privati-zation of these assets, but there is no definite policy from the Aquino admin-istration. We urge that the President declare that the Agus-Pulangui should not be privatized,” she said.

“Privatization would

only be giving market power to a private entity. If left with the government without the profit motive, hydro power can blend power rates and mitigate spikes in power prices,” Climaco said.

Instead of privatiza-tion, Climaco said she was sponsoring a bill that would formulate a viable way to operate and maintain the Agus-Pulangui hydro com-plexes “without sacrificing

the interest of the people of Mindanao.”

“My proposal is to set up a Mindanao Power Com-pany, a government-owned-and-controlled corporation that would own, operate and control the Agus-Pulangui hydro power complexes. The government body shall be the multi-sectoral, and its power and functions can be detailed after in-puts from the relevant stakeholders. The idea is

to have Mindanaoans be responsible for powering Mindanao,” she said.

The position was sup-ported by Mindanao Busi-ness Council chairman Vicente Lao, who also heads the Mindanao Electric Power Alliance.

He said the two plants have lowered the power rates in Mindanao com-pared with the rest of the country. CD WITH WIRE REPORT

A REGIONAL TRIAL COURT (RTC) in Cebu City found Dinagat island Rep. Ruben Ecleo Jr. guilty of the crime of parricide for the death of his wife, Alona Bacolod-Ecleo, a third-year medical student 10 years ago.

Judge Soliver Peras of RTC Branch 10 meted on Ecleo the penalty of reclusion perpetua or imprisonment of from 20 years and one day to 40 years.

He also awarded more than P25 million in damages to the victim’s family.

After four postponements since December last year, Peras handed down the guilty verdict at past 5 p.m. Friday. Ecleo did not attend the promulgation of the judgment in his case.

Ecleo, the supreme master of the Philippine Benevolent Missionaries Association (PBMA), was indicted for the death of his wife, Alona Bacolod Ecleo, in 2002.

A team from the Criminal Investigation and Detec-tion Group (CIDG) was deployed at the Marcelo Fernan Palace for the promulgation.

CIDG 7 Chief Jose Pante said if Ecleo was present, they would have arrested him since he has a warrant of arrest.

Ecleo was elected Congressman of Dinagat Island in the May 2010 election.

TKC Steel Corporation is publicly-listed in the Phil-ippine Stock Exchange as an operating and holding company engaged in the manufacturing and dis-tribution of various steel products.

Operational ly, TKC undertakes the exclusive marketing and sales of bil-lets manufactured by its subsidiary, Treasure Steel-works Corporation (TSC) in its billet facility in Lanao del Norte, in the southern Philippine region.

It also has an effective controlling equity inter-est in ZZ Stronghold Steel Works Co. Ltd (ZZS), a company incorporated and based in Zhang Zhou, China, which manufactures and distributes various steel pipe products in China and other export markets.

Treasure Steelworks Corporation (TSC)TSC operates a billet-

making plant within a 20-hectare complex, lo-cated in Iligan City, in the Southern Philippine prov-ince of Lanao Del Norte. Once owned by the former National Steel Corporation, it is the largest billet plant in the Philippines in terms of installed rated capacity. It has production capacity of 300,000 metric tons per annum.

The plant is covered by a 25-year operating lease beginning 2005.

TKC Steel Corp. said it will start next week the

commissioning work of its blast furnace in Iligan City.

In a disclosure to the Philippine Stock Exchange, TKC said the blast furnace in Northern Mindanao is scheduled for cold testing to ensure all components of the system including the ma-terial handling equipment will function properly when the facility is energized next week.

Upon confirmation of cold testing results, the facility will be scheduled for hot testing and actual firing. TKC unit Treasure

Steelworks Corp. (TSC) is undertaking the project.

Delays pushed back the commissioning work in the P450-million blast furnace in Northern Mindanao, which was originally sched-uled in the third quarter.

“[The delay] was due to technical issues and also the inclement weather in Mindanao and the power shortage,” Wilfrido Gamboa, TKC chief information of-ficer, said in a text message.

TSC said the full op-eration of its blast furnace would improve the ability of the company to produce steel from indigenous iron ore, completing the first fully integrated steel mill in the country. TSC’s ore beneficiation plant and power generation plant will complement the blast furnace to ensure adequate raw material supply for ef-ficient production of steel products, TKC said.

The company trimmed its losses to P202 million in the first half from P320 mil-lion last year due to higher sales and lower operating expenses. Its shares were last traded on Wednesday at P3.52 each. KRISTA AN-GELA M. MONTEALEGRE

for billet production are scrap metal sourced from neighboring provinces in the southern Philippines (Visayas and Mindanao regions), through its own collection network or major scrap consolidators.

Scrap or waste metal comes from old, unwanted vehicle parts, building sup-plies and surplus materi-als, which are taken to a scrapyard. The scrap metal goes through a process of sorting, layering, melting and mold casting to form the required billet shape and size. The billets are

sold to downstream users who manufacture bars and sections.

THINK a minute.Are you a “yes man” or

woman? Do you always say yes to every body who asks you for a favor and help? Some of us just can’t say no to others.

The problem is our ‘yes’ often means stress—to us and our family. Many times saying yes to one person means saying no to someone else like your own mate and children.

Of course, we need to care about others and try our best to help those who need it. But we must also know our limits and that we cannot always say yes to everybody who asks us for help.

Learning to sometimes say no to others will mean yes to your own family and responsibilities, which will help lower the stress in your life and home.

Remember, you’re the

only father or mother your children have; if you don’t do your job of loving and teaching them, then no one will.

Then our family life at home becomes a tense, angry mess instead of a peaceful and happy place.

So each time someone asks us for a favor and help, we must look carefully at their request and decide if doing this for them is actu-ally helping them.

You see, if we never let others take responsibility for themselves and their

own problems, then we’re not really helping them to become responsible and suc-cessful, since we’re always doing their job for them.

So just being a “yes man” or woman is not always the kindest thing, nor is it being a true friend.

Other times, when some-one asks you to do them a favor, you don’t need to answer them right away.

You can tell them that you’re not sure and you’ll answer them later.

This way you have time to think about it and check

your own schedule and responsibilities first.

Maybe you can help this other person, but at a dif-ferent time then they asked.

Or, you can help them if they’ll take care of the job or errand you won’t be able to do because you’re helping them.

Often, people will still be thankful for your help.

So have you been stressed because you’re always say-ing yes?

You realize you’re giving too much time and energy to helping everyone who asks you for a favor or help, and your family’s been hurting since you’re neglecting your responsibilities to them.

Just ask Jesus Christ to forgive you.

Jesus will help you learn how to wisely choose when to say yes and when to say no.

THE PEOPLE in Mindanao have only two options to deal with power shortage in the island––‘pay higher power rates or live with the rotating brownouts.’ This statement came from President Benigno Aquino III during the First Mindanao Power Summit in Davao City last week.

The options offered by the Presi-dent are tying up Mindanao’s hands. It goes without saying that the people in Mindanao should accept ‘hook line and sinker’ all that the government would ram on their throat.

During the summit, participants expressed hopes that a cheap, affordable and sustainable power supply in Mindanao could be attained. There were high hopes that the summit would offer a viable solution that would stabilize power supply in Mindanao. Nevertheless, with Aquino making leading statements that contradict the expectations of the people in Mindanao, all hopes were gone.

‘You have to pay more because this is the reality of economics, not the rhetoric of politics. Everything has its price. You have to pay a real price for a real service. There are only two choices: pay a little more for energy, or live with the rotating brownouts,’ Aquino said in his keynote address.

Mr. President, what happens? The people of Mindanao did not expect your reaction to be anti-Mindanaoans. When there is a need to regenerate, the Agus-Pulangi hydropower plant to stabilize power supply in Mindanao,

Mr. President, the problem of power shortage in Mindanao is borne out of government neglect. There is a number of government-run hydropower plants in Mindanao that the government failed to maintain to its highest performance. Most of these hydropower plants are located in Iligan City and Lanao provinces. No, thanks to Maria Cristina Falls and Lake Lanao that turns the turbines of these large hydropower plants.

Like the Agus 2 in Lanao Del Sur, it started opera-tion in 1979 supplying 180 megawatts, some of these hydropower plants had been in operation for over 30 years. While the government-run National Power Cor-poration maintains these hydropower plants, most of these hydropower plants operate inefficiently. To get maximum efficiency, modern electronic technologies should be employed in these power plants. Time has also overtaken the efficiency of most parts of the power plants. These parts need replacements, too. If all the hydropower plants in Lanao provinces operate at its peak, it could generate about 1,000 megawatts - enough to provide half of Mindanao’s energy needs.

Aside from hydropower plants in Lanao provinces, there are other sources of power supply in Mindanao. The geothermal power plant which energy is sourced from Mt. Apo’s natural gas in Davao has great potential of providing energy supply in Southern Philippines.

Now, it appears that President Aquino has given the go signal to independent power providers to pursue their plans. At a glance, it would seem that well-connected power brokers succeeded in what could be a historic pay-off in the energy sector. react: [email protected]

FANS, especially Filipinos, went wild all over the world last week as American Idol judges Jennifer Lopez, Ste-ven Tyler and Randy Jackson used their one and only “save” vote for the season in favor of Idol contestant Jes-sica Sanchez. Sanchez, who is of Mexican and Filipino descent, is a favorite to win because of her powerful vocals and unique style of performing. She is popular in the Philippines though by reason of her ethnicity.

made it to the top three. Trias was born to Filipino immigrants in Hawaii. Trias received popular support from Filipinos here and abroad, as evidenced by the phone-in votes she earned in order to stay on the show. Judge Simon Cowell went on to opine that Trias stayed that far only because of the votes she received and not because of her talent.

While Trias’ talent was not 100% agreed on by that season’s judges, Sanchez’ talent index is unanimously approved by this season’s judges. Which is why the judges was surprised that Sanchez landed in the bot-tom three in the last episode, which means she got one of the fewest votes. No power outages in some parts of MindanaoBUKIDNON - Department of Energy (DOE) Un-dersecretary Ina Magpale-Asirit said some parts of Mindanao do not experience power outages, as their respective electric coops have purchased more expensive electricity outside of the hydropower-dominated energy mix. She further said, DOE is arranging for more energy sources in Mindanao to lower the power supply deficit this summer months.

AMRECO blames bureaucracy in power shortageREGION 13 - Mr. Sergio Dagooc, president of the Association of Mindanao Rural Electric Cooperatives (AMRECO) said, the bureaucratic requirements in the development mini-hydro plants have caused the delay in pursuing the project, resulting in power shortage in Mindanao. The said projects are be-ing undertaken by electric cooperatives. He urged DOE to continuously dialogue with stakeholders and electricity end-users, while the National Elec-trification Administration (NEA) and DOE assist the electric coops, particularly in the processing of government permits.

CSC added, the retirement benefits, processes, procedures, gratuity and terminal leave computations from other government sectors are the major focus of this program.

He added that once completed, an extension of the useful life span of the plant is expected. New equipment will be installed to aug-ment existing capacity of power plants in Mindanao.

Department of Energy (DOE) Secretary Jose Rene Almendras today said in a press conference in Davao City that the President has instructed him to focus on identifying and providing solutions to the Mindanao power crisis.

She is not there to repre-sent the Philippines. She is there as herself. Anyone who claims superiority by reason of being born in the same country as Sanchez’ mom is not only selfish, he also does not make any sense.

The Summit was held to discuss solutions to the current power crisis in Min-danao where many areas are suffering from up to 8 hours of blackout every day due to acute shortage of electricity.

The rallyists said the power crisis is “artificial” to give further justification to the privatization of power sources.

Cynthia Perez Alabanza, spokesperson of the Na-tional Grid Corporation of the Philippines (NGCP), said the cause of daily power interruption is the acute shortage of power in the region.

But the progressive groups disclaimed the power crisis and described it as “artificial to give further justification to the priva-tization of power sources.”

Cagula said: “Just like the ‘artificial’ power crisis, this summit is a mere show. President Aquino is loud with his order that power distributors (electric coop-eratives) should purchase expensive electricity from power barges amidst the clamor of the public to scrap the Electric Power Industry Reform Act of 2011 (Epira) and possible take-over by the government of the two barges privately owned by Therma Marine, Inc.”

The government itself is the culprit to the power woes in Mindanao. The all-out privatization of the state power industry through EPIRA resulted to private monopoly control and higher power rates”, he added.

Independent think tank IBON Foundation said elec-tricity rates have doubled after 10 years of EPIRA’s implementation.

“What can we expect from a president who himself a Cojuangco and benefitted enough From EPIRA? The callousness of the Aquino administration towards power woes in Min-danao requires more than a protest,” Orendain said.

On one hand, Aquino said he would release some P2.6 billion for the rehabili-tation of the hydro-power plants in Mindanao.

“These are costs all of us must share. And your administration is doing its part. We are putting our money where our mouth is. We are setting aside al-most P2.6 billion for the large-scale rehabilitation of Agus 6, which has been neglected for the past 59 years. This is a plant that was designed to operate for only thirty years, and yet we have used it for twice as long. This rehabilitation is long overdue,” he said.

The Department of En-ergy also instructed the Na-tional Power Corporation to come up with full study on how much and how long it will take to rehabilitate the Agus and Pulangi hydro-power facilities to reach its installed capacity.

“We are not without fault. We failed in execut-ing our plans. This is not the President’s failure,” said Energy Secretary Rene Al-mendras.

“A power industry that is not truly owned and con-trolled by the people will only serve the interest of giant monopolies to gain profit, and not to deliver genuine social service. Thanks to Ramos’ Electric Power Industry Reform Act, Mindanao’s power industry is now under the control of private companies, such as the Sy, Aboitiz, Alcantara-Dominguez, and Lopez groups – all of which have their imperialist counter-parts.”

“They have control over the generation and distribu-tion of power in the island. The obviously contrived power shortage in the is-land works in favour of satisfying the insatiable lust of these groups for profit, at the very expense of the people,” he said.

He said even if alterna-

tive sources of energy, such as wind, solar or hydro-power are tapped, these too will also be subjected to the monopolistic control of big foreign capitalists.

Madlos said Henry Sy, the country’s wealthiest man and owner of the National Grid Corporation of the Philippines, is seen to make a killing “in his obsession to completely monopolize the entire power industry in the island.”

“Sy, through the NGCP, can dominate power gen-eration, transmission and distribution, and even take over in the retailing of elec-tricity, thereby spelling the eventual nullity of electric cooperatives,” he said.

Madlos, said their part, the NDFP in Mindanao, is pushing for the establish-ment of a pro-people power industry based on genuine agrarian reform and nation-al industrialization, which can only be possible under a truly independent and sov-ereign people’s democratic government.

“It aims to fully tap the potentials of other safe and renewable energy sources that will benefit the people, and not the whims of the monopolistic, exploitative and oppressive few,” he said.

“Let us militantly demand for a power industry that will uncompromisingly serve the interest of the people, and not of the im-perialists and its big bour-geois comprador cohorts.” (Mindanao Examiner)

Officials said New Peo-ple’s Army (NPA) rebels killed a tribal leader, Melody Delamansi, and a wounded a policeman in an ambush in the town of Cabanglasan.

Delamansi was with four policemen when rebels opened fire on their vehicle at around 9.30 a.m. in the town’s East Poblacion vil-lage, according to Major Eugenio Osias, a spokes-man for the 4th Infantry Division.

He said troops and policemen sent to rescue Delamansi’s group caught up with the fleeing rebels two hours later and a run-ning gun battle ensued that killed two NPA gunmen.

“Troops killed two rebels and recovered their weap-ons, including an automatic KG9 machine pistol and a fragmentation grenade,” Osias told the Mindanao Examiner.

He said the NPA had

targeted Delamansi in the past because of her anti-communist advocacy and that two of her brothers were murdered by rebels.

“She was a strong anti-communist advocate and who was also the tribe’s peace officer and mediator. She had been threatened in the past by the rebels who already murdered her two brothers in previous at-tacks,” Osias said.

There was no immediate statement from the NPA, which has been fighting for decades now for the estab-lishment of a Maoist state in the country. (Mindanao Examiner)
