BUTUAN City Mayor Ferdinand M. Amante Jr. has declared March 9, 2012 to March 8, 2013 as the Balangay (wooden boats) Festival Silver Year.

As per Proclamation No. 1, series of 2012 signed by the city’s chief executive recently, it stated that the balangays of Butuan have been declared National Cultural Treasures by former President Corazon C. Aquino through Presi-dential Proclamation No. 86 dated March 9, 1987.

The proclamation also stated that the balangays, since its proc-lamation as National Cultural Trea-sures have become the centerpiece of tourism activities and an icon of the annual fi esta celebration of the city.

With March 19, 2012 marking the 25th year of its proclamation, the Sangguniang Panlungsod has expressed its sentiments to declare March 9, 2012 to March 8, 2013 as the Balangay Silver Year, the proclamation stated.

Meanwhile, in line with the year-long celebration, the Sang-guniang Panlungsod also passed SP Resolution No. 220-2012, adopting the offi cial logo of the Balangay Festival Silver Year Celebration.

In this regard, the City Tourism Council sponsored a logo-making contest for the aforementioned

Silver Year in Butuancelebration, where the logo entry encircling a balangay boat with waves and the Year 2012 in the center and with the words “Bal-angay Festival Year” written in the upper inner silver circle and the words “Butuan City” written in the lower inner silver circle won the contest.

With these developments, the city government is now on the process of fi nalizing the events that are in-line with the celebration, where people here are expecting for the grandest and colorful fi esta celebration of the city come May 19, 2012, to be highlighted by the staging of the 2012 Mutya Hong Butuan.

The Balangay or Balanghai is the fi rst wooden watercraft ever excavated in Southeast Asia. Also known as the Butuan boat, this artifact is evidence of early Filipino craftsmanship and their seaman-ship skills during pre-colonial times.

The Balanghai Festival is also a celebration in Butuan City to commemorate the coming of the early migrants that settled the Philippines, on board the Balangay boats. When the fi rst Spaniards arrived in the 16th century, they found the Filipinos living in well-organized independent villages called barangays. The name baran-gay originated from balangay, the Austronesian word for “sailboat”. (RER-PIA 13 Caraga)

THE Department of Edu-cation (DepEd) will be ap-proving most of the applica-tions for tuition fee increase of private elementary and high schools nationwide but clarified that most of these hikes will only be minimal.

Education Secretary Ar-min Luistro, in a briefing, said only about eight percent of the thousands of private basic education schools in the country have applied for a tuition fee hike of not more than 10 percent of their current rate.

“Many of them have kept within the five percent in-crease and 10 percent at the most. If you’ll notice, the inflation rate over the past years have been minimal and we’re very happy that the schools have kept within that,” he said.

Inflation rate in the re-cent years have been within the government’s target band of three to five percent.

5% tuition hike, manageable: DepEd

PROTEST ACTION VS TUITION HIKEStudents from different schools march from Morayta to Chino Roces bridge (former Mendiola bridge) pro-testing against tuition and oil price hikes on March 2, Friday. Photo by Anne Marxze D. Umil of Bulatlat.com

Luistro is not worried about the influx of transfer-ees from private schools to public schools as a result of tuition fee increases citing that education officials have not seen “very significant movement or transferees from private schools to public schools.”

“What we have seen though is that there are pockets of those mass trans-fers. But this does not seem to be related to the tuition fee increase. Many of these pockets of mass transfers are because the private schools have closed from their area,” he explained.

He explained that school officials will have second thoughts of asking for a tuition fee increase of more than 20 percent because their applications will defi-nitely be thumbed down.

He disclosed that about 70 percent of the tuition fee hike will be used for

teachers’ salaries, which he pointed out is “fair enough” otherwise private schools will lose their skilled teach-ing personnel.

He also discourages tu-ition fee hike moratorium pointing out that at the end of the moratorium period

school owners will be ask-ing for higher increases, which definitely would be at the detriment of the parents.

“If it’s (tuition fee hike) within five percent, I think it’s manageable,” he stressed. philippine news agency

KIDAPAWAN City––Police have identifi ed two of the four suspects in the grenade attack last Saturday in Aleosan town in North Cotabato that killed three and injured 33 others.

Sr. Supt. Cornelio Salinas, provincial director of the North Cotabato police, said the suspects were all members of the Moro Islamic Liberation Front (MILF).

A certain Quilos Manalinding, councilor of Barangay Lawili in Aleosan town and also one of the top leaders of the Moro National Liberation Front (MNLF) in North Cotabato, was their main target, according to Salinas.

Manalinding was among those hurt during the grenade blast, reports said.

“Although the suspects were members of the MILF and their target was an MNLF commander, I think the attack was more of a personal grudge,” said Salinas.

Citing data, Salinas said the confl ict started when the wife of the one of the MILF commanders in nearby Midsayap, also in North Cotabato, was killed.

Th e killing was blamed on Manalinding and his men. “When the suspects confi rmed the presence of Manalinding

in the cockpit last Saturday, they staged the attack,” said Salinas. Th e police, however, refused to divulge names of the sus-

pects pending the fi ling of the charges against them. Salinas said they were readying the multiple murder and

multiple frustrated murder complaints against the suspects. At least four men were suspected to be involved in hurling

a fragmentation grenade at the center of the cockpit arena at about 11:25 a.m. on Saturday as hundreds of spectators were watching a cockfi ght.

Killed in the grenade attack were Fermin Caloquin, Vicente Sabando, and Jose Mario dela Pena, all residents of Aleosan town.

Wounded during the grenade blast were Manalinding, 57; Elizardo Pastolero, 40; Felix Palag, 57; Benito Cabangisan, 59; Hermie Canaway, 21; Remie Sabando, 22; Domingo Cabaluna, 46; Silvestre Bernadio, 41; Jobert dela Pena, 44; Primo Claro, 50; Tito Cagbay, 31; Modesto Barte, 36; Romeo Camancho, 38; Joey Camino, 27; Ronald Calaor, 30; Rodel Salares, 22; Antonio Aquita, 44; Loperto dela Pena, 19; William Estrellado, 53; Renanto Magsipoc; Vicente Saga, 44; Joseph Antonio, 24; Rex Cabalfi n, 31; Mamero Cansancio, 36; George Cansancio, 33; Victor Caballero, 26; Glen Tahad, 31; Jonas Salupiza, 36; Jimmy Osorio, 36; Bernardo Caingcoy, 38; Inicito Quinones, 63; Hononcio Banisio, 50; and Lazaro Pastolero, 38. COTABATO City––In the next national and local po-litical exercises of choosing future leaders in the Au-tonomous Region in Muslim Mindanao, there would be no more “Hello Garcis.”

The assurance was made by acting Regional Governor Mujib Hataman.

“Hello Garci” refers to an alleged cheating during the 2007 polls where former President Gloria Macapagal

No more ‘Helo Garci’ in Armm electionArroyo made calls to then election Commissioner Vir-gilio Garcillano to rig the poll results in the ARMM.

He said ARMM, in many occasions, have been tagged by poll reform advocates as the country’s “vote-cheating capital.”

Hataman was named by President Aquino to institute reforms in the graft-laden but resources rich autonomous government.

Civil society organiza-tions supported moves to reset the polls in a bid to institute reforms, particularly on governance and elections.

Hataman’s first priorities include the cleansing of vot-ers’ record in the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

He said there is a need to have people’s “strong bind in convergence for a collective objective for change and for

general welfare,” as a phenom-enon in the ARMM that did “not come as a surprise to a government that is open to its constituents and above all, God-fearing.”

He said his government alone could not institute the necessary reforms in the regional bureacracy without the support of the people and peoples organizations to whom the power of the lead-ers emanate. WIRE REPORT

THINK a minute.Some time ago I read

in the newspaper about a father who had killed his 10-year-old son because his school report was not good enough.

The father was so angry that he reached for the near-est thing, a steel rod, and hit his son on the back. His 10-year-old little boy was killed instantly. Can you imagine the pain and regret that father lives with!

We all have regrets, and the feeling that we want to make up for the wrong we’ve done. Yet we know that in most situations we can’t. Sometimes we can repair the damage. We can pay a debt that’s long overdue. We can return the money we cheated or stole from somebody.

Making up for the past

But most times it’s simply impossible to make up for what we’ve done wrong. Like beating and cursing your child in a moment of anger. No candy or toy can make up for how we hurt even destroyed their trust in us.

Think of the man ad-dicted to alcohol, drugs, or kava, or has adulterous affairs, putting his wife and children through years of pain, lies, and violence.

Yet even if he finally does stop drinking or having af-fairs, how can he ever erase or make up for all the hurt and damage he caused?

How does the mother who had an abortion forgive herself and get free from her guilt?

So we can’t always repair the damage we’ve caused, no matter how much we try, not even through religion! That’s why Jesus Christ, Who was not guilty of any wrong,

gave His own innocent life to free you and me from all our wrongs and guilt.

The only way we can make up for all the wrong we’ve done is by asking Jesus for His free gift of forgive-ness and new life which He paid for with His own life.

It’s true that you cannot change your past, but Jesus can start changing your life now.

If you ask Him to take control of your heart and character every day, He will give you a new life by helping you change with His love and power.

Even with all your past failures and wrongs, your Maker will still give you another chance.

So why not ask Him today?

Just Think a Minute.

DON’T LOOK NOW; Mindanao is an island with excess natural power resources. Aside from existing hy-dropower resources, there are other untapped sources of power and electricity in the island.

In a volcanic island like Min-danao, geothermal energy is one source of power waiting to be fully developed. There are 12 volcanoes in Mindanao. While most of these volcanoes are dormant, they are sources of geothermal powers.

People of Mindanao are not even fully aware of the operations of two Mindanao Geothermal Power Plants in Kidapawan, North Cotabato. These infrastructure types of a Geothermal Power Plants had a designed total capacity of 106 MWe (Megawatt electricity).

Did we know that the Mindanao 1 (52 MW) geo-thermal power plant started operations on March 4, 1997? That the Mindanao 2 (54 MW) geothermal plant started operations on June 17, 1999? Did anyone know that these geothermal plants operated under a 10-year Build-Operate-Transfer (BOT)? No one even knew from Mindanao that Japan’s Marubeni Energy Services Corp. was the geothermal plant’s operator.

On Oct. 2006, the Lopez owned Energy Develop-ment Corporation (EDC) took over control of the two Mindanao Geothermal Plants. MESC President Ryukichi Kawaguchi signed the transfer agreement with EDC Chair Oscar Lopez along with then EDC President/CEO Paul Aquino.

Originally, the government-owned Philippine

Resist high cost of powerNational Oil Corporation (PNOC) constructed the base-type Mindanao Geothermal Plants situated in the southwest portion of the Mt. Apo National Park in the borders of Kidapawan, North Cotabato. MESC was then its operating company.

Mindanao 1 and Mindanao 2 Geothermal Power Plants contributed an average of 10.56 per cent of the entire power supply in Mindanao.

Presidential Decree 334 created PNOC on Nov. 9, 1993 as a government-owned-government controlled corporation. Its mandate was to maintain an adequate supply of oil and petroleum for domestic requirements. However, the government sold PNOC under its priva-tization program.

The privately owned Energy Dev’t Corp. acquired ownership of PNOC in 2007. This is a subject of an-other discussion. The issue is on the development of geothermal energy in Mindanao. As discussed earlier, there exist dozen of volcanoes in Mindanao of great potentials for geothermal energy. Certainly, volcanoes are main sources of geothermal powers.

Volcanoes in Mindanao are located in Jolo, Misamis Occidental, Lanao Del Sur, Bukidnon, Koronadal, Gen-eral Santos, Saranggani, Davao, Compostela Valley, the island province of Camiguin and Surigao Del Norte.

However, in the absence of an appropriate agency tasked by the national government to develop the is-land’s geothermal potentials, the people in Mindanao can only heaved sighs of despair. Thus, it is of no wonder that even the President of this country would provide his own people no choice but suffer the high cost of energy. People in Mindanao resist this. React: [email protected]

LIFE’S INSPIRATIONS: “… Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law…” (Romans 13:8, the Holy Bible).

LIVING: There was a time when kissing the hands of the elderly and anyone who was older was mandatory, to show respect to the per-son whose hands are being kissed. Now, this seems to be one of the many for-gotten Filipino traditions, either because the younger generation no longer feel compelled to show respect to the old, or the old have become too feeble to enforce respect through kissing of

hands.Whatever be the reason

for this, kissing of hands is actually much more than showing respect, and we are missing so much because we have set this practice aside. It is actually a tradition that dates back to Biblical times, especially during the time of Jesus Christ, our God and Savior, and was meant to give blessings, heal any sickness and to ask the Holy Spirit to come.

In Luke 4:39-41 of the Bible, this account can be read: “… At sunset, the people brought to Jesus all who had various kinds of sickness, and laying his hands on each one, he healed them. Moreover, demons came out of many people, shouting, ̀ You are the Son of God!’…” In Acts 8:17: “… Then Peter and John placed their hands on them, and they received the Holy Spirit…”

-ooo-ERROR IN PACQUIAO

OATHTAKING? There is something gravely wrong in the Internet and Face-book pictures which show Sarangani Rep. Manny Pac-quiao taking his oath as a new PDP Laban member: Pacquiao took the oath with his left hand, while PDP Laban President, Sen. Koko Pimentel, administered the oath with his left hand too.

Of course, the pictures may have been printed on their reverse side because, during the actual oath tak-ing the right hands were the ones raised by the two, but shouldn’t have PDP Laban officials been more careful in posting the pictures of the event? As published,

police chief, said in an interview.

The attack, which oc-curred at around 4.30 p.m. on Monday, coincided with the government order stop-ping all illegal mining activi-ties in the province where the unabated operations of small scale miners continue.

Pel-ey said the trio just came back from a meeting with other village officials at a resort in the town when gunmen attacked them near the house of Arado.

He said the motorcycle used by the gunmen in the attack was abandoned and recovered by policemen in the village. “We suspect the motorcycle was carnapped because we recovered some documents in its tool box which showed that it was registered in Dipolog City in Zamboanga del Norte province,” Pel-ey said.

He said they also recov-ered from Arado’s posses-sion a copy of a govern-ment order stopping all illegal mining operations in Balabag.

“We recovered from his possession a copy of the MGB (Mines and Geosci-ences Bureau) cease and desist order stopping all illegal mining activities in Zamboanga del Sur,” Pel-ey said.

The Mines and Geosci-ences Bureau of the De-partment Environment and Natural Resources issued Monday an order stopping all illegal mining activities in Zamboanga del Sur and other areas in Zamboanga Peninsula.

Mancao earlier appealed to President Benigno Aqui-no to order a stop to the il-legal mining activities which polluted their streams and rivers and posed hazards to their health.

He said their water sources are polluted due to the hazardous and toxic chemicals – cyanide, nitric acid and mercury - that il-legal miners used in Balabag.

“Look at our streams, the water is now yellowish

and that is because of the chemicals used by these il-legal miners. We have been telling the government to put a stop to these illegal activities,” Mancao told the Mindanao Examiner.

He said the illegal mining activities brought deaths and miseries to a lot of families because of the unsafe mining practice in Balabag.

“How many more lives must perish before we can act and totally put a stop to illegal mining? I am ap-pealing to you our beloved President Noynoy Aquino to hear us and help us put a stop to these activities in Balabag for the sake of our children and their future,” he said.

Mancao is still under observation by doctors and closely guarded by police-men in hospital in Zambo-anga del Sur.

No individual or group claimed responsibility for the shooting and it was unknown whether the attack is connected to illegal min-ing operations in Balabag.

There were reports that some municipal officials are allegedly involved or financing the illegal mining activities in Balabag. The Department of the Interior and Local Government has ordered an investigation into these reports.

At least six villages around Balabag, including Depore which has political jurisdiction over the moun-tainous area, have passed separate resolutions urging the local government to put a stop to the rampant illegal mining there. (Mindanao Examiner/Mindanao Daily)

More than a hundred from Cabadbaran City and Kitcharao town sheltered at the basketball court in Barangay Imadejas here had been moved to Barangay Banza.

In a press conference at the city mayor’s office here, Kitcharao Mayor Jen-rey Montante said he had not heard of any military bombing runs or opera-tions in his town. Since there had not been any sign of military activity in Kitcharao to disrupt the daily chores and livelihood of the natives, he did not see any reason for them to leave their communities.

Barangay chairperson Melba Dagohoy of Mahaba in Kitcharao town said there had never been an operation by the military in her village, neither had there been shootings or bombings in her village.

“Special permit granted by the City Council for the said business activity has already expired, thus making their continued operation illegal,” the group said.

The ukay-ukay operates from 6 p.m. until 2 a.m. the following day.

The group echoed the continued operation of the ukay-ukay market will hamper and endanger the

operation of legitimate busi-ness establishments.

The program was first launched by the city for a month during the Pasko Fiesta celebration in 2011.

But after the special per-mit has lapsed, the City Council issued a one-month extension for the project.

Mayor Sara Z. Duterte-Carpio said she gave her approval because the project might boost the city’s coffers and help small businessmen. (PNA)

Mamanwa Datu Baden Calinawan of Mahaba also denied reports of military in his community.

Cabadbaran City coun-cilor Lito Bulasa also said no military activity so far has taken place in Baran-gay Puting Bato to force residents to evacuate to other areas.

Butuan City Mayor Fer-dinand Amante Jr. said that since the evacuees had sought shelter here,

he had to feed and try his best to make their stay as comfortable as the city and the Butuanons could afford.

As chairman of the Caraga regional peace and order council, Amante said he had initiated the forma-tion of Task Force Kitcharao to address and resolve the issue at the earliest pos-sible time.

Commission on Hu-man Rights Caraga director Marilyn Pintor said she had

initiated a dialogue with Gabriela and Karapatan on the issue. She said she had tried her best to resolve the matter of the evacuees and hoped the two groups will do the same.

The task force is man-dated to facilitate the trans-fer of the evacuees to their respective local government units within 14 days. It is headed by Fr. Carlito Clase as chairman and Pintor as vice-chairperson.

Casino...from page 1

Existing lawsOn December 7, 1992,

the City Council has en-acted two laws regarding the operation of grambling casino in Cagayan de Oro.

The City Council first approved Ordinance no. 3353, an ordinance prohib-iting the issuance of busi-ness permit and cancelling existing business permit to

repetition of what another Filipino politician by the name of Gloria Arroyo did in 2003. It was therefore not very original, and his colatilla that he is, despite his denial, making himself subject to his party’s wishes, is a dead give-away that he is running.

With due respect to Mar, this kind of a double talk is precisely the reason why many politicians are not trusted anymore by the Filipino people. The point is, why deny his presidential ambition, when everybody knows he wants to be presi-dent? As it is, the gods may yet hear him, and take his word as true, and prevent him from really running. That is the problem, for Roxas can really become a good president.

any establishment for the using and allowing to be used its premises or portion thereof for the operation of casino.

Section 1 of Ordinance no. 3353 states: “That pur-suant to the policy of the city banning the operation of casino within its territo-rial jurisdiction, no busi-ness permit shall be issued to any person, partnership or corporation for the op-eration of casino within the city limits.”

“It shall be a violation of existing business permit by any persons, partnership or corporation to use its business establishment or portion thereof, or allow the use thereof by others for casino operation and other gambling activities,” Section 2 of Ordinance 3353 provides.

The penalties are as follows:

a) Suspension of the business permit for 60 days for the first offense and a fine of P1,000 per day

b) Suspension of the business permit for six months for the second of-fense, and a fine of P3,000 per day

c) Permanent revocation of the business permit and imprisonment of one year,

for the third and subsequent offenses.

On January 4, 1993, the City Council adopted a sterner Ordinance No. 3375-93, an ordinance pro-hibiting the operation of casino and providing pen-alty for violation thereof.

The City Council es-tablished a policy as early as 1990 against CASINO under its Resolution no. 2295.

On October 14, 1992, the City Council passed another Resolution No. 2673, reiterating its policy against the establishment of casino.

Subsequently, thereafter, it likewise passed Ordi-nance No. 3353, prohibiting the issuance of Business Permit and to cancel exist-

ing Business Permit to any establishment for the using and allowing to be used its premises or portion thereof for the operation of casino.

Under Art. 3, section 458, No. (4), sub paragraph VI of the Local Govern-ment Code of 1991 (Rep. Act 7160) and under Art. 99, No. (4), Paragraph VI of the implementing rules of the Local Government Code, the City Council as the Legislative Body shall enact measure to suppress any activity inimical to public morals and gen-eral welfare of the people and/or regulate or prohibit such activity pertaining to amusement or entertain-ment in order to protect social and moral welfare of the community.

Section 1 states: “The operation of gambling casi-no in the city of Cagayan de Oro is hereby prohibited.”

The penalties are:a) Administrative fine

of P5,000 shall be imposed against the proprietor, part-nership or corporation un-dertaking the operation, conduct, maintenance of gambling casino in the City and closure thereof.

b) Imprisonment of not less than six months nor more than one-year or a fine in the amount of P5,000 or both at the discretion of the court against the man-ager, supervisor, and/or any person responsible in the establishment, conduct and maintenance of gambling casino. With a report from The Power
