Why the Future of Education Should Be Your Business

s the Chair of the Board for the Fullerton Chamber of Commerce I am in a unique position of advocating every day for the

business community in North Orange County. However, the focus of my day job is to help ensure the future of higher education through my position as director of State and Community Relations at California State University, Fullerton. I see the dual roles as an opportunity to highlight why the future of a profitable business community is reliant on a successful education community.

I view the education process as all consuming, from preschool to doctorate, or Pre-to-Degree. The business community has a role in

driving the agenda for the education community in all aspects of Pre-to-Degree. It is incumbent upon business leaders to be actively engaged with even the earliest childhood education to ensure that the skills we are asking our children to learn will directly relate to the business opportunities in their future. At all levels from elementary to high school and higher education, the business community should be at the table discussing curriculum, funding challenges, and having a say in what practical skills should be taught today and in the future.

As an education insider, I know that no classroom environment should be disconnected from the real world. Business leaders have the opportunity to make a difference in a student’s future. Committing your time and talent to supporting a teacher or school can make the difference between a student dropping out or graduating and becoming a productive member of our society. A taxpayer’s investment in a student’s education, Pre-to-Degree, will have a high return if we work hard to see that those students graduate with the skills they need today and in the future.

The Fullerton Chamber of Commerce goes beyond political support of our local schools, through such efforts as supporting high school and community college bonds, to practical support of bringing area businesses together with local schools through its Workforce Development Committee. I encourage the business community to get involved with local schools and colleges. If you want our students to be the best skilled workers available to hire, I ask you to commit to help maintain Fullerton’s place as the Education Community.

drive to a friend’s sparked an idea that made Lauralyn Eschner’s heart skip a beat.

“We need something in Fullerton that has visual impact and supports the arts in public schools,” Eschner, director of Visual and Performing Arts at the Fullerton School District,

recalled thinking as she approached the home of fellow long-time Fullerton resident and artist Katherine England.

Eschner, also president of All the Arts for All the Kids Foundation, planned for the foundation to facilitate a public arts installation

project as a fundraising vehicle benefiting the school district. She imagined works akin to the life-sized decorated Fullerton sheep, which

in years prior had adorned the city’s public areas as part of Bastanchury Days (sponsored by the Fullerton Chamber of Commerce), which

celebrated Fullerton’s agricultural history. Eschner thought hearts would make the perfect icon for a new philanthropic project.

“Love has the heart as a symbol, which is perfect for Fullerton because the community really goes all out to demonstrate its love for the community,” she said.

Her vision was for a project centered on sellable hearts to ensure that Fullerton school children would have the opportunity to participate in art, music, dance, and theatre

education. And that it has. Today, more than 10,500 children enrolled in the Fullerton School District, from kindergarten to sixth grade, enjoy an outstanding arts education through its

award-winning program, All the Arts for All the Kids, thanks in great part to the project that became to be named All the Hearts for All the Kids.

While England sculpted the prototype model of a heart worthy of such a project, it would take a company to help the idea take flight. England knew just the person to turn to for having the hearts

produced: Fred Ouweleen, president of PacMin, Inc. The company — which has spanned nearly seven decades, has been located in Fullerton since 1995, and employs 80 highly-skilled workers —

manufactures precision designed and engineered architectural models for commercial and military aviation and aerospace industries.

No stranger to the concept, Ouweleen had proposed a similar project several years earlier, .

“At the time, I thought, what if we donate a blank model [airplane], and had students put a design on it? That would be intriguing,” recalled Ouweleen, whose personal philosophy lines up with his company’s, “Working together to creatively give life to vision and imagination.”

The airplane project, featuring hundreds of adornments of glass and ceramics pieces as well as other materials and personal keepsakes of the young artists, produced a striking work of art to which a multitude of students could stake their claim.

The adorned airplane would virtually serve as a pilot to the All the Hearts for All the Kids project, which began in 2010. In that first year, PacMin manufactured 20 five-foot-tall hearts that would be decorated by professional artists, displayed in public areas throughout the city from September to October, and ultimately sold at auction to benefit All the Arts for All the Kids to fund Fullerton public school arts programs. The program was so successful and so many people wanted to purchase hearts, that in 2012 they expanded the project to include numerous 18-inch hearts.

All aspects of the project fell into place, Eschner explained. The City of Fullerton, which is a strong supporter of public arts, has not only facilitated the installation of the hearts in public areas, but has also purchased some of the hearts for permanent display in public areas.

“It really does take a village, and Fullerton is a pretty cool village,” Eschner said of keeping arts education alive. “There’s a value structure in Fullerton that is so supportive of the arts.”

The additional funding provided through All the Arts for All the Kids Foundation’s All the Hearts for All the Kids has helped to ensure young school children in Fullerton have every opportunity to cultivate creativity, develop critical thinking skills and self- confidence, strengthen self-discipline, and build communication skills as well as to motivate the students to continue in school.

The results of the sequential standards-based lessons in art, music, dance, theatre, and filmmaking offered through the Fullerton School District, grades K-6, are not merely anecdotal. The Foundation in partnership with California State University, Fullerton conducted a four-year longitudinal study, Project CREATE (Children Reaching Excellence in the Arts and Academics Through Engagement), providing positive validated research to support the findings.

The Hearts project is still wildly successful, thanks to a forward-thinking school district, a supportive city, courageous and creative individuals, and a company that strives to see what possibilities may lie beyond the horizon.

“Any company or organization has a responsibility to help develop the next generation of leaders,” Ouweleen said. “The next generation of leaders has to be very creative to come up with solutions for the many challenges facing our civilization.”

eing responsive to workforce needs is such a priority at Cal State Fullerton that President Mildred García

made it one of the pillars of the university’s strategic plan.

As a result, new efforts are springing up alongside veteran programs to steer students into internships and onto careers to help power the local and regional economy. Meanwhile, the university ranks as Fullerton’s largest and the county’s 10th-largest employer.

Partnerships with businesses help support university programs and propel initiatives for student success. Wells Fargo co-sponsored the California Financial Literacy and Business Olympiad, a program where ninth- through 12th-grade students from a dozen area high schools had the opportunity to show their business acumen and financial literacy as competitors at the March 14 event hosted by the university’s Center for Economic Education.

CSUF Preparing Students for Professional Success

and Computer Science regularly welcome local business leaders to campus to share their expertise and insights with budding entrepreneurs, engineers and students pursuing numerous career paths.

In addition, employer panels feature business leaders sharing their professional journeys and advice. In February, Mihaylo College welcomed representatives from the marketing industry to discuss careers in brand strategy and product development. Later in the semester, students heard from an employer panel on operations and supply chain management.

More than 40 companies – including Raytheon, which hosts students at the company’s campuses for tours and presentations about design, simulation, and manufacturing engineering – were on campus in January for the 2015 Engineering and Computer Science Career Fair to match soon-to-be-graduates with potential employers.

The university’s Career Center hosts multi-industry career fairs each spring and fall and provides participating businesses with an employer workbook for recruiting tomorrow’s leaders for a diverse workforce. The center conducts workshops throughout the year to help students identify career paths, build networks, and prepare for interviews and job searches.

University Extended Education offers workforce solutions through customized training programs tailored to meet the

needs of local businesses. Additionally, certificate and online programs help boost working professionals’ career advancement.

Meanwhile, through the Osher Lifelong Learning Institute (OLLI) based on campus, students are interacting with retired professionals, who give presentations and volunteer as mentors.

“Thanks to this benevolence and the age diversity, real-life work experiences, and passion OLLI members bring to campus, our undergraduate and graduate students have made strides in academic success, habits of lifelong intellectual inquiry, and workforce readiness,” noted President García.

ver the next 20 years, Fullerton College will roll out comprehensive construction and renovation projects

thanks to Measure J, a voter-approved bond from the November 2014 election.

The initial priority projects include a child care center, a horticulture building, and a parking structure. Additional plans include, among others, a new student/veteran services building, a performing arts center, and final renovations to the classroom buildings that were not included in the previous bond, Measure X.

“In the next few months, Fullerton College will be seeking input and feedback from the community, both internal and external, about our improvement plans,” said Fullerton College president Rajen Vurdien. “The college has served the community for more than 100 years, and in order to continue meeting the needs of future students and our neighbors, we want our planning process to be transparent and participatory.”

Formally called the Fullerton/Cypress Colleges Repair and Student/Veteran Job Training Measure, Measure J will generate $574 million for facility improvements, upgrades, and repairs at North Orange County Community College District schools, which

also include Cypress College and the School of Continuing Education.

Passage of Measure J needed 55 percent of votes to pass, and it did so by 15 votes.

“We are so grateful for the community’s support in passing Measure J. People say every vote counts, and that has never been more

true,” Vurdien said. “The electorate has entrusted us with their vote and we promise to be good stewards of these public funds. We will transform the college, the community and the region with world-class facilities that address the educational needs of generations to come.”

An independent citizens’ oversight committee will be appointed to ensure that all funds are spent as promised and specified.

High School District (FJUHSD) and the State of California have had to deal with many financial challenges in recent years.

During the worst economic crisis since the Great Depression, the district adopted budget decreased by 10.5 percent, from $129.5 million in 2007-08 to $115.8 million in 2013-14. In total, ongoing expenses were reduced by $17 million from 2004-05 through 2014-15.

Despite these fiscal challenges the District responded responsibly and actually thrived in an increasingly competitive educational marketplace for students and their families.

About the Artist: Orange County native and freelance artist Joanna Mendoza earned a B.A. with a concentration in entertainment arts from Cal State Fullerton in 2013 after earning an A.A. from Fullerton College, which she chose to attend because of its high transfer rate to the CSU system. (Fullerton College ranks third in CA for transfers to CSU institutions.) Attending Fullerton College was instrumental in Mendoza’s decision to pursue art “as career, not just as a hobby.” As a Titan, she was a recipient of the university’s 2010 Art Alliance Scholarship. Beechwood, the District’s most recent recipient of this coveted award, follows Laguna Road (a two-time recipient), Parks Junior High, and Orangethorpe schools.

California Distinguished SchoolsOf the more than 8,000 public schools in California, the most outstanding are selected as Distinguished Schools through an intensive and rigorous process. Fullerton School District’sAward-winning K-8 Schools

Title I Achievement Award This award is given to schools receiving federal Title I funds, and demonstrating that all students are making significant progress toward proficiency on California’s academic content standards. Additionally, the school’s socio-economically disadvantaged students must have doubled the achievement targets set for them for two consecutive years. Schools holding this award are Raymond and Maple.

California Business for Education Excellence AwardsRecognition in two areas is given by the California Business for Education Excellence Foundation annually:

Star Schools are those with significant populations of socio-economically disadvantaged students that have shown a significant increase in grade-level proficiency over four years and are outperforming expectations for every subgroup of students. Star Schools are Maple, Richman, Valencia Park, and Woodcrest.

Scholar Schools are those that show significant levels of academic achievement, but do not have a significant socio-economically disadvantaged student population. They are Acacia, Beechwood, Parks Junior High, Fern Drive, Golden Hill, Laguna Road, and Fisler.

Mapping Out a Plan for the City

s is the case for many people these days, I wear many hats. In addition to being Mayor of Fullerton, I am also a professional land surveyor

serving as vice president of Surveying and Mapping at VA Consulting, Inc., a college instructor, a husband, a father, a brother and a son.

It may come as a surprise to many that three of our country’s four presidents, Washington, Jefferson, and Lincoln, carved into Mt. Rushmore were land surveyors.

Our first president of the United States, George Washington, began his career as a surveyor. At the youthful age of 17 he was the Surveyor General of Virginia and was the first county surveyor in the Americas. Throughout his life as a soldier, businessman, farmer, military officer, and president, he relied on and benefited from his knowledge of land and maps.

During the initial months as Mayor of Fullerton I, too, have brought my professional skills as a land surveyor to understand the “lay of the land” with the goal of mapping out a direction of how I can better serve residents, businesses, and visitors of Fullerton.

I know the city staff and I need to hear from community members and business leaders to learn about the challenges they are faced with everyday. Equally important is their input on how they think these issues can best be resolved.

Those who have gotten to know me over the past few years know I am willing to meet with anyone to find solutions. If you see something that needs improvement, let’s find the best solution together. Collaboration is not only an engaging and inclusive way to deal with civic issues in a democracy, but it’s also a highly effective way, often producing optimal solutions that accommodate the needs of individual stakeholders and the community at large.

The 15th annual State of the City luncheon, sponsored by the Fullerton Chamber of Commerce at the beautiful Fullerton Community Center on March 19, presented me with an opportunity to share my observations of the city’s current status and my core initiatives – fundamental services, infrastructure improvement and maintenance, building on our neighborhood’s strengths and unique offerings, and business development – which all will help make Fullerton an even better place to live, work, and play.

I am looking forward to working with you to keep Fullerton strong and moving in the right direction.

ullerton is located approximately 30 miles southeast of the City of Los Angeles and is the seventh largest city in Orange County. Founded in 1887 and incorporated in 1904, Fullerton operates as a general law city, governed by a

2014-15 fiscal year budget included $10 million for capital improvement projects, including street repairs, sewer systems upgrades, and water system replacement/upgrades.

Thousands of daily work-day commuters travel Metrolink and Amtrak trains served by Fullerton’s Transportation Center.

Two major railroad underpass projects currently underway are Raymond Ave. and State College Blvd. The projects, expected to be completed late 2016, will cost a combined $131 million for right-of-way acquisition and construction of a grade separation at the BNSF railroad tracks to relieve traffic congestions on these major arterials. Funding comes from Federal, State, Orange County Transportation Authority and local funds on a reimbursement basis.

Fullerton Chamber of Commerce President and CEO Theresa Harvey has been named the 2015 Business Woman of the year by the yWCA of North Orange County.

Of the award’s overarching implication, Harvey said, “Being honored as the yWCA’s Business Woman of the year is particularly rewarding because it acknowledges the time and energy that has been invested in building a strong business community here in Fullerton.”

In addition to leading the Fullerton Chamber for the past 10 years, Harvey is a member of the City of Fullerton’s Economic Development Commission. She has

previously served on the College Connector Study Committee, Downtown Core and Corridor Consultant Committee, and was a member and chair of the North Orange County Community College District’s Measure X Bond Oversight Committee.

Harvey has charted a career in non-profit management, which has greatly enriched Fullerton and has touched all of Orange County as she has provided management and fund development guidance for such organizations as the Boys & Girls Clubs of Fullerton, Ballet Pacifica, the Orange County Performing Arts Center, and the Orange County Arts Alliance.

A 30-year resident of Fullerton, Harvey has long been an active community leader and is a member of Rotary Club of Fullerton, and is a longtime member of the Fullerton Community Band. She has previously served on the boards of directors for National Charity League Fullerton Chapter, St. Juliana Parents’ Club, and the Muckenthaler Cultural Foundation.

In her continued dedication to education, the California State University, Fullerton alumna (B.A., ’81, communications/music) has twice served as president of the Alumni Association and currently serves on its Board of Directors and represents the association on the CSUF Philanthropic Foundation Board of Governors.

She has been recognized as one of CSUF’s 50 Women of Distinction, and served in leadership positions in its anniversary committees. She also serves on the board of the university’s Auxiliary Services Corporation, which leverages the university’s ability to develop and create programs, purchase land and buildings, and provide needed services vital to the functioning of the campus.

Her interest in the university speaks not only to her philanthropic nature, but also to her belief in pioneers in their field and the leaders of tomorrow.

“I continue to be inspired by those who are making advances each day, those who are breaking barriers, and those who are defining success,” Harvey said. “And when I look at my daughter and son and other strong independent thinkers of their generation, I know that the spirit of entrepreneurship and the drive to succeed will continue to make our community and our country great.”

The American economy was expanding rapidly in the 1950s, and college graduates were assured of immediate employment in the career of their choice. In this 1959 photograph, graduates of Fullerton Junior College, as it was named then, in caps and gowns stand around a group of students who symbolically portray the diversity of goals sought by graduates of the day: accountant, auto mechanic, businessman, chemist, cosmetologist, draftsman, electronics technician, fashion buyer, marine, painter, photographer, printer, secretary, and vocational nurses.

Today, the Fullerton Chamber of Commerce Workforce Development Committee works to create community partnerships among businesses and educators to help ensure that students are prepared for the jobs that await them.
