This official figure is very low and is based on the number of disability

certificates issued. It is contested by disabled organisations in Romania.

The number of persons with a moderate to severe physical disability,

including visual and auditory impairments, is estimated at 1.7 million people,

or 12% of the population.

Greece 10 million 18.2

18.2% of the country's population has a health problem or a disability, of

whom more than half are over 65 years old (National Statistical Service of

Greece, Labour Force Survey 2002)

The figure is derived from the state budget funds allocated to persons with a

disability.

"The statistical coverage of people with disabilities in Albania has not yet

been sufficiently dealt with. The available information comprises the number

of people with disabilities who are evaluated and certified by state disability

assessment commissions."

The data from the Central Statistical Office typically show an underestimation

in the number of persons with disabilities. In our estimate it could be as high

as 600 thousand. According to unpublished statistical estimations, the

number of persons with disabilities is continuously increasing, it may reach 1

million by 2021 (following the present trend it may grow up to 968,000 –

Hablicsek 2005).
