The Airport

Naples Airport is in beautiful Southwest Florida.Originally established as an Army Air Corps base, theairport is among the busiest for business aviation activityin the nation. The airport is situated less than two milesfrom downtown Naples and its white sand beaches.

In 1969, the Florida State Legislature created the City ofNaples Airport Authority as an independent governmentalunit charged with the operation and improvement ofNaples Airport. The five members of the Airport AuthorityBoard of Commissioners are selected by City Council andserve a four-year term as volunteers.

The Board of Commissioners retains the ExecutiveDirector, who is the chief operating officer, chief financialofficer, secretary and treasurer of the Authority. TheExecutive Director hires all other Authority employees.

The Authority has developed a strategic plan thatarticulates its mission to operate, develop and maintain theNaples Airport with a commitment to enhancing the qualityof life throughout the community.

The Authority’s vision statement is “Connecting people to theParadise Coast through an exceptional airport experience.”

The Authority’s Strategic Plan Goals are to:

1. Provide a safe, modern and efficient airport and fixedbase operator

2. Be an engaged, responsive partner in service to thecommunity

Naples Airport currently operates as a general aviationairport although it has previously had commercialservice and continues to maintain a Part 139 certificate.

The Airport Authority currently has approximately 120employees, and there are 3,250 additional employeesthroughout businesses and tenants located at theairport. In 2019, the Florida Department ofTransportation valued the airport’s economic impact tothe community at more than $440 million annually andrecognizes Naples Airport as ranked within the toptwenty for all business jet destinations in the U.S.

The airport is classified as a national airport in the NPIASand encompasses 732 acres and has two runways. TheAuthority owns and operates their FBO, Naples Aviation,and there are multiple aviation business operations onthe field as well as numerous fractional and charteroperators and several car rental agencies. Naples Airportis critical for disaster relief and provides space for manypublic services including Civil Air Patrol, Collier CountyEmergency Medical Services – MedFlight, Collier CountySheriff’s Office Aviation Unit and SWAT Headquarters andCollier Mosquito Control District. The airport also is hometo the Naples Museum of Military History.

In 2020, the Authority had 104,479 operations. For fiscalyear 2021 the Authority has an operating budget of $20million with a CIP budget of $9.9 million. Fiscal year2022 is pending Board approval of an additional 32FTEs, and an operating budget of $30.8 million with acapital improvement plan that anticipates $21.1 millionin projects funded by the Authority. Projects completedor underway in FY2021 include an update of the AirportMaster Plan, Part 150 Update, Runway 5-23 drainageimprovements, General Aviation Terminal Improvements,Apron & Taxi Lane Rehabilitation, ATCT Improvements,Airport Security Upgrades and relocation of ARFFstation which was awarded the SEC-AAAE GeneralAviation Project of the Year for architecture.

The Community

Collier County is located on Florida’s southwest coastapproximately 150 miles south of Tampa. As of the 2020census, the population was 393,000. It is a diverse mix ofurban and rural areas, coastlines and inlands. One of thelargest geographical counties east of the Mississippi River,the County encompasses over 2,000 square miles and hassomething for everyone. The area is known as Florida’sParadise Coast, famous for its pristine beaches andmagnificent sunsets. The County’s largest city and countyseat is Naples. With a population of 22,039, it is known as thewinter home for many from the Midwest/Northeast and for itsunique restaurants and shopping. The onlyother city in the County is Everglades City (population 400)and is the western gateway to the world-famous EvergladesNational Park as well as Big Cypress National Preserve.These two areas cover more than two-thirds of the County’stotal land mass and are a nature lover’s paradise.

Once considered a quaint sport fishing village, the area isnow home to a growing number of permanent residents andyoung families looking for a premier lifestyle and newopportunities. The area answers that demand with anationally recognized parks system that includes a waterpark, a brand new amateur sports park, an expansive librarysystem, theater, music, museums, a recently expanded zoo,Naples Botanical Garden, Conservancy of SW Florida, andthe most golf courses per capita in the world. Additionally,the Collier County Public Schools are ranked among thebest in the state of Florida.

Based on data collected in 2020 as part of the Gallup-Sharecare Well-Being Index, the Naples-Immokalee-Marco Island, Florida metro area is considered a veteran"well-being elite" - ranking in the top five for social well-being, community well-being, and the Well-Being Indexoverall. In 2021 U.S. News & World Report ranked 150 ofthe most populated areas, and Naples came in at No. 7.(continued...)

The Position

Under the direction of the Deputy Director of Aviation, the

Director of Operations & Maintenance plans, directs,

and coordinates activities concerned with the overall

operation and maintenance of the airport in accordance

with airport procedures and regulations by performing the

following duties personally or through subordinate

managers and staff. Oversees staff with direct

department activities that carry out the airport's

operational, maintenance and security

activities.

Duties Include:

• Directs the safe operation and

maintenance of the airfield, airfield lighting

systems, airport and FBO facilities, grounds,

vehicles and equipment.

• Assures compliance with all federal, state, and local

ordinances. Develops, maintains and enforces airport

operating rules, regulations, policies and procedures.

• Coordinates operations and maintenance activities

with the FBO and other airport departments to ensure

internal and external customer service excellence.

• Assists with the planning and development and will be

responsible for the coordination of the airport's

maintenance and construction projects, and tenant

construction.

• Develops, implements, and coordinates emergency

operation procedures, considering NAA needs and

requirements. Conducts time response drills and other

training exercises for NPESD, mutual aid personnel

and NAA staff to insure proper responses to

emergencies. Coordinates the annual airport disaster

exercise and security exercises.

• Represents the Authority in emergency operations and

serves as the point of contact for all EOC activities.

Responds to all on airport emergencies and acts as a

representative of the Executive Director in his

absence; assists other agencies during off airport

events.

• Acts as the direct liaison with the FAA’s Southern

Region Airport Certification Office, Flight Standards

District Office, and the Department of Homeland

Security/TSA.

• Serves as the Airport Security Coordinator (ASC).

Responsible for all ASC compliance issues, including

TSA required records, document distribution, training,

and inspections.

Position Qualifications

• Bachelor’s degree (B.A.) or equivalent, and a minimumof four years of related training and experience toperform duties as described; or equivalent combinationof education and experience.

• Must hold Airport Security Coordinator Certificate or beable to complete training within 90 days. NIMS ICSqualified in middle management. Possession of anFAA pilot license is desirable.

Salary & CompensationThe starting salary for this position is $115,000 -$130,000, depending on qualifications, and is accompanied by an attractive benefits package including a financial incentive program and relocation assistance.
