According to unofficial reports, Enterprise Products Part-ners L.P. has awarded contracts for construction of the construction of a new 571-mile, 24-inch pipeline to trans-port growing volumes of natural gas liquids (“NGL”) from the Permian Basin to Enterprise’s NGL fractionation and storage complex in Mont Belvieu, Texas. The Shin Oak NGL pipeline will originate at Enterprise’s Hobbs NGL fractionation and storage facility in Gaines County, Texas. Contracts have been awarded to: MPG Contractors, ph (713) 955-9901; Primoris; Pumpco, ph (979) 542-9054; Troy Construc-tion, ph (281) 437-8214; Lariat Construction Services, ph (361) 318-9104; and NC Contractors. Construction is set to

get fully underway by August 1, 2018.

US Trinity Energy Services, ph (940) 240-5800 is expected to get underway with a project in early July 2018 near Blairs-ville, PA which includes construction of approx. 58.5 miles of 16-inch and 58.5 miles of 20-inch pipeline for Sunoco.

Ace Pipeline, ph (304) 755-9840 is expected to get under-way in early July 2018 with a project for Dominion which includes construction of approximately 35 miles of 30-inch pipeline in Salem, West Virginia.

Nextera has a job out for bid that should be awarded and begin construction around August 1, 2018 that will include approximately 25 miles of 12-inch pipeline in Pittsburgh and Latimer, Oklahoma.

The Nexus pipeline is an approximately interstate natural gas transmis-sion pipeline to deliver 1.5 billion cubic feet per day (Bcf/d) of clean-burning natural gas from receipt points in eastern Ohio to existing pipeline system interconnects in southeast-ern Michigan. Job is underway.

ONEOK has a construction job out for bid (the Arbuckle II Pipeline). The approximately 530-mile, 24- and 30-inch di-ameter pipeline will have the initial capacity to transport up to 400,000 barrels per day (bpd) of unfractionated NGLs origi-nating across ONEOK’s supply basins and extensive NGL gathering system to the company’s storage and fractionation facilities at Mont Belvieu, Texas. The project is expected to be completed in the first quarter 2020.

Weiler Abrasives Group, a leading provider of abrasives, power brushes and maintenance products for surface con-ditioning, today announced the launch of a national fun-draising campaign, Leading a Warriors’ Charge, in part-nership with Workshops for Warriors®, a nonprofit school that trains, certifies and helps place veterans, wounded warriors and transitioning service members into advanced manufacturing careers. Weiler donated $25,000 to kick off the year-long campaign that will support machining and welding training programs at the nonprofit trade school, as well as contribute to long-term growth of the organization.

“Weiler believes in the value of the Workshops for Warriors cause and is pleased to support it,” says Nate Schmid, di-rector of marketing — Americas, Weiler Abrasives Group. “Bringing veterans back into the workforce after they have served and training them with skills to have careers in welding and CNC machining is so important, both for their livelihoods and for our industry, as we face a major gap in the technical trades across the U.S.”

Workshops for Warriors solves two systemic issues: re-building America’s advanced manufacturing talent work-force and ensuring transitioning service members and vet-erans successfully transition into viable, upwardly mobile civilian careers.

Weiler has been providing Workshops for Warriors with in-kind support since 2014, supplying abrasive products and safety products to meet the needs of every incoming class each semester. The company plans to continue of-fering this support. Weiler will also be showing its ongo-ing support for Workshops for Warriors through Leading a Warriors’ Charge, a nationwide fundraising campaign that

includes promotion at trade shows, partnership-branded product packaging and more.

“Weiler has been a great supporter of ours since the out-set,” says Lyle Palm, dean of welding at Workshops for Warriors. “They’ve gone the extra mile with this campaign. It’s an honor to partner with a company that genuinely be-lieves in what we’re doing.”

Recognized as the leader in advanced manufacturing training for veterans in the United States, the Workshops for Warriors program is a nationally scalable and repeat-able model that enables veterans and transitioning service members to overcome employment obstacles and enter into lucrative careers as welders, fabricators, CNC machin-ists, CNC mill and CNC lathe operators, computer-aided designers and CNC programmers throughout America.

Since its inception in 2008, Workshops for Warriors has trained and certified 496 veterans, wounded warriors and transitioning service members, awarding more than 3,000 nationally recognized third-party credentials. In 2017, 94 percent of the school’s graduates obtained jobs in ad-vanced manufacturing after completing the program.

PROPOSED PROJECTS & UPDATES to Vidor, Texas. The project consists of two separate com-ponents: the Texas Industrial Market Expansion would add 82,500 Dth/d from an existing Egan Hub Partners receipt points to various delivery points at the AGL Golden Triangle meter station, and a future interconnect south of the Vidor Compressor Station, serving Natgasoline LLC; and the Louisiana Market Expansion would add 75,000 Dth/d from Opelousas to a delivery point in Beauregard Parish, LA, serving electric utility Entergy Louisiana LLC. The project also involves replacement of two impellers and installation of two gas cooling bays at the existing Gillis compressor sta-tion. If approved, the project is slated for in-service in 2019.

Enterprise Products Partners L.P. recently held a bind-ing open season for expansion capacity on its Enterprise Crude Pipeline LLC (“ECPL”) West Texas System, which transports crude oil from points in New Mexico to the compa-ny’s terminal in Midland, Texas. The expansion of the West Texas System is designed to facilitate growing production of crude oil from the Delaware Basin in New Mexico by pro-viding much-needed pipeline takeaway capacity. The open season is seeking customer commitments for incremental capacity on the West Texas System from ECPL’s Lynch, Hobbs and Red Hills stations in Lea County, New Mexico,

to the Midland terminal. At Midland, shippers will have ac-cess to storage and terminal services, as well as connec-tivity to multiple transportation alternatives such as trucking and pipeline infrastructure that offer access to various down-stream markets, including the Gulf Coast. Service on the ex-panded West Texas System is expected to begin in the third quarter of 2018.

Enterprise Products Partners L.P. and Navigator Hold-ings Ltd. announced that construction is now under way on their 50/50 joint venture ethylene export terminal which will be located at Enterprise’s Morgan’s Point, Texas facility on the Houston Ship Channel. The terminal will have the capac-ity to export approximately 2.2 billion pounds of ethylene per year. Refrigerated storage for 66 million pounds of ethylene is being constructed on-site and will provide the capability to load ethylene at rates of 2.2 million pounds per hour. Com-mercial operations are expected to begin in the fourth quar-ter of 2019, one quarter earlier than previously projected. By providing access to international markets, the new export terminal will facilitate continued growth of domestic ethylene production, which is expected to reach 90 billion pounds per year by 2021. In addition, the terminal being constructed by Enterprise and Navigator will promote supply diversifica-

Adelphia Gateway, LLC has received a Notice of Intent to Prepare an Environmental Statement from the FERC. Adel-phia is proposing to acquire an existing 84-mile, 18-inch mainline and 4.5-mile, 20-inch diameter lateral gas pipeline, and existing appurtenant and auxiliary facilities, convert a portion of these existing facilities from dual oil and gas intra-state transportation service to solely natural gas transporta-tion service; and construct additional new facilities includ-ing two compressor stations totaling 11,250 horsepower, two pipeline laterals totaling 4.6 miles extending from the planned Marcus Hook Compressor Station to interconnec-tions in Chester, Delaware County, Pennsylvania and Clay-mont, New Castle County, Delaware, and various M&R sta-tions. Project is anticipated to be completed in late 2018.

Alliance Pipeline Ltd. announced that binding commitments for the Capacity Expansion Open Season which ended on May 30, 2018, did not reach the target of 400 million cubic feet per day. Based on the Open Season results and feed-back from producers, Alliance is assessing potential alterna-tives and next steps. Alliance would like to thank all parties who participated in the Open Season. The Alliance Pipeline system consists of an approximately 3,848-kilometer (2,391-mile) integrated Canadian and U.S. natural gas transmission pipeline system, delivering rich natural gas from the Western Canadian Sedimentary Basin and the Williston Basin to the Chicago market hub.

Columbia Gas Transmission has filed a formal application with the FERC seeking to construct the Buckeye Xpress Project. The proposed project would include replacement of approximately 64 miles of existing, aging 20-inch and 24-inch natural gas pipeline from Vinton, Ohio, to Burlington, Ohio, on a portion of Columbia’s R-System. Columbia proposes to replace the existing pipeline potentially with 36-inch-diame-ter pipeline necessary to provide 275,000 Dth/d of additional firm capacity for the project. Upon completion, the replaced line will be known as R-801. Columbia is proposing to place the project into service in November 2020. A phased in-ser-vice approach may be considered once customer negotia-tions are complete.

Dominion Energy Transmission has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for the proposed Sweden Valley Project. The project will include construction of: approximately 1.7 miles 20 inch pipeline lateral to the new Port Washington Metering and Regulation (M&R) delivery point in Tuscarawas County, OH; approximately 3.2 miles of 24-inch pipeline looping in Greene County, PA; the re-wheel of compressors on three existing centrifugal compression sets at Dominion’s existing Newark Compressor Station in Licking County, OH; the installation of regulation equipment at Dominion existing South Bend Com-pressor Station in Armstrong County, PA and Leidy M&R Sta-tion in Clinton County, PA; and the construction of related ap-

purtenant facilities. Dominion is proposing incremental rates for transportation service on the facilities proposed for con-struction herein. The cost of the project will be $49,876,709 million. If approved, the project will begin construction in early 2019 and will complete in late 2019.

Duke Energy Ohio is moving forward with its application before the Ohio Power Siting Board (OPSB) to construct its proposed Central Corridor Pipeline in Hamilton County to ensure the safe and reliable delivery of natural gas to its cus-tomers in southwest Ohio for decades to come. Duke Energy Ohio proposes to construct an approximately 13-mile long, 20-inch diameter natural gas pipeline in order to increase the reliability of natural gas delivery in central Cincinnati. The proposed pipeline would run from an existing gas main near the intersection of Butler, Warren, and Hamilton counties to an existing main in either the Norwood area or the Fairfax area. The project has a proposed date of Fall 2019.

Empire Pipeline, Inc., a subsidiary of National Fuel Gas Company, has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for the Empire North Project. The company is seeking authorization to construct two new compression stations, one in the Town of Farmington, N.Y., and the other in Jackson Township, PA, along with minor facility modifications to its existing Jack-son Meter & Regulator Station and its existing New Victor Regulator Station, located in Jackson Township, PA, and Victor, N.Y. The Empire North Project consists of: installation of new electric motor-driven natural gas compressor facility off Hook Road on two tax parcels that total approximately 92.4 acres in the Town of Farmington, Ontario County, N.Y.; installation of new turbine-driven natural gas compression facility on two parcels that total approximately 42.2 acres off Buckwheat Hollow Road and Stateline Road in Jackson Township, Tioga County, PA; minor modifications to existing New Victor Regulator Station, located off Valentown Road in Victor, N.Y.; minor modifications to the existing Jackson Me-ter and Regulator Station, located in Jackson Township, Tio-ga County, PA; and uprate of Maximum Allowable Operating Pressure (MAOP) of the existing Empire Connector Pipeline (ECP) that runs from Victor, N.Y. to Corning, N.Y. from 1290 psig to 1440 psig, in accordance with federal pipeline safety regulations. The proposed uprate is not expected to require any construction-related activities. Empire Pipeline, Inc. sub-mitted a formal application to FERC in February 2018 and the project has a target in-service date of November 2019.

Enbridge has been issued a Notice of Schedule of Envi-ronmental Review from the FERC for the Texas-Louisiana Markets Project. The project will serve increased electric and industrial demand along the U.S. Gulf Coast. This proj-ect is designed to transport up to 157,500 dekatherms per day (Dth/d) through reversal of throughput on the 30 inch diameter Texas Eastern pipeline from Opelousas, Louisiana

gas processing facility under construction near Orla, Texas in Reeves County. The addition of a third processing train at Orla would increase inlet volume capacity to 900 MMcf/d and allow Enterprise to expand its natural gas liquids (“NGL”) extraction capabilities by an incremental 40,000 barrels per day to 120,000 BPD. The third processing train is expect-ed to begin service in the second quarter of 2019 and will complement trains one and two, which are on schedule for completion in the second and third quarters of 2018. Over the next five years, supplies of natural gas and NGLs in the Permian Basin could nearly double, and Orla is ideally situated to capitalize on growth opportunities in the region. With connections to our integrated natural gas and NGL in-frastructure network, Orla is a key component in providing our customers access to the growing petrochemical indus-try along the Gulf Coast, as well as the export demand for U.S. production. Mixed NGLs from Orla will be delivered into Enterprise’s fully integrated pipeline system, including the new Shin Oak Pipeline which is currently scheduled to begin operations in the second quarter of 2019. Residual natural gas from Orla will be transported to the Waha area through a 68-mile, 36-inch diameter pipeline scheduled to begin ser-vice commensurate with the first Orla train, and will connect to Enterprise’s Texas Intrastate pipeline system at the Waha

hub. Upon completion of the Orla expansion projects, Enter-prise will have total natural gas processing capacity of more than 1.2 billion cubic feet per day, and the capability to ex-tract more than 200,000 BPD of NGLs in the Permian Basin.

EPIC announced that it would be extending its existing Open Season on the EPIC Crude Pipeline System. The Open Season was initially closed on December 23, 2017, but was subsequently re-opened and extended until June 20, 2018. EPIC previously announced that it has received sufficient customer interest to sanction the proposed 730-mile crude pipeline running from the Permian Basin to Corpus Christi based upon volume commitments and acreage dedications. EPIC has determined that an additional 11-day extension of the current Open Season is warranted due to additional interest in the crude pipeline project. The extended oppor-tunity to participate in the Open Season will begin 8:00AM CST June 21, 2018 and end on 5:00PM CST July 2, 2018.

tion for expanding markets like Asia, which rely on cost-ad-vantaged U.S. feedstocks. The high-capacity ethylene salt dome storage facility Enterprise is developing at its complex in Mont Belvieu, Texas is scheduled to begin service in the second quarter of 2019. Upon completion, this storage facil-ity will have a capacity of approximately 600 million pounds with an injection/withdrawal rate of 420,000 pounds per hour and will be designed to enable connections to the eight eth-ylene pipelines within a half-mile of the Enterprise ethylene storage system. In addition, Enterprise is building a new eth-ylene pipeline from Mont Belvieu to Bayport, Texas, which is on schedule to begin service in 2020. The section from Mont Belvieu to Morgan’s Point is scheduled to be in service in 2019 to support the export terminal.

Enterprise Products Partners L.P., Western Gas Partners, LP and DCP Midstream, LP announced a binding open season for additional capacity on the Front Range Pipeline, which transports mixed natural gas liquids (“NGL”) from the Denver-Julesburg (“DJ”) Basin in Weld County, Colorado to Skellytown, Texas in Carson County. Subject to customer commitments during the open season, the partners expect to expand Front Range by 100,000 barrels per day (“BPD”) to a total capacity of approximately 250,000 BPD. Enterprise

will be responsible for constructing the expansion, which will consist of additional pump stations along the 435-mile route. Service on the expanded Front Range pipeline is expected to begin in the second quarter of 2019. The expansion of Front Range is designed to facilitate growing production of NGLs from the DJ Basin, which is expected to increase by approximately 40 percent over the next four years as devel-opment of oil and natural gas, made possible by the shale revolution, continues. In addition, an incremental 800 million cubic feet per day of natural gas processing capacity is ex-pected to come online by the end of 2019. Complementing the Front Range expansion is a proposed increase in capac-ity on the 583-mile Texas Express pipeline that originates in Skellytown, Texas and runs to the NGL fractionation and storage complex in Mont Belvieu, Texas. An expanded Front Range system, which links to the Texas Express pipeline, is a critical component of an integrated solution that provides DJ producers with flow assurance and greater access to the Gulf Coast market. The Binding Open Season Commitment Period began May 4, 2018 and continued until June 4, 2018.

also entered into an agreement that gives each party rights concerning the purchase or sale of Devco, subject to certain terms and conditions. Concurrent with the formation of Ci-marron Express, Alta Mesa executed a long-term acreage dedication and transportation agreement with Cimarron Ex-press, which incorporates approximately 120,000 net acres in Kingfisher and Garfield counties. Under the terms of the agreement, BKEP will construct and operate the pipeline. Also, BKEP will continue to operate its existing crude oil storage facilities in Cushing, Oklahoma. The receipt termi-nal for the newly constructed Cimarron Express pipeline will be located at Kingfisher Midstream’s crude oil storage facil-ity located in northeastern Kingfisher County. The pipeline will connect to Kingfisher Midstream’s crude oil gathering system and truck unloading facilities at the Kingfisher Mid-stream crude oil facility.

Magellan Midstream Partners, L.P. announced that it is considering an expansion of the western leg of its refined products pipeline system in Texas and has launched an open season to assess customer interest. The proposed ex-pansion would increase Magellan’s capability to transport re-fined petroleum products, such as gasoline and diesel fuel, from Gulf Coast refineries to demand centers in Abilene,

Midland/Odessa and El Paso, Texas, with further optionality to access markets in the states of New Mexico and Arizona, as well as international markets in Mexico via connections to other pipelines owned by Magellan and third parties. The pipeline’s current capacity of 100,000 barrels per day (bpd) could increase to 140,000 bpd following the expansion. Sub-ject to the results of this open season and receipt of all nec-essary permits and approvals, the expanded capacity could be operational by mid-2020.

Jordan Cove Energy Project, L.P. and Pacific Connector Gas Pipeline, LP has an application before the FERC for their proposed LNG and Terminal Pipeline. The project is designed to create a new LNG export point on the Oregon coast to serve overseas markets particularly around the Pa-cific Rim. The LNG Terminal would be capable of receiving natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and loading the LNG onto vessels at its marine dock. The proposed liquefaction facility would be ca-pable of producing up to 7.8 million metric tons per annum of LNG. PCGP proposes to construct and operate a new, ap-proximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klamath, Jackson, Douglas, and Coos Counties, Oregon. Westlake Expansion Project in Calcasieu Parish, Louisiana: one new 10,000 horsepower compressor station (Westlake Compressor Station) and appurtenant facilities; approxi-mately 1,600 feet of 16-inch-diamater natural gas pipeline lateral; and two new metering and regulating stations (En-tergy Lake Charles and Varibus M&R Stations). The project would provide about 200 million cubic feet of natural gas per day to the proposed 980 megawatt natural gas-fired com-bined cycle electric generating plant near Westlake, Louisi-ana. Gulf South plans to begin construction of the Westlake Expansion Project by September 2018 and place the facili-ties in-service by August 2019.

Gulf South Pipeline Company, LP is proposing to construct the Willis Lateral Project to provide natural gas transpor-tation service to its growing customer base in Southeast Texas, including Entergy Texas, Inc.’s Montgomery County Power Station. The investment will help improve infrastruc-ture across a rapidly growing region. Gulf South proposes to construct approximately 19 miles of 24-inch pipeline in Montgomery and San Jacinto Counties, Texas, and addi-tional compression within its existing Goodrich Compressor Station in Polk County, Texas. The proposed roject will pro-

vide new capability of approximately 200 million cubic feet per day. Gulf South plans to begin construction of the Willis Lateral Project by October 2019 and place the facilities in-service by May 2020.

Kingfisher Midstream, LLC, a wholly owned subsidiary of Alta Mesa Resources, Inc., Blueknight Energy Partners, L.P., and affiliates of Ergon, Inc., announced the execu-tion of definitive agreements to form Cimarron Express Pipeline, LLC. The venture will include the construction and operation of a new crude oil pipeline serving STACK producers in central Oklahoma with a new 65-mile, 16-inch crude oil pipeline extending from northeastern Kingfisher County, Oklahoma, to BKEP’s Cushing, Oklahoma, crude oil terminal. The pipeline will provide direct market access at Cushing for producers and will have an initial capacity of 90,000 barrels per day, expandable to over 175,000 barrels per day. The new pipeline is expected to be completed in mid-2019. The ownership of Cimarron Express will be 50% Kingfisher Midstream and 50% Ergon. Ergon, owner of the general partner of BKEP, will hold its ownership in Cimarron Express through a newly created, wholly owned subsidiary, ERGON – OKLAHOMA PIPELINE, LLC. Ergon and BKEP

will have the capability to be expanded to 400,000 bpd with additional pump facilities.

ONEOK, Inc. plans to invest approximately $2.3 billion be-tween now and 2020 to construct: a new 400,000-barrel per day (bpd) natural gas liquids (NGL) pipeline – the Arbuckle II Pipeline – that will create additional NGL transportation ca-pacity between ONEOK's extensive Mid-Continent infrastruc-ture in Oklahoma and the company's existing NGL facilities in Mont Belvieu, Texas; a new 125,000 bpd NGL fractionator – MB-4 – in Mont Belvieu, Texas, and related infrastructure; and a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake plant and related infrastructure – in the Williston Basin. Arbuckle II Pipeline and MB-4: The approximately 530-mile, 24- and 30-inch di-ameter Arbuckle II Pipeline is expected to cost approximately $1.36 billion and will have an initial capacity to transport up to 400,000 bpd of unfractionated NGLs originating across ONEOK's supply basins and extensive NGL gathering system to the company's storage and fractionation facilities at Mont Belvieu. The Arbuckle II Pipeline is expected to be completed in the first quarter 2020. The pipeline will have the capability to be expanded up to 1 million bpd with additional pump facili-ties, which could more than double ONEOK's current capaci-

ty between the Mid-Continent and Gulf Coast. The new MB-4 fractionator and related infrastructure, which includes addi-tional NGL storage capacity in Mont Belvieu, are expected to cost approximately $575 million and be completed in the first quarter 2020. ONEOK's total NGL fractionation capacity will increase to 965,000 bpd following the completion of MB-4. The initial capacity of the Arbuckle II Pipeline is more than 50 percent contracted, and MB-4 is fully contracted. Both are anchored by long-term contracts with terms ranging between 10 to 20 years. Adjusted EBITDA multiples for these projects are based only from these commitments but additional sup-ply agreements continue to be negotiated. Demicks Lake plant and related infrastructure: The Demicks Lake natu-ral gas processing plant and related field infrastructure are expected to cost a total of approximately $400 million and be completed during the fourth quarter 2019. The Demicks Lake plant will be built in McKenzie County, North Dakota, which is in the core area of the Williston Basin. The plant is supported by acreage dedications with primarily fee-based contracts. The Demicks Lake plant is expected to contribute additional NGL volumes to ONEOK's NGL gathering system and natural gas volumes to ONEOK's 50 percent-owned Northern Border Pipeline. ONEOK's Williston Basin natural gas processing capacity will increase to more than 1.2 billion

transport 1,200,000 dekatherms per day of natural gas to the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Oregon. If approved and the project proceeds, construction is slated for the 2nd quarter of 2019 with an in-service date projected of 2024.

Magellan Midstream Partners, L.P. recently held an exten-sion of the open season to solicit commitments from shippers for a new pipeline to transport various grades of crude oil and condensate from the Permian and Eagle Ford Basins to multiple destinations in the Corpus Christi and Houston, Texas markets, including Magellan’s existing crude oil termi-nals in these markets. The proposed project would include construction of an approximately 375-mile, 24-inch diameter pipeline from Crane to a location near Three Rivers, Texas, providing shippers the option to ultimately deliver crude oil and condensate from the Three Rivers area to the Houston area via a new 200-mile pipeline or to the Corpus Christi area via a new 70-mile pipeline. The potential pipeline system is expected to have an initial capacity of at least 350,000 bar-rels per day (bpd) with the ability to expand up to 600,000 bpd for each destination, if warranted by industry demand. Additional pipeline extensions are being considered for Mid-land and Orla, Texas in the Permian Basin and Gardendale

and Helena, Texas in the Eagle Ford Basin. Subject to receipt of all necessary permits and approvals, the proposed pipe-line could be operational by the end of 2019.

Northern Natural Gas Co. has initiated use of the FERC pre-filing process for the Northern Lights Expansion 2019/Rochester Expansion project. The project is composed of two discrete projects, the Northern Lights 2019 Expansion component and the Rochester Expansion component. The two projects will be built at the same time and Northern will be combining the two projects for the pre-filing into a single FERC application. The proposed facilities, which are subject to change as the pre-filing process progresses, initially in-clude, for the Rochester project: (1) construction of 12 miles of 16-inch pipeline; (2) an increase in the maximum allow-able operating pressure (MAOP) of 8 miles of the La Crosse branch line; and (3) a new Rochester town border station (TBS). The Northern Lights 2019 segment of the project will consist of construction of: (1) 10.2 miles of 24-inch pipeline; (2) 16.6 miles of branch line and mainline loops/extensions ranging in size from 6-inch- to 36-inch pipeline; (3) new com-pression at Northern’s existing Faribault and Owatonna com-pressor stations; and (4) a new Carver Minnesota compres-sor station. National Fuel Gas Supply Corporation has received a No-tice of Intent to Prepare an Environmental Assessment on the Line YM28 & Line FM120 Modernization Project in Cam-eron, Elk, and McKean Counties, Pennsylvania. The natural gas project would consist of the following: approximately 14.4 miles of new 12-inch diameter pipeline installed within existing rights-of-way in McKean County (designated Line KL); approx-imately 5.8 miles of new 6-inch-diameter pipeline installed via insertion into the existing 12-inch-diameter FM120 pipeline in McKean and Elk Counties; abandonment in place of approxi-mately 7.7 miles of the existing Line YM28 in McKean County; approximately 12.5 miles of Line FM120 removed from service in McKean, Elk, and Cameron Counties; removal and reloca-tion of a meter set to the proposed Line KL; and new ancillary facilities including an interconnect in McKean County and mis-cellaneous valve and piping modifications.

ONEOK, Inc. announced plans to invest approximately $1.4 billion to construct a new pipeline, and related infrastructure, to transport natural gas liquids (NGLs) from the Rocky Moun-tain region to the company's existing Mid-Continent NGL fa-cilities. The Elk Creek Pipeline – an approximately 900-mile, 20-inch diameter pipeline that is expected to be completed by the end of 2019 – will have the capacity to transport up to 240,000 barrels per day (bpd) of unfractionated NGLs from near the company's Riverview terminal in eastern Montana to Bushton, Kansas. The Elk Creek Pipeline is expected to cost approximately $1.2 billion, with related infrastructure costs expected to total approximately $200 million. The pipeline

tionator will have yet another pipeline, called Markham, that will have a length of 116 miles, have a capacity of 175,000 bbl/day and have ethane, propane and y-grade service, Permico said. This pipeline will terminate at the Markham storage facility. Construction will start in the second quarter of 2018, and operations should start in the fourth quarter of 2020.

Phillips 66 and Enbridge Inc. announced an open season for the Gray Oak Pipeline. The Gray Oak Pipeline will pro-vide producers and other shippers the opportunity to secure crude oil transportation from West Texas to the destination markets of Corpus Christi, Freeport, and Houston, Texas, with connectivity to over 3 million barrels per day (BPD) of refining capacity and multiple dock facilities capable of crude oil exports. Shippers will have the option to select from origination stations in Reeves, Loving, Winkler, and Crane counties in West Texas. The Gray Oak Pipeline is expected to have an initial throughput capacity of 385,000 BPD. Phillips 66 and Enbridge will evaluate expansion of the system beyond 385,000 BPD, depending on shipper interest in the open season. The pipeline system is antici-pated to be placed in service in the second half of 2019.

Phillips 66 Partners announced that it has received suffi-cient binding commitments on an initial open season to pro-ceed with construction of the Gray Oak Pipeline system. The Gray Oak Pipeline will provide crude oil transportation from West Texas to destinations in the Corpus Christi and Sweeny/Freeport markets. Origination stations will be con-structed in Reeves, Loving, Winkler, and Crane counties in West Texas, as well as from locations in the Eagle Ford production area in South Texas. The pipeline is expected to be placed in service by the end of 2019, and is backed by long-term, third-party, take-or-pay commitments with primar-ily investment-grade customers. Gray Oak Pipeline, LLC, a joint venture owned 75 percent by Phillips 66 Partners and 25 percent by Andeavor, will own the pipeline system. Other third parties, including Enbridge Inc., have an option to ac-quire up to 32.75 percent interest in the joint venture. If all options are exercised, Phillips 66 Partners’ ownership would be 42.25 percent and Andeavor’s ownership would remain 25 percent. Gray Oak Pipeline, LLC received enough volume commitments in the form of precedent agreements to hold a second binding open season. This open season provides an opportunity for additional shippers to enter into transpor-tation services agreements that provide long-term crude oil transportation on the Gray Oak Pipeline. The ultimate scope

Oryx Midstream Services II, LLC (Oryx II) will build a new regional crude oil transportation pipeline serving the Dela-ware Basin with initial capacity of up to 400,000 barrels per day. Oryx II recently closed on a long-term regional oil transportation agreement with WPX Energy and other pro-ducers bringing total acres committed to Oryx II to approxi-mately 300,000 dedicated acres. When combined with Oryx Midstream Services, LLC (Oryx I), the total Oryx Delaware basin dedication footprint and system capacity will be in excess of 850,000 acres and 600,000 barrels per day. The project involves construction of a new 220-mile regional transport line that will provide receipt points from the Carls-bad, Stateline, Pecos and Pyote areas, and deliver crude to Crane and Midland, Texas. The system, comprised of 16-, 20- and 24-inch lines, will have an initial capacity of up to 400,000 barrels per day with the ability to expand based on shipper needs. It will serve production from every ac-tive county in the Delaware Basin including Lea and Eddy counties in New Mexico and Loving, Reeves, Ward, Pecos, Winkler and Culberson counties in Texas. The new crude oil pipeline will be constructed in phases and is expected to

be in full service by the end of 2018.

Paiute Pipeline Company has received FERC approval to construct approximately 8.5 miles of natural gas pipeline on four sections of Paiute’s Carson and South Tahoe Later-als in or near Fernley, Minden, and Carson City, Nevada. The proposed interstate facilities associated with Paiute’s 2018 Expansion Project will reside in Douglas County, Lyon County, and Carson City, Nevada. The new facilities will increase the capacity along the Carson and South Tahoe Laterals and will also facilitate the movement of existing capacity to a delivery point farther downstream.

Permico Energia plans to build a 510 mile (821km) pipe-line from the Permian basin in West Texas to a new frac-tionator it will build near Corpus Christi. The pipeline, called Companero, will have an initial capacity of 300,000 bbl/day of natural gas liquids (NGLs), said Permico, a US-based midstream company. The fractionator, called El Centro, will have a capacity of 300,000 bbl/day, Permico said. Another pipeline will lead from the new fractionator and terminate at the US NGL hub in Mont Belvieu, Texas, Permico said. It will have a length of 230 miles, have a capacity of 250,000 bbl/day and have ethane and propane service. The frac-

and capacity of the pipeline will depend on the outcome of the second open season. Subject to the results of the open season, the Gray Oak Pipeline could transport up to 700,000 barrels per day or more of crude oil from the Permian Ba-sin to downstream markets. Assuming the pipeline is fully subscribed, its capacity could ultimately be expanded to ap-proximately 1 million barrels per day of long-haul takeaway. In Corpus Christi, the Gray Oak Pipeline will connect to a new joint venture marine terminal under development by Buck-eye Partners, L.P. Buckeye will have a 50 percent interest in the terminal joint venture and will be the operator, while Phil-lips 66 Partners and Andeavor each will have a 25 percent ownership interest. The terminal will have an initial storage capacity of 3.4 million barrels and is expected to begin opera-tions by the end of 2019.

ExxonMobil and Plains All American Pipeline, L.P. have signed a letter of intent to pursue the creation of a joint ven-ture to construct a pipeline to transport crude oil and conden-sate from multiple locations in the Permian basin to the Texas Gulf Coast. The proposed common carrier pipeline would be designed to ship more than 1 million barrels of crude oil and condensate per day, providing a safe, efficient and cost-ef-fective option to transport ExxonMobil and other third-party production to market destinations in Texas. The pipeline would originate in both Wink and Midland, Texas with delivery points in Webster, Baytown and Beaumont, Texas. A prior-ity would be placed on using existing pipeline corridors to help limit potential community and environmental disruptions.

A subsidiary of Plains All American Pipeline, L.P. an-nounced the successful conclusion of the recent open sea-son for its Cactus II Pipeline, a new pipeline system with an initial capacity of 585,000 barrels per day extending from the Permian Basin to the Corpus Christi/Ingleside area. Cactus II pipeline capacity is fully committed with long-term third-party shipper contracts totaling 525,000 barrels per day, composed of 425,000 barrels per day of long-term minimum volume commitments and an additional 100,000 barrels per day of commitments associated with long-term acreage dedica-tions. Approximately 60,000 barrels per day is reserved for walk-up shippers. Affiliates of certain third-party contracted shippers have options (exercisable no later than mid-2018) to participate as joint venture partners for up to 35% of Cactus II. PAA is expected to retain 65% ownership and will serve as operator. The Cactus II pipeline system will have origination points at Orla, Wink, Midland, Crane and McCamey, Texas and will be capable of transporting multiple quality segrega-tions. The system includes a combination of capacity on ex-isting pipelines and two new 26-inch pipelines and is expand-able to approximately 670,000 barrels per day through the addition of incremental pumping capacity. The first new pipe-line will extend from Wink to McCamey, TX, and the second new pipeline (which is expected to be owned within the Joint Venture) will extend from McCamey to the Corpus Christi/Ingleside area, and have flexibility to access multiple docks. Permitting, right-of-way and procurement activities are un-derway, and the pipeline system is targeted to be operational in the third quarter of 2019.

Plains All American Pipeline, L.P. will construct the Sunrise Expansion Project. The Partnership plans to ex-tend its Sunrise Pipeline system, which currently originates at Midland and connects with Colorado City, by building ap-proximately 180-miles of 24-inch pipeline from Colorado City, TX to Wichita Falls, TX. The balance of the capacity will be provided by a combination of spare capacity and capacity enhancements to existing pipelines, which include capacity expansions to our Delaware Basin system of up to 200,000 barrels per day. The pipeline system will deliver to Plains' and third-party terminals in Cushing, OK. Subject to timely receipt of necessary permits and regulatory approvals, the additional capacity is expected to be operational in early to mid-2019.

Port Arthur Pipeline, LLC has filed an application seek-ing authority to construct its proposed Louisiana Connec-tor Project. The Louisiana Connector Project consists of 131 miles of new 42-inch-diameter pipeline, a new 89,900 horsepower compressor station, interconnection facilities with interstate and intrastate natural gas facilities, and other appurtenant facilities. The Louisiana Connector Project is designed to deliver up to 2,000 million cubic feet per day of natural gas to the Liquefaction Project that is currently being developed by Port Arthur LNG, LLC and PALNG Common Facilities Company, LLC. The Louisiana Connector Project

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES facilities will extend from an interconnect with Columbia Gas Transmission located northeast of Eunice, Louisiana in St. Landry Parish through Evangeline, Allen, Beauregard, Cal-casieu, and Cameron Parishes in Louisiana and Orange and Jefferson Counties in Texas and terminate at the proposed Liquefaction Project south of Port Arthur in Jefferson County, Texas. The cost of the proposed project is $1,207,584,005. The anticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, is proposing to develop a natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Orange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with existing energy infrastructure rights-of-way. The approximately 7-mile southern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Ar-thur Liquefaction Project. The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to various in-tra- and interstate pipelines, providing access to a number of major U.S. natural gas supply basins. FERC authorization is anticipated from the FERC in May 2018. Construction is ex-pected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

RH Energytrans, LLC has filed an application with the FERC seeking approval to construct its proposed Risberg Line. The project includes a total of 59.9 miles of pipeline incorporating 31.6 miles of existing 8-inch and 12-inch diam-eter gas pipeline currently used as gathering facilities and 28 miles of new 12-inch diameter pipeline. The pipeline facilities begin at a new point of interconnection with Tennessee Gas Pipeline Company, LLC adjacent to the Meadville Compres-sor Station in Crawford County, Pennsylvania and extend to a new delivery point interconnection with the distribution fa-cilities of Dominion Energy Ohio (DEO) in North Kingsville in Ashtabula County, Ohio. The project also includes the recon-struction and conversion of two compressor stations totaling 1,862 hp. The Risberg Line would provide for 55,000 Dth/d of firm transportation service to northeast Ohio markets. The estimated cost to construct the project and to acquire the existing gathering pipeline is about $88 million. If approved, anticipated in-service date is November 2018.

San Mateo Black River Oil Pipeline, LLC, a wholly-owned subsidiary of San Mateo Midstream, LLC, announced its binding open season to gauge shipper interest in commit-ted crude oil interstate transportation service on the Rustler

Breaks Pipeline Project, a proposed approximately 17-mile, 10-inch diameter crude petroleum gathering and transporta-tion system to be constructed and operated by San Mateo from certain points of origin in Eddy County, New Mexico to an interconnect with Plains Pipeline, L.P. in Eddy County, New Mexico. This open season provides an opportunity for shippers to support the project by making acreage dedica-tions and volume commitments for priority (firm) service, or acreage dedications for non-firm committed service, thereby becoming committed shippers for the term of their transpor-tation services agreements. The final volume of capacity for both committed and uncommitted service on the project will be determined by San Mateo in part based on the results of this open season. The binding open season began May 9, 2018 and ended on June 8, 2018.

Southern Star proposes its Blue Mountain Chisholm Trail Project within Grady and Carter Counties, Oklahoma. The project would entail the construction of 4.67 miles of 12-inch-diameter natural gas pipeline, one 4,145 horsepower gas-fired booster station, one receipt meter station, one delivery meter station, 480 feet of 12-inch-diameter discharge later-al, and other appurtenant facilities. The new pipeline would transport gas received from a new cryogenic gas processing plant being constructed by Blue Mountain Midstream, LLC. Southern Star stated its facilities would receive up to 150 million cubic feet per day (MMcfd) of natural gas from this production facility for transport on its system. Of this volume, Southern Star has contractual commitments for firm trans-portation with Blue Mountain Midstream, LLC for delivery of 45 MMcfd to a proposed delivery point on Natural Gas Pipeline Company of America’s existing interstate pipeline in Carter County, Oklahoma.

Steel Reef Pipelines US, LLC has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for its proposed Saskatchewan Pipeline Project. Steel Reef’s proposed Saskatchewan Pipeline Project, re-ferred to as the Border Crossing Facilities in its application, includes a 250-foot-long 10.75-inch outside diameter pipeline along with aboveground facilities including a metering facil-ity, a remote telemetry unit, and a pig trap launcher. The fa-cilities are part of the southern end of Steel Reef’s planned 2.2-mile-long 10.75-inch-outside-diameter South Saskatche-wan Access Pipeline (SSA Pipeline) it plans to build connect-ing gathering facilities owned by Petro Harvester Oil & Gas, LLC near Portal, North Dakota to an interconnection with an existing natural gas processing plant owned by Steel Reef In-frastructure Corporation near North Portal in Saskatchewan, Canada. Steel Reef states that the Saskatchewan Pipeline Project’s facilities would, as part of the SSA Pipeline, permit the transport of up to 30 million standard cubic feet per day of sour natural gas gathered from existing oil wells owned and operated by Petro Harvester Oil & Gas, LLC (Petro Harvester) within the Burke County region of North Dakota.

Steel Reef requests FERC certification by July 2, 2018.

Texas Eastern Transmission, LP and Nexus Gas Trans-mission has received notice to proceed with construction of the Phased Two of the TEAL project (part of the NEXUS project). Texas Eastern proposes to have the Phase Two TEAL Project facilities completed by November 1, 2018. The Phase Two facilities include: a new compressor station, the Salineville Compressor Station, which includes two Taurus gas turbine compressor units (18,800 hp total) along Texas Eastern’s 30-inch Line 73 in Franklin Township, Columbiana County, Ohio; an additional Taurus gas turbine compressor unit (9,400 hp) and incremental gas cooling at Texas East-ern’s existing Colerain Compressor Station in Colerain Town-ship, Belmont County, Ohio; and a communication tower lo-cated along the project route at the Salineville Compressor Station site. Texas Eastern states that the proposed project will create capacity necessary to provide 950,155 Dth per day of firm transportation service from the Appalachian Basin to a new interconnection with the NEXUS Project in Columbiana County, Ohio. Texas Eastern estimates that the proposed TEAL Project will cost approximately $183,519,668. NEX-US and Texas Eastern have entered into a Capacity Lease Agreement that provides that Texas Eastern will construct, own, and operate the TEAL Project facilities and abandon by lease to NEXUS all of the incremental capacity associated with the proposed facilities.

Texas Eastern Transmission, LP and Brazoria Intercon-nector Gas Pipeline, LLC (BIG Pipeline) filed jointly an ap-plication with the FERC seeking approval to construct certain natural gas pipeline facilities. The proposed project is known as the Stratton Ridge Expansion Project, and is designed to provide the capacity necessary for Texas Eastern to trans-port up to 322,000 dekatherms per day of natural gas on a firm basis from Texas Eastern’s existing interconnections to a delivery point on the BIG Pipeline near Stratton Ridge, Texas. The Stratton Ridge Project would consist of: a new Angle-ton Compressor Station, consisting of a 12,500 horsepower electric motor-driven compressor in Brazoria County, Texas; a new 0.5 mile, 30-inch-diameter pipeline lateral in Brazoria County, Texas to interconnect with the BIG intrastate pipe-line system; installation of Clean Burn Equipment at the Mont Belvieu Compressor Station in Chambers County, Texas; and installation of minor auxiliary and support facilities (launcher and receiver modification, valves, piping modification) at ex-isting Texas Eastern facilities in San Jacinto, Lavaca, Waller, and Shelby Counties, Texas. In-service is slated for 2019.

TransCanada Corporation announced that the National En-ergy Board (NEB) has recommended the federal government approve a variance to the previously issued North Montney Mainline Project certificate, which would allow construction to start on the proposed $1.4 billion natural gas project in northeast British Columbia. The project is being advanced by

TransCanada’s wholly-owned subsidiary, NOVA Gas Trans-mission Ltd. (NGTL), as an expansion of the existing NGTL System. It is backed by 20-year commercial contracts with 11 shippers to transport approximately 1.5 billion cubic feet (1.6 million gigajoules) of natural gas per day. The project was originally approved in 2015, subject to conditions making construction contingent on a positive final investment deci-sion on the then-proposed Pacific Northwest LNG liquefac-tion project. In March 2017, NGTL sought approval to remove those conditions and had restructured the commercial project arrangements and the associated facilities to accommodate a delay or, as occurred in July 2017, a cancellation of the Pacific Northwest LNG project. The project consists of ap-proximately 206 kilometers (128 miles) of 42-inch pipeline, compression and associated metering facilities. It will boost the economy by supporting thousands of high-quality con-struction jobs and deliver an estimated $100 million in con-struction contracts for Indigenous businesses and workers. Subject to timely federal approval, construction is expected to start by the third quarter of 2018, with an anticipated in-service date of mid-2019. The NEB also provided guidance on the tolling principles to be applied to the project. NGTL will work with its shippers to address these requirements. This project represents a significant component of NGTL’s $7.2 billion multi-year infrastructure expansion program that will increase transportation capacity for Western Canada produc-ers and provide downstream markets increased access to clean-burning natural gas.

TransCanada Corporation announced that it will move for-ward with a proposed $140-million expansion of its NOVA Gas Transmission Ltd. (NGTL) System following the suc-cessful completion in March of an expansion capacity open season for incremental firm export delivery service at the Empress/McNeill Export Delivery Point. Shippers have ex-ecuted binding agreements for 280 million cubic feet per day (MMcf/d) of incremental firm delivery service that will com-mence November 2021. The average term of the contracts awarded for the expansion capacity is 22 years. NGTL also concurrently executed incremental intra-basin firm delivery service contracts with other shippers for an aggregate vol-ume of 75 MMcf/d that contribute to the need for the new facilities.This new investment is a component of NGTL’s $7.3-billion multi-year infrastructure expansion program that will increase transportation capacity for Western Canada pro-ducers and provide downstream markets increased access to clean-burning natural gas.

TransCanada Corporation launched an open season to so-licit binding commitments from interested parties for trans-portation of crude oil on the Marketlink Pipeline System from Cushing, Oklahoma to markets on the U.S. Gulf Coast. Interested parties may submit binding bids for transportation capacity during the open season that will close at 12 p.m. MT on July 13, 2018.

Transcontinental Gas Pipe Line Company has received a positive Environmental Assessment from the FERC for its proposed Rivervale South to Market Project in Bergen, Hudson, and Union Counties, New Jersey. The project would include constructing 0.61 miles of 42-inch-diameter pipeline loop along Transco’s Mainline A (Bergen County); uprating 10.35 miles of the existing 24-inch-diameter North New Jer-sey Extension from the Paramus M&R station (Bergen Coun-ty) to the Orange and Rockland M&R station (Bergen Coun-ty). The North New Jersey Extension would be uprated from a maximum allowable operating pressure of 650 pounds per square inch gauge (“psig”) to 812 psig; upgrading the existing valves, including overpressure protection valves, and yard piping, and related activities at the Paramus, Central Man-hattan, Orange and Rockland, and Emerson M&R stations; and construct additional facilities, such as mainline valves, cathodic protection, internal inspection device launchers and receivers, and communication equipment. A final FERC proj-ect decision is slated for June 14, 2018. If approved the me-ter station work is slated for February 2019, and the pipeline loop construction would begin in summer/fall 2019. Tentative scheduled in-service date is winter 2019/2020.

Transcontinental Gas Pipe Line Company has received Notice from the FERC that they will prepare an Environmental Assessment for the Gateway Expansion Project involving construction and operation of facilities Transcontinental Gas Pipe Line Company (Transco) in Essex and Passaic Coun-ties, New Jersey. Transco proposes to perform the following activities for construction of the project: Compressor Station (CS) 303 (Essex County, New Jersey), expansion of the exist-ing building to include one new 33,000 horsepower electric-motor driven compression unit and ancillary equipment; install gas cooling equipment; extend existing security fencing to en-compass new equipment; and a new driveway to connect the new gas cooler location with CS 303. Roseland Meter and Regulator (M&R), Essex County, New Jersey - one new 36-inch ML block valve with automation controls; and actuator modification on existing ML block valve. Paterson M&R, Pas-saic County, New Jersey - remove existing 12-inch headers, meter skid, building, and associated equipment; install a me-ter skid with two 6-inch ultrasonic meters with 12-inch inlet and outlet headers; install a new M&R building; install new re-mote terminal unit (RTU)/ gas chromatograph building; install new flow computer, radio, and an antenna/pole; and install a new condensate tank. The project has a targeted in-service date of Nov. 1, 2020.

UGI Energy Services, LLC, a wholly-owned subsidiary of UGI Corporation announced the further expansion of its Auburn Gathering System with the construction of two addi-tional compressor stations in Susquehanna County and Wyo-ming County. The expanded system will increase the capacity of the Auburn Gathering System by approximately 150,000 dekatherms per day, bringing the total capacity of the system

to 620,000 dekatherms per day. Deliveries will begin in the fall of 2018 with the balance of capacity becoming available in the fall of 2019. The new development project will transport gas from acreage being produced by Cabot Oil & Gas Corpora-tion. The project is supported by a long-term agreement and will require a total capital investment of $50 million.

V-Tex Logistics, LLC, an indirect wholly owned subsidiary of Valero Energy Corporation, has signed an agreement with Magellan Pipeline Company, L.P., an indirect wholly owned subsidiary of Magellan Midstream Partners, L.P. to jointly build an approximately 135-mile, 16-inch products pipeline from Houston to Hearne, Texas. In addition, Valero will sepa-rately build a terminal in Hearne, a terminal in Williamson County, Texas, and an approximately 70-mile, 12-inch pipe-line connecting the two terminals. Valero’s expected cost for the projects is $380 million with targeted completion in mid-2019. Construction of these pipelines and terminals will provide a reliable fuel supply alternative for the fast-growing Central Texas marketplace. The new pipelines and terminals are expected to supply up to 60,000 barrels per day into Wil-liamson County.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Ex-press Pipeline) has an application before the FERC seeking authority to construct a liquefied natural gas (LNG) export terminal and pipeline facilities located in Plaquemines Par-ish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Project. Plaquemines LNG and Ga-tor Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Par-ish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transporta-tion capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approximately 284 million dollars.

The FERC has issued a favorable Environmental Impact Statement (EIS) for Venture Global Calcasieu Pass, LLC and TransCameron Pipeline, LLC’s Calcasieu Pass Proj-ect. Venture Global Calcasieu Pass, LLC's proposed facili-ties include nine single mixed refrigerant liquefaction blocks, two LNG storage tanks, a 720 megawatt electric generating plant, a marine terminal consisting of a turning basin and LNG carrier berths, LNG piping, transfer lines, and loading facilities. TransCameron Pipeline, LLC's proposed facilities include approximately 23.4 miles of 42-inch diameter pipe-line, one meter station, three mainline valves, one pig launch-

er, and one pig receiver. All facilities would be in Cameron Parish, Louisiana. FERC plans a final project decision dead-line of January 24, 2019.

WhiteWater Midstream announced the execution of mul-tiple transportation and interconnect agreements for its Delaware Basin Agua Blanca pipeline, a joint venture be-tween WhiteWater and WPX Energy. In conjunction with those agreements, MarkWest Energy Partners, L.P., a wholly owned subsidiary of MPLX LP, and an affiliate of Targa Resources Corp. will join WhiteWater and WPX En-ergy as joint venture partners in the Agua Blanca pipeline. Approximately 80% of capital expenditures will be funded with project level debt. In addition to the agreements with its new partners, WhiteWater has entered into long-term transportation service agreements with two premier Dela-ware Basin producers in Culberson County. Agua Blanca now has over 1.1 Bcf/d of long-term firm commitments. The pipeline has also continued to expand its connectivity with agreements in place with the following processors: Brazos Midstream, Crestwood Midstream Partners, EnLink Mid-stream Partners and Medallion Midstream. These agree-ments will bring total plant processing capacity connected to Agua Blanca to nearly 2.5 Bcf/d, which is expected to in-crease to 5.0 Bcf/d in the near-term. WhiteWater Midstream will own a 60 percent equity interest in Agua Blanca, with WPX Energy, MPLX and Targa owning an equity interest of 20%, 10% and 10%, respectively in the project.

Williams Partners L.P. has an application before the FERC seeking authorization for its Southeastern Trail Expansion project, which would create 296,375 dekath-erms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a wholly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent, including the general-partner interest. Williams Partners has executed precedent agreements with utility and local distribution companies located in Virginia, North Carolina, South Carolina and Georgia for firm transporta-tion service under the project. Once complete, the proj-ect will help meet the growing natural gas demand in the Southeast, as well as provide access to new sources of domestic natural gas supply while enhancing system reli-ability. The company held an open season for the project last summer and executed long-term binding precedent agreements with five natural gas shippers for 100 percent of the firm transportation capacity. Customers served by the project are PSNC Energy, South Carolina Electric & Gas, Virginia Natural Gas, the City of Buford, Ga., and the City of LaGrange, Ga. Subject to approval by the Federal Energy Regulatory Commission, the Southeastern Trail Expansion project will consist of approximately 7.7 miles

of 42-inch pipeline looping facilities in Virginia, horsepower additions at existing compressor stations in Virginia, and piping and valve modifications on other existing facilities in South Carolina, Georgia, and Louisiana to allow for bi-directional flow. The certificate application reflects an ex-pected capital cost of $404.8 million and a target in-service commitment of Nov. 1, 2020.

This is a story that needs to be told. In 1973 the Brown & Root Pipeline lay barge, L. B. Meaders, was caught in a very bad storm off the coast of Germany in the North Sea. The storm continued to build until the waves reached 35 to 40 feet. During the storm the Meaders was under tow into the seas by a Theriot tug boat out of Houma, Louisiana. It was all the tug could do to pull the barge north along the German coast into the rough seas battling very strong head winds. This went on for several days and the storm did not let up. Finally it became clear that we had gone as far north as we could go and that the waves would be even larger and more difficult to navigate in the bay that we were approaching. The decision was made to turn the barge around and head south with the seas and the wind at our back. All hands were ordered into life jackets and onto the deck as this was a very dangerous maneuver which would cause the barge to be side-ways in these dangerous waves. After the turn was completed the barge was being pushed by the wind and the waves to-ward the tug which was having a hard time keeping the tow line tight. When the tug was going up with a wave the Meaders was going down the wave behind it. At times the waves were so

high that the tug boat would completely disappear from sight. After several more days of battling the relentless storm, the tug at last pulled the barge into the harbor at Stavanger Norway. Several members of the barge crew and I met the captain of the Theriot tug at the bar in the hotel where some of us were staying. He told us how his crew had threatened to take over his boat as they were sure the barge was going to sink their boat. The barge would get very close to the tug as it came crashing down with a wave and they feared the barge would come down on top of the tug. The Captain had to almost come to blows with some of his crew to keep them from cutting the tow line between the tug and the barge. Had they cut that line, he told us, the barge would have eventually turned sideways into the seas and the massive waves would have flipped the barge over. The barge would have sank and it is likely that most or all of us would have died.

It is my hope that someone will remember this brave Captain’s name and he will be remembered as the man who saved 200 plus pipeliners lives. To me this man was a hero.

It is with saddened hearts but faith in God's divine mercy, that the cherished family of Barbara Ann Martin, age 74, of Monticello, Arkansas has to announce that she has passed on to see her Lord and Savior, Jesus Christ, that she loved so much on June 17, 2018. Ever courageous, not to be defeated until God was ready to call her home, she

fought the good fight with her wonderful team of doctors, nurs-es, and staff members of The UAMS Multiple Myeloma Institute and Hospital in Little Rock for one year. Through their much appreciated efforts, from the start to the end, Barbara was able to spend that time with family, friends, see a granddaughter get married, and her youngest granddaughter graduate from high school. These are the things that she had set as her goals. Once those things were accomplished, God decided He need-ed this most devoted wife, mother, and grandmother to come to Heaven to join Him as His newest angel on the streets of gold. As a complication of her disease, she would succumb to it while trying to fight her way back into remission, with family and friends at her side at UAMS Hospital on Father's Day. God knows the time and the hour for us all, and there is comfort in knowing that it was His decision that He now needed his pre-cious child and loyal servant at His side for all of eternity. The Heavenly Father loved her and she loved Him, and on Father's Day, she got to see Him in all of His glory. It is certain that she is having a joyous time singing her favorite song, "Love Lifted Me", with the angelic congregation. And it is even more certain that she is now at peace and in comfort. Barbara Ann Martin was born in Monticello, AR in Drew County where she resided her entire life until her death. She was the middle daughter of the late John Sykes Griffin and Josephine Sawyer Griffin also from Monticello. She was a graduate of Monticello High School and as a teenager loved to go to local dances with her family, where she perfected the Two Step, The Waltz, and the Jitter-bug. It was at a dance in Dermott, AR where she would meet her husband of 56 years, Robert H. Martin, from Wilmar, AR. When he saw her Jitterbug and how pretty she was, he had to dance with her. When she saw his clear, blue eyes, she decided right then and there she was going to marry him. That first dance would lead to marriage on February 16, 1962 and a life-time of love, happiness, and family. They would dance and travel all over the USA in the pipeline construction industry until their retirement in 2011. Barbara was a devoted housewife and was known as an excellent cook. She loved her husband, her life, her home, and her family. She was a Southern Baptist, saved by God's grace and baptized into the faith by the late Brother Joe Worbington. She would later become a charter member of Calvary Baptist Church, which was began in her home in The Enon Community on September 25, 1985 under the guidance of the late Reverend Charles E. "Buddy" Carter. That church would eventually grow and require a new building at its current location in Monticello on Highway 425. She was proud of that church, was a dedicated member, loved her church family, and served as a Sunday School teacher. Her illness was the only thing that could keep her from attending church "when-ever the doors were open". But once she regained her strength in remission, she made sure she was back at church on Sun-

days to hear God's Word preached by her Pastor, Brother Gary Carter. Not to be "defeated by The Devil" she was proud to say to everyone in her last days that she taught her Sunday School class once again two weeks before her death. The walking def-inition of being a Christian, Barbara Ann was a charitable, self-less, and a giving person. She had a heart that had enough love for everyone she met. She would do anything for anyone to help them, even those who were not related to her. But most of all, and more than anything on this earth, she loved her husband and her two sons. She devoted her whole life to loving and car-ing for them. She was the wife and mother that everyone dreams of having in their life. As a wife she was devoted, loyal, in love, and committed. In regards to being a mother she was unwavering, caring, nurturing, protective, encouraging, stead-fast, and strong. Her family home at 1464 South 16th Section Road in the Enon Community was her pride and joy, and she had an "Open Door Policy" to all that stepped foot on her front porch. She wanted everyone who came to her home to feel welcome no matter who they were or where they came from. No matter what, she opened her home, her heart, and her arms to all. Outside the doors of her home in her community, town, home state of Arkansas, and across the nation in her travels as a pipeliner's wife, she touched many lives with her smile and cheerful disposition. She believed in "Doing unto others as you would have them do unto you" and "To love thy neighbor as thyself", practicing it faithfully in words and deeds. To try and count the number of good things she did, or the lives she touched in her 74 years, would be as impossible as counting the number of stars in the heavens. And to be honest, she would never want them to be counted in the first place. That is be-cause all of the good things she did for people was to give "God all the glory" and to not take any credit for herself. Besides be-ing a homemaker, she was a former Enon Community 4-H Leader, a cafeteria worker at Monticello Junior High School, a Monticello School District Bus Driver, a member of The Team-sters Pipeline Union, and Committee Member and longtime Chairman for The Annual Pipeliner's Reunion. Due to her devo-tion as a pipeliner's wife, and her work later in life on the pipe-line as a Teamster, she was inducted into The Pipeliner's Hall of Fame in 2006. To bring an obituary to a close is as difficult as it is to let go of someone who was, and will forever more, be loved by her family and so many. How can one ever sum up the life of anyone in just a few paragraphs? It is very hard to do. But, I will try in one single sentence: "Barbara Ann Martin was, as far as her family is concerned, the greatest wife, mother, and grand-mother who ever walked on this earth." And because of the way she conducted her life, her memory will live on through her re-maining family and others by what she showed them in the ex-ample she set for them. She believed in "Never giving up and never giving in". And that is what she would want for all that mourn her passing. Barbara Ann would want everyone to re-member her well, and to do it with a smile. She would want us all to live our lives to the fullest and cherish all the precious memories. Barbara Ann Martin lived her life that way and she fought for her life that way until the very end surrounded by her family. And while we are so saddened that she is no longer with us, we can find comfort in that she is in Heaven having the time of her eternal life. She is rejoicing, and she would expect us to

He helped his mother with household chores. Everyone knew him as Mike. He was a 798 Pipeliner Union Welder and most of all a lov-ing father, brother and friend. He loved fishing, hunting and spending time with his family. He was a true cowboy at heart and a jack of all trades. He loved spending the evenings find-ing arrowheads with his daughter Carleigh and showing her his ways of growing up. He also loved picking guitar for his son Lincoln. His children were his world and would do any-thing for them. Michael always had a smile on his face. He would help anyone who needed a helping hand at the drop of his hat no matter the time of day. His truest joy in life were his children. He passed from this earth on May 20, 2018 at the age 31 years, 4 months and 8 days old. He is preceded in death by his grandmother Ernestine Brittain and grandfather Archie Brittain; his mother Theresa Fay, step dad Rob Blakely and dad Hershel Mauldin. Brent leaves behind two children, Carleigh Fay Mauldin, 10 of Tahlequah and Lincoln Dean Mi-chael Mauldin, 7 months old of Briggs. He has four brothers:

Mitchell (Rusty) Jett Sikes left his lov-ing family and friends while working in Mo-bile, Al. on May 17, 2018. Rusty, as he was known by many, was born November 19, 1956 in Louisville, Ms. He was the beloved son of Gail Tren and Rita Jett Sikes. He left behind his most valued treasure, son Mitchell Tren Sikes. He is survived by his

sisters Rita Beard (Dean) and Virginia Plaisance (Kevin). He was the fun loving, young at heart and often humorously mischievous uncle of Crystal Gail Williams (Mack), Cassidy Gayle Plaisance, Gavin Beard, Connor Plaisance (Godson), Ryley Carlock, Brennan Carlock and Gracie Williams. Rusty loved spending his time outdoors camping and fishing. He could often be found boating along the coastal waterways of Lafitte and was never without a smile when doing what he loved most. Rusty spent his life working in the oilfield industry inspecting pipeline coating. He worked in Saudi Arabia, India and Nigeria. He lived for 5 years in Holland with his family as a child. Rusty made friends wherever he traveled or spent time. He was generous of heart, time and spirit and his loss will be felt deeply by all that knew him. He will forever remain a devoted father, loved and treasured son, best friend, heroic brother, thoughtful uncle and generous human being.

Leslie Eugene "Bear" Burroughs, age 80 of Lebanon passed away on June 17, 2017 at his residence. He was preceded in death by his parents, Raymond Edgar and Ora Lee Burroughs; brothers, Elvin Burroughs, Junior Burroughs, Bobby Bur-roughs, and David Burroughs. He is sur-vived by loving wife of 60 years, Betty

Gilliam Burroughs; sons, Tim (Becky) Burroughs and Jeff (Michelle) Burroughs; adored granddaughters, Kate (Mi-chael) Rector, Maggie Burroughs, Laurel Burroughs, and Ali Burroughs; great-grandson, John Michael Rector; brothers, Jerry (Patricia) Burroughs, Donnie (Kathy) Burroughs, Lani-er Burroughs, and Lester (Teresa) Burroughs; sister-in-law, Patsy Burroughs; and numerous nieces, nephews, brothers-in-law and spouses, and other loving family members and friends. Mr. Burroughs was a member of College Hills Church of Christ and an Engineer for Columbia Gulf for 36 years. Honorary pallbearers were Dwight Haddock, Timmy Mitchell, Curry Dudley, Richard Macon, Eddie Testamand, Ken Beck, Ray Ezzell, Bruce Johnson, David Elliott, Jeff Hall, Frank Dudley, Sam Jones, and Larry Locke. In lieu of flowers, the family requests contributions be made to Healing Hands or The American Heart Association.

Barbara Ann Martin was preceded in death by her father and mother, John Sykes Griffin and Josephine Sawyer Griffin; her eldest sister, Sylvia Griffin Forrest; and two twin boys who did not survive birth in 1969. Survivors include her husband, Robert H. Martin of Monticello; two sons, Dr. Robert H. Martin., Jr., MD of Monticello and Roger Dale Martin and wife Carole also of Monticello; one sister, Linda Griffin Heath, of Deer Park, Texas; six grandchildren, Brittney Ann Martin-Norsworthy and husband Seth Norsworthy, Austin Sykes Martin, Madeline Grace Martin, Meredith Jewel Martin, John Michael Efird, Max Hyatt Efird, Lexie Alexie Nichols; loving nephew Michael Leon Griffith, Jr, and niece Melissa Jo Griffith; and many other nieces and nephews way too numerous to list here, but rest assured, loved just as much in her heart. She especially enjoyed her relationship with her sister in law, Marga-ret Tucker, of Star City. Also of mention is a daughter in law, Angila Benson Martin. She is also survived by others she con-sidered her family: Mary Thompson of Monticello as her other sister, Herbert Bradley of Monticello as the brother she never had, and Teresa Griffin of Ozone as like her own daughter. She also loved, cared, and appreciated Diane Marie Hof. Active pall-bearers were Jeff Harrison, Chad Russell, Eddie Montgomery, Jay Boyd, Eddie Kelly, Drew Merrell, J. R. Jackson and Billy Col-lins. Jerry Orell Nealy, 75, of Texarkana, Texas and formerly of De Queen, Arkansas passed away and went to be with his Lord on June 18, 2018, at a local hospital after suffering a heart attack. Jerry was born in Columbia, Pennsylvania on the 5th of June 1943, to the late Chester Orell and Edith Coffman Nealy. He attended Southern State College in Mag-

nolia, Arkansas. In 1968, Jerry joined Willbros International for pipeline work in Colombia, South America. He continued over-seas work for the next 44 years, working in many countries. He was a Baptist and member of Trinity Baptist Church. He was a 32nd Degree Mason. Jerry was preceded in death by his par-ents; a brother, Larry Eugene Nealy; and granddaughter, J.K. Nealy Hornsby. He is survived by his wife, Maria Nealy; brother, Donald Nealy, and wife Nancy; Three sons, Tracy Orell Nealy, and wife Patti, Luis Nealy and wife Heather, Shannan Nealy, and wife Michelle; Three Daughters, Carla Wahls and hus-band Jeff, Bonita George, Lynda Ashby and husband Michael. Funeral services for Fred D. Bolding, age 83 of Oak Grove, Louisiana, were held on June 13, 2018 at First Baptist Church in Oak Grove, Louisiana. Reverends Tony Campa-nale and Milton Pray officiated. Interment followed in the Oak Grove Cemetery in Oak Grove, Louisiana. Mr. Bolding passed away suddenly on Saturday, June 9, 2018 at West

Carroll Memorial Hospital in Oak Grove. Bolding was a 1953 graduate of Kilbourne High School. He worked as a heavy equipment operator on pipelines for Bechtel Corporation before starting a long and successful career in agriculture. Bolding was a self-employed farmer and owner of Bolding Farms in West Carroll Parish, along with his wife, Joanne. He began farming in 1965 with 160 acres and through the years built his enter-prise to include 2000 acres of soybeans, grain sorghum, and wheat production. In 1967 the Oak Grove Jaycees named him Outstanding Young Farmer of the Year which was the first of what would become a legacy of recognition for his extraordi-nary agricultural expertise and service. He became a pioneer in successfully adopting and implementing new conservation and farming practices. He always had a passion for the land and achieved much through his hard work, yet he remained well grounded through his family, his faith, and his community. Bold-ing was selected as the 2009 Louisiana Farmer of the Year and was recognized for a lifetime of service and accomplishments in agriculture. He served in advisory roles in many organizations including the LSU AgCenter Advisory Committee, Louisiana Soybean Association, Sweet Potato Council, Cattlemen's Asso-ciation, and Pittman Island Hunting Club Wildlife Management Program. In 2010 he received the Distinguished Service to Ag-riculture Award from the North Louisiana Agri-Business Council for a lifetime of dedication as he worked tirelessly within the state as a tremendous supporting force for farmers and agri-culture. Throughout his lifetime, Bolding committed to helping his community in many areas including the Macon Economic Opportunity Board of Directors, the West Carroll National Bank Board of Directors, Oak Grove Masonic Lodge, the West Carroll Hospital Board of Directors, Farmers Home Administration, and the Louisiana Agricultural Finance Authority. Bolding played a major role as a member of First Baptist Church of Oak Grove for many years, giving his time and devotion to serve as President of his Sunday School Class and assistant teacher. He served as Chairman of the Deacons, Chairman of the Usher Commit-tee, and on many other various committees. Bolding served decades on the West Carroll Farm Bureau Board of Directors in leadership positions as Secretary-Treasurer for many years, as President for 23 years, and as a voting delegate to the state conventions since 1967. He also traveled to Washington DC several times as a delegate of the Louisiana Farm Bureau Fed-eration to meet with US Congressional representatives to dis-cuss Farm Bills and agricultural issues. He was instrumental in building the new West Carroll Parish Farm Bureau Office and
