PennEast Pipeline Company, LLC

The PennEast Pipeline Company LLC recently filed with the Federal Energy Regulatory Commission (FERC) seven route deviations in New Jersey in PennEast’s contin-

ued effort to reduce impacts on endangered species and wetlands, maintain co-location with existing rights of way and address concerns expressed by landowners and regulators.

The route modifications further minimize environmental im-pacts through optimized co-location with existing electric transmission lines, wildlife habitat avoidance and reduced tree clearing. These deviations are important, because they reduce impacts and take into account stakeholder input, though from a project perspective, they do not materially af-fect the route since the changes occur either within the orig-inal survey corridor or do not impact any new landowners.

“We are continually reviewing the PennEast Pipeline Proj-ect, seeking ways to maximize benefits to the region by improving the route and reducing environmental impacts,” said Peter Terranova, chair of the PennEast board of man-agers. “The route changes filed today reflect the construc-tive feedback received from landowners, agencies and oth-er stakeholders and demonstrate PennEast’s commitment to incorporating their input where safely and logistically feasible. These route modifications bring area families and businesses another step closer to receiving reduced energy costs that also will help advance the region’s economy.”

Among the key highlights:• Reduced permanent impacts on forested wetlands

by 64 percent• Reduced impacts to endangered species, including

a known salamander habitat in Delaware Township• Incorporated 23 additional trenchless crossings to

reduce impacts to C1 waterways• Maintained co-location so that approximately half

the route in New Jersey runs adjacent to existing overhead electric transmission lines, as requested by public officials and regulators.

• On the Gravel Hill Preserve, PennEast worked di-rectly with PSE&G to place the line entirely within the cleared and decades-old existing right of way until exiting forested areas and reaching open space; a major step forward that significantly minimizes the need for tree clearing other than at the entry and exit points of the Preserve. Construction workspaces are all within PSE&G’s previously disturbed acreage.

• Additional overlap with PSE&G easements in New Jersey outside Gravel Hill will reduce PennEast’s permanent footprint from 50 feet to 35 feet, reducing the need for tree-clearing and workspace impacts.

Regarding the Gravel Hill Preserve in Holland Township, PennEast explored eight route alternatives based on regu-latory feedback that would identify responsible deviations, including both mandatory receipt points with the Gilbert electric generating station, and avoidance of the Preserve. Those alternatives required significant impacts to county roadways that made avoidance of the Preserve impracti-cal. Still, PennEast continued to work with stakeholders to explore viable options that reduce impacts on sensitive re-sources by overlapping with PSE&G easements. As a result of the latest deviation and despite its limited impact to the Preserve, new opportunities for open space preservation will still be created due to the state-required Green Acres mitigation process.

“This is a win-win in PennEast’s continued effort to balance environmental protection with the need for affordable natu-ral gas that will power the region’s future,” added Terrano-va. “In New Jersey, specifically, more open space will be available than exists today, even as PennEast nearly has eliminated permanent impacts across Gravel Hill thanks to the new alignment within most of the pathway of PSE&G’s power lines.”

Terranova added that landowners who have opted to avoid work-ing with PennEast are missing a key oppor-tunity to help shape the best route pos-sible and to collabo-rate on minimizing impacts. “PennEast continues to welcome constructive landown-er engagement, and encourages landowners to contact their PennEast repre-sentative.”

On July 22, FERC released its Draft Environmental Im-pact Statement (EIS), which acknowledged environmental impacts from PennEast’s construction “would be reduced to less-than-significant levels,” and that no other pipeline could meet the capacity needs that the PennEast Pipeline is designed to meet.

More than 90 percent of the PennEast Pipeline’s capacity is subscribed under long- term contracts, years before it is ap-proved or built. Dozens of business and labor organizations representing tens of thousands of employers and hundreds of thousands of employees across both states also support construction of the PennEast Pipeline.

Signs Construction Contract With Spring Ridge Constructors

Atlantic Coast Pipeline

• Spring Ridge Constructors, LLC will be lead construction contractor of proposed 600-mile pipeline project

• Firm is joint venture of four leading U.S. natural gas pipeline construction companies

• Contract represents significant milestone for proposed project

• Thousands of workers expected to be hired from West Virginia, Virginia and North Carolina

Atlantic Coast Pipeline, LLC, which has proposed a 600-mile natural gas transmission pipeline to bring much-need-ed energy to Virginia and North Carolina, announced it has signed a construction contract with Spring Ridge Construc-tors, LLC, a joint venture of leading natural gas pipeline construction companies. Comprised of Price Gregory In-ternational, Inc., a Quanta Services, Inc. company; U.S. Pipeline, Inc.; SMPC, LLC; and Rockford Corporation, a Primoris Services Corporation company, the joint venture will serve as the Atlantic Coast Pipeline's lead construction contractor.

Pending approval by the Federal Energy Regulatory Com-mission (FERC), the Atlantic Coast Pipeline (ACP) would run from Harrison County, W.Va., southeast through Vir-ginia with a lateral extension to Chesapeake, Va., and then south through eastern North Carolina to Robeson County. If approved, construction is scheduled to begin in the fall of 2017. According to economic impact studies conducted in 2015, the project's construction is expected to generate more than 17,000 jobs, $2.7 billion in total economic activ-ity and $4.2 million in average annual tax revenue for cities and counties in the project area.

SRC was selected as the most-qualified contractor for the project after an extensive, competitive bidding process conducted by Atlantic Coast Pipeline, LLC. The four SRC companies account for a significant portion of the large-diameter natural gas pipeline construction spread capacity

in the U.S."We are excited to work with SRC, which has assembled four of the nation's leading and most-qualified pipeline builders for this project," said Diane Leopold, pres-ident of Dominion Energy. "These companies have exten-sive experience in building large-scale, complex projects like the Atlantic Coast Pipeline, and their commitment to safe construction practices and best-in-class standards align with our expectations for the project."

"The selection of our lead construction contractor is an-other significant milestone for the Atlantic Coast Pipeline and represents one more step toward making this project a reality and securing the energy future of our region," Leo-pold added.

"SRC is pleased to have been selected by ACP as the constructor of this vital project which serves to strength-en the nation's energy infrastructure," said Dan Plume, SRC project director. "The members of SRC are aligned in purpose with the common goals of safe construction practices, a commitment to environmental stewardship and quality construction. The SRC team leads the indus-try with a combined 200 years of expertise and leadership in the construction of large diameter pipelines that encom-pass all regions and terrains across North America. We are also excited about the positive economic impact this project will have in communities across these three states, where SRC and its subcontractors expect to hire thou-sands of local workers and enlist the services of many local businesses."

In another significant milestone for the project, in early August FERC issued a Notice of Schedule, which estab-lished the timeline for the remainder of the project's federal environmental review process. Based on FERC's sched-ule, ACP expects to receive a FERC certificate in the late summer or fall of 2017, with construction beginning shortly thereafter. ACP anticipates completing construction and bringing the pipeline into service in late 2019. ACP is work-ing with its contractors to evaluate the possibility of bringing on more crews and working on more simultaneous spreads in order to complete construction sooner. This analysis is expected to be finalized over the next few months.

Atlantic Coast Pipeline, LLC is composed of four major U.S. energy companies – Dominion, Duke Energy, Piedmont Natural Gas and Southern Company Gas. The joint venture partners plan to build and own the $4.5 billion-to-$5 billion pipeline, which would help meet the growing clean energy needs of Virginia and North Carolina by providing direct access to low-cost, abundant supplies of natural gas being produced in the nearby Marcellus and Utica shale basins of West Virginia, Pennsylvania and Ohio.

Manufacturing Day is a celebration of modern manufacturing meant to inspire the next generation of manufacturers. Although Manufac-turing Day officially occurs on the first Friday in October—any day can be a Manufacturing Day.

“Manufacturing Day addresses common misperceptions about manufacturing by giving manufacturers an opportunity to open their doors and show, in a coordinated effort, what manufacturing is — and what it isn’t,” says Gene Huegin, president, “It’s PFERD’s chance to positively influence students and those around us to the importance and value of manufacturing.”

Open to middle, high and technical schools, PFERD will showcase the work of its manufacturing plant as well as its other operations such as finance, research and development, marketing and sales

which all play an integral part in the entire manufacturing process.

“By working together, not only during Manufacturing Day but after-wards, at PFERD we can address skilled labor shortages, connect with our future generations and affect a positive image of manufac-turing in general and more specifically our company. Manufacturing Day is but one step to ensure the continued growth of our industry,” added Peter Skaalen, vice president of operations.

Supported by a group of industry sponsors and co-producers, Manufacturing Day is designed to amplify the voice of individual manufacturers and coordinate a collective chorus of manufactur-ers with common concerns and challenges. SECTION TITLE

Velocity Midstream Partners, LLC announced that Velocity Central Oklahoma Pipeline LLC, a wholly owned subsidiary of Velocity Mid-stream, has entered into definitive agreements with a subsidiary of CVR Refining, LP, related to Velocity's construction of a crude oil pipeline and terminal directly linking the fairway of the South Central Oklahoma Oil Province ("SCOOP") to CVR Refining's Wyn-newood, Oklahoma, refinery.

CVR Refining will hold a 40 percent stake in the newly formed joint venture, Velocity Pipeline Partners, LLC, and it will contract with VPP for transportation services. Velocity will act as manager of the joint venture and operate the pipelines following the completion of the pipeline's construction.

In addition to the Wynnewood refinery, which has a rated capacity of 70,000 barrels per calendar day (bpcd), CVR Refining also owns and operates a crude oil refinery in Coffeyville, Kansas, with a rated ca-pacity of 115,000 bpcd. The Wynnewood refinery is located in close proximity to the SCOOP play and the Cushing hub. Velocity's new crude oil project provides the Wynnewood refinery with direct pipe-line access to SCOOP production. The new pipeline also enables producers in the SCOOP to segregate their heavier crude barrels, produced from the Springer and Woodford oil formations, from their lighter barrels, produced from the Woodford condensate formation.

Velocity also expects to commence a subsequent crude oil pipe-line project looping the majority of Velocity's existing pipeline. The loop will provide producers crude oil segregation along the entire SCOOP fairway, further reducing crude trucking costs. This forth-coming project will allow Velocity to leverage its existing footprint, multi-line rights of way and construction and operations teams to quickly and cost-effectively construct the second pipeline and ex-panded terminal facilities. In addition to the construction of crude transportation pipelines and terminals, Velocity will continue to build out gathering laterals and injection stations to better serve SCOOP producers.

Once completed, the addition of Velocity's VPP pipeline and crude oil loop will allow producers to gather and transport crude oil and condensate from points in Grady, Stephens, Garvin, McClain and Carter counties to both the Wynnewood refinery and the Cushing Hub, where CVR Refining maintains significant market outlets, crude storage and pipeline access to its Coffeyville refinery. CVR Refining also owns and operates significant crude oil logistics as-sets throughout the SCOOP play. The construction of this new crude pipeline allows the company to further optimize those logis-tical resources. Additionally, the pipeline will add flow assurance in inclement weather as well as reduce traffic and provide other benefits to producers.

"We are excited to undertake this project with CVR Refining to add a crude oil pipeline project to our existing pipeline assets in the SCOOP," said Rick Wilkerson, Velocity's chief executive officer. "The Woodford and Springer crude is attractive to Midcontinent refiners and, coupled with the reduction in crude transportation costs, pro-vides the producers in SCOOP with very strong and reliable markets."

"CVR Refining currently purchases significant volumes of SCOOP production by way of its wholly owned truck gathering fleet and the addition of this new pipeline provides the opportunity to further en-hance crude supply to our Wynnewood refinery," said Jack Lipinski, chief executive officer of CVR Refining. "We are pleased to partner with the experienced team at Velocity on this project and look for-ward to working with them on future endeavors."

In 2015, Velocity completed construction of a 100,000 barrel per day light oil pipeline through the entire core of the SCOOP play for one of the SCOOP's largest producers. Producers in the SCOOP target the Springer and Woodford shale across parts of a multiple-county area located south and southwest of Oklahoma City. Ve-locity's multi-pipeline corridor through the fairway of the SCOOP allows it to reach more than 400,000 proved gross acres of the Woodford formation and more than 200,000 proved gross acres of the Springer formation, all of which are located within less than 10 miles of the pipeline corridor.
