Progressive Pipeline, p-h (601)693-8777 has been awarded a contract by Texas Gas Trans-mission for construction of the Southern Indiana Market Lateral Project. The project includes con-struction of approximately 30 miles of 10-inch pipeline from Henderson County, Kentucky to Posey County, Indiana. Work expected to get un-derway around April 1, 2016.

Troy Construction, ph (281) 437-8214 has been awarded a con-tract by Praxair. Praxair is expanding its Gulf Coast pipeline sys-tems by adding approximately 46 miles of 14-inch and 24-inch pipeline from Texas City to the Freeport, Texas area. Work is ex-pected to be getting underway.

Energy Transfer has awarded contracts for its proposed Dakota Access Project. The Dakota Access Pipeline Project is a new ap-proximate 1,134-mile, 30-inch diameter pipeline that will connect the rapidly expanding Bakken and Three Forks production areas in North Dakota to Patoka, Illinois. Reports are indicating that the successful bidders are: Precision Pipeline, ph (715) 874-4510 – Spreads 1, 2, & 3 - approximately 475 miles of 30-inch pipeline and Michels Corporation, ph (920) 583-3132 – Spreads 4, 5 & 6 - approximately 380 miles of 30-inch pipeline. Precision Pipeline, ph (7150874-4510 is the successful bidder for Spreads 7 & 8. De-pending upon regulatory approvals, construction is anticipated to begin in spring 2016 and be in service by the fourth quarter of 2016.

Price Gregory International, Inc., ph (713)780-7500 has been awarded a contract by the Columbia Midstream Group to construct the Buffalo Creek & Gibraltar Pipeline. The two connecting pipe-lines will transport natural gas developed throughout Washington County, Pennsylvania. The Gibraltar Project is a 16- mile, 36-inch pipeline that will transport gas south from Claysville, Pennsylva-nia to a point near Columbia’s Majorsville Compressor Station. The Buffalo Creek Project will tie into Gibraltar, extending north from the point near Claysville, to the point near Houston, Penn-sylvania, adding nine miles of 36-inch pipeline to the system. Both projects will run adjacent to Columbia Gas Transmission’s Line 1758. Construction was expected to begin in mid-March 2016.

Strike Construction, ph (888)353-1444 and Venable’s Con-struction, ph (806)935-3868 has been awarded contracts by Plain All American Pipeline for the construction of 226 miles of 16-inch pipeline originating from the Plains Basin pipeline system at Duncan, Okla. and largely following an existing Plains right-of-way to Longview, Texas. Work is underway.

North Dakota Pipeline Company LLC is proposing to build the Sandpiper Pipeline Project. The project will transport light crude oil from Enbridge’s Beaver Lodge Station, near Tioga, North Da-kota, through Clearbrook, Minnesota, to an existing terminal in Superior, Wisconsin. The Sandpiper Pipeline will connect the company’s Beaver Lodge Station, south of Tioga, North Dakota,

to a terminal in Clearbrook, Minnesota through construction of a new 24-inch diameter pipeline. A 30-inch diameter pipeline will connect Clearbrook to the company’s terminal in Superior, Wis-consin. In total, the project will be approximately 616 miles long. According to reports, the project construction start has been de-layed until possibly 2019.

Minnesota Limited, LLC, ph (763) 262-7000 has been awarded a contract by Vectren for the installation of approximately 13 miles of 16-inch pipeline in Johnson and Morgan Counties, Indiana. Headquarters is in Evansville, Indiana. Greg Frazier is superin-tendent. Work was expected to get underway in mid-March 2016.

C. J. Hughes Pipeline, ph (304) 522-2729 is expected to be get-ting underway with a contract by Rice Midstream for the installa-tion of approximately 310 feet of 24-inch pipeline and 400 feet of 8-inch pipeline in Greene County, Pennsylvania. Superintendent is Troy Taylor.

Blackwell Enterprises, Inc., ph (405) 449-7795 is expected to get underway around March 7, 2016 with a contract for Progres-sive Pipeline for the reseeding on approximately 80 miles of 20-inch pipeline right-of-way in Grant, Kay, Noble and Payne Coun-ties, Oklahoma. Superintendent is Bob Blackwell.

Apex Pipeline Services, Inc. ph (304)204-0080 is expected to be getting underway with a contract for CPG for the installation of approximately 5 miles of 24-inch pipeline including launchers and receivers in Kanawha County, West Virginia. Headquarters is in Elkview, West Virginia. Bob Keaton is superintendent.

Phillips & Jordan, Inc., ph (865) 688-8342 has been awarded a contract by Henkels & McCoy, Inc. for the felling of timber on approximately 77 miles of 30-inch pipeline in Bainbridge, Dav-enport, Franklin, Harpersfield, Masonville and Sidney Townships and Schoharie County, New York. Headquarters are the jobsites. The superintendent is James Lane, Jr.

Contracts have been awarded for construction of the Constitution Pipeline. The approximately 124-mile, 30-inch Constitution Pipe-line will extend from Susquehanna County, Pennsylvania to the Iroquois Gas Transmission and Tennessee Gas Pipeline systems in Schoharie County, New York. The pipeline route stretches from Susquehanna County, Pa., into Broome County, N.Y., Chenango County, N.Y., Delaware County, N.Y., and terminates in Schoharie County, N.Y. Contracts have been awarded to: Spreads 1 & 2 – Sheehan Pipeline Construction, Inc., ph (918)747-3471 and Spreads 3 & 4 – Henkels & McCoy, Inc., ph (215)283-7600. Florida Southeast Connection, LLC is a wholly owned sub-sidiary of NextEra Energy is proposing to construct the Florida Southeast Connection project. The project would include con-struction of a 126 mile, 30- and 36-inch pipeline from Sabal Trail’s Central Florida Hub to FPL’s Martin Clean Energy Center in In-diantown, Florida. Rockford Corporation, ph (503) 647-0224 is the successful bidder on this project. Construction is anticipated to begin in June 2016.

The proposed Sabal Trail project will include construction of ap-proximately a total of 516 miles of 36-inch natural gas pipeline. The 36-inch-diameter mainline transmission pipeline will extend roughly 481.6 miles from the Tallapoosa Interconnection in Tal-lapoosa County, Alabama, through Georgia, and terminate at the Central Florida Hub in Osceola County, Florida. Construction of two laterals are also associated with the project - a 13.1-mile-long, 36-inch-diameter lateral (Hunter Creek Line), extending from the proposed Reunion Compressor Station to Florida Gas Transmis-sion’s system in Orange County, Florida and a 21.5-mile-long, 24-inch-diameter lateral pipeline (Citrus County Line) extending from a point in Marion County, Florida, to Duke Energy Florida’s proposed electric generation plant in Citrus County, Florida. Suc-

cessful bidders for the project include: Price Gregory Interna-tional, Inc., ph (713)780-7500, MPG Pipeline Contractors, ph (713)955-9901, Troy Construction, ph (281)437-8214 and Rockford Corporation, ph (503)647-0224. Construction is an-ticipated to begin in June 2016.

Energy Transfer’s affiliate Rover Pipeline, LLC is proposing the Rover Pipeline. The pipeline is designed to transport 3.25 billion cubic feet per day (Bcf\day) of natural gas through approximately 710 miles of 24-inch, 30-inch, 36-inch and 42-inch pipeline. Rover Pipeline will build four mainline compressor stations, six supply lateral compressor stations and other ancillary facilities along its route. Additionally, the Rover Pipeline Project will construct a pipeline segment from the Midwest Hub in Defiance County, Ohio area through Michigan to an interconnection with Vector Pipeline thereby enabling deliveries to additional points in Michigan and to the Union Gas Dawn Hub in Ontario, Canada. sion Pipeline - 56 miles of 42-inch and Spread 8 - Precision Pipeline - 42 miles of 42-inch pipeline. Pending all regulatory ap-provals, construction is now projected to begin in 2017 due to permitting problems.

Sheehan Pipe Line Construction, Inc., ph (918)747-3471 has been awarded a contract by Transcontinental Gas Pipe Line Company for the non-mechanized tree felling of approximately 21.5 miles of pipeline right-of-way in Susquehanna County, Penn-sylvania. Cotton Jordan is superintendent. work to get underway in mid-February 2016.

Sunland Construction, Inc., ph (337)546-0241 is underway with a construction contract for the Caddo Pipeline Project. The project includes construction of approximately 80 miles of 12-inch pipe-line from Longview, Texas to Shreveport, Louisiana. Construction is underway.

Two Rivers Pipeline & Construction, ph (432)381-2861 is ex-pected to be underway with construction of approximately 60 miles of 16-inch pipeline connecting Culberson County to Wink, TX, along the Texas-New Mexico state line for Plains All American.

Williams Transco was expected to place its Gulf Trace Pipeline, 8 miles of 36-inch pipeline in Louisiana out for bid in March 2016. Construction is expected to begin in May 2016.

Energy Transfer Partners expects to begin construction in April 2016 on a portion of its proposed Revolution Pipeline - approxi-mately 40 miles of 30-inch is currently out for bid. The Revolution Pipeline originates in Butler County, Pennsylvania and will extend to ETP’s Revolution Plant, a new cryogenic gas processing plant to be constructed in Western Pennsylvania. The 40 miles to be constructed will be close to the Pittsburg, PA airport.

Boardwalk Pipeline Partners has a job out for bid (Western Kentucky Lateral Project) that will include installation of approxi-mately 22 miles of 24-inch natural gas pipeline lateral that will extend from its Midland 3 Compressor Station to the proposed in-terconnection with the TVA’s Paradise Plant Muhlenberg County, Kentucky. FERC has issued approval for the project.

T. G. Mercer Consulting Services, Inc., ph (817)489-7100 is expected to be underway with a contract for EPCO for pipe yard construction, and the offloading and racking of approximately 85 miles of 24-inch pipe in Brown County, Texas; 87 miles of 24-inch pipe in Runnels County, Texas; 87 miles of 24-inch pipe in Colo-rado County, Texas; and 83 miles of 24-inch pipe in Williamson County, Texas. Michael Magee is superintendent.

The same advantages that apply to the Ag industry also ap-ply to the pipeline industry. In steep terrain, utilizing ground equipment to apply hydro mulch presents challenges. With a growing concern for safety, deadlines for completion, and unpredictable conditions, aerial application adds another tool to the pipeline toolbox. AgMax helicopters fly above the right of way thus, eliminating the risk of equipment rolling over on the dangerous terrain. Lack of roads and bridges don’t limit access to the right of way in a helicopter, and can be pulled before seeding. Quick turns and a high volume bucket increase production and decrease the amount of time needed for pipeline clean up. A rain shower can delay ground application and if work continues, it can result in damage to the right of way and unsafe conditions for em-ployees. Without the need to physically be on the right of way, AgMax’s aerial hydro seeding operation can resume work as soon as the shower has passed and decreases down time due to inclement weather. Again, modern GPS equipment and skilled pilots ensure accurate application.

J.R. Aviation was established in 1992 by Jim Robinson from a passion for flying he had in his youth. J.R. Aviation con-tinues to provide helicopter flight training and is a Robinson Helicopter Dealer and Service Center, selling aircraft across the country and world-wide. It has served as the building block for an acquisition and new start-ups. Ten years later in 2002, Jim purchased St. Louis Helicopter, and in 2011 moved it to its permanent home at Clark Regional Airport in Sellersburg, IN. St. Louis Helicopter provides external load lifting services throughout the Midwest. In 2013, Bullseye Vertical Mapping Solutions was formed to help market St. Louis Helicopter’s Lidar mapping services. Jim’s latest ad-dition, AgMax, LLC, was established in 2014 to fill a need for an agricultural helicopter service in Indiana. The sister companies all still operate today in various capacities within the aviation industry; flight training, aircraft modification and maintenance, aerial photography, aerial mapping, and heli-copter sales to name a few.

AgMax’s helicopters are equipped with spray systems that can apply fungicide, insecticide, herbicide, and liquid fertil-izer to fields with existing pest pressure and fields that may become susceptible to pressure later in the season. From the air, AgMax is able to quickly apply products without dam-aging the crops they are treating. At a much higher rate of speed, more acres can be treated in a given day, and in wet conditions, rutting and compaction are non-existent. Fly-ing mere feet above the crop, using modern GPS and flow control systems, ensures a complete application and proper placement of products on the target area.

In the fall of 2015, AgMax added a spreader bucket to the operation to fulfill a need their customers had for a more accurate aerial appli-cation of cover crops. Cover crops are used to provide a ground cover over the winter and help maintain soil health and prevent erosion. In many cases, the seed needs to be spread shortly before the ex-isting crop is harvested, thus creating a need to be done with little disturbance. The spreader is hung fifteen feet below the helicopter and can be remotely operated from the cockpit. The bucket holds over 45 cubic ft. of material and can spread dry seed, wet slurries, and dry fertilizers. Depending on the density of the material, its spread swaths can range anywhere from 50 to over 100 feet.

After a successful season in the Ag industry, AgMax put this same spreader bucket to work for the pipeline industry apply-ing hydro mulch to new construction pipelines. Steep terrain, limited access, and the need for speedy application make aerial hydro seeding a great option for pipeline construction companies as well. Loads of 2000+ lbs. can be spread in just under 15 seconds. Existing ground hydro seeders are used to mix hydro mulch and, with a slight modification, make loading a cinch.

Algonquin con-nects directly to 60 percent of the regions gas-fired elec-tric generation along its existing corridors. The project also includes the construction of two new liquefied natu-ral gas (LNG) storage tanks, liquefaction and vaporiza-tion facilities in Acushnet, Massachusetts on the existing Eversource property adjacent to two existing LNG stor-age tanks. If the project moves forward, the anticipated construction kick off date would be 2nd quarter 2018.

Algonquin Gas Transmission and Maritimes Northeast Pipelines, LLC has an application before the FERC seek-ing to construct the Atlantic Bridge Project. The project includes construction of 6.3 miles of pipeline facilities and related facilities in New York and Connecticut; modifica-tion of three existing compressor stations in Connecticut resulting in the addition of 18,800 horsepower of com-pression; construction and operation of a new compressor station in Massachusetts resulting in the addition of 7,700 horsepower of compression; modification of six existing

metering, and regulator stations (M&R) and construction of a new M&R Station; and abandoning certain existing facilities. An FERC decision on the project from the FERC is expected in the second half 2016. The project has a proposed in-service date of the second half of 2017.

ANR Pipeline Company has filed a request with the FERC seeking authorization for the Collierville Expansion Project. The project includes modifications to upgrade ANR’s existing Collierville Meter Station, and install one new compressor station consisting of one new, approxi-mately 4,700 horsepower turbine compressor unit and appurtenant facilities, in Shelby County, Tennessee, near Memphis, Tennessee. The project has a targeted in-ser-vice date of November 2016.

American Midstream Partners, LP has received a notice to proceed with construction from the FERC for the Midla-Natchez Pipeline Project. American Midstream Partners, LP announced that American Midstream, LLC, a wholly-owned subsidiary of the Partnership, is commencing a non-binding open season for a proposed 45-mile extension of the Magno-lia Intrastate pipeline (“Magnolia Extension”) to trans-port up to 500,000 dekatherms per day of natural gas for delivery to a major interstate pipeline beginning in 2019. The non-binding open season commenced on February 22, 2016 and terminates at 6:00pm CT on April 11, 2016. The proposed Magnolia Extension would connect the ex-isting Magnolia Intrastate pipeline to Tennessee Natural Gas Pipeline’s 500 Line, providing transport of natural gas under 20-year, firm transport agreements to Williams’ Transco pipeline through an existing interconnect. The proposed pipeline is intended to offer supply diversity to growing demand areas in the Southeast market, and spe-cifically, address infrastructure constraints associated with the rapid development of natural gas from the Marcellus and Utica Shale formations in the Appalachian Basin. The anticipated in-service date for the Magnolia Extension

is 2019. Upon the close of the open season, American Midstream will evaluate service demand to determine if the proposed pipeline is economically viable and whether necessary facilities can be constructed by the proposed in-service date.

Columbia Gas Transmission has issued a pre-filing re-quest with the FERC for the B-System Project. The proj-ect involves abandonment of approximately 18 miles of Line B-105, the replacement of approximately 14 miles of Line B-111, the replacement of approximately 0.1 mile of Line B-121, the replacement of approximately 0.6-mile of Line B-130, the installation of launchers/receivers, and the removal and installation of mainline valves in Fairfield and Franklin Counties, Ohio. Also involves the installation of approximately 7 miles of new pipeline designated as Line K-270 that would connect the K-System to the B-System. Construction start is anticipated for March 2018 with a project in-service date of September 2018.

WB2VA Integrity Project would include modifications to Columbia’s existing facilities at 17 sites in Hardy County, West Virginia, and Shenandoah, Page, Rockingham, and Greene Counties, Virginia. Proposed modifications include installation of pig launchers and receivers; replacement of short sections of existing pipeline, mainline valves, and other appurtenant facilities; and abandonment of two ex-isting 20-inch-diameter pipelines beneath the South Fork of the Shenandoah River that would be replaced with a new 24-inch-diameter pipeline. The purpose of the proj-ect is to allow the use of modern inline inspection de-vices and upgrade pipeline segments in compliance with U.S. Department of Transportation safety standards.

Dominion Carolina Gas Transmission, LLC has filed an application with the FERC seeking authority to construct the Charles-ton Project in South Carolina. The project includes approximately 60 miles of pipeline (Moore to Chappells Pipeline - 55 miles of new 12-inch diameter natural gas pipeline and the Dillon Pipeline -5 miles of 4-inch natural gas pipeline) also including com-pressor station work - Moore Compressor Station (existing) - install two new 1,400 horsepower compressor units - install ad-ditional gas cooling units; Dorchester Com-pressor Station (new) - construct a new compressor station with three, 1,050 horse-power compressor units; Southern Com-pressor Station - remove three 1,050 horse-power compressor units - convert one 1,050 horsepower compressor unit from standby to baseload service; and the Charleston Town Border Station - install an overpres-sure protection system and controls. Work will be in Spartanburg, Laurens, Newberry, Greenwood, Dillon, Dorchester, Aiken and Charleston Counties, South Carolina. If ap-proved, construction is slated for January 2017 with an anticipated in-service date of November 2017.

DTE Gas will invest $1.4 billion in its Michigan natural gas pipeline infrastructure over the next five years to maintain the safety and reliability of its natural gas system, while at the same time keeping prices affordable for its residential and business customers. DTE will modernize its cast iron and steel main pipelines with newer, more durable mate-rial, and new service lines to homes and businesses also will be installed. DTE this year is on track to replace more than 100 miles of gas main lines, an increase from 2015, when the company replaced 80 miles of gas main lines. DTE plans to continue to accelerate the pace of replace-ment, eventually doubling the current program. Besides

The staff of the FERC has prepared a favorable environ-mental assessment for the natural gas facilities proposed by Elba Liquefaction Company, LLC (ELC), Southern LNG Company, LLC (SLNG), and Elba Express Com-pany, LLC (EEC). The proposed Elba Liquefaction Proj-

ect and EEC Modification Project are referred to as the Elba Liquefaction Project. The companies requested authorization to add natural gas liquefaction and export-ing capabilities to SLNG’s existing Elba Island liquefied natural gas (LNG) terminal (LNG Terminal) and abandon SLNG’s existing LNG truck loading facilities at the LNG Terminal in Chatham County, Georgia. In addition, the companies propose to construct and operate new and modified compression and metering facilities in Hart, Jef-ferson, and Effingham Counties, Georgia, and in Jasper County, South Carolina. The project would enable SLNG to export approximately 2.5 million tons per annum of LNG via the existing LNG Terminal in Chatham County, Georgia. ELC and SLNG propose to construct and oper-ate liquefaction and export facilities in two phases at the LNG Terminal. Phase I of the proposed facilities associat-ed with the LNG Terminal includes installation of three liq-uefaction system units; installation of a flare system and a marine flare; modifications to the LNG Terminal; and an-cillary facilities and support system modifications. Project facilities associated with Phase II include installation of seven additional liquefaction system units, ancillary sup-port systems, and potential additions or upgrades to sys-tems installed as part of Phase I. ECC proposes to con-

struct and operate facilities on its existing pipeline system in three phases. The Phase I would include the addition of approximately 31,800 horsepower of compression and metering modifications to the existing Hartwell Compres-sor Station; construction of a new 15,900 hp compres-sor station in Jefferson County, Georgia; construction of a new 15,900 hp compressor station in Effingham County, Georgia; installation of new metering facilities at exist-ing sites in Chatham and Effingham County, Georgia and Jasper County, South Carolina; and modifications to seg-regate the two pipelines that currently extend from Elba Island to Port Wentworth, Georgia. Phase II would include the addition of approximately 15,900 hp of compression at the existing Hartwell Compressor Station. Phase III would include the addition of approximately 15,900 hp at each of the Hartwell, Jefferson, and Rincon Compressor Stations.

The FERC has issued a Notice of Revised Environmental Review schedule for the Golden Pass Liquefied Natural Gas Export Project proposed by Golden Pass Pipe-line, LLC. The original date of March 4, 2016 has now been extended to July 29, 2016 with a final federal deci-sion expected on October 27, 2016.

The staff of the FERC has prepared a favorable Envi-ronmental Assessment for the Coastal Bend Header Project, proposed by Gulf South Pipeline Company, LP. Gulf South requests authorization to construct and operate certain natu-ral gas pipeline facilities in various counties in Texas to expand the capacity of its pipeline system to 1.42 billion cubic feet per day to provide firm transporta-tion service to the Freeport LNG Development, L.P. terminal located on Quintana Is-land near Freeport, Texas. Construction start is antici-pated for spring 2017 with a proposed in-service date of April 2018.

The staff of the FERC has prepared a favorable Environ-mental Assessment for the natural gas facilities proposed by Elba Liquefaction Company, LLC, Southern LNG Company, LLC, and Elba Express Company, LLC. Phase II would include the addition of approximately 15,900-hp of compression at the existing Hartwell Compressor Sta-tion. Phase III would include the addition of approximately 15,900-hp at the Hartwell Compressor Station and ap-proximately 15,900-hp of compression at the proposed

compressor stations in Jefferson and Rincon Counties.

Harvest Pipeline Company announced that one of its affili-ates, Arrowhead Offshore Pipeline, LLC, launched a binding open season to solicit commitments for its Point Comfort Pipeline Project. Once complete, the project will permit Ar-rowhead to offer transportation services of crude petroleum from Jackson County, Texas to the Port of Calhoun in Cal-houn County, Texas. Participating shippers electing to make a long-term commitment to the Project pursuant to the terms of the open season will be eligible to receive firm service. The binding open season commenced on March 1, 2016 at 8:00 am central time and is scheduled to conclude at 5:00 pm central time on March 31, 2016.

Medallion Pipeline Company, LLC, a subsidiary of Medal-lion Midstream LLC, announced a binding Open Season which solicits long-term commitments from shippers for firm transportation capacity on the fourth major expansion of Me-dallion’s existing crude oil pipeline system. The current proj-ect proposed by the Open Season will further extend and expand the geographic scope of the 370-mile Medallion sys-tem: The “Crane Extension” is a proposed 100,000 barrel

per day bi-directional crude oil pipeline which will extend ap-proximately 25 miles in a southwesterly direction from Medal-lion’s existing Midkiff Station in northwest Upton County, Tex-as to an interconnection with Magellan Midstream Partners’ Longhorn Pipeline in east Crane County, Texas. An integral part of the overall project is a proposed 25,000 barrel per day expansion of Medallion’s existing Midkiff Lateral which extends in a northwesterly direction from the Midkiff Sta-tion to the Garden City Station in Glasscock County, Texas. As part of the Midkiff expansion, the existing Midkiff Lateral will be reconfigured for bi-directional operations. Medallion is conducting the binding Open Season to obtain long-term volume commitments for firm transportation capacity on the Crane Extension and the Midkiff Lateral expansion (referred to as the “Expansion Project”). The Open Season provides an opportunity for interested shippers to acquire long-term firm capacity, under minimum 10-year term Transportation Service Agreements and other eligibility requirements, as Committed Firm Shippers on the Expansion Project. The Expansion Project is expected to commence full commercial operations in the second quarter of 2016, although certain segments of the Expansion Project may commence service on an interim basis on an earlier date.

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES Millennium Pipeline Company has issued a request to the FERC to use its pre-filing process to review Millenni-um’s proposal to upgrade and expand the East end of its system. The project, named the Eastern System Upgrade (ESU), will be co-located along Millennium’s existing 244 miles of right-of-way. The proposal includes: an estimated 7.8 miles of 36-inch looped pipeline parallel to Millennium’s infrastructure in Orange County; upgrades to the existing Hancock Compressor Station in Delaware County; new compression capabilities at a facility in Sullivan County; and upgrades to the existing Ramapo Meter and Regula-tion Station in Rockland County. The project has an antici-pated in-service date of fall 2018.

Tennessee Gas Pipeline, LLC has received a Notice of a Revised Environmental Assessment Review from the FERC for the proposed Susquehanna West Project. The Environmental Assessment is expected now in March 2017 with a final project decision from the FERC expected in June 2016. The project includes approximately 8.1 miles of new 36-inch diameter pipeline looping in Tioga County, Pennsylvania; pipeline modifications associated with the pipeline loops; modification to piping at three existing com-pressor stations, which are Compressor Station 315, Com-

pressor Station 317, and Compressor Station 319; and increase in horsepower at two of the three existing com-pressor stations.

The staff of the FERC has prepared a favorable Environ-mental Assessment for the Northern Supply Access Proj-ect proposed by Texas Gas Transmission, LLC. Texas Gas requests authorization to construct and operate nat-ural gas facilities in Ohio, Indiana, Kentucky, Tennessee, Mississippi, and Louisiana to provide an additional 384,000 million standard cubic feet per day of natural gas of north to south transportation capacity on Texas Gas’s existing system. The project involves modifications at eight exist-ing compressor stations in Morehouse Parish, Louisiana; Coahoma County, Mississippi; Tipton County, Tennessee; Webster, Breckinridge, and Jefferson Counties, Kentucky; and Lawrence and Dearborn Counties, Indiana. Texas Gas would also construct one new 23,877 horsepower com-pressor station in Hamilton County, Ohio. If approved the project has a proposed construction start of April 2016. FERC has issued a Notice of Schedule for Environmental Review for Transco’s New York Bay Expansion Proj-ect. The environmental review is expected April 4, 2016

per year for five years at each institution to provide fi-nancial assistance to students who are enrolled full-time and majoring in civil engineering technology or construc-tion management. The scholarships have both academic and need-based criteria. First awards of the committed $25,000 total will generally be made in the fall of 2016. However, the institutions will promote the scholarships in the spring of 2016, coinciding with Maine Drilling & Blast-ing’s start-up in March 50 years ago.

PHMSAProposes Safety Regulations For Natural Gas Transmission PipelinesThe US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has proposed regulations to update critical safety require-ments for natural gas transmission pipelines.

The proposed rule would broaden the scope of safety cov-erage both by adding new assessment and repair criteria for gas transmission pipelines, and by expanding these protocols to include pipelines located in areas of medium population density, or “Moderate Consequence Areas,” (MCAs) where an incident would pose risk to human life. The proposed rule provides pipeline operators with regulatory certainty, and responds to both Congressional mandates and outside safety recommendations.

“The significant growth in the nation’s production, usage and commercialization of natural gas is placing unprec-edented demands on the nation’s pipeline system,” said U.S. Transportation Secretary Anthony Foxx. “This propos-al includes a number of commonsense measures that will better ensure the safety of communities living alongside pipeline infrastructure and protect our environment.”

The proposed regulations address four congressional man-dates from the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011, one GAO recommendation and six NTSB recommendations, including the recommenda-tion adopted in the wake of the San Bruno explosion that pipelines built before 1970 be tested. Pipelines built before 1970 are currently exempted from certain pipeline safety regulations because they were constructed and placed into operation before pipeline safety regulations were devel-oped. In its investigation of the PG&E natural gas pipeline failure and explosion in San Bruno, CA, the National Trans-portation Safety Board concluded that hydrostatic testing of grandfathered pipelines would have likely exposed the defective pipe that led to the pipeline failure.

“Following significant pipeline incidents such as the 2010 San Bruno, California tragedy, there was a pressing need to enhance public safety and the integrity of the na-tion’s pipeline system,” said PHMSA Administrator Marie Therese Dominguez. “The proposal’s components ad-dress the emerging needs of America’s natural gas pipe-line system and adapt and expand risk-based safety prac-tices to pipelines located in areas where incidents could have serious consequences.”

The proposed changes provide pipeline operators with regulatory certainty that they need when making deci-sions and investments to improve gas transmission infra-structure, and address priorities outlined as part of the Climate Action Plan to reduce methane emissions. The proposed changes to gas transmission safety regulations are expected to result in fewer incidents, which could lead to a reduction in gas released into the atmosphere as greenhouse gases (GHG). The proposed rule is expected to result in net annual average reductions of 900-1,500 metric tons of carbon dioxide and 4,600-8,100 metric tons of methane, a powerful greenhouse gas. The rule also proposes changes to the way that pipeline operators se-cure and inspect gas transmission pipeline infrastructure following extreme weather events, such as hurricanes and flooding.

In addition to the specific requirements mentioned above, the rulemaking proposal would revise and strengthen fed-eral Pipeline Safety Regulations by:

• Modifying repair criteria for pipelines inside and out-side of high consequence areas

• Providing additional direction on how to evaluate internal inspection results to identify anomalies

• Clarifying requirements for conducting risk assess-ment for integrity management, including addressing seismic risk

• Expanding mandatory data collection and integration requirements for integrity management, including data validation and seismicity

• Requiring additional post-construction quality inspections to address coating integrity and cathodic protection issues

• Requiring new safety features for pipeline launchers and receiver

• Requiring a systematic approach to verify a pipeline’s maximum allowable operating pressure (MAOP) and requiring operators to report MAOP exceedances

Sunoco LogisticsNears Completion On Mariner East 1 ProjectSunoco Logistics Partners L.P. announced that its Mariner East 1 pipeline, which is the first big pipe-line between Washington County and a Philadelphia distribution center, will soon be fully operational. The pipeline has started shipping both ethane and pro-pane to the Marcus Hook Industrial Complex and has also completed loading the first waterborne ethane shipment.

The second phase of the Mariner East system – the Mariner East 2 pipeline – will originate in Ohio and pass through West Virginia and western Pennsylva-nia. Work on the pipeline is on track and is expected to be completed by mid-2017. The pipeline, once op-erational, will bring an additional transportation ca-pacity of approximately 275,000 barrels per day of natural gas liquids, primarily propane and butane, between the Marcellus Shale regions and the Marcus Hook complex.

The Mariner East 2 pipeline is expected to provide reliable, cost-effective heating fuel for homes and businesses. Also, it will expand Sunoco’s pipeline services to new markets and boost its presence in existing ones, creating new growth opportunities for the company.

Proven methods for building a culture of safety are explained through scenarios, imagery and testimonials drawn from the environments in which participants work every day. The educational content is derived from de-cades of Caterpillar research and devel-opment of effective safety management strategies.

Within the five training modules are 24 in-dividual sessions formatted for flexible fa-cilitation. The courses can be completed in individual segments of 30 – 45 minutes or longer sessions to suit a variety of training needs and schedules.

Dakota Access PipelineBakken Pipeline Receives Final Permit Needed For ConstructionThe final state permit needed for a pipeline that will carry a half-million barrels of crude oil daily from North Dakota to Illinois was recently approved by Iowa regulators.

The Dakota Access Pipeline Project has continued to fi-nalize its construction plans and secure the necessary land easements in preparation to begin construction of the 1,168 mile crude oil pipeline.

Construction of the pipeline is projected to begin in 2016.

The Dakota Access Pipeline is a $3.78 billion infrastruc-ture project that will transport approximately 450,000 bar-rels per day, with a capacity as high as 570,000 barrels per day, of domestically produced light sweet crude oil from the Bakken and Three Forks production areas in North Dakota to Patoka, Illinois, where shippers will be able to access multiple markets including Midwest, East Coast and Gulf Coast regions.

During construction, Dakota Access will pay substan-tial state sales taxes to North Dakota, South Dakota, Iowa, and Illinois. Dakota Access also will pay significant

property taxes to the four states once the pipeline is in service.

Additionally, Dakota Access will employ up to 4,000 construction workers per state to build the 1,168 miles of 30-inch pipeline.

Construction contracts have been awarded for construc-tion of the project.

Frederick Nelson Bryant, 77, a long-time resident of Albuquerque, passed away on March 3, 2016, at the home of his eldest daughter in Tucson, Arizona. Fred moved from Indiana to New Mexi-co with his parents George L. (Len) and Clara Bryant at the age of nine. He often talked about returning to Indiana to be

near his large extended family, but the enchantment and lure of New Mexico captured his heart. He proudly served in the Marine Corps and was honorably discharged. Upon his return to Albuquerque he became a heavy equipment operator. Fred later learned to run a crane and spent the rest of his working days proudly operating cranes in many areas of the Southwest and California. When traveling with him, there were few places one could go, that he had not participated in some aspect of the construction of a golf course, highway, bridge, dam, commercial building, parking structure or pipeline. He was a lifelong member of the International Union of Operating Engineers Local Union No. 953. Fred was a good man who maintained lifelong friends. He loved his family, friends, operating his crane, motorcycles and travel. He was preceded in death by the mothers of his children, Nancy Busch and Cath-erine (Katy) Bryant. He is survived by his four children, Vanica Bryant Caswell of Tucson, AZ and spouse Dave Caswell, James Bryant of Bonners Ferry, ID and spouse Doreen Bryant, Kelly Bryant of Los Lunas, NM and boy-friend Anthony Garcia, and Karey Munoz of Albuquerque; six grandchildren, Adam Bryant, Aaron Bryant, Zachary Munoz, Ashley Munoz, Kaitlyn Munoz and Isabella Munoz. Fred is also survived by several aunts and many cousins residing in Indiana and surrounding states. As you leave us behind to dwell in the house of the Lord, know that you are loved and missed. Josh Comstock, founder and former Chairman of the Board and Chief Ex-ecutive Officer of C&J Energy Services Ltd., died unexpectedly in his sleep in Houston, Texas, on Friday, March 11, 2016. He was only 46, but had already achieved more than most could ever dream about accomplishing in a much

longer lifetime. There really was no one like Josh. He tru-ly was an impressive man with a dynamic presence that made him larger than life. He lived life fully, relentlessly pursuing his intertwined personal and professional goals with a passion that inspired and commanded respect. His legacy will forever inspire and live on in the many lives that he touched. Josh had an incredible impact on every-one he encountered. He valued loyalty and always had time for those lucky enough to call him friend. He was a proud and loving father to his own five children, Tyler, Haley, Zack, Brett, and Kara, and an adoring husband to

his wife, Yevette. Childhood stories present a rascally, stubborn baby of the family who cherished his four older siblings and never accepted the word “no” without persis-tently challenging “why not” – exhibiting a determination early on that served him well throughout his life. As com-petitive and driven in all things as he was, his happiest and most content moments were spent with his family and friends. Josh enjoyed a colorful tale (and was a highly entertaining story teller), fast cars and a good party. He was a racing enthusiast and proud supporter of NASCAR and NHRA drag racing. He was unique in his charm with a personal style and magnetism that made him unforget-table. Josh was a true entrepreneur – highly motivated, intelligent, creative and hardworking. He led by example, and his vision and dedication is evident in the company that he leaves as his legacy. Josh was a 30-year veteran of the oilfield services industry, having begun his career as a teenager working as a foreman on natural gas pipe-line construction projects. While working in the field as a service contractor nearly 20 years ago, Josh started C&J Energy Services as a small Robstown, Texas-based pressure pumping business with $200 in the bank – an unbelievably amazing story that he loved to tell. In 2011, C&J was listed on the New York Stock Exchange, repre-senting a milestone that Josh often said represented the realization of one of his major life goals. He was so proud and fiercely protective of his company and his people, and demonstrated it in a manner that inspired and engendered deep loyalty. Josh has been widely recognized for the tre-mendous growth and success of C&J Energy Services, including through honors such as “CEO of the Year” and “Ernst & Young’s Entrepreneur of the Year®” nominations. Josh was born on July 31, 1969 in Port Lavaca, Texas; the youngest of Jerry Comstock and Barbara Hamilton’s five children. He has been a resident of the Houston-ar-ea since 2011, having previously lived in Corpus Christi through the founding and early growth of C&J. Josh is survived by his wife, Yevette; children, Haley, Zack, Kara, and Brett; as well as his father, Jerry Comstock, and step-mother Brenda Comstock; and siblings, Jerry Comstock, Jr., Jeff Comstock, Jimmy Comstock, Janet Comstock Simoneau and Angie Costa. He is preceded in death by his infant son, Tyler, and his mother, Barbara Hamilton.

Billy Joe Dodson was born in Dustin, Oklahoma on January 23, 1933. He passed away on February 18, 2016. Bil-ly is now in the hands of His Lord Jesus Christ. He will also be joined in Heaven by his wife of 59 years Gracie LaDean and numerous other relatives and friends. Dad struck out on his own as a

John Randolph “Randy” Brown, 67 years old of Natal-bany, Louisiana, passed away January 23, 2016, at North Oaks Medical Center. He was born on Tuesday, March 2, 1948, in Huttig, Arkansas. He served in the United States Army and was in the pipe-line industry for over 40 years. Surviving are his daughter, Rebecca Brown Stewart; granddaughter, Keeley Sue Stewart; mother, Sybil Barker Brown Smith; sister, Ann Brown McDonough; brother, W. L. Brown; and aunt, Barbara Barker. He is preceded in death by his wife, Diana Newman Brown; father, Luke Brown; sister, Barbara Brown; brother, Steve Brown; and uncle, Lawrence Barker.

Thomas T. Hammond, 74, formally of Colorado City passed away at the Trinity Mother Frances Hospital in Winnsboro on January 22, 2016. Thomas was born on April 3, 1941 in Colorado City, the son of Albert and Pauline Mills Hammond, where he stayed until after his graduation from Colorado City ISD in 1959. After graduat-

ing high-school Thomas went off to the Marines where he started his life of traveling. After his 4 years in the Marines Thomas spent the majority of his work life working in in-ternational pipeline construction which took him to almost every continent around the world. He worked in Iran, Alge-ria, Gabon, Equador, Columbia, and Bolivia, as well as all over the United States. Thomas retired out of Operators Lo-cal 178 in 2010. Thomas is survived by his children; Brent Hammond and wife Jenny of Austin, Troy Bearden of Tulsa, Gina Hyde and husband Greg of Tulsa, and Gayle Mitch-ell of San Antonio; nephew, J.D. Hulsey; as well as by four grandchildren Connor, Gwendalyn, Scarlet, and Sophie. Also surviving are his siblings Betty Hammond Gale of Drip-ping Springs, Pat Fourton of Abilene, and Billy Hammond and wife Jane of Big Springs. He was preceded in death by a sister Dellese Raley.

Funeral services for Elton Brumley, age 90, a pipeliner of Oak Grove, Louisiana, were held February 2, 2016 at Cox Funer-al Home Chapel in Oak Grove, Louisiana. Mr. Brumley passed away suddenly Sun-day, January 31, 2016 at his residence. Mr. Brumley was a pipeliner and member of Local Union 798 for over 65 years. He

was a veteran of WWII serving in the US Navy. He is pre-ceded in death by his wife of 66 years, Eva Lee Landrum Brumley; his father, William Hoyt Brumley; his mother, Ger-trude Elizabeth Walker Brumley; brother, Willie Brumley; brother, Wilton Brumley; sister, Gladys Bradford; sister, Aliece Welch; sister, Vernice Thames; brother, Walter Brum-ley; and brother, Ruhl Brumley. George E. Brown, 60, passed away at his home on Febru-ary 13, 2016, surrounded by his family and friends. Born April 13, 1955, in Rochester, N.H., to Ernest R. and Debo-rah L. (Boston) Brown. He was a graduate of Marshwood High School, class of 1973. He is survived by his mother, Deborah Brown of South Berwick; his wife Dianne of North Berwick; two sisters, Catherine J. (Brown) Locke and her husband Alan of South Berwick and Holly J. (Brown) Ross and her significant other Robert Brooks of South Berwick; and a brother, Scott J. Brown and his wife Dawn of South Berwick. He is also survived by two children; a daughter from Berwick and a son from South Berwick; three grand-children; and several nieces and nephews. He was prede-ceased by his father Ernest R. Brown. George worked in the woods as a logger and most of his time was spent in the construction field, with his most recent job working for US Pipeline, where he met many dear and close friends, including his wife Dianne. His hobbies included ice fishing, hunting and especially bear hunting with his good friend Billy Tobey, and trapping with Alex Gray. Graveside services for Norbert W. Perry, 63, who passed away at his home in Victoria, TX on January 1, 2016, after a brief illness. He retired in 1998. He loved and was very active in his church The First Baptist Church of Rose Hill where he was a Deacon. He enjoyed wide open spaces, being with family and traveling, especially driv-ing across country. He is survived by his sons Bill (Mary), Steve (Sandy), grandchildren Jess, Linsey and Jonathon (Kelly); great-grandchildren, Rhianalyn, Robert, Nathan and Taryn; brother, Jack Dodson (Callie); and numerous relatives in Oklahoma and Texas whom he stayed in con-tact with and loved deeply. He was preceded in death by his wife Gracie LaDean; father Rubeon Dodson; mother Ethel Terry; father-in-law Wilson Terry; sister Joyce Saun-ders; and brother-in-law John Saunders. Johnny Lee “Indian” Ellis passed away February 25, 2016. He was born March 14, 1944 in Freer, Texas to John Earl El-lis and Evelyn Tucker Whalen. Johnny was a loving husband, father and grand-father. Glen Waymon Green, 87, a retired in-dustrial construction specialist, passed away Tuesday, March 15, 2016, at St. Francis Specialty Hospital in Monroe, LA. Born September 24, 1928, in Linville, LA, Glen graduated from Linville High School in 1945 and attended Northeast Louisiana Junior College and Louisiana

State University before marrying Faye McWhirter on De-cember 28, 1949, in Louisville, MS. Glen spent his pro-fessional career in the pipeline industry working primarily for Ford, Bacon and Davis Construction Corp. Following his retirement as the company’s last General Manager, he formed and operated his own consulting company, G Square Services - Industrial Construction Specialists as a management consultant for paper mill construction in locations across the US. Glen is preceded in death by his wife, Faye McWhirter Green; parents, Jesse L. and Clara

LeRoy H. Newell, 76, of Noxen, passed away Wednesday, March 2, 2016 at the Kingston Health Care Center. Mr. New-ell was born in Wilkes-Barre on Aug, 5, 1939, and was the son of the late Roy C. and Rose Butry Newell. LeRoy graduated in 1957 from Lake-Noxen High School and served in the U.S. Army during the

Vietnam Era. He was a lifetime member of Limited 20 Gun Club, Noxen, Labor Local 158, Wilkes Barre, Local 542 Operating Engineers, Wilkes Barre, Local 369 Op-erating Engineers, Memphis, Tenn., Local 627 Operating Engineers, Tulsa, Okla., Local 406 Operating Engineers, New Orleans, La., Pipeliners Local 798, Tulsa, Okla., and former member of the George M. Dallas Lodge #531. He also served as Noxen Township supervisor. LeRoy was employed by Henke’s and McCoy Pipeline, Norman, Okla., for 33 years, retiring 20 years ago. He was a lov-ing husband, father, grandfather, and great-grandfather. LeRoy enjoyed working on the family farm. In addition to his parents, he was preceded in death by sister Patricia Newell. Phil A. Tillman, 97, was born on Febru-ary 28, 1918 in Mt. Vernon, Texas and passed away on February 18, 2016 in Nacogdoches, Texas. He was born to Lee and Mary Jackson Tillman. His par-ents owned and operated a cotton gin in Mt. Vernon. He married Hazel Parrott October 5, 1939, and she precedes him

in death. They had one daughter, Sandra Lynn Tillman Lowery, and one son Joe Bob Tillman. He is preceded in death by his parents, his wife Hazel, his daughter Sandra Lynn Tillman Lowery, brother Jack Tillman, sister Lauralu Tillman Carter, Dan Tillman, Joe Lee Tillman, and Mar-tha Tillman. Phil served in WWII in the Philippine’s from 1945-1946. He served in the Field Artillery and later in the Signal Corps. He learned many of his sayings from this time period of his life. When he came home he began to pipeline and traveled all over the United States. In the late 1960’s he began to travel overseas to pipeline. He has been to numerous countries including Libya, Venezu-ela, Panama, Peru, Indonesia, Scotland, Iran, Iraq, and Thailand. He also served 50 plus years with the Mason’s spending many hours volunteering his time and efforts. He is survived by his son Joe Tillman, son-in-law Neil Lowery and his wife Elaine, grandsons Mike Lowery and wife Pam, David Lowery and wife Sonia, and Brad Lowery all of Douglass. Great-grandchildren Clint Lowery, Mat-thew Lowery, J.T. Lowery, Garrett Lowery, Sarah Lowery, all of Douglass. Phil has always had a mind “like a steel trap”, he could tell you all about his pipeline days and all the places he had been, and people he had met. If you have sat with him long he has shared a pipeline story and a joke or two with you. His parting words the last few years have been “And as ‘ol Red Skelton used to say, “God Bless”.

Paul Rudolph Wix, age 77 of Adairville, KY, died Monday, March 7, 2016 at Lo-gan Memorial Hospital in Russellville. Fu-neral services were conducted Saturday, March 12, 2016 at 1:00 PM at the Dean Funeral Chapel in Adairville with Rev. C.W. Washington officiating. Mr. Wix was born September 4, 1938 in Guthrie, KY

to the late Horace and Fannie Haley Wix. He retired from pipeline construction, was a member of Pipeline Union 369, and he loved to fish. In addition to his parents, he was preceded in death by a son, Tommy Wix; and his sis-ter, Carolyn Hart. He is survived by his wife, Kathie Wix of

David Riley, 53, of Aleppo, died at March 10, 2016, in his home. He was born Friday, March 16, 1962, in Waynes-burg, a son of the late Lonnie L. Riley and Louise Red-man Riley. Mr. Riley enjoyed spending time with his chil-dren and grandkids. He enjoyed hunting and spending time outside listening to country music. When his health permitted, he worked pipeline construction. Surviving are the mother of his children, Denise Wojnarowski; three daughters, Amber D. (Nathan) Froats of Claysville, Tara Riley and fiancé Travis McCullough of Graysville and Ly-nette Riley of Littleton, W.Va.; six grandchildren, Brenna and Colt Froats, Ali and CJ McCullough and Kamden and Trent St. John; eight sisters, Ramona Pierson, Donna Bonar, Reubena Johnson, Margaret Blake, Georgie Allen, Charlotte Montgomery, Christine Morrison and Toni Pre-vost; five brothers, Lonnie L. Riley Jr., John Riley, Edward Riley, Charles Riley and Bradley Riley; and several nieces and nephews. Deceased are a sister, Lois Newman, and a brother, Robert Harold Riley.

Elton C. Smith, 62, died March 10, 2016 in his home in Lufkin, Texas. Elton was born in San Augustine to E.C. and Atrelle Bryant Smith. Elton grew up in Bronson, Texas, and graduated from West Sabine High School, before moving to Lufkin, Texas. Elton worked as a heavy equip-ment operator on several pipelines in-

cluding the All American Pipeline, he was also a crane operator for Futch Sign & Crane Service in Lufkin and in charge of maintenance for Lufkin Property Management. He was known as always willing to help anyone in need. Elton is survived by his sister Martha Kittman and hus-band Wally of Hemphill, his brothers; Joe Smith and wife Sally of Lufkin, Curtis Smith of Huntington, Glenn Smith of Bronson and Clint Smith and wife Sandra of Bronson. He is also survived by numerous nieces and nephews. Elton is preceded in death by his mother and father, E.C. and Atrelle Smith.
