LATEST JOB REPORTS FERC has given the green light of approval to construct the Atlantic Coast project. The 600-mile Atlantic Coast Pipeline will originate in Harrison County, WV, travel to Greensville County, VA, with a lateral extending to Chesa-peake, VA, and then continue south into eastern North Carolina, ending in Robeson County. Two additional, shorter laterals will connect to two Dominion Energy elec-tric generating facilities in Brunswick and Greensville Counties. Contractors are: Price Gregory International, ph (713) 780-7500, U. S. Pipeline, Inc., ph (281) 531-6100 Rockford Corporation, ph (214) 740-5600 and Michels Corporation, ph (920) 583-3132.

Bids are being evaulted for the Keystone XL project in Montana and South Dakota. Plans are for six spreads – Spread 1 – 90 miles of 36-inch pipeline; Spread 2 – 80 miles of 36-inch pipeline; Spread 3 – 89 miles of 36-inch pipeline; and Spread 4 – 89 miles of 36-inch pipeline. These spreads are in Phillips, McCone, Dawson and Fal-lon Counties, Montana.; Spread 5 – 83 miles of 36-inch pipeline and Spread 6 – 118 miles of 36-inch pipeline in Harding and Haakon Counties, South Dakota. Construc-tion is slated for Spring of 2019.

Pe Ben USA, Inc., ph (281) 452-4204 has been awarded a contract by TransCanada-Keystone XL for the offloading and stockpiling of approximately 385 miles of 36-inch pipe pile in numerous counties in Montana and South Dakota. There are numerous superintendents. The approximate starting date was September 1, 2018.

Pe Ben USA, Inc., ph (281) 452-4204 has been awarded contracts by TransCanada XL for the offloading and stock-piling 90 miles of 36-inch pipe in Union County, South Da-kota. Headquarters is in Mad Butte, South Dakota.

Phillips 66 Co. is building a new pipeline (Gray Oak Pipeline) from West Texas to the Gulf Coast and will cost $2 billion to build. The Gray Oak Pipeline system will have a capacity of 800,000 barrels of crude oil a day from West Texas' Permian Basin and South Texas' Eagle Ford Shale oil field to the Texas Gulf Coast, including Corpus Christi and the area around Sweeny and Freeport. It is reported that Holloman, Corporation, ph (281) 878-2600 and Pumpco, Inc.,(979) 542-9054 are reportedly getting underway in October 2018 with the first portion of the pipeline and MPG Contractors (713) 955-9901 will get underway in February 2019.

Pin Oak Corpus Christi, LLC has awarded an Engineer-ing, Procurement, and Construction contract with Strike, LLC to construct nine (9) directionally-drilled pipelines un-der the Corpus Christi ship channel. One (1) of the nine (9) pipelines will become part of Pin Oak's recently signed pipeline interconnection agreement with Gray Oak Pipe-line, LLC, a joint venture pipeline system owned 75 per-cent by Phillips 66 Partners and 25 percent by Andeavor. The Gray Oak Pipeline will provide crude oil transporta-tion from West Texas to destinations in the Corpus Christi and Sweeny/Freeport markets. The directionally-drilled pipelines are expected to be in service in Q1 2019.

Oneok has awarded contracts for the Elk Creek Pipe-line. The natural gas Elk Creek Pipeline is a 900 mile, 20-inch pipeline from near ONEOK’s Riverview terminal in eastern Montana to its existing Mid-Continent NGL facili-ties in Bushton, Kansas. Spreads 1 – 4 are getting under-way and are being constructed by Jomax Construction, ph (620)792-3686 and WB Pipeline LLC, ph (832) 802-4790. Spreads 3 and 4 contracts have also been awarded to Sterling Construction, ph (980) 625-8606 and WHC, Inc., ph (432) 614-6433. Spreads 3 and 4 are expected to begin in October 2019.

Targa Resources is underway with construction of the Grand Prix Pipeline. Troy Construction, (281) 437-8214 has been awarded a contract for approximately 250 miles of pipeline from near Hillsboro, Texas to Baytown, Texas.

According to reports, WHC, Inc., ph (432) 614-6433 has been awarded a contract to construct approxi-mately 80 miles of 20-inch pipeline from near Cleburne, TX to near Stephenville, TX. Construction is slated for October 2019.

Midship Pipeline Company, LLC is developing a natural gas pipeline project to create new firm transportation ca-pacity of up to 1,440,000 Dth/d connecting new gas pro-duction from the emerging STACK and SCOOP plays in the Anadarko Basin in Oklahoma to growing Gulf Coast and Southeast markets via deliveries to existing pipelines (“Midship Project”), Construction contracts have been awarded to: M. G. Dyess, ph (601) 943-6663 and Strike Construction, ph (888) 353-1444. Work includes approx. 90 miles of 36-inch and 110 miles of 36-inch in Kingfisher County, Oklahoma and terminating at interconnects with existing interstate natural gas pipeline near Bennington, Oklahoma. approximately 13 miles of 16-inch pipeline that will begin at the Velma Processing Plant in Stephens County and ending in Garvin County; and the Chisholm Lateral – ap-proximately 20 miles of 30-inch-pipeline that will begin at the Chisholm Processing Plant in Kingfisher County and end on the mainline of the Midship project near Okarche. Work is slated to begin in October 2018.

Appalachian Pipeline Contractors, LLP, ph (615) 264-8775 has been awarded a contract by TransCanada USA Operations, Inc. for the replacement of approximately 4,230 feet of 26-inch pipeline in Loudoun County, Virginia, and the hydrotesting of approximately 16,377 feet of 26-inch pipeline in Shenandoah County, Virginia. Headquar-ters is in Ashburn, Virginia. Superintendent is Ben Brown.

Enterprise Products Partners L.P. has awarded con-tracts for construction of the construction of a new 571-mile, 24-inch pipeline to transport growing volumes of natural gas liquids (“NGL”) from the Permian Basin to En-terprise’s NGL fractionation and storage complex in Mont Belvieu, Texas. The Shin Oak NGL pipeline will originate at Enterprise’s Hobbs NGL fractionation and storage facility in Gaines County, Texas. Contracts have been awarded to:

Letourneau Enterprises, LLC, ph (704) 448-0100 has been awarded a contract by U.S. Pipeline, Inc. for the hand felling of trees on approximately 30.89 miles of 42-inch pipeline right-of-way in Bath and August Counties, Virginia; and approximately 35 miles of 42-inch pipeline right-of-way in Augusta and Nelson Counties, Virginia. Headquarters is in Fisherville, Virginia. Superintendent is Robert W. Gump. The approximate starting date was Sep-tember 20, 2018.

Valeron/Magellan Midstream have reportedly awarded contracts for the construction of the V-Tex Logistics Pipe-line and Terminal Project. The project has two segments. First, Valero is partnering with Magellan Midstream Part-ners to jointly build a 135-mile pipeline originating in Houston and terminating in Hearne, Texas. Targa Resources is expected to get underway in early 2019 with construction of the Delaware Basin Processing Expansions which includes construction of approximately 220 miles of 12-inch to 24-inch pipelines in west Texas.

Tallgrass Energy is expected to begin construction in Spring 2019 on the Cheyenne Connector, approximately 70 miles of 36-ich pipeline from the Denver-Julesburg Ba-sin to the Cheyenne Hub just south of the Colorado/Wyo-ming border.

Aspen Midstream is expected to get underway with con-struction of approximately 60 miles of 36-inch pipeline (Ace Pipeline) near Brenham, TX. Contract awards pending.

Boardwalk Pipeline and Sempra LNG have plans to construct the Permian-Katy "P2K" which will run from near Waha, TX to Katy, TX. The project includes construction of approx. 470 miles of 42-inch pipeline. Construction slated for Spring 2019.

Columbia Pipeline Group is expected to begin the 1st quarter of 2019 with the Buckeye Xpress Project, the take up & re-lay of approx. 64 miles of 36-inch pipeline in the Appalachian region in southeast OH.

ExxonMobil is expected to get underway with construc-tion of approx. 50 miles of 30-inch pipeline near Wink, Texas in the 1st quarter of 2019.

PROPOSED PROJECTS & UPDATES construction of: approximately 1.7 miles 20 inch pipeline lateral to the new Port Washington Metering and Regula-tion (M&R) delivery point in Tuscarawas County, OH; ap-proximately 3.2 miles of 24-inch pipeline looping in Greene County, PA; the re-wheel of compressors on three existing centrifugal compression sets at Dominion’s existing Newark Compressor Station in Licking County, OH; the installation of regulation equipment at Dominion existing South Bend Compressor Station in Armstrong County, PA and Leidy M&R Station in Clinton County, PA; and the construction of related appurtenant facilities. Dominion is proposing in-cremental rates for transportation service on the facilities proposed for construction herein. The cost of the project will be $49,876,709 million. If approved, the project will begin construction in early 2019 and will complete in late 2019.

Driftwood LNG LLC and Driftwood Pipeline LLC, has received a positive Environmental Impact Statement from the FERC for the liquefied natural gas (LNG) export facili-ties and certain interstate, natural gas transmission pipe-line facilities in Evangeline, Acadia, Jefferson Davis, and Calcasieu Parishes, Louisiana. The project would provide gas and processing to produce up to 26 million tonnes per annum of LNG for export. The project facilties include five

LNG plants; three LNG storage tanks; three marine berths capable of accommodating LNG carriers of up to 216, each; 74 miles of 48-inch pipeline, 10.6 miles of 42-inch pipe-line; 11.3 miles of 36-inch pipeline; and 1 mile of 30-inch lateral pipeline collated with the main pipeline; three com-pressor stations providing a total of 275,000 horsepower of compression; six pi launchers and receiver facilities, 15 meter stations, and 17 mainline valves. A final FERC Envi-ronmental Impact Statement is expected in January 2019.If approved, construction is expected to begin in the 1st quarter of 2019.

Duke Energy Ohio has plans to construct the Central Cor-ridor Pipeline in Hamilton County to ensure the safe and reliable delivery of natural gas to its customers in south-west Ohio for decades to come. Duke Energy Ohio pro-poses to construct an approximately 13-mile long, 20-inch diameter natural gas pipeline in order to increase the reli-ability of natural gas delivery in central Cincinnati. The pro-posed pipeline would run from an existing gas main near the intersection of Butler, Warren, and Hamilton counties to an existing main in either the Norwood area or the Fairfax area. The project has a proposed date of Fall 2019.

Buckeye Partners, L.P. announced the formation of a joint venture with Phillips 66 Partners LP and Andeavor to de-velop a new deep-water, open access marine terminal in Ingleside, Texas. The South Texas Gateway Terminal will be constructed on a 212 acre waterfront parcel at the mouth of Corpus Christi Bay. The facility is positioned to serve as the primary outlet for crude oil and condensate volumes delivered off of the planned Gray Oak pipeline from the Permian Basin. The terminal, to be constructed and op-erated by Buckeye, will offer 3.4 million barrels of crude oil storage capacity, connectivity to the Gray Oak pipeline and two deep-water vessel docks capable of berthing Very Large Crude Carrier petroleum tankers as part of the initial scope of construction. The facility can ultimately be ex-panded to include over 10 million barrels of storage capac-ity as well as multiple additional docks and other inbound pipeline connections. The initial construction of the termi-nal is supported by long-term minimum volume throughput commitments from credit-worthy customers, including Phil-lips 66 and Andeavor, and is scheduled to commence initial operations by the end of 2019. Buckeye will own a 50% interest in the newly formed joint venture and Phillips 66 Partners and Andeavor will each own a 25% interest.

The staff of the Federal Energy Regulatory Commission has prepared a favorable Draft Environmental Impact Statement (EIS) for the Calcasieu Pass LNG Project. The proposed project would include a new liquefied natural gas (LNG) export terminal and 23.4 miles of 42-inch-diameter pipeline in Cameron Parish, Louisiana. The terminal would include the following facilities: liquefaction facilities; two full-containment LNG aboveground storage tanks, each with a usable capacity of approximately 200,000 cubic meters; a 720 megawatt electric generating plant; a marine terminal consisting of a turning basin and LNG carrier berths; LNG piping; transfer lines; loading facilities; and other infrastruc-ture. The pipeline would include the following facilities: one meter station; three mainline valves; one pipeline inspec-tion/cleaning device launcher at the meter station; and one pipeline inspection/cleaning device receiver on the terminal site. The FERC staff concludes that construction and op-eration of the project would result in some adverse envi-ronmental impacts, but these impacts would be reduced to less-than-significant levels.

Dominion Energy Transmission has received a Notice of Environmental Schedule Review from the FERC for the proposed Sweden Valley Project. The project will include

Empire Pipeline, Inc., a subsidiary of National Fuel Gas Company, has received notice from the FERC that Issu-ance of the Environmental Assessment for the Empire North Project is expected November 20, 2018 with a final project decision slated for February 8, 2019. The company is seeking authorization to construct two new compression stations, one in the Town of Farmington, N.Y., and the other in Jackson Township, PA, along with minor facility modifica-tions to its existing Jackson Meter & Regulator Station and its existing New Victor Regulator Station, located in Jackson Township, PA, and Victor, N.Y. The Empire North Project consists of: installation of new electric motor-driven natural gas compressor facility off Hook Road on two tax parcels that total approximately 92.4 acres in the Town of Farming-ton, Ontario County, N.Y.; installation of new turbine-driven natural gas compression facility on two parcels that total approximately 42.2 acres off Buckwheat Hollow Road and Stateline Road in Jackson Township, Tioga County, PA; mi-nor modifications to existing New Victor Regulator Station, located off Valentown Road in Victor, N.Y.; minor modifica-tions to the existing Jackson Meter and Regulator Station, located in Jackson Township, Tioga County, PA; and uprate of Maximum Allowable Operating Pressure (MAOP) of the existing Empire Connector Pipeline (ECP) that runs from

Victor, N.Y. to Corning, N.Y. from 1290 psig to 1440 psig, in accordance with federal pipeline safety regulations. The proposed uprate is not expected to require any construc-tion-related activities. The project has a targeted in-service date of November 2019.

Energy Transfer Partners, L.P., Magellan Midstream Partners, L.P., MPLX LP and Delek US Holdings, Inc. an-nounced they have received sufficient commitments to pro-ceed with plans to construct a new 30-inch diameter common carrier pipeline to transport crude oil from the Permian Basin to the Texas Gulf Coast region, with the ability to increase the pipe diameter to expand the capacity based upon additional commitments received during the upcoming open season. An open season for additional shipper volume commitments on the new pipeline system will be launched this week. The 600-mile pipeline system is expected to be operational in mid-2020 with multiple Texas origins, including Wink, Crane and Midland. The pipeline system will have the strategic ca-pability to transport crude oil to both Energy Transfer’s Ned-erland, Texas terminal and Magellan’s East Houston, Texas terminal for ultimate delivery through their respective distribu-tion systems. The project is subject to receipt of customary regulatory and Board approvals of the respective entities.

Enterprise Products Partners L.P. announced that con-struction is under way to increase loading capacity for liquefied petroleum gas, primarily propane and butane, at the Enterprise Hydrocarbon Terminal by 175,000 bar-rels per day, or approximately 5 million barrels per month. The expansion will bring total LPG export capacity at EHT to 720,000 BPD, or approximately 21 million barrels per month. Upon completion of this expansion project, EHT will have the capability to load as many as six Very Large Gas Carrier vessels simultaneously, while maintaining the op-tion to switch between propane and butane loadings. Once operational, the expansion will allow EHT to load a single VLGC in less than 24 hours, creating greater efficiencies and cost savings for customers. The incremental capacity is expected to be available in the second half of 2019.

Enterprise Products Partners L.P. announced it has be-gun construction of a new natural gas liquids fractionator adjacent to its Mont Belvieu, Texas complex. The new unit will have a nameplate capacity of 150,000 barrels per day, giving Enterprise 905,000 BPD of fractionation capability in the Mont Belvieu area, and approximately 1.4 million BPD companywide. The fractionator is scheduled to begin ser-vice in the first quarter of 2020. “The addition of our newest

fractionator will facilitate continued NGL production growth, including from the Permian Basin where NGL volumes are expected to more than double over the next four years,” said A.J. “Jim” Teague, chief executive officer of Enter-prise’s general partner. “This new fractionator will supply NGL products for the expanding petrochemical industry on the U.S. Gulf Coast as well as growing global demand for NGLs.” Teague added that the Permian Basin and the Eagle Ford account for approximately 70 percent of the do-mestic growth in NGLs. The new fractionator is supported by long-term customer agreements.

Enterprise Products Partners L.P., Midcoast Operating L.P. (a subsidiary of Enbridge, Inc., Western Gas Part-ners, LP and DCP Midstream, LP recently held a binding open season for additional capacity on the Texas Express Pipeline, which transports mixed natural gas liquids from Skellytown, Texas in Carson County to the NGL fraction-ation and storage complex in Mont Belvieu, Texas. The partners expect to expand Texas Express by approximately 90,000 barrels per day. Enterprise will be responsible for constructing the expansion, which will consist of adding pumping capacity along the 583-mile route. Service on the expanded Texas Express pipeline is expected to begin in

a portfolio company of Blackstone Energy Partners, an-nounced a final investment decision to proceed with the Permian Highway Pipeline Project (PHP Project) after hav-ing executed definitive joint venture agreements and hav-ing secured sufficient firm transportation agreements with shippers. Nearly all capacity available on the system is subscribed and committed under long-term, binding trans-portation agreements. The remaining capacity is expected to be awarded shortly. Shippers that have committed to the project include EagleClaw, Apache Corporation, and XTO Energy Inc., a subsidiary of Exxon Mobil Corporation, amongst others. As previously announced, KMTP and Ea-gleClaw will be the initial partners, each with a 50 percent ownership interest in the project. KMTP will build and oper-ate the pipeline. Apache will have the option to acquire eq-uity from the initial partners and has announced its intent to assign that option to Altus Midstream, a new company an-nounced by Apache and Kayne Anderson Acquisition Corp. on Aug. 8, 2018. KMI’s and EagleClaw’s ultimate owner-ship interest may vary between approximately 27 percent and 50 percent, depending on the outcome of ownership options held by anchor shippers. The approximately $2 bil-lion PHP Project will provide an outlet for increased natural gas production from the Permian Basin to growing market

areas along the Texas Gulf Coast and is designed to trans-port up to 2 billion cubic feet per day (Bcf/d) of natural gas through approximately 430 miles of 42-inch pipeline from the Waha to Katy, Texas, areas, with connections to the U.S. Gulf Coast and Mexico markets. The PHP Project is expected to be in service in late 2020, assuming timely re-ceipt of the requisite regulatory approvals.

Medallion Pipeline Company, LLC announced the suc-cessful closing of its binding open season for a major expan-sion of its existing crude oil pipeline system in the Midland Basin (the “Expansion”). As previously announced, Medal-lion will expand six segments of its pipeline system to trans-port increased quantities of crude oil, produced form acreage proximate to Medallion’s system, to downstream pipelines and markets. Based on the capacity bids received during the open season, Medallion has received long-term binding commitments sufficient to move forward with the construc-tion of the Expansion. The Expansion is expected to com-mence commercial operations in phases, with full commer-cial operations occurring during the fourth quarter of 2019.

the second quarter of 2019. The expansion of Texas Ex-press is designed to facilitate growing production of NGLs from domestic shale basins, including the Denver-Julesburg Basin in Colorado. Complementing the Texas Express ex-pansion is a proposed increase in capacity on the 435-mile Front Range pipeline that originates in Weld County Colora-do and connects to the Texas Express pipeline. Combined, these two assets offer an integrated solution that provides much-needed takeaway capacity for NGL production in the DJ Basin and access to the Gulf Coast market.

The staff of the FERC has issued final approval for the Westlake Expansion Project involving construction and operation of facilities by Gulf South Pipeline Company, LP in Calcasieu Parish, Louisiana. Gulf South is planning to construct and operate the following facilities as part of the Westlake Expansion Project in Calcasieu Parish, Loui-siana: one new 10,000 horsepower compressor station (Westlake Compressor Station) and appurtenant facilities; approximately 1,600 feet of 16-inch-diamater natural gas pipeline lateral; and two new metering and regulating sta-tions (Entergy Lake Charles and Varibus M&R Stations). The project will provide about 200 million cubic feet of

natural gas per day to the proposed 980 megawatt natu-ral gas-fired combined cycle electric generating plant near Westlake, Louisiana. Gulf South plans to begin construc-tion of the Westlake Expansion Project by September 2018 and place the facilities in-service by August 2019.

Gulf South Pipeline Company, LP is proposing to con-struct the Willis Lateral Project to provide natural gas trans-portation service to its growing customer base in Southeast Texas, including Entergy Texas, Inc.’s Montgomery County Power Station. The investment will help improve infrastruc-ture across a rapidly growing region. Gulf South proposes to construct approximately 19 miles of 24-inch pipeline in Montgomery and San Jacinto Counties, Texas, and addi-tional compression within its existing Goodrich Compres-sor Station in Polk County, Texas. The proposed project will provide new capability of approximately 200 million cubic feet per day. Gulf South plans to begin construction of the Willis Lateral Project by October 2019 and place the facili-ties in-service by May 2020.

Medallion Pipeline announced the successful closing of its binding open season for a major expansion to its ex-isting crude oil pipeline system in the Midland Basin. As previously announced, Medallion will expand six segments of its pipeline system to transport increased quantities of crude oil, produced from acreage near Medallion’s system, to downstream pipelines and markets. Medallion plans to construct a 16-inch operational loop of its existing Midkiff Lateral and plans to expand the capacity of the Crane Ex-tension, Reagan Gathering Extension, Santa Rita Lateral, Martin Lateral and Midland Lateral. Initially placed in service

in October 2014, Medallion’s crude oil pipeline has under-taken a series of expansions to meet the increasing needs of producers and marketers in the Midland Basin. The ex-isting system is a network of roughly 700 miles of 6-inch and larger crude oil pipeline facilities that aggregate and transport crude oil production to the Colorado City (Texas) Hub, the Crane Hub and the Midland Hub, providing access to multiple long-haul, large-volume pipelines for transporta-tion to downstream markets. Based on the capacity bids received during the open season, Medallion has received long-term binding commitments sufficient to move forward with construction. The expansion is expected to commence commercial operations in phases, with full commercial op-erations occurring during the fourth quarter of 2019.

Northern Natural Gas Co. has initiated use of the FERC pre-filing process for the Northern Lights Expansion 2019/Rochester Expansion project. The project is com-posed of two discrete projects, the Northern Lights 2019 Expansion component and the Rochester Expansion component. The proposed expansion would increase Magellan’s capability to trans-port refined petroleum products, such as gasoline and die-sel fuel, from Gulf Coast refineries to demand centers in Abilene, Midland/Odessa and El Paso, Texas, with further optionality to access markets in the states of New Mexico and Arizona, as well as international markets in Mexico via connections to other pipelines owned by Magellan and third parties. The pipeline’s current capacity of 100,000 barrels per day (bpd) could increase to 140,000 bpd following the expansion. Subject to the results of this open season and receipt of all necessary permits and approvals, the expand-ed capacity could be operational by mid-2020.

Magellan Midstream Partners, L.P. recently held an ex-tension of the open season to solicit commitments from shippers for a new pipeline to transport various grades of crude oil and condensate from the Permian and Eagle Ford Basins to multiple destinations in the Corpus Christi and Houston, Texas markets, including Magellan’s existing crude oil terminals in these markets. The proposed project would include construction of an approximately 375-mile, 24-inch diameter pipeline from Crane to a location near

Three Rivers, Texas, providing shippers the option to ul-timately deliver crude oil and condensate from the Three Rivers area to the Houston area via a new 200-mile pipe-line or to the Corpus Christi area via a new 70-mile pipeline. The potential pipeline system is expected to have an initial capacity of at least 350,000 barrels per day (bpd) with the ability to expand up to 600,000 bpd for each destination, if warranted by industry demand. Additional pipeline exten-sions are being considered for Midland and Orla, Texas in the Permian Basin and Gardendale and Helena, Texas in the Eagle Ford Basin. Subject to receipt of all necessary permits and approvals, the proposed pipeline could be op-erational by the end of 2019.

Midcoast Energy, LLC is proposing a new pipeline, the CJ Express Pipeline, which will be incorporated with exist-ing Midcoast facilities, to provide natural gas transportation services from the Carthage area to Houston Ship Channel and Gulf Coast markets. ONEOK, Inc. announced plans to invest approximately $295 million to expand its West Texas LPG Limited Part-nership (West Texas LPG) pipeline system, which pro-vides natural gas liquids (NGL) takeaway capacity for Permian Basin producers. The expansion project, which is expected to be completed in the first quarter 2020, is supported by long-term dedicated NGL production from six third-party natural gas processing plants in the Perm-ian Basin that are expected to produce up to 60,000 bar-rels per day (bpd) of NGLs. The expansion includes the construction of four new pump stations, two pump sta-tion upgrades and pipeline looping that will increase the West Texas LPG mainline capacity by 80,000 bpd and additional infrastructure to connect West Texas LPG with ONEOK's previously announced Arbuckle II Pipeline proj-ect. Based on the initial contracted volume, the expan-sion project is expected to generate an adjusted earn-ings before interest, taxes, depreciation and amortization (adjusted EBITDA) multiple of four to six times. ONEOK continues discussions with producers and processors in the region for additional potential volume commitments. ONEOK's previously announced 110,000 bpd pipeline lateral extension of the West Texas LPG system into the Delaware Basin and expansion of the existing mainline

system is currently under construction and expected to be in service this month. The West Texas LPG Pipeline is an NGL pipeline system that provides takeaway capacity to Permian Basin producers and consists of approximately 2,600 miles of NGL pipeline in Texas and New Mexico. The system provides transportation services to the Mont Belvieu market center from nearly 40 third-party natural gas processing plants located in the Permian Basin. The Permian Basin in southeastern New Mexico and western Texas is the largest crude oil and natural gas producing basin in the U.S.

ONEOK, Inc. plans to invest approximately $1.4 billion to construct a new pipeline, and related infrastructure, to transport natural gas liquids (NGLs) from the Rocky Mountain region to the company's existing Mid-Continent NGL facilities. The Elk Creek Pipeline – an approximate-ly 900-mile, 20-inch diameter pipeline that is expected to be completed by the end of 2019 – will have the capacity to transport up to 240,000 barrels per day (bpd) of un-fractionated NGLs from near the company's Riverview terminal in eastern Montana to Bushton, Kansas. The Elk Creek Pipeline is expected to cost approximately $1.2 billion, with related infrastructure costs expected to total

progresses, initially include, for the Rochester project: (1) construction of 12 miles of 16-inch pipeline; (2) an increase in the maximum allowable operating pressure (MAOP) of 8 miles of the La Crosse branch line; and (3) a new Roch-ester town border station (TBS). The Northern Lights 2019 segment of the project will consist of construction of: (1) 10.2 miles of 24-inch pipeline; (2) 16.6 miles of branch line and mainline loops/extensions ranging in size from 6-inch- to 36-inch pipeline; (3) new compression at Northern’s ex-isting Faribault and Owatonna compressor stations; and (4) a new Carver Minnesota compressor station. Construc-tion start is anticipated for Spring 2019 with a tentative in-service date of November 2019.

National Fuel Gas Supply Corporation has received a Notice of Intent to Prepare an Environmental Assessment from the FERC on the Line YM28 & Line FM120 Modern-ization Project in Cameron, Elk, and McKean Counties, Pennsylvania. The natural gas project would consist of the following: approximately 14.4 miles of new 12-inch diam-eter pipeline installed within existing rights-of-way in McK-ean County (designated Line KL); approximately 5.8 miles of new 6-inch-diameter pipeline installed via insertion into the existing 12-inch-diameter FM120 pipeline in McKean

and Elk Counties; abandonment in place of approximately 7.7 miles of the existing Line YM28 in McKean County; approximately 12.5 miles of Line FM120 removed from service in McKean, Elk, and Cameron Counties; removal and relocation of a meter set to the proposed Line KL; and new ancillary facilities including an interconnect in McKean County and miscellaneous valve and piping modifications.

ONEOK, Inc. announced plans to construct additional natural gas liquids (NGL) and natural gas infrastructure, including: a new 125,000-barrel per day (bpd) NGL fractionator – MB-5 – in Mont Belvieu, Texas, and related infrastructure; a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake II plant and related infrastructure – in the Williston Basin; an extension of ONEOK's Arbuckle II NGL pipeline further north and additional NGL gathering in-frastructure to increase capacity between the Mid-Continent market hub and Arbuckle II; an expansion of the Arbuckle II NGL pipeline by approximately 100,000 bpd to increase total capacity up to 500,000 bpd by adding pump stations. These projects are expected to generate adjusted earnings before interest, taxes, depreciation and amortization (adjusted EBIT-DA) multiples of four to six times. ONEOK still does not expect any equity issuances in 2018 or well into 2019.

approximately $200 million. The pipeline will have the ca-pability to be expanded to 400,000 bpd with additional pump facilities.

ONEOK, Inc. plans to invest approximately $2.3 billion between now and 2020 to construct: a new 400,000-bar-rel per day (bpd) natural gas liquids (NGL) pipeline – the Arbuckle II Pipeline – that will create additional NGL transportation capacity between ONEOK's extensive Mid-Continent infrastructure in Oklahoma and the company's existing NGL facilities in Mont Belvieu, Texas; a new 125,000 bpd NGL fractionator – MB-4 – in Mont Belvieu, Texas, and related infrastructure; and a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake plant and related infrastructure – in the Williston Basin. Arbuckle II Pipeline and MB-4: The ap-proximately 530-mile, 24- and 30-inch diameter Arbuckle II Pipeline is expected to cost approximately $1.36 billion and will have an initial capacity to transport up to 400,000 bpd of unfractionated NGLs originating across ONEOK's supply basins and extensive NGL gathering system to the company's storage and fractionation facilities at Mont Bel-vieu. The Arbuckle II Pipeline is expected to be completed in the first quarter 2020. The pipeline will have the capabil-

ity to be expanded up to 1 million bpd with additional pump facilities, which could more than double ONEOK's current capacity between the Mid-Continent and Gulf Coast. The new MB-4 fractionator and related infrastructure, which includes additional NGL storage capacity in Mont Belvieu, are expected to cost approximately $575 million and be completed in the first quarter 2020. ONEOK's total NGL fractionation capacity will increase to 965,000 bpd fol-lowing the completion of MB-4. The initial capacity of the Arbuckle II Pipeline is more than 50 percent contracted, and MB-4 is fully contracted. Both are anchored by long-term contracts with terms ranging between 10 to 20 years. Adjusted EBITDA multiples for these projects are based only from these commitments but additional supply agree-ments continue to be negotiated. Demicks Lake plant and related infrastructure: The Demicks Lake natural gas processing plant and related field infrastructure are expected to cost a total of approximately $400 million and be completed during the fourth quarter 2019. The Demicks Lake plant will be built in McKenzie County, North Da-kota, which is in the core area of the Williston Basin. The plant is supported by acreage dedications with primar-ily fee-based contracts. The Demicks Lake plant is ex-pected to contribute additional NGL volumes to ONEOK's

NGL gathering system and natural gas volumes to ONEOK's 50 percent-owned Northern Border Pipeline. ONEOK's Williston Basin natural gas processing capacity will increase to more than 1.2 billion cubic feet per day following the com-pletion of the Demicks Lake plant.

Permico Energia is planning to build a 510 mile (821km) pipeline from the Permian basin in West Texas to a new fractionator it will build near Cor-pus Christi, TX. The pipeline, called Companero, will have an initial capacity of 300,000 bbl/day of natural gas liquids (NGLs), said Permico, a US-based midstream company. The fractionator, called El Centro, will have a capacity of 300,000 bbl/day, Permico said. Another pipeline will lead from the new fractionator and terminate at the US NGL hub in Mont Belvieu, Texas, Permico said. It will have a length of 230 miles, have a capacity of 250,000 bbl/day and have ethane and propane service. The fractionator will have yet another pipeline, called Markham, that will have a length of 116 miles, have a capacity of 175,000 bbl/day and have ethane, propane and y-grade service, Permico said. This pipeline will terminate at the Markham storage facility. Construction will start in the early 2019, and operations should start in the fourth quarter of 2020.

Phillips 66 Partners announced that it has re-ceived sufficient binding commitments on an ini-

The Gray Oak Pipeline will provide crude oil transportation from West Texas to destinations in the Corpus Christi and Sweeny/Freeport markets. Bids are in and being evaluated. Origination stations will be constructed in Reeves, Loving, Winkler, and Crane coun-ties in West Texas, as well as from locations in the Eagle Ford production area in South Texas. The pipeline is ex-pected to be placed in service by the end of 2019, and is backed by long-term, third-party, take-or-pay commit-ments with primarily investment-grade customers. Gray Oak Pipeline, LLC, a joint venture owned 75 percent by Phillips 66 Partners and 25 percent by Andeavor, will own the pipeline system. Other third parties, including En-bridge Inc., have an option to acquire up to 32.75 percent interest in the joint venture. If all options are exercised, Phillips 66 Partners’ ownership would be 42.25 percent and Andeavor’s ownership would remain 25 percent. Gray Oak Pipeline, LLC received enough volume commitments in the form of precedent agreements to hold a second binding open season. This open season provides an op-portunity for additional shippers to enter into transporta-tion services agreements that provide long-term crude oil transportation on the Gray Oak Pipeline. The ultimate scope and capacity of the pipeline will depend on the out-come of the second open season. Subject to the results of the open season, the Gray Oak Pipeline could transport up to 700,000 barrels per day or more of crude oil from the Permian Basin to downstream markets. Its capacity could ultimately be expanded to approximately 1 million barrels per day of long-haul takeaway. In Corpus Christi, the Gray Oak Pipeline will connect to a new joint venture marine terminal under development by Buckeye Partners, L.P. Buckeye will have a 50 percent interest in the termi-nal joint venture and will be the operator, while Phillips 66 Partners and Andeavor each will have a 25 percent own-ership interest. The terminal will have an initial storage capacity of 3.4 million barrels and is expected to begin operations by the end of 2019.

A subsidiary of Plains All American Pipeline, L.P. plans to start construction in early 2019 on the Cactus II Pipe-line, a new pipeline system with an initial capacity of 585,000 barrels per day extending from the Permian Ba-sin to the Corpus Christi/Ingleside area. Cactus II pipeline capacity is fully committed with long-term third-party ship-per contracts totaling 525,000 barrels per day, composed of 425,000 barrels per day of long-term minimum volume commitments and an additional 100,000 barrels per day of commitments associated with long-term acreage dedi-cations. Approximately 60,000 barrels per day is reserved for walk-up shippers. PAA is expected to retain 65% own-ership and will serve as operator. The Cactus II pipeline system will have origination points at Orla, Wink, Midland, Crane and McCamey, Texas and will be capable of trans-

porting multiple quality segregations. The system includes a combination of capacity on existing pipelines and two new 26-inch pipelines and is expandable to approximately 670,000 barrels per day through the addition of incremen-tal pumping capacity. The first new pipeline will extend from Wink to McCamey, TX, and the second new pipeline (which is expected to be owned within the Joint Venture)

will extend from McCamey to the Corpus Christi/Ingleside area, and have flexibility to access multiple docks. Permit-ting, right-of-way and procurement activities are under-way, and the pipeline system is targeted to be operational in the third quarter of 2019.

Plains All American Pipeline, L.P. will construct the Sun-rise Expansion Project. The Partnership plans to extend its Sunrise Pipeline system, which currently originates at Midland and connects with Colorado City, by building ap-proximately 180-miles of 24-inch pipeline from Colorado City, TX to Wichita Falls, TX. The balance of the capacity will be provided by a combination of spare capacity and capacity enhancements to existing pipelines, which in-clude capacity expansions to our Delaware Basin system of up to 200,000 barrels per day. The pipeline system will deliver to Plains' and third-party terminals in Cushing, OK. Subject to timely receipt of necessary permits and regula-tory approvals, the additional capacity is expected to be operational in early to mid-2019.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, has received a Draft Environmental Impact Statement from the FERC for its proposed natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The Texas Connector Project will be comprised of two segments totaling 34.2 miles of new 42-inch di-ameter pipeline and approximately 4.65 miles of variable diameter lateral pipelines. The 26.6 mile northern pipe-line segment will transport gas from interconnections with Houston Pipeline Company, Texas Eastern Transmission, and Florida Gas Transmission Company. This northern segment will also interconnect with underground natu-ral gas storage facilities at the Golden Triangle Storage and Centana Intrastate Pipeline, LLC facilities in Jeffer-son County, Texas. The 7.6 mile southern pipeline seg-ment extending south from the Liquefaction Project will interconnect with the existing pipeline systems of Natural Gas Pipeline Company of America and Kinder Morgan Louisiana Pipeline Company in Cameron Parish, Louisi-ana. The Texas Connector Project will be capable of de-livering approximately 2,000,000 million British thermal units (“MMBtu”) per day of natural gas to the Liquefaction Project. The northern pipeline segment will be located in Orange and Jefferson Counties, Texas, and the southern segment in Jefferson County, Texas and Cameron Parish, Louisiana. The pipeline will also pass through the juris-dictional boundaries of the cities of Beaumont and Port Arthur, Texas. Approximately one mile of the south seg-ment will be installed under Sabine Pass shipping chan-nel via horizontal directional drilling. Port Arthur Pipeline proposes to construct two compressor stations, one for the south pipeline segment and one for the north pipe-

line segment. The major compressor station equipment will be comprised of compressors with either natural gas or electric drivers, suction scrubbers upstream of the compressors, electric motor-driven natural gas coolers downstream of the compressors, unit and station blow-downs with silencers, above and below ground piping and valves, and system utilities. The meter stations will con-sist of unmanned facilities containing a meter and regula-tor building, pig launcher/receiver assemblies, meter and control valve skid, separator, condensate tank, associ-ated above and below ground piping, and valve fixtures to tie-in to the two proposed pipeline segments. Construc-tion is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quar-ter of 2022. On October 16, 2017, Port Arthur Pipeline filed another application requesting a certificate of public convenience and necessity for the Louisiana Connec-tor Project, authorizing Port Arthur Pipeline to construct, own, and operate additional new proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project will be capable of deliv-ering approximately 2,000,000 MMBtu per day of natural gas to the Liquefaction Project. The Louisiana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. The anticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022.The Louisiana Connector Project will include 131 miles of 42-inch diam-eter gas pipeline, a new compressor station, intercon-nection facilities with interstate and intrastate natural gas facilities, and other appurtenant facilities. The proposed Louisiana Connector Project facilities will extend from an interconnect with Columbia Gas Transmission (MP 130.9) located northeast of Eunice, Louisiana in St. Landry Par-ish through Evangeline, Allen, Beauregard, Calcasieu, and Cameron Parishes in Louisiana and Jefferson County, Texas and terminate at the proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Loui-siana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. Both projects are needed to provide service to the Liquefaction Project and will allow flexible access to mul-tiple supply basins and systems of upstream transporters. Combined, the projects will give more gas sellers access to Port Arthur LNG and Port Arthur LNG access to more supply basins.

The proposed Port Arthur Pipeline Project would con-sist of two segments oriented north and south of the pro-posed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Orange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with

existing energy infrastructure rights-of-way. The approxi-mately 7-mile southern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Arthur Liquefaction Project. The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to various intra- and interstate pipelines, providing access to a number of major U.S. natural gas supply basins. Con-struction is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

San Mateo Black River Oil Pipeline, LLC, a wholly-owned subsidiary of San Mateo Midstream, LLC, recently held a binding open season to gauge shipper interest in committed crude oil interstate transportation service on the Rustler Breaks Pipeline Project, a proposed approx-imately 17-mile, 10-inch diameter crude petroleum gath-ering and transportation system to be constructed and op-erated by San Mateo from certain points of origin in Eddy County, New Mexico to an interconnect with Plains Pipe-line, L.P. in Eddy County, New Mexico. The final volume of capacity for both committed and uncommitted service on the project will be determined by San Mateo in part based on the results of this open season.

Tallgrass Energy, LP announced an open season solicit-ing binding shipper commitments for crude oil transpor-tation service on the Seahorse Pipeline. The proposed Seahorse Pipeline is expected to be 30 inches in diam-eter and approximately 700 miles long, with the capacity to transport up to 800,000 barrels of crude oil per day from the Cushing oil hub to the Louisiana Gulf Coast. The pipeline will operate as a multi-grade common batch sys-tem that, along with Tallgrass’ Pony Express Pipeline, will ensure domestic refiners and international markets have access to “neat” barrels from five different production ba-sins. Seahorse is expected to start commercial operations in the third quarter of 2021. In addition, to accommodate shipper interest and continued growth in the Powder Riv-er, Denver-Julesburg and Bakken producing regions, Tall-grass expects to complete pump optimization projects to expand capacity on its Pony Express Pipeline to enable it to transport up to 400,000 barrels per day by the end of the year. If shipper interest exceeds that added capacity, Tallgrass may expand the Pony Express Pipeline further through potential additional horsepower and/or looping to facilitate large-scale movements from Guernsey and northeast Colorado. The Seahorse open season runs through Oct. 1.

Targa Resources Corp. NextEra Energy Pipeline Hold-ings, LLC, an indirect, wholly-owned subsidiary of NextEra Energy Resources, LLC; WhiteWater Mid-stream, LLC, a portfolio company of Denham Capital

Management and Ridgemont Energy Partners; and MPLX LP), announced the execution of a letter of intent (and associated term sheets) for the joint development of the proposed Whistler Pipeline Project, which will provide an outlet for increased natural gas production from the Permian Basin to growing markets along the Texas Gulf Coast. The Whistler Project is designed to transport ap-proximately 2.0 billion cubic feet per day (“Bcf/d”) of natu-ral gas through approximately 450 miles of 42-inch pipe-line from Waha, Texas to NextEra’s Agua Dulce market hub, with an additional approximately 170 miles of 30-inch pipe continuing from Agua Dulce and terminating in Wharton County. Supply for the Whistler Project will be sourced from multiple upstream connections in both the Midland and Delaware Basins, including direct connec-tions to Targa plants through an approximately 27 mile 30-inch pipeline lateral, as well as a direct connection to the 1.4 Bcf/d Agua Blanca Pipeline, a joint venture between WhiteWater, WPX Energy, MPLX and Targa, which cross-es through the heart of the Delaware Basin, including portions of Culberson, Loving, Pecos, Reeves, Winkler, and Ward counties. The Whistler Project would have ac-cess to the Nueces Header and premium markets at Agua Dulce, as well as along a northern extension through Cor-pus Christi to the Houston Ship Channel to serve markets along the Texas Gulf Coast. Targa, NextEra, MPLX and WhiteWater (and their respective producer customers) would collectively commit volumes in excess of 1.5 Bcf/day to the Whistler Project.The Project would begin op-eration in the fourth quarter of 2020, subject to execution of definitive agreements and the receipt of necessary reg-ulatory approvals. The named parties have committed to be exclusive to the Project for a period of time sufficient to complete definitive agreements. The Whistler Project will be constructed by NextEra Energy Pipeline Holdings and operated by Targa. The Project is expected to be financed at the project level. In addition to the commitments of the Project sponsors and their producer customers, the Whis-tler Project is in negotiations for additional firm transporta-tion commitments and is expected to launch an open sea-son in the coming months with respect to any remaining firm intrastate transportation capacity.

Transcontinental Gas Pipe Line Company has received FERC approval for its Rivervale South to Market Project in Bergen, Hudson, and Union Counties, New Jersey. The project would include constructing 0.61 miles of 42-inch-diameter pipeline loop along Transco’s Mainline A (Ber-gen County); uprating 10.35 miles of the existing 24-inch-diameter North New Jersey Extension from the Paramus M&R station (Bergen County) to the Orange and Rock-land M&R station (Bergen County). The North New Jer-sey Extension would be uprated from a maximum allow-able operating pressure of 650 pounds per square inch gauge (“psig”) to 812 psig; upgrading the existing valves,

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES including overpressure protection valves, and yard piping, and related activities at the Paramus, Central Manhattan, Orange and Rockland, and Emerson M&R stations; and construct additional facilities, such as mainline valves, ca-thodic protection, internal inspection device launchers and receivers, and communication equipment. A final FERC project decision is slated for June 14, 2018. The meter station work is slated for February 2019, and the pipeline loop construction would begin in summer/fall 2019. Tenta-tive scheduled in-service date is winter 2019/2020.

Transcontinental Gas Pipe Line Company has received FERC approval for the Gateway Expansion Project in-volving construction and operation of facilities Transcon-tinental Gas Pipe Line Company (Transco) in Essex and Passaic Counties, New Jersey. Transco proposes to per-form the following activities for construction of the proj-ect: Compressor Station (CS) 303 (Essex County, New Jersey), expansion of the existing building to include one new 33,000 horsepower electric-motor driven com-pression unit and ancillary equipment; install gas cooling equipment; extend existing security fencing to encompass new equipment; and a new driveway to connect the new gas cooler location with CS 303. Roseland Meter and Regulator (M&R), Essex County, New Jersey - one new 36-inch ML block valve with automation controls; and ac-tuator modification on existing ML block valve. Paterson M&R, Passaic County, New Jersey - remove existing 12-inch headers, meter skid, building, and associated equip-ment; install a meter skid with two 6-inch ultrasonic me-ters with 12-inch inlet and outlet headers; install a new M&R building; install new remote terminal unit (RTU)/ gas chromatograph building; install new flow computer, radio, and an antenna/pole; and install a new condensate tank. The project has a targeted in-service date of Nov. 1, 2020.

V-Tex Logistics, LLC, an indirect wholly owned subsidiary of Valero Energy Corporation, has signed an agreement with Magellan Pipeline Company, L.P., an indirect wholly owned subsidiary of Magellan Midstream Partners, L.P. to jointly build an approximately 135-mile, 16-inch products pipeline from Houston to Hearne, Texas. In addition, Vale-ro will separately build a terminal in Hearne, a terminal in Williamson County, Texas, and an approximately 70-mile, 12-inch pipeline connecting the two terminals. Valero’s expected cost for the projects is $380 million with targeted completion in mid-2019. Construction of these pipelines and terminals will provide a reliable fuel supply alterna-tive for the fast-growing Central Texas marketplace. The new pipelines and terminals are expected to supply up to 60,000 barrels per day into Williamson County.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline) have received a Draft Environmental

Impact Statement from the FERC to construct a liquefied natural gas (LNG) export terminal and pipeline facilities located in Plaquemines Parish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Project or Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Par-ish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennes-see Gas Pipeline Company and Texas Eastern Trans-mission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transportation capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approximately 284 million dollars.

Williams Partners L.P. has an application before the FERC seeking authorization for its Southeastern Trail Expansion project, which would create 296,375 dekath-erms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a wholly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent, including the general-partner interest. Williams Partners has executed precedent agreements with utility and local distribution companies located in Virginia, North Carolina, South Carolina and Georgia for firm transporta-tion service under the project. Once complete, the proj-ect will help meet the growing natural gas demand in the Southeast, as well as provide access to new sources of domestic natural gas supply while enhancing system reli-ability. The company held an open season for the project last summer and executed long-term binding precedent agreements with five natural gas shippers for 100 percent of the firm transportation capacity. Customers served by the project are PSNC Energy, South Carolina Electric & Gas, Virginia Natural Gas, the City of Buford, Ga., and the City of LaGrange, Ga. Subject to approval by the Federal Energy Regulatory Commission, the Southeastern Trail Expansion project will consist of approximately 7.7 miles of 42-inch pipeline looping facilities in Virginia, horsepow-er additions at existing compressor stations in Virginia, and piping and valve modifications on other existing facili-ties in South Carolina, Georgia, and Louisiana to allow for bi-directional flow. The certificate application reflects an expected capital cost of $404.8 million and a target in-service commitment of Nov. 1, 2020.

We are pleased to get back to work on this very important public infrastructure project. With FERC’s approval today, we are mobilizing our crews immediately to resume con-struction as authorized. We are closely monitoring weather conditions across the project footprint and will of course only resume work in areas where it is safe to do so and where weather conditions permit. We commend the Fish & Wildlife Service and National Park Service for promptly addressing the issues raised by the Fourth Circuit Court of Appeals and FERC’s Stop Work Or-der. The agencies have reaffirmed that the project does not threaten any federally protected species and is consistent with the public use of the Blue Ridge Parkway. Public utilities in Virginia and North Carolina are depend-ing on the Atlantic Coast Pipeline to meet the growing en-ergy needs of consumers and businesses. The project remains on track for completion by the end of next year, which will allow public utilities to meet growing demand for cleaner electricity, residential home heating and power for local businesses.

The Atlantic Coast Pipeline has been the most thoroughly reviewed infrastructure project in the history of our region. The additional scrutiny we’ve recently received from the courts and the agencies are further evidence of the high standard that is being applied to the project.

Mid-Michigan on Sept. 12 to celebrate 35 years of con-tinued success, and to check out what’s in store for the coming years.

That celebration included tours of Bandit’s facilities, a behind-the-scenes look at the process of building the most powerful wood processing equipment in the industry, and capped off with a demonstration of more than two dozens machines – including brand new, never before seen machines.

“We couldn’t properly celebrate 35 years without our deal-ers who are committed to providing the best support and our amazing customers who have stood with us over the years,” said Bandit Sales Manager Jason Morey. “But Bandit Industries is a success because of the hardworking men and women who show up every day to build these machines.”

After the special Bandit guests had gone home, Bandit opened its doors to the mid-Michigan community for an open house on Sept. 15. Nearly 800 guests dropped by for machine demonstrations, plant tours, food and fun.

The developer of the Keystone XL oil pipeline plans to start construction next year, after a U.S. State Department review ordered by a federal judge concluded that major environmental damage from a leak is unlikely and could quickly be mitigated, a company spokesman said Monday.

According to reports, the company remains committed to moving ahead with the project following years of reviews from federal and state regulators. The company has al-ready started preparing pipe yards, transporting pipe and mowing parts of the project’s right-of-way in Montana and South Dakota, but TransCanada said in court documents it doesn’t plan start construction in Nebraska in the first half of 2019.

The report issued from the Trump administration’s State Department drew criticism from environmental groups, who say they’ll continue to fight the project they view as an environmental threat.

Recently pipeliners held a “POKER RUN FOR PIPELIN-ERS AND VETERANS” in Clarksburg, West Virginia. All net proceeds benefited local Veterans in the Clarksburg, area. The Poker Run was held on October 7th.

Cheryl Byers was recently surprised with a “50 and Fabu-lous” birthday party for her with family and many friends at the Hard Rock Hotel in Tulsa, Oklahoma. You do look fabu-lous Cheryl and certainly don’t look 50! Happy 50th Birthday to you!

From the Flatwood Community Fire Department:Every year your Station 9 Firefighters go to Flatwoods Ele-mentary School in October for fire prevention week to teach the kids about what we do, including how to get out there home safely if there was ever a fire, stop drop and roll, just all aspects of our job and every year NFPA give a theme for fire prevention week which this years theme is “Look, Listen, Learn”.

Every year we give gifts out to every kid, the two oldest grades get something a little extra. One grade will get fire extinguishers and one grade will get smoke alarms.

We do this so we know every kid and there family that comes out of Flatwoods Elementary will have at least one smoke alarm and one fire extinguisher in their home. We purchase this out of our department account, and with us being a small department with not a lot of fundraising op-portunities sets us back.

This year was a little different, as we came in contact with the pipeliners and their wives and respective unions that are working in our area!

Today your Station 9 Firefighters took a donation from the pipeliners and their wives. They purchased 38 fire extin-guishers and 38 smoke detectors that we will be giving out to the 4th and 5th graders at Flatwoods Elementary.

We are so grateful for this donation from our pipeliners and their wives. It takes a financial burden off of our shoulders and frees up finances that we can use toward other equip-ment, PPE, fuel, or anything else that is needed for us to help the community of Flatwoods and surrounding areas.

Thank you again to the pipeliners and wives of their respec-tive unions for this donation!

The latest Pipeline College Class was held on September 18th at the Preston Eastin company fabrication shop. This class was with the American Welding Society meeting and they invited the pipeline group to join. Mr. Rob Nock and John DeRosier gave the presentation. The company manu-factures pinwheels and positioners for welding fixtures. In addition, they make computer guided positioners for au-tomatic welding, similar to CNC machines. It was obvious that most of their equipment requires quality engineering. They would like to thank Mr. Nock for having them and Mr. Cole Vansell with the AWS for including the pipeliners. There were 15 professional engineers who attended and each will receive one PDH for the class.

ersonsplentywood.com Darlene (Dar) Munson, 76, passed away on August 19, 2018 in Post Falls, Idaho after a cou-rageous two year battle with cancer. Darlene was born to Anthony (Tony) and Cecilia (Hoffarth) Kavon on September 26, 1941. She was the second oldest of five children. She grew up in Plentywood and graduated from high school there in 1959. Darlene married Rollin (George) Munson of Plenty-wood on January 9, 1960. They were the parents of four chil-dren; Laurie, Mark, Rollie, and Lisa. In addition to being the wife of a farmer, Darlene worked at several local businesses in Plentywood and ended her career as the office adminis-trator at Prairie Pipeline. After her retirement, she relocated to Post Falls, Idaho in 2007. Darlene was a great supporter of her children's sporting events and activities. She was a wonderful hostess, loved and took pride in cooking, garden-ing, and working in her yard. She also loved playing cards, especially smear and cribbage. She was an active member of the Catholic church in Plentywood and Post Falls. She par-ticipated in bowling and pool leagues, St. Teresa's Guild, the Altar Society, Sheridan Memorial Hospital Auxiliary, and was a member of the Elks and Eagles Lodges. Darlene was an avid fan of the Zags and the Seahawks. Darlene is survived by her children Laurie (and CJ) Mickes, Mark Munson, Rollie Munson, Lisa (and Tom) Kiley; six grandchildren, Amy, Zach-ary, Joshua, Matthew, Nicole, and Olivia; two great grandchil-dren, Gabriel and Riley; and four siblings, Arreen (and Doug) Miller, Joe (and Karla) Kavon, Fred (and Susan) Kavon, and Gene Kavon; an aunt, Eva Brown; two sisters-in-law Mar-gie (Munson) Madden and Peggy Munson; several nieces, nephews, cousins, and her dear friend, Ed Richard. She was preceded in death by her parents, Tony and Cecilia; her husband, George; and two nephews, Doug Niles and Jack Miller; three brothers-in-law Richard "Richy" Munson, Alton Paulson, Don Madden; and one sister-in-law Beth (Munson) Paulson. Larry A. Meinen, 67, retired pipeline inspector, passed away on August 27, 2018. He is survived by his wife, RaeLene; sons, Matthew (Alma), Daine (Kandace) Meinen; daughter, Nicole Meinen; brothers, Russ and Gary Meinen; sisters, Sharon Siebert, and Lisa Rogers; 5 grandchildren, Tayton, Natalie, Bella, Luke, Logan.

Tyler S. O'Dell, 27, passed away unexpect-edly September 13, in McMechen, W.Va. Tyler was born June 25, 1991 in Hornell to Rick and Julie (Updyke) O'Dell. He had been employed as a laborer working on gas pipe-lines for the Otis Eastern Gas, Co. in Wells-ville, N.Y. Tyler attended Jasper-Troupsburg Central School where he actively played

soccer and baseball. He was an avid outdoorsman who loved hunting and fishing with his family and friends and was a big fan of the Green Bay Packers, N.Y. Yankees and the Pittsburgh Pirates. Tyler had an infectious smile that brought warmth and happiness to those who knew him and though his presence will be missed. He will forever be in the hearts of those who knew and loved him. Tyler is survived by two sons, Braxton and Grayson O'Dell and their mother, Kristen Pierce, all of Canisteo; his mother, Julie Updyke-Hulsey of Greenwood; a brother, Cody O'Dell (Alisha Wheater) of Harrison Valley, Pa.; nephew, Everett O'Dell and niece, Alanis O'Dell; step-father, Steve Hulsey of Phoenix, Ariz.; maternal grandparents, Jerry and Joanne Updyke of Greenwood; as well as aunts, uncles and several cousins. Tyler was predeceased by his father, Rick O'Dell; a sister, Tiara O'Dell; and his paternal grandpar-ents, Wilbur and Hazel O'Dell.

Kenneth Gail Wright, 91, of Huntington, W.Va., and formerly of Gassaway, W.Va., passed away on August 15, 2018, in the Chateau Grove Skilled Nursing Facility in Barboursville, W.Va. He was born July 29, 1927, in Piney, W.Va., the son of the late Lot and Rosa Elder Wright. He was also preceded in death by his wife, Mary Carolyn Wright (9-07-1977), a son, Stephen Gail Wright (12-13-2016); sisters, Mary Tennant, Madge Bo-staph, Grace Haught, Sylvia Crawford; brothers, Chester, Denzil, Junior and Henry Wright. He was a US Navy veteran, a Freemason, "jack of all trades," craftsman, fisherman, hunter and gardener. He was known as Dad, "Pop," Kenny, Kenneth and Gail. He retired from Columbia Gas Corporation in 1981 after a 30-year career that began in Elkins, W.Va., and took him to Gassaway in 1960, where he was a foreman and over the operations of the Frametown Compressor Station. An ac-complished welder and pipeliner, he spent many summers as the chief inspector for Columbia Gas, overseeing hundreds of miles of pipeline construction throughout the eastern sea-board. Surviving is his son, Kenneth Dean Wright (Judy) of Huntington; seven grandchildren, Nika Anne Hettlinger (Marc), Jana Kathleen Stoner (Ryan), Bradley Dean Wright (Saman-tha), Mara Wright Sutphin (Richard), Wesley John Wright, Sara Elizabeth Wright, all of Huntington, and Jessica Carolyn Lemasters (Jeff) of New Martinsville, W.Va.; six great-grand-children, Kathleen Anne, Carolyn Gail and Christopher "To-pher" Wesley Stoner, Hampton Dean and Campbell Anne Het-tlinger and Annie Garrett Wright. As a seven-year resident at Chateau Grove, their staff and residents are also considered "Kenneth's family." The personal care they provided in their own loving, special manner was greatly appreciated and will always be remembered.

OBITUARIES Winston C. Longeway passed away June 21, 2018 after a long illness. He was 88. He was a longtime pipeliner and dredger with many companies. He leaves his wife of 65 years; a daughter and two grandchildren.

Jack Lyle Lovett, age 67 of Hempstead passed away on September 9, 2018 at his home in Hempstead, Texas, comforted by his loving family. He was born June 2, 1951, in St. Elmo, Illinois, the eldest of four children of Merrill Glen Lovett and Wanda Lucille (Jenkins). Along with Jack’s mother Wanda, of Glen Carbon, IL., all three sib-

lings survive: Judy Lynn Patterson( Dennis) of Collinsville, IL, Robert Dean Lovett of Dorsey, IL and Cheri Diane Towner ( Stan ) of Edwardsville, IL. “Gentle Giant” Jack is survived by his devoted wife of 40 years, Denise Marie(Frommel), whom he married on September 30, 1978, in Tulsa, Oklahoma. Their family was enriched by two daughters and two sons: Kimberly Ann Cole(Curtis), William Thomas Lovett(Melinda), Bryan Merrill Lovett, and Erin Marie Chelf (Marc). Also left to cherish special memories are four grandsons: Tucker Cole, Carson Cole, Warren Lovett, and Holden Lovett. In Decem-ber 1984 Jack was hired by Big Three Industries, a regional oxygen and nitrogen distribution company, retiring May 2016 after 32 years of service with Air Liquide (formerly Big Three Industries). As Pipeline Construction Manager, Jack was re-sponsible for building many of the company’s most impres-sive projects in a variety of states. Kevin Leon Barrow, 52, of Skellytown died Thursday, August 30, 2018 at his home in the country. Kevin was born September 7, 1965 to Buster R. ( Buck ) and Barbara Jean Barrow in Pampa, Texas. He grew up on Ar-rington Ranch where Buck was foreman and so began his lifelong love of horses, cattle and the old way of life. Kevin was a member

of First Baptist Skellytown, attended Skellytown Elementary and graduated from White Deer High School where he was active in Ag, football and many other programs. He attended Frank Phillips College in Borger before going to work in the oil and gas pipeline field that would span the next thirty years. Kevin was always busy doing something and his side work over the years included raising various livestock, breaking horses, cutting and baling hay, building stock and equipment trailers, working with leather and many , many others. Kevin was generous to a fault and always willing to help someone that needed it. He loved spending time with and entertaining friends and family with stories and home cooked meals. He considered himself an old soul and enjoyed passing on the things he had learned from older generations and a time gone by. He will be missed by many more than he ever knew. Kevin

was proceeded in death by his parents and brother Kelly. He is survived by four brothers; Kane and wife Sharolyn of White Deer, Rainey and wife Sherry of Skellytown, Sam of Skelly-town , Joe and wife Kristy of Lubbock and many nieces, neph-ews, and great nieces and nephews that he loved very much. In memory, the family suggests memorials be to Cowboy Bible Fund, Lane Baptist Church P.O. Box 37, Lane Ok, 74555.

Jose Prudenciano Camacho, age 70, a resident of Mineral Springs, Arkansas, died August 22, 2018, in Dallas, Texas. He was born to Isidoro and Rufina Gonzalez Cruz Camacho on April 27, 1948, in Mexico. He had a very strong work ethic and he spent his life working in the oil fields, pipelining and at Tyson. He enjoyed fishing, his ani-

mals, farming, gardening and bringing roses to his sweet wife, Rufina. Most of all, he cherished the time spent with his fam-ily and friends. He was preceded in death by his parents and a son, Martin Camacho. He is survived by his wife, Rufina Jimenez Hernandez Camacho of Mineral Springs; one daugh-ter, Alberta Garcia and her husband, Efrain, of Mineral Springs; three sons, Febronio Camacho and his wife, Isidora, of Nash-ville, Prudincio Camacho and his wife, Maria, of Fort Worth, Texas, and Jesus Camacho of Texarkana; eighteen grandchil-dren; three great-grandchildren; brothers and sisters; as well as, nieces, nephews, other relatives and a host of friends.

Orville R. Duncan IV, 25, of Waynesburg, passed away the evening of August 31, 2018. He was born August 17, 1993, in Ell-wood City. Orville is survived by his parents, Orville Duncan III and Katrina Runyan, both of New Castle, and his wife, Crystal Stef-fler, whom he married June 4, 2018. He had worked as a pipeliner for Laborers Union

Local 1058 at Otis Eastern Service LLC. Orville enjoyed cut-ting trees and walking outside. His greatest joy came from spending time with his family, especially his son. In addition to his wife and parents, Orville is survived by his son, Isaiah Dun-can of New Castle; stepchildren Hannah Keisling and Trenton Keisling, both of Waynesburg; and sisters Susan Duncan of New Castle and Chloe Duncan of Ellwood City. He was pre-ceded in death by a daughter, Serenity Ann Duncan.

Austin James Kegley, 17, of Toledo, Ohio, passed away on Saturday, September 15, 2018 in Hershey Medical Center, Hershey, PA. Austin was born in Toledo, Ohio on September 27, 2000 to James and Jenni-fer (Jones) Kegley. He recently graduated from Clay High School and was currently employed with U.S. Pipeline. Austin enjoyed
