In tandem with Enterprise’s existing NGL pipelines, this new pipeline will also increase the company’s capacity to transport purity NGL products from Hobbs to Mont Belvieu. Enterprise’s Mont Belvieu NGL complex is the largest of its kind in the world, offering customers access to approximately 130 million barrels of underground storage capacity, and 670,000 BPD of NGL fractionation capability. Enterprise is building a ninth frac-tionator at Mont Belvieu that will increase NGL fractionation capacity by 85,000 BPD following its expected completion in the second quarter of 2018. Mont Belvieu is pipeline-connect-ed to the expanding U.S. petrochemical industry on the Gulf Coast, as well as Enterprise’s industry-leading LPG and eth-ane deepwater marine export terminals on the Houston Ship Channel. “The Permian Basin is currently the hottest play in North America and is expected to continue its strong growth for years to come,” said A.J. “Jim” Teague, chief executive officer of Enterprise’s general partner. “The Shin Oak pipe-line project is part of Enterprise’s larger plans in the Permian to leverage our integrated midstream assets to link supplies of cost-advantaged U.S. hydrocarbons to the largest domes-tic and global NGL markets. This additional pipeline take-away capacity to Mont Belvieu will provide Permian produc-ers the flow assurance they need to continue the unfettered development of their reserves with confidence.”

Enterprise Products Partners L.P. announced that the company has received customer commitments supporting two expansion projects that will further develop the partner-ship’s ethylene infrastructure. Enterprise is repurposing a large, high-capacity ethylene storage well at its Mont Bel-vieu, Texas complex. Following completion of the project, which is expected as early as the third quarter of 2018, the 5.3 million barrel cavern will be able to inject/withdraw ethyl-ene at a rate of 2,000 barrels per hour (“BPH”), expandable to 4,000 BPH. There are seven third party ethylene pipelines within two miles of the ethylene well, providing significant connectivity opportunities into the high-capacity system. Further supporting its ethylene capabilities, Enterprise is building a new 24-mile, 12-inch diameter ethylene pipeline from Mont Belvieu to Bayport, Texas with the potential to connect both producing and consuming sites south of the Houston Ship Channel to Mont Belvieu. The ethylene pipe-line will be routed through Enterprise’s ethane export termi-nal at Morgan’s Point, which provides the partnership future flexibility should it develop ethylene export capabilities at the Morgan’s Point marine terminal. “As U.S. ethylene produc-tion capacity expands over the next three years, access to reliable logistics services will be needed, and Enterprise is ideally positioned to fill the gap,” said R.B. Herrscher, se-

five LNG plants, three LNG storage tanks, marine facilities and associated infrastructure and support facilities. In total, the facility will produce up to 26 million tonnes per annum (MTPA) of natural gas. Also, Driftwood Pipeline, LLC filed an application seeking authority to construct and operate, an approximately 96-mile interstate natural gas pipeline, com-pression and related facilities. The pipeline will be capable of transporting up to 4 Bcf/d of natural gas to the facility. If approved, construction start is slated for 2018.

Eastern Shore Natural Gas Company has an application before the FERC seeking approval to construct and oper-

ate it’s 2017 Expansion Project. The project would involve construction of approximately 40 miles of pipeline and ap-purtenant facilities located in Pennsylvania, Maryland, and Delaware to provide 61,162 dekatherms per day of addi-tional firm transportation service. On January 11, 2017, the FERC issued its Notice of Application for the Project. FERC will issue a Notice of the Environmental Assessment on May 12, 2017. A final FERC project decision is expected on August 10, 2017.

Energy Transfer Partners, L.P. announced that Dakota Ac-cess, LLC and Energy Transfer Crude Oil Company, LLC

have launched a Binding Supplemental Open Season to solicit shipper commitments for transportation service for Bakken/Three Forks production to reach multiple markets through their respective pipeline systems. Dakota Ac-cess and ETCO, the entities responsible for developing, owning, and operating the Bak-ken Pipeline, each anticipate that incremen-tal transport capacity for Bakken/Three Forks production will be determined based on com-mitted subscriptions made by shippers during the Supplemental Open Season. The Supple-mental Open Season includes local tariff ser-vice on the Dakota Access pipeline from the Bakken/Three Forks play to Patoka, Illinois. It also provides interested parties with the op-portunity for joint tariff service from the Bak-ken/Three Forks play to Nederland, Texas, through a commitment to both the Dakota Ac-cess and ETCO pipeline systems.

Enterprise Products Partners L.P. an-nounced the construction of a new 571-mile pipeline to transport growing volumes of natu-ral gas liquids (“NGL”) from the Permian Basin to Enterprise’s NGL fractionation and storage complex in Mont Belvieu, Texas. The Shin Oak NGL pipeline will originate at Enterprise’s Hobbs NGL fractionation and storage facility in Gaines County, Texas. The 24-inch diameter pipeline will have an initial design capacity of 250,000 barrels per day (“BPD”), expandable to 600,000 BPD. This project is supported by long-term customer commitments and is ex-pected to be in service in the second quarter of 2019. In addition to mixed NGL supplies ag-gregated at the Hobbs facility, the Shin Oak pipeline will provide takeaway capacity for mixed NGLs extracted at natural gas process-ing plants in the Permian region, including two Enterprise facilities that began service in 2016 and the Orla I plant that is scheduled to be-gin operations in the second quarter of 2018.

NAmerico Partners LP is proposing a multibillion-dollar pipe-line to ferry natural gas from fast-growing fields in West Texas to the Gulf Coast. The pipeline, one of at least three being considered to ease a looming gas glut in the Permian produc-ing region, would link to existing lines, including those that export gas to Mexico and to a Cheniere Energy Inc. lique-fied natural gas export facility under construction. The pipe-line would be the first major project by NAmerico Partners, founded two years ago in Houston. The company is backed by private equity fund Cresta Energy LP, whose management includes former executives from Regency Energy Partners LP, a large energy infrastructure company that was bought by Energy Transfer Partners (ETP.N) in 2015. A spokesper-

son from NAmerico stated that discussions with prospective shippers were at an advanced stage, and the pipeline would begin operations in 2019 if enough of them committed to sup-plying gas. NAmerico's 468-mile (753-km) pipeline, named the Pecos Trail Pipeline, would transport some 1.85 billion cubic feet per day of natural gas to the major Gulf Coast refin-ing and petrochemical hub in Corpus Christi. Kinder Morgan, which operates the largest natural gas pipeline network in North America, also recently outlined a plan to build a 430-mile pipeline traveling a similar route. It would be able to move 1.7 bcf per day of gas. Enterprise Products Partners, another large pipeline operator, has said it may build a gas line to Corpus Christi, Texas, from the Permian. Kinder Morgan has also said its pipeline would begin operations in 2019 if enough shippers commit. Analysts said the potential for new supplies could allow multiple projects to proceed. The projects are be-ing planned as big producers including Exxon Mobil, Apache Corp. and Chevron Corp. are expected to pour billions of dol-lars into drilling in the Permian, a vast shale play in West Tex-as known for its low production costs and massive reserves. The staff of the FERC will prepare an Environmental Assess-ment that will discuss the environmental impacts of the 2018 Expansion Project involving construction and operation of facilities by Paiute Pipeline Company in Douglas and Lyon

billion cubic feet per day (Bcf/d) of processing capacity in the targeted Permian supply area. DCP also operates Sand Hills, a natural gas liquids pipeline extending from the Perm-ian area to the premier Mont Belvieu market. Sand Hills pipe-line is currently being expanded from 280,000 barrels per day (Bbls/d) to 365,000 Bbls/d. It is anticipated that natural gas supply will be sourced into the project from multiple lo-cations, including existing receipt points along KMI’s KMTP and El Paso Natural Gas pipeline systems in the Permian Basin, a proposed interconnection with the Trans-Pecos Pipeline, and additional interconnections to both intrastate and interstate pipeline systems in the Waha area. Deliveries of natural gas into the Agua Dulce area will include points into KMTP’s existing Gulf Coast network, KMI-owned intra-state affiliates (KM Tejas and KM Border pipelines), the Val-ley Crossing pipeline, the NET Mexico header, and multiple other intrastate and interstate natural gas pipelines.

M2 Infrastructure, an affiliate of Lone Star Capital, has signed a memorandum of understanding with TransCanada to construct a new crude oil storage facility at the latter's ter-minal in the US state of Oklahoma. The construction of the facility, which will have a capacity to store 6.2 million barrels of crude oil, is slated to commence in late 2017. M2 Infra-

structure will own the new crude oil storage facility in Cush-ing, Oklahoma, while it will be operated by TransCanada. By partnering with Matrix Global Holdings, the owner of Matrix Markets, M2 Infrastructure intends to sell storage capacity to its customers by conducting on-line auctions of futures con-tracts with or without physical forward agreements. Cushing, where the new oil storage facility will be built, is considered to be among the world’s most active crude oil trading hubs. It is also known to be the delivery point for the West Texas Intermediate (WTI) futures contract put up on the Chicago Mercantile Exchange (CME). As per the MoU, the innovative storage solutions provider has an option to expand the stor-age facility to up to 20 million barrels in subsequent phases. The project and its further expansions will take place after the completion of definitive agreements signed by the par-ties along with the mandatory approvals and land rights.

The staff of the Federal Energy Regulatory Commis-sion has prepared an Environmental Assessment for the Millennium Pipeline Company, LLC’s Eastern System Upgrade Project. The proposed project facilities include the construction, modification, and operation of the follow-ing facilities in New York: approximately 7.8 miles of 30- and 36-inch-diameter pipeline loop (Huguenot Loop) in Orange

consists of approximately 8 miles of 12-inch or 16-inch pipe-line to the point of interconnect. Following the open season, Tall Oak will refine the preliminary scope of the project with a project design that is capable of accommodating the level of shipper nominations received in this open season.

TransCanada Corporation announced that the FERC has given the green light of approval for construction of the Leach XPress and Rayne XPress projects. The combined $1.8 billion investments will provide additional outlets to transport domestic, clean burning natural gas from the Mar-cellus and Utica production areas to higher-value Midwest and Gulf Coast markets. The issuing of the Certificates of Public Convenience and Necessity follows the September 2017 release of FERC's final environmental impact state-ment for the projects. Transcanada has a November 1, 2017 in-service date slated for the project. The approximately $1.4 billion investment in Leach XPress will enable the safe trans-port of approximately 1.5 billion cubic feet per day (Bcf/d) of natural gas from the Marcellus and Utica supply basin to homes, businesses and industries. The 160-mile green-field project crosses the northern panhandle of West Virginia and then traverses southeastern Ohio. Rayne XPress pri-marily involves the construction of two new compressor sta-

tions along TransCanada's existing Columbia Gulf system and is designed to create an additional 1.0 Bcf/d of capac-ity to efficiently transport Marcellus and Utica production to markets in the Gulf Coast region and beyond. Both projects are underpinned by long-term, fixed-fee, firm transportation service agreements. They will be designed, constructed and operated with a core focus on safety and minimizing environmental impact.

Williams Partners L.P. announced that Transco has filed an application with the Federal Energy Regulatory Commis-sion (FERC) seeking authorization for its Northeast Supply Enhancement project, which would create 400,000 deka-therms per day of incremental firm transportation capacity to markets in the northeastern United States for the 2019/2020 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a wholly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent. Transco has executed precedent agreements with subsidiaries of Nation-al Grid – the largest distributor of natural gas in the north-eastern U.S. – for firm transportation service under the proj-ect. Once complete, the project will help meet the growing natural gas demand in the Northeast, including the 1.8 mil-

Counties and Carson City, Nevada. Paiute plans to construct approximately 8.4 miles of pipeline to upsize or loop four sections along its Carson and South Tahoe Laterals in Doug-las and Lyon Counties and Carson City, Nevada. The proj-ect would provide 4,604 dekatherms per day of new natural gas transportation capacity to meet growing demands in the above mentioned areas and in El Dorado County, Califor-nia. The project would consist of: construction of 0.34 miles of new 12-inch pipeline paralleling Paiute’s existing South Tahoe Lateral pipeline (Segment 1); replacement of 1.58 miles of existing 8-inch Carson Lateral Loop pipeline with 12-inch pipeline (Segment 2); replacement of 2.34 miles of existing 10-inch pipeline along Paiute’s existing Carson Lateral pipeline with 20-inch pipeline (Segment 3); and con-struction of 4.17 miles of new 20-inch pipeline loop parallel-ing Paiute’s existing Carson Lateral pipeline (Segment 4). There are no aboveground facilities planned for the project. Exxon and Saudi Basic Industries Corp 2010.SE, an arm of Saudi Aramco, the state-owned energy company, also have proposed building a multibillion-dollar chemical and plastics plant outside of Corpus Christi. That plant would use natural gas as a raw material.

PennEast Pipeline Company LLC applauded the FERC is-suance of a Final Environmental Impact Statement (EIS), vali-dating after nearly three years of scientific review and input from numerous stakeholders that the approximately 120-mile underground natural gas pipeline can be built with little impact on the environment. The Final EIS is the last major federal regulatory hurdle for PennEast Pipeline prior to an anticipated favorable order from FERC Commissioners that would result in approval of the project. The Order would award PennEast a Certificate of Public Convenience and Necessity and is expected this summer. With the Final EIS, two government agencies now have affirmed that PennEast Pipeline’s con-struction and ongoing operations will not harm the environ-ment, including waterways. The second validation is from the Pennsylvania Department of Environmental Protection, which issued in February a Water Quality Certification as required by section 401 of the Federal Clean Water Act. The 120-mile Project is more than 90 percent subscribed under long-term contracts with local gas utilities, power generators and other energy customers. Local customers will benefit from the de-livery of clean, American energy that is slated to be approxi-mately 30 percent less expensive than natural gas supplies from the Gulf of Mexico, which have traditionally fueled the northeast. A study by Concentric Energy Advisors found that due to pipeline constraints in the region, consumers would have saved nearly one billion dollars during the winter of 2013-2014 had PennEast been in service. Prices during that winter spiked to more than 70 times that of non-peak periods.Phillips 66 announced an open season to secure binding commitments from prospective shippers for the Reeves-Odessa Origination (Rodeo) Project. As proposed, the Rodeo Project will include a pipeline system for crude oil

transportation for producers and other shippers in the Dela-ware Basin, with origination stations in Reeves, Loving, and Winkler counties in Texas, as well as at Odessa, Texas. The pipeline system will include destination options at: Wink, Texas; the Phillips 66 Partner’s Odessa station; a new ter-minal to be built near Odessa as part of the Rodeo Project; and at Midland, Texas. The Rodeo Project will have an an-ticipated initial throughput capacity of up to 130,000 barrels per day (BPD), with an ultimate potential throughput capac-ity of up to approximately 450,000 BPD, depending on ship-per commitments in the open season. The pipeline system is expected to be placed in service in the second half of 2018. The open season terms and conditions include options for shippers to obtain committed shipper status through either an acreage dedication or a transportation and deficiency commitment. The open season commenced at 8 a.m. CDT on March 24, 2017.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, is proposing to develop a natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefac-tion project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Orange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with existing energy infra-structure rights-of-way. The approximately 7-mile southern portion of the proposed Pipeline Project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Arthur Liquefaction Project. The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to various intra- and interstate pipelines, providing access to a number of major U.S. natu-ral gas supply basins. An FERC application was submitted on November 29, 2016 and Port Arthur Pipeline, LLC antici-pates FERC authorization by May 2018. Construction is ex-pected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

Tall Oak Midstream II, LLC and its affiliates and subsidiaries recently concluded a non-binding open season for its TOM Midcon Transport residue gas pipeline project. The non-binding open season solicited commitments for firm trans-portation capacity from Tall Oak’s Carmen Plant in Alfalfa County, Oklahoma, to deliveries at the Canadian-Blackwell CDP on Southern Star Central Gas Pipeline, Inc. The Car-men Plant is currently connected to Panhandle Eastern Pipe Line Company and ONEOK Gas Transportation, LLC for residue gas deliveries. Tall Oak’s customers have requested additional residue gas takeaway capacity and market flex-ibility through a proposed interconnect with Southern Star Central Gas Pipeline. The preliminary scope of the project

lion customers served by National Grid in Brooklyn, Queens, Staten Island and Long Island. Subject to approval by the Federal Energy Regulatory Commission, the Northeast Supply Enhancement project will consist of approximately 10 miles of 42-inch pipeline looping facilities, three miles of onshore 26-inch looping facilities, 23 miles of offshore 26-inch looping facilities, the addition of 21,902 horsepower at an existing compressor station; a new 32,000 horsepower compressor station; and related appurtenant facilities. The certificate application reflects an expected capital cost of $926.5 million and a target in-service date of Dec. 1, 2019.

CANADA

Canada’s Minister of Natural Resources, the Honorable Jim Carr, announced the Government of Canada’s decision to approve NOVA Gas Transmission Ltd.’s (NGTL) Tower-birch Expansion Project subject to 24 binding conditions. The $439-million project will involve the con-struction of two new pipeline sections totalling approximately 87 kilometers (54 miles) along with associated facilities in northwest Alberta and northeast British Columbia. The Tower-birch Expansion Project will create up to 750 jobs during construction, address the need for increased natural gas transmission capacity along the existing NGTL system and support economic growth. Approximately 82 percent of the project will parallel existing rights-of-way or existing disturbances, and 89 percent will be located on private land.

TransCanada Corporation has filed a vari-ance application with the National Energy Board to proceed with construction of the North Montney Mainline (NMML) Project in northeast British Columbia (B.C.). TransCan-ada has previously been granted the required primary federal and provincial approvals to construct NMML, subject to conditions that included the requirement for a positive final investment decision on the proposed Pacific Northwest LNG (PNW) Project. The requested variance would allow TransCanada to move forward with construction of the majority of the NMML Project, at an estimated capital cost of approximately $1.4 billion, prior to a final in-vestment decision on the PNW LNG project. In support of the variance for the NMML Project, TransCanada has secured new 20-year com-mercial contracts with 11 shippers for approxi-mately 1.5 Bcf/d of firm service. Located in the Peace River Regional District, the project will be approximately 301 kilometers (187 miles) of pipeline and include associated metering

facilities, valve sites, and compression facilities. The Aitken Creek section will be approximately 182 km (113 miles) of 42-inch pipeline. The south end will connect with the northern end of the existing Groundbirch Mainline (Saturn Section), located about 35 km (22 miles) southwest of Fort St. John. The north end will be about 100 km (62 miles) northwest of Fort St. John. The Kahta section will be approximately 119 km (74 miles) of 42-inch pipeline connecting to the north end of the Aitken Creek section and ending at a point about 180 km (112 miles) northwest of Fort St. John. "This project adds significant pipeline capacity that connects new gas supplies from the prolific Montney basin to the NGTL System and will provide access to markets across North America," said Karl Johannson, TransCanada's executive vice president and president, natural gas pipelines. Subject to regulatory ap-provals, TransCanada plans to begin construction in the first half of 2018, with facilities being phased into service over a two-year period, beginning in April 2019.

PROPOSED PROJECTS & UPDATES EnterpriseSets Record For Volumes At Texas Gulf Coast Marine Terminals

Enterprise Products Partners L.P. announced that the combined exports and imports of hydrocarbons across its marine terminals, including 18 deepwater docks along the Texas Gulf Coast, totaled a record 146 million barrels on a gross basis during the first quarter of 2017. The previous quarterly record was 136 million barrels in the second quarter of 2016. The loading of natural gas liquids (“NGLs”), crude oil, condensate, refined products and petrochemicals ac-counted for approximately 62 percent of total marine terminal volumes in the first quarter of 2017. The following is a breakdown of average daily marine terminal volumes by product in terms of thousand bar-rels per day (“MBPD”), for the first quarter of 2017 on a gross basis before taking into account our net inter-est in certain joint ventures:

• Crude oil (WTI, Light WTI, condensate, West Texas Sour, etc.): 648 MBPD

• NGLs (ethane, propane, butanes): 569 MBPD • Refined products (gasoline, diesel, jet fuel,

methanol, MTBE): 384 MBPD • Petrochemicals (propylene): 15 MBPD

“Our marine terminals reported a 16 percent increase in gross volumes for the first quarter of 2017 com-pared to the first quarter of 2016 to a record 146 million barrels, or 1.6 million barrels per day,” said A.J. “Jim” Teague, chief executive officer of Enterprise’s general partner. “Gross NGLs and crude oil marine terminal volumes for the first quarter of 2017 increased by 25 percent and 9 percent, respectively, compared to the first quarter of 2016.”

“Our Enterprise Hydrocarbons Terminal on the Hous-ton Ship Channel, the largest of our marine termi-nals, accounted for approximately 60 percent, or al-most 922 thousand barrels per day, of total volumes handled in the first quarter of 2017. It is well posi-tioned to facilitate the growing global appetite for U.S.

produced NGLs, crude oil, condensate, refined prod ucts and petrochemicals. With our recent investments in dock expansions, this facility has the capacity to handle up to 2.0 million barrels per day, depending on the mix of hydrocarbon cargoes and imports versus exports,” continued Teague.

“Recently, we believe the Houston Ship Channel has been a victim of erroneous claims of growing conges-tion. Large vessel traffic on the waterway has essen-tially been flat since 2012. The Houston Ship Channel has the capability to handle much more deep draft activity as the average daily movements are less than 60 percent of its peak single-day record according to the Greater Houston Port Bureau. When it comes to access to onshore storage facilities, vessel traffic ser-vice, two-way traffic, max draft, beam and air draft dimensions, number of pilots and the lack of military and offshore platform limitations, our experience tells us the Houston Ship Channel is the crown jewel of ports on the Texas Gulf Coast, ” said Teague. Fairway Energy Partners, LLC announced that it has commenced initial commercial operation at its Pierce Junction Crude Oil Storage Facility. The project will serve the Houston area’s crude oil storage needs driven by the significant growth of pipeline-delivered crude oil into and through the Houston market.

Fairway began construction in 2015 to convert three existing underground storage caverns at the Pierce Junction Salt Dome in south Houston into crude oil storage service and to build out the supporting infra-structure to put the facility into commercial service.

The recently completed phase of construction (Phase 1A) allows for the storage of crude oil in three segre-gated caverns that have a total capacity of approxi-mately 7.5 million barrels. Fairway constructed brine ponds with approximately 6.5 million barrels of ca-pacity and central pumping and metering facilities at the site.

Phase 1A also included the construction of two sepa-rate bi-directional, 24-inch pipelines that will connect the facility to the existing Houston area crude oil grid. The pipelines connect the facility to the Genoa Junc-tion and Speed Junction hubs. This is expected to enable Fairway to receive inbound crude oil from the Permian and Eagle Ford Basins, the Mid-Continent and Canadian regions as well as the Gulf of Mexico. The hubs also are expected to provide downstream connectivity to terminals, refineries and water outlets located in the Houston Ship Channel, Texas City and the Beaumont/Port Arthur market areas.

The facility’s initial operating capacity is 70 percent subscribed. Now that Fairway has commenced oper-ations, it is beginning to store crude oil for its custom-ers, and Fairway is pursuing efforts to reach its full initial operating capacity.

“We believe Fairway’s facility is responding to what our customers want and what the Houston market needs: a more efficient crude oil market, which will re-sult in lower costs for storing and shipping crude oil,” said Fairway CEO Chris Hilgert. “We look forward to providing agile and flexible services that enhance our customers’ market positions.”

Construction of Phase 1B, which will increase the physical storage capacity by approximately 2.6 mil-lion barrels to 10.1 million barrels and increase brine pond capacity to an equivalent capacity. That project is expected to commence in the second half of 2017, depending on customer commitments.

About Fairway Energy Partners, LLCHouston-headquartered Fairway Energy Partners, LLC, a subsidiary of Fairway Energy, LP is a growth oriented crude oil storage business focusing on con-structing and placing into service the Pierce Junction Crude Oil Storage facility. The business is strategi-cally positioned as the only independent salt dome crude oil storage terminal in the greater Houston market area. Fairway’s website is www.fairwaymid-stream.com. National Fuel Gas Supply Corporation ("Supply") and Empire Pipeline, Inc. ("Empire"), both wholly-owned subsidiaries of Western New York-headquartered National Fuel Gas Compan, received information at 11:22 p.m. on Friday, April 7, 2017, that the New York State Department of Environmental Conserva-tion (“NYS DEC”) issued a denial of the Clean Water Act Section 401 Water Quality Certification and other state stream and wetland permits for the Northern Ac-cess Project.

“While we are still analyzing the NYS DEC’s rationale, the denial is purportedly based upon NYS DEC’s de-termination that Supply and Empire’s construction ac-tivities will impermissibly affect the quality of waters in the state, notwithstanding voluminous detailed stud-ies prepared and submitted by the companies and our consultants that show any such effects are temporary and minor," said Ronald J. Tanski, President and Chief Executive Officer of National Fuel Gas Com-pany. "These construction activities would certainly have less effect than either exploding an entire bridge structure and dropping it into Cattaraugus Creek (Route 219) or developing and continuously operat-ing a massive construction zone in the middle of the Hudson River (Tappan Zee Bridge) for a minimum of five years, both NYS DEC approved projects. We and our contractors have a great record with respect to our construction practices. Our Empire Connector, Tioga County Extension, and Tuscarora Lateral proj-ects were completed through NYS DEC Region 8 be-tween 2007 and 2015, consisting of 110 total miles of pipeline and crossing 104 streams and 182 wetlands, and utilizing the same proposed construction practic-es with an excellent environmental record.

Tanski continued, “What is perhaps the most troubling aspect of this decision is that the NYS DEC waited literally until the 11th hour to issue this denial, even though we had detailed discussions with NYS DEC staff over a 34-month period and undertook detailed engineering and environmental studies at the agen-cy's request, to support the stream-crossing tech-niques that now form the basis of their denial. We believe the NYS DEC’s analysis completely ignores the record that we developed in this process and is inconsistent with the standards of the Clean Water Act. Further, it attempts to set a new standard that cannot possibly be met by any infrastructure project in the state that crosses streams or wetlands, whether

it is a road, bridge, water, or an energy infrastructure project."

Tanski explained, “Moreover, we are highly concerned about the ability of utilities in the state to meet the future energy needs of their consumers and the busi-nesses and industries that drive the state’s economy. New York’s continued denial of permits for energy infrastructure projects is simply not sustainable, as it will have the effect of reducing New York’s energy reliability, lead to higher costs for consumers and be a limiting factor in the ability for industry to locate or expand in the state. While New York proclaims that it is ‘open for business,’ and ‘a premier place to invest and grow,’ the NYS DEC’s action belies that claim.

He continued, “Today, 57 percent of the electric gen-eration capacity in the state is powered by natural gas, and, as more coal and nuclear power plants are scheduled to be shut down, new gas-fired plants are being built in their place. Additional natural gas in-frastructure is essential to connect nearby, growing supply areas to New York consumers. As New York continues a long-term transition to more and more renewable electric generation, it is essential for the natural gas industry to stand ready, at a moment’s no-tice, to provide the gas supply necessary to generate the power to support the reliability of the power grid. National Fuel remains committed to this energy infra-structure project that will be an important contributor to the energy dependability and economic vibrancy of New York state.”

Northern Access is a half billion dollar privately-fund-ed natural gas infrastructure expansion investment by Supply and Empire in Western New York and north-central Pennsylvania. The Project is designed to transport domestically-produced natural gas, pro-viding increased reliability to the Western New York natural gas markets, and access to a low-cost source of energy for residential and commercial customers throughout the North American pipeline grid. The Project also supports new and growing employment at National Fuel and is estimated to increase annual property tax receipts by $11.8 million for four New York counties, with an additional one-time sales tax impact of $6.6 million for the same four counties. Twelve school districts within those counties will benefit from the annual incremental increase in tax revenue.

Albert Cobb Garnett, 88, passed away on Saturday, March 25, 2017, while in hospice care at The Silverado Memo-ry Care Community, The Woodlands, TX. Like so many others afflicted with Alzheimer's, his passing ended a long decline into silence and isolation from those he loved. Al was beloved by his

family and friends and will be truly missed. Al was born June 5, 1928, in Norwich, NY, to Richard Hyler Garnett and Helen Genevieve Cobb Garnett. He spent his for-mative years in the northern New Jersey town of Boon-ton, where he first realized that hard work and persever-ance would be keys to a successful life. He graduated in 1947 from Boonton High School, scientific course of study, with many lifelong friends. He was a proud gradu-ate of Lafayette College, where he earned his BS in Civil Engineering in 1951. Al liked the challenge of outdoor physical work combined with his engineering expertise. He soon found his way with Mobil Oil Company to the jungles of Venezuela, where he was involved with seis-mic exploration for crude oil. His many exciting jungle stories got better with age!! He returned to the US to serve in the Army Corps of Engineers, stationed at the Engineer Test Center Fort Belvoir, VA. This turned out to be his lucky move since he found the love of his life, Joyce Ann, a recent William and Mary graduate, working nearby in Washington D.C. The newly-married couple re-turned to Venezuela where their son Richard was born. Returning again to the US, Al resumed his professional engineering career living and working in Hanover Town-ship, NJ, where their son Douglas was born, then to Al-lentown, PA, Houston, TX and finally to Alexandria, VA, where he was employed by the Federal Government in the DOT's Office of Pipeline Safety. Al and Joy retired in 1998 and returned to Texas to their new home at Palmer Bend Court in The Woodlands and later to The Forum at The Woodlands, where they always enjoyed "Texas Living." Both Al and Joy were active members of The Woodlands Community Presbyterian Church, where Al served industriously on the property committee. Al & Joy celebrated their 60th wedding anniversary on Feb. 23, 2017, a day truly blessed by God as Al was happy and bright for the celebration. James Moody passed away on Mon-day, April 10, 2017. He was born James Turnbo on April 13, 1940 to James Franklin Turnbo and the former Allie Cummins, but knew Thomas Moody as his father growing up; soon adopting his name. A career pipeline welder and later inspector, in 2016, he was recognized

as a 50 year life member of the Pipeliners Union Local 798. His most recent employment was with Wood Group Mustang Construction Engineering. A faithful Christian for 20 years, he was a member of the Assemblies of God church. James enjoyed his friends, flirting with waitress-es at his favorite cafes, sharing about his Lord, and his family. Preceded in death by his mother, Allie Singleton, and his sisters Viola White and Aileen McGee; he is sur-vived by his son, James Roy Turnbo and his wife, Karen; granddaughters, Lizz Jelsma and her husband Shane and Lydia Turnbo; a grandson, James Roy Turnbo II, and great-grandson, Auden Jelsma.

A Funeral Service was held April 15, 2017, at Pellerin Funeral Home of St. Martinville for McCraig Joseph Huval, 69, who passed away on Wednesday, April 12, 2017. McCraig Huval, or Mac, as he was known, was a force to be reckoned with. He was strong willed and well known for his generous heart and

good cooking. He grew up in the country with strong fam-ily ties. He helped out in his grandparents' dairy farm in Cade and was influenced by their down-to-earth wisdom and their respect for the land. By the time he was in high school in St. Martinville, Mac was driving a 1964 poppy red Ford mustang and had met the girl of his dreams, Kathy Bruno. They were married two days after gradua-tion in the St. Martin de Tours Catholic Church and cel-ebrated their 50th anniversary last May. He was quite the Cajun chef and loved cooking for friends and family more than anything. McCraig would feed anyone who was hungry. He was also very kind to animals and made sure all the pets ate well, too. As rugged an exterior that he could have, he was also nurturing and compassion-ate with a soft spot in his heart. A hard working family man, he wasn't demanding of others but he knew ex-actly what he wanted and accomplished his goal. Some of his best times were spent on a riding lawn mower. He enjoyed the ride and took pride in keeping the property neat and tidy. He was a down-to-earth realist and always slept with one eye open, protecting his home and family like a papa bear. And what about his name? It was one-of-a-kind, just like him. The backstory is that his parents, Lillian and Curtis, named him after the handsome ac-

tor Gordon McCrae. They adjusted the name a little to make it into "McCraig". He could well be the only one in existence ever named McCraig. The NAME McCraig?... It is probably safe to say he has taken that unique name with him. The MAN McCraig is another story... a story that will be forever remembered by all who met him. He is survived by his loving spouse of 51 years, Kathy Bruno Huval; son, David Huval and wife Bridget; daugh-ter, Rachel Meyers and husband Paul; sister, Patricia Ann Huval; grandchildren, Danielle Meyers and fiancé Dylan Duchamp, Devon Guidry, and Josie Basas and fiancé Zach Dauzat; great grandchildren, Amara and Troy Guidry, and Liam and Taigen Duchamp. He was preceded in death by his father, Curtis Francis Huval; and his mother, Lillian Segura.

She taught in a rural school in Hill County until she met her husband, Hall. They were married August 1, 1941, and were together for 62 years. They travelled on the pipeline with H. C. Price Company for many years after Hall was honorably discharged from the Army Air Corps at the end of World War II. In 1957, they settled in Hillsboro Texas to raise their children. Doris dedicated her life there to making a home for her family, teaching Sunday School, and participating in several clubs. Doris and Hall moved to Lewisville in 1965. She attended North Texas State University and received her Bachelor of Arts in Teaching, after which she taught at Lakeland Elemen-tary in Lewisville for 18 years. During her career as a teacher, she impacted many children's lives, received the Teacher of the Year award twice, and was presented the American Legion Award. When she retired in 1984, she and Hall travelled extensively throughout the United States and in Europe. She was active as a charter mem-ber of the Lewisville Area Retired School Personnel As-sociation (LARSPA); served as secretary of AARP for many years; and was active in Senior Citizen functions. In addition, she was a member of the Red Hat Club, par-ticipated in book clubs, and was involved in Bible stud-ies. Doris enjoyed painting, needlework, spelling bees, and working puzzles. She loved and prayed for her fam-ily, listened to Dr. McGee on the radio, and was an avid reader. She was a member of Lewisville Bible Church. Doris is survived by daughter, Karen Wilsdorf; and by son and daughter-in-law, James and Joan Lavender; five grandchildren: Patrick Hollenshead, Angela Jarvis, Brooke Rickard, Michele Lavender, and Billy Lavender; 13 great-grandchildren and 7 great-great grandchildren.
