There are numerous superintendents. The approximate starting date is September 1, 2018.

Pe Ben USA, Inc., ph (281) 452-4204 has been awarded contracts by TransCanada XL for the offloading and stock-piling 90 miles of 36-inch pipe in Union County, South Dakota. Headquarters is in Mad Butte, South Dakota.

Phillips 66 Co. is building a new pipeline (Gray Oak Pipe-line) from West Texas to the Gulf Coast and will cost $2 billion to build. The Gray Oak Pipeline system will have a capacity of 800,000 barrels of crude oil a day from West Texas' Permian Basin and South Texas' Eagle Ford Shale oil field to the Texas Gulf Coast, including Corpus Christi and the area around Sweeny and Freeport. It is re-ported that Holloman, Corporation, ph (281) 878-2600 and Pumpco, Inc.,(979) 542-9054 are to get underway in October 2018 with the first portion of the pipeline and MPG Contractors (713) 955-9901 will get underway in February 2019.

T. G. Mercer Consulting Services, Inc., ph (817) 489-7100 has been awarded a contract by Phillips 66 for pipe yard construction in Iron County, TX. Headquarters is in Willow Park, Texas. Superintendent is Larry Rodriquez. Ap-proximate starting date was mid-August 2018.

Oneok has awarded contracts for the Elk Creek Pipeline. The natural gas Elk Creek Pipeline is a 900 mile, 20-inch pipeline from near ONEOK’s Riverview terminal in east-ern Montana to its existing Mid-Continent NGL facilities in Bushton, Kansas. Spreads 1 – 4 are getting underway

Targa Resources was getting underway in late August 2018 on the Grand Prix Pipeline. Troy Construction, (281) 437-8214 has been awarded a contract for approxi-mately 250 miles of pipeline from near Hillsboro, Texas to Baytown, Texas.

According to reports, WHC, Inc., ph (432) 614-6433 has been awarded a contract to construct approxi-mately 80 miles of 20-inch pipeline from near Cleburne, TX to near Stephenville, TX. Construction is slated for October 2019.

Midship Pipeline Company, LLC is developing a natural gas pipeline project to create new firm transportation ca-pacity of up to 1,440,000 Dth/d connecting new gas pro-duction from the emerging STACK and SCOOP plays in the Anadarko Basin in Oklahoma to growing Gulf Coast

and Southeast markets via deliveries to existing pipelines (“Midship Project”), Construction contracts have been awarded to: M. G. Dyess, ph (601) 943-6663 and Strike Construction, ph (888) 353-1444. Work includes approx. 90 miles of 36-inch and 110 miles of 36-inch in Kingfisher County, Oklahoma and terminating at interconnects with existing interstate natural gas pipeline near Bennington, Oklahoma. The project also includes the Velma Lateral – approximately 13 miles of 16-inch pipeline that will begin at the Velma Processing Plant in Stephens County and end-ing in Garvin County; and the Chisholm Lateral – approxi-mately 20 miles of 30-inch-pipeline that will begin at the Chisholm Processing Plant in Kingfisher County and end on the mainline of the Midship project near Okarche. Work is slated to begin in September or October 2019.

The approximate starting date is not yet known.

We are working with the key agencies to resolve the issues in FERC’s order so we can resume construction as soon as possible. We are confident these issues can be resolved quickly without causing unnecessary delay to the project.

FERC has given us the opportunity to provide evidence of any portions of the project that serve an independent public need and are not impacted by the recent court rulings. We will respond with strong evidence demonstrating the independent public need to pro-ceed with construction of the Supply Header project, as well as por-tions of the Atlantic Coast Pipeline in West Virginia, eastern Virginia and North Carolina. These portions of the project will serve home heating and manufacturing needs in eastern Virginia and North Carolina and are not affected by recent court rulings.

With respect to the National Park Service approval to cross the Blue Ridge Parkway, we are already working with the agency to correct the errors and omissions identified by the court. We believe the agency can promptly reissue the permit based on the extensive public record and mitigation measures already in place.

With respect to the U.S. Fish & Wildlife Service, we have already provided the agency with all of the information necessary to issue a revised Incidental Take Statement. We anticipate the agency will do so shortly.

The Atlantic Coast Pipeline has been the most thoroughly reviewed infrastructure project in the history of our region. The recent action by the courts and FERC are further evidence of this unprecedented scrutiny and the high standard that is being applied to this project.

The Atlantic Coast Pipeline is critical to the economic and environ-mental future of our region, and we are working as quickly as we can to get construction back underway and avoid unnecessary de-lays. Public utilities in our region are depending on this infrastruc-ture to meet the real and urgent needs of the millions of customers they serve.

Delaying this infrastructure will force consumers and businesses to pay higher energy costs. It will slow down the transition to cleaner energy, and it will deprive public utilities of the reliable energy they need to heat the homes of a growing population and power local businesses.

Atlantic Coast PipelineFERC Order - A Statement from the ACP Team

Trans Mountain Expansion ProjectContractors Selected

Modified Stop Work Order Issued

Trans Mountain has selected seven contractors to lead construc-tion of the Trans Mountain Expansion Project, which includes work on 980 kilometres of pipeline and all associated facilities.

In addition to leading construction on their portions of the Project, the contractors will directly hire the individuals and sub-contrac-tors needed for each contract and scope of work in accordance with our commitment to maximize employment opportunities for Indigenous, local and regional communities.

The selected contractors all bring unique and extensive skill sets specific to their regions and responsibilities.

SA Energy Group is the general contractor for portions of pipe-line construction in Greater Edmonton (Spread 1), a portion of the North Thompson region (Spread 4B) and the Fraser Valley (Spread 6). A 50/50 General Partnership between Robert B. Somerville Co. Ltd. and Aecon Utilities, a division of Aecon Con-struction Group Inc., the group has substantial experience with large diameter pipeline construction and is an active member of the Pipeline Contractors Association of Canada. Midwest Pipelines Inc. is the contractor for the Yellowhead por-tion of the Project between Edmonton, AB and Jasper National Park (Spread 2) . Midwest’s executive and operational manage-ment team has more than 160 years of combined experience in pipeline construction, project management, and pipeline integrity work and specialty fabrication. The Ledcor Sicim Limited Partnership brings more than 120 years of pipeline experience, with a particular focus on challenging

mountainous terrain, to their role as contractor for the majority of the North Thompson portion of the Project (Spreads 3 and 4A).

Surerus Murphy Joint Venture, the contractor for the BC Interior portion of the Project between Black Pines and the Coquihalla Summit (Spread 5A), has a history of delivering large pipeline projects in challenging conditions.

Macro Spiecapag Joint Venture brings more than 90 years of experience in 60-plus countries building over 50,000 km of pipe-line, to the Project. This includes extensive experience in steep mountainous terrain making them well suited to the exceptional topography and engineering challenges of the Coquihalla-Hope portion of the Project for which they are responsible (Spread 5B). The contractor for the Lower Mainland - including the Westridge Marine Terminal, Burnaby Terminal and Tunnel, the Sumas Ter-minal, and pipeline from Langley to Burnaby (Spread 7) - Kiewit Ledcor TMEP Partnership has extensive experience and a proven track record finding solutions to minimize impacts on people af-fected by construction activities.

WorleyParsonsCord WorleyParsonsCord is the contractor responsible for the Ed-monton Terminal and all 12 pump stations included in the Trans Mountain Expansion Project. They have some of the most exten-sive experience in such construction in Western Canada, having completed more than 50 similar pump stations and work on termi-nals that includes more than 30 million barrels of storage.

Work is getting underway.

Mountain Valley Pipeline, LLC released the following statement on August 16, 2018 and background information in response to the modified stop work order issued by the Federal Energy Regulatory Commission (FERC) on August 15, 2018, for the Mountain Valley Pipeline (MVP) project. The modification allows construction to re-start for approximately 77 miles of the route in West Virginia, with exception of a 7-mile area located in proximity to the Weston Gauley Bridge Turnpike Trail. However, because of the continued work stop-page order that impacts more than 200 miles of the project’s route, MVP has released as much as 50% of its construction workforce.

“Despite the construction activities authorized under the modified work order and the FERC-approved stabilization plan, MVP was forced to take immediate measures to address an idled workforce and protect the integrity of the project. MVP is working to mitigate any additional job loss; and we believe we are making progress to receive authori-zation to resume full construction activities and return the currently released workers back to their jobs. Constructing the Mountain Valley Pipeline in the safest manner possible; minimizing impacts to sensi-tive species and environmental, cultural, and historic resources; and ensuring the highest levels of environmental protection remain our top priorities. As we continue working closely with the agencies to clarify and resolve the issues related to the stop work order, we appreciate the FERC’s responsible review and consideration of the modified work order and look forward to continuing the safe construction of this important infrastructure project.”

The August 3, 2018, stop work order was issued following a federal court of appeals ruling regarding the adequacy of permits for a 3.5-mile right-of-way in the Jefferson National Forest (JNF) issued by the U.S. Forest Service (USFS), relating to sedimentation controls; and the Bureau of Land Management (BLM), relating to the imprac-ticality of alternative routes. Those permits apply to only approxi-mately 1% of MVP’s overall 303-mile project route and MVP had previously halted construction work in the JNF on July 27, 2018. As FERC noted in its stop work order, “There is no reason to believe that the Forest Service or the Army Corps of Engineers, as the land managing agencies, or the BLM, as the federal rights of grantor, will not be able to comply with the Court’s instructions and to ultimately issue new right-of-way grants that satisfy the Court’s requirements.”

MVP remains committed to the earliest possible in-service date; however, under current circumstances a full in-service is now ex-pected during the fourth quarter 2019. MVP will continue daily evaluations of its construction plan and provide updates as the regulatory process progress.

PROJECT TAKES ACTION TO MANAGE RELATED AND ONGOING CONSEQUENCES

Mountain Valley Pipeline

ONEOKPreparing for Elk Creek Pipeline Construction

ONEOK, Inc. is invest-ing approximately $1.4 billion to construct a new pipeline, and re-lated infrastructure, to transport natural gas liquids (NGLs) from the Rocky Mountain re-gion to the company's existing Mid-Continent NGL facilities.

The Elk Creek Pipeline – an approximately 900-mile, 20-inch diameter pipeline that is expected to be completed by the end of 2019 – will have the capacity to transport up to 240,000 barrels per day (bpd) of unfractionated NGLs from near the company's Riverview terminal in eastern Montana to Bushton, Kansas. The Elk Creek Pipeline is expected to cost approximately $1.2 bil-lion, with related infrastructure costs expected to total approxi-mately $200 million. The pipeline will have the capability to be expanded to 400,000 bpd with additional pump facilities.

"The existing Bakken NGL and Overland Pass Pipelines are operating at full capacity. Additional NGL takeaway capacity is critical to meeting the needs of producers who are increas-ing production and are required to meet natural gas capture targets in the Williston Basin," said Terry K. Spencer, ONEOK president and chief executive officer. "The Elk Creek Pipeline will strengthen ONEOK's position in the high-production areas of the Bakken, Powder River and Denver-Julesburg regions and also provide additional reliability and redundancy on our NGL system."

According to reports right-of-way clearing and grading are get-ting underway in preparation for construction of the pipeline.

PROPOSED PROJECTS & UPDATES Dominion Energy Transmission has received a Notice of Environmental Schedule Review from the FERC for the proposed Sweden Valley Project. The project will include construction of: approximately 1.7 miles 20 inch pipeline lateral to the new Port Washington Metering and Regula-tion (M&R) delivery point in Tuscarawas County, OH; ap-proximately 3.2 miles of 24-inch pipeline looping in Greene County, PA; the re-wheel of compressors on three existing centrifugal compression sets at Dominion’s existing Newark Compressor Station in Licking County, OH; the installation of regulation equipment at Dominion existing South Bend Compressor Station in Armstrong County, PA and Leidy M&R Station in Clinton County, PA; and the construction of related appurtenant facilities. Dominion is proposing in-cremental rates for transportation service on the facilities proposed for construction herein. The cost of the project will be $49,876,709 million. If approved, the project will begin construction in early 2019 and will complete in late 2019.

Empire Pipeline, Inc., a subsidiary of National Fuel Gas Company, has received from the FERC Issuance of the Environmental Assessment for the Empire North Project. The company is seeking authorization to construct two new compression stations, one in the Town of Farmington,

N.Y., and the other in Jackson Township, PA, along with minor facility modifications to its existing Jackson Meter & Regulator Station and its existing New Victor Regula-tor Station, located in Jackson Township, PA, and Victor, N.Y. The Empire North Project consists of: installation of new electric motor-driven natural gas compressor facility off Hook Road on two tax parcels that total approximately 92.4 acres in the Town of Farmington, Ontario County, N.Y.; installation of new turbine-driven natural gas com-pression facility on two parcels that total approximately 42.2 acres off Buckwheat Hollow Road and Stateline Road in Jackson Township, Tioga County, PA; minor modifica-tions to existing New Victor Regulator Station, located off Valentown Road in Victor, N.Y.; minor modifications to the existing Jackson Meter and Regulator Station, located in Jackson Township, Tioga County, PA; and uprate of Maxi-mum Allowable Operating Pressure (MAOP) of the exist-ing Empire Connector Pipeline (ECP) that runs from Vic-tor, N.Y. to Corning, N.Y. from 1290 psig to 1440 psig, in accordance with federal pipeline safety regulations. The proposed uprate is not expected to require any construc-tion-related activities. The project has a targeted in-service date of November 2019.

Adelphia Gateway, LLC has received approval from the FERC for its proposed existing 84-mile, 18-inch mainline and 4.5-mile, 20-inch lateral gas pipeline, and existing appurtenant and auxiliary facilities, converting a portion of these existing facilities from dual oil and gas intrastate transportation service to solely natural gas transportation service; and construction of additional new facilities includ-ing two compressor stations totaling 11,250 horsepower, two pipeline laterals totaling 4.6 miles extending from the planned Marcus Hook Compressor Station to interconnec-tions in Chester, Delaware County, Pennsylvania and Clay-mont, New Castle County, Delaware, and various M&R sta-tions. Project is anticipated to be completed in late 2018.

The staff of the Federal Energy Regulatory Commission has prepared a favorable Draft Environmental Impact Statement (EIS) for the Calcasieu Pass LNG Project. The proposed project would include a new liquefied natural gas (LNG) export terminal and 23.4 miles of 42-inch-diameter pipeline in Cameron Parish, Louisiana. The terminal would include the following facilities: liquefaction facilities; two full-containment LNG aboveground storage tanks, each with a usable capacity of approximately 200,000 cubic meters; a 720 megawatt electric generating plant; a marine terminal

consisting of a turning basin and LNG carrier berths; LNG piping; transfer lines; loading facilities; and other infrastruc-ture. The pipeline would include the following facilities: one meter station; three mainline valves; one pipeline inspec-tion/cleaning device launcher at the meter station; and one pipeline inspection/cleaning device receiver on the terminal site. The FERC staff concludes that construction and op-eration of the project would result in some adverse envi-ronmental impacts, but these impacts would be reduced to less-than-significant levels.

Columbia Gas Transmission has filed a formal application with the FERC seeking to construct the Buckeye Xpress Project. The proposed project would include replacement of approximately 64 miles of existing, aging 20-inch and 24-inch natural gas pipeline from Vinton, Ohio, to Burling-ton, Ohio, on a portion of Columbia’s R-System. Columbia proposes to replace the existing pipeline potentially with 36-inch-diameter pipeline necessary to provide 275,000 Dth/d of additional firm capacity for the project. Upon com-pletion, the replaced line will be known as R-801. Columbia is proposing to place the project into service in November 2020. A phased in-service approach may be considered once customer negotiations are complete.

ning to commit up to 500,000 Dth/d to the project. Apache will also have the option to acquire equity from the initial partners. KMTP will build and operate the pipeline. In ad-dition, KMTP and EagleClaw will hold an open season for capacity on the PHP Project. The open season begins on August 10, 2018.

Medallion Pipeline Company, LLC announced the suc-cessful closing of its binding open season for a major expansion of its existing crude oil pipeline system in the Midland Basin (the “Expansion”). As previously announced, Medallion will expand six segments of its pipeline system to transport increased quantities of crude oil, produced form acreage proximate to Medallion’s system, to downstream pipelines and markets. Based on the capacity bids received during the open season, Medallion has received long-term binding commitments sufficient to move forward with the construction of the Expansion. The Expansion is expected to commence commercial operations in phases, with full commercial operations occurring during the fourth quarter of 2019. Because of the interest expressed by potential shippers during the open season, and based on ongoing discussions with potential shippers, Medallion is conduct-ing a supplemental open season to solicit additional bind-

ing long-term commitments for expanded capacity. The supplemental open season is subject to the same terms and conditions as originally proposed in the open season. The supplemental open season maintains the same trans-portation options, the same origin and destination points, the same rates and provides the same options for existing committed shippers as proposed in the open season. The supplemental open season will open on August 16, 2018, and will close as of 4 PM CDT on August 22, 2018.

Magellan Midstream Partners, L.P. announced that it is considering an expansion of the western leg of its refined products pipeline system in Texas and has launched an open season to assess customer interest. The proposed expansion would increase Magellan’s capability to trans-port refined petroleum products, such as gasoline and die-sel fuel, from Gulf Coast refineries to demand centers in Abilene, Midland/Odessa and El Paso, Texas, with further optionality to access markets in the states of New Mexico and Arizona, as well as international markets in Mexico via connections to other pipelines owned by Magellan and third parties. The pipeline’s current capacity of 100,000 barrels per day (bpd) could increase to 140,000 bpd following the expansion. Subject to the results of this open season and

Enbridge has received Notice of Approval to construct its Texas-Louisiana Markets Project. The project will serve increased electric and industrial demand along the U.S. Gulf Coast. This project is designed to transport up to 157,500 dekatherms per day (Dth/d) through reversal of throughput on the 30 inch diameter Texas Eastern pipe-line from Opelousas, Louisiana to Vidor, Texas. The project consists of two separate components: the Texas Industrial Market Expansion would add 82,500 Dth/d from an existing Egan Hub Partners receipt points to various delivery points at the AGL Golden Triangle meter station, and a future in-terconnect south of the Vidor Compressor Station, serv-ing Natgasoline LLC; and the Louisiana Market Expansion would add 75,000 Dth/d from Opelousas to a delivery point in Beauregard Parish, LA, serving electric utility Entergy Louisiana LLC. The project also involves replacement of two impellers and installation of two gas cooling bays at the existing Gillis compressor station. If approved, the project is slated for in-service in 2019.

Enterprise Products Partners L.P. and its affiliate, Enter-prise TE Products Pipeline Company LLC, is conducting an open season to gauge shipper support for incremental volumes of ultra-low sulfur diesel and motor gasoline on the company’s existing 14-inch diameter pipeline that origi-nates in Seymour, Indiana and terminates in the Chicago, Illinois area. To accommodate the additional throughput, Enterprise would increase the capacity on a portion of the 14-inch diameter pipeline in order to receive incremental product in the Indianapolis, Indiana area and deliver such product to the Griffith, Indiana area in Lake County. Pend-ing sufficient shipper commitments during the open season, expanded service would be expected to begin in Decem-ber 2018. The open season is being held in response to increased shipper demand for refined products deliveries into the Chicago area market. The Binding Open Season Commitment Period began July 9, 2018 at noon CDT and continues until 5 p.m. CDT on August 10, 2018.

The staff of the FERC has issued final approval for the Westlake Expansion Project involving construction and operation of facilities by Gulf South Pipeline Company, LP in Calcasieu Parish, Louisiana. Gulf South is propos-ing to construct and operate the following facilities as part of the Westlake Expansion Project in Calcasieu Parish, Louisiana: one new 10,000 horsepower compressor sta-tion (Westlake Compressor Station) and appurtenant facili-ties; approximately 1,600 feet of 16-inch-diamater natural gas pipeline lateral; and two new metering and regulating stations (Entergy Lake Charles and Varibus M&R Stations). The project will provide about 200 million cubic feet of natu-ral gas per day to the proposed 980 megawatt natural gas-fired combined cycle electric generating plant near West-lake, Louisiana. Gulf South plans to begin construction of the Westlake Expansion Project by September 2018 and

place the facilities in-service by August 2019.

Gulf Coast Express Pipeline LLC, a joint venture owned by affiliates of Kinder Morgan, Inc., DCP Midstream, LP and Targa Resources Corp. is underway with construction of the Gulf Coast Express Pipeline Project (GCX Project). The GCX Project Mainline portion consists of approximate-ly 82 miles of 36-inch pipeline and 365 miles of 42-inch pipeline originating at the Waha Hub near Coyanosa, Tex-as in the Permian Basin and terminating near Agua Dulce, Texas. Additionally, the Midland Lateral portion consists of approximately 50 miles of 36-inch pipeline and associated compression, connecting with the GCX Project Mainline. The project is expected to be in service in October 2019, pending the receipt of necessary regulatory approvals. Of the 220,000 Dth/d of available capacity, 60,000 Dth/d have been added to the project due to strong market demand.

Gulf South Pipeline Company, LP is proposing to con-struct the Willis Lateral Project to provide natural gas transportation service to its growing customer base in Southeast Texas, including Entergy Texas, Inc.’s Montgom-ery County Power Station. The investment will help improve infrastructure across a rapidly growing region. Gulf South proposes to construct approximately 19 miles of 24-inch pipeline in Montgomery and San Jacinto Counties, Texas, and additional compression within its existing Goodrich Compressor Station in Polk County, Texas. The proposed project will provide new capability of approximately 200 mil-lion cubic feet per day. Gulf South plans to begin construc-tion of the Willis Lateral Project by October 2019 and place the facilities in-service by May 2020.

Kinder Morgan Texas Pipeline LLC, a subsidiary of Kinder Morgan, Inc., EagleClaw Midstream Ventures, LLC, a portfolio company of Blackstone Energy Partners, and Apache Corporation announced that Exxon Mobil Corpora-tion has signed a letter of intent to support the proposed Permian Highway Pipeline Project (PHP Project). Under the letter of intent, ExxonMobil subsidiary XTO Energy may contract for up to 450,000 dekatherms per day (Dth/d) of capacity on the pipeline. The approximately $2 billion PHP Project will provide an outlet for increased natural gas pro-duction from the Permian Basin to growing market areas along the Texas Gulf Coast and is designed to transport up to 2 billion cubic feet per day (Bcf/d) of natural gas through approximately 430 miles of 42-inch pipeline from the Waha to Katy, Texas, areas, with connections to the U.S. Gulf Coast and Mexico markets. The PHP Project is expected to be in service in late 2020, subject to the execution of de-finitive agreements and the receipt of construction permits. As previously announced, KMTP and EagleClaw will be the initial partners, each with a 50 percent ownership interest in the project. Apache and EagleClaw will both be significant shippers on the proposed pipeline, with each entity plan-

Medallion Pipeline announced the successful closing of its binding open season for a major expansion to its ex-isting crude oil pipeline system in the Midland Basin. As previously announced, Medallion will expand six segments of its pipeline system to transport increased quantities of crude oil, produced from acreage near Medallion’s system, to downstream pipelines and markets. Medallion plans to construct a 16-inch operational loop of its existing Midkiff Lateral and plans to expand the capacity of the Crane Ex-tension, Reagan Gathering Extension, Santa Rita Lateral, Martin Lateral and Midland Lateral. Initially placed in ser-vice in October 2014, Medallion’s crude oil pipeline has undertaken a series of expansions to meet the increasing needs of producers and marketers in the Midland Basin. The existing system is a network of roughly 700 miles of 6-inch and larger crude oil pipeline facilities that aggregate and transport crude oil production to the Colorado City (Texas) Hub, the Crane Hub and the Midland Hub, provid-ing access to multiple long-haul, large-volume pipelines for transportation to downstream markets.Based on the capacity bids received during the open season, Medallion has received long-term binding commitments sufficient to move forward with construction. The expansion is expected to commence commercial operations in phases, with full

Midcoast Energy, LLC is proposing a new pipeline, the CJ Express Pipeline, which will be incorporated with exist-ing Midcoast facilities, to provide natural gas transportation services from the Carthage area to Houston Ship Channel and Gulf Coast markets. receipt of all necessary permits and approvals, the expand-ed capacity could be operational by mid-2020.

Jordan Cove Energy Project, L.P. and Pacific Connec-tor Gas Pipeline, LP has an application before the FERC for their proposed LNG and Terminal Pipeline. The project is designed to create a new LNG export point on the Or-egon coast to serve overseas markets particularly around the Pacific Rim. The LNG Terminal would be capable of re-ceiving natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and loading the LNG onto ves-sels at its marine dock. The proposed liquefaction facility would be capable of producing up to 7.8 million metric tons per annum of LNG. PCGP proposes to construct and oper-ate a new, approximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klamath, Jackson, Douglas, and Coos Counties, Oregon. The pipeline would be designed to transport 1,200,000 dekatherms per day of natural gas to the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Oregon. If approved and the project proceeds, construction is slated for the 2nd quarter of 2019 with an in-service date projected of 2024.

Magellan Midstream Partners, L.P. recently held an ex-tension of the open season to solicit commitments from shippers for a new pipeline to transport various grades of crude oil and condensate from the Permian and Eagle Ford Basins to multiple destinations in the Corpus Christi and Houston, Texas markets, including Magellan’s existing crude oil terminals in these markets. The proposed project would include construction of an approximately 375-mile, 24-inch diameter pipeline from Crane to a location near Three Rivers, Texas, providing shippers the option to ul-timately deliver crude oil and condensate from the Three Rivers area to the Houston area via a new 200-mile pipe-line or to the Corpus Christi area via a new 70-mile pipe-line. The potential pipeline system is expected to have an initial capacity of at least 350,000 barrels per day (bpd) with the ability to expand up to 600,000 bpd for each des-tination, if warranted by industry demand. Additional pipe-line extensions are being considered for Midland and Orla, Texas in the Permian Basin and Gardendale and Helena, Texas in the Eagle Ford Basin. Subject to receipt of all necessary permits and approvals, the proposed pipeline could be operational by the end of 2019.

will have an initial capacity to transport up to 400,000 bpd of unfractionated NGLs originating across ONEOK's supply basins and extensive NGL gathering system to the com-pany's storage and fractionation facilities at Mont Belvieu. The Arbuckle II Pipeline is expected to be completed in the first quarter 2020. The pipeline will have the capability to be expanded up to 1 million bpd with additional pump facilities, which could more than double ONEOK's current capacity between the Mid-Continent and Gulf Coast. The new MB-4 fractionator and related infrastructure, which includes addi-tional NGL storage capacity in Mont Belvieu, are expected to cost approximately $575 million and be completed in the first quarter 2020. ONEOK's total NGL fractionation capac-ity will increase to 965,000 bpd following the completion of MB-4. The initial capacity of the Arbuckle II Pipeline is more than 50 percent contracted, and MB-4 is fully contracted. Both are anchored by long-term contracts with terms rang-ing between 10 to 20 years. Adjusted EBITDA multiples for these projects are based only from these commitments but additional supply agreements continue to be negotiated. Demicks Lake plant and related infrastructure: The Demicks Lake natural gas processing plant and related field infrastructure are expected to cost a total of approx-imately $400 million and be completed during the fourth

quarter 2019. The Demicks Lake plant will be built in McK-enzie County, North Dakota, which is in the core area of the Williston Basin. The plant is supported by acreage dedica-tions with primarily fee-based contracts. The Demicks Lake plant is expected to contribute additional NGL volumes to ONEOK's NGL gathering system and natural gas volumes to ONEOK's 50 percent-owned Northern Border Pipeline. ONEOK's Williston Basin natural gas processing capacity will increase to more than 1.2 billion cubic feet per day fol-lowing the completion of the Demicks Lake plant.

Permico Energia is planning to build a 510 mile (821km) pipeline from the Permian basin in West Texas to a new fractionator it will build near Corpus Christi, TX. The pipe-line, called Companero, will have an initial capacity of 300,000 bbl/day of natural gas liquids (NGLs), said Per-mico, a US-based midstream company. The fractionator, called El Centro, will have a capacity of 300,000 bbl/day, Permico said. Another pipeline will lead from the new frac-tionator and terminate at the US NGL hub in Mont Belvieu, Texas, Permico said. It will have a length of 230 miles, have a capacity of 250,000 bbl/day and have ethane and pro-pane service. The fractionator will have yet another pipe-line, called Markham, that will have a length of 116 miles,

Northern Natural Gas Co. has initiated use of the FERC pre-filing process for the Northern Lights Expansion 2019/Rochester Expansion project. The project is com-posed of two discrete projects, the Northern Lights 2019 Expansion component and the Rochester Expansion component. The two projects will be built at the same time and Northern will be combining the two projects for the pre-filing into a single FERC application. The proposed facili-ties, which are subject to change as the pre-filing process progresses, initially include, for the Rochester project: (1) construction of 12 miles of 16-inch pipeline; (2) an increase in the maximum allowable operating pressure (MAOP) of 8 miles of the La Crosse branch line; and (3) a new Roch-ester town border station (TBS). The Northern Lights 2019 segment of the project will consist of construction of: (1)

10.2 miles of 24-inch pipeline; (2) 16.6 miles of branch line and mainline loops/extensions ranging in size from 6-inch- to 36-inch pipeline; (3) new compression at Northern’s ex-isting Faribault and Owatonna compressor stations; and (4) a new Carver Minnesota compressor station. Construc-tion start is anticipated for Spring 2019 with a tentative in-service date of November 2019.

National Fuel Gas Supply Corporation has received a Notice of Intent to Prepare an Environmental Assessment from the FERC on the Line YM28 & Line FM120 Modern-ization Project in Cameron, Elk, and McKean Counties, Pennsylvania. The natural gas project would consist of the following: approximately 14.4 miles of new 12-inch diam-eter pipeline installed within existing rights-of-way in McK-ean County (designated Line KL); approximately 5.8 miles of new 6-inch-diameter pipeline installed via insertion into the existing 12-inch-diameter FM120 pipeline in McKean and Elk Counties; abandonment in place of approximately 7.7 miles of the existing Line YM28 in McKean County; approximately 12.5 miles of Line FM120 removed from service in McKean, Elk, and Cameron Counties; removal and relocation of a meter set to the proposed Line KL; and new ancillary facilities including an interconnect in McKean County and miscellaneous valve and piping modifications.

ONEOK, Inc. announced plans to invest approximately $1.4 billion to construct a new pipeline, and related infra-structure, to transport natural gas liquids (NGLs) from the Rocky Mountain region to the company's existing Mid-Con-tinent NGL facilities. The Elk Creek Pipeline – an approxi-mately 900-mile, 20-inch diameter pipeline that is expected to be completed by the end of 2019 – will have the capacity to transport up to 240,000 barrels per day (bpd) of unfrac-tionated NGLs from near the company's Riverview termi-nal in eastern Montana to Bushton, Kansas. The Elk Creek Pipeline is expected to cost approximately $1.2 billion, with related infrastructure costs expected to total approximately $200 million. The pipeline will have the capability to be ex-panded to 400,000 bpd with additional pump facilities.

ONEOK, Inc. plans to invest approximately $2.3 billion between now and 2020 to construct: a new 400,000-bar-rel per day (bpd) natural gas liquids (NGL) pipeline – the Arbuckle II Pipeline – that will create additional NGL transportation capacity between ONEOK's extensive Mid-Continent infrastructure in Oklahoma and the company's existing NGL facilities in Mont Belvieu, Texas; a new 125,000 bpd NGL fractionator – MB-4 – in Mont Belvieu, Texas, and related infrastructure; and a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake plant and related infrastructure – in the Williston Basin. A subsidiary of Plains All American Pipeline, L.P. an-nounced the successful conclusion of the recent open sea-son for its Cactus II Pipeline, a new pipeline system with an initial capacity of 585,000 barrels per day extending from the Permian Basin to the Corpus Christi/Ingleside area. Cactus II pipeline capacity is fully committed with long-term third-party shipper contracts totaling 525,000 barrels per day, composed of 425,000 barrels per day of long-term minimum volume commitments and an additional 100,000 barrels per day of commitments associated with long-term acreage dedications. Approximately 60,000 barrels per day is reserved for walk-up shippers. Affiliates of certain third-party contracted shippers have options (exercisable no later than mid-2018) to participate as joint venture partners for up to 35% of Cactus II. PAA is expected to retain 65% ownership and will serve as operator. The Cactus II pipeline system will have origination points at Orla, Wink, Midland, Crane and McCamey, Texas and will be capable of trans-porting multiple quality segregations. The system includes a combination of capacity on existing pipelines and two new 26-inch pipelines and is expandable to approximately 670,000 barrels per day through the addition of incremental pumping capacity. The first new pipeline will extend from Wink to McCamey, TX, and the second new pipeline (which

is expected to be owned within the Joint Venture) will ex-tend from McCamey to the Corpus Christi/Ingleside area, and have flexibility to access multiple docks. Permitting, right-of-way and procurement activities are underway, and the pipeline system is targeted to be operational in the third quarter of 2019.

Plains All American Pipeline, L.P. will construct the Sun-rise Expansion Project. The Partnership plans to extend its Sunrise Pipeline system, which currently originates at Midland and connects with Colorado City, by building ap-proximately 180-miles of 24-inch pipeline from Colorado City, TX to Wichita Falls, TX. The balance of the capacity will be provided by a combination of spare capacity and capacity enhancements to existing pipelines, which include capacity expansions to our Delaware Basin system of up to 200,000 barrels per day. The pipeline system will deliver to Plains' and third-party terminals in Cushing, OK. Subject to timely receipt of necessary permits and regulatory approv-als, the additional capacity is expected to be operational in early to mid-2019.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, is proposing to develop a natural gas pipeline

have a capacity of 175,000 bbl/day and have ethane, pro-pane and y-grade service, Permico said. This pipeline will terminate at the Markham storage facility. Construction will start in the second quarter of 2018, and operations should start in the fourth quarter of 2020.

Phillips 66 Partners announced that it has received suf-ficient binding commitments on an initial open season to proceed with construction of the Gray Oak Pipeline sys-tem. The Gray Oak Pipeline will provide crude oil trans-portation from West Texas to destinations in the Corpus Christi and Sweeny/Freeport markets. Origination sta-tions will be constructed in Reeves, Loving, Winkler, and Crane counties in West Texas, as well as from locations in the Eagle Ford production area in South Texas. The pipeline is expected to be placed in service by the end of 2019, and is backed by long-term, third-party, take-or-pay commitments with primarily investment-grade customers. Gray Oak Pipeline, LLC, a joint venture owned 75 percent by Phillips 66 Partners and 25 percent by Andeavor, will own the pipeline system. Other third parties, including En-bridge Inc., have an option to acquire up to 32.75 percent interest in the joint venture. If all options are exercised, Phillips 66 Partners’ ownership would be 42.25 percent

and Andeavor’s ownership would remain 25 percent. Gray Oak Pipeline, LLC received enough volume commitments in the form of precedent agreements to hold a second binding open season. This open season provides an op-portunity for additional shippers to enter into transporta-tion services agreements that provide long-term crude oil transportation on the Gray Oak Pipeline. The ultimate scope and capacity of the pipeline will depend on the out-come of the second open season. Subject to the results of the open season, the Gray Oak Pipeline could transport up to 700,000 barrels per day or more of crude oil from the Permian Basin to downstream markets. Assuming the pipeline is fully subscribed, its capacity could ultimately be expanded to approximately 1 million barrels per day of long-haul takeaway. In Corpus Christi, the Gray Oak Pipe-line will connect to a new joint venture marine terminal under development by Buckeye Partners, L.P. Buckeye will have a 50 percent interest in the terminal joint venture and will be the operator, while Phillips 66 Partners and Andeavor each will have a 25 percent ownership interest. The terminal will have an initial storage capacity of 3.4 million barrels and is expected to begin operations by the end of 2019.

in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The Texas Connector Project will be comprised of two seg-ments totaling 34.2 miles of new 42-inch diameter pipeline and approximately 4.65 miles of variable diameter lateral pipelines. The 26.6 mile northern pipeline segment will transport gas from interconnections with Houston Pipeline Company, Texas Eastern Transmission, and Florida Gas Transmission Company. This northern segment will also interconnect with underground natural gas storage facili-ties at the Golden Triangle Storage and Centana Intrastate Pipeline, LLC facilities in Jefferson County, Texas. The 7.6 mile southern pipeline segment extending south from the Liquefaction Project will interconnect with the existing pipe-line systems of Natural Gas Pipeline Company of America and Kinder Morgan Louisiana Pipeline Company in Cam-eron Parish, Louisiana. The Texas Connector Project will be capable of delivering approximately 2,000,000 million British thermal units (“MMBtu”) per day of natural gas to the Liquefaction Project. The northern pipeline segment will be located in Orange and Jefferson Counties, Texas, and the southern segment in Jefferson County, Texas and Cameron Parish, Louisiana. The pipeline will also pass

through the jurisdictional boundaries of the cities of Beau-mont and Port Arthur, Texas. Approximately one mile of the south segment will be installed under Sabine Pass ship-ping channel via horizontal directional drilling. Port Arthur Pipeline proposes to construct two compressor stations, one for the south pipeline segment and one for the north pipeline segment. The major compressor station equip-ment will be comprised of compressors with either natu-ral gas or electric drivers, suction scrubbers upstream of the compressors, electric motor-driven natural gas coolers downstream of the compressors, unit and station blow-downs with silencers, above and below ground piping and valves, and system utilities. The meter stations will con-sist of unmanned facilities containing a meter and regula-tor building, pig launcher/receiver assemblies, meter and control valve skid, separator, condensate tank, associated above and below ground piping, and valve fixtures to tie-in to the two proposed pipeline segments. Construction is ex-pected to begin in the third quarter of 2021, with commer-cial operations expected to begin in third quarter of 2022. On October 16, 2017, Port Arthur Pipeline filed another application requesting a certificate of public convenience and necessity for the Louisiana Connector Project, au-thorizing Port Arthur Pipeline to construct, own, and oper-

ate additional new proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project will be capable of delivering approximately 2,000,000 MMBtu per day of natural gas to the Liquefaction Project. The Louisiana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. The an-ticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022.The Louisiana Connector Project will include 131 miles of 42-inch diameter gas pipeline, a new compressor station, interconnection facilities with interstate and intrastate natural gas facilities, and other appurtenant facilities. The proposed Louisi-ana Connector Project facilities will extend from an interconnect with Columbia Gas Transmission (MP 130.9) located northeast of Eunice, Louisiana in St. Landry Parish through Evangeline, Allen, Beauregard, Calcasieu, and Cameron Parishes in Louisiana and Jefferson County, Texas and termi-nate at the proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisi-ana Connector Project, along with the Texas Con-nector Project facilities proposed in this proceed-ing, will be the primary means of delivery of feed gas to the Liquefaction Project. Both projects are needed to provide service to the Liquefaction Proj-ect and will allow flexible access to multiple sup-ply basins and systems of upstream transporters.

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES Combined, the projects will give more gas sellers access to Port Arthur LNG and Port Arthur LNG access to more supply basins.

The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Or-ange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with exist-ing energy infrastructure rights-of-way. The approximately 7-mile southern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Arthur Liq-uefaction Project. The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to vari-ous intra- and interstate pipelines, providing access to a number of major U.S. natural gas supply basins. Construc-tion is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

San Mateo Black River Oil Pipeline, LLC, a wholly-owned subsidiary of San Mateo Midstream, LLC, recently held a binding open season to gauge shipper interest in committed crude oil interstate transportation service on the Rustler Breaks Pipeline Project, a proposed approxi-mately 17-mile, 10-inch diameter crude petroleum gathering and transportation system to be constructed and operated by San Mateo from certain points of origin in Eddy County, New Mexico to an interconnect with Plains Pipeline, L.P. in Eddy County, New Mexico. This open season provided an opportunity for shippers to support the project by making acreage dedications and volume commitments for priority (firm) service, or acreage dedications for non-firm commit-ted service, thereby becoming committed shippers for the term of their transportation services agreements. The final volume of capacity for both committed and uncommitted service on the project will be determined by San Mateo in part based on the results of this open season.

Tallgrass Energy, LP announced an open season solicit-ing binding shipper commitments for crude oil transporta-tion service on the Seahorse Pipeline. The proposed Sea-horse Pipeline is expected to be 30 inches in diameter and approximately 700 miles long, with the capacity to transport up to 800,000 barrels of crude oil per day from the Cush-ing oil hub to the Louisiana Gulf Coast. The pipeline will operate as a multi-grade common batch system that, along with Tallgrass’ Pony Express Pipeline, will ensure domestic refiners and international markets have access to “neat” barrels from five different production basins. Seahorse is expected to start commercial operations in the third quar-ter of 2021. In addition, to accommodate shipper interest and continued growth in the Powder River, Denver-Jules-

burg and Bakken producing regions, Tallgrass expects to complete pump optimization projects to expand capacity on its Pony Express Pipeline to enable it to transport up to 400,000 barrels per day by the end of the year. If ship-per interest exceeds that added capacity, Tallgrass may expand the Pony Express Pipeline further through po-tential additional horsepower and/or looping to facilitate

large-scale movements from Guernsey and northeast Colorado. The Seahorse open season runs through Oct. 1.

Tallgrass Energy, LP and Silver Creek Midstream, LLC announced a binding open season soliciting additional ship-per commitments for Niobrara (API 34 – 42) crude oil trans-portation service on the Iron Horse Pipeline. The system is designed to add additional grades of crude oil as nec-essary. Iron Horse, which has secured a 10-year producer-supported committed transportation contract for 15,000 bar-rels per day, is under construction and currently expected to start commercial operations by Feb. 1, 2019, with an initial capacity of approximately 100,000 barrels per day that is expandable to approximately 200,000 barrels per day. The Iron Horse Pipeline is not dependent upon the results of this open season to begin commercial operations. Iron Horse is a joint venture between Tallgrass and Silver Creek to trans-port crude oil from the growing Powder River Basin to the Guernsey, Wyo., oil hub. The approximately 80-mile, 16-inch Iron Horse pipeline will consist of 40 miles of new-build and 40 miles of gas-to-oil conversion pipe. At Guernsey, ship-pers will have access to the Tallgrass Pony Express Pipeline and other pipelines accessible through Tallgrass Terminals’ Guernsey Terminal, which is under construction and expect-ed to start commercial operations in the fourth quarter of 2018. The approximately 250-mile Silver Creek Gathering System is also currently under construction and the com-pany has secured multiple long-term commitments for crude oil gathering and transportation services. The System’s 16-inch trunkline is expected to have an initial capacity of ap-proximately 100,000 barrels per day and is expandable up to 200,000 barrels per day and will connect to the Iron Horse Pipeline at Silver Creek’s Midway Terminal in Converse County. The Silver Creek Gathering System is expected to be in service by Feb. 1, 2019. The Iron Horse open season runs through August 17, 2018.

Targa Resources Corp. NextEra Energy Pipeline Hold-ings, LLC, an indirect, wholly-owned subsidiary of Nex-tEra Energy Resources, LLC; WhiteWater Midstream, LLC, a portfolio company of Denham Capital Management and Ridgemont Energy Partners; and MPLX LP), announced the execution of a letter of intent (and associated term sheets) for the joint development of the proposed Whistler Pipeline Project, which will provide an outlet for increased natural gas production from the Permian Basin to growing markets along the Texas Gulf Coast. The Whistler Project is designed to transport approximately 2.0 billion cubic feet per day (“Bcf/d”) of natural gas through approximately 450 miles of 42-inch pipeline from Waha, Texas to NextEra’s Agua Dulce market hub, with an additional approximately 170 miles of 30-inch pipe continuing from Agua Dulce and terminating in Whar-ton County. Supply for the Whistler Project will be sourced from multiple upstream connections in both the Midland and Delaware Basins, including direct connections to Targa

plants through an approximately 27 mile 30-inch pipeline lateral, as well as a direct connection to the 1.4 Bcf/d Agua Blanca Pipeline, a joint venture between WhiteWater, WPX Energy, MPLX and Targa, which crosses through the heart of the Delaware Basin, including portions of Culberson, Lov-ing, Pecos, Reeves, Winkler, and Ward counties. The Whis-tler Project would have access to the Nueces Header and premium markets at Agua Dulce, as well as along a northern extension through Corpus Christi to the Houston Ship Chan-nel to serve markets along the Texas Gulf Coast. Targa, Nex-tEra, MPLX and WhiteWater (and their respective producer customers) would collectively commit volumes in excess of 1.5 Bcf/day to the Whistler Project.The Project would begin operation in the fourth quarter of 2020, subject to execu-tion of definitive agreements and the receipt of necessary regulatory approvals. The named parties have committed to be exclusive to the Project for a period of time sufficient to complete definitive agreements. The Whistler Project will be constructed by NextEra Energy Pipeline Holdings and oper-ated by Targa. The Project is expected to be financed at the project level. In addition to the commitments of the Project sponsors and their producer customers, the Whistler Proj-ect is in negotiations for additional firm transportation com-mitments and is expected to launch an open season in the coming months with respect to any remaining firm intrastate transportation capacity.

TransCanada Corporation has successfully concluded the Keystone XL open season, securing approximately 500,000 barrels per day of firm, 20 year commitments, posi-tioning the proposed project to proceed. Interest in the proj-ect remains strong and TransCanada will look to continue to secure additional long-term contracted volumes. The an-nouncement builds on the November 20, 2017 decision by the Nebraska Public Service Commission to approve the Keystone XL route through the state. The approved route was based on a comprehensive review of the evidence sub-mitted by all parties in the hearing process as well as state agencies to ensure it has a minimal impact to the public and to Nebraska's natural resources. TransCanada is continuing outreach in the communities where the pipeline will be con-structed and is working collaboratively with landowners in an open and transparent way to obtain the necessary ease-ments for the approved route. Construction preparation has commenced and will increase as the permitting process ad-vances throughout 2018, with primary construction expected to begin in 2019.

Transcontinental Gas Pipe Line Company has received FERC approval for its Rivervale South to Market Project in Bergen, Hudson, and Union Counties, New Jersey. The project would include constructing 0.61 miles of 42-inch-diameter pipeline loop along Transco’s Mainline A (Bergen County); uprating 10.35 miles of the existing 24-inch-diam-eter North New Jersey Extension from the Paramus M&R

The North New Jersey Extension would be uprated from a maximum allowable operating pressure of 650 pounds per square inch gauge (“psig”) to 812 psig; upgrading the existing valves, including overpres-sure protection valves, and yard piping, and related activities at the Paramus, Central Manhattan, Orange and Rockland, and Emerson M&R stations; and construct additional facili-ties, such as mainline valves, cathodic protection, internal inspection device launchers and receivers, and communica-tion equipment. A final FERC project decision was slated for June 14, 2018. The meter station work is slated for February 2019, and the pipeline loop construction would begin in sum-mer/fall 2019. Tentative scheduled in-service date is winter 2019/2020.

Transcontinental Gas Pipe Line Company has received FERC approval for the Gateway Expansion Project involv-ing construction and operation of facilities Transcontinental Gas Pipe Line Company (Transco) in Essex and Passaic Counties, New Jersey. Transco proposes to perform the fol-lowing activities for construction of the project: Compressor Station (CS) 303 (Essex County, New Jersey), expansion of the existing building to include one new 33,000 horse-power electric-motor driven compression unit and ancillary equipment; install gas cooling equipment; extend existing security fencing to encompass new equipment; and a new driveway to connect the new gas cooler location with CS 303. Roseland Meter and Regulator (M&R), Essex County, New Jersey - one new 36-inch ML block valve with automa-tion controls; and actuator modification on existing ML block valve. Paterson M&R, Passaic County, New Jersey - remove existing 12-inch headers, meter skid, building, and associat-ed equipment; install a meter skid with two 6-inch ultrasonic meters with 12-inch inlet and outlet headers; install a new M&R building; install new remote terminal unit (RTU)/ gas chromatograph building; install new flow computer, radio, and an antenna/pole; and install a new condensate tank. The project has a targeted in-service date of Nov. 1, 2020.

V-Tex Logistics, LLC, an indirect wholly owned subsidiary of Valero Energy Corporation, has signed an agreement with Magellan Pipeline Company, L.P., an indirect wholly owned subsidiary of Magellan Midstream Partners, L.P. to jointly build an approximately 135-mile, 16-inch products pipeline from Houston to Hearne, Texas. In addition, Valero will sepa-rately build a terminal in Hearne, a terminal in Williamson County, Texas, and an approximately 70-mile, 12-inch pipe-line connecting the two terminals. Valero’s expected cost for the projects is $380 million with targeted completion in mid-2019. Construction of these pipelines and terminals will provide a reliable fuel supply alternative for the fast-growing Central Texas marketplace. The new pipelines and terminals are expected to supply up to 60,000 barrels per day into Williamson County.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Ex-press Pipeline) have received a Draft Environmental Im-pact Statement from the FERC to construct a liquefied natu-ral gas (LNG) export terminal and pipeline facilities located in Plaquemines Parish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Project or Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export ter-minal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Termi-nal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission. The two parallel and ad-jacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transportation capacity of approxi-mately 1,970,000 Dt/d to the Terminal. Total cost of the pipe-line portion of the project is estimated to be approximately 284 million dollars.

Williams Partners L.P. has an application before the FERC seeking authorization for its Southeastern Trail Expan-sion project, which would create 296,375 dekatherms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a wholly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent, including the general-partner interest. Williams Partners has executed precedent agreements with utility and local distribution com-panies located in Virginia, North Carolina, South Carolina and Georgia for firm transportation service under the proj-ect. Once complete, the project will help meet the growing natural gas demand in the Southeast, as well as provide ac-cess to new sources of domestic natural gas supply while enhancing system reliability. The company held an open season for the project last summer and executed long-term binding precedent agreements with five natural gas shippers for 100 percent of the firm transportation capacity. Custom-ers served by the project are PSNC Energy, South Caro-lina Electric & Gas, Virginia Natural Gas, the City of Buford, Ga., and the City of LaGrange, Ga. Subject to approval by the Federal Energy Regulatory Commission, the Southeast-ern Trail Expansion project will consist of approximately 7.7 miles of 42-inch pipeline looping facilities in Virginia, horse-power additions at existing compressor stations in Virginia, and piping and valve modifications on other existing facili-ties in South Carolina, Georgia, and Louisiana to allow for bi-directional flow. The certificate application reflects an ex-pected capital cost of $404.8 million and a target in-service commitment of Nov. 1, 2020.

Terry Thurston Gooch, 60 of Magnolia passed away at the Mag-nolia Rehab Center Saturday morning August 11, 2108 with his family at his bedside.. He was born September 18, 1957 in Mag-nolia to Thurston Gooch and Jean (Martin) Gooch. He worked as a construction worker in the pipeline industry. He enjoyed being with family and friends and was an avid deer hunter. He will be missed by all that shared in his life. He was preceded in death by his parents. Survivors include: brother Tommy Gooch and wife Ginger of Texarkana, Arkansas; two sisters: Anita Segraves and Lou Johnson of Marshall, Texas; and several nieces, nephews and cousins. Also left to mourn his passing are three special friends: Betty Page, Burnett Conway and Anthony Wright.

Jason Lee Hickman, age 34, of Mart, Texas passed away August 19, 2018 in Fredericks-burg, Texas. Jason was born February 17, 1984 in Sapulpa, Oklahoma, son of Kathy and Les Hicks and Jimmy Hickman. On July 16, 2011, he was united in marriage to Jes-sica Beck in Mart, Texas. To this union two children were born, Alliey Leigh, age 8 and

Jason Rhett, age 5. Jason was born fearless. Nothing could stop him. Once his mind was made up he was going to figure out how to make it happen. He was a tough man with a gentle soul and huge heart. He was such a proud father, the best father his kids could ask for. His big tough attitude softened up the first time he held his daughter and again when he held his son. He could be a bit stubborn and loved to argue to prove his point. He was one of the hardest workers around and was a mentor to many fellow coworkers. He was a “fixer.” He might have added a bit of red-neck ingenuity to it, but he would call it fixed. He was true to his word and everyone around him knew they could always count on Jason’s word. He is preceded in death by his grandparents, Kenneth Cook, Louise Tooley, Ed Hickman, Irene Howard, and Charles and Lucille Hicks; father-in-law, Thomas Beck; uncles, Daniel Walkingstick, Sr, Ricard Hicks and Roger Hickman; aunt, Tonya Hicks; and cousins, Daniel “Brother” Walkingstick, Jr. and Michael Jordan. Jason is also survived by many friends he considered his “Road Family.”

Timothy Simmons, Jr., a pipeliner, passed away July 18, 2018, at the age of 25. He was a member of Loch Arbor Baptist Church who loved hunting, swimming with his family, and listening to music. He is survived by his parents, Tim and Theresa Sim-mons of Monroe, LA; grandparents, Homer Underwood of Mon-roe, LA, and Patricia Simmons of Monroe, LA; siblings, Jennifer Simmons, Daniel Simmons, Matthew Simmons and girlfriend Candace Dodd, Kayla Simmons all of Monroe, LA. Serving as pallbearers were Lewis Hewett, Daniel Simmons, Matthew Sim-mons, Triston LaFleur, Joey Monahan and Jerry Sikes.

Roger Glen "Moon" Mullins, 68, entered into rest on August 10, 2018. He is preceded in death by his parents, Guy and Tressie (Legg) Mullins, and his grandson, Jeremy Ferrebee. He is survived by his wife Peach; and best friend, Sadie, of Clay; daughter, Tressi Mul-lins; step-daughters, Jennifer Douglas, Beth and Janet Ferrebee, and Anita (Benny) McK-

inney; sister, Dorothy Fitzwater;brother, Sammy Mullins; grand-children, Daniel, Emily, Hannah, Dylan, Josh, Adam, Jake, John, Chelsea and Jarod; and two great-grandchildren. He and his wife are the owners of Peach's Place in Procious. He served in Vietnam for the United States Army. Moon was a retired pipe-liner for the Louisiana Labors Union, Local #692. He was an avid hunter and fisherman and loved the outdoors. He was a member of the Big Knob Hunting Club and was a volunteer for the annual Wallback Lake Youth Fishing Derby and Buffalo Creek Recre-ational Trail. He will be missed by many loving friends.

Funeral services for C.L. (Chuck) Day, 87, were held July 18, 2018 at Rose-Neath South-side Chapel in Shreveport, LA. Chuck was born on March 24, 1931 to Thelma Chapel and Nathaniel Frank Day in Monroe, LA. He passed away peacefully on July 13, 2018. He served as a Corporal in the 999th A Battalion in the U.S. Army during the Korean War. He

was employed with United Gas Pipeline Company for 37 years and retired as Latex Compressor Station Superintendent at Pa-nola, TX. He was ordained as Deacon at Bethany Baptist Church in Bethany, LA and served there as well as at New Hebron Bap-tist Church in Elysian Fields, TX. He was a member of the 12th District Honor Guard and a lifetime member of VFW Post 2238. Chuck was preceded in death by his father, Frank Day, Sr. and mother, Thelma Day; two brothers, Frank Day, Jr. and Maurice Day; two sisters, Katherine Huber and Marjorie Huber; son-in-law, Royce G. Walker and granddaughter, Katherine Caraway. Left to cherish his memories are his beloved wife of 60 years, Elizabeth Day; daughter, Lisa Walker Ogden and husband Jerry; daughter, Sharon Pope; son, Lindy Day and wife Ellen; grand-children, Jessica Bullard, Holland Caraway, Rebekah Pope, Trey and JayDon Day; seven great-grandchildren and seven 7 nieces and nephews. Honoring Chuck as pallbearers were Jim-my White, Robert Wilkerson, Jerry Ogden, Jackie Rose, Charlie LaBorde and Donnie LaBorde.

OBITUARIES Robert Lynn Anderson, 66, passed away August 12, 2018 at his home in Rock Springs, Wyoming. He was a long-time resident of Rock Springs. Mr. Anderson was born on April 17, 1952 in Nebraska City, Nebraska, the son of Cecil James Anderson and Simone Mela-nie Alfred De Ceunynck. Mr. Anderson mar-ried Jane Ellen Anderson on March 25, 1972

in Craig, Nebraska, and she preceded him in death on October 28, 2009 in Rock Springs, Wyoming. He worked as a pipeliner for many companies for 51 years, and he retired in August 2017. Mr. Anderson enjoyed spending time with family, taking photo-graphs, pipe lining, gardening, traveling, sky diving, motorcycles, relaxing to the sound of birds, dogs, drinking wine and beer, bar-becuing, hiking, fishing, and making videos of his adventures. Survivors include four sons; Anthony Anderson of Colorado Springs, Colorado, Michael Anderson of Salt Lake City, Utah, Jacob Anderson, Joseph Anderson both of Rock Springs, Wyo-ming, one brother; Paul Anderson of Omaha, Nebraska, three sisters; Suzanne Rasschaert of Minnetonka, Minnesota, The-resa Sallach of Murray, Nebraska, Yvonne Bill of New York City, New York, twelve grandchildren; James Shaylin, Kylee, Mariah, Alyssa, Mari, Michael, Karyssa, Jonah, Destini, Grayson, Jaxon, and one on the way. He was preceded in death by his parents, wife; Jane Ellen Anderson, and one son; Bret Allen Anderson.

Gregory Paul Black, 43, of Belmont, passed away July 5, 2018. Greg was born Jan. 24, 1975, in Wellsville. He attended Belmont Central School. Greg was born in the Age of Aquarius. The qualities that drew people to him were also his greatest strengths as a hu-man being. He had such beautiful eyes and a smile that could melt your heart. He was a

progressive and independent thinker. He was a humanist and champion of social justice issues. Greg loved stimulating and in-tellectual conversation and had a healthy, if somewhat dry, sense of humor. He used his mind at every opportunity. While Greg gave freely of himself, he wore his heart on his sleeve and could become easily wounded in his feelings. Greg had a great desire for material gain but was not greedy. He was a tireless worker and was willing to work for what he wanted, never demanding more than his fair share. He had a gift of being able to read char-acter instinctively. Greg loved music. Everything from Al Green to Pantera. He had a music service and a great wireless speaker, and we jammed more than once at the house. He always had his headphones at the ready and listened to his favorite hits when working in the yard. Music was one of the things Greg and I shared, and I will hold those memories forever. Greg loved to travel and his current job with 798 Pipeliners afforded him that. It was a place where he could work hard now and later retire to fulfill his dreams of owning a piece of land and a place of his own. He earned good money and spent it well. He had the latest tech gadgets, but really had a knack for cars - Hondas of course. He was mechanically adept and worked tirelessly to keep them well maintained. No doubt his mechanical ability came from his Grandpa Black and his uncles. He also had some unusual work experience. When living in Colorado, he lived and worked at the renowned Broadmoor Hotel. He worked first on the greens and then in setting up for banquets. He saw Michael Jordan there

once for a golf tournament. He also worked on the summit at Pikes Peak where you had to dress for winter even in the sum-mer. He loved his time and adventures in Colorado and always found a reason to go back. Greg was my light; my sun. He was fiercely loyal to his family and friends and expected the same in return. He had many friends because of his genuine, down-to-earth personality, but had few confidants, people he trusted. Among those were his childhood friends Scotty and Dave. Later it was Mikey, too. He had a few close friends in Colorado that he kept in contact with and would visit when possible. One of his closest, Chris Steppler, also died too young. His death had a pro-found effect on Greg. Now, they can catch up. One of his friends said, "He always made you feel like you were somebody." He avoided the everyday drama, preferring to visit with his friends and family. Greg was truly one of the "good guys." No mother could be prouder than I to have had him as a son. His laughter, genuine thirst for knowledge and truth, his ability to see the best in others, his warm heart and beautiful soul will live forever in the hearts of those he loved and those who loved him. Surviving are his mother and stepfather, Marcella Black Tronetti and Charles "Bud" Tronetti; aunts, uncles and cousins. He was predeceased by his grandparents, Richard and Onalee Allen Black; and his uncle, Douglas Perry. Keith Lessard, "Keeter", age 67, of Nece-dah formerly of South Milwaukee passed away August 10, 2018. He will be dearly missed by his wife Sheryl (nee Lambert); his mother Ione Lessard of South Milwaukee; four children Jim, Jake (Dawn), Jeannine (Tony) Caruso and Christine (Michael) Knight; nine grandchildren; seven great grandchildren and

five brothers and two sisters. He was preceded by his father Vern Lessard and his uncle Bobby Lessard. Keith was a long time employee of Michels Pipeline.

After a perfect day with the love of his life, he kissed her goodnight and drifted off to sleep. Donald William Thorn, native of Vina, AL, born June 27, 1949 to William E. and Oniece W. (Lindley) Thorn, leaves behind a great legacy of love and service to the Lord, his church, his family and friends. Aged 69, he passed away suddenly on Friday, August

3, 2018, at his home in Perrysburg, which he shared with his loving wife of 45 years, Judy (White) Thorn. He had recently re-tired after a lengthy career in the pipeline industry, which he had worked in since the age of 16. He met Judy in Ashland, KY at the Bluegrass Grill, and from the first date onward they knew they were meant to be life-long partners. He graduated as valedic-torian of Vina High School, aged 16. He went on to attend the University of Alabama, earning a degree in aerospace engineer-ing and igniting a lifelong passion for the greatest college football team that has ever existed. Roll Tide. Don had a lengthy and successful career that took him across the entirety of the United States and every corner of the globe, starting with an 18-month stretch working in Nigeria and ending with serving as President of Welded Construction. Additionally, he served on multiple
