The PHP Project is expected to be in service in late 2020. Construction is slated to begin in the October 2019.

The Wink to Webster Pipeline proposed by ExxonMobil, Plains All American Pipeline, L.P., and Lotus Midstream, LLC has been cancelled. The proposed Wink to Webster Pipeline included construction of approx. 650 miles of 36-inch pipeline. The pipeline would have been constructed from the Permian Basin in West Texas to the Texas Gulf Coast. Spread 1 - Primoris Services Corp., ph (214) 740-5600 will still construct approximately 90 miles of 36-inch pipeline around Wink, Texas. Work slated to begin in November 2019.

Venables Construction, ph (806) 381-2121 has been awarded a contract for a job for Aspen Midstream - approximately 60 miles of 36-inch pipeline (Ace Pipeline) near Brenham, TX. Aspen Midstream will also build approx. 90 miles of 12-, 16- and 20-inch pipeline near Austin, Texas (Aspen Austin Chalk System). The Aspen Austin Chalk System is strategically located to ensure producer access to premium residue and NGL markets and spans the Giddings Field, including Washington, Fayette and Burleson counties, along with portions of Austin, Brazos, Colorado and Waller counties. Work could begin in Fall 2019.

The title is a play on words it refers to an individual spend-ing the time of day working hard to teach us things and an individual working hard every day that’s willing to teach us things along the way. Either way both paths share hard work, a teachers heart, and you the recipient of knowledge.

I’ve heard it proudly said many times “Nobody taught me anything” and I’ve often thought about that phrase.

Does that imply that the speaker was a self-made indi-vidual? Is there really such a thing?

Or has the individual learned everything they know thru extremely acute powers of observation?

Or maybe they are well read or highly experienced?

Or, my favorite, maybe they are just naturals?

Well friends I’m here to tell you that I am the product of acquired knowledge, as we all are. I have acquired that knowledge thru the following means: observation, book learning, paying to go to trade school, hard work, mis-takes and most importantly investments from others into my life.

There’s been times when I’ve not been taught by any-one yet I learned. There’s been times that I’ve observed and analyzed something until I understood the process enough to predict the next steps accurately. I’d pray that I never wake up on the day that I come to realize that I’m no longer learning new things or worse yet to have lost the desire to learn and even worse no longer wish to teach and pass on my knowledge to others.

So, what’s my point? I hope you have real-ized that someone has taught you and that you have learned every-thing you know from some experience outside of yourself. You did not teach yourself everything you know.

Ok so what now? I’d challenge you to constantly look for qualified individuals to receive your knowledge. Our knowl-edge does have a cost someone paid for us to gain it; and no we shouldn’t always charge for it, nor should we always give it away for free. “Cost” and “free” may imply to most people a monetary gain or loss, however in this sense it can have other meanings.

Sometimes this knowledge has cost me or my family, sometimes it has cost the individual giving it to me, and sometimes it has cost my employer. How you gain knowl-edge really isn’t relevant whether it be from individuals, books, schools, experience, or mistakes what matters is that you pursue gaining knowledge in order to better your-self and to share with others; and ultimately preserve this industry, humanity, and good will amongst people.

The pictures you see before you are individuals that have passed knowledge onto the next generation. One is of welding foreman making a 12” tie in and talking with the helpers. The other is of myself with my mentor, teacher, and friend working on a repair for a burst 36” sewer main.. The particulars don’t matter all that much as these individu-als will continue to teach and pass on regardless of who’s watching. What matters is the fact that it happened and it will continue to happen as these teachers shared their

knowledge with others so those others will share with more.

I want to challenge each reader to examine themselves to ask if they are doing their part to preserve, build up, and steward the gift of our trade knowledge and knowledge in general. Each industry has knowledge that is invalu-able to getting the job done. Don’t be one of those people scared about their future that they keep everything to and for themselves pass it on, help others progress.

I’d encourage you to be continually vigilantly looking for those wanting to learn and to shepherd the knowledge you have acquired. To pass it on to worthy students. To encourage other tradespeople to do likewise. Each of our minds can only hold so much information, with the collec-tive help of the group we can hold a wealth of knowledge and continue to uphold a proud legacy. A legacy that takes raw materials and molds it into something that can with-stand time. I’m talking about both people and monuments (any completed project is a monument to what a person or group of people can do if they set their minds to it).

You do have unique experiences that you can share with someone.

You do have a skill and unique way of doing things that’s valuable to you and your employer and worthy of passing on.

You do have a mindset that has contributed to your suc-cess even though it may be potted with hard lessons learned; you should share this information to advance someone else.

Any environment you find yourself in, is conducive to you helping someone out.

Whatever position you’re in whether it be menial or mana-gerial you have a chance to add value to someone’s life.

I share this as a tribute to my teachers and to this teacher and to all the teachers out there.

I share this to say thank you to those that have taught me along the way, to those that are teaching others out there.

I share this to encourage you to do the same.

Lastly, I’ll remind you that you didn’t know anything until you started learning things regardless of how you learned I believe it is crucial that you teach, that you pass on, and that you continue to learn for your future students.

Dallas Patton – a little about myself

I have no business being where I am today. That’s right friends, I grew up a city slicker raised to be a white-collar worker by a single mother. I went to private school my whole life andam a first-generation tradesman. I didn’t have any family, friends, brothers or in-laws (FBI) in the industry to help me get going from the start. Instead I had something more helpful and powerful, a dream and a hope for a better future.

I rapidly progressed thru the ranks and become a journeyman tradesman and currently a Certified Welding Inspector. My welding career has taken me to many states and even overseas. Early on I was advised by some old timers not to sell myself short as a welder but to pursue many different forms of welding. With that in mind I chased drilling rigs, welded at food plants, powerplants, compressor station, gathering system, municipalities, heavy equipment, mainline, I worked on the tie in crew and the hill side crew, I have been at times an uphill welder, downhill welder, tig welder, and combo welder all on pipe, all on the road. I made the jump from welding to inspecting and am a CWI with my 1169 certs to boot.

I have been married for almost 12 years and have been blessed with 2 children. My family travels with me and we live in a fifth wheel trailer fulltime. What my kids lack in family roots they more than make up in worldly experiences.

PROPOSED PROJECTS & UPDATES Comanche III plant, a 200 million ft3/d cryogenic natural gas processing plant. Comanche III, which began processing volumes in the first quarter of 2019, is the third plant in Brazos’ natural gas processing complex, located in Reeves County, Texas, and brings Brazos’ total operated processing capacity in the region to 460 million ft3/d. Brazos anticipates further expansion of its processing complex with Comanche IV, a new 200 million ft3/d plant, and expects construction to begin as early as 2020.

Cheniere Energy, Inc. announced that its subsidiaries, Corpus Christi Liquefaction, LLC and Cheniere Corpus Christi Liquefaction Stage III, LLC, have entered into long-term gas supply agreements with EOG Resources, Inc. Under the GSAs, EOG has agreed to sell natural gas to Cheniere over a period of approximately 15 years beginning in early 2020, with the quantity starting at 140,000 MMBtu per day and increasing to 440,000 MMBtu per day. The LNG associated with 140,000 MMBtu per day of this gas supply, or approximately 0.85 million tonnes per annum (“mtpa”), will be owned and marketed by Cheniere and EOG will receive a price based on the Platts Japan Korea Marker (JKM) for this gas. The remaining 300,000 MMBtu per day will be sold by EOG to Cheniere at a price indexed to Henry Hub. A portion

of the transaction is subject to certain conditions precedent, including a positive final investment decision on Cheniere’s Corpus Christi Stage III project. The Corpus Christi Stage III project is being developed to include up to seven midscale liquefaction trains with a total expected aggregate nominal production capacity of approximately 9.5 mtpa. The Corpus Christi Stage III project received a positive Environmental Assessment from the Federal Energy Regulatory Commission in March 2019 and is anticipated to receive all remaining regulatory approvals by the end of 2019.

The staff of the FERC has approved the Cheyenne Connector Pipeline Project and the Cheyenne Hub Enhancement Project, proposed by Cheyenne Connector, LLC and Rockies Express Pipeline LLC. The applicants are requesting authorization to construct approximately 71 miles of new 36-inch-diameter pipeline, five new meter and regulating stations, and one new compressor station all in Weld County, Colorado (Cheyenne Connector Pipeline). The Cheyenne Hub Enhancement Project includes the following facilities: one new approximately 32,100 horsepower compressor station; enhancements to modify Rockies Express’ existing Cheyenne Hub interconnect facilities, including installation of pipe, valves, fittings, filters,

Dominion Energy and a consortium of energy partners remain at a standstill on the Atlantic Coast Pipeline project as they wait for court rulings that could impact the future of the project. There are currently two federal permits under review — one issued by the U.S. Fish and Wildlife Service and one issued by the U.S. Forest Service — that are needed if construction is to continue. Developers hope the U.S. Supreme Court will decide to hear an appeal of a decision from the U.S. Court of Appeals for the 4th Circuit

not to reconsider a ruling that denied the permit issued by the Forest Service allowing the pipeline’s route to go through two national forests and across the Appalachian Trail. Dominion and its partners voluntarily halted all major construction activities on the pipeline in December following the 4th Circuit’s decision, which resulted in layoffs for much of the project’s workforce. A resolution of the Fish and Wildlife Service permit is expected later this year and of the Forest Service permit by next summer. If all moves

forward, construction could begin again in summer 2020.

Bluewater Gas Storage has proposed a compressor project designed to increase operating pressure for its system. Bluewater’s current interconnection with Vector Pipeline does not allow direct delivery of the required amount of customers’ natural gas needs due to the varying pressures between the Bluewater and Vector systems. This has required rerouting the natural gas to other third-party pipelines for delivery, which results in additional costs. A new compressor would increase Bluewater’s operating pressure, taking full advantage of the Vector Pipeline interconnection and eliminating excess costs for rerouting the contracted amount of natural gas. Bluewater has submitted a pre-filing application with the FERC for the project and has received a Notice on Intent to Prepare an Environmental Assessment (EA). The EA is expected from the FERC December 2, 2019 with a final FERC decision slated for March 1, 2020. Pending Federal Energy Regulatory Commission (FERC) and state review and approval, construction is expected to start in mid-2020 with completion in 2021.

Brazos Midstream has announced it has executed gathering and processing agreements with Shell Exploration & Production to construct a new natural gas gathering system located in the core of the Delaware Basin. Brazos’ new midstream infrastructure is anchored by fifteen-year, fee-based acreage dedications totaling 55 000 acres in Loving, Ward, and Winkler counties. Brazos will construct 16 miles of high-pressure pipeline that will extend from the Company’s existing gathering and processing systems and can be expanded further to support multi-well pad development by current producer customers, as well as other producers in the area. Brazos also announced it recently commissioned the

and ancillary equipment; and ancillary facilities constructed at Rockies Express’ existing Cheyenne Hub, consisting of station piping, vibration reducing equipment, compressor and electrical buildings, valves, and gas cooling equipment.

Columbia Gas Transmission awaits final approval from the FERC for the Buckeye Xpress Project. The project includes 66.2 miles of 36-inch pipeline and appurtenances; and abandoning approximately 60.8 miles of 20- and 24-inch pipeline and appurtenances to be located in Vinton, Jackson, Gallia, and Lawrence Counties, Ohio and Wayne County, West Virginia Columbia is proposing to place the project into service in November 2020.

Columbia Gulf Transmission, LLC has filed an application with the FERC to construct and operate the Louisiana XPress Project. The project will create 493,000 dekatherms per day (Dth/d) of incremental mainline capacity on Columbia Gulf’s pipeline system. The incremental capacity created by the project, in conjunction with the utilization of existing capacity, will allow for open access firm transportation service on approximately 850,000 Dth/d of capacity on a north-to-south path from Columbia Gulf’s Mainline Pool to a primary point of delivery with Kinder Morgan Louisiana Pipeline LLC in Evangeline Parish, Louisiana. The proposed facilities in Louisiana include three new compressor stations: the Shelburn Compressor Station in East Carroll Parish, the Red Mountain Compressor Station in Catahoula Parish, and the Chicot Compressor Station in Evangeline Parish. It also includes upgrades at one existing facility, the Alexandria Compressor Station in Rapides Parish. The new facilities will tie into the already existing Columbia Gulf Transmission System. The estimated cost of the project is $471,588,011.

The staff of the will prepare an Environmental Assessment that will discuss the environmental impacts of the Mainline 100 and Mainline 200 Replacement Project involving construction and operation of facilities by Columbia Gulf Transmission, LLC in Menifee and Montgomery Counties, Kentucky. Columbia proposes replacing the existing Class 2 Mainline 100 and Mainline 200 pipelines with Class 3 pipelines. The replacement of Mainline 100 and Mainline 200 consists of the abandonment and replacement of approximately 2,650 feet of pipeline associated with Mainline 100 and Mainline 200. New pipeline facilities include the construction and operation of two sections of Mainline 100 and two sections of Mainline 200, which represent approximately 0.44 miles of new 30-inch-diameter natural gas transmission pipe, within Montgomery and Menifee Counties, Kentucky.

Commonwealth Projects, LLC has a project with the FERC sseking authority for one liquefied natural gas plant, including six gas liquefaction trains and appurtenant facilities. Each train will have a liquefaction design capacity

of approximately 1.4 million metric tonnes per annum (MTPA) for a total nominal liquefaction capacity of 8.4 MTPA.

Double E Pipeline, LLC (Double E) has filed an application with the FERC seeking authority to construct, operate and maintain its Double E Pipeline Project. Double E seeks authorization to construct and operate an approximately 116.6-mile, 30-inch and 42-inch diameter trunk-line natural gas pipeline; an approximately 16.3-mile, 30-inch diameter lateral; and meters, mainline block valves, launchers and receivers, and other minor facilities at aboveground sites. The project will interconnect with Kinder Morgan’s planned Gulf Coast Express and Permian Highway Pipelines, and Energy Transfer Partners’ Trans Pecos Pipeline. The Double E Pipeline Project is designed to provide up to 135,000 dekatherms per day of firm capacity to connect growing production areas in the Delaware Basin in southeast New Mexico and west Texas to delivery points near Waha in Reeves and Pecos Counties, Texas. If approved, in-service is slated for 2021.

Driftwood LNG LLC and Driftwood Pipeline LLC, have received a positive Final Environmental Impact Statement from the FERC for the liquefied natural gas (LNG) export facilities and certain interstate, natural gas transmission pipeline facilities in Evangeline, Acadia, Jefferson Davis, and Calcasieu Parishes, Louisiana. The project would provide gas and processing to produce up to 26 million tonnes per annum of LNG for export. The project facilities include five LNG plants; three LNG storage tanks; three marine berths capable of accommodating LNG carriers of up to 216, each; 74 miles of 48-inch pipeline, 10.6 miles of 42-inch pipeline; 11.3 miles of 36-inch pipeline; and 1 mile of 30-inch lateral pipeline collated with the main pipeline; three compressor stations providing a total of 275,000 horsepower of compression; six pig launchers and receiver facilities, 15 meter stations, and 17 mainline valves. If approved, construction is expected to begin in the 4thd quarter of 2019.

The Jacksonville, Florida Eagle LNG project has been approved by the FERC. Eagle LNG will receive and liquefy natural gas, temporarily store the produced LNG, and periodically load LNG onto ocean-going vessels for export to countries currently using heavy fuel oil or diesel for power generation, as well as for use in domestic marine fueling. The project will occupy a 194-acre parcel that is zoned for

industrial activity, in an area that currently hosts other bulk fuel terminals. The proposed facility will receive natural gas transported by a local utility through existing and expanded pipelines located adjacent to the Jacksonville project site. Eagle LNG will procure electric energy from Jacksonville Electric Authority. The project will have a processing capacity of 1.5 million gallons of LNG per day, with on-site LNG storage of 12 million gallons. Eagle LNG submitted a formal filing for the project to FERC during Q1 2017. The construction was preliminarily scheduled for 2H 2019, and start-up and commissioning for service date 2021.

Enbridge has signed an agreement with shippers to place the Line 3 replacement pipeline into service in Canada. The largest project in Enbridge’s history, the Line 3 replacement program features a C$5.3bn ($3.96bn) Canadian component and a $2.9bn American component. It expands on the former Line 3 segment replacement program and will feature the entire remaining segments of Line 3 between Hardisty, Alberta, and Superior, Wisconsin. The program will fully replace 1,660km of Line 3 with new pipeline and related facilities on either side of the Canada-US international border. The Canadian portion of the pipeline is expected to be placed into service by the end of this year.

System capacity will be expanded by up to an additional 70,000 barrels per day, and service on the expanded System is expected to begin in the second quarter of 2021.

Gulfstream Natural Gas System, L.L.C. has received a Notice of Intent to Prepare an Environmental Impact Statement from the FERC to construct, and operate certain natural gas pipeline facilities in Alabama and Florida (Phase VI Expansion Project). The project would add an additional 78,000 dekatherms per day of mainline capacity to an existing power plant in Manatee County, Florida. Gulfstream proposes to install one 16,000 horsepower turbine driven compressor unit at its existing Compressor Station 410 located in Mobile County, Alabama and would also abandon in place approximately 4 miles of 36-inch-diameter pipeline in Mobile County. Gulfstream would construct approximately 4 miles of thicker walled 36-inch pipeline to replace the abandoned pipeline and increase the maximum allowable operating pressure of approximately 59 miles of 36-inch onshore an offshore pipeline. The project would also require the construction of metering equipment at Compressor Station 420 in Manatee County, Florida. Issuance of Environmental Assessment is expected January 16, 2020 with a final FERC project decision expected on

April 15, 2020.

Jordan Cove Energy Project, L.P. and Pacific Connector Gas Pipeline, LP have an application before the FERC for their proposed LNG and Terminal Pipeline. The project is designed to create a new LNG export point on the Oregon coast to serve overseas markets particularly around the Pacific Rim. The LNG Terminal would be capable of receiving natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and loading the LNG onto vessels at its marine dock. The proposed liquefaction facility would be capable of producing up to 7.8 million metric tons per annum of LNG. PCGP proposes to construct and operate a new, approximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klamath, Jackson, Douglas, and Coos Counties, Oregon. The pipeline would be designed to transport 1,200,000 dekatherms per day of natural gas to the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Oregon. If approved and the project proceeds, in-service date is projected for 2024.

Kinder Morgan, Inc. announced a successful open season on its Roanoke Expansion projects on the Plantation Pipe

Enbridge is awaiting final permitting to start construction on the majority of the American portion of the project. The Wisconsin segment of the project entered service last year. By November, Enbridge seeks to secure certification for the remaining Minnesota permits to begin construction. The company said that it will concurrently start construction in Minnesota and North Dakota after securing the required permits and approvals. The remaining American portion of the project is anticipated to enter service late next year.

Energy Transfer Partners, L.P., Magellan Midstream Partners, L.P., MPLX LP and Delek US Holdings, Inc. announced they have received sufficient commitments to proceed with plans to construct a new 30-inch common carrier pipeline to transport crude oil from the Permian Basin to the Texas Gulf Coast region, with the ability to increase the pipe diameter to expand the capacity based upon additional commitments received during the upcoming open season. The 600-mile pipeline system is expected to be operational in mid-2020 with multiple Texas origins, including Wink, Crane and Midland. The pipeline system will have the strategic capability to transport crude oil to both Energy Transfer’s Nederland, Texas terminal and Magellan’s East Houston, Texas terminal for ultimate delivery through their respective distribution systems. The project is subject to receipt of customary regulatory and Board approvals of the respective entities.

Enterprise Products Partners L.P. announced plans to expand and extend its Acadian natural gas system to deliver growing volumes of natural gas from the Haynesville Shale to the liquefied natural gas market in South Louisiana. The project will include construction of an approximately 80-mile pipeline originating near Cheneyville, Louisiana on Enterprise’s Acadian Haynesville Extension to third party interconnects near Gillis, Louisiana, including multiple pipelines serving LNG export facilities in South Louisiana and southeast Texas. In aggregate, the LNG export market for this region includes design send out capacity currently operating or under construction of approximately 15 billion cubic feet per day. The Gillis Lateral will have a capacity of approximately 1 Bcf/d. As part of the project, Enterprise also plans to increase capacity on the Acadian Haynesville Extension by adding horsepower at its Mansfield compressor station in De Soto Parish. When completed, the expansion and extension project will increase the Acadian system’s capability to transport Haynesville natural gas production from 1.8 Bcf/d to 2.1 Bcf/d. The project is supported by long-term customer contracts and is expected to begin service in mid-2021. The Legacy Acadian and Haynesville Extension pipelines are part of the Acadian Gas Pipeline System, which is comprised of approximately 1,300 miles of natural gas pipelines. It links natural gas supplies in Louisiana and offshore Gulf of Mexico with local distribution companies, electric utility plants and industrial customers located

primarily in the Baton Rouge/New Orleans/Mississippi River corridor area. Enterprise’s 357-mile Haynesville Gathering System, which has a capacity of approximately 1.3 Bcf/d and can treat up to 810 million cubic feet per day of natural gas, provides a significant and reliable source of supply for the Acadian system.

Enterprise Products Partners L.P. recently concluded a binding open season on Sept. 25, 2019 to determine demand for expanded capacity on the partnership’s Appalachia-to-Texas (“ATEX”) Ethane Pipeline. The 1,200-mile ATEX pipeline transports ethane from the Marcellus/Utica Basin of Pennsylvania, West Virginia and Ohio to Enterprise’s natural gas liquids storage complex in Mont Belvieu, Texas, and features pipeline access to petrochemical plants along the Gulf Coast. Subject to sufficient customer commitments during the open season, Enterprise would add up to 50,000 barrels per day of incremental capacity through a combination of pipeline looping, hydraulic improvements and modifications to existing infrastructure. The expanded capabilities would be in service by 2022.

The staff of the FERC will prepare an Environmental Assessment (EA) that will discuss the environmental impacts of the Putnam Expansion Project involving construction and operation of facilities by Florida Gas Transmission Company, LLC in Columbia, Union, Putnam, Clay, and Orange Counties, Florida. Issuance of the EA is expected from the FERC on November 8 , 2019. The project would consist of the following facilities in Florida: West Loop- install 13.7 miles of 30-inch pipeline loop in Columbia and Union Counties; East Loop- install 7.0 miles of 30-inch pipeline loop in Clay and Putnam Counties; Columbia/Union Receiver Station Relocation- remove and relocate the existing 30-inch loop pig receiver located at the beginning of the West Loop in Columbia County to a new pig receiver station to be installed at the terminus of the West Loop in Union County; Clay/Putnam Receiver Station Relocation- remove and relocate the existing 30-inch loop pig receiver located at the beginning of the East Loop in Clay County to a new pig receiver station to be installed at the terminus of the East Loop in Putnam County; Compressor Station (CS) 18- install new automated valves, over pressure protection device, and station piping at FGT’s existing CS 18 in Orange County, Florida. A final environmental decision from the FERC is expected in February, 2020. If approved, the planned in-service is April 2022.

An affiliate of Plains All American Pipeline recently held a binding open season for long-term commitments for light crude oil transportation service on its Western Corridor Pipeline System. The open season service will originate in northern Montana for delivery to Gulf Coast markets. almost 500 miles of 20- or 24-inch diameter pipeline from Magellan Midstream’s terminal in Cushing to its facility in East Houston. Originating from the Cushing, the pipeline will enable shippers to begin deliveries at Cushing from the Magellan Midstream-operated Saddlehorn Pipeline serving the Rockies and Bakken production regions, Navigator’s Glass Mountain Pipeline serving the Mid-Continent basin as well as other connections within the strategic Cushing crude oil hub. On request of potential shippers, the sponsors are assessing the addition of a Midland origin to provide further supply flexibility from the prolific Permian Basin. The Midland origin is likely to be accomplished in phases through Voyager’s use of an existing Magellan pipeline that may become inoperative in the near future. This is part of the company’s announced West Texas refined products pipeline expansion project. Voyager will have the capability to use an existing terminal in Frost to construct assets and connect to the Cushing-to-Houston segment. At the destination, the widespread Houston crude oil distribution system will deliver the multiple grades of crude oil to Houston and Texas refineries. Also, the delivery will be made to export facilities like the terminal owned by Seabrook Logistics, LLC, which is owned 50% by Magellan Midstream. Initially, the Voyager Pipeline is anticipated to have an initial capacity of

at least 300,000 barrels per day, as proposed. Eventually the capacity will expand further if the industry demand increases. The pipeline is estimated to come online in late 2020.

Midcoast Energy, LLC, through an East Texas operating subsidiary, has entered into a commercial agreement with an anchor shipper to support the expansion of its pipeline system to provide transportation of natural gas supplies from East Texas to the Texas Gulf Coast (“CJ Express”). The CJ Express expansion project is expected to be in-service in early 2021. The CJ Express Pipeline will consist of up to 150 miles of 36 inch or larger diameter pipeline, commencing near Carthage in Panola County, Texas and extending south to Midcoast’s Clarity Pipeline in Hardin County, Texas to provide for deliveries to Trunkline Gas (NTX), Gulf South (Area 10), TRANSCO (Zone 2), TETCO (STX & WLA), Florida Gas (Zone 1), Tennessee Gas (100 Line), Kinder Morgan Texas Pipeline, Atmos Texas Pipeline and Channel Industries Gas.

Mountain Valley Pipeline has received a favorable Environmental Impact Statement from the FERC for approval to construct a 73-mile natural gas pipeline extending from Chatham across state lines into North Carolina. The

Line System. Following the open season, Plantation Pipe Line secured long-term committed volumes of 20,000 barrels per day (bpd). The Plantation Pipe Line Company’s investment in the project is approximately $49 million. In addition, Kinder Morgan Southeast Terminal’s (KMST) investment, fully backed by 10,000 bpd of long-term committed volumes, is approximately $9 million. With the successful open season, Plantation Pipe Line has submitted a Petition for Declaratory Order (PDO) to the FERC for approval of commercial terms for the project. Pending all regulatory approvals, the project is expected to be in full service by April 1, 2020. The Plantation Pipe Line Roanoke Expansion will provide approximately 21,000 bpd of incremental refined petroleum products capacity on Plantation from the Baton Rouge, Louisiana, and Collins, Mississippi, origin points to the Roanoke, Virginia, area. The expansion will primarily consist of additional pump capacity and operational storage on the Plantation system. The KMST expansion will provide approximately 10,000 bpd of incremental refined product throughput capacity at the terminals.

Kinder Morgan got the approval to proceed with compressor station work on it’s Sierrita pipeline. It runs from near Tucson to the border in Sasabe. Once completed, that facility will more than double the pipeline’s capacity. But it could face competition from other in-the-works pipeline projects supplying U.S. natural gas to Mexico. Demand for natural gas is expected to continue growing in northwestern Mexico. There is also the less certain prospect of exports from Mexico to the global gas market. Mexico’s energy utility has long-term contracts for more than 70 percent of the Sierrita pipeline’s projected increased capacity, according to a government document. Construction is expected to be finished by April 2020.

Kinder Morgan Texas Pipeline (KMTP) and EagleClaw Midstream Ventures have plans to proceed with the Permian Highway Pipeline Project (PHP Project). The approximately $2 billion PHP Project is designed to transport up to 2.1 billion cubic feet per day (Bcf/d) of natural gas through approximately 430 miles of 42-inch pipeline from the Waha, Texas area to the U.S. Gulf Coast and Mexico markets. KMTP will build and operate the pipeline. A number of federal and state agencies will be involved with the approval and oversight of the PHP Project, including, but not limited to, the Railroad Commission of Texas, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Texas Historical Commission, Texas Commission on Environmental Quality, Texas General Land Office and Native American tribes as applicable. The PHP Project is expected to begin construction in late 2019 with an in service date slated for late 2020, assuming timely receipt of the requisite regulatory approvals.

Longhorn Midstream Holdings, LLC announced that one of its subsidiaries, LM Touchdown Crude II, LLC, has launched a binding open season to obtain commitments to support the development of its Touchdown Crude Oil Gathering System in the Northern Delaware Basin. The greenfield pipeline system will initially gather crude oil from origination points in Eddy County, New Mexico and deliver to destination points in Eddy County, New Mexico. The binding open season concluded on August 14, 2019. The Touchdown Crude Oil System, which will support multiple customers willing to make long-term commitments, will initially consist of approximately 50 miles of gathering and transportation pipelines. Construction has begun and the gathering system is expected to enter partial service in September 2019 and to be fully commissioned in the first quarter of 2020. In addition to the Touchdown Crude Oil System, Longhorn also announced it is constructing a gas gathering system in the Northern Delaware Basin. The Touchdown Gas Gathering System will initially provide low pressure gathering, dehydration, compression, and high-pressure gathering services for liquids-rich natural gas produced by customers in the area.

MPLX LP, WhiteWater Midstream backed by First Infrastructure Capital, and a joint venture between Stonepeak Infrastructure Partners (Stonepeak) andWest Texas Gas, Inc. (WTG) are moving forward with the Whistler Pipeline. The Whistler Pipeline is being designed to transport approximately 2 billion ft3/d of natural gas through approximately 475 miles of 42 inch pipeline from Waha, Texas, to the Agua Dulce area in South Texas. Supply for the Whistler Pipeline would be sourced from multiple upstream connections in the Permian Basin, including direct connections to plants in the Midland Basin through an approximately 50 mile, 30 in. pipeline lateral, as well as a direct connection to the 1.4 billion ft3/d Agua Blanca Pipeline, a joint venture between WhiteWater, MPLX and Targa. Agua Blanca Pipeline crosses through the heart of the Delaware Basin, including portions of Culberson, Loving, Pecos, Reeves, Winkler and Ward counties. The Whistler Pipeline is expected to be in service in the third quarter of 2021, pending the receipt of customary regulatory and other approvals.

Magellan Midstream Partners, L.P. and Navigator Energy Services concluded its extended open season for the planned Voyager Pipeline on August 30, 2019. The pipeline will transfer different grades of light crude oil and condensate from Cushing, OK to Houston, TX. Potential shippers continue to project considerable interest, especially the ones that reach Voyager from connecting carriers in numerous producing regions. The extension offers these shippers additional time to confirm their commitments across multiple pipelines and appraise a new origin point near Midland. The proposed Voyager pipeline will involve construction of

NextDecade Corporation (NextDecade) and Enbridge Inc. announced a Memorandum of Understanding (MOU) to jointly pursue the development of the Rio Bravo Pipeline and other natural gas pipelines in South Texas to transport natural gas to NextDecade’s Rio Grande LNG project located in Brownsville, Texas. The Rio Bravo is 137.3 miles in length from Agua Dulce Hub to Port of Brownsville and includes two 42-inch pipelines. Rio Bravo is designed to transport 4.5 billion cubic feet per day of natural gas. The companies anticipate finalizing definitive documentation reflecting the terms of the MOU in the fourth quarter of 2019.

The staff of the FERC is preparing an Environmental Assessment that will discuss the environmental impacts of the Bushton to Clifton A-line Abandonment Project involving construction and operation of facilities by Northern

Natural Gas Company in Clay, Cloud, Ellsworth, Lincoln, Ottawa, and Rice counties in Kansas. Northern is proposing to abandon in-place the A-line facilities consisting of approximately 92.76 miles of 26-inch pipeline on Northern’s M640A and M630A and 15.74 miles of 24-inch-diameter pipeline on its M640J pipeline systems and other appurtenant facilities. Northern proposes to construct and operate an additional natural gas-driven ISO rated 11,152 horsepower Solar Mars turbine unit (Unit No. 6) at the existing Tescott compressor station located in Ottawa County, Kansas. The unit will tie into station piping that is connected to Northern’s existing mainlines. Approximately 85 feet of 24-inch-diameter station piping, approximately 40 feet of 36-inch station piping, and approximately 80 feet of 8-inch station piping will be removed to accommodate tie-ins. After abandonment, Northern will continue to operate the other pipelines in its right-of-way and maintain its pipeline easements with the exception of a segment of Jline that will be abandoned in place. Issuance of the Environmental Assessment from the FERC is expected November 8, 2019 with a final FERC decision expected February 6, 2020.

Phillips 66 and Bridger Pipeline LLC recently held a joint open season for the proposed Liberty Pipeline,

pipeline extension, the Southgate Project would connect with Mountain Valley’s contentious mainline that’s set to end in Pittsylvania County. A final FERC decision slated for March 2020.

National Fuel Gas Supply Corporation has filed an application with the FERC seeking authority for the construction of about 29.5 miles of new 20-inch pipeline (Line YM58) in McKean and Potter Counties, Pennsylvania; construction of about 1.4 miles of 24-inch pipeline loop (Line YM224 Loop) in Potter County, Pennsylvania; construction of about 0.4 miles of 12-inch pipeline (Line KL Extension) in McKean County, Pennsylvania; construction of the new Marvindale Compressor Station (up to 15,165 horsepower) in McKean County, Pennsylvania; construction of the new Tamarack Compressor Station (up to 22,220 hp) in Clinton County, Pennsylvania; modification of the existing Leidy M&R Station in Leidy Township, Clinton County, Pennsylvania; abandonment in place of about 44.9 miles of 12-inch-diameter pipeline (Line FM100) and appurtenances in Clearfield, Elk, Cameron and Potter Counties, Pennsylvania; abandonment by removal of the existing Costello Compression Station in Potter County, Pennsylvania; abandonment by removal of the existing Station WHP-MS-4317X in Potter County,

Pennsylvania; construction of the Marvindale Interconnect in McKean County, Pennsylvania; onstruction of the Carpenter Hollow overpressurization protection station in Potter County, Pennsylvania; and construction of associated facilities, such as mainline valves and other appurtenant facilities. The estimated cost of the project is $279 million. The additional transportation capacity created by the FM100 Project is fully subscribed to Transcontinental Gas Pipeline Company, LLC (Transco) under a proposed capacity lease which would provide gas supply from production areas of Pennsylvania to Transco’s Leidy South Project. Transco will be filing a companion application for its Leidy South Project.

Natural Gas Pipeline Company of America has an application with the FERC seeking authority to construct, operate, and maintain facilities in Ward, Reeves, and Pecos Counties, Texas to directly connect Natural to the Waha Hub and transport up to 500 million cubic feet per day of natural gas to the Trans Pecos Pipeline header at the Waha Hub (Lockheed Extension Pipeline Project). The proposed project includes the following facilities: approximately 16.84 miles of new 30-inch pipeline; installation of ancillary piping and valves to interconnect the new pipeline extension; relocation of a 30-inch pig receiver to the southern terminus

which will provide shippers the opportunity to secure crude oil transportation service from the Rockies and Bakken production areas to Corpus Christi, Texas. The Liberty Pipeline is expected to have an initial throughput capacity of 350,000 barrels per day (BPD) with the ability to expand further depending on shipper interest in the open season. The pipeline is anticipated to be placed in service in the fourth quarter of 2020.

Phillips 66 and Plains All American Pipeline announced that they have formed a 50/50 joint venture, Red Oak Pipeline LLC, and are proceeding with construction of the Red Oak Pipeline system. The pipeline system will provide crude oil transportation service from Cushing, Oklahoma, and the Permian Basin in West Texas to Corpus Christi, Ingleside, Houston and Beaumont, Texas. Red Oak is underpinned with long-term shipper volume commitments. Initial service from Cushing to the Gulf Coast is targeted to commence as early as the first quarter of 2021, subject to receipt of applicable permits and regulatory approvals. The Red Oak joint venture will lease capacity in Plains’ Sunrise Pipeline system, which extends from Midland to Wichita Falls, Texas. The joint venture plans to construct a new 30-inch pipeline from Cushing to Wichita Falls and Sealy, Texas. From Sealy, the joint venture will construct a 30-inch pipeline segment to Corpus Christi and Ingleside and a 20-inch pipeline segment to Houston and Beaumont. Where feasible, Red Oak will utilize existing pipeline and utility corridors and advanced construction techniques to limit environmental and community impact. Plains will lead project construction on behalf of the joint venture, and Phillips 66 will operate the pipeline. The project is expected to cost approximately $2.5 billion.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, has received a positive Final Environmental Impact Statement (EIS) from the FERC for its proposed Texas Connector natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The Final EIS addresses the potential environmental effects of the construction and operation of the following proposed facilities: two liquefaction trains, each with a capacity of 6.73 million tons per annum of LNG for export; three LNG storage tanks, each with a capacity of 160,000 cubic meters; a refrigerant storage area and truck unloading facilities; a condensate storage area and truck loading facilities; a new marine slip with two LNG vessel berths, an LNG vessel and support vessel maneuvering area, and an LNG transfer system; a materials off-loading facility and Pioneer Dock; approximately 38.9 miles of 42-inch-diameter pipeline to bring feed gas from interconnections with Kinder Morgan Louisiana Pipeline LLC, Natural Gas Pipeline Company of America, Houston Pipeline Company LP, Texas Eastern Transmission, LP (TETCO), Florida Gas

Transmission Company, LLC, and Golden Triangle Storage, Inc./Centana Intrastate Pipeline, LLC to the terminal site; approximately 131.3 miles of 42-inch-diameter pipeline to bring feed gas from interconnections with Centana Interstate Pipeline, LP, TETCO, Tennessee Gas Pipeline Company, Market Hub Partners – Egan, Pine Prairie Energy Center, Texas Gas Transmission, LLC, ANR Pipeline Company, and Columbia Gulf Transmission, LLC to the terminal site; three compressor stations; meter stations at the pipeline interconnects; and other associated utilities, systems, and facilities (mainline valves, pig launchers/receivers, contractor yards, access roads, etc.). Construction is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022. On October 16, 2017, Port Arthur Pipeline filed another application requesting a certificate of public convenience and necessity for the Louisiana Connector Project, authorizing Port Arthur Pipeline to construct, own, and operate additional new proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project will be capable of delivering approximately 2,000,000 MMBtu per day of natural gas to the Liquefaction Project. The Louisiana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. The anticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022.The Louisiana Connector Project will include 131 miles of 42-inch diameter gas pipeline, a new compressor station, interconnection facilities with interstate and intrastate natural gas facilities, and other appurtenant facilities. The proposed Louisiana Connector Project facilities will extend from an interconnect with Columbia Gas Transmission (MP 130.9) located northeast of Eunice, Louisiana in St. Landry Parish through Evangeline, Allen, Beauregard, Calcasieu, and Cameron Parishes in Louisiana and Jefferson County, Texas and terminate at the proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. Both projects are needed to provide service to the Liquefaction Project and will allow flexible access to multiple supply basins and systems of upstream transporters. Combined, the projects will give more gas sellers access to Port Arthur LNG and Port Arthur LNG access to more supply basins. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Orange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with existing energy infrastructure rights-of-way. The approximately 7-mile southern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of

The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to various intra- and interstate pipelines, providing access to a number of major U.S. natural gas supply basins. Construction is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

Red Oak Pipeline LLC announced it launched a supplemental open season seeking additional crude oil transportation commitments for service from origins in Oklahoma and Texas to Gulf Coast destinations including Corpus Christi, Ingleside, Houston, and Beaumont, Texas. Red Oak Pipeline LLC is a 50/50 joint venture of Phillips 66 and Plains All American Pipeline.

Sabine Pass LNG, LLC – FERC has issued a favorable Environmental Assessment (EA) for the Third Berth Expansion Project. The project includes construction and operation of a third marine berth at the existing Sabine Pass LNG Terminal in Cameron Parish, Louisiana. The project would also include the addition of piping, pipe racks, utilities, and other infrastructure necessary to transport liquefied natural gas (LNG) to the third berth. The project

would consist of the following facilities in Cameron Parish, Louisianaa new marine berth to be dredged adjacent and southeast of the two existing marine berths along the Sabine Pass Channel;additional two tugs to the existing dedicated tug fleet an LNG loading system consisting of a new platform, LNG loading and cool down lines, and LNG loading arms (two liquid, one vapor, and one hybrid liquid/vapor); two new 30-inch-diameter loading lines to transfer LNG to the Third Berth loading platform; an LNG spill collection system to provide spill protection for the new LNG piping and equipment; and appurtenant facilities including, the customs/security building, analyzer shelters, telecommunications systems, digital control systems upgrades, security fencing, cathodic protection systems, elevated fire monitor towers, and gangway with associated gangway hydraulic power unit and local control panel. A final FERC decision on the project is project for early 2020.

project purpose is to provide Duke Energy Florida, Inc., an existing shipper, with an additional source of natural gas and additional operational flexibility and reliability on the Sabal Trail system. Sabal Trail would accomplish this by connecting its proposed FGT Citrus County Meter Station (Project) to its existing 24-inch-diameter Citrus County Line and FGT’s existing 30-inch and 36-inch-diameter pipelines at FGT’s milepost (MP) 81.6. Sabal Trail is proposing to construct the following facilities as part of the project: a new M&R station, and related facilities, including flow and pressure control equipment, regulators, valves, and associated piping; one tee tap and associated connecting piping from the new M&R Facility to the edge of the existing FGT right-of-way; and electronic gas measurement equipment, chromatograph, and other related appurtenances on Sabal Trail’s Citrus County Line at MP 18.42. FERC has issued a favorable Environmental Assessment for the project.

Saddlehorn Pipeline Company, LLC announced a further expansion of the Saddlehorn Pipeline. Following a successful open season during July and subsequent increased volume commitments from shippers, the pipeline’s capacity will be increased by a total of 100,000 barrels per day (“bpd”) to a new total capacity of approximately 290,000 bpd. The higher capacity is expected to be available in late 2020 following the addition of incremental pumping and storage capabilities. The Saddlehorn pipeline, which is jointly owned by affiliates of Magellan Midstream Partners, L.P., Plains All American Pipeline, L.P. and Western Midstream Partners, LP, is currently capable of transporting 190,000 bpd of crude oil and condensate from the DJ and Powder River Basins to storage facilities in Cushing, Oklahoma owned by Magellan and Plains. Magellan serves as operator of the Saddlehorn pipeline. In conjunction with the increased volume commitments, Noble Midstream Partners LP, through its affiliate Black Diamond Gathering LLC, has an option to buy up to a 20% ownership interest in Saddlehorn, with Magellan and Plains each selling up to a 10% interest to NBLX if the option were exercised. The staff of the FERC has prepared an Environmental Assessment for the Lines DT and DS Replacement Project (Project), proposed by Southern Star Central Gas Pipeline, Inc. The project consists of the abandonment of two pipelines and construction of one larger diameter pipeline to replace the pipelines being abandoned in Anderson and Franklin Counties, Kansas. Southern Star proposes to construct 31.5 miles of new 36-inch pipeline, designated as Line DPA, and three small-diameter (i.e., 2 to 4 inches) pipeline laterals, totaling about 5.9 miles. The new pipelines would replace Southern Star’s existing Lines DS and DT. Line DS is a 31.4-mile-long, 20-inch-diameter pipeline of which 29.4 miles would be removed and 2 miles would be abandoned inplace. Line DT is a 31.8-mile-long, 26-inch-diameter pipeline, of which 29 miles would be removed and 2.8 miles would be

abandoned in place. Southern Star would also modify two existing compressor stations (Ottawa Compressor Station [CS] and Welda CS), five existing tie-ins, and associated auxiliary and appurtenant facilities. Lastly, Southern Star would construct one new regulator/measuring station (Richmond Regulator Station), two new launchers and receivers, three new mainline valves (MLVs), and four new tie-ins along the new pipeline laterals.

Summit Permian Transmission, LLC has received a notice of Intent to Prepare an Environmental Assessment from the FERC for the planned Double E Pipeline Project in New Mexico and Texas. An official project FERC filing was expected in July 2019 for the project. The scope of facilities currently includes the following: approximately 34 miles of new 30-inch pipeline (Trunkline100 or T100) from Summit’s existing Lane Processing Plant in Eddy County, New Mexico to a planned Poker Lake Compressor Station site, also in Eddy County. In addition to the trunkline, this portion of the project would include: one 30-inch pig launcher and one receipt meter located within the Lane Processing Plant; and two mainline block valves; one new compressor station (Poker Lake Compressor Station), sited on approximately 70 acres on federal land managed by the U.S. Bureau of Land Management, in Eddy County. The new compressor station would require two Taurus 70 turbine-driven compressor units, totaling about 22,200 horsepower. Associated facilities would include one 42-inch pig launcher; one 30-inch pig receiver; and one receipt meter located at the Poker Lake Compressor Station site with an expected volume of 175 million standard cubic feet per day; approximately 81.1 miles of new 42-inch pipeline (Trunkline 200 or T200) from the planned Poker Lake Compressor Station; through Loving, Ward, and Reeves Counties, Texas and terminating at the Waha Pigging Station in Reeves County, Texas. In addition to the trunkline, this portion of the project would include: four mainline block valves; and one 42-inch pig receiver, located within the Waha Hub Pigging Station site; approximately 17.3 miles of new 30-inch pipeline (Lateral 100 or L100) from the existing Loving Processing Plants to the planned trunk-line in Eddy County, New Mexico. Additional facilities would include: one 30-inch pig launcher; one 30-inch pig receiver; and three receipt meters, including: one receipt meter to serve the new Sendero Midstream Partners Plant, currently under construction; one receipt meter to serve the existing Matador Resources Company’s Plant; and one receipt meter to serve the new Lucid Energy Group Road Runner Plant, currently under construction; approximately 1.4 miles of new 42-inch trunkline (Trunk-line 300 or T300) from the planned Summit Waha Pigging Station site in Reeves County, Texas to the final delivery locations in the Waha Hub in Pecos, County, Texas. Aboveground facilities would include: one delivery meter to serve Kinder Morgan’s Permian Highway Pipeline, currently under construction; one delivery meter to serve Kinder Morgan’s existing Gulf Coast

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES Express Pipeline; and one delivery meter to serve Energy Transfer Company’s existing TransPecos Pipeline header pipeline. Summit anticipates initial construction activities to begin in April 2020, with a planned in-service date of April 2021.

Tallgrass Energy, LP (TGE) is proposing the Seahorse Pipeline. The project is expected to be 30 inches in diameter and approximately 700 miles long, with the capacity to transport up to 800,000 barrels of crude oil per day from the Cushing oil hub to the Louisiana Gulf Coast. Seahorse is expected to start commercial operations in the third quarter of 2021. If shipper interest exceeds that added capacity, Tallgrass may expand the Pony Express Pipeline further through potential additional horsepower and/or looping to facilitate large-scale movements from Guernsey and northeast Colorado. TGE plans to expand Pony Express capacity to 700K bbl/day by Q3 2020.

Texas Eastern Transmission, LP has filed an application with the FERC seeking authority for its proposed Bailey East Mine Panel 11J Project. Texas Eastern proposes to excavate, elevate, and replace certain segments of

four different natural gas transmission pipelines (Lines 10, 15, 25, and 30, and appurtenant facilities) and to monitor potential strains on the pipeline sections due to longwall mining activities planned by CONSOL Energy, Inc. in Marshall County, West Virginia. The Bailey East Mine Panel 11J Project is designed to ensure the safe and efficient operation of Texas Eastern’s existing pipeline facilities at their certificated design capacities for the duration of the planned longwall mining activities beneath Texas Eastern’s pipelines. Texas Eastern estimates the cost of the Bailey East Mine Panel 11J Project to be $30,536,853.

The staff of the FERC has prepared a Final Environmental Impact Statement (EIS) for the Texas LNG Project, proposed by Texas LNG Brownsville, LLC. Texas LNG is requesting authorization to site, construct, modify, and operate liquefied natural gas (LNG) export facilities on the Brownsville Ship Channel in Cameron County, Texas. The Texas LNG Project consists of a new LNG terminal on the north side of the Brownsville Ship Channel, 2.5 miles southwest of the Town of Port Isabel, Texas and 19 miles northeast of the City of Brownsville, Texas population center. Texas LNG would construct the LNG terminal on a 625-acre

parcel owned by the Brownsville Navigational District, with an additional 26.5 acres necessary outside of the parcel within the banks of the Brownsville Ship Channel to allow for deep water access to the Brownsville Ship Channel. The project consists of the following facilities: a gas gate station and interconnect facility; a pretreatment facility to remove water, carbon dioxide, hydrogen sulfide, mercury, and heavier (pentane and above) hydrocarbons; a liquefaction facility consisting of two liquefaction trains and ancillary support facilities; two approximately 210,000 cubic meter (m3) aboveground full containment LNG storage tanks with cryogenic pipeline connections to the liquefaction facility and berthing dock; an LNG carrier berthing dock capable of receiving LNG carriers between approximately 130,000 m3 and 180,000 m3 capacity; a permanent material offloading facility to allow waterborne deliveries of equipment and materials during construction and mooring of tug boats while an LNG carrier is at the berth; a thermal oxidizer, warm wet flare, cold dry flare, spare flare, acid gas flare, and marine flare; and administration, control, maintenance, and warehouse buildings and related parking lots; electrical transmission line and substation, water pipeline, septic system, and stormwater facilities/outfalls. Natural gas

would be delivered to the Texas LNG Project site via a non-jurisdictional, intrastate, 30-inch-diameter natural gas pipeline that would be constructed, owned, and operated by a third party, separate from Texas LNG. Final FERC decision on the project was expected in July 2019.

Tellurian held separate binding open seasons on two proposed pipelines that will connect areas of constrained shale production and debottleneck natural gas pipeline infrastructure, further enabling the rapidly growing industrial market in Southwest Louisiana. Tellurian’s subsidiary Haynesville Global Access Pipeline LLC is seeking to secure prospective shippers for a previously announced natural gas pipeline, the Haynesville Global Access Pipeline (HGAP). HGAP is expected to be a 42-inch diameter, approximately 160-mile interstate pipeline that will interconnect existing pipeline and production facilities in DeSoto Parish to the existing and proposed infrastructure located near Gillis in Calcasieu Parish, Louisiana. HGAP is estimated to cost just over one billion dollars to construct and will have the capacity to transport up to two billion cubic feet of natural gas per day (bcf/d). Construction is projected to begin in 2022, with an in-

Tellurian’s subsidiary Delhi Connector Pipeline LLC is also conducting a binding open season to secure prospective shippers for its newly proposed Delhi Connector Pipeline (DCPL). DCPL is expected to be a 42-inch diameter, approximately 180-mile interstate pipeline connecting the Perryville/Delhi Hub in Richland Parish, Louisiana to Gillis, Louisiana. DCPL is estimated to cost approximately $1.4 billion to construct and will have the capacity to transport at least two bcf/d of natural gas. Construction is projected to begin as early as 2021, with an in-service date as early as 2023. These two binding open seasons are in addition to Tellurian’s previously announced Permian Global Access Pipeline binding open season. The open season concluded June 21, 2019.

Transcontinental Gas Pipe Line Company, LLC has filed an application with the FERC seeking authority to construct and operate its Leidy South Project. The project would expand Transco’s existing pipeline system to enable it to provide an additional 582,400 dekatherms per day of firm transportation service to three shippers, and abandon a small portion of its existing facilities. Transco seeks authorization for the construction and operation of approximately 8.7 miles of 36-inch-diameter looping facilities and the related abandonment of 5.8 miles of 23.375-inch pipeline in Clinton County, Pennsylvania; construction and operation of approximately 3.6 miles of 42-inch looping facilities in Lycoming County, Pennsylvania; the addition of 45,87 horsepower (hp) at two existing compressor stations Wyoming and Columbia Counties, Pennsylvania; and construction and operation of two new compressor stations totaling 78,801 hp in Luzerne and Schuylkill Counties, Pennsylvania. The estimated cost of the Project is $531.12 million. If approved, in-service is slated in time for the 2021-22 winter heating season.

Venture Global Calcasieu Pass, LLC has filed with the FERC to prepare and use access roads and additional temporary workspaces associated with construction of the Calcasieu Pass Pipeline project. The FERC has issued a favorable Environmental Impact Statement (EIS) for the Calcasieu Pass LNG Project. The project would include a new liquefied natural gas (LNG) export terminal and 23.4 miles of 42-inch pipeline in Cameron Parish, Louisiana. The terminal would include the following facilities: liquefaction facilities; two full-containment LNG above ground storage tanks, each with a usable capacity of approximately 200,000 cubic meters; a 720 megawatt electric generating plant; a marine terminal consisting of a turning basin and LNG carrier berths; LNG piping; transfer lines; loading facilities; and other infrastructure. The pipeline would include the following facilities: one meter station; three mainline valves; one pipeline inspection/cleaning device launcher at the meter station; and one pipeline

inspection/cleaning device receiver on the terminal site. The FERC concludes that construction and operation of the project would result in some adverse environmental impacts, but these impacts would be reduced to less than significant levels.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline) have received a favorable Environmental Impact Statement from the FERC to construct a liquefied natural gas (LNG) export terminal and pipeline facilities located in Plaquemines Parish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transportation capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approximately 284 million dollars.

Venture Global LNG, Inc. is proposing to build, own and operate a liquefied natural gas facility, Delta LNG, on a 524-acre site in Plaquemines Parish, Louisiana and the Delta Express Pipeline between the Delta LNG terminal and a natural gas pipeline grid intersection near Alto, Louisiana. Delta LNG will be a natural gas liquefaction (LNG) export terminal with an export capacity of 24 million metric tonnes per year of LNG when fully developed and will accommodate ocean-going vessels with an LNG carrying capacity of up to 185,000 cubic meters. Four full containment LNG storage units, three marine loading docks and onsite power generation will be included.Delta Express Pipeline will consist of approximately 280 miles of two new parallel 42-inch-diameter natural gas pipelines in a single right-of-way path that will originate near Alto to connect to the LNG facility. Four new compressor stations are proposed to be constructed in Richland Parish, Concordia Parish, Point Coupee Parish, and Lafourche Parish, LA. Venture has issued a pre-filing request with the FERC for the project. An FERC application for the project is expected to be filed in November 2019. If approved, the project has an anticipated construction start date of December 2021 with a slated in-service date of November 2024.

of the North Bakken Expansion Project involving construction and operation of facilities by WBI Energy Transmission, Inc. in Burke, McKenzie, Mountrail, and Williams Counties, North Dakota. The project facilities would include an approximately 60-mile-long, 20-inch-diameter gas pipeline from WBI Energy’s Tioga compressor station to an interconnect with Northern Border’s mainline; a new compressor station near the interconnect; 20 miles of 12-inch-diameter pipeline between the Tioga station and a receipt station along WBI Energy’s Line Section 25; 10 miles of 12-inch-diameter pipeline along the company’s existing Line Section 30; and 10 miles of 12-inch-diameter lateral from the developer’s Line Section 7. The company expects to file a full application in January 2020 to build and operate the project. The target in-service date is November 2021.

Williams – Northwest Pipeline LLC is one of three interstate natural gas pipelines operated by The Williams Companies. The Northwest system extends from the San Juan Basin in northwestern New Mexico and southwestern Colorado through the states of Colorado, Utah, Wyoming, Idaho, Oregon and Washington to a point on the Canadian border near Sumas, Washington. Northwest

provides natural gas transportation service to the Seattle, Washington, Portland, Oregon, and Boise, Idaho, markets. The North Seattle Lateral consists of two lines (laterals) branching off the 30-inch Northwest mainline at milepost (MP) 1,397.1. The first lateral measures 20 inches in diameter to MP 2.0, at which point the diameter measures 8 inches. The second lateral measures 16 inches in diameter. This project will replace a portion of this existing 8-inch line with new 20-inch pipe, beginning near MP 2.0 and extending up to approximately 5.85 miles. an in-line inspection facility, currently located at MP 2.2, will be relocated to the end of the expanded portion of the line as part of the project. All pipe installed during the project will use the existing Northwest right-of-way corridor. Workspace or other use of land outside Northwest easements will be relatively minimal and temporary. FERC has issued a Notice to Proceed with construction.

Williams has plans for the Regional Energy Access, an incremental expansion of the Transco interstate pipeline to provide firm natural gas transportation capacity to markets in the northeastern United States as early as November 2022. Regional Energy Access is being designed to provide up to one million dekatherms per day of firm

transportation capacity to the Transco pipeline’s northeast market, including existing Pennsylvania and New Jersey local distribution companies and power generators. Demand for natural gas in the Northeast continues to rise as businesses rely on natural gas to help meet clean air goals. Regional Energy Access minimizes environmental impacts by maximizing the use of existing Transco pipeline infrastructure and rights of way. The preliminary design of the project consists of additional compression and selected pipeline loop segments along the existing Transco pipeline corridor. Although the final capacity, scope and cost of the project will be determined by the results of the open season, it is anticipated that the project will include approximately 34 miles of pipeline looping and additional compression along existing Transco facilities. The project will connect robust Marcellus supply from receipt points along the Transco pipeline’s Leidy Line in Luzerne County, Pennsylvania, to delivery points in Pennsylvania and New Jersey, including the Station 210 Zone 6 Pool in Mercer County, New Jersey, the Lower Mud Run Road interconnect in Northampton County, Pennsylvania, and along Transco’s mainline to Station 200, Marcus Hook lateral and Trenton Woodbury lateral. The proposed project will be subject to approval by the FERC and other agencies.

Williams reported that the FERC has issued a Certificate of Public Convenience and Necessity authorizing the Northeast Supply Enhancement project – an expansion of the existing Transco natural gas pipeline designed to serve New York markets in time for the 2020/2021 winter heating season. The Northeast Supply Enhancement project will provide 400,000 dekatherms per day of additional natural gas supply to National Grid – the largest distributor of natural gas in the northeastern United States. National Grid is converting about 8,000 customers per year from heating oil to natural gas in New York City and Long Island. The Northeast Supply Enhancement Project is critical to make these conversions possible, as well as keep up with new development in the area. The Order issued by the Commission concludes a nearly three-year regulatory review process, ultimately determining that the Northeast Supply Enhancement project will serve the public interest and that environmental impacts would be minimized with the implementation of mitigation measures proposed by the company and FERC. Following the receipt of all necessary regulatory approvals, Williams anticipates beginning construction on the Northeast Supply Enhancement project facilities in the fall of 2019.

Williams Partners L.P. has an application before the FERC seeking authorization for its Southeastern Trail Expansion project, which would create 296,375 dekatherms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Williams Partners has executed

precedent agreements with utility and local distribution companies located in Virginia, North Carolina, South Carolina and Georgia for firm transportation service under the project. Once complete, the project will help meet the growing natural gas demand in the Southeast, as well as provide access to new sources of domestic natural gas supply while enhancing system reliability. The company held an open season for the project last summer and executed long-term binding precedent agreements with five natural gas shippers for 100 percent of the firm transportation capacity. Customers served by the project are PSNC Energy, South Carolina Electric & Gas, Virginia Natural Gas, the City of Buford, Ga., and the City of LaGrange, Ga. Subject to approval by the Federal Energy Regulatory Commission, the Southeastern Trail Expansion project will consist of approximately 7.7 miles of 42-inch pipeline looping facilities in Virginia, horsepower additions at existing compressor stations in Virginia, and piping and valve modifications on other existing facilities in South Carolina, Georgia, and Louisiana to allow for bi-directional flow. The project is anticipated to begin construction in August 2019 with a target in-service commitment of November 1, 2020.

Nebraska’s highest court has issued approval for construc-tion to begin in that state on Keystone XL, the massive oil pipeline project that was blocked by the Obama administra-tion but revived by President Trump.

The approval from Nebraska’s Supreme Court marked a significant victory for TC Energy, the company that has been trying for over 10 years to construct the behemoth pipeline, which would transport crude oil from Canada to southern Nebraska.

However, the state Supreme Court decision doesn’t deliver the final verdict on the controversial $8 billion project, which has become a microcosm for the battle between environ-mentalists and the fossil fuel industry.

A federal lawsuit in Montana, through which the proposed pipeline would also run, seeks to block construction. Two other federal lawsuits seeking the same outcome are also pending.

Meanwhile, numerous landowners along the pipeline’s pro-posed route have refused to sell off their land, and protesters in Nebraska and South Dakota have pledged to stage mass demonstrations if construction begins. Native American tribes have been particularly outspoken against the project, arguing the pipeline would run through their reservations and potentially destroy protected lands and water supplies.

Despite TC Energy’s court victory, opponents vow to keep fighting.

OBITUARIES David Stanley Ervin, 74, of Bay Springs, MS, passed away on August 4th, 2019 at South Central Regional Medical Center in Laurel, MS. He was born Thursday, June 14, 1945 in Bay Springs, MS. David was born at home in Antioch, Mississippi. He was the youngest of 5 siblings. Growing up on the family farm, David learned the importance of hard

work, and what it meant to be a part of something much bigger than himself. He carried that with him throughout his whole life and was demonstrated through the love of his family and job. At the age of 18, he joined the Army where he served his country proudly. After the Army, David started working on the pipeline. He instantly fell in love with it. David pipelined for 54 years. He truly loved his job and was really good at it. Some would even say, he was the Best. Over those 54 years, David (Red) received numerous safety awards along with countless other awards recognizing his outstanding driving abilities. He always said, “No matter what you do, do it right and do a good job because your name is on it and that means a lot”. David not only said this, he also lived this. No matter what it was, he gave 110% in everything he did. He always led by example. In doing so, he inspired others to work hard and also give it their all. He was known for his hard work and determination. David made an amazing impact on so many people in his lifetime. David was different things to different people. To some, he was an inspiration, a great role model and patient teacher. To some, (his daughter and great nephew) he was a super hero and simply the strongest most invincible man alive. To others, he was thought of as a brother. David Ervin was truly a great man with a heart of gold. He was an amazing and loving Father, Grandfather, Uncle, and Friend. He was a remarkable man. He was a lesson in love. The lesson being that you can be wide open and receptive to all you meet with an open hand and open heart. He loved and tried to do right by everyone on life’s highway. When he gets to that gate in heaven, they will already know him. I often wondered if he was one of life’s angels amongst us. David Stanley Ervin, the “Red Headed Stranger,” will be profoundly missed by all who knew and loved him. He was preceded in death by his parents, Richard Ervin and Eva Lorine Ervin; siblings, Richard Ervin Jr., Mildred Sims and Joe Ervin. Survivors include his wife, Cheryl Burdine, Bay Springs, MS, daughter, Stacy Ervin Smith. Tommy Lee Shiflett, age 72 of Sachse, Texas passed away on August 29, 2019 at the Methodist Richardson Medical Center in Richardson, Texas, a suburb of Dallas. Tommy was born on May 20, 1947 in Crockett, Texas. He married Marilyn Kay Cockrell Hughes on February 13, 1975 in Beaumont, Texas. Marilyn survives in Sachse. He is also survived by

his six children: Tammy Denise (husband Steve) Tallent of Plano, Texas, Kelly Marie Howell of Plano, Texas, Brandon Lynn Hughes Shiflett of Dallas, Texas, Tommy Lee (wife Brandi) Shiflett Jr. of Murphy, Texas, Jarrod Jay Hughes Shiflett of Prosper, Texas, and Nils Austin (wife Cori) Shiflett of Austin, Texas. Tommy had and loved

Joshua was born in Kissimmee, Florida on December 21, 1990, a son to Mitchell Ray Miller (Cathy) of St. Cloud, Florida, and Tamea Norris Miller of Belpre, Ohio. He was a member of Welders Union # 798 and was employed by the pipeline in

Beckley, West Virginia as a Straw Boss. He was also a member of Laborers Union # 517 out of Orlando, Florida. He enjoyed hunting, shooting guns, etc., riding motorcycles, fishing, collecting boots, watches, and guns. He was very patriotic and had a deep love of Christ. Joshua was a graduate of Harmony High School in St. Cloud, Florida and earned an Associate Degree from WVUP. He loved spending time with family and friends. He was always there for anyone in need friend or stranger. In addition to his parents he is survived by a twin brother, Jeremy Miller (Jessie) of Walker, West Virginia; step-brothers Adam and Anthony Lancilotti both of St. Cloud, Florida; maternal grandmother Elinor Norris, of Belpre and paternal grandmother Deloris Mattis of Eaton, Ohio; and several Aunts, Uncles, Cousins, and a host of friends. Joshua was preceded in death by his maternal grandfather, George Norris; paternal grandfather, Don Mattis; and paternal grandfather, Dennis Miller.

Funeral services for Linda Sue Hawthorne Brantley, 73, of Louisiana were held on August 28, 2019 at Kilpatrick Funeral Home Chapel in Farmerville. Bro. Bubba Hoggatt officiated. Mrs. Brantley was born in Winnsboro, La. and passed away at her daughter’s home in Collinsville, MS. Linda was a member of the Monroe Chamber of Commerce for 5 years and was named 2000 Chamber Ambassador of the year. She was a Glenwood Ladies Auxiliary member, Eastern Star member, Board member of The Doug Peterson Golf Classic, Junior League member of Nashville, PTO Officer at Linville High School, PTO Officer at Farmerville High School and a member of Marion First Baptist Church. She is preceded in death by her husband of 52 years, Prentice (Duck) Eugene Brantley. Her parents were mother, Annie Mae Thibodaux; father, Ivan Lewis Hawthorne; and step-father; Johnny L. Thibodaux; brothers and sisters, Lillie Mae Jackson, Sherwin Faye Filiberti, Louise Grant, John (Buddy) C. Matthews, Billy Ray Matthews, Lewis Kenneth Hawthorne; and numerous nieces and nephews. Survivors are her daughter, Kristy Brantley Stewart and her husband Rufus Jackson Stewart and granddaughter, Madelin Brantley Stewart of Collinsville, MS. Surviving brothers are Bobby Narron Hawthorne and Nile Sam Hawthorne. There are also numerous nieces and nephews. Pallbearers were Jeremy Harrell, Ryan Canales, Blake Canales, Wes Franklin, Andy Jones, and Shane Smith. Honorary Pallbearers were Rufus Stewart, David Medlin, Ben Collier and Jason Hawthorne.
