Energy Transfer is expanding the Lone Star Ex-press Pipeline (Lone Star Xpress II). The Lone Star Xpress II will consist of approximately 360 miles of 24-inch pipeline from Wink, Texas to Morgan, Texas.

Work is anticipated to begin in late August and mid-September 2019. In-service date for the project is expected in mid-2020. The proposed Wink to Webster Pipeline included construction of approx. 650 miles of 36-inch pipeline. The pipeline would have been constructed from the Permian Basin in West Texas to the Texas Gulf Coast. Spread 1 - Primoris Services Corp., ph (214) 740-5600 will still construct approximately 90 miles of 36-inch pipeline around Wink, Texas. Work slated to begin in November 2019.

Venables Construction, ph (806) 381-2121 has been awarded a contract for a job for Aspen Mid-stream - approximately 60 miles of 36-inch pipeline (Ace Pipeline) near Brenham, TX. Aspen Midstream will also build approx. 90 miles of 12-, 16- and 20-inch pipeline near Austin, Texas (Aspen Austin Chalk System). The Aspen Austin Chalk System is strategi-cally located to ensure producer access to premium residue and NGL markets and spans the Giddings Field, including Washington, Fayette and Burleson

NuStar Energy L.P. recently announced that it has received its first shipment of Permian crude at its Corpus Christi North Beach Terminal, and that the terminal would begin to load the first cargo of the

long-haul Permian crude onto a ship for export the weekend of August 18th this weekend. The shipment comes on the heels of NuStar's recent completion of a project connecting the part-nership's existing 16-inch pipeline in South Texas to the Plains Cactus II pipeline that transports WTI volumes from the Perm-ian Basin to South Texas.

NuStar is also currently nearing completion of connections of its South Texas Pipeline System to two other long-haul pipelines that will also move WTI volumes from the Permian to South Texas.

“We are excited to have these connections completed and we are even more excited that we will soon be the first in the Port

of Corpus Christi to export these barrels transported to South Texas via one of three large Permian long-haul pipeline proj-ects," said Brad Barron, president and chief executive officer of NuStar Energy L.P. "The second stage of our export project, a new 8-mile 30-inch pipeline to transport WTI volumes from a connection to Cactus II in Taft, Texas to our Corpus Christi ter-minal is also on-schedule to be in service this quarter.

“We continue to believe that the biggest impact from the growth in the Permian Basin on the horizon is the growth in Gulf Coast crude exports, particularly from the Port of Corpus Christi, and with our existing pipeline and terminal operations in South Tex-as and Corpus Christi we are uniquely positioned to play a ma-jor role in getting more crude to export markets," Barron added.

NuStar Energy, L.P.Receives First Shipment of Long-Haul Permian Crude Oil at Its Corpus Christi North Beach Export Terminal Via Connection to Cactus II Pipeline TERMINAL TO LOAD FIRST PERMIAN CRUDE EXPORT CARGO FROM CORPUS CHRISTI IN COMING DAYS NUSTAR WILL SOON HAVE CONNECTIONS TO ALL THREE PERMIAN LONG-HAUL PIPELINES

According to recent reports, states would have no more than one year to make a decision on whether to approve oil and gas pipelines, dams and other construction projects crossing their waterways, under a new regulation proposed by EPA Administrator Andrew Wheeler Friday.

The move comes as states and tribal groups have become increasingly critical of the environmental impact of infrastruc-ture projects, particularly those transporting fossil fuels that contribute to climate change.

“Our proposal is intended to help ensure that states adhere to the statutory language and intent of Clean Water Act,” Wheeler said in a statement. “When implemented, this pro-posal will streamline the process for constructing new energy infrastructure projects.”

New York state has blocked a series of natural gas pipeline projects running to New England, drawing opposition from oil and gas companies arguing the state is pushing the bound-aries of a law designed to protect water quality. In some in-stances, pipeline decisions have dragged out years as devel-opers went back and forth with state regulators over what are known as Section 401 reviews.

Don Santa, President and Chief Executive Officer of the In-terstate Natural Gas Association of America (INGAA), issued the following statement in response to the U.S. Environmen-tal Protection Agency’s Notice of Proposed Rulemaking for Clean Water Act Section 401, Water Quality Certification: "INGAA supports EPA’s proposed rule for the implementation

of updated guidance pertaining to Clean Water Act Section 401 and the protection of water quality. When an infrastruc-ture project requires federal authorization, Section 401 of the Clean Water Act provides states and tribes the opportunity to certify or deny that any discharges from the project to regu-lated waters will comply with applicable federal water quality standards. While the statute recognizes the distinctive roles of the federal and state governments in the environmental review process, the balance between those roles has recently been disrupted and some states have viewed Section 401 as a means of determining which interstate pipeline projects are in the public interest and which are not.

“EPA’s draft rule is necessary to restore efficient and con-sistent implementation of Section 401 reviews. We welcome today’s action to clarify the discrete roles of federal, state and tribal authorities throughout the Section 401 review process."

The rule change would also put tighter restrictions on states’ ability to block projects, limiting opposition to specific water quality issues and requiring that in the event of a denial they specify what if any information was lacking.

In April, President Donald Trump signed executive orders directing the EPA to review the agency’s permitting processes to speed up the construction of pipelines.

“Too often, badly needed energy infrastructure is being held back by special interest groups, entrenched bureaucracies and radical activists,” Trump said during a speech outside Houston that same month.

PROPOSED PROJECTS & UPDATES existing gathering and processing systems and can be ex-panded further to support multi-well pad development by current producer customers, as well as other producers in the area. Brazos also announced it recently commis-sioned the Comanche III plant, a 200 million ft3/d cryo-genic natural gas processing plant. Comanche III, which began processing volumes in the first quarter of 2019, is the third plant in Brazos’ natural gas processing complex, located in Reeves County, Texas, and brings Brazos’ total operated processing capacity in the region to 460 million ft3/d. Brazos anticipates further expansion of its process-ing complex with Comanche IV, a new 200 million ft3/d plant, and expects construction to begin as early as 2020.

Bridger Pipeline LLC, together with its affiliates, Liberty Pipeline LLC, and Red Oak Pipeline LLC announced that they have launched a supplemental open season seeking additional crude oil transportation commitments for joint service from production areas in the Rockies and Bakken to Cushing, Oklahoma and Gulf Coast destinations includ-ing Corpus Christi, Ingleside, and Houston, Texas. Liberty Pipeline LLC is a 50/50 joint venture of Phillips 66 and Bridger Pipeline LLC. Liberty Pipeline LLC is constructing a 24-inch pipeline that will provide crude oil transportation

service from Guernsey, Wyoming to Cushing, Oklahoma. Red Oak Pipeline LLC is a 50/50 joint venture of Phillips 66 and Plains All American Pipeline.

The staff of the FERC has issued a favorable Environ-mental Assessment (EA) for the Cheyenne Connector Pipeline Project and the Cheyenne Hub Enhancement Project, proposed by Cheyenne Connector, LLC and Rockies Express Pipeline LLC. The applicants are re-questing authorization to construct approximately 71 miles of new 36-inch-diameter pipeline, five new meter and regulating stations, and one new compressor station all in Weld County, Colorado (Cheyenne Connector Pipe-line). The Cheyenne Hub Enhancement Project includes the following facilities: one new approximately 32,100 horsepower compressor station; enhancements to modify Rockies Express’ existing Cheyenne Hub interconnect fa-cilities, including installation of pipe, valves, fittings, filters, and ancillary equipment; and ancillary facilities construct-ed at Rockies Express’ existing Cheyenne Hub, consist-ing of station piping, vibration reducing equipment, com-pressor and electrical buildings, valves, and gas cooling equipment.

The staff of the FERC has prepared a Final Environmental Impact Statement (EIS) for the Annova LNG Brownsville Project (referred to as the Annova LNG Project, or Proj-ect). Annova LNG Common Infrastructure, LLC; Annova LNG Brownsville A, LLC; Annova LNG Brownsville B, LLC; and Annova LNG Brownsville C, LLC (collectively Anno-va), request authorization to site, construct, and operate a liquefied natural gas (LNG) export facility in Cameron County, Texas. The project would include a new LNG ex-

port terminal capable of producing up to 6.95 million metric tons per year of LNG for export. The LNG terminal would receive natural gas to the export facilities from a third-par-ty intrastate pipeline. Annova anticipates a five-year con-struction period if the project is authorized. The facilities for the project include the following major components: gas pretreatment facilities; liquefaction facilities (six liq-uefaction trains and six approximately 72,000 horsepower [hp] electric motor-driven compressors); two LNG storage

tanks; boil-off gas handling system; flare systems; marine facilities; control, adminis-tration, and support buildings; access road; fencing and barrier wall; and utilities (pow-er, water, and communication). If approved, construction is slated for 2022 with a partial in-service date of 2024.

Bluewater Gas Storage has proposed a compressor project designed to increase operating pressure for its system. Bluewa-ter’s current interconnection with Vector Pipeline does not allow direct delivery of the required amount of customers’ natural gas needs due to the varying pressures be-tween the Bluewater and Vector systems. This has required rerouting the natural gas to other third-party pipelines for delivery, which results in additional costs. A new compressor would increase Bluewater’s operating pressure, taking full advantage of the Vector Pipeline interconnection and eliminating excess costs for rerouting the contracted amount of natural gas. Blue-water has submitted a pre-filing applica-tion with the FERC for the project and has received a Notice on Intent to Prepare an Environmental Assessment (EA). The EA is expected from the FERC December 2, 2019 with a final FERC decision slated for March 1, 2020. Pending Federal Energy Regula-tory Commission (FERC) and state review and approval, construction is expected to start in mid-2020 with completion in 2021.

Brazos Midstream has announced it has executed gathering and processing agree-ments with Shell Exploration & Produc-tion to construct a new natural gas gathering system located in the core of the Delaware Basin. Brazos’ new midstream infrastruc-ture is anchored by fifteen-year, fee-based acreage dedications totaling 55 000 acres in Loving, Ward, and Winkler counties. Bra-zos will construct 16 miles of high-pressure pipeline that will extend from the Company’s

Columbia Gas Transmission awaits final approval from the FERC for the Buckeye Xpress Project. The project includes 66.2 miles of 36-inch pipeline and appurtenances; and abandoning approximately 60.8 miles of 20- and 24-inch pipeline and appurtenances to be located in Vinton, Jackson, Gallia, and Lawrence Counties, Ohio and Wayne County, West Virginia Columbia is proposing to place the project into service in November 2020.

Columbia Gulf Transmission, LLC has filed an applica-tion with the FERC to construct and operate the Louisiana XPress Project. The project will create 493,000 dekath-erms per day (Dth/d) of incremental mainline capacity on Columbia Gulf’s pipeline system. The incremental capacity created by the project, in conjunction with the utilization of existing capacity, will allow for open access firm transporta-tion service on approximately 850,000 Dth/d of capacity on a north-to-south path from Columbia Gulf’s Mainline Pool to a primary point of delivery with Kinder Morgan Louisi-ana Pipeline LLC in Evangeline Parish, Louisiana. The pro-posed facilities in Louisiana include three new compressor stations: the Shelburn Compressor Station in East Carroll Parish, the Red Mountain Compressor Station in Catahoula Parish, and the Chicot Compressor Station in Evangeline Parish. It also includes upgrades at one existing facility, the Alexandria Compressor Station in Rapides Parish. The new facilities will tie into the already existing Columbia Gulf Transmission System. The estimated cost of the project is $471,588,011.

The staff of the FERC will prepare an Environmental As-sessment that will discuss the environmental impacts of the Mainline 100 and Mainline 200 Replacement Project involving construction and operation of facilities by Colum-bia Gulf Transmission, LLC in Menifee and Montgomery Counties, Kentucky. Columbia proposes replacing the ex-isting Class 2 Mainline 100 and Mainline 200 pipelines with Class 3 pipelines. The replacement of Mainline 100 and Mainline 200 consists of the abandonment and replace-ment of approximately 2,650 feet of pipeline associated with Mainline 100 and Mainline 200. New pipeline facilities include the construction and operation of two sections of Mainline 100 and two sections of Mainline 200, which rep-resent approximately 0.44 miles of new 30-inch-diameter natural gas transmission pipe, within Montgomery and Me-nifee Counties, Kentucky.

Double E Pipeline, LLC (Double E) has filed an application with the FERC seeking authority to construct, operate and maintain its Double E Pipeline Project. Double E seeks authorization to construct and operate an approximately 116.6-mile, 30-inch and 42-inch diameter trunk-line natural gas pipeline; an approximately 16.3-mile, 30-inch diameter lateral; and meters, mainline block valves, launchers and receivers, and other minor facilities at aboveground sites.

The project will interconnect with Kinder Morgan’s planned Gulf Coast Express and Permian Highway Pipelines, and Energy Transfer Partners’ Trans Pecos Pipeline. The Dou-ble E Pipeline Project is designed to provide up to 135,000 dekatherms per day of firm capacity to connect growing production areas in the Delaware Basin in southeast New Mexico and west Texas to delivery points near Waha in Reeves and Pecos Counties, Texas. If approved, in-service is slated for 2021.

Driftwood LNG LLC and Driftwood Pipeline LLC, have received a positive Final Environmental Impact Statement from the FERC for the liquefied natural gas (LNG) export facilities and certain interstate, natural gas transmission pipeline facilities in Evangeline, Acadia, Jefferson Davis, and Calcasieu Parishes, Louisiana. The project would provide gas and processing to produce up to 26 million tonnes per annum of LNG for export. The project facilities include five LNG plants; three LNG storage tanks; three marine berths capable of accommodating LNG carriers of up to 216, each; 74 miles of 48-inch pipeline, 10.6 miles of 42-inch pipeline; 11.3 miles of 36-inch pipeline; and 1 mile of 30-inch lateral pipeline collated with the main pipe-line; three compressor stations providing a total of 275,000 horsepower of compression; six pig launchers and receiver facilities, 15 meter stations, and 17 mainline valves. If ap-proved, construction is expected to begin in the 3rd quarter of 2019.

El Paso Natural Gas Company, L.L.C. has filed with the FERC for authorization to replace the driver for one of its existing compressors at its existing Waha Compressor Station located in Reeves County, Texas. This project is referred to as El Paso’s Waha Compressor Station Proj-ect. The total cost of this project is approximately $16.2 million and the target in-service date for the proposed re-placement EMD unit is second quarter of 2020.

Energy Transfer LP subsidiaries Dakota Access, LLC and Energy Transfer Crude Oil Company, LLC recently held a Binding Supplemental Open Season to solicit addi-tional shipper commitments for transportation service from the Bakken/Three Forks play in North Dakota to storage terminals located in Patoka, Illinois and Nederland, Texas through their respective pipeline systems (the “Bakken Pipeline System”). Dakota Access and ETCO anticipate that incremental capacity on the Bakken Pipeline System will be determined based on committed subscriptions made by shippers during the Open Season in addition to commit-ments already received for future capacity during the previ-ous open season that concluded in December 2018. The Bakken Pipeline System is operated by a wholly owned subsidiary of Energy Transfer Operating, L.P. the open sea-son concluded July 15, 2019.

The staff of the FERC will prepare an Environmental As-sessment (EA) that will discuss the environmental impacts of the Putnam Expansion Project involving construction and operation of facilities by Florida Gas Transmission Company, LLC in Columbia, Union, Putnam, Clay, and Orange Counties, Florida. Issuance of the EA is expected from the FERC on November 8 , 2019. The project would consist of the following facilities in Florida: West Loop- in-stall 13.7 miles of 30-inch pipeline loop in Columbia and Union Counties; East Loop- install 7.0 miles of 30-inch pipeline loop in Clay and Putnam Counties; Columbia/Union Receiver Station Relocation- remove and relocate the existing 30-inch loop pig receiver located at the begin-ning of the West Loop in Columbia County to a new pig receiver station to be installed at the terminus of the West Loop in Union County; Clay/Putnam Receiver Station Re-location- remove and relocate the existing 30-inch loop pig receiver located at the beginning of the East Loop in Clay County to a new pig receiver station to be installed at the terminus of the East Loop in Putnam County; Compres-sor Station (CS) 18- install new automated valves, over pressure protection device, and station piping at FGT’s existing CS 18 in Orange County, Florida. A final environ-mental decision from the FERC is expected in February,

2020. If approved, the planned in-service is April 2022.

An affiliate of Plains All American Pipeline is holding a binding open season for long-term commitments for light crude oil transportation service on its Western Corridor Pipeline System. The open season service will originate in northern Montana for delivery to Gulf Coast markets. Sub-ject to sufficient commitments from shippers and receipt of any necessary permits and regulatory approvals, the exist-ing System capacity will be expanded by up to an addi-tional 70,000 barrels per day, and service on the expanded System is expected to begin in the second quarter of 2021.

Freeport LNG has received approval from the U.S. Depart-ment of Energy (DOE) for the export of Train 4 volumes to Non-Free Trade Agreement countries. Freeport LNG’s fourth liquefaction train is part of the company’s existing natural gas liquefaction and LNG export facility on Quin-tana Island near Freeport, Texas. The company recently received approval from the Federal Energy Regulatory Commission (FERC) to site, construct and operate its fourth train. Freeport LNG’s Train 4 is expected to add over 5 million tonnes per annum (mtpa) of LNG production to its existing project, increasing the total export capability

markets. KMTP will build and operate the pipeline. A num-ber of federal and state agencies will be involved with the approval and oversight of the PHP Project, including, but not limited to, the Railroad Commission of Texas, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Texas Historical Commission, Texas Commission on Environmen-tal Quality, Texas General Land Office and Native American tribes as applicable. The PHP Project is expected to begin construction in late 2019 with an in service date slated for late 2020, assuming timely receipt of the requisite regula-tory approvals.

Kinder Morgan, Inc. announced a series of projects, to-taling over $170 million of capital investment, that will in-crease efficiency, add product liquidity, and enhance blend-ing capabilities at its Pasadena and Galena Park terminals, part of its best-in-class refined products storage hub on the Houston Ship Channel. In response to growing customer demand, KMI’s liquids terminal platform now boasts 10 ship docks, 38 barge spots, 20 inbound pipelines providing connectivity to 10 regional refineries and chemical plants, 15 outbound pipelines, 14 cross-channel lines, and approx-imately 43 million barrels of storage on the Houston Ship Channel, North America’s leading port for energy exports.

KMI will invest pproximately $125 million on enhancements to its Pasadena Terminal and Jefferson Street Truck Rack, including: increased flow rates on inbound pipeline con-nections and outbound dock lines, significantly reducing vessel load times and expanding effective dock capacity, tank modifications that will provide for butane blending and vapor combustion capabilities on 10 storage tanks, with the option to extend those capabilities to an additional 25 tanks or more, expansion of the current methyl tert-butyl ether (MTBE) storage and blending platform, including a dedicat-ed cross-channel MTBE line serving vessels being loaded at Pasadena’s North Docks, and a new, dedicated natural gasoline (C5) inbound connection, enhancing customers’ blendstock supply optionality and liquidity. The improve-ments, which are expected to be completed by the end of the second quarter of 2020, are supported by a long-term agreement with a major refiner for approximately 2.0 million barrels of refined petroleum products storage capacity at the terminal. In addition to the enhancements at the Pasa-dena Terminal, KMI will also invest more than $45 million to develop and construct a butane-on-demand blending sys-tem for 25 tanks at its Galena Park Terminal. The project will include construction of a 30,000-barrel butane sphere, a new inbound C4 pipeline connection, as well as tank and

of the 4-train facility to over 20 mtpa. Approximately 13.5 mtpa of this capacity has been contracted under 20-year tolling agreements to Osaka Gas Trading & Export, LLC, JERA Energy America, LLC, BP Energy Company, Toshiba America LNG Corporation, and SK E&S LNG, LLC, and approximately 0.5 mtpa has been contracted to Trafigura PTE LTD under a 3-year sale and purchase agreement commencing in 2020. Train 4 operations are anticipated to commence in 2023. Freeport LNG’s export facility currently consists of three liquefaction trains, with Train 1 scheduled for commercial startup in Q3 2019, and full three-train com-mercial operations anticipated by mid-2020. Under 3-train operations, Freeport LNG’s facility will rank 7th in current global liquefaction production capacity, with the facility ris-ing to become the world’s 5th largest LNG producer once Train 4 is completed.

Gulfstream Natural Gas System, L.L.C. has received a Notice of Intent to Prepare an Environmental Impact State-ment from the FERC to construct, and operate certain natu-ral gas pipeline facilities in Alabama and Florida (Phase VI Expansion Project). The project would add an additional 78,000 dekatherms per day of mainline capacity to an ex-isting power plant in Manatee County, Florida. Gulfstream proposes to install one 16,000 horsepower turbine driven compressor unit at its existing Compressor Station 410 located in Mobile County, Alabama and would also aban-don in place approximately 4 miles of 36-inch-diameter pipeline in Mobile County. Gulfstream would construct ap-proximately 4 miles of thicker walled 36-inch pipeline to re-place the abandoned pipeline and increase the maximum allowable operating pressure of approximately 59 miles of 36-inch onshore an offshore pipeline. The project would also require the construction of metering equipment at Compressor Station 420 in Manatee County, Florida. Is-suance of Environmental Assessment is expected January 16, 2020 with a final FERC project decision expected on April 15, 2020.

Gulf South Pipeline Company, LP has commenced con-struction activities on the Willis Lateral project. The project will provide about 200 million cubic feet of natural gas per day to Entergy Texas, Inc.’s Montgomery County Power Station Project near Willis, Texas. The project will consist of the following facilities entirely within the state of Texas: construction of approximately 19 miles of 24-inch pipeline in Montgomery and San Jacinto Counties; addition of a new 15,876 horsepower turbine engine to the existing Goodrich Compressor Station and construction of a new Meter and Regulator station at the compressor station in Polk County; construction of the Index 129 tie-in and pig launcher facil-ity in San Jacinto County; construction of the new Willis M&R station at the terminus of the project (including a pig receiver, filter separators with a liquid storage tank, and ancillary equipment) in Montgomery County; and construc-

tion of a mainline valve facility in Montgomery County. The Willis Lateral Project has a tentative in-service slated for May 2020.

Jordan Cove Energy Project, L.P. and Pacific Connector Gas Pipeline, LP have an application before the FERC for their proposed LNG and Terminal Pipeline. The project is designed to create a new LNG export point on the Oregon coast to serve overseas markets particularly around the Pacific Rim. The LNG Terminal would be capable of receiv-ing natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and loading the LNG onto vessels at its marine dock. The proposed liquefaction facility would be capable of producing up to 7.8 million metric tons per annum of LNG. PCGP proposes to construct and operate a new, approximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klamath, Jackson, Douglas, and Coos Counties, Oregon. The pipeline would be designed to transport 1,200,000 dekatherms per day of natural gas to the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Oregon. If approved and the project proceeds, in-service date is projected for 2024.

Kinder Morgan, Inc. announced a successful open season on its Roanoke Expansion projects on the Plantation Pipe Line System. Following the open season, Plantation Pipe Line secured long-term committed volumes of 20,000 barrels per day (bpd). The Plantation Pipe Line Company’s investment in the project is approximately $49 million. In ad-dition, Kinder Morgan Southeast Terminal’s (KMST) invest-ment, fully backed by 10,000 bpd of long-term committed volumes, is approximately $9 million. With the successful open season, Plantation Pipe Line has submitted a Petition for Declaratory Order (PDO) to the FERC for approval of commercial terms for the project. Pending all regulatory ap-provals, the project is expected to be in full service by April 1, 2020. The Plantation Pipe Line Roanoke Expansion will provide approximately 21,000 bpd of incremental refined petroleum products capacity on Plantation from the Baton Rouge, Louisiana, and Collins, Mississippi, origin points to the Roanoke, Virginia, area. The expansion will primarily consist of additional pump capacity and operational stor-age on the Plantation system. The KMST expansion will provide approximately 10,000 bpd of incremental refined product throughput capacity at the terminals.

Kinder Morgan Texas Pipeline (KMTP) and EagleClaw Midstream Ventures have plans to proceed with the Permian Highway Pipeline Project (PHP Project). The approximately $2 billion PHP Project is designed to trans-port up to 2.1 billion cubic feet per day (Bcf/d) of natural gas through approximately 430 miles of 42-inch pipeline from the Waha, Texas area to the U.S. Gulf Coast and Mexico

Magellan Midstream Partners, L.P. and Navigator En-ergy Services extended its open season for commitments from shippers for the planned Voyager Pipeline to August 30, 2019. The pipeline will transfer different grades of light crude oil and condensate from Cushing, OK to Houston, TX. Potential shippers continue to project considerable in-terest, especially the ones that reach Voyager from con-necting carriers in numerous producing regions. The ex-tension offers these shippers additional time to confirm their commitments across multiple pipelines and appraise a new origin point near Midland. The proposed Voyager pipeline will involve construction of almost 500 miles of 20- or 24-inch pipeline from Magellan Midstream's terminal in Cushing to its facility in East Houston. Originating from the Cushing, the pipeline will enable shippers to begin deliv-eries at Cushing from the Magellan Midstream-operated Saddlehorn Pipeline serving the Rockies and Bakken pro-duction regions, Navigator's Glass Mountain Pipeline serv-ing the Mid-Continent basin as well as other connections within the strategic Cushing crude oil hub. On request of potential shippers, the sponsors are assessing the addition of a Midland origin to provide further supply flexibility from the prolific Permian Basin. The Midland origin is likely to be accomplished in phases through Voyager's use of an exist-

ing Magellan pipeline that may become inoperative in the near future. This is part of the company's announced West Texas refined products pipeline expansion project. Voyager will have the capability to use an existing terminal in Frost to construct assets and connect to the Cushing-to-Houston segment. At the destination, the widespread Houston crude oil distribution system will deliver the multiple grades of crude oil to Houston and Texas refineries. Also, the delivery will be made to export facilities like the terminal owned by Seabrook Logistics, LLC, which is owned 50% by Magellan Midstream. Initially, the Voyager Pipeline is anticipated to have an initial capacity of at least 300,000 barrels per day, as proposed. Eventually the capacity will expand further if the industry demand increases. The pipeline is estimated to come online in late 2020.

piping modifications to extend butane blending capabilities to 25 tanks, two ship docks, and six cross-channel pipe-lines. The project is supported by a long-term agreement with an investment grade midstream company and is ex-pected to be completed in the fourth quarter of 2020.

Kinder Morgan recently held a binding open season to solicit commitments for an expansion of a portion of its SFPP, L.P. (SFPP) system. The expansion will provide for approximately 7,500 barrels per day (bpd) of incremental capacity for the transportation of Mexican-grade gasoline and diesel from El Paso, Texas to SFPP’s Annex Terminal in Tucson, Arizona. The additional capacity will be provid-ed through expanded pump capability at SFPP’s El Paso Station. The full expansion capacity will be in service by Feb. 1, 2020.

Kinder Morgan, Inc., through its subsidiary Hiland Crude, LLC, and Tallgrass Energy, LP, through its sub-sidiary Tallgrass Pony Express Pipeline, LLC recently held a binding joint tariff open season which ended July 28, 2019 to solicit commitments for crude oil transportation ser-vice from Bakken origin points on the Hiland Crude system to refinery delivery points along the Pony Express system and to Cushing, OK. The Hiland Crude system is currently capable of moving approximately 88,000 bpd (barrels per day) from Bakken origin points to Guernsey, WY. The Pony Express system is currently capable of moving approxi-mately 375,000 bpd from Guernsey to Cushing, connecting to three refineries along the way.

Longhorn Midstream Holdings, LLC announced that one of its subsidiaries, LM Touchdown Crude II, LLC, has launched a binding open season to obtain commitments to support the development of its Touchdown Crude Oil Gath-ering System in the Northern Delaware Basin. The green-field pipeline system will initially gather crude oil from origi-nation points in Eddy County, New Mexico and deliver to destination points in Eddy County, New Mexico. The bind-ing open season for the initial phase of the gathering sys-tem commenced July 15, 2019 at 8 a.m. Central time and was scheduled to conclude at 5 p.m. Central time on Au-gust 14, 2019. The Touchdown Crude Oil System, which will support multiple customers willing to make long-term commitments, will initially consist of approximately 50 miles of gathering and transportation pipelines. Construction has begun and the gathering system is expected to enter partial service in September 2019 and to be fully commissioned in the first quarter of 2020. In addition to the Touchdown Crude Oil System, Longhorn also announced it is con-structing a gas gathering system in the Northern Delaware Basin. The Touchdown Gas Gathering System will initially provide low pressure gathering, dehydration, compression, and high-pressure gathering services for liquids-rich natu-ral gas produced by customers in the area.

MPLX LP, WhiteWater Midstream backed by First Infra-structure Capital, and a joint venture between Stone-peak Infrastructure Partners (Stonepeak) andWest Texas Gas, Inc. (WTG) have reached a final investment decision to move forward with the design and construction of the Whistler Pipeline. Whistler is being designed as a 42-inch pipeline capable of transporting approximately 2 Bcf/d of natural gas about 450 miles from the Waha Hub in the Permian to the Agua Dulce Hub in South Texas. Whis-tler will also include a 50-mile, 30-inch pipeline lateral into the Midland Basin, where it will interconnect with various processing plants and pipelines. At Waha, in the Delaware Basin, Whistler will have a direct interconnect with the 1.4-Bcf/d Agua Blanca Pipeline, a joint venture of White-Water, MPLX and Targa Resources pipelines. Agua Blanca currently interconnects with Kinder Morgan’s El Paso Pipe-line (EPNG), Kinder’s Natural Gas Pipeline Co. of America (NGPL), ONEOK’s WesTex system and the Trans-Pecos header, a facility built by Mexico’s Comisión Federal de Electricidad (CFE). Agua Blanca also plans to have a future interconnect with GCX. The Whistler project’s partners ex-pect to sell the remaining transport capacity on Whistler in the coming months. Whistler would begin operation in the third quarter of 2021, subject to the receipt of the neces-sary regulatory approvals.The Whistler Pipeline is expect-ed to be in service in the third quarter of 2021, pending the receipt of customary regulatory and other approvals.

Medallion Pipeline Company, LLC announced a bind-ing open season to solicit binding, long-term commitments for firm transportation utilizing capacity that Medallion has leased on the crude oil pipeline owned by EPIC Crude Pipeline, LP (EPIC Pipeline). The EPIC Pipeline, which is currently being constructed, will provide potential shippers with access to multiple destination points including refinery and crude oil export markets through the Port of Corpus Christi. Prospective shippers will have the opportunity to participate in the open season to acquire firm transporta-tion capacity by making a minimum volume commitment of 10,000 barrels per day to Medallion pursuant to a volume commitment transportation agreement (Transportation Ser-vices Agreement). The existing Medallion pipeline is a net-work of approximately 800 miles of 6-inch and larger crude oil pipeline in the Midland Basin. The Medallion system consists of eight pipeline segments providing diversified market access to seven downstream pipelines, which inter-connect with the Medallion system at three major market hubs at the Crane Hub, Midland Hub, Colorado City Hub as well as the Alon USA Big Spring refinery. At the Crane Hub, the Medallion Pipeline will interconnect with the EPIC Pipeline. Service utilizing the leased capacity is expected to commence during the first quarter of 2020. The open season began July 19, 2019 and ended Friday, August 16, 2019 at 4:00 p.m. Central Daylight Time.

Natural Gas Pipeline Company of America has an ap-plication with the FERC seeking authority to construct, op-erate, and maintain facilities in Ward, Reeves, and Pecos Counties, Texas to directly connect Natural to the Waha Hub and transport up to 500 million cubic feet per day of natural gas to the Trans Pecos Pipeline header at the Waha Hub (Lockheed Extension Pipeline Project). The proposed project includes the following facilities: approxi-mately 16.84 miles of new 30-inch pipeline; installation of ancillary piping and valves to interconnect the new pipe-line extension; relocation of a 30-inch pig receiver to the southern terminus of the proposed pipeline extension; and installation of a new bidirectional interconnect and appur-tenant facilities at the southern terminus of the proposed pipeline extension. Pending receipt of all necessary regula-

The proposed new origin and destination points will allow potential shippers to move product from TCGS plants in the Powder River Basin to a newly established interconnect with ONEOK Bakken Pipe-line, L.L.C. at Well Draw in Converse County, Wyoming, providing potential shippers the ability to access ONEOK’s Niobrara Lateral, which will ultimately access newly cre-ated capacity on ONEOK’s Elk Creek expansion. Subject to shipper demand, required new infrastructure to enable the proposed new movements is expected to be completed in the third quarter of 2019.

Midcoast Energy, LLC, through an East Texas operating subsidiary, has entered into a commercial agreement with an anchor shipper to support the expansion of its pipeline system to provide transportation of natural gas supplies from East Texas to the Texas Gulf Coast (“CJ Express”). The CJ Express expansion project is expected to be in-service in early 2021. The CJ Express Pipeline will consist of up to 150 miles of 36 inch or larger diameter pipeline, commencing near Carthage in Panola County, Texas and extending south to Midcoast’s Clarity Pipeline in Hardin County, Texas to provide for deliveries to Trunkline Gas (NTX), Gulf South (Area 10), TRANSCO (Zone 2), TETCO (STX & WLA), Florida Gas (Zone 1), Tennessee Gas (100 Line), Kinder Morgan Texas Pipeline, Atmos Texas Pipeline and Channel Industries Gas.

Mountain Valley Pipeline has received a favorable Envi-ronmental Impact Statement from the FERC for approval to construct a 73-mile natural gas pipeline extending from Chatham across state lines into North Carolina. The pipe-line extension, the Southgate Project would connect with Mountain Valley’s contentious mainline that’s set to end in Pittsylvania County. A final FERC decision slated for March 2020.

tory approvals, Natural plans to commence construction of the Project in March 2020. Natural anticipates placing all project facilities in-service no later than the fourth quarter of 2020.

Nicor will be placing a job out for bid called the Dubuque Phase 4 project. Proposed construction is approximately 12.8 miles of 24-inch pipeline in Galina, Illinois. Worked is anticipated to begin in January 2020.

The staff of the FERC is preparing an Environmental As-sessment (EA) that will discuss the environmental impacts of the Bushton to Clifton A-line Abandonment Project involving construction and operation of facilities by North-ern Natural Gas Company in Clay, Cloud, Ellsworth, Lincoln, Ottawa, and Rice counties in Kansas. Northern is proposing to abandon in-place the A-line facilities con-sisting of approximately 92.76 miles of 26-inch pipeline on Northern’s M640A and M630A and 15.74 miles of 24-inch-diameter pipeline on its M640J pipeline systems and other appurtenant facilities. Northern proposes to construct and operate an additional natural gas-driven ISO rated 11,152 horsepower Solar Mars turbine unit (Unit No. 6) at the ex-isting Tescott compressor station located in Ottawa County, Kansas. The unit will tie into station piping that is connect-ed to Northern's existing mainlines. Approximately 85 feet of 24-inch-diameter station piping, approximately 40 feet of 36-inch station piping, and approximately 80 feet of 8-inch station piping will be removed to accommodate tie-ins. After abandonment, Northern will continue to operate the other pipelines in its right-of-way and maintain its pipeline easements with the exception of a segment of Jline that will be abandoned in place. Issuance of the Environmental Assessment from the FERC is expected November 8, 2019 with a final FERC decision expected February 6, 2020.

NuStar Energy L.P. recently held a Binding Open Season for committed refined product transportation on the ex-panded capacity of its Valley Pipeline System in South Texas. The Valley Pipeline System is an approximately 196-mile refined products pipeline from the Corpus Christi, TX area, to delivery points in Brownsville, TX, Edinburg, TX and Harlingen, TX. The current Valley Pipeline System is capable of transporting approximately 45,000 barrels per day (BPD). The expansion project, which includes the construction of a 75-mile loop of the pipeline segment be-tween Seeligson, TX and Edinburg, TX, and improvements at pump stations along the line, is expected to increase the capacity of the Valley Pipeline System by approximately 45,000 BPD. Based on significant customer commitments to utilize the expanded capacity, NuStar is proceeding with the project and the binding open season is intended for ad-ditional customer interest for the offered capacity and po-tential further capacity expansion. NuStar is proposing to make up to 90 percent of the expanded capacity available

to shippers making long-term, ship-or-pay commitments, with at least 10 percent available for walk-up shippers. The project is expected to be in service in the 4th quarter of 2019.

ONEOK, Inc. announced plans to invest approximately $100 million to construct a 75-mile natural gas liquids (NGL) pipeline lateral connecting the northern portion of the Bak-ken NGL Pipeline with a third-party natural gas processing plant in eastern Williams County, North Dakota. The lateral is expected to be complete in the fourth quarter 2020 and is supported by long-term dedicated NGL production, in-cluding a minimum volume commitment, which will provide NGLs to ONEOK's Elk Creek Pipeline. ONEOK continues discussions with producers and processors in the area for additional potential volume commitments. The lateral will provide access to raw feed NGL pipeline takeaway in an area of Williams County with historically limited transpor-tation options, and will provide connectivity with key NGL market centers.

ONEOK, Inc. is investing approximately $2.3 billion be-tween now and 2020 to construct: a new 400,000-barrel per day (bpd) natural gas liquids (NGL) pipeline – the Ar-buckle II Pipeline – that will create additional NGL transpor-tation capacity between ONEOK's extensive Mid-Continent infrastructure in Oklahoma and the company's existing NGL facilities in Mont Belvieu, Texas; a new 125,000 bpd NGL fractionator – MB-4 – in Mont Belvieu, Texas, and re-lated infrastructure; and a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake plant and related infrastructure – in the Williston Ba-sin. Arbuckle II Pipeline and MB-4: The approximately 530-mile, 24- and 30-inch diameter Arbuckle II Pipeline is ex-pected to cost approximately $1.36 billion and will have an initial capacity to transport up to 400,000 bpd of unfraction-ated NGLs originating across ONEOK's supply basins and extensive NGL gathering system to the company's storage and fractionation facilities at Mont Belvieu. The Arbuckle II Pipeline is expected to be completed in the first quarter 2020. The pipeline will have the capability to be expanded up to 1 million bpd with additional pump facilities, which could more than double ONEOK's current capacity be-tween the Mid-Continent and Gulf Coast. The new MB-4 fractionator and related infrastructure, which includes addi-tional NGL storage capacity in Mont Belvieu, are expected to cost approximately $575 million and be completed in the first quarter 2020. ONEOK's total NGL fractionation capac-ity will increase to 965,000 bpd following the completion of MB-4. The initial capacity of the Arbuckle II Pipeline is more than 50 percent contracted, and MB-4 is fully contracted. Both are anchored by long-term contracts with terms rang-ing between 10 to 20 years. Adjusted EBITDA multiples for these projects are based only from these commitments but additional supply agreements continue to be negoti-

Demicks Lake plant and related infrastructure: The Demicks Lake natural gas processing plant and related field infrastructure are expected to cost a total of approx-imately $400 million and be completed during the fourth quarter 2019. The Demicks Lake plant will be built in McK-enzie County, North Dakota, which is in the core area of the Williston Basin. The plant is supported by acreage dedica-tions with primarily fee-based contracts. The Demicks Lake plant is expected to contribute additional NGL volumes to ONEOK's NGL gathering system and natural gas volumes to ONEOK's 50 percent-owned Northern Border Pipeline. ONEOK's Williston Basin natural gas processing capacity will increase to more than 1.2 billion cubic feet per day fol-lowing the completion of the Demicks Lake plant.

Phillips 66 and Bridger Pipeline LLC recently held a joint open season for the proposed Liberty Pipeline, which will provide shippers the opportunity to secure crude oil transpor-tation service from the Rockies and Bakken production areas to Corpus Christi, Texas. The Liberty Pipeline is expected to have an initial throughput capacity of 350,000 barrels per day (BPD) with the ability to expand further depending on shipper interest in the open season. The pipeline is anticipated to be placed in service in the fourth quarter of 2020.

Phillips 66 and Plains All American Pipeline announced that they have formed a 50/50 joint venture, Red Oak Pipe-line LLC, and are proceeding with construction of the Red Oak Pipeline system. The pipeline system will provide crude oil transportation service from Cushing, Oklahoma, and the Permian Basin in West Texas to Corpus Christi, Ingleside, Houston and Beaumont, Texas. Red Oak is un-derpinned with long-term shipper volume commitments. Initial service from Cushing to the Gulf Coast is targeted to commence as early as the first quarter of 2021, subject to receipt of applicable permits and regulatory approvals. The Red Oak joint venture will lease capacity in Plains’ Sunrise Pipeline system, which extends from Midland to Wichita Falls, Texas. The joint venture plans to construct a new 30-inch pipeline from Cushing to Wichita Falls and Sealy, Texas. From Sealy, the joint venture will construct a 30-inch pipeline segment to Corpus Christi and Ingleside and a 20-inch pipeline segment to Houston and Beaumont. Where feasible, Red Oak will utilize existing pipeline and utility corridors and advanced construction techniques to limit environmental and community impact. Plains will lead project construction on behalf of the joint venture, and Phil-lips 66 will operate the pipeline. The project is expected to cost approximately $2.5 billion.

Phillips 66’s PSX crude oil pipeline joint ventures (JVs) an-nounced supplemental open seasons for additional trans-portation capacity of the commodity. The open season is meant for additional shippers willing to carry crude volumes for a long term to destinations including Cushing, Oklahoma and Gulf Coast from Bakken and Rockies. It is to be noted that Phillips 66’s JVs are Liberty Pipeline LLC and Red Oak Pipeline LLC. With Phillips 66, the JV partner of Liberty Pipeline LLC is Bridger Pipeline LLC. In the JV, each party has a 50% interest. The JV partners for Red Oak Pipeline are Phillips 66 and Plains All American Pipeline (PAA). The 24-inch pipeline that Liberty Pipeline LLC is constructing is meant to carry crude to Cushing, OK from Guernsey, WY. The date when the pipeline is likely to initiate operations is the first quarter of 2021. Phillips 66 will be the operator of the pipeline whose cost is estimated by the company at $1.6 billion. Notably, the pipeline projects will assure pro-ducers in Bakken and Rockies that their increased produc-tion of crude oil volumes will be transported to key destina-tions in the United States and across the globe, according to Bridger Pipeline LLC.

An affiliate of Plains All American Pipeline announced a binding open season for long-term commitments for light crude oil transportation service on its Western Corridor Pipeline System. The open season service will originate in northern Montana for delivery to Gulf Coast markets. Sub-ject to sufficient commitments from shippers and receipt of any necessary permits and regulatory approvals, the exist-ing System capacity will be expanded by up to an addi-tional 70,000 barrels per day, and service on the expanded System is expected to begin in the second quarter of 2021.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, has received a positive Final Environmental Impact Statement (EIS) from the FERC for its proposed Texas Connector natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Fa-cilities in Jefferson County, Texas. The Final EIS addresses the potential environmental effects of the construction and operation of the following proposed facilities: two liquefac-tion trains, each with a capacity of 6.73 million tons per annum of LNG for export; three LNG storage tanks, each with a capacity of 160,000 cubic meters; a refrigerant stor-age area and truck unloading facilities; a condensate stor-age area and truck loading facilities; a new marine slip with two LNG vessel berths, an LNG vessel and support vessel maneuvering area, and an LNG transfer system; a mate-rials off-loading facility and Pioneer Dock; approximately 38.9 miles of 42-inch-diameter pipeline to bring feed gas from interconnections with Kinder Morgan Louisiana Pipe-line LLC, Natural Gas Pipeline Company of America, Hous-ton Pipeline Company LP, Texas Eastern Transmission, LP (TETCO), Florida Gas Transmission Company, LLC, and

Golden Triangle Storage, Inc./Centana Intrastate Pipe-line, LLC to the terminal site; approximately 131.3 miles of 42-inch-diameter pipeline to bring feed gas from inter-connections with Centana Interstate Pipeline, LP, TETCO, Tennessee Gas Pipeline Company, Market Hub Partners – Egan, Pine Prairie Energy Center, Texas Gas Transmis-sion, LLC, ANR Pipeline Company, and Columbia Gulf Transmission, LLC to the terminal site; three compressor stations; meter stations at the pipeline interconnects; and other associated utilities, systems, and facilities (mainline valves, pig launchers/receivers, contractor yards, access roads, etc.). Construction is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022. On October 16, 2017, Port Arthur Pipeline filed another application requesting a certifi-cate of public convenience and necessity for the Louisiana Connector Project, authorizing Port Arthur Pipeline to con-struct, own, and operate additional new proposed Liquefac-tion Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project will be capable of deliver-ing approximately 2,000,000 MMBtu per day of natural gas to the Liquefaction Project. The Louisiana Connector Proj-ect, along with the Texas Connector Project facilities pro-posed in this proceeding, will be the primary means of deliv-ery of feed gas to the Liquefaction Project. The anticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022. The Louisiana Connector Proj-ect will include 131 miles of 42-inch diameter gas pipeline, a new compressor station, interconnection facilities with interstate and intrastate natural gas facilities, and other appurtenant facilities. The proposed Louisiana Connec-tor Project facilities will extend from an interconnect with Columbia Gas Transmission (MP 130.9) located northeast of Eunice, Louisiana in St. Landry Parish through Evange-line, Allen, Beauregard, Calcasieu, and Cameron Parishes in Louisiana and Jefferson County, Texas and terminate at the proposed Liquefaction Facility south of Port Arthur in Jefferson County, Texas. The Louisiana Connector Project, along with the Texas Connector Project facilities proposed in this proceeding, will be the primary means of delivery of feed gas to the Liquefaction Project. Both projects are needed to provide service to the Liquefaction Project and will allow flexible access to multiple supply basins and sys-tems of upstream transporters. Combined, the projects will give more gas sellers access to Port Arthur LNG and Port Arthur LNG access to more supply basins. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction proj-ect. The 27.6-mile northern portion of the proposed pipe-line project would extend from Vidor in Orange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with existing energy in-frastructure rights-of-way. The approximately 7-mile south-ern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of Sabine

The proposed pipeline project would interconnect the Port Arthur Liquefaction Project to various intra- and interstate pipelines, providing access to a number of major U.S. natu-ral gas supply basins. Construction is expected to begin in the third quarter of 2021, with commercial operations ex-pected to begin in third quarter of 2022.

The staff of the FERC has prepared a Final Environmental Impact Statement (FEIS) for the Rio Grande LNG Project proposed by Rio Grande LNG, LLC and Rio Bravo Pipe-line Company, LLC. RG LNG is requesting authorization to construct and operate liquefied natural gas (LNG) export facilities in Cameron County, Texas and to construct, oper-ate, and maintain a new pipeline system in Jim Wells, Kle-berg, Kenedy, Willacy, and Cameron Counties, Texas. The FEIS addresses the potential environmental effects of the construction and operation of the following proposed facili-ties: six liquefaction trains at the Rio Grande LNG Terminal, each with a nominal capacity of 4.5 million tons per annum of LNG for export, resulting in the total nominal capacity of 27.0 million tons per annum; four LNG storage tanks, each with a net capacity of 180,000 cubic meters; LNG

truck loading facilities with four loading bays, each with the capacity to load 12 to 15 trucks per day; a refrigerant storage area and truck unloading facilities; a condensate storage area and truck loading facilities; a new marine slip with two LNG vessel berths to accommodate simultaneous loading of two LNG vessels, an LNG vessel and support vessel maneuvering area, and an LNG transfer system; a materials off-loading facility; 2.4 miles of 42-inch-diameter pipeline, including 0.8 mile of dual pipeline, to gather gas from existing systems in Kleberg and Jim Wells Counties (referred to as the Header System); 135.5 miles of paral-lel 42-inch-diameter pipelines originating in Kleberg County and terminating at the Rio Grande LNG Terminal in Cam-eron County (referred to as Pipelines 1 and 2); four stand-alone metering sites along the Header System; two new interconnect booster compressor stations, each with a me-tering site; three new compressor stations (one at the LNG Terminal site); and other associated utilities, systems, and facilities (yards, access roads, etc.) Final FERC approval is anticipated in late summer 2019.

sion Project. The project includes construction and opera-tion of a third marine berth at the existing Sabine Pass LNG Terminal in Cameron Parish, Louisiana. The project would also include the addition of piping, pipe racks, utilities, and other infrastructure necessary to transport liquefied natu-ral gas (LNG) to the third berth. The project would consist of the following facilities in Cameron Parish, Louisianaa new marine berth to be dredged adjacent and southeast of the two existing marine berths along the Sabine Pass Channel; additional two tugs to the existing dedicated tug fleet an LNG loading system consisting of a new platform, LNG loading and cool down lines, and LNG loading arms (two liquid, one vapor, and one hybrid liquid/vapor); two new 30-inch-diameter loading lines to transfer LNG to the Third Berth loading platform; an LNG spill collection sys-tem to provide spill protection for the new LNG piping and equipment; and appurtenant facilities including, the cus-toms/security building, analyzer shelters, telecommunica-tions systems, digital control systems upgrades, security fencing, cathodic protection systems, elevated fire monitor towers, and gangway with associated gangway hydraulic power unit and local control panel. A final FERC decision on the project is project for early 2020.

Saddlehorn Pipeline Company, LLC announced a cap-ital-efficient expansion of the Saddlehorn pipeline and a new Ft. Laramie, Wyoming origin. In connection with these enhancements, Saddlehorn has launched an open season to solicit long-term commitments for capacity on the pipeline system. Interested customers must have submitted binding commitments by 12:00 p.m. Central Time on July 31, 2019. The Saddlehorn pipeline, which is jointly owned by affiliates of Magellan Midstream Part-ners, L.P, Plains All American Pipeline, L.P. and Western Midstream Partners, L, is currently capable of transport-ing approximately 190,000 barrels per day of crude oil and condensate from the DJ and Powder River Basins to storage facilities in Cushing, Oklahoma owned by Ma-gellan and Plains. Magellan serves as operator of the Saddlehorn pipeline. The expansion will increase the pipeline’s capacity by up to 100,000 bpd, to a new total capacity of 290,000 bpd. The higher capacity is expected to be available in late 2020 following the addition of in-cremental pumping and storage capabilities. Saddlehorn will add the new Ft. Laramie origin by leasing capacity on third-party pipelines.

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES Summit Permian Trans-mission, LLC has re-ceived a notice of Intent to Prepare an Environ-mental Assessment from the FERC for the planned Double E Pipeline Proj-ect in New Mexico and Texas. An official project FERC filing was expected in July 2019 for the proj-ect. The scope of facili-ties currently includes the following: approximately 34 miles of new 30-inch pipeline (Trunkline100

or T100) from Summit’s existing Lane Processing Plant in Eddy County, New Mexico to a planned Poker Lake Com-pressor Station site, also in Eddy County. In addition to the trunkline, this portion of the project would include: one 30-inch pig launcher and one receipt meter located within the Lane Processing Plant; and two mainline block valves; one new compressor station (Poker Lake Compressor Station), sited on approximately 70 acres on federal land managed by the U.S. Bureau of Land Management, in Eddy Coun-ty. The new compressor station would require two Taurus 70 turbine-driven compressor units, totaling about 22,200 horsepower. Associated facilities would include one 42-inch pig launcher; one 30-inch pig receiver; and one receipt meter located at the Poker Lake Compressor Station site with an expected volume of 175 million standard cubic feet per day; approximately 81.1 miles of new 42-inch pipeline (Trunkline 200 or T200) from the planned Poker Lake Com-pressor Station; through Loving, Ward, and Reeves Coun-ties, Texas and terminating at the Waha Pigging Station in Reeves County, Texas. In addition to the trunkline, this por-tion of the project would include: four mainline block valves; and one 42-inch pig receiver, located within the Waha Hub Pigging Station site; approximately 17.3 miles of new 30-inch pipeline (Lateral 100 or L100) from the existing Loving Processing Plants to the planned trunk-line in Eddy County, New Mexico. Additional facilities would include: one 30-inch pig launcher; one 30-inch pig receiver; and three receipt meters, including: one receipt meter to serve the new Sen-dero Midstream Partners Plant, currently under construc-tion; one receipt meter to serve the existing Matador Re-sources Company’s Plant; and one receipt meter to serve the new Lucid Energy Group Road Runner Plant, currently under construction; approximately 1.4 miles of new 42-inch trunkline (Trunk-line 300 or T300) from the planned Summit Waha Pigging Station site in Reeves County, Texas to the final delivery locations in the Waha Hub in Pecos, County, Texas. Aboveground facilities would include: one delivery meter to serve Kinder Morgan’s Permian Highway Pipeline, currently under construction; one delivery meter to serve

Kinder Morgan’s existing Gulf Coast Express Pipeline; and one delivery meter to serve Energy Transfer Company’s existing TransPecos Pipeline header pipeline. Summit an-ticipates initial construction activities to begin in April 2020, with a planned in-service date of April 2021.

The staff of the FERC has prepared a Final Environmen-tal Impact Statement (EIS) for the Texas LNG Project, proposed by Texas LNG Brownsville, LLC. Texas LNG is requesting authorization to site, construct, modify, and operate liquefied natural gas (LNG) export facilities on the Brownsville Ship Channel in Cameron County, Texas. The Texas LNG Project consists of a new LNG terminal on the north side of the Brownsville Ship Channel, 2.5 miles southwest of the Town of Port Isabel, Texas and 19 miles northeast of the City of Brownsville, Texas population center. Texas LNG would construct the LNG terminal on a 625-acre parcel owned by the Brownsville Navigational District, with an additional 26.5 acres necessary outside of the parcel within the banks of the Brownsville Ship Chan-nel to allow for deep water access to the Brownsville Ship Channel. The project consists of the following facilities: a gas gate station and interconnect facility; a pretreatment facility to remove water, carbon dioxide, hydrogen sulfide, mercury, and heavier (pentane and above) hydrocarbons; a liquefaction facility consisting of two liquefaction trains and ancillary support facilities; two approximately 210,000 cubic meter (m3) aboveground full containment LNG stor-age tanks with cryogenic pipeline connections to the lique-faction facility and berthing dock; an LNG carrier berthing dock capable of receiving LNG carriers between approxi-mately 130,000 m3 and 180,000 m3 capacity; a permanent material offloading facility to allow waterborne deliveries of equipment and materials during construction and mooring of tug boats while an LNG carrier is at the berth; a thermal oxidizer, warm wet flare, cold dry flare, spare flare, acid gas flare, and marine flare; and administration, control, mainte-nance, and warehouse buildings and related parking lots; electrical transmission line and substation, water pipeline, septic system, and stormwater facilities/outfalls. Natural gas would be delivered to the Texas LNG Project site via a non-jurisdictional, intrastate, 30-inch-diameter natural gas pipeline that would be constructed, owned, and operated by a third party, separate from Texas LNG. Final FERC de-cision is still pending.

Transcontinental Gas Pipe Line Company, LLC has filed an application with the FERC seeking authority to construct and operate its Leidy South Project. The project would expand Transco’s existing pipeline system to enable it to provide an additional 582,400 dekatherms per day of firm transportation service to three shippers, and abandon a small portion of its existing facilities. Transco seeks autho-rization for the construction and operation of approximate-ly 8.7 miles of 36-inch-diameter looping facilities and the

related abandonment of 5.8 miles of 23.375-inch pipeline in Clinton County, Pennsylvania; construction and opera-tion of approximately 3.6 miles of 42-inch looping facilities in Lycoming County, Pennsylvania; the addition of 45,87 horsepower (hp) at two existing compressor stations Wyo-ming and Columbia Counties, Pennsylvania; and construc-tion and operation of two new compressor stations totaling 78,801 hp in Luzerne and Schuylkill Counties, Pennsylva-nia. The estimated cost of the Project is $531.12 million. If approved, in-service is slated in time for the 2021-22 winter heating season.

Venture Global Calcasieu Pass, LLC has filed with the FERC to prepare and use access roads and additional temporary workspaces associated with construction of the Calcasieu Pass Pipeline project. The FERC has is-sued a favorable Environmental Impact Statement (EIS) for the Calcasieu Pass LNG Project. The project would include a new liquefied natural gas (LNG) export termi-nal and 23.4 miles of 42-inch pipeline in Cameron Par-ish, Louisiana. The terminal would include the following facilities: liquefaction facilities; two full-containment LNG above ground storage tanks, each with a usable capacity of approximately 200,000 cubic meters; a 720 megawatt electric generating plant; a marine terminal consisting of a turning basin and LNG carrier berths; LNG piping; transfer lines; loading facilities; and other infrastructure. The pipe-line would include the following facilities: one meter sta-tion; three mainline valves; one pipeline inspection/clean-ing device launcher at the meter station; and one pipeline inspection/cleaning device receiver on the terminal site. The FERC concludes that construction and operation of the project would result in some adverse environmental impacts, but these impacts would be reduced to less than significant levels.

Venture Global LNG, Inc. is proposing to build, own and oper-ate a liquefied natu-ral gas facility, Delta LNG, on a 524-acre site in Plaquemines Parish, Louisiana and the Delta Express Pipeline between the Delta LNG termi-nal and a natural gas pipeline grid intersec-tion near Alto, Louisi-ana. Delta LNG will be a natural gas liquefac-tion (LNG) export ter-

minal with an export capacity of 24 million metric tonnes per year of LNG when fully developed and will accom-

modate ocean-going vessels with an LNG carrying capac-ity of up to 185,000 cubic meters. Four full containment LNG storage units, three marine loading docks and onsite power generation will be included.Delta Express Pipeline will consist of approximately 280 miles of two new parallel 42-inch-diameter natural gas pipelines in a single right-of-way path that will originate near Alto to connect to the LNG facility. Four new compressor stations are proposed to be constructed in Richland Parish, Concordia Parish, Point Coupee Parish, and Lafourche Parish, LA. Venture has issued a pre-filing request with the FERC for the proj-ect. An FERC application for the project is expected to be filed in November 2019. If approved, the project has an anticipated construction start date of December 2021 with a slated in-service date of November 2024.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline) have received a favorable Environ-mental Impact Statement from the FERC to construct a liquefied natural gas (LNG) export terminal and pipeline facilities located in Plaquemines Parish, Louisiana. To-gether the proposals are referred to as the Plaquemines LNG and Project or Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Ten-nessee Gas Pipeline Company and Texas Eastern Trans-mission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transportation capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approximately 284 million dollars.

Williams – Northwest Pipeline LLC is one of three in-terstate natural gas pipelines operated by The Williams Companies. The Northwest system extends from the San Juan Basin in northwestern New Mexico and southwestern Colorado through the states of Colorado, Utah, Wyoming, Idaho, Oregon and Washington to a point on the Canadian border near Sumas, Washington. Northwest provides nat-ural gas transportation service to the Seattle, Washington, Portland, Oregon, and Boise, Idaho, markets. The North Seattle Lateral consists of two lines (laterals) branching off the 30-inch Northwest mainline at milepost (MP) 1,397.1. The first lateral measures 20 inches in diameter to MP 2.0, at which point the diameter measures 8 inches. The sec-ond lateral measures 16 inches in diameter. This project will replace a portion of this existing 8-inch line with new 20-inch pipe, beginning near MP 2.0 and extending up

to approximately 5.85 miles. an in-line inspection facility, currently located at MP 2.2, will be relocated to the end of the expanded portion of the line as part of the project. All pipe installed during the project will use the existing North-west right-of-way corridor. Workspace or other use of land outside Northwest easements will be relatively minimal and temporary. FERC has issued a Notice to Proceed with construction.

Williams has plans for the Regional Energy Access, an incremental expansion of the Transco interstate pipeline to provide firm natural gas transportation capacity to mar-kets in the northeastern United States as early as No-vember 2022. Regional Energy Access is being designed to provide up to one million dekatherms per day of firm transportation capacity to the Transco pipeline's northeast market, including existing Pennsylvania and New Jersey local distribution companies and power generators. De-mand for natural gas in the Northeast continues to rise as businesses rely on natural gas to help meet clean air goals. Regional Energy Access minimizes environmental impacts by maximizing the use of existing Transco pipe-line infrastructure and rights of way. The preliminary de-sign of the project consists of additional compression and selected pipeline loop segments along the existing Trans-co pipeline corridor. Although the final capacity, scope and cost of the project will be determined by the results of the open season, it is anticipated that the project will include approximately 34 miles of pipeline looping and additional compression along existing Transco facilities. The project will connect robust Marcellus supply from receipt points along the Transco pipeline’s Leidy Line in Luzerne Coun-ty, Pennsylvania, to delivery points in Pennsylvania and New Jersey, including the Station 210 Zone 6 Pool in Mer-cer County, New Jersey, the Lower Mud Run Road inter-connect in Northampton County, Pennsylvania, and along Transco’s mainline to Station 200, Marcus Hook lateral and Trenton Woodbury lateral. The proposed project will be subject to approval by the FERC and other agencies.

Williams reported that the FERC has issued a Certifi-cate of Public Convenience and Necessity authorizing the Northeast Supply Enhancement Project – an expan-sion of the existing Transco natural gas pipeline designed to serve New York markets in time for the 2020/2021 win-ter heating season. The Northeast Supply Enhancement project will provide 400,000 dekatherms per day of addi-tional natural gas supply to National Grid – the largest dis-tributor of natural gas in the northeastern United States. National Grid is converting about 8,000 customers per year from heating oil to natural gas in New York City and Long Island. The Northeast Supply Enhancement Project is critical to make these conversions possible, as well as keep up with new development in the area. The Order is-sued by the Commission concludes a nearly three-year

regulatory review process, ultimately determining that the Northeast Supply Enhancement project will serve the public interest and that environmental impacts would be minimized with the implementation of mitigation measures proposed by the company and FERC. Following the re-ceipt of all necessary regulatory approvals, Williams an-ticipates beginning construction on the Northeast Supply Enhancement project facilities in the fall of 2019.

Williams Partners L.P. has an application before the FERC seeking authorization for its Southeastern Trail Expansion project, which would create 296,375 dekath-erms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Subject to approval by the Federal Energy Regulatory Commission, the South-eastern Trail Expansion project will consist of approxi-mately 7.7 miles of 42-inch pipeline looping facilities in Virginia, horsepower additions at existing compressor sta-tions in Virginia, and piping and valve modifications on other existing facilities in South Carolina, Georgia, and Louisiana to allow for bi-directional flow. The project has a targeted in-service commitment of Nov. 1, 2020.

EPIC Midstream Holdings Inc has begun shipping crude oil on its 400,000 barrel per day (bpd) pipeline from the Permian Basin to the U.S. Gulf Coast.

Terminal operator Moda Midstream LLC confirmed it would be accepting the Permian crude from the EPIC line at its facility in Ingleside, Texas. Oil prices in Midland, the heart of the Permian shale field, rallied to 50 cents per barrel over U.S. crude futures.

San Antonio-based EPIC is the second pipeline operator this year to open a major line from the top U.S. oil field to the Corpus Christi, Texas, area. It followed the start of initial operations on Plains All American Pipeline LP’s 670,000 bpd Cactus II Pipeline.

OBITUARIES Richard P. “Sticker” Hartman, age 79 of Knox-ville passed away at his home on July 19, 2019. Born August 14, 1939 in Blossburg, he was the son of the late Paul J. and Margaret E. (An-deregg) Hartman. He married Donna (Doan) and retired from Joyce Western/Otis Eastern pipeline construction. Sticker was a life member of Gale-ton Moose Lodge #826 and a social member of

the Knoxville Deerfield Fire Company. He enjoyed golf, all sports, especially the Bills and Pirates and spending time with family and friends. He is survived by his loving wife of 47 years, Donna; his children, Michele and Daren Hager, Brian and Wilma Cary, Terry and Tara Cary and Carol and Rick Collins; grandchildren, Jessica, Alicia, Brande, Kristy, Bobbie Jo, Damieon, Kelly, Jennifer, Cheryl, Morgan, Colton and Taylor; 18 great grandchildren, two nephews, Michael and Allen and a niece, Debbie. He was preceded in death by a son, Donald Cary; grandson, Robert Michael Cary and his sister, Peg Burrous. James Arnold Barfield, 56, passed away July 15, 2019. James was born on January 15, 1963 in Wichita Falls, Texas to Douglas Barfield and Carolyn Denny Barfield. He enjoyed his career working on the pipeline and took great pride in his work. In his spare time, he enjoyed collect-ing fossils and riding his unicycle, and he loved spending time with his granddaughters. James

loved helping people and would always help anyone in need. He is survived by his son, Josh Barfield and wife Crystal; his grand-daughters, Aleah, Alayna and Gracie; and his brother, Wayne Barfield.

Terry W. Dickerson, 68, of Ozona, TX, passed away July 11, 2019, in Santa Fe, NM. Raised in Granbury, TX, he graduated from Granbury High School in 1969. After graduation he attended classes at Lubbock Christian College. He also worked in pipeline construction before he be-came a professional firefighter for the city of Eu-less, TX. He then attended classes in Firefighting

at Tarrant County Jr. College. He later had the opportunity to work on construction of the Trans-Alaskan Pipeline in Fairbanks, Alaska before settling down to ranch in Crockett and Val Verde counties for 15 years. Most recently, he worked as a Landman in the oil and gas industry until his retirement. Terry never met a stranger, and he was widely loved and respected. He was fortunate to spend 46 years with the woman he loved. Terry will be lovingly remembered and greatly missed by his wife Peggy, children Adrienne Dicker-son, Erika (Fletcher) Andrews, and Mike (Jennifer) Kenison; sister Donna (Stacy) Moran; nieces Tracy (Chris) Whitefield and Teresa (Gary) Carlson; nephews Clay (Jessica) Everett, Brad (Kim) Lee, and Bryan (Deborah) McComas; grandchildren Ashley, Hannah, Nathan, Jeffrey, Bennett, Bethany, and Gregory Kenison and Aus-tin, Sebastian, and Graham Andrews; as well as his great-nieces Shae Everett, Rheagan Whitefield, Alexis and Madelyn Lee, and Sara (Caleb) Ramirez; great-nephews Max Everett, Cordel White-field, Landen Lee, Austin (Jessica, children McKenzie and Tanner

Henderson and Madison McComas) McComas, and Aaron McCo-mas; sister-in-law Mary Jo (Bud) White, and brother-in-law David Slack. He had numerous other cousins and close family friends around the country, including the Elbrock, Royston, and Gonzales families of Chama, NM.

Hobert "Junior" William Anderson Jr., 73, of Cameron, W.Va., passed away August 9, 2019. He was born December 28, 1945, in Glen Dale, W.Va., a son of the late Hobert and Fannie Long Anderson. Junior retired from Operating Engineers Local #66 since 1966. He traveled the U.S. working on pipeline jobs. He was a side boom operator most of his pipeline career. He was an avid golfer, hunter and fisherman. He was a member of the Cameron Moose and the Masonic Lodge #17 in Cameron. He also attended West Greene High School in Rogersville. Preced-ing him in death were brothers Charles and Bob Anderson. He is survived by his wife of 55 years, Joy Carter Anderson; one sis-ter, Rosa Mae Ward; his daughters and sons-in-law, Brenda (Ed) Zelich, Teresa (Tom) Hudrlik, Sandra (Chris) O'Neil; one son, Rob-ert R.C. Anderson; grandchildren Zeke and Luke Zelich, Abby, Emily, and Gavin Hudrlik, Claire, Callie, Carlie and Cole O'Neil; also his best friend, Tiny.

Thomas, Alexandrina Elissa, 35, of New Smyrna Beach, a pipe-line welder with Local Union 798, died, Saturday, August 3, 2019 at Advent Health Hospice Care, Orange City.

Tommie Lee "Monroe" Brantley, age 90, a Bixby, OK resident, formerly of Marion and Mon-roe, LA, was born on April 10, 1929, to Prentice Eugene and Irma (Pace) Brantley, at Marion, LA. Monroe passed away on Saturday, July 27, 2019 at his home in Bixby, OK. He attended school in Linnville, LA. Monroe worked from age 15 in the pipeline industry, was a sideboom operator early

in life, worked his way up to General Superintendent and estima-tor 30 years for Reading and Bates Construction., where he was a pioneer in the horizontal directional drilling of pipelines. Monroe worked in pipeline inspection in his last 10 years where he loved every moment he was on the right of way with a total of 73 years. He married Rita Ann (Jones) in 1986 at Pasadena, TX. Monroe was a Christian, non denominational. He attended Victory Chris-tian Center in Tulsa. Monroe loved to duck hunt, deer hunt, fish, was an avid golfer (until the last few years) and loved to work. Monroe is survived by his wife, Rita Ann Brantley of the home; daughter, Wanda Jean Simmons of West Monroe, LA; step son, Joel Lake and wife Michelle of Bixby, OK; grandchildren, James Lee Brantley of Farmerville, LA, Sean Harrell and wife Wendy of Farmerville, LA, Chad Simmons and wife Sabrina of Bastrop, LA, Thad Simmons and wife Robin of Thomaston, AL, Rachel Lake of Bixby, OK, Mitchell Lake of Bixby, OK, Matthew Lake of Bix-by, OK; great grandchildren, Garrett Simmons, Chase Simmons, Bradley Simmons, Elliot Simmons, Brittany Harrell, Natalie Har-rell; along with nieces, nephews, other relatives and many dear and loved friends. Monroe is preceded in death by his parents, Prentice Eugene and Irma (Pace) Brantley; former wife, Vona Mae (Georgia Ann) (Brown) Brantley; daughter, Iris Brantley; son, Jimmy "JR" Morris Brantley; brother; sisters; granddaughter in law, Andre Harrell.
