Executive Summary National ATM Context

Harmonisation of LSSIP reporting among regulators, airports and ANSPs in DK-SE FAB is on-going. Continuous close coordination between Naviair and LFV has been in place for years, handled by dedicated forums and the participation in the SESAR Deployment Manager’s work.

Naviair and LFV co-own the certified ATS provider NUAC HB which handles the en-route traffic in DK-SE FAB and harmonises e.g. operational concepts and system layout in DK-SE FAB. The work is coordinated by the Joint Programme Office, JPO.

In addition, Naviair together with LFV and IAA jointly owns the Air Traffic Services academy Entry Point North. Naviair’s involvement in the Borealis alliance and COOPANS Alliance facilitate the coordination concerning system deployment in adjacent FABs and ANSPs. From 2013 onwards, upgrades have been and will be implemented on a continuous basis to ensure that the COOPANS ATM-system is always up to date and harmonised.

Traffic and Capacity

Naviair is expected to deliver capacity to cope with expected traffic growth during the planning period.

Progress per SESAR Phase

The figure below shows the progress made so far in the implementation of the SESAR baseline and the PCP elements. The percentage is calculated as an average of the relevant objectives as shown in Chapter 6 (PCP objectives are marked as such, the rest are considered SESAR baseline); note that two objectives – AOM19.1 and FCM05 – are considered as both part of the SESAR baseline and PCP so their progress contributes to the percentage of both phases.

The objectives declared ‘Achieved’ in previous editions (up to, and including, ATM MP L3 Edition 2011-2017) are also taken into account for as long as they were linked to the Level 2 of the ATM Master Plan and implemented by the State.

LSSIP Year 2018 Denmark 4 Released Issue

Introduction

The Local Single Sky ImPlementation (LSSIP) documents, as an integral part of the Master Plan (MP) Level 3 (L3)/LSSIP mechanism, constitute a short/medium term implementation plan containing ECAC States’ actions to achieve the Implementation Objectives as set out by the MP Level 3 and to improve the performance of their national ATM System. This LSSIP document describes the situation in the State at the end of December 2018, together with plans for the next years.

Chapter 1 provides an overview of the ATM institutional arrangements within the State, the membership of the State in various international organisations, the organisational structure of the main ATM players - civil and military - and their responsibilities under the national legislation. In addition, an overview of the Airspace Organisation and Classification, the ATC Units, the ATM systems operated by the main ANSP are also provided;

Chapter 2 provides a comprehensive picture of the situation of Air Traffic, Capacity and ATFM Delay per each ACC in the State. It shows the evolution of Air Traffic and Delay in the last five years and the forecast for the next five years. It gives also the achieved performance in terms of delay during the summer season period and the planned projects assumed to offer the required capacity which will match the foreseen traffic increase and keep the delay at the agreed performance level;

Chapter 3 provides a set of conclusions extracted from the MP L3 Implementation Report 2018, which are relevant to the State/stakeholders concerned. The State reports how they have handled those conclusions and the actions taken during the year to address the concerns expressed by those conclusions;

Chapter 4 provides the main Implementation Projects (at national, FAB and regional level) which contribute directly to the implementation of the MP Operational Improvements and/or Enablers and Implementation Objectives. Level 1 document covers high level list of the projects showing the applicable links. All other details like description, timescale, progress made and expected contribution to the ATM Key Performance Areas provided by the State per each project are available in Level 2 document;

Chapter 5 deals with other cooperation activities beyond Implementation Projects. It provides an overview of the FAB cooperation and also all other regional initiatives which are out of the FAB scope. The content of this chapter generally is developed and agreed in close cooperation between the States concerned;

Chapter 6 contains aggregated information at State level covering the overall level of implementation, implementation per SESAR Key Feature and implementation of ICAO ASBUs. In addition, the high-level information on progress and plans of each Implementation Objective is presented. The information for each Implementation Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section.

Level 1 document is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of Implementation Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the European ATM Master Plan L3 Implementation Plan Edition 2018. In addition, it covers detailed description of the Implementation Projects for the State as extracted from the LSSIP Data Base.

The information contained in Chapter 6 is deemed sufficient to satisfy State reporting requirements towards ICAO in relation to ASBU (Aviation System Block Upgrades) monitoring.

To achieve some of the Implementation Objectives, Copenhagen ACC will have to co-ordinate some of its actions with several foreign adjacent ACCs/UACs.

Airspace Classification and Organisation

In general, Danish territory is covered by control areas between 3500 FT / FL 195 (North Sea) and FL 660. In addition, the controlled airspace in Denmark comprises the airspace within the TMAs and the airspace within the CTRs (Aalborg, Billund, Copenhagen Airports Kastrup and Roskilde, Karup, Rønne (on Bornholm Island, within Malmö FIR), Skrydstrup and Aarhus).

The Danish Transport, Construction and Housing Authority in Denmark is under the responsibility of the Ministry of Transport, Building and Housing and it acts as CAA for Denmark providing the safety regulation for civil aviation.

Before 2001 Statens Luftfartsvæsen (SLV) performed the CAA as well as the ANSP role, but in 2001 Naviair was created, being the ANSP. In 2010 SLV became part of The Danish Transport, Construction and Housing Authority (TBST).

CAA Denmark sets and enforces technical and operational standards relating to the manufacture, operation and maintenance of aircraft, the establishment and operation of ANS, and the establishment and operation of airports. It also rates and licences aircrew, ATCO and maintenance personnel. Additionally, the CAA is concerned with noise abatement and enforces regulations concerning the transport of hazardous goods by air.

The Danish Transport, Construction and Housing Authority employs around 100 persons within the aviation area (Bornholm Airport excluded). The Danish Transport, Construction and Housing Authority was located in Ørestaden in Copenhagen until 31 December 2018.

Military Authorities

Danish military ATM is executed in accordance with national law and military regulations.

National “Lov om Luftfart” authorises the Ministry of Defence to negotiate matters concerning the interaction between civil and military air traffic with the Ministry of Transport, Building and Housing.

Defence Command Denmark Air Command Denmark deals with the tactical execution of ATM through military regulations.

Traffic in Denmark increased by 3.2% during Summer 2018 (May to October inclusive), when compared to the same period during 2017.

2019-2024 The EUROCONTROL Seven-Year Forecast predicts an average annual increase between 0.4% and 3.0%, with a baseline growth of 1.7% during the planning cycle.

Planning Period 2019-2024

The planning focuses on the Summer season to reflect the most demanding period of the year from a capacity perspective. This approach ensures consistency with the previous planning cycles.

Following the inputs provided by the European Commission at the ad-hoc NMB on 25 October 2018, en-route delay reference values and capacity requirement profiles have been calculated for RP3 (2020-2024) based on the proposal made by the PRB to the European Commission.

Final en-route delay reference values and capacity requirement profiles will be provided after the final decision on RP3 targets.

5. Cooperation activities

FAB Co-ordination

DK-SE FAB - general:

In accordance with the reply to the Commission in 2014 and the ministry declaration 2013 enhanced cooperation between DK-SE FAB and NEFAB has been established in intra FAB arrangements at all levels. Since May 2017 full seamless FRA is in place in the entire airspace of DK-SE FAB and NEFAB.

The MET consortium NAMCon has continued their cooperation in accordance to agreed plans.

FAB Board:

DK-SE FAB Board had 2 meetings in 2018. The military authorities in Sweden and Denmark have participated as well as the national en-route providers. The main focus has been to monitor the development of the FAB and the work performed by the FAB subgroups. Consultation with stakeholders took place on 4 December 2018 regarding FAB developments, performance and cost-efficiency.

Airspace:

In 2018 no meetings were held by the airspace group as no proposals from airspace users or ANSPs regarding the need for airspace changes from a FAB perspective were received.

Civil military cooperation

Two meetings by the civil military coordination group was held in 2018. Main issue is the Danish military operations over Bornholm. Further meetings will be held in 2019.

Performance/Charging:

The annual consultation meeting 2018 took place in Copenhagen on the 4th December 2018.

Rule Harmonisation Group:

While awaiting the Opinion from EASA on the Part ATS, the Rule Harmonisation Group worked according to the approved 2018 work plan for the DK-SE FAB, and reported accordingly to the DK-SE FAB Board.

Safety Oversight Group

The Safety Oversight Group had 2 meetings in 2018. Oversight of the common En-route provider is planned for 2019. Focus has been to continue the development of common procedures and standards between the two authorities, and to implement agreements in an updated version of the Authority Agreement.

Regional cooperation

Regional cooperation initiatives

Regional cooperation between Regulatory Authorities

There is extensive coordination between the Swedish and Danish Regulatory Authorities on Safety Regulation

Issues and other common regulatory issues stemming from the Single Sky Regulations. The work is anchored in

the Danish-Swedish FAB initiative.

In addition to the coordination linked directly to the Danish-Swedish FAB initiative, cooperation related to

ATM/ANS matters is taking place in the “7-State NSA Group”, ensuring coordination between NSAs, in the area

of ATM/ANS, of the Danish-Swedish FAB and NEFAB (Estonia, Finland, Norway and Latvia) as well as Iceland.

Finally, cooperation is taking place in the “9-State NSA Group”, consisting of representatives of the regulatory

authorities in Denmark, Estonia, Finland, Iceland, Ireland, Norway, Latvia, Sweden and the United Kingdom. The

9-State NSA Group has been formed to facilitate the implementation of BOREALIS Free Route Airspace, an

initiative taken by the ANSPs in the Borealis Alliance.

Regional cooperation and alliances between Service Providers

NUAC - Nordic Unified Air traffic Control

NUAC was established in 2009 as the first – and still the only – integrated operating company in Europe that is

responsible for en-route ATM in a joint functional airspace block (FAB). NUAC operates the three ATCCs in

Copenhagen, Malmö and Stockholm as a subcontractor on behalf of Naviair and LFV.

NUAC only has approximately ten direct employees, while the remaining approximately 650 employees are on

secondment to NUAC from Naviair and LFV. The three ATCCs and other equipment used by NUAC are owned by

Naviair and LFV but made available to NUAC.

Through our co-ownership of NUAC, we are implementing a part of our ambition to contribute to the

harmonization of ATM in Europe. Through NUAC, we also ensure continued improvement of the efficiency of

ATM.

Entry Point North

The ATS training academy Entry Point North (EPN, http://www.entrypointnorth.com/) is situated at Malmö

Airport and is jointly owned by Naviair, the Irish Aviation Authority and LFV. The academy was established in

2006 as the first transnationally owned academy offering ATM training, and the Irish Aviation Authority became

co-owner of the academy in 2013.

The services provided by Entry Point North include Recruitment services, Initial training, Conversion training,

Refresher training and Development training. In line with the ambition in SES, the primary aim of Entry Point

North is to provide standardized and harmonized training for ATCO trainees and ATCOs.

The academy is the course provider for all ATM training, including English aviation training and tests, Safety

Management System, Accident investigation, Supervisor courses, ATSEP courses and the training of technical

staff who carry out the maintenance of the ATM and CNS equipment.

Besides providing ATS training to its four owners, Entry Point North services ANSPs worldwide by selling training

courses tailored to customer requirements that are held either at Entry Point North in Sturup or on-site at the

customer. Entry Point North has more than 40 customers in more than 20 countries.

In Feb-16 Entry Point North became certified under Commission Regulation (EU) 2015/340.

COOPANS alliance

COOPANS (CO-OPeration of Air Navigation Service providers) is an international partnership consisting of Austro

Control (AT), Croatia Control (HR), Irish Aviation Authority (IE), LFV (SE), Naviair (DK) and Nav Portugal (PT).

Since COOPANS was set up in 2006, the partners have cooperated on the joint development, upgrading and

harmonization of their ATM systems.

The systems now use common software and the maintenance processes have been harmonized. As a result,

seven control centres in Denmark, Sweden, Ireland, Austria and Croatia have now been harmonized and undergo

synchronized upgrading twice a year. In 2015, these upgrades took place over a two-week period per upgrade

without any delays or other inconvenience to air traffic. We also expect periodical future system upgrades to be

implemented without any form of negative impact on air traffic. This is a unique development in European ATM,

where the ANSPs in the other countries are still running their control centres with individual, technically very

diverse systems.

In addition, in COOPANS we harmonize operational and technical concepts and methods in order to limit specific

and individual functionalities at the various ANSPs.

We estimate that we cut our system development costs compared with the costs each partner would incur if we

had to develop the technology independently. To this should be added our considerable savings in operating

expenses as a result of joint work concepts and exchange of experience.

In 2015, the COOPANS cooperation was extended, becoming the COOPANS Alliance, which, besides technical-

operational cooperation, now also includes a common approach to and participation in SESAR 2020, SESAR

Deployment Manager, EU funding projects, and the A6 Alliance in which COOPANS Alliance participates on an

equal footing with the five largest ANSPs in Europe. Through these alliances, we are making our mark on the

development in Europe. Further information on SESAR 2020, SESAR Deployment Manager and A6 can be found

in the section European framework.

The COOPANS Alliance has enabled the partners to take the lead in the matter of implementing EU requirements

for the harmonization of ATM.

During 2018 the build B3.4.1 was installed (plus a hardware upgrade, step 1). For 2019 Build 3.4.2 is expected in

January, followed by B3.4.3 (step 2) plus a network upgrade.

Future Builds will continuously ensure that the ATM systems in the COOPANS-countries are harmonized and

compliant with a number of emerging EC regulations, ESSIP objectives and SES/SESAR though the PCP and

Deployment manager. For the 5-year timeframe COOPANS will introduce a harmonized SWIM yellow profile

solution planned for deployment in 2023, preparing for Flight Object introduction around 2025.

The organization within COOPANS Alliance has been adapted to cover all the activities the Alliance is involved

in. It will now cover the activities from SESAR to Realization, including strategic planning.

COOPANS consortium

The COOPANS consortium (same ANSP members as in the COOPANS alliance) will participate in SESAR 2020 –

also as member of the SESAR Joint Undertaking (SJU) and A6.

The purpose of the COOPANS consortium is to contribute with best practice from the members and thus ensure

influence on the technical-operational development in Europe, including alignment of the partners’ long-term

strategic investments in the perspective of SESAR.

A6 Alliance

The A6 Alliance was founded in 2011 by six ANSP members of the SESAR JU – DFS (Germany), DSNA (France),

AENA (Spain) renamed later to ENAIRE, ENAV (Italy), NATS (UK) and NORACON – a consortium of Austro Control

(Austria), AVINOR (Norway), EANS (Estonia), Finavia (Finland) renamed to ANS Finland, IAA (Ireland), LFV

(Sweden) and Naviair (Denmark).

In 2015 PANSA became a full member of the A6 Alliance. At the same time the COOPANS consortium replaced

NORACON in all A6 activities and the B4 Consortium joined A6 in the area of SESAR 2020.

The A6 Alliance has also concluded a collaboration agreement with Skyguide in relation to SESAR 2020 R&D

activities, as well as with ROMATSA and HungaroControl in relation to SESAR Deployment Manager.

The A6 Alliance plays a significant role in Research & Development through active participation in the SESAR

Programme.

The A6+ partners participate in 68 of the 80 ATM-solution projects, leading 30 of them. Furthermore, the A6+

partners hold an active role in transversal activities including the Masterplan and in Very Large-Scale

Demonstrations.

Since the launch of SESAR 1, members of the A6 Alliance have achieved significant results together with other

SJU partners (development of 63 successfully completed SESAR solutions).

The members of the A6 Alliance control more than 80 % of EU air traffic. They are responsible for more than 70

% of the investment in the future air traffic management infrastructure.

Areas of Naviair involvement in 2018:

a) preparation of positions regarding operational/technical, policy and legal regulations proposals

prepared or led by the EU institutions/bodies together with other partners (Airspace Architecture

Study, Wise Persons Group, RP3, CEF funding, PCP Review, etc.);

b) participation in the SESAR Joint Undertaking (mainly focusing on a successful closing of Wave 1 and

preparing the call for Wave 2 of SESAR 2020 Programme), SESAR Deployment Manager and

initiatives/projects financed by INEA (SWIM, DLS, etc.);

c) A6 activities: develop proposals for improvement of the ATM system in Europe and drive their

implementation (e.g. SESAR Digital Backbone).

The Borealis alliance

The members of Borealis alliance are AVINOR (Norway), EANS (Estonia), ANS Finland (Finland), IAA (Ireland),

ISAVIA (Iceland), LFV (Sweden), LGS (Latvia), NATS (UK) and Naviair (Denmark).

The alliance is based on an Alliance Framework Agreement (AFA) signed on the 20th of June 2012.

The vision of Borealis is to be the leading ANSP Alliance that enables its Members to drive better performance

for stakeholders through business collaboration.

The nine members of the Borealis Alliance control more than 10,000 flights a day, 3.8 million flights a year, across

12.5 million km2 of North European airspace. That is 38% of all flights in Europe.

The programme will see FRA implemented across the airspace controlled by the nine members of the Alliance.

FRA has already been implemented across NEFAB and DK-SE FAB. The programme also extends beyond the

boundaries of the EU, fostering close relations, interoperability and mutual benefit with neighbouring countries

namely Norway and Iceland.

Ad. 1: In EKCH >95% of all departures fulfils the objectives of CCO so this objective is considered completed. However this is not due the implementation of PBN SIDs, but rather a combination of the geographic location of the airport (mostly surrounded by water) and limited noise abatements procedures. This results in an environment where the ATCOs are able to route departing traffic direct any given waypoint shortly after airborne. EKCH is one of 25 airports included in the PCP (EU) 716/2014. To fulfil the obligation, PBN SIDs and STARs will be developed and implemented before end of 2019. This work is already in progress, and awaits confirmation of INEA funding within INEA Call 2016. Status 5/2017: Completed. Ad. 2: There are no plans as such, to implement monitoring of performance and feedback to ANSP and AU (airspace users). However there will be an ongoing dialogue (annual meetings) between both parties, to keep them updated and make sure there is a common understanding with regards to future changes.
