Continued from front page The Utility and Toy groups will be shown on Thursday 5th March; Gundogs on Friday 6th; Working and Pastoral on Saturday 7th; and Terriers and Hounds on Sunday 8th.

The Barbet breed will be making its competitive debut at the show, in the Imported Breed Register classes on Gundog day. Although the Harrier breed will not

compete at Crufts (having been ‘re-recognised’ only recently by the Kennel Club after a gap of more than a century), it will make a special parade on Hound day.

The Obedience Championships for bitches are on Saturday, with dogs on Sunday. Sunday also sees the Agility Championships.

The final of the Kennel Club Vulnerable British and Irish Breeds Competition is

on Thursday and the final of the Kennel Club Breeders’ Competition is on Friday.

The entry fee for breed classes is £31 per dog, with subsequent entries free. Full details of fees for the Gamekeepers’ classes and Young Kennel Club classes are given in the schedule along with admission prices.

Exhibitors are asked to note that the West car park is no longer part of the NEC

site, so all parking will be in either the South or East car parks in which there is ample parking. The price, if booked with dog entry (exhibitors only), is £11 per day; booked in advance via the NEC website, £12 per day; paid on the day (online or at the NEC), £16 per day. These prices are set by the venue.

KENNEL CLUB LAUNCHES ‘A VOICE FOR DOGS’ MANIFESTO

The manifesto refers to the commitments made by the previous government, following ongoing campaigning by the Kennel Club against the barbaric use of electric shock collars. After widespread cross-party support and a public consultation, the previous government announced its intention to ban these devices. However, as a result of a High Court legal challenge which was recently dismissed, this legislation was unable to be introduced before the early dissolution of parliament. With the next government equipped to introduce the ban, the Kennel Club want to see this implemented without any further delay.

The manifesto also places an emphasis on encouraging responsible dog breeding. The Kennel Club welcomed the partial integration of their Assured Breeder Scheme into 2018 breeding regulations which rewards responsible breeders, but is urging the government to simplify them further. Currently many trustworthy, low-volume home breeders are being deterred from breeding altogether, leaving a void in

the market which is likely to be exploited by puppy farmers. The Kennel Club therefore recommends removing the burdensome ‘business test’ for breeders who breed one or two litters a year as well as simplifying the steps that breeders of three or four litters need

to take in order to get a licence.

Empowering owners and their ability to exercise their dogs safely and responsibly is also addressed in the manifesto. The Animal Welfare Act 2006 specifies a legal requirement for those responsible for dogs to provide them with suitable exercise, however since the introduction of Public Spaces Protection Orders under the Anti-social Behaviour, Crime and Policing Act 2014,

dog walkers are increasingly being left without accessible or practical spaces to walk their dogs. Therefore, the Kennel Club is calling on the government to require local authorities to ensure dog walkers have access to suitable land to exercise their dogs as well as to amend the act to allow owners to challenge

the validity of restrictive Public Spaces Protection Orders.

The Kennel Club’s manifesto proposes the following measures needed to address the key issues facing dogs and their owners:

• Simplify breeding regulations, and incentivise low volume domestic breeders

• Review microchipping regulations • Revise the current PSPO system

regarding dog walking to ensure the provision of accessible and practical space

• Ban the use of remote control electric shock collars

• Increase maximum sentences for cruelty against dogs

• Implement more considered solutions to livestock worrying

• Review, consolidate and, where necessary, replace existing ‘dangerous dogs’ legislation

• Review the licensing system for domestic firework use

• Collaborate with the European Union to improve pet travel rules

The Kennel Club manifesto can be found by visiting bit.ly/2rsg05G and more information about how the Kennel Club acts as a voice for dogs is available on the organisation’s website at bit.ly/2P3RaSQ

Ahead of last month’s General Election, the Kennel Club launched its manifesto, ‘A Voice for Dogs’, which calls upon the incoming government to reshape the laws surrounding dog welfare and provide stronger support to their owners. The wide-ranging nine-point plan highlights the key issues facing dogs and their owners, and details the legislative changes and measures which need to be taken to deliver far greater protection for dogs across the UK.

Following the presentation, a comment was addressed on the ability to move a dog’s record between databases.

7. Item 7 was to receive an update on the Emblehope Kennel Procurement Project. The Chairman invited Mr PR Eardley, the Chairman of the Kennel Club Audit and Risk Committee, to address the members. Mr Eardley advised the members that the committee had set up a review body to undertake a review of the procurement project in relation to the kennelling at Emblehope and Burngrange and also a review of some remediation works which were required to the kennels at Burngrange. Mr Eardley outlined the review body’s recommendations to the Board and advised that structural changes within the Kennel Club since this procurement project would address some of the issues in the process which had occurred. Following the presentation, a comment was addressed on the role of the Finance Committee in the procurement process.

The Chairman then thanked the members and declared the meeting closed.

1. The Chairman, Mr A Allcock, chaired the meeting. The Secretary, Mrs KE Mansfield, read the notice convening the meeting at 11.30am.

2. Item 2 on the agenda was the Chairman’s introduction. He advised that a letter outlining the events of the meeting would be circulated to all members that day for the benefit of those unable to attend. The Chairmen then gave an update on Discover Dogs, the work of the Board, the new website and customer relationship management system, the Kennel Club Forum, and the recent departures of two executives.

3. Item 3 on the agenda was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 37. Conditions of membership 37.3 be amended so that if a member’s subscription remains unpaid by 14 days after it has become due, the Board shall have power to strike that member’s name from the list of membership and they thereupon cease to be a member. The Chairman invited Mr PE Rawlings, Chairman of the Club Committee to propose the item to the members. There were no questions raised, and the Chairman put the proposal to a vote. The results of the proxy votes were then taken into account. There was support, both from the floor and the proxy votes, for the proposal, which was formally passed.

4. The Chairman then turned to item 4 of the agenda, which was a proposal on behalf of Mrs M Reynolds, as a Special Resolution, that Kennel Club Article 20. Termination of director’s appointment 20.1.8 be amended to strike out the clause that when a director reaches the age of 75 years they may only continue to serve only until the next Annual General Meeting. The Chairman invited Mrs Reynolds to propose the item to members. At the conclusion of the discussion, the Chairman put the proposal to a vote. The results of the proxy votes were then taken into account. The proposal failed to reach the necessary number of votes and was rejected.

5. Item 5 on the agenda was to receive an update from the Judges Competency Framework Independent Review Group. The Chairman invited Mrs I McManus, Chair of the review group, to the stage to present an update. Mrs McManus advised the members that the review group had met several times and summarised the group’s key recommendations to the Board which were to be considered further at their meeting in November. She thanked the Board and staff for their support they had given the group. Following the presentation, comments were addressed on the wording of the survey set up by the Kennel Club; the ability of respondents to complete the survey multiple times; and the time frame for future progress.

6. Item 6 was to receive a presentation on registrations and Petlog challenges. The Chairman firstly invited Mr Barry Brackner, the Kennel Club’s commercial portfolio manager to address the members on the matter of registrations. Mr Brackner advised the members that registrations were forecast to end the year 9 per cent lower and transfers over 6 per cent lower than in 2018. The volume of both breeders and litters had reduced since changes to breeder licensing had been introduced by the government in England in October 2018. Following the presentation, comments were addressed on the subsequent effect of the numbers of rescue dogs; the number of dogs imported into the UK; the costs of joining the Assured Breeder Scheme; what the Kennel Club was doing to lobby for pedigree dogs; and the perception of the Kennel Club with the general public.

The Chairman then invited Ms Helen Fox, the Kennel Club’s products and services executive, to address the members on the subject of Petlog. Ms Fox advised that Petlog is a key contributor to Kennel Club revenues, but that since April 2016 the pet microchipping sector had become increasingly challenging as there were now 13 DEFRA compliant databases in operation. She advised that a new Petlog website would deliver additional online services, improving efficiencies and customer experience.
