with the fabricator to craft “a dynamic

explains McFarlane.

WITH A LENGTHY list of achievements

punctuating his three-year tenure as

Vancouver’s city planning director, Brian

Jackson’s fi nal address to the Urban

Development Institute (UDI) before he

retires was a straight-shooting, highly

engaging commentary on what he

believes British Columbia’s largest urban

centre needs as it moves forward.

Growing or Groaning

Is population growth out of control

and a disaster waiting to happen? Not

according to Jackson. Yes, overall

population numbers are rising, but when

considered as a percentage, Vancouver’s

growth rate is actually declining — falling

from 9.1 in the early 1990s to a current

rate of four per cent and a predicted rate

of just three per cent by the end of 2015.

He noted that from 1981 to 2011,

Vancouver’s population grew by 189,000

— a number signifi cantly greater than

the predicted 150,000 people expected

to swell the City’s population over the

next three decades. A ripple of laughter

went through the room when he

suggested that “of course, ‘growth is

manageable: no need to panic’ doesn’t

make a sexy headline.”

Jackson also postulated that contrary

to ongoing dire prophecies from both

traditional and social media Vancouver

can easily handle this infl ux within

existing community plans. And he had

numbers to back up his comments:

30,000 in the West End, Downtown

South and Downtown East Side;

10,000 in Southeast False Creek and

the River District; 30,000-35,000 in

already approved or proposed laneway

homes and secondary suites; 20,000

in neighbourhoods bordering arterial

routes like the Broadway and Cambie

Corridors; leaving planned developments

like Pearson Dogwood, Marine Gateway

and the now vacant RCMP to easily

absorb the fi nal 65,000. And those

numbers leave signifi cant sections of the

city to take up more growth.

Need for Rezoning

However, even though he believes the

numbers prove Vancouver can easily

accommodate projected population

increases, Jackson still sees the often

controversial issue of rezoning as a

necessity to meet the changing needs

of any city. “Sometimes you have the

wrong use in the wrong location, the

wrong density in wrong location, or the

wrong density in market needs,” he said.

“Rezoning allows council to advance

goals and direct growth in right direction.”

Is the number of Vancouver

rezonings out of control? No again.

Jackson noted that Surrey, Burnaby,

and Richmond all posted more

rezonings than Vancouver despite being

smaller — in the case of Burnaby and

Richmond, signifi cantly smaller.

Okay, well what about spot rezonings

— those always contentious ones that

happen outside the dictates of existing

policy? Jackson challenged the room

to recall how many spot zonings have

occurred in Vancouver in the past fi ve

years. “Thirty? Twenty? Try fi ve. Out of

control… no.”

Jackson also stressed that higher

density does not automatically

equate to highrises. “There is there

no grand proposal to put highrises on

all main streets. Most single-family

neighbourhoods will remain exactly

that — single-family. But there should be

options for highrise development in the

downtown core.” He also wants to see

more townhouses brought to market,

noting this form of a� ordable, higher

density housing has long been in short

supply throughout Vancouver.

Improving Community Amenities

Jackson didn’t dodge the question of

using community amenity contributions

(CAC) as a way to pay for growth,

although he noted this is yet another

issue fraught with misinformation.

“CACs only apply to rezoning and not

all rezonings. They are a tool used to

obtain wide variety of benefi ts without

increasing costs to the taxpayer and

there is no evidence they contribute to

higher housing prices. They do create

the kind of services and amenities

that could not be provided without

alternative source of funding.”

If those alternative funds were to

be derived from increased property

tax, Jackson estimated homeowners

would see an 11 per cent increase in

their annual payment to the City of

Vancouver. Development cost levies

(DCL) — an expense developers pay

based on the square footage of their

project — would skyrocket 150 per

cent and those additional costs would

show up on the bottom line of any sales

contract for a new home in Vancouver.

Still, he acknowledged it’s not a perfect

solution. “The way CACs are calculated

is far too complicated and takes far too

long. We can fi x the CAC system, but if we

stop it, we have no other alternative than

to stop development.”

Urban Excellence

“My take is that urban design excellence

will continue to be an integral part

Vancouver’s planning process,” Jackson

said. “We’re known for excellence in

architecture, and it’s going to get even

better with the advent of projects like

Concluding his presentation, Jackson

introduced the team that will take over

when he leaves o� ce in December and

gave them a fi nal piece of wisdom. “All

easy choices have been made. You must

continue to be brave and bold, and do

what you think is best for long-term

interests of future citizens of Vancouver.

It’s not a popularity contest. We need

you to make the tough decisions.” One

hour, nine and a half minutes after he

took the podium, Jackson received a

standing ovation.

IN WARM WEATHER, WE ALL CHERISH our

patio as extensions of our living space,

with plants, flowers, barbeques and

furniture; and in winter — well, we close

the blinds and pretend it’s not there.

With Vancouver’s mild climate, there’s no

excuse to shun the outdoor environment

just past your sliding glass door.

Even in autumn and winter, on a sunny

day it is often mild enough to sit outside,

and that’s when you really get the benefit

of a well-planted balcony or patio in a

sheltered spot. And even when it’s cold,

cheerful, colourful plants lift the spirits. A

tiny bit of effort can result in a patio you

will not only enjoy looking at (through

the window while cozied up on the sofa)

but can even provide you with some

healthy greens!

There are a few things to keep in

mind before you plant. Strong, cold

winds can be lethal to many plants and

it may be worth erecting a windbreak

using woven willow panels or a

temporary sheet of fine plastic mesh.

Also, your selection of pots is important.

Terra cotta, concrete and ceramic do

not fare well in freezing temperatures,

so it’s best to use fiberglass or plastic.

Plants will also do better in larger pots

of at least 18-24 inches.

There are a few types of hardy plants

that will look great all winter, and you

can mix them up, or stick to a theme,

depending on how much sun, cold and

wind you expect.

One autumn, when tearing out my

patio tomatoes, I planted pots full of

deep crimson and black pansies, not

expecting much. They thrived all winter

long, and I learned there’s nothing

more delightful than seeing the cheerful

heads of pansies heroically popping

through snow. Other flowers that do

well in the cold are winter flowering

heathers such as “Erica carnea”,

which love the wind and the rain.

Another pretty choice is the colourful

polyanthus, also known as a primrose.

Pansies and polyanthus are hardy,

but will suffer if exposed to freezing

conditions immediately after you buy

them at a warm, indoor garden centre.

Acclimatize them for a few days by

setting them out during the day and

bringing them in at night.

Dwarf conifers are very tolerant, and

as an added bonus, can be dressed

up festively during the holiday season.

They make an attractive container when

surrounded by small evergreen ferns.

Some of most hardy, versatile winter

plants are also the most delicious!

Ornamental kales are very pretty (and

edible), but even the regular kinds of kale

can add a verdant splash of green and

purple to your balcony garden, and they

keep growing the more you pick them.

They even become sweeter the colder it

gets. Another healthy splash of colour

can be found by planting a container of

beautiful and tasty rainbow chard.

Don’t let winter shut your green

thumb down. Open your blinds to all the

opportunities that winter balconies can

offer; from colourful blooms, to mini

festive forests to the salad on your table.

MOVING INTO a condominium allows

suite owners to leave behind the worries

of maintaining a large property and

embrace a more carefree lifestyle.

Nonetheless, a major move can also be

stressful – especially if you are coming

from a large home with countless

possessions. A little pre-planning can

make moving day go smoothly.

Even if you purchase at the very

beginning of sales and your condo will

not be ready for occupancy for a couple

of years, start thinking now about paring

down. Why move items that will just

clutter your space and add the hassle of

trying to sell or give away after you’ve

settled in?

Here are a few tips that can help:

» Take a good look at your fl oorplan

and fi gure out what furniture can go

where. Pay attention to the room

Ask yourself what you already own

that you will want in your new

environment. Flag pieces that will not

» When you pare down possessions,

living space. There’s no need for that

elliptical trainer if you have an equipped

fi tness room an elevator-ride away.

» Consider hiring an organizer to help

you envision your new space and

decide what is appropriate to move

with you. These professionals have an

eye for looking at a room and knowing

exactly how to maximize the area.

» If you need to purchase furniture, take

heart – today’s manufacturers have

gone all out to design multi-purpose

items that can help you make the

most of your space. From Murphy

beds to co� ee tables that swivel up to

become dining surfaces and armoires

that can house entertainment systems

or computer nooks, there are items

available in just about any colour and

style you would want.

» Are you a plant fanatic? Here’s where

your fl oorplan can come in handy

again. Which directions do your

windows and balconies face? What

plants do well in those natural light

conditions? And give some thought to

container gardening on your balcony

or terrace.

» Be sure to ask your developer early on

about the procedure on move-in day.

You may have to book elevators well

in advance. And of course, this needs

to be co-ordinated with your moving

company. Moving day is a lot more

pleasant when there are

no surprises.

» Leave children and pets with someone

else on that day. Having to keep

track of toddlers or dogs will add

unnecessary stress.

When it comes to moving into your new

condo, a little foresight goes a long way

to achieving your beautiful vision. Even

if your occupancy date is well into the

future, start your move now – mentally.

Here on the West Coast, our

passion for master-planned

communities seems to just

keep getting stronger. This issue,

New Condo Guide chats with

Greg Zayadi, vice president of sales and

marketing at Anthem Properties, about

this increasingly desirable, ever more

sophisticated housing form.

Q: “Master-planned” is a term that

seems to be everywhere, but what

exactly does it mean?

A: In its simplest, most basic form, a

master-planned community is one

that’s developed in multiple phases,

incorporates multiple building forms

and, in most cases, is mixed-use. They

are typically located on larger sites, take

several years, at least, to complete, and

bring extensive new infrastructure that

enhances a neighbourhood ambiance.

By far the most comprehensive

example in Metro Vancouver is Concord

Pacific’s development of Yaletown

and False Creek where you now have

extensive retail, the Seawall, highrise and

midrise towers, townhouses, offices,

Master-planned communities come of age

Freemont Village and, of course,

Anthem’s Station Square in Burnaby are

three others.

Designing master-planned

communities means that, as developers,

we have to be particularly aware that

each design decision impacts

not only the building we’re

put up today, but the

ones we’ll be putting up

tomorrow. So before we

even start thinking about

how a building will look, we’re

planning how everything works

together on a human scale.

Q: You said in its simplest form, but

apparent simplicity is usually extremely

complex to create. Is that the case with

master-planned communities?

A: I like to call it intelligent planning, but

yes, there are many, many considerations

that as a consumer you might not be

aware of when you walk through the

community — you just know the result

feels good.

How the buildings and people will

interact — how we move through the

community by bike, by car, or on foot —

is one crucial component in achieving

this. Things like where the afternoon

sunlight falls will affect where you can

successfully locate a coffee shop or

restaurant patio. People want to sit

outside in the afternoon and catch some

rays, so you don’t want to put spaces for

this type of commercial on a northeast

corner because it will be dark on the

patio by midday.

Or think about site access — how

vehicles and people intersect and

interact. You can’t put the parkade

entrance where headlights from cars

coming up the ramp would shine directly

into someone’s home or in a location

where pedestrians are constantly

crossing along the street — which is why

at Station Square we never considered

putting the entry on Silver Avenue.

It’s also why even though the fi ve

towers will be very large, the Station

Square site itself will be broken into

smaller pieces with pocket parks, mews-

style walkways, and other place where

people can pause for a cup of coff ee

or to just chat with friends. Visually, this

permeability is far more attractive, but

it also creates more opportunities for

interesting retail and means you don’t

have to walk from one end to the other

every time you want to cross through.

Can you imagine what would have

happened in Yaletown if there were no

Mews for pedestrian and bike traffi c?

You’d have to go blocks out of your way

just to get from Pacifi c to the Seawall.

Q: Do you see this trend continuing?

A: Absolutely. In fact, the master-planned

concept is becoming so ingrained

throughout Metro Vancouver that many

municipalities are now driving it forward

by incorporating this design right into

their Offi cial Community Plan.

Q: What about long term value

for homeowners?

A: Because of their mixed-use nature,

master-planned communities tend

to hold their value well and often

appreciate rapidly as more amenities are

added. For example, prices in Yaletown

shot up when Urban Fare arrived.

Also, you’re building a mix of product

type, so master planned communities

are less susceptible to the market’s ebb

and fl ow than a development that’s

primarily a single housing form — say

all smaller, aff ordable condos or large,

3,000-square-foot houses. Having

many choices of size, style, and price

point also means you attract a more

diverse range of buyers — single,

couples, families, young, old — which

creates vibrant, lively neighbourhoods

where people want to live.

— as property values seemingly increase

month to month. So what can you do to

get into the market? The strategies for

getting into the market have changed

from past generations.

Stop trying to fi nd the perfect home

Many buyers feel they need to fall in

love with everything about their fi rst

The market waits for no one!

home. However, in a market like Metro

Vancouver, the important thing is to

just get into the market. For instance,

if you can’t a� ord to purchase in the

neighborhood you ideally want to live

in, consider purchasing where you

can a� ord now with the intention of

renting the home out. You can then

rent and live in a neighborhood you

prefer while renting out the home you

purchased. Look for a good location

with convenient amenities such as transit

and grocery stores. This will give you an

advantage when renting as well as when

it comes time to sell the home in future.

Forget the 20% down payment “Rule”

If you are fi nding it impossible to save for

a 20% down payment, look into going

with a 10% down payment. Mortgage

brokers will advise you not to put down

less than 20% down as the Canadian

Mortgage and Housing Corporation

(CMHC) requires you to pay an insurance

premium under 20%. However, the pros

and cons of sitting on the sidelines while

you save for a larger down payment need

to be examined.

According to the CMHC, a $350,000

home with a 10% deposit would incur

an insurance premium of $7,560

that may be paid as a lump sum

or incorporated into your monthly

payments. If we assume a lump sum

payment for the insurance premium,

an interest rate of 3.04% (RBC posted 2

year rate) and a 25-year amortization,

monthly payments with 10% down

would be $1,497.40 and with 20% down

would be $1,330.85.

With property values steadily rising,

you must decide as a fi rst-time home

buyer if you can a� ord to wait 5 or

more years till you have a 20% down

payment. It may be worth it to pay

$7,560 in premiums and an extra $170

per month in mortgage payments

now to get into the market and start

building equity.

Being a fi rst-time home buyer isn’t

easy, however the goal should be

getting into the market as soon as

possible so you can enjoy the increase

in equity which traditionally comes with

a long term real estate investment.
