of Jenga – where one wrong move

could cause everything to come crashing

down. This is the fear some have when it

comes to foreign investors in Canadian

real estate.

The concern is that foreign buyers–

those who live elsewhere but buy

properties in Canada and rent them out

– are driving up home prices, particularly

in hot markets such as Vancouver and

Toronto. This o� shore demand is leading

to an artifi cial, unsustainable market,

some believe, which could cause a crash

if for any reason these owners pulled out

or sold their homes en masse.

“People are concerned that foreign

buyers are coming in and buying too

many properties and driving the prices

up,” Ben Myers, senior vice-president,

market research and analytics at Fortress

Real Developments, told New Condo

Guide. “That is the big concern.”

Canada Mortgage and Housing Corp.

is taking steps to address this “data gap,”

by scheduling meetings with industry

stakeholders and other measures.

Some of these foreign buyers are

paying cash – given that Canadian

properties are a relative bargain

compared to prices back home for

Chinese buyers, for example. This means

they’re not borrowing from Canadian

banks or requiring insurance from

CMHC, further contributing to the dearth

of data. Without such transparency,

it could fall on real estate agents and

lawyers to report such transactions.

points out Don R. Campbell, well known

real estate investor and author, is that

“data without action or policy is just

knowledge.” There is nothing currently

in place preventing foreigners from

purchasing Canadian real estate.

“I’m a stats guy,” adds Myers. “I’d

love to see the information, but I

think we have a pretty good idea that

residential real estate sales activity to

non-domestic buyers is pretty isolated

to Toronto and Vancouver. Should

Canadian taxpayers in every other

metro area be on the hook for the cost

of collecting this info?

“If we fi nd out foreign buyers own

1.2 per cent of Canadian residential

dwellings – 3.5 per cent in Toronto units

and 6.1 per cent in Vancouver – then

what? How much will it cost to take the

next steps?

“Even if you had the proper data and

the world’s best econometricians, you

could never know what a home would

have sold for if a foreign purchaser didn’t

buy it,” says Myers.

Campbell says any such data would be

“incredibly inaccurate, given the many

ways in which the ultimate purchaser

can hide who is buying.”

He also points out that The Personal

Information Protection and Electronic

Documents Act (PIPEDA) could limit any

disclosure. PIPEDA sets out ground rules

for how private sector organizations

may collect, use or disclose personal

information in the course of commercial

activities.

who’s buying homes and what they

want. An astonishing 13 per cent of

recipients responded to a customer

survey by Avid Canada and the results

were released in the recent CHBA Home

Buyer Preference Study powered by Avid®.

Greg Stolz, Avid Ratings Canada’s general

manager/partner, talks about some of the surprising

revelations that came out of what is anticipated to

become an annual study.

Q: What were the top features that today’s

buyers consider “must haves” when they

purchase a home?

A: Most “must haves” fell into two key areas: storage

and efficiency. Number one was walk-in closets.

Kitchen islands, linen closets, walk-in pantries, and

two-car garages were also important because let’s

face it, people always need a place to put their stuff.

Efficiency was the second consideration —

89 per cent considered things like energy efficient

appliances and high-efficiency windows to be either

“must haves” or highly desirable features. We didn’t

see that even 10 years ago.

Q: So many new developments are

being designed with features like

pools, lounges, and even bowling

alleys. How important are amenities

to homebuyers?

A: Access to walking and cycling trails

(87 per cent wanted or had to have

these), proximity to parks and rec

centres, and overall landscaping were

the top three amenities buyers indicated

are among the community features

they want. Which makes sense because

overall, we’re a more active, health

conscious society — especially the

Boomers who are either retired or about

to retire. And in condos, a health club

or gym was a consideration for over

60 per cent.

Q: How are consumers

looking for a new home?

A: There’s no question that internet

research is huge. In fact, 42 per cent

of the respondents in our survey said

they start with an online search, and 85

per cent say the internet was important

in helping them fi nd a builder. Not

surprisingly the 18-34 year olds were the

strongest cohort at 83 per cent, but even

in the 68 and over age group, 35 per

cent reported it was their starting point.

Q: It seems a model home is

becoming a de facto standard in most

presentation centres. Did your survey

reveal any numbers on this?

A: Yes. Just over 76 per cent said a

model home was very important, and

an additional 17 per cent said it was

moderately important.

Q: With technology clearly on the rise

as a tool in the home buying decision, is

having a virtual home tour important?

A: It is if you want to appeal to 86 per

cent of the market. And in the future,

I believe this is going to become even

more important in consumers’ decision

to purchase. In fact, I’ve seen some

material suggesting in some markets

over 20 per cent of off ers are made

without the purchaser ever seeing the

property except in virtual reality.

Q: Any predictions you can share about

the future of the new home market?

A: Effi ciency and aff ordability will

continue to be key drivers. But the third

one will be technology. Younger buyers

have grown up with it so they expect

it — smart homes are going to become

the standard.

THE REAL ESTATE BOARD of Greater

Vancouver (REBGV) reports that

residential property sales in Metro

Vancouver reached 3,345 on the Multiple

Listing Service® (MLS®) in September

2015. This represents a 14.5 per cent

increase compared to the 2,922 sales

recorded in September 2014, and a

0.5 per cent decrease compared to the

3,362 sales in August 2015.

Last month’s sales were 32.9 per cent

above the 10-year sales average for

the month.

“Residential home sales have been

trending at 25 to 30 per cent above the

ten-year sales average for most of the

year. The number of homes listed for sale

hasn’t been keeping up with the demand,”

Darcy McLeod, REBGV president said.

“It’s this dynamic that’s placing upward

pressure on home prices, particularly in

the detached home market.”

New listings for detached, attached

and apartment properties in Metro

Vancouver totalled 4,846 in September.

This represents a 7.9 per cent decline

compared to the 5,259 new listings

reported in September 2014.

The total number of properties listed

for sale on the real estate board’s MLS®

is 10,805, a 27 per cent decline compared

to September 2014 and a 0.8 per cent

decline compared to August 2015.

“At no point this year has the number of homes listed for

sale exceeded 14,000, which is the fi rst time this has occurred

in the region since 2007,” McLeod said.

The MLS® Home Price Index composite benchmark price

for all residential properties in Metro Vancouver is currently

$722,300. This represents a 13.7 per cent increase compared

to September 2014.

The sales-to-active-listings ratio in September was 31 per

cent. Generally, analysts say that downward pressure on

home prices occurs when the ratio declines below the 12

per cent mark, while home prices often experience upward

pressure when it reaches 20 per cent, or higher, in a particular

community for a sustained period of time.

Sales of detached properties in September 2015 reached

1,272, an increase of 0.2 per cent from the 1,270 detached sales

recorded in September 2014, and a 24.3 per cent increase from

the 1,023 units sold in September 2014. The benchmark price

for a detached property in Metro Vancouver increased 18.9 per

cent from September 2014 to $1,179,700.

Sales of apartment properties reached 1,529 in September

2015, an increase of 28.7 per cent compared to the 1,188 sales

in September 2014, and an increase of 50.2 per cent compared

to the 1,018 sales in September 2013. The benchmark price of

an apartment property increased nine per cent from September

2014 to $415,100.

Attached property sales in September 2015 totalled 544,

an increase of 17.2 per cent compared to the 464 sales in

September 2014, and a 23.1 per cent increase from the 442

attached properties sold in September 2013. The benchmark

price of an attached unit increased 8.1 per cent between

September 2014 and 2015 to $518,600.

THE LAST TIME WE VISITED THE WORK

of designer Mitchell Freedland, we were

soaring 50 storeys above downtown

Vancouver in The Residences at the

Hotel Georgia’s spectacular penthouses.

Grosvenor Ambleside is a luxury low

rise, waterfront development in West

Vancouver, designed by James Cheng.

Both are enviable addresses, but they

couldn’t be more different. How does a

designer go from high to low?

Q: What are some of the differences

between designing a glass house in the

sky and a condo home across the street

from the beach?

A: It is all about the location and context.

Grosvenor Ambleside is purely a reflection

of its amazing waterfront location; the

same goes for a residence 50 floors above

the city. Design should react harmoniously

with the environment. The beach and

water offer peace and tranquility, which

we try to respond to with the ambience

created by the suite design. With the “you

can see forever” views of the city, water

and mountains, the goal was to

give a sense of being grounded, while

celebrating the majesty of the panorama.

Ultimately it is about offering comfort,

beauty, and thoughtfulness for everyday

living, wherever you are.

Q: The famous West Coast architect

James Cheng designed the Grosvenor

Ambleside building. Have you worked

with him before? What is unique

about a James Cheng building

to you?

A: Yes, I started my career in Vancouver

by working in his offices prior to going

out on my own. We have collaborated

on projects since, I consistently

apprreciate his work, it is fully resolved,

from planning to the most minute

detail. It was his mentoring, and these

principles, that I bring to my own work.

It is this very high standard of work that

I am very proud of.

Q: I notice you used some vividly-hued

accent walls in some of the renderings.

When is an accent wall appropriate, and

how do you choose the colour

to use?

A: An accent wall is a response to an

architectural volume of space. It is used

to ground/ anchor a composition within

the environment, by adding depth of

value of colour. Its use depends on the

curation of elements, proximity to light,

and ultimately, the desired effect. It is

a relatively easy way to add a sense of

drama, as long as one is mindful of the

composition of palette within the room.

Q: In expansive spaces, how do you

delineate separate areas to maintain a

cozy feel to the home?

A: To achieve a sense of intimacy,

grouping larger scaled items will lead the

eye to believe there are boundaries of

where one has to enter the room within

the room concept. Area carpets and

lighting (table and floor lamps) aid in this

manipulation, while adding a feeling of

both warmth and comfort.

Q: The enclosed glass room is an

interesting feature that’s showing up

more and more. How do you furnish and

decorate this room as a functional home

office or den without cluttering up the

flow of the décor of the rest of the house?

A: These rooms, as they are exposed,

need to feel in context with the rest of

the environment. A visual connectivity

in harmony, and from that the personal

program of requirements can be

implemented without compromise.

Mr. Freedland was educated at the

Ontario College of Art in Toronto where

he received his Honours Diploma in

Environmental Design. In 1990 he earned

the designation of Registered Interior

Designer (RID).

Mitchell is known for creating “Timeless

Contemporary Designs”: trends come and

go but Mitchell’s aim is to create timeless

fashion forward designs that are able to

stand the test of time. Mitchell Freedland

Design has become a truly international

design firm with projects in China, Japan,

Europe and throughout North America.

NEAR historically low levels with nowhere

to go but up – now is an ideal time for

fi rst-time homebuyers to embark upon

homeownership.

The main reason many renters feel

they can’t a� ord to purchase a home has

to do with saving for a down payment

— which can be a real challenge. If you

are a fi rst-time homebuyer just starting

out and trying to get a foothold in real

estate, even saving the minimum 5%

may seem out of reach. But there are

many solutions available today that can

help fi rst-time buyers with their down

payments.

» Under the RRSP Home Buyers’ Plan,

fi rst-time homebuyers can withdraw

up to $25,000 from their RRSPs for a

down payment – tax- and interest-

free .And if there’s a couple making

a home purchase together, they can

withdraw up to $25,000 each from

their RRSPs.

» Buyers can get a gifted down payment

that must not be repaid from a parent,

sibling or child. The lender will require

a gift letter and show the money

has been deposited into the buyer’s

account prior to completion.

» There are other more attractive

alternatives to consider. There are

specialized products from Canada’s

leading mortgage insurers that help

put down payments within reach.

Instead of insisting on traditional

sources, these mortgage loans allow

for more fl exibility. Acceptable down

payment sources include personal

loans, lines of credit, credit cards and

lender cash back incentives. Of course,

if down payment is borrowed, those

payments must be included in the

Total Debt Service (TDS) calculations.

And the buyer is not allowed to use

builder incentives or builder loans

to cover the down payment. Also, a

relatively clean credit record will be

required.

Making an informed decision:

There is an endless amount of

information available to prospective

homeowners – through the Internet,

friends, family members and

anyone willing to voice their opinion

on a given subject. What you need,

therefore, is education and coaching

as opposed to being bombarded with

more information.

That is why it’s important to speak to

Mortgage Expert that can manage the

life of your mortgage with a strategy.

This will help set your mind at ease,

because many fi rst-time buyers are

overwhelmed by the fi nancing and

buying processes, and often don’t

know what it truly costs to purchase a

home.

I’VE ALWAYS FOUND the rise and fall of

housing trends incredibly interesting. Of

course, staying on top of these patterns

is also a vital aspect of my career. One

surging trend in the Ottawa housing

market is the in-law suite – and I believe

this one has real staying power.

“In-law suite” is the name most

commonly given to self-contained

apartments within a larger home,

whether the occupants happen to be

in-laws. Family custom is, however, one

of the main reasons for the growing

popularity of these secondary suites.

While there have always been Ottawans

who value multi-generational living, their

number is steadily increasing as Ottawa

continues to receive the most family-

related immigration in Canada. For many

of our newcomers, living in proximity to

grandparents or extended family is the

cultural norm.

The other signifi cant group interested

in secondary suites are those who have

realized the terrifi c income potential

of such spaces. With its many contract

workers and post-secondary students,

Ottawa has no shortage of renters.

While zoning by-laws make secondary

suites a no-no in some jurisdictions, the

City of Ottawa (excepting the former

Village of Rockcli� e Park) has no such

restrictions, as long as by-law conditions

are followed.

More often than not, in-law suites

are basement apartments, although

they’re occasionally located on the

second or third fl oors. They possess

private entrances, bathrooms, kitchens

and sometimes laundry facilities.

Renovating an existing home

to accommodate a separate suite

can be expensive, and unforeseen

complications may arise. The beautiful

thing about including a secondary suite

when purchasing a new home is that

you can have everything built to your

specifi cations, rather than being limited

by the existing structure. Some builders

make a specialty of in-law suite homes,

with a portfolio of available plans, but

others are happy to alter standard plans

for a fee.

A few things to consider:

» Basement apartments aren’t noted for

their great natural light. Invest in great

lighting, making good use of pot lights.

Where possible, install larger-than-

typical windows.

» Include a bathtub in the bathroom to

appeal to as many tenants as possible.

» Features such as a double driveway,

soundproofi ng panels and separate

gas and electrical meters can make

everyone’s lives easier.

With a thoughtfully designed suite, the

income – or the in-laws – will be sure

to roll in!

Debt: 10 things you should know

GETTING INTO DEBT can be a scary

thing, but I truly believe there are good

debts and bad debts. I’ll never regret

taking on a student loan to get my

university degree, and I don’t regret my

mortgage, as I need a stable and reliable

place to raise my family. I’m sure many

of you are like me when it comes to

credit cards, a little too happy-go-lucky

with the plastic – that’s the bad debt.

That is why it’s hard to determine

if the high debt-to-disposable income

fi gure that is paraded about on a

monthly basis is a sign of impending

doom for the Canadian economy, or

prudent Canadians using credit and debt

wisely to invest in their future. Here are

10 things to take into consideration:

1. Many of these studies on debt ignore

interest rates. Canadians can take on

more debt and keep their monthly costs

the same with lower borrowing costs.

2. The net worth of Canadians is rising

much faster than their debt liabilities.

3. The average credit score for

Canadians seeking debt fi nancing has

been trending upward for fi ve years.

4. Better technology has created a

system that can better access the credit

risk of borrowers and allowed more folks

on the margin to qualify for loans, which

increases the debt-to-income ratio.

5. Fifty-six per cent of Canadians

reduced their debt in 2015 according to

a recent study, up from 49 per cent and

51 per cent in the previous two polls.

6. Demand for mortgage and consumer

credit has slowed over the past four

years to one-third of the level prior to

the 2008-09 global fi nancial crisis.

7. The Bank of Canada stated that the

percentage of household disposable

income allocated to required payments

on mortgage debt has been relatively

stable for seven years.

8. Mortgages with loan-to-value ratios

above 80 per cent have fallen since the

last recession, and the average fi rst-time

homebuyer is now putting down 21 per

cent on a resale home in Canada.

9. Only three per cent of the Canadian

mortgage market consists of non-prime

borrowers. The large sub-prime market

was one of the culprits behind the US

housing meltdown.

10. We weary of comparisons

to the United States — di� erent

tax implications, very di� erent country.

There are plenty of countries that have

had much higher household debt

levels than us for nearly a decade.

In a poll conducted by Fortress Real

Developments of other residential

housing developers in Canada, none

of the respondents indicated that high

household debt was a top concern

of theirs regarding the health of the

domestic real estate market.
