they may be a relative newcomer on the awards scene, but there’s no question the Ovation Awards are attracting big time attention from consumers and industry alike. A classy, elegantly presented event, the Ovations began modestly in 2009 as the RenOVATION Awards, a competition showcasing exclusively Vancouver/Lower Mainland renovation projects.

The plan, however, was always to expand into new home construction, and in 2011 that goal was realized. Today they’re a respected symbol of innovation and vision in all aspects of B.C.’s building industry.

Celebrating excellenceNow celebrating their fourth anniversary, The Ovations are unique in their ability to honour the true diversity that defines Vancouver’s local marketplace. The 40 categories are specific and well-defined: highrise, lowrise, rowhomes, heritage

renovations, and accessible renovations are just a few. Many are also split into two or more categories according to price or square footage, thus creating a more level playing field so a home costing $750,000 to build is no longer being compared to one with a price tag upwards of $4 million.

New this year are categories for Best Interior Design Custom Residence and a People’s Choice Award that let’s the public vote for their favourite new or renovated project. This year also saw the number of entries soar by an astonishing 65 per cent over 2012. Twenty companies entered for the first time, and many of those are in the running for gold.

One first time entrant, Porte’s innovative lofts and mews-style homes at Origin in SFU’s UniverCity neighbourhood, are finalists in two categories. Newcomer Tien Sher Group also has two finalist positions for Quattro in Surrey as well as a third for English Mews.

“Phil, look at this — you’re not going to believe

it.” The woman in the first of Cornerstone North’s three fully-furnished display homes is beaming as she looks at four rows of shelving tucked neatly beside the washer/dryer. “At last — storage in the laundry.”

Her husband nods agreeably but is clearly even more enamoured with the kitchen. “This is great design,” he says checking out the generous banks of drawers, built-in wine rack, and stainless steel appliances that look ready to handle family gatherings of any size. Then he leans casually against the integrated eating bar. “Those new bar stools will fit perfectly here, and this… this is quartz — you can just tell,” he says running his fingers over the countertop. “Love the colour and I won’t have to treat it all the time like our granite ones.”

And that view is going to be fantastic. Did I tell you my auntie is giving me patio furniture as a present? I can’t wait for July to be here so I can move in.”

Four out oF 10 Canadians planning to enter the housing market over the next two years will be first-time homebuyers, according to the 20th annual RBC Home Ownership Poll.

The poll found that the majority of Canadians are taking a wait-and-see approach to home purchases, with 15 per cent likely to buy in the next two years, down from 27 per cent in 2012.

“The more cautious mood this year is not surprising and is consistent with broader economic and industry forecasts. An unseasonably warm spring, low rates and anticipation of mortgage rule changes may have led many Canadians to move forward their home purchases in the first half of 2012,” says Sean Amato-Gauci, senior vice-president, Home Equity Financing, RBC. “Our findings suggest confidence in the housing market is still

high and young Canadians are the bright spot as they look to buy their first home and seek the advice to do it right.”

A majority of Canadians (84 per cent) believe that a condo or house is a good investment. Just over half of Canadians think that now is the time to get into the housing market (52 per cent), while fewer Canadians believe house prices will be higher at this time next year (43 per cent, down from 47 per cent in 2012). More Canadians in 2013 feel that the current housing market is in balance (40 per cent, up from 36 per cent last year).

The poll also found that Atlantic Canadians (91 per cent) and residents in Manitoba and Saskatchewan (89 per cent) are the least likely Canadians to purchase a house in the next two years, while British Columbians are the only region where a majority describe the current market as a buyer’s market.

what factors are sidelining buyers?

Three-quarters (75 per cent) of Canadians feel that recent government changes to mortgage rules will impact or delay prospective homebuyers from getting into the market, but this may be more perception than reality. Amost six in 10 recent and prospective homebuyers say that a required minimum five per cent down payment (59 per cent) and a shortened mortgage amortization period to 25 years from 30 years (56 per cent) had little to no impact.

Nearly half of Canadians (49 per cent) expect mortgage rates will be the same at this time next year.

Consistent with consumer trends, almost half (46 per cent) of first-time homebuyers cite affordability as a top reason for not buying (47 per cent in 2012). Meanwhile, saving for a down payment (32 per cent, up from 18 per cent a year ago) and job security (28 per cent, up from 20 per cent a year ago) have taken on increased importance this year.

their banker for mortgage advice and four in 10 (40 per cent) say a bank is their primary source of information for advice on financing a home purchase.

One-in-five British Columbians (20 per cent) say they are likely to purchase a home within the next two years as residents in this province were more likely than any other Canadian region to forecast lower housing prices in the next year (38 per cent, national: 24 per cent).

When it comes to a Green home, we’re not talking about amorphous concepts to inspire the warm fuzzies. Let’s face it, consumers face all kinds of claims in just about all product categories – organic this, all-natural that and eco-friendly everything. And not all of them are true.

For buying a home, thankfully, it’s about dollars and cents and real, provable savings. No, you don’t have to be thinking about solar panels on the roof or a backyard wind turbine. Noble and even profitable ideas, these also involve high capital costs and permitting issues, among other challenges. And as a first-time buyer, you’re not likely in a position to afford such extremes.

However, there are simple steps you can take to assess how “friendly” a potential property might be – in terms of comfort, operating costs and environmental footprint.

Buying newIf you’re buying a new home, you’re not likely to have much to worry about when it comes to energy efficiency. Most developers, including those appearing in New Condo Guide, build their new housing product to stringent industry standards.

Indeed, more and more of them construct to the international LEED (Leadership in Energy and Environmental Design) standards and the Energy Star program.

LEED is a Green Building Rating System designed to encourage sustainable green building and development practices through the use of universally understood and accepted tools and performance criteria. A third-party certification program, LEED promotes a whole-building approach to sustainability by recognizing performance in five key areas of human and environmental health: sustainable site development; water efficiency; energy efficiency; materials selection; and indoor environmental quality.

Energy Star, overseen by Natural Resources Canada, is an initiative to promote energy-efficiency guidelines that enable new homes to be approximately 25 per cent more energy efficient than those built to minimum provincial Building Codes.

1 energy savings Today, 17 per cent of all energy used in Canada goes toward running our homes. We consume a significant amount of energy for heating our homes in the winter and cooling them in the summer, and don’t forget about the energy we use to heat water used for bathing and cleaning. Imagine the savings on your energy bills if you choose an energy-efficient new home.

2 Better to live in Energy-efficient homes have fewer of those uncomfortable drafts and cold spots. Some homes have specially designed ventilation systems that bring fresh outdoor air in and send stale indoor air out. R-2000 certified homes, for example, are built using healthier building materials, such as low-VOC (volatile organic compounds) paints, flooring, and cabinets to further improve the indoor air quality.

In addition, using energy-efficient light bulbs, low-flow showerheads, and water-conserving toilets will all contribute to a greener home. Many new energy-efficient homes are being built using insulation, drywall or wood trim manufactured using recycled materials.

April 1st, 2013 marked the official switch back to GST/PST away from HST. For most industries, the change is immediate and you should have already seen a difference in your bills and receipts. For new housing however, it is a

bit more complicated and can be confusing. Here are the basics:

If you are purchasing a home after April 1st, 2013:›› You will be paying GST and not HST.›› A two per cent BC Transition Tax is applicable if construction is more than 10 per

cent complete as of April 1st, 2013 and you take ownership of your home prior to April 1st, 2015.

›› If construction is less than 10 per cent complete and you take ownership of your home after April 1st, 2015 you will pay GST with no transition tax.

There is a federal New Housing Rebate available for those who will use their property as their primary residence for a minimum of one year. This rebate effectively reduces the GST and is valued at a maximum of $6,300 for a home with a purchase price of $350,000. The rebate is gradually reduced for homes valued from $350,000 to a maximum value of $450,000. Homes valued in excess of $450,000 do not qualify for the New Housing Rebate.

There a few other rebates and programs available, particularly for first time home buyers so it’s always a good idea to speak with your lawyer. Your lawyer will also be able to provide more information on the transition tax and the switch back to GST if you have questions. never tell dIane delves something is impossible, because it’s a word that simply doesn’t exist in her vocabulary. Soft spoken, always elegant, her warm smile still has a twinkle that says here’s a woman who loves life and loves what she does.

And what she does is build. President and founder of Abbotsford-based Quantum Properties, Diane began her career in construction with a modest $1.3 million, two-storey office building. Within two years, she had a $14 million lowrise apartment named Viva under construction. Fifteen years later, she’s never looked back

— and she’s never given up on a project she believes in.

Q You ran your own real estate appraisal company for a decade before you started Quantum Properties. What prompted you to start a construction company? a In 1997, my husband was a partner in a certified general accountant firm. When I saw how much they were spending on rent, I told them they should let me build an office building for them. To my surprise, they agreed.

It was a very steep learning curve. I hired an architect — who turned out to be not the best. Fortunately, I also hired Don Isaak, a local structural engineer who realized there were far too many design flaws to build it. I had to hire another architect, but eventually we got it built.

Q Was this the birth of Quantum Properties? a Yes. Don and I formed Quantum Properties in 2000. We did a few land assemblies that we rezoned and sold on to developers, but by 2006 I knew wanted to see it right through to a completed building. Don told me there wasn’t enough aspirin in London Drugs [laughs], so we arranged for me to buy him out.

Before he left though, we interviewed five general contractors who all knew Don but not me. During each meeting, Don would say he needed a file and leave the room. The minute he did, each of those contractors stopped talking to me — except one. Sid Bos. Sid kept right on asking questions and proposing ideas. He got the contract and we immediately started our

first project, a 91-unit low-rise in Abbotsford called Viva.

Q Your current project, Mahogany at Mill Lake, will be Abbotsford’s tallest highrise condominium and is anticipated to have a build-out value of over $100 million. It’s also been a controversial development with plenty of NIMBY opposition. What’s made this project so challenging? a When we bought the land in 2007, it had been vacant for 30 or 40 years. It was also unique because a three-acre lard parcel owned by one person, already designated for higher density housing, and located right in the middle of the city isn’t something that happens often.

At that time, the City of Abbotsford had just increased the allowable height for towers from 16 to 28 storeys, but when we applied for rezoning, neighbours formed a protest group. It was a very dramatic public hearing that we lost by one vote.

In 2010, we applied to the City again. This time we engaged the community more beforehand. The project was approved and we did well in pre-sales. However, in the meantime I’d been looking for a property where I could build commercial/office to meet demand

created by the new regional hospital. My “ah ha” moment was when I realized I owned three acres within walking distance of the new facility. The City liked our design and construction expertise, but in order to build the office space I was now proposing, we had to go through yet another rezoning — which we’ve done successfully.

To be honest, I think lot of people didn’t expect me to carry through and do this. We know this project is going to be watched closely, but once we actually start building later this year, I think people will begin to see Mahogany as a trendsetter.

Q What’s your take on Abbotsford’s growth potential? a It’s not a question of if this city will take off, just when. Yes, we lag behind Vancouver in level of activity, but we’re consistently ranked among the top 10 places in Canada to invest.

It’s well known that 70 per cent of future urban growth in the Lower Mainland will be in the Fraser Valley, and we have all the fundamentals to attract a large portion of that growth: a strong and increasing employment base, major industrial base, an international airport, and a well respected university. We’ve also got a major hospital with good specialists, a state-of-the-art regional cancer centre, and the new Canuck Place is almost completed.

Q How does lifestyle fit into the equation? a Abbotsford has the mountains and rivers, so it’s a physically beautiful setting. And unlike many places, you’ve still got a true town centre — people like that sense of community. Plus, more and more people are making it a lifestyle choice to live in a condo. I moved here a little over 10 years ago by choice, and I’ve never regretted it.

Q You’ve been a woman working successfully in a predominantly male-oriented industry for a long time. What’s your advice to young women considering a career in construction? a Never let gender limit your choices. If you want to go into the trades, great. They can be very lucrative — even our labourers make $15 an hour. Our skilled trades make a lot of money. Many of these positions, electrician for example, require intelligence, planning, and a lot of doing. However they are not physically demanding, so there is absolutely nothing to stop a woman doing an exceptional job. Sure, if you look for difficulties, you’ll find them. But I believe being a woman creates many times more opportunities than problems.

01 Calculate the combined monthly before-tax income of you and your spouse.

02 Divide by three. This figure is the monthly payment you can afford to make on your condo.

03 Take the total price of the condo and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)

05 Multiply this figure by the amount you need to borrow. Divide by 1,000.

06 Add to this your estimated monthly heating costs and monthly property taxes.

07 If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream condo.
