AFTER YEARS OF STUDYING and much

debate, Vancouver council members

have voted to remove the Georgia and

Dunsmuir viaducts. The viaducts were

originally constructed in 1972 as part

of a freeway network that was never

completed, and since then these two

routes have transformed Prior Street

from a quiet neighbourhood street in to

a busy arterial route.

Present

Together, the two viaducts — one on

Georgia that carries tra  c heading

east and a second on Dunsmuir St. for

westbound tra  c — take approximately

40,000 vehicles per day, accounting

for 10% of vehicles entering and

leaving the downtown area. Although

this route has been widely used by

commuters, these concrete structures

have created an obstruction that limits

connectivity between the surrounding

neighbourhoods of False Creek,

Downtown, and Chinatown.

Future

City sta� and consultants have made

recommendations for the viaducts to be

replaced with at-grade streets that can

accommodate 100% of today’s tra  c

volume. The proposed new networks

include reconfi guring Pacifi c Boulevard,

adding a pedestrian route on Dunsmuir,

and a ramp on Georgia Street to help

with motor vehicle tra  c. City sta�

are confi dent the proposed plan will

bring benefi cial opportunities and

better access for many. Some of these

benefi ts include:

long-run costs: At-grade streets are

seismically more stable and cost 5–10

times less to maintain.

» Better motor vehicle and pedestrian

Prior St. with new retail, o  ce, and

a� ordable housing opportunities

» A new waterfront district: Proposed

Georgia Street Wharf is be an active

outdoor waterfront area for leisure and

community events.

» Future Creekside Park extension: A 13-

acre, city-wide destination park adding

additional green space to the city.

» New a� ordable and market housing

opportunities: The City is hoping that,

between private developers and the

City, viaduct removal will provide

room for about 2,500 new homes.

What’s next?

Although the results are in favour

of removing the Georgia Viaduct, it

will still take some e� ort before any

construction is underway. From now

until spring 2017, city planners will

be meeting with major landowners

and crown stakeholders (the Province

and Pavco) to negotiate development

contributions and determine what will

be the best way to implement their

plan. In the coming months, it

will be important to stay tuned for

more details on this pivotal plan

FORGET THE HOUSING bubble, the

naysayers, and prophecies of doom

and gloom. In his annual address to the

Urban Development Institute, Michael

Ferreira, managing principal in Urban

Analytics, was enthusiastic about the

fi rst three quarters of 2015 in Metro

Vancouver’s real estate market — and

for good reason. By the end of the third

quarter (Q3) there had been more than

2,000 more sales than at same point

in 2014 — an impressive 20 per cent

increase over last year and almost two-

thirds higher than the entire year in 2013.

This year, Ferreira’s list of success

stories was longer than the list he

provided in 2014 and included The Ridge

at Bose Farms, Exchange, Verve, The

Independent, Black+Whites and RiverSky

among the highlights.

While he acknowledged there are

numerous factors driving the market,

Ferreira chose to focus on three that

impact the market most strongly: buyers,

land and municipalities.

— condos that are fi nished and include

parking. Plus they can get a mortgage on

their investment unit — in China they’d

have to pay cash.

SECOND LEG: Land

A ripple of laughter ran through the

room when Ferreira noted one developer

had described recent land sales as

“absolutely bonkers.”

In the increasingly competitive land

purchasing and assembly arena, some

new rules of engagement are emerging,

and Ferreira noted the days when local

developers have had the land market to

themselves are vanishing — especially

in the Inner Metro market. Here again,

the o  shore buyer is contributing to this

change. Well-capitalized and increasingly

sophisticated, this demographic brings

patient money — often lots of it — and

is prepared to overpay relative to current

market values in order to establish

a foothold here.

Local developers will now need to

strap on the boxing gloves and get into

the ring with these new players. They

might choose to accept terms they

wouldn’t have considered in the past, or

look further from urban cores, or up the

focus on banking land that does come

available. Either way, Ferreira described

the upward pressure on pricing may well

be creating “the perfect storm” over land

sales in the near future.

THIRD LEG: Municipalities

Of the three legs, Ferreira noted it’s the

municipal end that’s toughest to get a

handle on.

From the industry’s perspective, lack

of fl exibility and blanket policies that

fail to anticipate a project’s unique

conditions or consider current market

conditions and land values are ongoing

sources of frustration. Bureaucratic red

tape and lack of political will when it

comes to the tough decisions about

appropriate forms of alternate housing to

address a  ordability also fi gured high in

frustration factor.

From the municipalities’ side, Ferreira

said he had a sense many sta  ers he

spoke with were reserved, even cautious

about how they answered his questions.

“Most indicated the system is simply not

set up to make some of the changes the

industry would like to see made quickly.

However, there was a genuine desire

to work with the industry to streamline

processes, while respecting public process

and the desires of elected o� cials.”

He also stressed that almost everyone

in the industry expressed appreciation

for the di� culties city sta  ers have in this

balancing act.

And for anyone worried about often

suggested housing bubble, Ferreira’s

research revealed this astonishing

statistic: of the 21,600 concrete

condominiums scheduled to complete

by the end of 2018, a whopping 87

per cent are already sold — suggesting

there’s no need to worry about over-

supply, despite the number of cranes

dotting the urban landscape.

FIRST LEG: Buyers

Local consumers have been more

active in the past year, especially in the

growing townhouse market. Entry level

buyers, many with help from the “Bank

of Mom&Dad”, as well as empty nesters

looking for the elusive master-on-the-

main product are making their presence

known. There’s also been an increasing

demand for larger units, including

the high-end, luxury condo market

— like Cressey’s Beverley and Ridge

developments — that are aimed squarely

at empty nesters who are willing and

able to spend seven fi gures on a condo.

Not surprisingly, new immigrant and

o  shore buyers, many from Mainland

China, continue to infl uence Metro

Vancouver’s market. Attracted by the

active, healthy lifestyle and quality

schooling, this demographic has been a

consistent driver in Metro Vancouver’s

market since 2009/2010, but has been

ramping their activity up even more

during the past year.

“Because the Chinese currency is tied

to the US dollar, their e  ective buying

power has increased by 30 per cent,”

Ferreira explained. “One realtor I spoke

to put it into perspective this way: for

the same price as a small condo inside

central three ring roads in Beijing, they

can buy three new condos in Metrotown

Condo as a community

It always pleases me to point out the many

advantages of living in a condominium. So

often we read about the carefree lifestyle

that comes along with having building and

grounds maintenance taken care of, and

the fact that the amenities such as pools,

exercise rooms and party rooms provide

a wonderful extension to the living space

you enjoy in your suite. That is all true, but

a condominium o� ers so much more –

especially a real sense of community.

By virtue of what a high-rise

condominium is, people who live under

the same roof make up a neighbourhood.

And in many ways, residents in a condo

come in contact more often than

those who live in low-rise communities

and come and go in cars all day

long. I know people who have lived

in low-rise communities for years

and still don’t know their neighbours.

In a condominium, you meet your

neighbours in the elevators, hallways

and common areas, and faces quickly

become familiar. When you travel, your

neighbours don’t have to travel far to

water your plants or feed your cat. And

in a high-rise, people are more likely to

notice if anything unusual is taking place,

which adds a level of comfort.

Community is about sharing and

togetherness, and condo amenities

are natural spots where socializing

happens. Chatting while you’re on a

treadmill in the fi tness room, relaxing

by the pool or in the sauna, throwing a

steak on the barbecue on the rooftop

patio – these are all situations that

nurture mixing and mingling with like-

minded neighbours. These fabulous

areas increase the sense of belonging

that residents feel, and they are just an

This issue, New Condo Guide chats

with David Jacobson, director of

development with Intracorp, about

some of the reasons for the West

End’s enduring popularity and

what’s happening in the ’hood.

Q: You’ve lived in the West End

yourself. What made this your

neighbourhood of choice?

A: I rented in three di  erent buildings

early on, and I loved it. There’s so much

character and diversity to the West End.

The mixed housing is also defi nitely

part of the appeal. It’s an established

residential neighbourhood with

established trees and people who

care about their homes and their

neighbourhood — a surprising number

have lived here all their lives so they’re

emotionally invested. Many don’t

own a car because they don’t need

to — especially now with the growing

availability of car-share programs.

The only reason my wife and I moved

away was because we wanted to own

a home and there were such limited

options to purchase in the West End.

Q: The City of Vancouver recently

introduced a new neighbourhood plan

for the West End. How will this plan

impact livability and density?

A: Several years ago the City realized

that the West End had one of the slowest

growing populations in Vancouver. There

was clearly a need to create new housing

— rental, market, and social. The West

End doesn’t have huge tracts of land

available for development, so part of the

challenge was how to execute the intent

of the City’s plan while still managing any

increase in density to preserve that sense

of character.

Q: What are some of the

solutions to increasing density

in the West Ends?

A: First, there are strict

guidelines on things like number

of storeys and how high walls

adjacent to the street can be. You’re also

only able to put up towers on the main

arterial streets — so you not only protect

the existing inner neighbourhoods, you

also reduce the migration into those

character areas.

Q: Even though there’s been a lot

of activity in the West End recently,

Intracorp is one of the very few

developers currently building non-rental

housing, so it’s perhaps not surprising

that response to your new o� ering, The

Jervis, has been strong. What were the

challenges of planning this 19-storey

tower that will replace three elderly

houses and a small rental building?

A: The Jervis will actually be the fi rst

new market residential development

announced under the City’s new West

End Community Plan. Because we

know locals are emotionally invested

in their neighbourhood, we spent a

lot of time engaging the community

to make sure we answered all their

questions and concerns. We found that

once they understood the model, the

neighbourhood was very welcoming

to new development that opened new

options for committed ownership.

Q: So what will that model look like?

A: There will be two distinct housing

styles: the residential tower that

provides 58 market homes sitting above

a white-brick podium level that will

include 28 rental unit and ground-level

retail. There’s a three-storey, red-brick

heritage building right across the street,

so the white-brick will show how you

can tie in the existing character with

new development.

The Jervis will also be di� erent

because the City will own the rentals

and the retail, so they will still be a

stakeholder and those parts of the

building will have a separate strata.

Q: What else gets you excited about the

West End?

A: There’s a really simple way of

describing the West End — it’s a

community. People are truly in love with

the place they live and it shows. There’s

a very active Business Improvement

Association here, there’s ongoing

revitalization including an approved

new plaza for the Rainbow Street, and

throughout the year there are so many

di� erent festivals and event. But for

me, it’s the mixed demographics that I

love most. You’ll see grandparents with

toddler, young professionals in suits or

jogging gear, and people who could be

the fl amboyant, younger cousin. It’s just

a fun place to be.

SO YOU’VE DECIDED to buy an investment

condo in 2015. Congratulations! As a

fi rst-time investor, there are fi ve questions

you need to ask yourself before buying a

new condo.

1 | What are your goals?

Figure out what your goals are. Are you

looking to make a short- or long-term

investment? What kind of return are

you looking to achieve? Are you more

interested in income or capital gain – or

both? Deciding what your goals are up

front will better help you achieve them in

the long run.

2 | What can you a� ord?

Talk to your mortgage broker or

lender and get a mortgage pre-

approval before you start your

search. This will help you fi gure out

what you can a� ord, and will help

you start to narrow your search. Also,

make sure you are prepared for the

developer’s requirements with respect

to fi nancing. Most new condos will

require a 15 to 20 per cent deposit up

front, as well as a mortgage approval

letter showing you can a� ord the unit

you are purchasing.

3 | What is your exit strategy?

Will you buy, hold and rent for the long

term before selling? Will you buy pre-

construction and then fl ip (assign) your

unit prior to the fi nal closing? Will you

buy pre-construction, close on the unit,

rent it out for one or two years, and then

sell it? Will you buy, wait for completion,

and then refi nance and re-invest the

proceeds? Take time to assess the risks

and rewards associated with the di� erent

exit strategies.

4 | What should you buy?

Some units make better investments

than others. Questions to consider

include: Which locations are likely to

experience the most growth in the

next few years? What type of unit is

the most attractive to renters? Which

type of unit tends to appreciate faster

than others?

5 | When should you buy?

When buying for investment, it is

generally best to buy when a new

building launches. This is when prices are

the lowest, and availability of investor-

grade suites is highest. But there are other

great opportunities to buy, including right

before the developer meets the sales

target to secure construction fi nancing,

or during the occupancy stage. In both

of these instances developers tend to

be highly motivated to sell and this is

when they often introduce great buyer-

incentives or cash discounts.

THE FORECAST OF the global economy

fl uctuates more often than not.

One day, we hear that China’s stock

crash is causing impending doom,

and the next we’re told that everything

is just fi ne.

The International Monetary Fund

(IMF) recently issued a warning about

a weakening global economy. It says

if U.S. rates rise, the developing world

could see a plethora of corporate

failures. And although the U.S. is doing

better, their employment rates are

steady – not growing – which means

the economic superpower does not

have the strength to pull the rest of the

world out of a slump.

This is added to the emergence of a

global credit bubble. The IMF and World

Bank are meeting in Lima, but rather

than celebrating recovery and market

successes, economic thought leaders

will now be discussing a massive credit

bubble that spans over many nations.

Growth is slowing in emerging

markets, such as Latin America, and it’s

making investors wary, to say the least.

Corporate debt in emerging markets has

increased from $4 trillion to $18 trillion –

with most of that growth occurring after

the crash of 2008. The IMF believes that

corporate liabilities in emerging markets

are double their equity. (Four years ago,

they were equal.)

At home

Even if the fi nancial climate here in

Canada remains stable, that doesn’t

mean it can’t be disrupted by a region or

many regions having serious di� culties.

And if the developed world – notably

the U.S. and other strong economies,

such as Canada – raise their rates, it can

have serious consequences on emerging

markets.

The best thing for smart Canadian

investors to do is to not only pay

attention to what is happening at home

but keep an eye on what is happening

abroad. The annual meeting in Peru on

Oct. 9-11 was to be a good indicator

to how much we should actually be

concerned about the global economy

and what can be done to get things back

on the right track.

Canada has a good history of

weathering global crises. In 2008,

Canada’s economy fared better than

most. More recently, we’ve been largely

unscathed by the fallout from Greece.

And we’ve been a benefi ciary of trouble

in Asia, as wealthy Chinese investors

have turned to Canada as a safe place

to keep their money.

In housing, variable and fi xed

mortgage rates are growing closer

together, with only .53 per cent

separating the two. If the Bank of

Canada’s overnight rate rises, variable

mortgage rates could close in on fi xed

mortgage rates, making fi xed rates

infi nitely more desirable.

The good news, if you have a variable-

rate mortgage, is that the BoC doesn’t

seem to be in any hurry to raise rates.

The opposite seems to be true: two rate

cuts this year have eased Canadians’

mortgage burdens. And the major banks

have only passed a portion of those rate

cuts on to consumers, so there’s a good

chance you won’t feel the pinch as much

when rates start to trend higher.

As rates in Canada and across the

world continue to jump around, so too

will mortgage rates. And while this is

quite di� cult to predict, it’s important to

keep a watchful eye on global markets

to be sure to make the right decisions in

your own backyard.
