GOVERNANCE, HOST INSTITUTION ARRANGEMENTS AND LINKAGES WITHIN THE LEAD FAMILY

Our National Steering Committee (NSC) is headed by its Chair Dr. Exequiel Ezcurra, Former Director of the Museum Scientific Research Division, the Biodiversity Research Center of the Ca-lifornias (BECC) at the San Diego Natural History Museum and, since 2008, Chair of the UC Mexus program at University of California-Riverside. Other members include Ing. Julio Gutie-rrez Trujillo,General Director and President of the Administra-tive Council of CONDUMEX; Ing. Manuel Milán, President of CESPEDES; Lic. Lorenzo Rosenzweig, General Director of the Fondo Mexicano para la Conservación de la Naturaleza; Ing. Roberto Zambrano, Former President of PRONATURA; Lic. Fer-nando Peón Escalante, General Director of Fomento Social BA-NAMEX. Included as ex-officio members are the Secretary of Environment and Natural Resources, Ing. Juan Rafael Elvira Quesada; El Colegio de Mexico, our Host Institution’s Presi-dent, Dr. Javier Garciadiego; and the National Autonomous University of Mexico’s Rector, Dr. José Narro Robles. Two fe-llows, Martha Delgado (C-10) and Roberto Lacy (C-3), are re-presenting the fellows at the NSC.

b. Host Institution Arrangements

El Colegio de Mexico, a free, non-profit, higher education, university type organization, created on October 8, 1940 and acknowledged by means of a Presidential Decree of November 7, 1962 as an autonomous academic institution, is the National Host Institution (HI) for LEAD-Mexico. LEAD-Mexico’s program joins and shares El Colegio de Mexico’s academic activities in the following fields: public ad-ministration, international affairs, economics, demographic, urban and environmental studies, Asian and African studies, history, sociology and linguistics and literature, organized in relatively independent centers, which include various pro-grams and seminars (gender, environment (Lead-Mexico), science and technology) and back up service units (computing, library, administration). Nearly three hundred Fa-culty members may be counted among its permanent and temporary (visiting professors and specific Project resear-chers) staff. The LEAD-Mexico Program is affiliated to the Center for De-mographic, Urban and Environmental Studies (CEDUA). Since january 2009 director Silvia Giorguli Ph.D., is the direct super-visor of LEAD National Program Director (NPD). The President of El Colegio de Mexico is Dr. Javier Garciadiego. The Host Institution General Secretary is Dr. Manuel Ordorica and Dr. Jean Francoise Proud’Homme is the General Academic Coordinator. The LEAD-Mexico local staff structure includes: * - Prof. Boris Graizbord, National Program Director - M.A. Norma Borrego, Academic Coordinator - Ms. Araceli García, Secretary - Mr. Cesar Montenegro, Assistant * All are employees of El Colegio de Mexico, and receive part of their salary from this institution.

The Administrative Unit of El Colegio de Mexico is responsible for the management of all grants that El Colegio receives and operates. Mr. Fernando Ruiz, is in charge of the Finance De-partment and the LEAD-Mexico’s account. A group of highly qualified personalities, including LEAD-Mexico fellows, act under an ad hoc working basis as an Aca-demic Advisory Council for LEAD-Mexico. With their advise, our program benefits from an enormous pool of experts (more than 500) from different sectors, organizations and institutions, who continuously take part as guest speakers, panelists, resource persons, and facilitators in our domestic, regional and international training sessions. Other extra curri-cular activities are often organized following their advise, gui-dance, and suggestions. Our LEAD-Fellows take part conti-nuously in the organization of LEADMexico’s curricular and ex-tra-curricular activities.

c. NSC Meetings

A NSC meeting has been celebrated during this year. A full report of the IS 2008 was presented and discused. The mee-ting was devoted to review LEAD-Mexico’s initiatives and fu-ture strategies as well as evaluate our program’s curricular and other academic activities.

1. Analysis of Basic Paradigms (February 16-20)

It explains the Lead Program approach in Mexico and makes a general review of Ecology, Demography, Economics, Sci-ences and Technology and Social paradigms. For this year we added some basic exercises to foster group integration. 3. Development Actors (May 18-23)

The session has been prepared to have a broad vision of rele-vant development projects, and to share the approach of main stakeholders involved in development issues. Despite the fact that we maintain standard curricula, the core themes fluctuate. For Cohort 14 we offered a session on “Governmental actors: Local and state governments and in-teractions” counting with the support of Mexico City and State of Mexico Secretaries of Environment as well as Lead fellows involved in the environmental management of the Metropoli-tan Zone like Adolfo Mejia (C-8), Director for Planning and Policy Coordination, Secretary of Environment of Mexico City Government. 4. Information Tools for Environmental Management and Development

(July 20-24)

The session is prepared in partnership with the National Insti-tute for Statistics and Geography (INEGI) and a highlight is that several Fellows working in this institute participated as speakers, presenters and guides during our week in Aguascalientes. The content sets an overview of all statistics linked to environment in Mexico (Economic, Demographic and Social Statistics, Green Accounts, GIS, Remote Sensing and Cartography, etc.) as tools for planning and manage-ment. This session includes always a field visit. This time we visited one of the main Waste Treatment Landfill in Mexico called “Relleno Sanitario San Nicolás” , managed and oper-ated by the municipality of Aguascalientes (a medium size city) which has been recognized as one of the best of its kind (operation, best practices and results) in Mexico and Latin America and now preparing an MDL emissions plan in part-nership with Biogas Technology a British Company. 5. Environmental Policy and Global Processes Octuber 19-24)

This session was organized jointly with the Federal Ministry of Environment (SEMARNAT). The issues addressed are as fol-lows: Institutional framework for environmental policy, man-agement tools for environmental regulation, International treaties, Globalization and environmental governance. This year we have selected the theme “Environmental Policy for the XXI´st Century: International responsibilities and border issues”. The session was held in Monterey, Nuevo Leon (Octuber 19-24), in partnership with the city government and ITESM, a main private higher education institution. We have also the support of the Mexican Ministry of Foreign Affairs trough the Mexico-Cuba Programa to include the participation of 4 Cuban experts from the Cuba Environment Agency (CITMA) in order to present a regional perspective focused on Climate Change Adaptation. Also a meeting was scheduled with the Cuban Delegation, the National Commissioner on Natural Protected Areas (Ernesto Enkerlin) and the Lead-Mexico National Program Director, Prof. Boris Graizbord to prepare a work scheduled for next 2 years. • As Mexico had federal elections this year we promoted the Forum “Political Parties’ Climate Change Platforms” in partnership with UNDP and a number of NGOs.

• Lead Mexico NPD participated in the CoD meeting at

Chubu University (Japan) with a presentation of the LM program activities. Please check the following link: www.lead.colmex.mx

• In partnership with Federal Ministry of Environment L-M organized a Virtual Workshop on Urban Sustainability with the participation of 25 Mexican experts.

• We ran a workshop on International Trans boundary Wa-

ter Management in collaboration with the University of British Columbia. It was held on March 10-11th, in order to share best practices on environmental shared man-agement for water basins and resources.

• We are in the final stage of developing the Valley of

Mexico Metropolitan Environmental Agenda. This project is funded by DEFRA’s Sustainable Development Dia-logues Program. The project tries to set a “green agenda” between federal and local governments (Mexico City, State of Mexico and Hidalgo State) to face present and future challenges posed by climate change in the region. It includes the signature of an intergovern-mental agreement with multiple stakeholders in the re-gion, setting short to long term goals and follow-up mechanisms.

• Its important to mention that LM NPD Prof. Boris Graiz-

bord has been invited to be part of the Citizen Participa-tion Group created to make the assessment of the PE-MEX (Mexico´National Oil Company) yearly Sustainable Development Report and is also member of the Consult-ing Commission on Climate Change which offers inde-pendent advise to the Mexican government´s Intersecre-tarial Panel on Climate Change.

• We delivered the “High Level Workshop on Climate

Change and its impacts in Mexico” for the PAN (elected party at federal level) Senators, August 3-6th, in order to prepare new senators and their staffs on Climate Change agenda and the priorities and changes needed at legisla-tive level.

• For the seventh year in a row we have been asked by

Ford Fundation International Fellowship Program to or-ganize a workshop on cross-cultural communication and team-building for members of ethnic groups that have received a scholarship to pursue postgraduate studies in Mexico and abroad mainly United States and Canada. This workshop involved two Lead Fellows: Cuauhtémoc

Leon (C-2) and Rafael Gonzalez Franco (C-4) and LM Staff.

LEAD-NET ACTIVITIES

We have maintained communication with most members of our LEAD-Mexico network trying to gather updated informa-tion of the fellows and associates’ activities. Not all fellows respond to our request for updating their bios and keeping us informed of their activities. From our part they are kept informed of our academic program and invited systemati-cally to curricular and other events and activities (presentations or workshops) on environmental and related issues hosted by COLMEX. We have prepared a detailed list of outstanding LEAD-Fellows to include them in a promo-tional video. An intercohort meeting is being explored to be held next year.

STATISTICS

LEAD-Mexico Program has reached the 213 fellows mark. We still keep a 55% - 45% gender balance, and a geographical distribution living and working in Mexico City´s 56% metro-politan area and 44% in the rest of the country. Fellows and associates work for federal, state and city governments; they actually participate in national and international NGO; work in private sector firms and take part in academic institutions, by teaching and doing research. A few contribute in the me-dia (newspaper, columns, radio and TV). A last count of the Secretary of Environment for the Mexico City Government (Distrito Federal) reported 13 LEAD-Mexico fellows and asso-ciates working there. This number is probably matched by fellows and associates working at the Federal Ministry of En-vironment and Natural Resources (SEMARNAT). Our fellows and associates are well positioned in the public sector (38%) and in professional and private organizations (21%) as well as in Academic Institutions (26%) and in both national and international NGO operating in Mexico (15%). Their influence at the national, regional and local levels is felt and their opinion looked after.

Our LEAD-Mexico Program keeps its enormous pool of na-tional and internationally recognized experts in different fields (more than 500) still growing. They are continuously invited as guest speakers and resource persons to our do-mestic training sessions and to other extra curricular activi-ties that are organized during the academic year. Among those, our fellows regularly participate in LEAD-Mexico’s pro-gram diverse activities, as can be appreciated if we look at the training sessions programs.

FUTURE ACTIVITIES 2010

Activities programmed for 2010 are focused mainly in main-taining our schedule and capacity development program for Cohort 15, as well as attracting high-profile candidacies for the 2011 program for Cohort 16. We are looking for potential donors to back our program’s curricular and extra curricular future activities. We are trying to consolidate partnerships in order strength our operation as a program dedicated to capacity building in environment and sustainable development focusing in “raising stars” in those areas; to start the formal graduate program in environ-ment and sustainability; and to keep participating as a con-sultant in public policy evaluation, and advisor on implemen-tation and policy formulation. We have worked out an agreement to secure financial sup-port for two of our five weekly seminars for Cohort 15 by SE-MARNAT and INEGI which has in principle agreed to fund some LEAD-Mexico activities and cover associates fees.

LM is consolidating links with PEMEX (the National Oil Com-pany), CNA (National Water Commission), the University of Guadalajara, CONAFOR and a few other organizations and private sector corporations to assure permanent scholarships for associates and the support of LEAD- Mexico activities and keeping approach to potential private donors.
