1. PROJECT DESCRIPTION

1.1. Project Description

This project covers the construction and operation of 380 kV Maltepe Gas Insulated

System (GIS) Substation-Kartal GIS Substation having a length of 8 km within the

boundary of Maltepe, Pendik and Kartal Counties in Istanbul.

1.2. Project Purpose

With the implementation of the proposed substation it is aimed to supply energy to the

area uninterruptedly when there is a power cut, thus not to affect the local people

negatively. Therefore, the bottleneck in energy in the region which is expected in the

future shall be prevented. With the implementation of the project it is anticipated that

the economy of both the region and the country will be influenced for the good.

The satellite view, map of the proposed project cable route and the photographs are

presented in Annex.A, Annex.B and Annex.C, respectively.

Project planned to be completed in 17 months by working 8 hours per day. As the

works of underground cable installation on the course shall be limited in the locations

with heavy traffic; works shall be performed in off-peak hours within shifts.

Installation section of underground cable is shown in Figure 1.1 and Process Flow and

Time Chart in 1.2

1.3. Project Area

The route of 380 kV Maltepe GIS Substation-Kartal GIS Substation Underground

Cable Project starts from 3801 kV Maltepe GIS Substation which will be installed on

the plot no. 1684, 5725 m2 parcel no. 28 of Istanbul Province, Maltepe County, Cevizli

District and ends at 380 kV Kartal GIS Substation in Çınardere District, Pendik County.

The proposed cable route follows the main roads and streets in parallel. Therefore, there

are no procedures to be subject to expropriation. The line will be connected to 380 kV

Kartal GIS Substation from 380 kV Maltepe GIS Substation. The cable route between

the substations will be as follows: After crossing Tugay Yolu Road, the line will

follows in the direction of D-100 North Side Way from Cevizli Crossing (passing

Soğanlı Crossing) to Kartal Crossing. After Kartal Crossing, the line continues until

Altan Street entrance in the direction of D-100 Yakacık Road. Finally, the line follows

Altan Street, Meşe Street and is connected to 380 kV Kartal GIS Substation passing

through Işık Street. Along the cable route, some of the places being considered as

environmentally important are İller Bank 1. District Office, military public housing,

rural services, İSKİ Kartal Office, subway construction and Kartal Law Court

Construction, Titanic Hotel, Dumankaya Residence, and Zübeyde Hanım Primary

School. The photographs of the cable right of way are presented in Annex-C.

1.3.1. Project Location

The Project area of 380 kV Maltepe GIS Substation – Kartal GIS Substation

Underground Cable locates within the boundaries of Maltepe, Pendik and Kartal

Counties. Cevizli District, Soğanlık Yeni District, Soğanlık Orta District, Cumhuriyet

District, Hürriyet District and Çınardere District are within the extent of cable right of

way. The photographs of the proposed 380 kV Maltepe GIS Substation – Kartal GIS

Substation Underground Cable are given in Annex-C.

1.3.2. Places with High Landscape Values, Recreation and Protection Areas

By considering the sensitive districts list in EIA Regulation Appendix-V, the proposed

project location within its total 500 meters course which is 250 meters from left and 250

meters from right do not include any wetland, coast, mountainous and forestland,

agricultural field, natural park, special protection area, historical, cultural,

archaeological and with similar importance and aquifer, potential erosion and

afforestation area subject to protection in accordance with the law regarding

Groundwater numbered 167.

Additionally, there is no high value rural landscape in or close environment of the

project area.

2. MITIGATION PLAN

This section describes the “Mitigation Plan” prepared to ensure the compliance with the

national environmental regulations and the World Bank Operational Policy (OP/BP/GP

4.01) principles and procedures for the activities to be carried out during the

construction, operation and decommissioning phases of the 380 kV Kartal GIS

Substation - Maltepe GIS Substation Underground Cable.

Mitigation Plan prepared within this scope is presented in Table 2.1.

The regulated limit value of Dust/Particulate matter emission being 3 mg/Nm3 (Industrial Air Pollution Control Regulation) is not to be exceeded.

Watering will be done in the dry seasons Loading and unloading will be carried out with care

and without scattering. In order not to lead to scattering, loading/unloading works will be performed in an area allocated for loading/unloading and water sprays will be used in loading/unloading area. Moreover, the workers are warned being careful. While loading/unloading, a limit drop height will be applied for the dusty materials. In addition, wind direction and strength will be taken into account while loading and unloading. Windy weathers will not be selected for loading/unloading if it is applicable.

The trucks will be covered and speed limitation will be applied. Speed limit on trucks is 30 km/hr (at project site) and 50 km/hr (outer of the project site – within the city)

Noise

All construction works will be done between 7am and 7pm. If it is required to work after 7 pm, local authorities and public will be informed about these working hours.

People, living at the population centers around, will be informed about the working durations

The continuous work-site noise (day times) will be ensured to be under 70 dBA (according to the Turkish Evaluation of Environmental Noise Regulation. To satisfy this;

In the case of working all the construction machines at the same time, the noise level produced from these machines is 100 dB in average (at the origin). Not to exceed the regulated limit value the mitigation measures will be taken such as that the construction machines will not be worked together at the same time (If it is not possible to reduce the number of working machine at the site temporarily, sound absorbing barriers will be used.), new machines and equipments will be used as much as possible because of resulting higher level of noise of vehicles with age. However, the cable route background noise level is expected to be lower than the noise level due to the construction activities of the cable because the cable follows the route as parallel to D-100 Highway having high level of traffic.

Excavation wastes will be deposited at the nearest deposition area having the license taken by Istanbul Great Municipality.

Solid wastes (construction materials such as metal, wood) and packaging wastes (plastic, paper, glass etc.) will be systematically and separately collected and it will be ensured to be taken by Pendik Municipality or a licensed recycle firm.

Solid-Liquid and Hazardous Wastes

Solid wastes generated during the maintainance of the cable will be ensured to be collected by the Kagıthane Municipality.

Hazardous wastes are produced during the maintenance of the cable (the materials (cable wastes) due to the connection points, due to changing the cable ends etc.) and when there is a failure (perforation, deformation etc.). These wastes will be collected seperatedly and taken by the lisenced firm to be disposed.

3. MONITORING PLANS

This section describes the “Monitoring Plan” prepared for checking the compliance of the

activities to be carried out during the planning/design, construction, operational and

decommissioning phases of 380 kV Kartal GIS Substation - Maltepe GIS Substation

Underground Cable with the national environmental regulations and the World Bank

Operational Policy (OP/BP/GP 4.01) principles and procedures. Reports in 3 months

period concerning the construction activities carried out in accordance with Mitigation and

Monitoring Plans will be prepared and submitted to TEIAS.

Monitoring Plan prepared within this scope is presented in Table 3.1.

INSTITUTIONAL ARRANGEMENTS

4. INSTITUTIONAL ARRANGEMENTS In this chapter, information about the responsibilities and procedures related to mitigation

measures and monitoring, environmental information flow chart, decision making hierarchy

on environmental management will be given and how the data gathered from the monitoring

is analyzed and used in an efficient way to maintain a sustainable environmental performance

will be mentioned.

4.1 Liabilities and Procedures related to the mitigation measures and monitoring

“Mitigation Plan” which covers the mitigation measures to be taken to minimize the negative

possible environmental effects due to the planning/design, construction and operation

activities is presented in chapter-II. “Monitoring Plan” which aims to control the

implementation clauses of the procedures and measures mentioned in the “mitigation plan” is

provided in chapter-III. “Mitigation and monitoring plans” are the basic elements forming the

“Environmental Management Plan” prepared within the content of “Political, Forensic and

Administrative Framework” section in environmental impact assessment reports.

4.2 Environmental Information Flow (Reporting and the frequency of the report

submission)

In order to devise and implement a successful environmental management plan, the elements

which are supposed to be obeyed should be determined carefully. Within this scope, it is

abided by the subjects mentioned in the international regulations and communiqués.

Environmental issues in Turkey Clauses predicates on the clauses of “Environmental

Assessment Regulation” published in official gazette on 17 July 2008 with no.26939.

According to this regulation, in accordance with Article 32, List.2, energy transmission plants

(transmission lines, substation, switchyard) having 154 kV or above voltage and length of 5

km or longer are supposed to be obtained “EIA Not Necessary Certificate”. Therefore, “EIA

Not Necessary Certificate” (Appendix.F) has been obtained from Turkish MoEF for the 380

kV Maltepe GIS Substation – Kartal GIS Substation Underground Cable Project, due to the

fact that the length of 380 kV Maltepe GIS Substation – Kartal GIS Substation Underground

Cable is around 8 km.

4.3 380 kV Maltepe GIS Substation-Kartal GIS Substation Underground Cable Project

Environmental Information Flow:

Environmental information flow chart (Figure 4.1) for the proposed 380 kV Maltepe GIS

Substation – Kartal GIS Substation Underground Cable project based on the mentioned

regulation above and the table describing the organization are presented below (Table 4.1).

EIA Certificate and required permits are obtained

Environment Management Plan (EMP) is prepared in answer to the request from World Bank

The prepared EMP is submitted by TEIAS to the World Bank

EMP Application Report (Monitoring Report), which is prepared/had made by the Contractor based on the EMP and Monitoring Program, is submitted to TEIAS

The EMP Application Reports approved by TEIAS is submitted to the World Bank (*)

The submitted report is controlled and approved by the World Bank (**)

(*): TEIAS (as the project owner) with the help of TEIAS’s district offices shall audit the

environmental performance of the contractor and controls whether the contractor obeys to the

issues determined in the EMP. Within this scope, the contractor is liable to meet the

environmental requirements and to submit the reports (in quarterly period) covering the

construction activities and their corresponding mitigation measures to TEIAS.

(**): In the case of necessity, the project site is audited checking in place and approved by the

World Bank representatives.

Monitoring will be performed by the contractor or consultancy firm hired by the contractor. The report (monitoring) prepared by collecting monitoring data will be submitted to the TEIAS in a quarterly basis.

TEIAS related district office (TEIAS 4. District Office) will control the accuracy of the data in the reports (by examining the data validity in place). Then, the district office will send the report to the TEIAS General Directorate (Ankara) for control. After the control of the report by TEIAS (Environment, Estate and Expropriation Department), the report is sent to the World Bank for approval.

5. GROUPS WHICH WILL BE AFFECTED BY THE PROJECT AND DISCUSSIONS WITH VOLUNTARY AGENCIES (NGO)

For inspection area of the proposed project, 380 kV Maltepe GIS Substation – Kartal

GIS Substation Underground Cable Cevizli, Soğanlık Yeni, Soğanlık Orta, Cumhuriyet,

Hürriyet ve Çınardere districts has been taken as a base and those communities who may be

affected environmentally were determined.

For the aforesaid project; a meeting of Public Participation has been realized in the

meeting hall of Kartal County, Soğanlık Orta District, Öğretmen Salih Nafiz Tüzün Primary

School on January 14 2010, 11 a.m. Announcement of the aforesaid meeting has been

published in national VATAN and local ORTADOĞU newspapers on the date of 02.01.2010.

Locals, related institutions and associations, village headmen etc. who reside in sites that are

involved in the project’s inspection area has been invited to the subject meeting. Detailed

information relevant to subject meetings shall be given below.

Meeting Place and Date:

The meeting was held on the date of 14 January 2010 at 11 a.m. in the meeting room of

Öğretmen Salih Nafiz Tüzün Primary School within the boundary of Soğanlık Orta District in

Istanbul.

Evaluation of the Meeting:

The photographs relating to the meeting, the participation list and the information

brochures distributed to the participants are present in the Appendix.D.

Dates of Interviews/Pre-Preparations

The headmen of Cevizli, Soğanlık Yeni, Soğanlık Orta, Cumhuriyet, Hürriyet and

Çınardere Districts were interviewed with on the dates of 18 November 2009 and 12 January

2010.

After the mentioned meetings, the public participation meeting was held in the meeting

room of Öğretmen Salih Nafiz Tüzün Primary School in Soğanlık Orta District, Kartal

County, Istanbul Province on 14 January 2010 at 11 a.m.

‐ Places which discussions were implemented:

Discussions/interviews were implemented with the headmen of Cevizli, Soğanlık Yeni,

Soğanlık Orta, Cumhuriyet, Hürriyet and Çınardere Districts via both telephone and visit in

place.

‐ Who were invited to discussion(s):

The public to be possibly affected from the project and who were living within the borders

of the proposed cable investigation area has been invited to the subject meeting. Relevant

people were invited to the meeting by means of correspondences with headman of related

districts (Photo.25/Appendix.D) and local and national newspaper announcements (Vatan

Newspaper Turkey Edition and Ortadoğu Local Newspaper of İstanbul Province on January 1

2010, Appendix.D).

‐ Who were participated in discussions:

Owner of the project (TEİAŞ) and above mentioned community dwellers and headmen

were involved in discussions and relevant photographs are presented in Appendix.D.

‐ Program and Calendar of the Meeting:

First, information about the project site location, possible environmental impacts and

mitigations of the impacts was given to the participants. Then, the questions of the

participants were answered by the TEIAS personals. Furthermore, informative brochures

about the proposed project and electromagnetic field were distributed to the participants and

the contact information of TEIAS General Directorate and TEIAS Related District Offices

was given to the participants to reach if they had any question or problem.

‐ Minutes of Meeting:

The questions raised by the participants and the answers given to these questions are

presented below:

Question: What are the districts within the coverage area of the 380 kV Maltepe GIS

Substation-Kartal GIS Substation Underground Cable Project?

Answer: 380 kV Maltepe GIS Substation-Kartal GIS Substation Underground Cable

connects from 380 kV Maltepe GIS Substation in Cevizli District to 380 kV Kartal GIS

Substation in Çınardere District following Soğanlık Yeni Distirct, Soğanlık Orta District,

Cumhuriyet District, and Hürriyet District. Therefore, the project will embrace six districts.

Question: What is the reason of selecting this area for the proposed project?

Answer: The most suitable cable route in terms of technical and energy supply aspects

has been determined for 380 kV Maltepe GIS Substation-Kartal GIS Substation Underground

Cable Project. Any expropriation problem does not also exist. Moreover, the cable right-of-

way mostly follows D-100 highway as in parallel so that the local people will be affected by

the construction of the proposed project at minimal level.

Question: Will any negative effect of 380 kV Maltepe GIS Substation-Kartal GIS

Substation Underground Cable Project on the health of people considering the

electromagnetic field effects of the project?

Answer: Electromagnetic Area formation, effects and international values of limit has

been expressed. Measurement samples which TEİAŞ implemented with TÜBİTAK have been

given. Other electromagnetic interactions exposed have been mentioned also. The information

about radiation kinds has been given.
