1. PROJECT DESCRIPTION
1.1. Project Description
This project covers the construction and operation of 380 kV Kartal Gas Insulated
System (GIS) Substation within the boundary of Çınardere District, Pendik County in
Istanbul.
380 kV Kartal GIS Substation will be composed of Transformers, GIS building and MC
control buildings. The layout of the buildings within the substation area and their
dimensions will be planned and designed by TEIAS related departments.
After obtaining the necessary certificates and permits for the construction of the 380 kV
Kartal GIS Substation, the excavation borders are applied to the construction area. The
excavation works are done in accordance with the approved general site plan and the
area is leveled off. The drainage system is installed based on the drainage system plan
and the connection to the sewerage system of Istanbul Province is maintained. Steel
works are done and the construction of the substation buildings is completed. Finally,
the electrical works are implemented.
Since 380 kV Kartal GIS Substation is built at the existing 154 kV substation area,
dismantling/demolition of the existing substation will be primarily required. For this
purpose, transformer oil is first extracted and collected. Then, substation is divided into
its components. Buildings and all structural steel can be leveled and removed. All the
redundant equipments and wastes are collected separately and disposed of. If there exist
the materials containing asbestos due to the dismantling of the substation (previous
installation, pipes etc.), special attention will be given for these kinds of waste. In such
cases, components with asbestos will be collected separately as hazardous wastes and
they will be eliminated through the firms having the required license for the disposal of
hazardous wastes such as Izaydaş Corporation. Moreover, it will be avoided for workers
to contact with asbestos containing wastes in such cases.
1.2. Project Purpose
With the implementation of the proposed substation it is aimed to meet the energy
demand of the area in İstanbul and to reduce the likelihood of blackouts and brownouts
in the area. 380 kV Kartal GIS Substation is a part of the loop with 380 kV Maltepe
GIS Substation and the substations will be connected to each other with a 8 km length

of underground cable. Therefore, the bottleneck in energy in the region which is
expected in the future shall be prevented. With the implementation of the project it is
anticipated that the economy of both the region and the country will be influenced for
the good.
1.3. Project Scope
The work flow chart of the proposed Project is shown in the Figure 1.1.

1.4.1. Project Site Location
The proposed Kartal GIS Substation Project site locates within the boundary of Pendik
County, Istanbul Province. Settling area constitutes the close environment of the
subjected 380 kV Kartal GIS Substation. There exits Zübeyde Hanım Primary School in

the Southwest of the project site. The satellite image of the proposed Project site and its
close environment in Appendix.A, the general site plan of the Project site in
Appendix.B and the photographs in Appendix.C are given, respectively.
1.4.2. Project Site Information
The Project site in Çınardere District, Pendik County, İstanbul Province, is owned by
TEIAS General Directorate and 154 kV Kartal Substation presently exist in the area and
is in operation. The proposed 380/33 kV Kartal GIS Substation is planned to be
constructed in the place of exiting 154 kV Substation.
1.4.3. Places with High Landscape Values, Recreation and Protection Areas
By considering the sensitive areas list in EIA Regulation ANNEX-V, proposed project
location and its close environment do not include any wetland, coast, mountainous and
forestland, agricultural field, natural park, special protection area, historical, cultural,
and archaeological and with similar importance and aquifer, potential erosion and
afforestation area subject to protection in accordance with the law regarding
groundwater numbered 167. Additionally, there is no high value rural landscape in or
close environment of the project area.

2. MITIGATION PLAN
This section describes the “Mitigation Plan” prepared to ensure the compliance with the
national environmental regulations and the World Bank Operational Policy (OP/BP/GP
4.01) principles and procedures for the activities to be carried out during the
construction, operation and decommissioning phases of the 380 kV Kartal GIS
Substation.
Mitigation Plan prepared within this scope is presented in Table 2.1.

CONSTRUCTION
Dust – Particulate Matter
The regulated limit value of Dust/Particulate matter emission being 3 mg/Nm3 (Industrial Air Pollution Control Regulation) is not to be exceeded.
Watering will be done in the dry seasons Loading and unloading will be carried out with care
and without scattering. In order not to lead to scattering, loading/unloading works will be performed in an area allocated for loading/unloading and water sprays will be used in loading/unloading area. Moreover, the workers are warned being careful about loading/unloading activities. Windy weathers will not be selected for loading/unloading if it is applicable.
The trucks will be covered with canvas, etc. and speed limitation will be applied. Speed limit on trucks is 30 km/hr (at project site) and 50 km/hr (outer of the project site – within the city)

Excavation, solid and hazardous wastes due to construction
Excavation wastes will be deposited to the excavation waste disposal area in the Anatolian side of Istanbul having the license taken by Istanbul Great Municipality.
Solid wastes (construction materials such as metal, wood) and packaging wastes (plastic, paper, glass etc.) will be systematically and separately collected and it will be ensured to be taken by Pendik Municipality or a licensed recycle firm.
Organic domestic wastes due to worker/personnel will be collected separately and it will be ensured to be taken by Pendik Municipality and disposed to Kömürcüoda Solid Waste Disposal Area locating near Karakiraz Village.
Hazardous wastes such as oil, dye etc. will be collected separately in leak proof, metal and labeled containers and it will be ensured to be taken by a licensed firm ensured by the Contractor

Wastes due to vehicle parking
Maintenance of the vehicles will not be done at the project site unless there is an emergency situation
Waste oil due to construction machines and vehicles will be collected in rustless barrels and will be sent to a licensed firm by the contractor.
The barrels will be placed onto an impermeable ground to protect them from rain and sun and all necessary precautions against fire will be taken. The area where the barrels are placed will be surrounded with the warning sign. Fire fighting set (bucket, axe, shovel, pickaxe, and anchor) will be at that area.
Batteries, tires and similar items due to construction machines and vehicles will be sent to a licensed firm for final disposal.

The limit values (Ldaytime:65 dBA, Lnightime:55 dBA) regulated in Turkish Enivronmental Noise Evaluation and Control Regulation will not be exceeded. To satisfy this limits;

Field (EMF)
The limit values (5 kV/m for electric field/for public, 1000 mG for magnetic field (24 hours/day); 10 kV for electric field/for labors, 5000 mG for magnetic field (8 hours/day)) mentioned in International Commission on Non-Ionizing Radiation Protection (ICNIRP) will be complied with. In order to satisfy this limits the following will be conducted;
As specified in the bid documents, all the equipments of the substation (transformer, disconnector, circuit breaker, surge-arrester, current transformer, voltage transformer etc.) will be taken according to the International Electrotechnical Commission (IEC) and other international standards and the controls and maintainance (strengthening by renewal) will be done in accordance with IEC.
The substation will be surrounded by the wall and fence. Therefore, enterance, approach, and settlement would be avoided.
The substation building, equipments, wall and fence will be grounded. In any case of sign of a failure (such as failure in the operation of an equipment, increasing the contact current, electrical arc, local warming etc.) the grounding resistance will be measured and according to the measurment results the grounding of the ones having the problem will be strengthened by local rehabilitation, maintaning the continuity of the connections etc.

Fire Risk
The substation which will be established as to the fire safety elements in the “Electric Intensive Current Plant Regulation” shall be controlled regularly and all equipments shall be controlled, maintained, tested, rehabilitated and renewed (in terms of the parameters like bushing, SF6, isolation oil, cable ends and gas leakage).

3. MONITORING PLANS
This section describes the “Monitoring Plan” prepared for checking the compliance of the
activities to be carried out during the planning/design, construction, operational and
decommissioning phases of 380 kV Kartal GIS Substation with the national environmental
regulations and the World Bank Operational Policy (OP/BP/GP 4.01) principles and
procedures. Reports in 3 months period concerning the construction activities carried out in
accordance with Mitigation and Monitoring Plans will be prepared and submitted to
TEIAS.

4. INSTITUTIONAL ARRANGEMENTS In this chapter, information about the responsibilities and procedures related to mitigation
measures and monitoring, environmental information flow chart, decision making hierarchy
on environmental management will be given and how the data gathered from the monitoring
is analyzed and used in an efficient way to maintain a sustainable environmental performance
will be mentioned.
4.1 Liabilities and Procedures related to the Mitigation Measures and Monitoring
“Mitigation Plan” which covers the mitigation measures to be taken to minimize the negative
possible environmental effects due to the planning/design, construction and operation
activities is presented in chapter-II. “Monitoring Plan” which aims to control the
implementation clauses of the procedures and measures mentioned in the “mitigation plan” is
provided in chapter-III. “Mitigation and monitoring plans” are the basic elements forming the
“Environmental Management Plan” prepared within the content of “Political, Forensic and
Administrative Framework” section in environmental impact assessment reports.
4.2 Environmental Information Flow (Reporting and the frequency of the report
submission)
In order to devise and implement a successful environmental management plan, the elements
which are supposed to be obeyed should be determined carefully. Within this scope, it is
abided by the subjects mentioned in the international regulations and communiqués.
Environmental issues in Turkey Clauses predicates on the clauses of “Environmental
Assessment Regulation” published in official gazette on 17 July 2008 with no.26939.
According to the regulation, Article.32 Appendix-2 List of Projects, the energy transmission
plants (transmission lines, substations, switchyards) having 154 kV or above voltage and a
length of 15 km or longer, are within the coverage of the Turkish EIA Regulation and “EIA
Not Necessary Certificate” must be obtained for these Appendix-2 List of Project. Since 380
kV Kartal GIS Substation will be connected with 380 kV Maltepe GIS Substation-Kartal GIS
Substation Underground Cable having a length of 8 km, “EIA Not Necessary Certificate”
must be obtained for the proposed Kartal substation project. The obtained certificate (dated
May 04, 2010) for the project is presented in Appendix-F.

4.3 Kartal GIS Substation Environmental Information Flow:
Environmental information flow chart (Figure 4.1) for the proposed Kartal GIS Substation
project based on the mentioned regulation above and the table describing the organization are
presented below (Table 4.1).

(*): TEIAS (as the project owner) with the help of TEIAS’s district offices shall audit the
environmental performance of the contractor and controls whether the contractor obeys to the
issues determined in the EMP. Within this scope, the contractor is liable to meet the
environmental requirements and to submit the reports (in quarterly period) covering the
construction activities and their corresponding mitigation measures to TEIAS.
(**): In the case of necessity, the project site is audited checking in place and approved by the
World Bank representatives.
Environment Management Plan (EMP) is prepared in answer to the request from World Bank
EIA and Required permits are obtained

5. GROUPS WHICH WILL BE AFFECTED BY THE PROJECT AND DISCUSSIONS WITH VOLUNTARY AGENCIES (NGO)
Likely affected local people by GIS Substation was determined by considering the area
of inspection and public participation meeting was held in Zübeyde Hanım Primary School
Meeting Room in Çınardere District, Pendik County on 14 January 2010 at 2 p.m. The
announcement of the meeting was published in the national “Güneş” Gazette and in the local
“Bizim Anadolu” Gazette on 01 January 2010. All local people, related authorities,
institutions/associations, headmen were invited to the meeting. The detailed information
regarding the meeting is presented below.
Meeting Place and Date:
The meeting was held on the date of 14 January 2010 at 2 p.m. in the meeting room of
Zübeyde Hanım Primary School within the boundary of Çınardere District in İstanbul.
Evaluation of the Meeting:
The photographs relating to the meeting, the participation list and the information
brochures distributed to the participants are present in the Appendix.D.
Dates of Interviews/Pre-Preparations
The headman of Çınardere District where the project site locates within Pendik County
was interviewed with on the dates of 18 November 2009 and 12 January 2010. Moreover,
before the date of the meeting, the administration of Zübeyde Hanım Primary School where
the meeting was held was interviewed with on 12 January 2010.
After the mentioned meetings, the public participation meeting was held in the meeting
room of Zübeyde Hanım Primary School in Çınardere District, Pendik County, Istanbul
Province on 14 January 2010 at 2 p.m.
‐ Places which discussions were implemented:
Discussions/interviews were implemented with the headman of Çınardere District via both
telephone and visit in place.

‐ Who were invited to discussion(s):
The public to be possibly affected from the project and who were living within the borders
of the proposed GIS Substation investigation area has been invited to the subject meeting.
Relevant people were invited to the meeting by means of correspondences with headman of
related districts (Photo.12/Appendix.D) and local and national newspaper announcements
(Güneş Newspaper Turkey Edition and Bizim Anadolu Local Newspaper of İstanbul Province
on January 1 2010, Appendix.D).
‐ Who were participated in discussions:
Owner of the project (TEİAŞ) and above mentioned community dwellers and headmen
were involved in discussions and relevant photographs are presented in Appendix.D.
‐ Program and Calendar of the Meeting:
First, information about the project site location, possible environmental impacts and
mitigations of the impacts was given to the participants. Then, the questions of the
participants were answered by the TEIAS personals. Furthermore, informative brochures
about the proposed project and electromagnetic field were distributed to the participants and
the contact information of TEIAS General Directorate and TEIAS Related District Offices
was given to the participants to reach if they had any question or problem.
‐ Minutes of Meeting:
The questions raised by the participants and the answers given to these questions are
presented below:
Question (by school director): During the construction of the substation will there be
any noise affecting the students, especially during lecture hours?
Answer: The permissible noise level during construction phase will not be exceeded; the
necessary precautions will be taken and so school and neighboring community will not be
disturbed during this phase.
Question: Is it correct that energy transmission lines lead to the health problems such as
headache, weakness, and even cancer?
Answer: Electromagnetic Area formation, effects and international values of limit has
been expressed. Measurement samples which TEİAŞ implemented with TÜBİTAK have been
given. Other electromagnetic interactions exposed have been mentioned also. The information
about radiation kinds has been given.

Question: Is the underground cable laying in Meşe Street, which is very close to the
project site, done by TEIAS?
Answer: The questioned construction activity has been performing by Anatolian
Electricity Distribution Corporation (AYEDAS), not by TEIAS, and the mentioned cable is
medium-voltage distribution cable.
