    A momentous happening: 6 hours at NSDC

    On January 19, we had a very special visitor at the NSDC office in Delhi. The Honourable Minister for Skill Development & Entrepreneurship (Independent Charge) and Parliamentary Affairs, Shri Rajiv Pratap Rudy visited and held an impromptu town hall meeting with Team NSDC. He interacted with the leadership at NSDC and shared his vision and ideas for the future, to help NSDC scale its outcome for skilling India effectively, efficiently and in quick time.

    This was preceded by a meeting of the Minister and thSecretary with the Honourable Prime Minister on 15

    January 2015.

    Over the past two weeks, the Minister, Secretary and other colleagues from the Ministry have met with representatives from Sector Skill Councils (SSCs), during a series of meetings including the one at NSDC. Discussions during these meetings revolved around challenges and opportunities facing the SSCs. Shri Rudy suggested a stronger and a more integrated advocacy approach to empower Indian youth with speed and scale.

    Another landmark was the first ever MoU signed for a contribution to National Skill Development Fund (NSDF). PowerGrid Corpoation of India agreed to contribute ` 6.5 crore to NSDF from its CSR funds. The MoU was

    signed in the presence of Shri Rudy and Shri Sunil Arora, Secretary, Ministry of Skill Development & Entrepreneurship, at the Ministry's office in Delhi. In the words of the Minister, this is a unique initiative by PowerGrid, where they are investing back in the future of our country's youth. The Minister urged all the corporates in India to come forward and contribute to NSDF.

    NSDC also signed a loan agreement with the Gujarat-based NGO - SEWA, with a funding of ` 39.76 crore that will help them provide skills training to 1.37 lakh informal economy women workers in 8 priority sectors, over the next decade, in the state. The initiative will also create access to finance for more than 96,000 informal economy women workers in Gujarat to procure skills and invest in livelihood.

    Earlier this month, NSDC supported the Ministry of S k i l l D e v e l o p m e n t & E n t re p re n e u rs h i p ' s participation at the Pravasi Bharatiaya Divas and Vibrant Gujarat 2015 held in Gandhinagar, Gujarat. A specially created pavilion aptly named Hunar Yaatra (Skill Journey), provided visitors an opportunity to see the various skill development initiatives taking place in the country both at the union and state levels. It was one of the few pavilions that the Honourable Prime Minister visited after his address to all the Pravasi attending the event. Shri Rudy also visited the Ministry's pavilion on the same day. During the twin event, NSDC ran a signature campaign that saw several hundred visitors pledging their support to the PM's call to make India the Skill Capital of the world.

    The NSDC communication campaign was also selected as a finalist at the recently concluded Effies 2014 awards. The USP of Effies award is that it recognises the overall effectiveness of the campaign. We are given to understand that making it to the final list is in itself a matter of honour, given the fact that it was our first campaign since NSDC was formed five years ago.

    The Ministry has started work in full swing with three Joint Secretaries, Mr. Pawan Agarwal, Ms. Jyotsna Sitling, Mr. Rajesh Agarwal and two Directors, Mr. Niranjan Kumar Sudhansu and Mr. Jai Prakash Singh, joining the Ministry recently. We welcome them and look forward to working closely with them. The Secretary Shri Arora also chaired several meeting on skills policy, rationalization of schemes, STAR, advocacy and communication amongst others.

    I am happy to present these and other interesting developments at NSDC and in the skilling ecosystem that we have the privilege of witnessing from the ringside. Hope you enjoy reading the December 2014 edition of Skill Matters as much as we enjoy telling.

  • STAR Creates SuperstarsIn December 2014, the focus of STAR was on disbursing monetary reward to majority of the certified candidates. By end of the month, monetary reward for more than 91% of the certified candidates have been processed by NSDC. The certification rate also touched 99%, thereby expediting the scheme to achieve its targets.

    MEGA RECRUITMENT DRIVE IN JAMMU

    Udaan conducted a mega recruitment drive in Jammu on 15�� – 16�� December, 2014. The two day recruitment drive turned out to be a success with over 1100 youth from Jammu par�cipated in the selec�on process. 24 corporates represen�ng a wide range of sectors i.e. IT, ITES, Consul�ng, Banking and Security Services conducted more than 1000 interviews over two days. Some of India’s largest corporates, including Manpower, IL&FS Educa�on and Technology Services Ltd. (IETS), CGI, Reliance HR Services, Accenture, Mount Talent, CMC Ltd and others, par�cipated in the drive. Post selec�on the candidates will be trained by the respec�ve corporates for three to six months, a�er which job offers will be made for placements across the country.

    The two-day drive was conducted at Hotel Jhelum Resorts near Bahu Plaza Complex, Jammu, where large number of youth appeared for the eligibility tests, including wri�en exam, group discussion and the final interview.

    Reaching Out: Hunar Yatra at Pravasi Bhartiya Divas

    Honourable Prime Minister of India, Shri Narendra Modi, called on the nation to join hands with him in taking a thpledge to make India the Skill Capital of the world. Participating in the 13 Annual Pravasi Bharatiya Divas (PBD)

    event in Gandhinagar, the Prime Minister also visited the skills pavilion set up by the Ministry of Skill Development & Entrepreneurship.

    Ministry of Skill Development & Entrepreneurship for the first time participated at the Pravasi Bharatiya Divas (PBD) exhibition with a specially created pavilion named “Hunar Yatra”. The pavilion attempted to provide an overview of the skilling ecosystem in the country and also sensitised visitors about the need for vocational training in India. This was also a special initiative to reach out to all the Pravasis (NRI), participated at the PBD between 7th and 9th January 2015, and invite them to join hands with the Skill India movement.

    During the exhibition, the NSDC team also ran a signature campaign where large number of people pledged their support to the Prime Minister’s vision of creating a Skilled India. People from different streams, background and age group participated in this activity.

    Reaching Out: Hunar Yatra at Pravasi Bhartiya Divas

    Ministry of Skill Development & Entrepreneurship (MSDE) is the first of its kind ministry formed by the Government of India in 2014. Its objective and functions include creating an appropriate skill development framework, reducing the demand and supply mismatch of skilled manpower through vocational and technical training, skill up-gradation, building of new skills, mapping of existing skills and their certification etc. The Ministry will be coordinating with other ministries/departments to achieve its objectives.

    The Hunar Yatra exhibition was also extended during ththe Vibrant Gujarat Summit, organized between 11

    thand 13 January, 2015. A team from MSDE and NSDC met a large number of corporates and investors, who expressed interest in working together with the Ministry and NSDC, in the space of vocational training and creating new employment opportunities for the youth in India. We thank each and every one who visited the Hunar Yatra and look forward to engaging with them, over the next few months.

    The Honourable Minister of State for Skill Development & Entrepreneurship (I/C) Mr. Rajiv Pratap Rudy visited the Hunar Yatra and mentioned, “One of the key planks on which this government’s development agenda is set is skill development. The Ministry for Skill Development & Entrepreneurship will leave no stone unturned in its quest to make the PM’s vision to make India the Skill Capital of the world a reality.”

    ABOUT PRAVASI BHARATIYA DIVASthPravasi Bharatiya Divas (PBD) is celebrated on 9 January every year to mark the contribution of Overseas Indian

    community in the development of India. January 9 was chosen as the day to celebrate this occasion since it was on this day in 1915 that Mahatma Gandhi, the greatest Pravasi, returned to India from South Africa, led India's freedom struggle and changed the lives of Indians forever.

    PBD conventions are being held every year since 2003. These conventions provide a platform to the overseas Indian community to engage with the government and people of the land of their ancestors for mutually beneficial activities. These conventions are also very useful in networking among the overseas Indian community residing in various parts of the world and enable them to share their experiences in various fields.

    Forging New Alliance: MoU signing with Power Grid and NSDF

    In a first of its kind partnership, Power Grid Corporation of India (POWERGRID), National Skill Development Fund (NSDF) and National Skill Development Corporation (NSDC) have signed a tripartite agreement with that will see POWERGRID contribute its CSR funds for skill development activities aligned to National Skills Qualification Framework. As per the agreement, POWERGRID will contribute ̀ 6.52 crore to the NSDF, and NSDC will implement the project to provide skill training to 5,000 youth in 33 locations across 26 states identified by the contributor.

    The MoU was signed by Mr. Pawan Agarwal, Joint Secretary, Ministry of Skill Development & Entrepreneurship (designated CEO – NSDF); Mr. I. S. Jha, Director (Projects), Power Grid Corporation of India and Mr. Dilip Chenoy, MD & CEO, NSDC in the august presence of the Honourable Minister of Skill Development & Entrepreneurship, Shri Rajiv Pratap Rudy.

    Under the project, NSDF will disburse the funds to NSDC, who will implement the project for skilling for 5,000 youth through its training partners in FY 14-15 & 2015-16. NSDC will work towards ensuring that the project instills economic security and stability among youth through skill training and holistic development. This will also empower the youth by making them employable and also offer self-employment opportunities for those with entrepreneurial ambitions.

    The contr ibut ion by Power Grid Corporation of India is being done under Section 135 of the Companies Act 2013, where corporations in the country are mandated to contribute minimum 2 per cent of their net profits towards CSR act iv i t ies , one of which is sk i l l development.

    Speaking on the occasion, Mr. Rajiv Pratap Rudy, Minister of State for Skill Development & Entrepreneurship (Independent Charge) and Parliamentary Affairs said, “This is a very thoughtful and unique initiative by POWERGRID where they are investing back in the future of the country’s youth. This is the first time ever that a corporate has funded the NSDF. We encourage more companies to contribute from their CSR funds to the NSDF and help make India the skill capital of the world.”

    Mr. I. S. Jha, Director (Projects), Power Grid Corporation of India said, “It is a great initiative by Ministry of Skill Development towards building an advanced nation and POWERGRID is honoured to be associated with such endeavour. Government of India has committed to provide 24X7 power supply to all by 2019. A huge investment has been envisaged for additional generation of capacity and development of matching transmission and distribution infrastructure. Towards this availability of skilled manpower is a big challenge, I am sure such programs of skill development will help achieving this ambitious target”.

    ndIn its endeavour to make skills aspirational, NSDC launched an advocacy campaign on 2 October 2014, to motivate youth to enrol for skilling programs across the country. The campaign went on air with three TV commercials, focusing on Gems & Jewellery and Security sector, along with a multi-skilled montage film. From an average of 300 calls per day, the number of calls at the call centre increased to 22,000 calls per day in the first few days of the campaign. We also launched a 360 degree amplification campaign, which include promotion through hoardings, cinema, radio and social –media platform. More than 1 million calls have been received between October and December 2014.

    NSDC has also partnered Cinema Vision to create India’s first ever television reality show on skills called Hunnarbaaz. The show highlight the skills and innovations in the space of vocational training across the country, and help millions of young Indians become aware of the ways in which they can upgrade their skills and become gainfully employed. The show is aired every Sunday, 11 am on DD National. By the end of November 2014, 40 episodes covering different skills have been aired.

    We are also working on an endorsement campaign, to address the skilling challenge from the demand side. These videos are available at the following link- The plan is to capture 1000 such endorsements by end of http://tinyurl.com/qa6zarp.March 2015.

    On the PR front, we are strengthening our media engagement at various levels and have received wide coverage across all mediums. NSDC has been receiving regular imprints in both print and online media. We plan to scale it up further by engaging with regional and local media across the country.

    We have also launched a new NSDC website www.nsdcindia.org, creating a new website for WorldSkills India and a special video website which will narrate 1000s of stories that you will want to see.

    Forging New Alliance: Partnership with SEWA

    Self-Employed Women's Association (SEWA) signed an agreement with NSDC to collaborate for its project named 'Kaushalaya', which has two main objectives:

    • Provide skills training to 136,313 informal economy women workers in 4 priority sectors, in a span of 10 years, in the state of Gujarat

    • Create access to finance for 96,157 informal economy women workers of Gujarat to get skills and investment in their livelihoods

    The model is a training-cum-loan-cum-employment, wherein interested informal economy women members will first opt for the skills training, post which they will take a loan from one of the project partners, and then invest it in their livelihood development, thereby increasing their income. The trainings will be provided in the following 8 broad sectors:

    • Building and Construction

    • Handlooms and Handicrafts

    • Food Processing

    • Agriculture and related trades

    • Salt Making

    • Financial Management and Business Counseling

    • Housekeeping

    • Paper products manufacturing

    There will be 8 project partners, namely,

    • Shri Mahila Sewa Sahakari Bank Limited (SEWA Bank)

    • Kutchh Craft Association

    • Shree Rachaita Bandhkam Mahila Sewa Sahakari Mandli Limited (Rachaita Cooperative)

    • Kheda Jilla Swashrayai Mahila SEWA Bachat Mandal (Kheda District Association)

    • Surendranagar Mahila and Bal Vikas Mandal (Surendranagar District Association)

    • Shree Surat Mahila SEWA Nagrik Dhiran Sahakari Mandali Limited (Surat District Association)

    • Shree Swashari Mahila Nagrik Dhiran SEWA Sahakari Mandali Limited (Vadodara District Association)

    • Sukhi Mahila Sewa Mandal (Sukhi District Association)

    All the above organizations are sister organizations of SEWA. SEWA Bank will be the lead member for the project. All these organizations have been working with informal economy women workers since 1974. Their main role is livelihood enhancement through livelihood finance, trainings and market linkages. All these organizations have their offices where the project will be implemented. But, training spaces will be hired (within the community, which is accessible to women) on a monthly basis to conduct skills training.

    LAUNCH OF SANDESH ONE PROJECT

    Sandesh One, India’s largest network of women social entrepreneurs offering technologies and solutions at the grassroots level, was formally inaugurated in Thiruvananthapuram by Chief Minister of Kerala Mr. Oommen Chandy

    thon 12 January 2015, in the presence of Mr. Rajiv Pratap Rudy, Minister for Skill Development & Entrepreneurship, Government of India.

    The first of its kind public-private partnership (PPP) social enterprise Sandesh One, is an initiative of the Kerala State Women’s Development Corporation (KSWDC) in association with IL&FS Skills, one of NSDC training partner, and Alterneit.

    12

    The project aims to create Sandesh One centres at 1,000+ local bodies in the state, managed by women trained under a certification program in entrepreneurship by IIM Ahmedabad, with the curriculum being developed by IL&FS Skills.

    More than ten unique and innovative projects capable of transforming the society have been proposed in the first phase of the project. Sandesh Centres will promote environment friendly projects, products and solutions to reach out to the people at grassroots level and help citizen’s access innovations capable of contributing to the socio-economic development in the state.

    The several innovative solutions being considered under the project include precision farming, advanced fish breeding, high density plantation, renewable energy, preventive health care applications, clinics, and programmes for promoting activity based life etc. All these projects are capable of generating massive employment and fostering socio economic development. In the first phase, the project will be launched in Kannur, Kozhikode, Wayanad, Alappuzha and Kottayam districts.

    NSDC AND KASE TIE UP IN SKILL DEVELOPMENT

    Strengthening its skill development initiatives in the state, the Kerala Academy for Skills Excellence (KASE) entered into a partnership with the National Skill Development Corporation (NSDC) for a range of activities including training, capacity building and certification.

    covering various sectors and trades i.e. nursing, security, tourism, aviation, retail, hospitality, mechatronics among others.

    Other initiatives of KASE includes Kaushal Kendras (community skill centres) which will have facilities for language training, IELTS and TOFEL examinations, digital library and virtual classrooms, along with a project management institute in association with PMI, USA.

    Mr. Rahul R, Managing Director, KASE said, “There is an ever increasing skill gap globally, which is an opportunity for our youngsters. The primary aim of the skill development initiatives by KASE is to increase the employability of youth and develop their skills to meet the industry requirements and ensure placement.”

    Under the terms of MoU, NSDC will also help in course curriculum alignment and will ensure timely completion of training assessment and certification of the courses specified by KASE. These courses will be aligned to the National Skills Qualification Framework (NSQF) which will be accepted by industry and by the mainstream educational institutions in the long run. NSDC will also work together with KASE and try to replicate the model in other parts of India.

    In this regards a Memorandum of Understanding (MoU) was signed between NSDC and KASE in the presence of Minister of State for Skill Development & Entrepreneurship, Mr. Rajiv Pratap Rudy and Shri Shibu Baby John, Minister for Labour and Skills,

    thGovernment of Kerala, on 12 January 2015 at Thiruvananthapuram.

    Formed as an apex body under Government of Kerala to facilitate and coordinate all skill development initiatives, KASE is rapidly expanding its presence through various initiatives across the state.

    Speaking on the occasion, Mr. Shibu Baby John, Minister for Labour and Skills, Kerala said, “Government of Kerala has formed KASE as an organisation that can change the employment landscape of Kerala’s youth. KASE has been successfully exploring new skill development models with focus on employment. We are equipping youth of urban and rural areas alike to meet the requirements of various industries in India and abroad.”

    NSDC will support the various skill development initiatives being implemented by Government of Kerala through KASE. KASE is setting up the Indian Institute of Infrastructure and Construction (IIIC) at Chavara in Kollam as an international skill training institute, where training will be provided for high end courses in the construction sector, which is currently lacking in India.

    Commenting on the partnership, Mr. Dilip Chenoy,

    Making Skills Innovative

    To encourage innovation in the field of skill development and entrepreneurship, the National Skill Development Agency (NSDA), an autonomous body under the Ministry of Skill Development & Entrepreneurship (MSDE) initiated a process for inviting ideas, evaluating them, and providing an opportunity for selected innovations to be applied across a wider canvas.

    To implement this, a Committee on Skills Innovation Initiative was set up recently under the Chairmanship of Mr. S. Ramadorai Chairman, NSDA and NSDC. The committee also include the Secretary, MSDE, Mr. Sunil Arora, Joint Secretary, MSDE, Mr. Jyotsna Sitling, the Director General NSDA, Mr. J.P. Rai and MD & CEO, NSDC, Mr. Dilip Chenoy.

    NSDA has invited innovative proposals through wide publicity, and proposals received will be vetted, with shortlisted proposal being placed before the Committee at its monthly meetings, which will be held on the third Wednesday of every month.

    thThe first meeting of the Committee was held on 17 December 2014. A total of 129 proposals across various

    thsectors that had been received till 9 December, 2014 and evaluated by the internal screening committee of NSDA, resulted in following five proposals being shortlisted and invited for presentation before the Committee Members.

    • I-Saksham - Innovative education delivery model and promotion of entrepreneurship using Tab as a means of delivery

    • Learn and Earn Model (Yashaswi Institute of Technology) - Self Financing training deliver model were the entire training cost is borne by the industry

    • Urban Micro Business Centre (Centurion University) - Entrepreneurship and Livelihood hub for slum communities

    • Learning Kit (Labournet) - Innovative learning kit for facilitating training in the construction sector

    • Welding Simulator (Skillveri) - Simulator to facilitate welding training

    The committee advised the proposal owners i.e. I-Saksham, Urban Micro Business Centre (Centurion University), Learning Kit (Labournet) and Welding Simulator (Skillver) to approach the National Skill Development Corporation to avail funding support. The Committee decided that the self-financing model of Yashaswi Institute of Technology (YIT) needs to be popularized, and agreed to facilitate the collaboration of YIT with various state governments.
