As you read this, the re-run of the compensation consultation will be about to reach Wendover with a Memorial Hall HS2 Ltd roadshow on 2 November, (see also page 4). WHS2 will produce an advice leaflet in time for the roadshow. We have simple postcard replies available to tick, sign and post, no stamp needed, fill it in and send. Pick one up from our stall. There is a “rural” property bond proposal but probably only if you live between 60 and 120m from the line. The Supreme Court Judicial appeal was set to start on 15 Oct. Judgment might be before Christmas; it may go to Europe. If the Hybrid bill steams ahead in December/January, an environmental consultation will be run, probably over short 8 weeks maybe including Christmas. After the second reading (spring?) we can petition for a proper bored tunnel and try to get the AONB spoil heap and the Terrick maintenance loop shifted. The “gagging” bill was modified slightly and received a second reading. It still threatens to make campaigning against HS2 from May 14 risky.

The HS2 campaign was at party conferences but as an issue, it was low key. The Government’s argument now is that it is about capacity and “helping the North” – there is a lot of the North apart from Manchester and Leeds, the £15bn estimate from KPMG has been derided as nonsense by experts. A lot of the North needs help and more than HS2 may deliver – in 2033. There are now separate ministers for Stage One and the North. We get the Parliamentary Under Secretary of State for Transport: Robert Goodwill (the former MP for Scarborough); the North gets Kramer: a recycled Lib Dem London banker baroness Minister.

First thoughts on the legal judgment Firstly what exactly does the Aarhus European directive, which is UK law, require, http://ec.europa.eu/environment/aarhus/? There is no real case law on this and differing interpretations. (One counsel offered up proceedings in the Walloon Parliament which is like offering up a debate in Bucks CC, no offence meant). Hence, should the case be referred to the European Court for a ruling? That might take two years. The arguments here are legally very technical. The court may give a UK judgment but may also allow an appeal to Europe.

Secondly, is the promotion of a single route by the government, without environmental consideration of alternatives, precluding proper public consultation and does this promotion of a single scheme limit parliament’s ability to decide? The court will not do anything that impinges on Parliament’s sovereign right to decide. Parliament could, in theory, select any route. However, given that no other route is offered and that a second reading debate typically takes a day (after which the route is fixed, although fine details may alter), by not scoping and offering alternative routes, is Parliament being constrained? The Directive requires public consultation to be real and able to influence the final decision. HS2 can argue it has consulted - but not on different route alternatives. The court may be practical here, how else is any Government to proceed? If the court rules that alternatives must be fully considered, that could take at least a year to run. It will not necessarily change the route selected but it would disrupt the timetable and any consultation on alternatives to select a route would need to be real or be open to challenge. A judgment usually takes 12-15 weeks but the hybrid bill may be filed in 6-8 weeks.

Budgens goes green The increasing consumer trend towards more frequent shop visits and a higher demand for a wider range of fresh & chilled foods has resulted in an increase in the amount of energy hungry refrigeration and lighting required in the new Sweeney’s Budgens. In addition, higher energy charges motivated owner, Dary Sweeney, to have a total re-think on his approach to reducing energy costs. Having already decided to re-vamp the store, he considered a wide range of options that would help. Firstly, he engaged energy saving experts Eco-monitor who installed their new ‘eco-system360’ energy saving technology in the store. This technology optimises the overall power used in Dary’s store by reducing the voltage and it instantly decreased the store’s energy consumption by 13%. This system also monitors the store’s energy use. Dary as part of the major refurbishment installed energy saving doors on all the fresh food chillers in the store, as well as introducing LED lighting that is 60% more energy efficient than the lights they replaced. A heat reclaim system has also been installed, which uses waste heat from the store’s refrigeration units to deliver heating and hot water. With Eco-monitor providing detailed weekly energy reports, Dary can clearly see that his investment in energy saving equipment has already reduced the store’s energy consumption by an impressive 40%, as well as ensuring that its carbon footprint will decrease by a massive 82 tonnes per year. Not only is this very good news for the planet, but Dary has committed to reinvesting these savings into more price reductions, which will be welcome news for customers.

Non-NHS Work Our National Health Service contract covers the provision of general medical services to our patients. Other work is not funded by the NHS and therefore will normally attract a charge. Some fees for non-NHS work are paid by a third party, such as medical examinations for insurance and medical reports for employers. In other instances when we provide non-NHS services, we will request payment directly from the patient concerned, examples are:

Oak Cross for Co-Operative Funeralcare Earlier this year, George Mills from the Co-Operative Funeralcare in Wendover approached the John Colet School with a request. George asked if it would be possible for students to construct an oak cross for them. Technology teacher Mr T Brand had previously made a small cross for the funeral directors, and they were keen to have a larger version of this. The finished piece was presented on 10 October . Students involved in making the cross included George Perry (10D), Jack Luckey (10B), Ben Frost (9H) and Nico Pope (9G). George Mills was delighted with the cross, saying: “The students have done a wonderful job, we are delighted and can’t thank the boys enough.”

We will be hosting our French friends next May and the committee is already at work deciding on the programme for the weekend. Christian Aid November is Willaid Month. Some solicitors are waiving their normal will-writing fees and instead asking for a donation to Christian Aid. DC Kaye and Stuart Fantham are participating.

Funds can also be raised for Christian Aid by hosting a “feast”. This could be something as small as a tea or as large as a buffet dinner. A BBQ held on 30 August helped contribute to the total raised so far of £794.

Bucks Family History Society The Buckinghamshire Family History Society has recently published a DVD of the Record Books of Wendover School 1868-1919. The DVD contains the images of the surviving books, both Admission registers and Log Books. The DVD is a v a i l a b l e f r o m t h e o n l i n e s h o p www.bucksfhs.org.uk/shop at £8 plus p&p (90p UK). There is also a transcription of St Mary the Virgin, Wendover parish registers from 1576-1901 for £10 plus p&p available at the online shop. Wendover Theatre Society WTS has unfortunately had to cancel their annual pantomime production due to unforeseen circumstances. The Society is hoping to stage two one act plays in early April 2014. Military Wives’ Choir Halton Military Wives’ Choir Halton started rehearsing on 12 December 2012. We have over thirty members ranging in age, background and experience. Our fabulous musical director is Rebecca Izard who really understands what we are all about and what we are trying to achieve: she’s so enthusiastic and we are very excited to be working with her. Our very talented pianist Emma Daly has really helped to make Rebecca’s life much easier. Our very first performance for family and friends was in March this year and since then we have been seen at the RAF Halton Families Day, Halton Officers’ Mess, the Rotary Club Presidents’ Lunch, Trafalgar Night, the Imperial War Museum in London, Armed Forces Day and Ballinger Women’s Institute who held a fundraising event especially for us. We have thoroughly enjoyed each and every performance and have really grown and flourished as a choir.

We are supporting SSAFA by performing in Aylesbury on 23 November, see also p8. We will have the honour of joining with the Band of RAF Halton to provide an evening of music to raise awareness for a charity that is close to all our hearts.

Then we will be performing at the Rotary Club’s Winter Wonderland on Sat 30 November in St Mary’s Church in Wendover, (see also p9). Not only will we be singing, but we will also have another little choir Let The CHILDREN Sing performing made up of children and grandchildren belonging to some of our ladies. The Rotary Club’s chosen charities this year are PACE and School Aid. One of the children in the children’s choir attends PACE and is one of the reasons that our Military Wives Choir wanted to support this event.

On 15 December, we have also been asked to perform at the Iain Rennie Memorial Service in High Wycombe. We are very honoured to have been asked to do this, and again, it is a charity close to our hearts.

We are very keen to support local events and charities. As much as it’s wonderful to perform at larger events like the Imperial War Museum, there’s nothing like performing to a home crowd and doing something good for the community in the process. Beavers Overrun Wendover With over 220 young people in the group and every section full, 1st Wendover Scout Group is bursting at the seams. We would now like to start to expand the group and offer scouting to more young people in Wendover and we need your help.

Ideally we would like to start a new Beaver Colony (6-8 year olds) in the new year with approx 12 young people and build up from there. The two current Beaver Colonies run parallel programmes which means a lot of experience is available to help and the programme is already sorted.

Of course you may be reading this knowing that your son/daughter is that 6/7 year old desperate to join like their friends. The group policy states that as a “reward” for becoming a leader, your son/daughter automatically can join in the fun, by, in effect, by-passing the waiting list.

Scouting offers adults training and support to be able to run or help with sections and no matter how much time you can give, even if it is just once a month, every little helps. Wendover Swimming Association The Wendover Swimming Association has now applied to the Charity Commission to be registered as a Charitable Incorporated Organisation. This will provide the incorporated structure and the charitable status we need to run the Wendover Pool on a not-for-profit basis for the benefit of the community. Our discussions with the John Colet School about how WSA would take over the Pool are progressing and we are continuing to try out different swimming sessions to find out what everyone wants. WSA are

particularly pleased that we have attracted a number of swimming schools to use the Pool, some of whom are new to the Wendover Pool and we would urge everyone who wants to learn to swim or to improve their swimming to try one of them out. As part of the plan to save the Wendover Pool from closure, we are now looking for new administrative volunteers to help with the expanded pool sessions we are running. The admin role is essential in order to run each one-and-a-half or two-hour session smoothly. The work of the admin volunteer is to be at the front desk to take the money and also to field enquiries and keep the swimming record for that session. Most people have volunteered for sessions once or twice a month in the past, but we appreciate any level of commitment that you can offer us, however little. I Love Wendover When I bought the I Love Wendover Card I was doubtful that I would use it but I DO love Wendover. Since then though I have used it and saved more than the minimal initial outlay. I can’t say that I avidly look for offers nor can I say that all offers are for me but I firmly believe that there is something for everyone. Community Responders I was very pleased to read the article in October’s Wendover News with regard to Community Responders. My youngest son is a

Responder in Aylesbury and we called him out three times when my husband was taken ill and he helped him before the ambulance arrived. Unfortunately my husband lost his fight and we asked for donations to the Aylesbury Branch of the Voluntary First Responders in memory of him. I have recently received a very nice letter thanking me for thinking of them (they desperately need financial help as they get no grants and have to buy all their own equipment) and they received over £530. I would like to thank all the generous people who gave and who I was unable to thank personally.

Working Together in Central Wendover I would like to thank Wendover Parish Council for supplying the lamppost hanging baskets which made the centre of Wendover so pretty during the summer. This follows on from the Jubilee year 2012, in which they were supplied by Wendover Chamber of Trade and Commerce. Congratulations to Sweeney’s Budgens Congratulations to Dary Sweeney on the successful transformation of his Budgens shop in Wendover High Street. It's a real pleasure to shop in the new store; a fantastic range of goods, bright and light, with plenty of room to browse and choose. It can't have been easy to keep the shop open and operating during all the construction work. The staff did a great job in very difficult circumstances and they deserve our thanks. It became quite a social gathering - complete strangers helping each other to find their way around. It's worth remembering that some of the Budgens staff are at work extremely early in the morning, some dealing with newspaper deliveries, but others doing the statutory checks and making sure that the shelves are fully stocked so that we can stroll in at any time and find what we need. So thank you to Dary and all his staff, and very best wishes for the future success of the new store.

Dancing Receptionist! Vashti and I raised just over £1,000 when we took part in the “Strictly Florence” dance competition at the Waterside on 6 October. Thank You Wendover! Local charity Scannappeal held a street collection in Wendover on 28 September to raise funds for its Cancer Fighting Fund for Stoke Mandeville Hospital. Over £100 was collected during a short time and Scannappeal would like to thank the residents of Wendover for their generosity. Local business tycoon helps launch phase five of Cancer Fighting Fund for Stoke Mandeville Hospital The fifth phase of Scannappeal’s Cancer Fighting Fund for Stoke Mandeville Hospital was launched in September at the charity’s garden opening at Tythrop Park, the home of Nick Wheeler, Founder of Charles Tyrwhitt Shirts. This project is for £140,000 for equipment for the endoscopy and radiology departments to radically improve diagnosis and treatment of cancers of the digestive tract such as colonic, pancreatic, oesophageal and stomach cancers. Over 1,000 local patients will benefit from this equipment each year. Mr Wheeler met staff from the endoscopy department and heard more about the Cancer Fighting Fund. He said ‘I am delighted that our

open garden has helped raise the first funds for this new Appeal for Stoke Mandeville Hospital.’ A great start to the festive season! Robin Goddard originally trained as a cabinet maker fitting out churches and public houses. A call for a fitted kitchen within the company led to Robin discovering that he had a talent for designing and building for a different market; so in 1993 he went into business with a partner and opened The Kitchen Shoppe in what is now Cornelli’s at 1 Town Court in Wendover High Street. Robin’s talent for design was soon recognised within the industry and he was head hunted by one of his suppliers, Poggenpohl, and he joined them as project manager and a contracts division dealing with large builders in the Bucks, Beds and Oxon area. As a recession began to bite in the building industry, the company withdrew back to Germany so Robin, in 2000, started his own business, working from home, still mainly dealing with Poggenpohl and Leicht. Now Robin’s main customers were speculative builders on prestige individual projects and these tended to be more London orientated. Although this naturally extends into the Home Counties as well. The finish of a kitchen moves with fashion but Robin is very keen on overall quality which is why he favours German

companies with their emphasis on engineering. This has led to soft closing doors and drawers, even electrical opening which may be an optional luxury

for some but a necessity ensuring the independence of certain disabled people. Robin has witnessed the trend for lower cupboards to be replaced by strong drawers for storage which is accessible right to the back. His showroom also features a fantastic Leicht pantry where every packet or bottle is easy to reach thanks to the way it opens up so ingeniously. Now higher cupboards can also be fitted with elegant up and over doors. At last the suppliers of electric cookers have come up with an easy to clean and sensitive to control hob so induction is overtaking gas in popularity. The eye level

oven and grill continue to be favoured, including combination ovens and very efficient warming drawers. Extractors are now being designed to look like a lamp fitting over island units rather than a chimney offering a lot more opportunity for individuality. Other appliances tend to be hidden so integrated fridges, freezers and dishwashers are the norm. With work surfaces there is a tendency towards quartz rather than granite because there is less variability even though it is a natural material. Ambience Kitchens has now outgrown Robin’s family home so he was delighted when the opportunity arose to open a shop in Wendover. This coincided neatly with a growing demand from individuals wanting his special touch on their home kitchens so he needed a beautiful space in which to demonstrate the quality workmanship of the product and his fitter, Alex. Robin still believes in going onsite to manage his projects so he can’t always be in the shop. His wife, Linda, has a long involvement in the company so she can answer any questions, or his brother Colin, who is a fully qualified plumber, will be there to greet you in Robin’s absence. View from the Chair Firstly, sadly, we have said goodbye to Judith Stancombe, who worked in the CIO at the Clock Tower until recently. Judith is moving to pastures new in the area of PALS in the local NHS. Judith will be missed and was instrumental in helping to hold things together during the last two years. Our sincere appreciation and good luck goes to Judith for her future endeavours. It was my pleasure recently to receive on behalf of the Parish Council, the wonderful sum of £1,450, raised by the Wendover WI, during a Quiz they ran recently. A fantastic sum which adds substantially to the Clock Tower renovation fund which, as I write, stands at just under £8,000. Well done ladies – the lovely photograph of the presentation is in colour on the Wendover News website. As reported at the last Parish Council meeting, a Public Access Defibrillator (PAD) will shortly be appearing in Wendover – hopefully the first of several. These defibrillators can be operated by members of the public and can be easily located and accessed when dialling 999. They are proven in saving lives and are in widespread use throughout other parts of

this country and France. I will be liaising with the local South Central Ambulance NHS Foundation Trust about the ideal location in the village, I will keep you updated.

We now have a good number of volunteers on our Wendover Speedwatch team. Training is being organised via Transport for Bucks and all volunteers will soon be out in teams keeping an eye on speeding cars and reporting excessive speed to the local constabulary. We have an official Speedwatch kit which we will be using and I will also be

calibrating my own personal radar gizmo which hopefully will become part of the Speedwatch resource once approved by TfB and TVP. Community Information Office Advertisement for vacancy, see page 2. The CIO/TIC was originally set-up as a subsidiary of Tourism South East and offered the full range of services. About five years ago TSE updated their systems which would have required a considerable investment from the Parish Council who decided against it and so the CIO became a loose affiliate of TSE. Today the CIO provides information for the community, the sale of Wendover souvenirs, tickets for

local events, information to local people and visitors about events in Wendover and the surrounding district. Selected information about places and events further afield and general information about the district, travel services and route directions. The withdrawal from the TSE network, computers, the internet and the fact that green refuse sacks are no longer available from the Clock Tower has seen the number of people we see each day dwindle considerably. The proposed temporary move to the library while the Clock Tower is refurbished will be an opportunity to see whether that location will increase footfall and help us assess the future for the CIO. Please be aware that the opening hours may vary somewhat at present and it would be wise to contact us before making a special visit.

Christmas Lights Switch On, 4 Dec This year the Parish Council and Chamber of Trade are working together to provide the Christmas Lights Switch On on Wed 4 December. Florence Nightingale Hospice is the chosen charity and the Christmas tree will be their Tree of Light.
