5b. License Renewal of Captain John Williams: Staff recommended approval of the renewal of Captain John Williams’ expiring Branch Pilot’s license to the Governorper Texas Transportation Code Sec. 70.040.

Action: On motion by Mr. Bowers and seconded by Mr. Squires, the Pilot Board approved Staff’s recommendation.

5c. Appointment of Captain Cory J. Fontenot to Pilot Training Program: Staff recommended appointment of Captain Cory J. Fontenot from the Deputy Branch Pilot Pool to the Aransas-Corpus Christi Pilot’s Deputy Branch Pilot Training Program.

Action: On motion made by Mr. Squires and seconded by Mr. Hoskins, the Pilot Board approved Staff’s recommendation.

SUMMARY: The Aransas-Corpus Christi Pilots have selected Capt. Carlos E. Royo from the Deputy Pilot Pool. The applicant was vetted by the Application Review Committee, which is made up of two Aransas-Corpus Christi Pilot representatives and one Port of Corpus Christi representative. The Aransas-Corpus Christi Pilots have followed the application procedures previously approved by the Pilot Board. Staff recommends the appointment of Capt. Royo to the trainee program.

BACKGROUND: The Pilot Board for the Port of Corpus Christi Authority implementedminimum standards that an applicant must meet to enter into the pool of qualified applicants and be eligible for consideration. The Pilot Board for the Port of Corpus Christi Authority established on March 15, 2016 an Application Review Committee, made up of two Aransas-Corpus Christi Pilot representatives and one Port of Corpus Christi representative to review the applicants and determine if the applicant meets the necessary standards to enter the Deputy Pilot Pool. Based upon the meeting of these standards an applicant is eligible to enter the Aransas- Corpus Christi Pilot’s Deputy Branch Pilot Training Program.

CONFORMITY TO PORT POLICY: The Aransas-Corpus Christi Pilot Deputy Branch Pilot Training Program complies with Chapter 70 of the Texas Transportation Code which provides the Port of Corpus Christi Commissioners serve as the Board of Pilot Commissioners with exclusive jurisdiction over the Aransas-Corpus Christi Pilots.

The Aransas-Corpus Christi Pilots have selected Captain Carlos E. Royo from the pool of eligible candidates

of the Application Review Committee for the Pilot Board of the Port of Corpus Christi Authority. We

respectfully request that the Pilot Board place Captain Royo on the agenda for the next scheduled Port

Commission meeting so his qualifications can be presented. We also respectfully request that the Port of

Corpus Christi Authority perform a criminal background check as required by the Deputy Pilot Applicant

procedure.

Upon successful completion of the United States Coast Guard’s First Class Pilot Exam and the Deputy Pilot

riding observer period, we will present to the Board a formal request for recommendation that the Pilot

Board approve Captain Royo as a Deputy Branch Pilot.

SUMMARY: Staff requests the Pilot Board appoint Capt. Thomas Laird to the Pilot Review Board as the Port Industries of Corpus Christi alternate representative.

BACKGROUND: On April 17,2018 the Pilot Board approved amendments to the Pilot Review Board Bylaws. Section II of the Amended Bylaws requires one representative with a marine background recommended to the Pilot Board by the Port Industries of Corpus Christi. It further states “One alternate shall be nominated by each voting member so as to assure the required quorum at all times”. On November 15, 2018 the Port Industries of Corpus Christi met and Selected Capt. Thomas Laird as the Pilot Review Board AlternateRepresentative for the Port Industries of Corpus Christi.
