In the ve years or more of being a member of NASCLA, I have seen tremendous growth in membership, participation and staff, which is the foundation for a viable successful organization. I think we should be truly grateful for our prosperity in our current economic conditions. I would like to thank our John Curl, Past President, for his leadership on the continuing path of being a viable organization for both construction regulatory boards and for consumer guidance and education. John was instrumental in developing a new committee during his term, which is the Education Committee. There are many exciting avenues regarding education that NASCLA can pioneer and develop standards for both pre-education for licensure and continuing education for those already licensed in the construction industry. Please remember that all committee meetings are open for any conference attendees to attend and, at our annual conference, we also seek volunteers to serve on these committees. Our very valuable committees assist the Executive Committee in areas that either needs our attention or for the possibility of new activities or services that we can provide to our members. I would like to task you with reviewing our current committees and determine if you would like to serve on a committee next year to assist in our common goals for our organization and the industry. I would also like to extend my sincerest appreciate to all those that have served or are currently serving on committees. You provide an invaluable service to NASCLA and I truly commend you for all the hard work and dedication. I would also like to thank our wonderful and dedicated staff that goes over and beyond to assist us in any way at all times. Angie Whitaker is extremely talented in management and organization skills and is very dedicated to NASCLA. Angie has developed management reports that the executive committee receives on a monthly basis which eliminates lengthy reviews of information for our conference calls. Angie has surrounded herself at the ofce with an array of talented individuals and has completely utilized their abilities and attributes to operate the NASCLA ofce without an increase in stafng. I hope that they know they are truly appreciated for all they do for NASCLA. The annual meeting held in Charleston, South Carolina this year was truly a success. There were a large amount of attendees networking, socializing and working while we were there and it is great to see the interaction between colleagues and contractors for the betterment of our organization and industry. I would like to thank John Curl for being a gracious host and providing such great historical information about Charleston while we were there. The staff also did an outstanding job for the smoothest operating conference I have participated in with NASCLA. I am very honored and privileged to serve as this year’s NASCLA President and I look forward to working with all of you very closely. In the fi ve years or more of being a member of NASCLA, I have seen tremendous growth in membership, participation and staff, which is the foundation for a viable successful organization. I would like to thank our John Curl, Past President, for his leadership on the continuing path of being a viable organization for both construction regulatory

NASCLA 2010 ANNUAL CONFERENCENASCLA 2010 ANNUAL CONFERENCE

The 2010 Annual Conference was truly a remarkable success! More than 100 construction industry representatives traveled to the city of Charleston to attend NASCLA’s 48th Annual Conference hosted at the Mills House Hotel. There was universal agreement

that the NASCLA Program Committee and staff went well beyond the call of duty to facilitate this year’s conference.

The agenda included 12 educational general sessions led by some of the most renowned industry professionals, NASCLA committee meetings, networking events and for the fi rst time an interactive training course on EPA Lead Safety for Renovation, Repair and Painting (RRP).

Meetings began on the morning of August 22nd for NASCLA Committee members and conference attendees interested in learning more about NASCLA’s committee goals and projects. The meetings ran throughout the entire day on August 22nd, as well as in the afternoon on August 23rd. NASCLA would like to recognize all of the committee members for their ongoing dedication and hard work. You can fi nd a complete list of the FY 2010/2011 Committee Members on page 9 of this newsletter.

The conference general sessions were kicked off on the morning of August 23rd by a public leader who many consider, “one of the most visionary and highly effective governmental leaders in America,” the Charleston Mayor himself, Mr. Joseph P. Riley, Jr. Mayor Riley

was fi rst elected Mayor in December 1975 and is serving an unprecedented ninth term. It was an honor to have Mayor Riley be a part of this year’s conference and proved to be an exceptional way to engage the conference attendees for a week long of sessions.

The NASCLA Program Committee really hit the nail on the head when it came to scheduling this year’s speakers. A few of the highlighted sessions include: Thomas K. Hannah, from the State of Florida who provided an interactive presentation dealing with, The Rights of State Regulators & Investigators, and Robert A. Davidson from Davidson, Golden & Lundy educated the attendees on construction accounting, fi nancial reporting, and discussed Key Benchmarks & Disclosures for Licensing. The conference general sessions also gave the attendees the chance to not only learn a little, but do some walking and site seeing as well. Charleston local, Michael T. Maher from the Charleston Civic Design Center conducted one part of his presentation on foot by leading the attendees on an architectural city tour of downtown Charleston. New to the conference agenda was the EPA Lead Safety for Renovation, Repair and Painting (RRP) – Preregistered Training Course. NASCLA paired with Contractor Training, LLC to offer this course free of charge to all conference attendees. The course required 6-hours of online training prior to the hands on training that was held on Wednesday, August 25th at the Mills House Hotel. TRUE SOUTHERN CHARM

No trip to Charleston would be complete without experiencing the history, traditions and southern charm the city boasts. NASCLA provided the conference guests with this opportunity by hosting an off site networking and

dinner event at the Magnolia Plantation on the evening of Tuesday, August 23rd. All of the guests truly seemed to enjoy themselves by exploring the plantation gardens, fi lling up on dinner with a menu that included the south’s fi nest dishes and dancing the night away to music by the Latitude Band.

CLOSING CEREMONIES The conference came to a close on Wednesday afternoon at the Hibernian Hall where NASCLA hosted the 48th Annual Banquet and Installation of Offi cers. During the Banquet, J.R. “Chip” Carden, John Curl, Alfred Tunstill and Keith Warren were inducted as NASCLA Honorary Members. NASCLA’s Honorary Membership program was created to recognize Past Presidents, Board of Directors and those members who have been dedicated to our mission. NASCLA’s 5th Annual Innovation in Regulation Award was announced and presented to the Kentucky Department of Housing, Buildings and Construction, HVAC Division.

A special thank you was given to Keith Warren, Executive Director of the Alabama Electrical Contractors Board, for serving as the Annual

Conference Master of Ceremonies for the 5th consecutive year. John Curl, Hearing Offi cer for the South Carolina Residential Builders Commission, was also recognized and thanked for his outstanding service and dedication over the past fi scal year as NASCLA President.

A special award of appreciation was given this year to George W. Whalen, Executive Director of the Rhode Island Contractors’ Registration and Licensing Board, for his time of service and dedication to the association. Mr. Whalen’s leadership and wealth of history and knowledge has greatly contributed to the association’s success. Mr. Whalen has served on the NASCLA Board of Directors for 15 years, which exemplifi es his loyalty, compassion and remarkable dedication to NASCLA. During his tenure with the association, George W. Whalen served one of the longest terms on the NASCLA Executive Committee from 2000–2010. He led the association as President during 2003–2004, served as the NASCLA Treasurer and Fiscal Policy and Procedures Committee Chair for the past 2 years, and also served on numerous committees during his time with the association.

The Installation of Offi cers brought the 2010 Annual Conference to its conclusion with inducting Keith Warren as NASCLA’s FY 2010/2011 President and swearing in the new NASCLA Executive Committee. The conference proved to be one to remember for all who attended and we look forward to the 2011 Annual Conference in Savannah, Georgia next August!

The National Association of State Contractors Licensing Agencies (NASCLA) presented the 2010 Innovation in Regulation Award to the Kentucky Department of Housing, Buildings and Construction, Division of HVAC on August 25, 2010, at the association’s 48th Annual Conference Banquet and Installation of Offi cers at the historic Hibernian Hall in Charleston, South Carolina.

Dawn Bellis, General Counsel of the Kentucky Department of

Housing, Buildings and Construction Legal Division, accepted the award on behalf of Acting Director, Timothy R. House. NASCLA created this national award to recognize a NASCLA state member who has showcased innovation, creativity and excellence for the purpose of maintaining fair and balanced regulation of the construction industry.

In 2007, the Kentucky state legislation mandated the establishment of a statewide permitting and inspection program by January 1, 2011. The Division was fi nancially unable to meet this deadline due to its sole source of income being HVAC licensure revenues. In early 2009, Timothy R. House, Acting Director, began investigating alternative revenue sources to provide the funds necessary to meet the Kentucky legislative deadline. Mr. House began dissecting the 2009 International Energy Code, and believed that his division was in a strong position to request federal funding due to the new mandate of Senate Bill 10’s permitting and inspection program. The granting authority agreed, and the Division of HVAC benefi tted with a grant of federal funds to successfully implement Senate Bill 10 by January 1, 2011.

Due to the diligence and innovative efforts put forth by Mr. House, The Kentucky Division of HVAC is about to launch the statewide HVAC permitting and inspection program that is designed to enhance the safety of Kentucky. The consumers can expect to see a reduction in improper and unlicensed system installations, lower utility costs per household and increased customer service from the department. Mr. House’s innovation in procuring implementation funds for Senate Bill 10 will also ensure that Kentucky continues to lead the nation towards the 90% compliance goal of the grant, and distance itself ahead of other states.

The Conference also provides a forum for participants to interact and exchange information on current issues in the industry.

NASCLA & NASCLA PUBLICATIONS, INC. (NPI) STRATEGIC PLANNING MEETING

The NASCLA Executive Committee worked diligently this year to complete the NASCLA Publications, Inc. (NPI) Strategic Plan for 2010, 2011 and 2012. The committee members travel from Las Vegas to Phoenix to Charleston to complete the Strategic Planning Training with our facilitator Michael Barrett with Resonance, LLC.

Mr. Barrett is an excellent facilitator with a wealth of knowledge in the strategic planning arena, he has work with numerous non-profi t and regulatory organizations. Mr. Barrett help the committee stay on track to get the new strategic plan completed which has laid a solid foundation and 3 year plan for NASCLA Publications, Inc.

NASCLA will be working with Mr. Barrett once again to develop a new 3 year strategic plan for the association. The fi rst NASCLA Strategic Planning Meeting will be held at the NASCLA 2011 Mid Year Meeting with the NASCLA Board of Directors on Wednesday, March 16th in Seattle, Washington.
