Executive Summary

National ATM Context

Organisational separation between CAA and ANSP was established in 1994. The ANSP (MOLDATSA) is a self – financing entity which allows successful finalisation of modernization projects. As results the new advanced ATM system, AMHS and VCS VoIP have been put in to operation in 2013.The national ATM environment is mostly oriented towards international flights. The Airport of Chişinău is the main gate for these international flights. Military Authorities have a very limited role in ATM. Nevertheless, a mature Civil-Military co-ordination mechanism is in place.

Traffic and Capacity

Traffic in Moldova decreased by 31.1% during Summer 2014 (May to October inclusive), when compared to Summer 2013. No capacity problem is expected. Declared capacity is fully consistent with existing demand.

ESSIP Objective Implementation

Moldova is in general progressing well on the implementation of Pan European and applicable Multinational Objectives. Some delays have been experienced in the implementation of EU+ objectives being in a transitional phase of ECAA implementation. It must be noted that Moldova has taken all necessary operational, technical and managerial actions for alignment.

With regard to objectives due for the period 2012 - 2014, ITY-AGDL is late in implementation and it is planned to be completed by February 2017. The delay is due to continuing significant traffic decline.

The introduction of a new Voice Communication System was one of major projects, which was finalised by end of 2014 and it contributed to the completion of objectives COM09, COM10 and COM11.

The objectives ATC02.5, ATC02.6 and ATC02.7 are fully completed with the new ATM system upgrade

The objective SAF11 is currently in the planning stage and is envisaged to be completed by 2018.

LSSIP Year 2014 Moldova 4 Released Issue

Introduction

The Local Single Sky ImPlementation documents (LSSIPs), as an integral part of the ESSIP/LSSIP mechanism, constitute a short/medium term implementation plan containing ECAC States’ actions to achieve the Implementation Objectives as set out by the ESSIP and to improve the performance of their national ATM System. The LSSIP document – Year 2014 describes the situation in the State at the end of December 2014.

The LSSIP documents are structured into 6 chapters to better differentiate the Stakeholder(s) accountable for the information contained in each of them:

Chapter 1 provides an overview of the ATM institutional arrangements within the State, the membership of the State in various international organizations, the organizational structure of the main ATM players - civil and military - and their responsibilities under the national legislation. In addition, an overview of the Airspace Organization and Classification, the ATC Units, the ATM systems operated by the main ANSP are also provided in this chapter.

Chapter 2 provides a comprehensive picture of the situation of Air Traffic, Capacity and ATFM Delay per each ACC in the State. It shows the evolution of Air Traffic and Delay in the last five years and the forecast for the next five years. It gives also the achieved performance in terms of delay during the summer season period and the planned projects assumed to offer the required capacity which will match the foreseen traffic increase and keep the delay at the agreed performance level;

Chapter 3 provides a set of recommendations extracted from the ESSIP Report which are relevant to the state/stakeholders concerned. The state reports how they have handled those recommendations and the actions taken during the year to address the concerns expressed by those recommendations;

Chapter 4 provides a set of the main ATM national projects which contribute directly to the implementation of the ATM MP OIs and/or Enablers and ESSIP related Objectives. The description, timescale, progress made and expected contribution to the ATM Key Performance Areas are provided by the states per each project included in this chapter;

Chapter 5 deals with the ATM Regional Coordination. It provides an overview of the FAB cooperation and Projects and also all other regional initiatives and Projects which are out of the FAB scope. The content of this chapter generally is developed and agreed in close cooperation between the states concerned;

Chapter 6 contains high-level information on progress and plans of each ESSIP Objective. The information for each ESSIP Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section.

Note: Chapter 6 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of ESSIP Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the ESSIP.

Note: The information contained in Chapter 6 is deemed sufficient to satisfy State reporting requirements towards ICAO in relation to ASBU (Aviation System Block Upgrades) monitoring.

According to the current provisions of the Civil Aviation Law no. 1237/1997 the Ministry of Transport and Road Infrastructure of the Republic of Moldova drafts and proposes for Government approval, with the positive opinion of the Civil Aviation Authority, legal and normative acts in the field of civil aviation, including ATM, drafts normative acts regulating certification and authorization in this field.

The ANSP (MoldATSA) is founded by the Ministry of Transport and Road Infrastructure but is organisationally and functionally separated from the Ministry.

1.2.1.3 Civil Aviation Authority of the Republic of Moldova

According to the provisions of the current Civil Aviation Law no. 1237/1997 the Civil Aviation Authority of the Republic of Moldova is subordinated directly to the Government. It proposes for Government approval drafts of normative acts, other than those stated in 1.2.1.2, as well as the rate of oversight payments. The CAA issues, within its competence, decisions of administrative character, approves regulations, instructions, other technical acts containing standards and binding procedures for natural and legal entities carrying out activities in the field of civil aviation, including ATM.

1.2.3 Airports

1.2.3.1 General information

There are four international airports in Moldova. Major airport Chişinău is situated at capital of the republic – Chişinău. Only International Airport Chişinău is in the context of the LSSIP. Other airports are used for non-scheduled operations.

1.2.4 Military Authorities

There are no Military ATM functions in Moldova.

A national equivalent of the EUROCONTROL FUA concept is implemented. There is no operational need to utilise the FUA concept in full due to the fact that there are no Dangerous, Prohibited or Restricted Areas in upper airspace and no CDRs. In addition, there is no requirement for an AMC.

ATM functions are provided to all military flights in civil airspace by MOLDATSA. Inside the military aerodrome CTR(s), the military authorities control the air traffic.

The Ministry of Transport and Road Infrastructure - Ministry of Defence/Air Force Command co-ordination body ensures a high-level of civil-military co-ordination. There is a strategic co-ordination between the Ministry of Transport and Road Infrastructure and Military authorities on regulatory issues. MOLDATSA provides preliminary civil-military co-ordination with Air Defence on a day-to-day co-ordination basis. EUROCONTROL’s CIMACT has been fitted in the Military Air Defence to provide them with the full air situation as supplied by MOLDATSA.
