    BOARD OF DIRECTORS ANNUAL MEETING MINUTES - May 21, 2012

    President Kathy Baldwin called the May 21, 2012 General session of the Board of Directors to order at 8:20 p.m.

    Presidents Annual ReportKathy Baldwin welcomed Co-Owners and thanked all

    members of the Board for the time and dedicationthey have put forth over the past year. Please seepages 11-13 of the June Herald for the entire report.

    Treasurers Annual Report

    Association. Please see pages 14-17 of the JuneHerald for the entire report.

    Election Committee Report See report on page 17Joe Sattler announced the Election results thanking

    all Election Committee members for assisting

    in counting the ballots and for their hard work.Mr. Sattler reported that 242 (35%) proxies werereceived. He reiterated the importance of returningthe proxies in order to have a quorum for the annualmeetings. 234 Legal ballots were submitted. See theElection results on page 18 of the June Herald.

    Board Action: Motion by Tom Byrne, support bySandy Nolan to accept the accepted the ElectionCommittee Report dated May 18, 2012 andrecommendation that the 2012 Election ballotsbe retained for 30 days and then destroyed by theElection Committee.

    The Thirty-Seventh Annual meeting of the Board of Directors and Membership of Highland Lakes Condominium 21st day of May 2012, in accordance with the By-Laws of the Association. President Kathy Baldwin called the meetingto order at 7:30 p.m.

    Nolan, Clem Tulley and Judy Nakdimen. Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance

    Superintendent, and Shannon Crowley, Administrative Assistant. Approximately 25 Co-Owners were also present.

    Board members went into closed session to electofficers and assign committee liaisons.

    Grounds Committee Report: See report on page 22Earl Smith Reported to the Board.

    Board Discussion: Earl asked about the total costof the berm contract with Plymouth Nursery. Tomanswered that the cost was $8000 plus sales tax. Joeadded that the trees are under a one year warranty.

    Clem reported that hed seen a number of rowboats docked on Crystal Lake, and asked about thepossibly laying some gravel down for boat storagealong the seawall so they wouldnt be on the grass.Earl answered that the boats that had been therewere violating the mowing area and have since beenremoved.

    Board Action: Motion by Judy Nakdimen, support bySandy Nolan, to accept Grounds Committee Reportdated May 1, 2012. All in favor. Motion passed.

    Court Captain Committee Report: See page 23Robert Armstrong reported to the Board. In addition

    to his written report, Robert thanked Barb Adamsfor conducting the Court Captain meeting in hisabsence.

    Board Discussion: Michelle requested that the reportbeen hired (different from the person hired at the time of theCourt Captain Committee meeting. The name of the previousguard will be removed, and a footnote added).

    Kathy reported that the Garage Sale initiated by theCourt Captain Committee was a huge success. Therewere about 25-50 residents who participated, and

    many have asked if we would do this again next year.In the Herald, Donna will run a report requestingsome feedback about the event.

    Board Action: Motion by Kathleen Connor supportby Judy Nakdimen, to accept Court CaptainCommittee Report dated May 3, 2012. All in favor.

    Pool Committee Report: See report on page 24Kathleen Connor Reported to the Board.

    Board Action: Motion by Sandy Nolan, support by Tom

    Byrne, to accept the Pool Committee Report dated May8, 2012 as printed. All in favor. Motion passed.

    Engineering Committee Report: See page 26Terry McNally Reported to the Board.

    Terry directed the board to request #10 on the report.The Engineering Committee requested that theTerry explained that the request if for an entry doorthat is very close to an approved style (ED-7A) witha slight variation on the top of the door. This is

    the third time the co-owner has requested approvalon the door. Joe added that if the board allowsvariance for this co-owner, it should be added to thelist of approved doors for other co-owners. Tomnoted that, although the co-owner is requesting thisdeviation, they are attempted to comply to the rulesby requesting permission as opposed to just beingunderhanded and proceeding without going through

    the proper channels. Ken added that the co-ownercontends that her screen door would block the topof the door so the variation would not be obvious tothe public. Tom asked Terry what the Committeesopinion was about complying to this request. Terrysaid that his opinion is the committee would be approved for this co-owner, it should be added tothe list of approved doors for the future.

    Board Action: Motion by Tom Byrne, support byKathleen Connor to accept Engineering Committee

    Report as printed dated May 16, 2012 including therecommendations to approve the requests #1-9 as wellas approve #10 with the variation. All in favor. Motionpassed.

    Board Action: Motion by Tom Byrne, support by SandyNolan to approve the categorized Major AlterationPackets. All in favor. Motion passed.

    Finance Committee Report: See report page 27Joyce Elvy Reported to the Board.

    Board Action: Motion by Tom Byrne, support by

    Sandy Nolan, to accept the Finance Committee Reportas printed dated May 17, 2012 and recommendationsto Direct Property Manager prepare the budget for2012/2013 for a joint meeting with the FinanceCommittee and Board, and Direct All Committees to beaccountable for all monies received including donationsfrom every event. All in favor. Motion passed.

    Clubhouse Committee Report: See report on page 25Judy OConnor reported to the Board.

    Board Discussion: Kathleen suggested that thecommittee consider replacing the refrigerator in thekitchen as opposed to trying to repair it. She reportedthat, in addition to the door shelves being missing,the freezer doesnt keep food frozen.

    Kathy asked Joyce when the Clubhouse Committeeshould be presenting their wishlist to the FinanceCommittee. Joyce answered that wishlists are usuallyreviewed in July.

    Sandy expressed her opinion that the party attendantsshould be responsible to initiate operation of the AVEquipment for a clubhouse rental. She stated that

    the equipment was very expensive and shouldnt beoperated by a co-owner that may not be trained todo so. Tom asked Joe if it would be possible to havethe employees operate the equipment instead of theco-owners. Joe answered yes. Sandy added that theequipment manual should still be provided for theco-owners. Tom said that the employee should turnthe equipment on and make sure its working properly

    and show the co-owner how it works, and leave themanual as a cheat-sheet as opposed to just handing

    them the manual and hoping that theyre going tounderstand it. Ken offered that if someone wantsto do something more advanced with the equipmentfor a presentation, he would be willing to providetraining session with the resident, [by appointment onlyduring regular business hours.]

    Property Managers Report:See report on page 19

    Joyce Elvy reported that she had a long yellow cablerunning along the fence on both sides of IronwoodCourt. Kathy asked Ken to look into it and get ittaken care of.

    CoOwner Forum

    Brian Sprague - Brian expressed his concern aboutthe poor quality of the water in Silver Spring Lake.He felt there is too much algae for safety. Brian saidthat it is the worst hes ever seen. He added thatif the beach is brought up to quality, it would takepressure off of the pool.

    After letting the board review the samples, Brianreported that Nobles Landscape Supply sells thesand that we currently use for $23/yd. They alsosell the Mason sand for $32/yd. To deliver 6ydthey charge $38. Brian asked the board to considerupgrading the sand to the Mason sand. He also

    offered to donate $250 toward the purchase of theupgraded sand for the Silver Spring Beach. Brianreiterated that the lakes on the property is whatmakes Highland Lakes a unique community. Theyshould be well maintained and remain the pride ofthe community.

    Terry McNally asked how many cubic yards wouldbe needed for that beach. Ken answered that theassociation purchases in bulk (by the 50 yard train),and he pays approximately between $9-15/yd, not$23/yd. The last bulk purchase was about two years

    ago. At that time he purchased 100 ton (2 train).Most of that was used in the water, or on the watersedge. He agreed that it was time to add sand to thesurface again.

    Joe added that Aquaweed treats our lakes for algae,and he would call them to schedule a treatment. Acopper sulfate treatment usually takes 48 hours toget rid of the algae. He said that Wayne County

    monitors our water quality all summer long, andreports the condition of our waters to us on a weeklybasis. Silver Spring Lake is historically one of thecleanest lakes in Wayne County. Joe said that thereis an underground pump that is extracting waterand pumping fresh water to our lake at the rate of 7million gallons per month.

    Esther Allison - Esther reported that last year shehad submitted a request for stump removal, butthe stump hasnt yet been removed. When she holes in the stump and pour certain products on it tokill it. Esther expressed that she didnt feel that wassatisfactory treatment for a long time co-owner.

    Joe said that when he and Ken went to her unit tolook at the stumps, they were too close to her porchto use the boring equipment without damage toher foundation. In casual conversation with Kenabout different solutions for biodegrading stumps,Joe mentioned that an employee of Davey Tree saidsomething suggesting that certain products killsstumps. Joe explained he didnt intend that Esther

    would take it as a directive for her to resolve the issueon her own. Ken said that the stump was sawn downwould damage the foundation.

    Tom said that the issue could not be resolved in thissetting, but asked Joe to provide her with a speedyremedy. Joe agreed.

    Donna McNally - Donna asked if we still haveGooseworks working on the property. Joe answeredthat we still have Gooseworks and The nest round-upapplication has been approved for nest destruction,however there have been very little geese on theproperty this season.

    HIGHLAND LAKES CONDOMINIUM ASSOCIATION

    PRESIDENTS ANNUAL REPORT

    MAY 21, 2012

    The purpose of the annual meeting is to announce the results of our Election for the board of

    Directors and provide information concerning the state of the Association. It is my privilege to

    give you an overview of our community.

    It is with a great deal of pride and confidence that, on behalf of the Board, I thank and

    congratulate our staff for their accomplishments during the past year.

    Our Maintenance Departments hard work and continued efforts are Evident as you walk

    around the property. Ken Wiewiora, our Maintenance Superintendent, and his staff are real

    assets. Ken has taken on additional responsibilities working with Roof One on this years project

    to make sure the installation is implemented properly with as little inconvenience to residents as

    possible. Our thanks to Mike Francis, Maintenance Supervisor; Ralph Bilicki and Jason Keranen,

    Building Maintenance; Kevin Byars, Sprinklers; Darin Flores, Lawn Foreman; Terry Edwards,

    Kevin Rowe and Kyle Warren, Lawn Crew; Colin Corcoran, Grounds Foreman; Bruce Clisdal and

    Earl Smith, Grounds Crew. In addition to all their regular duties, they tilled the area for the

    community garden. Another major undertaking was the installation of the cabinets, countertop,

    and new media center in the Highland Room. The room looks beautiful and I continue to hear

    from Residents that this is a room they would be proud to rent.

    The Association could not operate efficiently without such an Outstanding Administrative

    staff. Thanks so much to Joe Poma, our Property Manager, for all he has done this year. Joe is

    working with Roof One on the roofing project. In late March, he also negotiated a bulk gas rate,substantially reducing the amount of money spent on natural gas. Joe has handled the filing of 8

    liens and 2 lien dismissals this fiscal year as well as issuing 5 notices of intent which resulted in

    payment. Having Joe perform these functions has saved a great deal of money. Additionally, we

    are privileged to have such dedicated workers as Sharon Englund, Bookkeeper; Shannon

    Crowley, Administrative Assistant; Pam Cohen and Guin Eatmon, Secretary-Receptionists. Every

    aspect of our lives in Highland Lakes is touched by them.

    In each issue of the Herald you are encouraged to join a committee And help with the extra

    services and activities which enrich our community.

    If you look around, it is evident that the Clubhouse Committee deserves our gratitude for the

    beautification of the Clubhouse. They have updated the appearance and function of the Highland

    Room. They also successfully organized and hosted a St. Patricks Day Fund-Raising Dinner

    which was enjoyed by many residents. In cooperation with the Community Social Committee,

    they sponsor the annual Christmas Decorating Party. This Committee continues to work at

    keeping our Clubhouse attractive for our use and desirable for rental, which financially assists

    Highland Lakes.

    We are fortunate to have such an active committee as the Community Social Committee.

    They do a great job of putting on parties for the families Such as Halloween, Easter, Highland

    Days, etc. These are fun events and Are enjoyed by adults as well as the children.

    The Court Captain Committee is very successful and informative concerning safety ideas for

    the community. They have been instrumental in getting the Herald to co-owners in a timely

    fashion. They also have made certain that every court has a representative and have assisted in

    collecting co-owner information needed by the Office. In addition to these responsibilities, they

    recommended to the Board implementation of the Pet Pails for our dumpsters. This Committee

    can be proud of how well they are functioning. Thanks to each and every one of you.

    Many thanks to the Engineering Committee members who give their time and expertise to

    ensure that all changes and improvements are made properly. The Committee continues to

    update the modification forms to keep up with changing times. They are doing a great job since

    our aging Association requires an ever-increasing number of changes and upgrades.

    We are grateful to the Finance Committee which continually evaluates our expenditures, and

    assists with the preparation of the annual budget and maintaining our fiscal stability. Our

    Treasurer, Tom Byrne, will be presenting the Annual Financial Report shortly.

    The Grounds Committee is a very dedicated group which takes pride in our surroundings

    and is continually busy ensuring that Highland Lakes remains beautiful. Each spring, the

    Committee members are out planting flowers and devoting their efforts to maintaining the

    landscaped areas. This is not an easy task and we applaud this Committee for their contributions

    since our grounds provide the first impression when one drives through Highland Lakes.

    The Herald Committee is doing a stellar job of publishing an improved newsletter that is

    both informative and enjoyable to read. They have continued to add new items of interest

    including the Whats Cooking! recipes along with articles like Wilmas Know Your Neighbor

    and Martys This and That. The Herald is the Associations method of communication with the

    residents, and they and the administrative staff, particularly Shannon Crowley, deserve a great

    deal of credit for all their work.

    The Pool Committee has done a superb job of recommending improvements to the pool and

    patio area. New tables, chairs, lounges and toys will be purchased for this summer to ensure that

    our co-owners have a great place to spend their leisure time in the sun. Your Pool Committee

    also has scheduled Hot Dog Daze, night swims, and other events for this summer; so, be sure to

    read your Herald and join the fun. The Committee also plans once again to sponsor an Adult

    Christmas Party this year.

    The Vision Committee has grown in members and is looking forward to planning future

    improvements to Highland Lakes. Members will be working with other committees to

    accomplish this.

    We have a number of other important committees: Card Clubs, RV, Sprinkler, Tennis,

    Womens Club, etc. Although these committees may not be as visible as some of the others, their

    contributions are important and should be applauded.

    Many members of our community assist in projects and activities and devote their time and

    expertise for whatever needs to be done. I probably cant name everyone, but you know who you

    are. Thank all of you so much for your efforts. I hope everyone mentioned above receives this

    heartfelt message of appreciation.

    Many improvement projects have been completed this year and are very visible. We mustremember that this community is 40 years old and, if we intend to preserve our property values,

    we must continue to maintain all of our buildings and grounds so that they are attractive to

    buyers.

    We would like to invite any co-owner who has an idea for the betterment of Highland Lakes

    to join a committee or run for election to the Board of Directors.

    Our thanks to Joe Sattler for accepting the position of Inspector of Election this year; he will

    be reporting these results shortly.

    In conclusion, my thanks and gratitude to my fellow Board members. Without their

    dedication and concern for the welfare of this Association, Highland Lakes would not be what it

    is. The members of the Board of Directors are your elected representatives who make the

    decisions that affect our Association and the services it provides. We invite all co-owners to

    attend the monthly board meetings held in the Clubhouse on the third Monday of each month at

    7:30 p.m. Bring your concerns, suggestions and questions. With open communication, respect,

    concern and cooperation, we can continue to improve and preserve Highland Lakes as a

    MANAGEMENT REPORT

    1. On a yearly basis, Highland Lakes applies a mosquito treatment to the lakes and sewers, which greatlyreduces the numbers of that horrible summertime pest. Interestingly enough however, much of thebreeding ground for the mosquito is within your own patio enclosure. The presence of pooling water,coverings over patio furniture, logs or equipment, and the tarps are sagging in areas, the water can pool,and insects are the result. Please make sure that periodically at least, you pull the tarps tight or spill thewater that is collecting on them to prevent the mosquito from ruining your summer!

    2. The new pet waste pails are working very well throughout the community and residents appear tobe using them properly. If your courtyard was one of the few that discovered regular trash bags in thepet waste pails, I suspect it was because your neighbors walk up to the dumpster and throw the bag inwithout looking where they are throwing it. At least that is the answer that I am getting. With that in

    mind, please watch where you are throwing your trash bags. Some of the pails are set low behind thewall and you cannot see it until you are standing by the dumpster wall.

    3. The Association continues to monitor the businesses that are serving our property. This includes WasteManagement that has been contacted several times recently to come back to the property and sweep upsmall piles of glass left behind and to do a better job in general by sweeping out the dumpster enclosures.This also includes AT & T, Comcast and other providers that have to be reminded to bury their cablesbefore our lawn mowers cut them. AT & T, out of all of them, could use a lesson in preventativemaintenance. If you have a junction box behind your condominium or in the courtyard, and notice thatout there immediately.

    4. Whether you are new to our community or have been residing here for some time, please remember thatthere is a certain architectural and design style for Highland Lakes, known as a neighborhood schemethat exists by virtue of our bylaws and condominium documents. These regulations are in place toprevent a wide variation of style, architectural and color schemes throughout the community, fromunit to unit. Im sure you could imagine what the community would look like if every condominiumhad different doors, windows, mailboxes, address plates and colors. Those communities exist out thereand are the result of a weak management or committee structure that permits such variations. If youquestion whether you should be completing an alteration request form or at least asking whether your dish (that must face the southwestern sky, but cant in your patio). Did you remember mutton barson your windows? How about the color of your front door, placement of address plate or mailbox?

    Please remember to ask if you are unsure, because a serious enough violation will cause something veryexpensive to have to be removed. If you are a new resident and contemplating repair work or upgradesto your home, remember the following subjects that involve some sort of inquiry:

    6. Our new security guard, Chris Haynes, is patrolling the property and may be reached by dialing theclubhouse and speaking with the answering service via the emergency number. Chris will respond toany problems after normal business hours, including parking, loitering, or suspicious activity.

    7. The lawn crew is now busy making our community look beautiful. If you had Comcast or AT & T installcable in your home, please make sure that they bury the cable. They will, very often, do it at a later date,but they also forget and when the lawn mowers run over the wire, you lose your TV and / or phoneservice. Call customer service and make sure that they have it on the schedule. Also, please rememberto remove those dog leash cables and anchors from the areas that will be mowed.

    DATE: May 21, 2012

    1. Building Repairs: This month with the high wind we had 3 to 4 weeks ago, we had siding blow off of

    the gable ends of 3 different units. We made temporary repairs to those areas, and Roof 1 dill be making

    2. Grounds: We now have over one month of mowing behind us. We are still short two summer positions

    one for lawn and one for grounds, I placed another add in the paper last week. In the next two weeks

    True Green will be doing our next lawn treatment. This treatment will also include a liquid grub control.

    This will be a property wide application. The man court seawall area is now complete. We had to add

    another 2 yards of crushed rock along the wall due to settlement, ad replanted grass seed on the path

    leading to the project.

    3. Pool: Pool mechanical opening, for this season has gone good, we had to replace two more underwater

    lights, as well as repair the mounting rings for those lights. One concrete slab on the deck was replaced

    due to the settlement of that slab creating a trip hazard. Typical issues in the basement, yearly replacement

    and the pool is now up to full temperature.

    4. Trash: Please everyone help police thy neighbor! Spring is here, we need to watch what we throw away

    in the trash areas and follow the rules posted their. We are getting a lot of oil based paints again, as well

    as not properly bagged compost.

    2. Kathy Baldwin is assuming the responsibility for making sure there are tables on the grass atthe Clubhouse for those who will be setting up for the Community Garage sale. Parking was notapproved on Silver Springs Dr. Sandy will be calling the police dept. and see what she could do tochange this decision. Sandwich boards have already been placed for all passers-by to see. Residentswill be responsible for placing their own signs if they choose to set up within their own courts. In theevent of rain, the sale will take place on May 19th.

    3. Sandy reported on the Have you heard column. She has some information regarding phone scamsthat she will be reporting on in the June issue along with information about a vehicle that was stolenfrom the Highland Lakes Shopping Center. Make sure to read this months column for additionaladvice and information on previous incidents.

    FOR THE AMENDED BYLAWS?

    What if...An investment company buys a bulk number of our

    condominiums, and Highland Lakes slowly becomes anapartment community?

    The federal national mortgage association will not cover a

    loan here because we have not met all of the requirements?

    Residents can waste heat and water, keeping doors andwindows open all year so that the dog can enjoy the sunshine?

    Resolution of any matter becomes difficult because the presentdocuments are vague or overbroad?

    The current bylaws are out of date and do not reflect todaysissues. They offer us no protection and we are wide open to

    conditions caused by the economy.

    The Association Board, comprised of ourown residents, is trying to adjust to the

    current climate for the bettermentof Highland Lakes.

    Highland Lakes 2012 Pool

    Opening Party. It was a great

    success and a terrific way to

    start the summer.

    Many of our wonderful regular

    The following recipe wasJoy Gaskinsgrandmothers recipe for asummer salad for picnics and she passed it onto Joy when she

    married. Joy said her Grandmother probably brought it overfrom Germany when she migrated to the United States.ITS A FAMILY FAVORITE

    MANDARIN ORANGE SUMMER SALADDRESSING enough for a four person salad

    2 Tbs White Vinegar 2 Tbs Sugar c light olive oil (not extra virgin)

    1/8 tsp Salt Freshly Ground Black Pepper to

    taste

    Mix Ingredients for the salad dressing in a small mixing bowl or shaker and set aside. In a separatesalad bowl, tear lettuce into bite-sized pieces and toss with all other vegetables. Add teaspoon ofsugar and toss again. Add mandarin oranges, cover with dressing and toss again. ENJOY!

    These individual lile cakes are amazing and ready to eat in one minute! They are perfectfor those times youre hungry for a lile treat without loads of fat and calories.

    In a Ziploc bag, combine the cake mixes together and mix well.

    For each individual cake, take out 3 tablespoons of the cake mix combination and mix with 2 tablespoonswater in a small microwave-safe container. Microwave on high for one minute, and you have yourown instant individual cake! You can top the cake with a dollop of fat-free whipped topping and/

    or fresh fruit.Keep remaining cake mixture stored in the Ziploc bag and use whenever you crave a treat. 3-2-1!

    3 Tbs. mix; 2 Tbs. water; 1 minute in the microwave. GENIUS!
