BOARD COMMENTSSMOKING BAN

There was a lively discussion at the open Board Meeting on July 16th regarding smoking on the pool

terrace. Both sides of the issue were discussed. In the closed session following the open board meeting,

the Board of Directors voted to not allow smoking on the pool terrace.

BOARD OF DIRECTORS MEETING MINUTES - July 16, 2012

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was on the third Monday ofthe month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the July 16, 2012 regularmeeting of the Board of Directors to order at 7:30 p.m.

Attendance

The following Directors were present: Kathy Baldwin, Kathleen Connor, Tom Byrne, Sandy Nolan, Clem Tulley and Judy

Nakdimen, (Michelle Todorov was excused). Also present were Joe Poma, Property Manager, Ken Wiewiora, MaintenanceSuperintendent, and Shannon Crowley, Administrative Assistant. Approximately 17 Co-Owners were also present.

Clubhouse Committee Report: See page 11Judy OConnor reported to the Board.

Discussion: Kathy reported that the Board of Directors

has voted to allocate $1350 for the purchase of a newstove and refrigerator for the kitchen (per the ClubhouseCommittees recommendation in June).

Board Action: Motion by Tom Byrne support byKathleen Connor to accept the Clubhouse CommitteeReport dated July 2, 2012.All in favor. Motion passed.

Grounds Committee Report: See page 12Ray Parzych reported to the Board.

Discussion: Plymouth Nursery was consulted regardinglandscaping the East side Eight Mile Entrance. Thelandscape designer recommended retaining the

remaining pillars for continuity with the West sideentrance and add structure to the design. They wouldalso help in lining up the evergreens. Ray providedPlymouth Nurserys design to the Board for review.Plymouth Nurserys plan would cost $600 for plantingsif the installation is done in house, or $1420 for theplantings to be installed professionally by PlymouthNursery. Ray suggested that it should be doneprofessionally because of its visibility, as well as toobtain a better warranty on the plantings.

Tom asked if the Plymouth Nursery design had beenpresented to Vision Committee to review. Ray saidthat it had not, although there was a Vision Committeemember present at the Grounds Committee meeting.Tom asked if Plymouth had any recommendationsfor the West Side Entrance. Ray answered that thelandscape designer suggested removing some of theminor plants on the West Side, do some in-house cleanup, and replace the removed shrubs with mulch. Raysaid that the committee felt this would be a good ideato simplify the landscaping.

Rob Berlin (Vision Committee) asked if the GroundsCommittee had consulted any other nurseries. Ray

answered that he had contacted Steinkopf Nursery.However, they required a payment of $100 before theywould offer a landscape plan.

Board Action: Motion by Tom Byrne support by ClemTulley to accept the Grounds Committee Report datedJuly 3, 2012, and reject their recommendation, andrequest that they consult with the Vision Committeeand return to the Board with a joint recommendationregarding the landscape at Eight Mile. 4 in favor. 1opposed. Motion passed.

Additional Discussion: Ray announced that thisyear would be the last year as chair of the GroundsCommittee. He explained that the demands of theposition are more than what he can handle at this time,and informed the board that they may need to seek out

a new chairman. Kathy thanked Ray for his years ofservice to Highland Lakes. Kathy added that she wouldarrange a joint meeting with Grounds and Vision tofurther review the Eight Mile landscaping options.

Board Action: Motion by Judy Nakdimen support bySandy Nolan to accept the Court Captain CommitteeReport dated July 9, 2012.All in favor. Motion passed.

Pool Committee Report: See page 14-15

Kathleen Connor reported to the Board.Discussion: Kathleen mentioned that, although toys

were purchased for the baby pool, they are in the binby the big pool. She stated that these should be kept atthe baby pool where the parents can easily access themfor the babies to play with. Kathy added that the doorsare locked between the big pool and the baby pool,although it should be unlocked when the pool is open.

Board Action: Motion by Tom Byrne support by Tulleyto accept the Pool Committee Reports dated June 12,2012 & July 10, 2012.All in favor. Motion passed.

Co-Owner ForumTom opened the co-owner forum by stating that some co-

owners have voiced an opinion about restricting smokingon the Pool Patio, so he agreed to open the discussion atthis meeting.

Bill Rossow: Bill expressed that he would like to seesmoking banned from the patio. He shared his experienceat this years Pool Opening Party, where he and his familycame early to get a table, and as the party continued, asmoker had occupied a table just 3 feet from him. By thattime, all of the other tables were occupied, so there wasno place for he and his family to move to. Bill expressedthat, although people have a right to smoke, he also hasa right not to have to breathe their second-hand smoke.He said that Highland Lakes has an obligation to providea healthy environment for its residents.

Bill went on saying that before smoking was banned inrestaurants, consumers had an option to choose a smoke-free restaurant option. Today, if he wants to participatein a community activity / pool event at Highland Lakes,he does not have the same option to go to a smoke-freepatio. He stated that if we continue to allow smoking onthe patio, the minority would be dictating to the majority,since the majority of the population are non-smokers.Bill hopes that Highland Lakes would come into the 21st

century by banning smoking on the patio.Bill further provided photographs of cigarette butts that

have littered that patio area.

Judy OConnor: Judy expressed her agreement withBills position to ban smoking on the patio. She saidthat some feel because it is outside it does not violateanyones space, but this is not the case.

Tom asked if anyone thinks its a good idea to continueto allow smoking on the patio. 3 co-owners raised theirhands.

Terry McNally: Terry stated that he is a smoker, and

has smoked on the patio. However, it would not be aninconvenience for him to step off the patio out to the

gate to have a cigarette. He is not opposed to banning

smoking on the patio.Betty Parzych: Expressed support for restricting smoking

on the patio because of the number of children at thepool.

Rob Berlin: Stated that he can appreciate both sidesof the argument (former smoker), because hard-coresmokers understand the restrictions of smoking.

Kathy asked opinions about a designated smoking areaon the property. Bill suggested having one smoke-freeentrance to the clubhouse. Rob and Donna McNallyagreed that this would be a good idea. Joel asked if

the association has a right to restrict how a co-ownerchooses to live by restricting smoking. Tom answeredthat in the common areas, we already do that (i.e. nosmoking around the pool deck and inside the clubhouse).Kathy thanked everyone for their participation in thediscussion.

[In closed session following the public meeting, theBoard of Directors voted in favor of banning smokingon the pool patio effective immediately.]

Tom Werner: Tom emphasized the importance ofsubmitting Engineering Requests on time. He

explained that for the past couple months, residentshave submitted requests after the deadline, and thencall it an emergency because they dont want to waitfor the next Engineering meeting. All requests mustbe submitted before 3:00 p.m. on the Wednesday priorto the monthly board meeting (See the back cover of theHerald for date). Anything submitted after that time willbe held over to the following months meeting.

Joe added that the only items that constitute atrue emergency are items that compromise thecondominiums security or access (i.e. a doorwall thatscome off its track, an entry door that wont close, or a handicap

ramp needed for entry to the unit). Kathy said that she wouldalso address it in the Presidents report this month.

Maintenance Superintendents Report:See report on page 10

In addition to his report, Ken stated that hes been inFRPPXQLFDWLRQZLWK(DJOH6LJQV2XUQHZSRVWQLDOtops have been casted. They will be sand-blasted andpowder coated this week. We are still working ongetting the bases. Chairs should also be back from thepowder coater next week.

Property Managers Report: VerbalJoe reported that, in the most recent car break-ins, the

thieves were caught and the property was returned tothe owners. However, in every case, the cars that wereburglarized were unlocked, making it an easy target.Please lock your car and secure your belongings.

The Board recessed at 8:30 p.m. and reconvened forclosed session at 8:45 p.m.

RE: Maintenance Report

DATE: July 16, 2012

1. Building Repairs: Building repair requests are starting to level off. Fence repair requests are coming in

at a high rate. Fence repair work orders are back logged around six weeks.

2. Grounds: Over the next two weeks, all of the shore lines will be weed whipped down to a level of 12high, as done in the past years. We will be making another round with weed killer on all of the concrete

cracks. Concrete projects will be starting this week, First on the list is Viewpoint court sidewalks, followed

by Madison court sidewalks.

3. Trash: Large construction trash is not allowed at our enclosures. All contractors must haul off any

construction debris.

1. Reminders of procedures that should be followed when various Committees schedule functionsin the Clubhouse.

2. Appliances; stove and refrigerator were again discussed. The committee is still awaitingthe decision of the Board regarding the last months recommendation to purchase these twoappliances.

3. &RXQWHUWRS)RUPLFDUHSODFHPHQWLQWKHNLWFKHQLVFRPLQJFORVHWRDQDOGHFLVLRQ0HPEHUVagreed upon the existing backsplash to stay in place. We all felt that it was still in good conditionand did not warrant replacing. We will submit our requests to the Board for consideration.

4. Writer reported to the members that Ken W. and his staff would be able to design and build acabinet for the garbage receptacles with the top of the cabinet being the same Formica as usedin the rest of the kitchen. This item will also be in our submission of requests to the Board foraction.

5. We have on hand: 45 green upholstered chairs, 9 (new) brown chairs and from our St. PatrickDay Fundraiser we were able to have 30 more chairsUHQLVKHGSDLQWHGZKLFKEULQJVRXUWRWDO

to 84 chairs in the Clubhouse. These are all metal folding chairs that can also be used outside inthe pool deck area if needed.

SUBJECTS DISCUSSED:

1. CO-OWNERS COMMENTS.

a. Co-owner requested approval to plant shrub on front lawn of unit. Committee memberswill check on location and provide decision at next monthly meeting.

b. Co-owner requested tree trimming at Crystal Lake shoreline. The Committee suggestedthis could be done at the co-owners expense. Matter will be taken under advisement.

c. Co-owner requested information regarding tree limbs growing over Patio from neighborstree.

2. FLOWER BED MAINTENANCE.'HVSLWHKLJKWHPSHUDWXUHVPRVWRZHUEHGVDUHRXULVKLQJ:HHGLQJVKRXOGWDNHSODFHGXULQJWKHJURZLQJVHDVRQ'LVFXVVHGFRQGLWLRQRIRZHUEHGVDWpool courtyard.

3. LANDSCAPING AT EAST SIDE OF EIGHT MILE ENTRANCE. Members conferred Withrepresentative from Plymouth Nursery regarding landscaping the damaged area. Subsequentlywe received a plan and cost for the area in question. After a lengthy discussion the Committee,by a majority vote, decided that we should accept Plymouth Nursery to do the landscaping.

4. NEW BUSINESS: None.

RECOMMENDATIONS TO THE BOARD:To accept the plan and cost submitted by Plymouth Nursery for the landscaping of the east sideof the Eight Mile entrance.

DISCUSSION:

1. A review of the 1972 issue of the Herald led to Martys offer to write a short article about two residentswho have lived in Highland Lakes since 1971.

2. Due to several recent attempts to break into cars and homes , Sandy will remind residents in her HaveYou Heard column to be sure to lock car and home doors.

3. Recent incidents of solicitors in the area prompted the reminder that no agents or sales people areallowed to seek business door to door. Repeated incidents should be reported to management.

4. Robert has received a set of pictures from the RV lot clean-up and will write a short article about theactivity and those involved.

5. Wilma mentioned that Whats Cooking and Know Your Neighbor features have been wellreceived. However, submissions have dried up. Residents are encouraged to contribute to thesepopular features.

6. Wilma suggested a listing of all residents with military service past and present. The committee

agreed this would a nice feature for our November issue as part of the Veterans Day celebration.Marty offered to write an article to solicit names of men and women who have or are serving.

SUBJECTS DISCUSSED:

1. The Pool Opening Party well attended this year. More co-owners and guests participated this year thanin previous years. It was decided by the committee that future pool opening/closing parties wouldhave to be organized in a different manner to ensure that everyone would have an opportunity to enjoy

themselves.

2. The upcoming Hot Dog Daze were discussed. Most committee members who will be in town willvolunteer their time help make it a success.

3. The cleanliness of the pools and locker rooms were discussed and the lifeguards are doing their verybest in keeping everything clean, along with doing their lifeguard duties.

4. It was brought to the committees attention that there are no toys in the baby pool this year, or toys

(other than the noodles) for the big pool for children to use for playtime. The committee voted that toysshould be purchased. It was also voted that water guns are only to be allowed during toy time and atthe discretion of the lifeguards.

5. The committee was also advised that some chairs are falling apart and should be replaced. This will beaddressed at budget time. The broken chairs should be disposed of as necessary.

6. It was also discussed what age it was allowable for younger pool users to swim without an adult present.Children 12 and over can come to the pool with a normal pass. 10-12 yr old children can come withdolphin test pass. Arrangement for a Dolphin test pass can be made with the head lifeguard, ChrisPavloff.

The Pool By-Laws will be discussed further at the next pool committee meeting, and any changes willbe voted on and submitted to the board of directors.

A committee member voiced concern about children dangling feet in pool and splashing swimmers during

adult swim period. The Head Lifeguard had made decision to allow this. Joe stated that he was aware

of Chriss decision and agreed with it, particularly in extremely hot weather. There was much discussionDERXWZKHWKHURUQRWWKLVLVDOORZHGLQSRROSROLF\,WZDVGLVFRYHUHGWKDWWKLVLVQRWVSHFLFDOO\PHQWLRQHG

in policy and is therefore open to interpretation. The committee voted whether to make to following

recommendation to the board: Children not be allowed to sit on the edge of the pool during adult swim.

This recommendation was voted down, therefore the issue is being left to the discretion of the Property

Manager and Head lifeguard. Chris agreed that children will be asked to not splash during this time.

This is one ofSandy Kernohans favorite recipes. It alwayspays owith compliments from family and friends and

once really paid owith a $50 prize. Sandy submiedthe recipe to a contest being held in a small gi shopup north. It was almost three years later that shethought to inquire and found out she was the winner!

Preheat oven to 375. Grease and flour 9x13 pan. Mix sugar, sour cream, butter and eggs in largebowl on low speed for one minute. Beat in bananas and vanilla for 30 seconds. Beat in flour, salt andsoda. Mix at medium speed for one minute. Stir in nuts. Spread dough in pan and bake until lightbrown about 20-25 minutes. Cool and frost with Browned Butter Frosting.

SOUR CREAM BANANA BARS 1 cups sugar 1 cup sour cream cup softened butter 2 eggs 1 cups mashed bananas

2 tsp. vanilla 2 cups flour 1 tsp salt 1 tsp baking soda c chopped nuts (optional)

BROWNED BUTTER FROSTING Cup butter 2 cups powdered sugar

1 tsp vanilla 3 tbsp. milk

Heat butter over medium heat until delicate brown. Remove from heat. Mix in powdered sugar. Beatin vanilla and milk until smooth, spreadable consistency.

Our frst Adult Swim Night, Saturday, June 30th, turned out to be a wonderul

summer evening. Te residents commented that they had a un time andwere looking orward to the next one. It was great to also have many younger

adults there and enjoying themselves. Te pool was never empty.

We also had new residents join us, who said they would be back in July. Wetold them about the other events at Highland Lakes and to check the Herald or dates as they would also enjoy

themselves at those events.

Te lieguards were absolutely super What a great job they did! We cant sayenough about their assistance and willingness to make everything go well the

entire evening.

Tere was a great variety o ood brought by the residents so nobody wenthungry. Te lights that management installed were so appreciated by the

residents as they were able to navigate on the deck and eat without a mishap.Many thanks to management rom the residents. Also the lights in the pool

were beautiul.

Tere was also a wonderul surprise or the residents. Meadowbrook Country Club put on their freworks showand everybody in the pool just stayed there and stood watching them. Residents on the deck came down and stood

around the pool ence and ooood and ahhhhd. It was an unexpected surprise and thoroughly enjoyed. Te

residents have requested that we check and see what date they intend to have them next year and have our nightswim the same Saturday evening. We will do our best to schedule

it on the same Saturday per their request.

Te Pool Committee would like tothank all o the residents who were

at the Adult Night Swimand made it a success.

HIGHLAND DAYS BARBECUE

INGREDIENTS:3 lbs Cabbage, FinelyChopped, (not purple)1 Bell Pepper, FinelyChopped

2 Onions, FinelyChopped1 c Vinegar1 c Vegetable Oil2 c Sugar1 T Salt1 T Celery Seed

INGREDIENTS:5 - 7 Ib Butt Pork Roast

DRYRUB

3 T paprika1 T garlic powder1 T brown sugar1 T dry mustard3 T sea salt

BBQ SAUCE1 c cider vinegar1 c yellow or brown mustard1/3 c brown sugar2 garlic cloves, smashed1 t salt

1 t cayenne pepper1/2 t pepperDrippings from pork

INSTRUCTIONS:1. Mix all the rub spices and spread over pork, cover and

refrigerator for 1 hour or overnight

2. Put the pork in a roasting pan and roast for 6hours at 300. (You could also use the crock potfor 8 hours, starting on high for a couple of hours,then on low till it pulls apart)

3. Make the BBQ sauce and simmer for 10 minutes, setaside

4. When pork is done put it on a platter and let it rest for10 minutes or so

5. De-glaze the pan with 3/4 c water; when reduced byhalf, add to the BBQ sauce

6. Pull apart the pork using two forks to shred

7. Add 1/2 BBQ sauce and stir use the remainder of thesauce for serving with buns and coleslaw or whatever.

MOUNTAIN CABBAGE SLAWINSTRUCTIONS:

1. Mix vegetables in large bowl.2. Put remaining ingredients in saucepan. Bring to a boil.3. Pour over cabbage mixture. Mix well.4. Cool. Refrigerate.

NOTE: This Cole Slaw will keep for 3 weeks.Best when 1 week old.

Unfortunately, there have been more car break-ins

in the community. ALL of the break-ins occurred

when the vehicle doors were unlocked. This should

serve as a reminder to all of us to remember to lock car

doors as well as front doors and doorwalls. Criminals and thieves are

incredibly bold and will strike in broad daylight as well as during night hours.

Last months column addressed the long-standing parking problems which have plagued Highland

Lakes. Once again, the Master Deed of Highland Lakes provides only one deeded parking space per

unit. Currently, we have both single numbered and double numbered courts. Most co-owners are

under the impression that we have two deeded spaces. This is a difcult issue which has caused much

conict. However if we could all understand and accept the fact that we are only entitled to one

spot, then perhaps we could learn to play nice.

Since we live in such close quarters (literally a shared wall away), we are continually challenged to

create a co-operative environment. Parking is probably the hottest and most divisive issue in town.

Each court knows its particular problems. Many courts have managed to come to an agreement and

live in peace. Others are in a constant state of upheaval over who is parking where. A lot of people

complain and no one seems to have a solution.

By the way, a column could have been written forty years ago on this very topic. I know this fora fact because I was here. Highland Lakes has always been a great place to live. Congratulations to

those of you who have managed to settle your disputes, and best of luck to those of you who are still

struggling with parking wars!
