The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

The Association and its Board of Directors control and are responsible for the contents of the Herald.

The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verification of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

BOARD COMMENTS

Trash

Fall is on the way, and as we begin to clean up our gardens and flower beds, please remember to place yard waste in paper bags and leave outside the dumpster.

Roofing Project

Phase One of the roofing project is winding down. DA Mechanical (a division of DA Home Improvement), will continue working through the installing attic insulation baffles around all of the “hot stacks” running through the attics. This includes baffles around the furnace pipe and/or chimney. This process may require a brief entry into your home and attic. Every unit in your building will be completed on the same day and you will be notified by phone and by a letter from the office in advance. If you have any questions, please call the office and thank you for your cooperation.

Amended Bylaws

We have received a 56% affirmative vote in favor of amending the bylaws, which is about 100 votes short of what is necessary for them to pass. Therefore, the Board voted to present the amended bylaws for reconsideration, setting a new deadline of July 31, 2012. You will be receiving a notification by mail explaining this in more detail. Please consider voting (either for or against), so that we can come to a conclusion. Ballots are available at the clubhouse and on our website.

New Coupons

Watch the mail for new association coupons and the 2011-2012 budget booklet. You should expect to receive them around the third week in September. If you have any questions, please contact Joe.

HIGHLAND LAKES CONDOMINIUM ASSOCIATIONBOARD OF DIRECTORS MEETING MINUTES - August 15, 2011

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was on the 20th day of June, 2011, in accordance with the By-Laws of the Association. President Kathy Baldwin called the August 15, 2011 regular meeting of the Board of Directors to order at 7:30 p.m.

AttendanceThe following Directors were present: Kathy Baldwin, Michelle Todorov, Kathleen Connor, Tom Byrne, Sandy Nolan, Clem

Tulley and Judy Nakdimen. Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, Shannon Crowley, Administrative Assistant, and Robert Lee from D. A. Home Improvement. Approximately 10 Co-Owners were also present.

Vision Committee Report: See report on page 12Maureen Osiecki reported to the Board. Discussion: Maureen asked Joe Poma for an update on

the retaining wall at Swan Harbor Lake. Joe explained that there is a seawall on Mann Court behind Swan Harbor Lake that is failing and buckling outward and the soil behind the seawall is eroding downward under the wall to the lake bed. This erosion is causing open holes in the steep hill behind the seawall, and exposing nails and screws that could cause injury. Ken added that there is over 150’ damage now, so about 210’ of seawall will have to be replaced immediately. That portion of seawall will be replaced with a stronger steel wall. It won’t be extremely visible because of it’s location, but it is necessary to maintain the hillside. Tom asked Ken how deep into the lake bed the seawall will be installed. Ken answered that (before the bottom of the wall was exposed) the original wall was installed 3’ into the lake bed. The new steel wall will be installed 5’ into the lake bed as recommended by the seawall contractor.

Per the Vision Committee’s recommendation, Maureen asked the board which committee (Vision or Grounds) would be responsible to make plans and recommendations for the signage on Russ Fogg Drive and plans for the surrounding landscaping. Kathleen asked if the sign was in the budget for the coming year. Tom answered that it is not currently in the budget, but the budget hasn’t been approved yet. In response the Maureen’s question, Kathy answered, “As we add signs in, the Grounds Committee becomes somewhat responsible to maintain it. If that committee were expanded such that there were more volunteers, or even Vision committee members that would volunteer to maintain the sign that they put in, there may not be this much of an issue. But we’re all extended as much as we can be in keeping the grounds beautiful right now.” Tom added that we do have committees at Highland Lakes that overlap. (i.e. not all social events

are planned by the Family Social Committee; not all pool events are planned by the Pool Committee). He continued by saying that since the board is unwilling to bring definition to stop these overlaps, it would be reasonable for either committee (Vision or Grounds) to submit plans for the sign directly to the board. Tom cautioned the Vision Committee that they make their plans while considering that they would be responsible to maintain the plantings, or presenting a design that would require little or no maintenance. Kathy agreed and asked Maureen to stress Tom’s recommendation to the committee; that they would have to be responsible to maintain the plan they submit. Maureen said that she would present the board’s remarks at the next Vision Committee meeting.

Sandy remarked the sign at 7 Mile Road is still too dark to see at night time. Ken answered that he would be adding lighting to those signs. (This was approved at the July board meeting, but he hadn’t had a chance to complete it yet.)

Joel Lutz suggested that bushes be planted by the sign which would be relatively low maintenance.

Rob Lee (DA Home Improvement) remarked that during his time working on the property, he’s noted the safety hazard due to low visibility at the corner of Russ Fogg and Silver Spring. This is due to the overgrown or misplaced bushes on the corner. Ken explained that the plantings he’s referring to belong to neighboring Park Place Apartments. He added that he would call the Township to address the safety concern.

Board Action: Motion by Judy Nakdimen, support by Tom Byrne to accept the Vision Committee Report as printed dated July 26, 2011. All in favor. Motion passed.

Pool Committee Report: See report on page 14Kathleen Connor Reported to the Board. Board Discussion: Kathleen asked that in the future Joe

to ask the lifeguards to stagger their dinner breaks on the days of a late night swim so that the pool would not have to be closed. Joe explained that the guards were working a 13-hour shift in the sun, and giving them a half hour to take a break to rest and get something to eat seemed like a reasonable request. Michelle suggested that the pool be closed at the regular time, and the late night swim be postponed to begin at 8:30 p.m. instead of 8 p.m. in order to give the guards a break.

Tom recommended the pool committee coordinate their 2012 calendar of events with those of other committees to ensure there is no conflict in the schedule.

In discussion the board voted to remove some of the language originally presented in the pool committee report. The report printed on page 14 reflects the modified report as approved by the board.

Ken added that he would attempt to store the patio furniture upstairs and away from the chemicals this

season. He explained that covering the furniture with a tarp doesn’t solve the problem with the chemicals damaging the furniture.

Board Action: Motion by Tom Byrne, support by Michelle Todorov, to accept Pool Committee Report dated August 9, 2011 as modified by the board and approve their recommendations. 4 in favor. 1 opposed. 1 abstention. Motion passed.

Engineering Committee Report: See report on page 15Tom Werner reported to the Board. Board Action: Motion by Tom Byrne, support by Clem

Tulley, to accept the modified Engineering Committee Report as printed dated August 10, 2011 with the recommendations to accept the Modification requests #1-#2. All in favor. Motion passed.

Family Social Committee Report: Michelle Todorov verbally reported to the Board. The

Ice Cream Extravaganza is scheduled for August 27th beginning at 6:00 p.m. The band is booked again for this event, and there will be a late night swim. Everyone is invited.

Maintenance Superintendent’s Report: See report on page 11

Board Action: Motion by Clem Tulley, support by Kathleen Connor, to accept Maintenance Superintendent’s Report dated August 15, 2011. All in favor. Motion passed.

Property Manager Report: Verbal

Joe explained that he didn’t have enough new information to generate a formal report. Joe stated that he was still getting bids for the Ironwood Court berm. He said he is also getting prices for stump removal and dead tree removal. (Some of the trees are on Wayne County property, so Joe

is giving Wayne County an opportunity to respond before he takes action first.) He also mentioned that he’s been walking the lakes and things are looking good, although there is a trash problem on Silver Spring beach (cans & bottles, litter).

Michelle asked if the security guard had reported anything new on the property. Joe answered that he’s been carding and ejecting trespassers from Silver Spring Beach. (Joe directed him to do so as a top priority.) The security guard, [Mike], reported to Joe that he’s encountered a lot of nighttime fishermen, who fish as late as 11 p.m. Mike also found campers on the Swan Harbor peninsula across from our property.

Co-Owner ForumJoel Lutz: Joel reported that he saw eight kids with

shovels going into the woods. Ken added that some of the maintenance staff said that they saw kids going into the woods with air-soft pistols as well. He asked that if a resident sees them “in action” to please notify the office so that they can be stopped. Michelle reported that she confronted children using the air-soft guns by the dock and reported the incident to the police.

Donna McNally: Donna reported that she has noted children using the air-soft guns in Norwood Court during the night and day time hours. Kathy said that if she sees it happening again, she should call the police.

Donna asked out the progress of the roofing project. Rob Lee responded saying that all of the shingle work,

soffit and facia work is complete. Building 5 & 28 are 100% complete as of Monday, August 15th. There is punch list work still being done on buildings 24, 25, 86, 92, 74, 78, 39, and 45. (Rob explained that a punch list is a walk-through inspection done by RTA, where they note items that need to be addressed before the work is considered complete.) The chimney cladding is complete on buildings 86, 92, 74, 78, 39, and 45. Of the 10 buildings, 2 are complete and 8 are still in progress. Rob stated that his goal is that all buildings be complete by August 26th.

Donna asked about the outcome of the Bylaws vote. Kathy answered that we are still 100 votes short. 56% of co-owners have voted yes; we need approximately 70 more positive votes to qualify. Joe explained that notification of the amended bylaws reconsideration will be sent to

all co-owners, but only co-owners who have not yet cast a vote will receive a ballot. The votes that have already been cast will stand, unless the co-owner would like to change their vote, at which point they can obtain a new ballot at the clubhouse. Joe speculated that much of the problem getting the votes is voter apathy, and reminded that it took neighboring condo associations over a year and a half to make similar changes to their bylaws. Kathy stated that the new deadline for the votes is July 31, 2012. Tom explained that the board decided on this date by taking into consideration the footwork and effort it would take to rally the remaining votes and allowing ample time - even into the spring and early summer to do that.

Terry McNally remarked that he has taken time with co-owners to explain the packet and said that many co-owners found the packet confusing or intimidating. Tom asked if the board needed to improve communication to explain exactly what the proposed changes are. Terry said that a synopsis, much like what Joe constructed when the packets were initially sent out a year ago, would be extremely helpful in speaking to co-owners who are confused or on the fence. (Joe’s synopsis included the major changes to the bylaws and said that the rest of the changes were due to FHA regulations). Terry recommended making the ballot as simple and to-the-point as possible, even to the point of eliminating the Mortgage request form. Joe commented that many people were confused with the term “specific proxy” on the voter registration form. Donna agreed.

Terry asked if Joe had an idea how many of the units were currently being purchased as investment properties and being rented out. Joe answered that the numbers weren’t any different this year than usual. Joe added that rentals are usually kept in check because of the assessment fees here as opposed to other places.

Joe asked Kim Hudson what the wording was on the previous signs on Madison Court and Viewpoint.

Kim answered that the signs said, “Private Property. No Parking.” She added that there has been a lot of problems in that area over the recent days. Kim also reported that she witnessed two men in a pick up truck drag a boat from the lake, drive around to the clubhouse parking lot and dumped it there.

Maureen Osiecki: Maureen said that she doesn’t come to the pool often, but recently had occasion to come to the pool with her grandchildren. She observed that the lifeguards this summer were the nicest we’ve had and were very courteous and kind to the children. Maureen felt they should be congratulated for the work they’re doing.

Joel Lutz: Joel said that in the original Bylaws packet that went out, the mortgage form stated that it must be filled out and returned by a certain date to avoid a $50 fine. He asked if this was still standing or being enforced with co-owners who have not turned in the paperwork. He said that it may be good leverage to get people to submit the form and the ballot. Joe said he hasn’t yet exercised the $50 fine, and noted that he’s had many residents who submitted the mortgage information to avoid the fine but have not submitted a ballot for the bylaws amendment. Joe explained that co-owners need to understand that HLCA is not collecting mortgage information for the purpose of collecting their private information, but rather for the purpose of our property insurance; If there is a loss in the unit, our insurance company can communicate with their bank or issue certificates of insurance if they’re trying to refinance. This is also for the convenience of residents who can obtain a copy of their certificate of insurance from Joe based on the information they submit.

MAINTENANCE REPORTTO: Board of Directors, Property Manager, Co-OwnersFROM: Ken Wiewiora - Maintenance SuperintendentRE: Maintenance Report DATE: August 15, 2011

1. Grounds: The grass is finally greening up. We will be doing the lawn edging starting in two weeks. The fall weed and feed lawn treatment will be moved up three weeks earlier this season. Depending on rain, we will be looking to apply the fertilizer between August 22nd, and September 9th. This is due to the amount of crab grass that has popped up.

2. Catch Basin: Wayne County has finally come out to repair the catch basin at the intersection of Silver Spring and Dearborn Court.

3. River Cleanup: The River behind Silver Spring Beach is on the final phase of clean up. Everything is dug up. The dirt on the shoreline will be flatted out and grass ad wild flowers will be planted.

4. Concrete: Concrete work has started. Old bridge court was the first on the list, the concrete work is completed there, and asphalt is set up for the week of August 22nd. Next is concrete work in Lyric court.

5. Trash Disposal: There have been a number of instances across the property of improper waste disposal. Please review the signs on the trash bins to see what is accepted. The issues we are seeing again are paint cans not dried out, compost in plastic bags, and large quantities of construction materials. All of these items will not be picked up if they are not properly set out at the bins.

Let’s all step-up to keep our community clean, & please report trash violators to the clubhouse.

SUBJECTS DISCUSSED:

1. Rob E. Lee, Project Manager for the roofing project, updated the committee on the progress of the roofing and trim work and detailed certain areas of concern. He agreed that certain items need more attention such as tarping and nails in parking lot. He answered questions regarding insulation and venting.

2. The committee discussed the retaining wall on a certain section of Swan Harbor Lake. Kathy Baldwin suggested that the committee refer to Joe Poma as to the necessity of repair and the concern management has for this retaining wall.

3. Signage at 7 Mile and Russ Fogg Dr was discussed. The Grounds Committee has requested that the Vision Committee present signage designs including landscaping to them for discussion. The Vision Committee has not developed a design as yet but would like the Board to clarify who is in charge of the recommended signage. As the Vision committee designed and implemented the street signage, to the approval of the Board, the committee would like clarification of which committee is in charge of making recommendation regarding signage and a plan for landscaping around signage. Motion carried to request the Board’s clarification of this issue.

4. Motion carried to request the Finance Committee for $5,000 for signage and landscaping at Russ Fogg entrance to Highland Lakes.

6. Shannon is going to print the “Benefits of Advertising in the Herald” put together by Robert Armstrong on Highland Lakes letterhead, so it can be presented along with a recent copy of the Herald to prospective advertisers.

7. “Fun Page” will be continued as space permits in each issue.

8. The Herald Committee would love to recruit some new members. We are small, but MIGHTY and really could use some new input. We meet the second Monday of each month, for only about 45 min to 1 hour.

SUBJECTS DISCUSSED:1. A Co-owner asked why the Lifeguards were not present at the meeting. It was stated that they are

invited to the 1st meeting prior to pool opening to review rules, etc. Lifeguards do not attend Pool Committee meetings unless requested by the Chairman or committee.

2. Co-owner complained about closing the pool at 7:30 p.m. the night of the Adult Swim. It was explained that Joe Poma, Property Manager, gave them this time to get something to eat, rest, etc. before the swim begins at 8-11 p.m.

3. Joy restated that to become a committee member, one must attend 3 consecutive meetings (unless the Chairman received a prior excused notification from that person). This has been a long-standing committee rule for most committees.

4. Volunteer work schedules were settled for upcoming Hot Dog Daze, and help requested for the Pool Closing Party clean-up.

RECOMMENDATIONS TO THE BOARD:

1. An inventory be taken at the end of the season, to count all pool deck chairs, lounges, tables, umbrellas, and umbrella stands and given to the Pool Committee.

2. Chairs, lounges, tables, umbrellas that are stored in the basement be covered for protection from chemicals, dust, erosion, etc.

3. Recommend that the Chemical shed be painted.

Highland Lakes resident, Al Kopack, brought home eight medals from the seventh annual Western Wayne County Senior Olympics!

Nearly 800 seniors participated in activities this week ranging from bocce ball to swimming. The

event attracted senior athletes from 16 western Wayne County communities. Al represented Redford Township, where he lived for over 41 years. 90-year-old Al says that when he competes next year, he’ll consider representing Northville. Al was one of 21 athletes representing Redford Township. Redford Township took 11 gold medals - 6 which were thanks to Mr. Kopack!

The games kicked off Monday at Nankin Mills in Hines Park with a breakfast for the seniors. The events lasted from August 15th to the 19th. Al competed in the events on Monday, Wednesday and

Thursday, and won a medal in every event he participated. On Wednesday, Al was one of the 18 participants who swam

in the 50-yard backstroke, breaststroke and freestyle events at the Livonia Community Recreation Center. Al won the gold medal in the breaststroke competition and brags that he trained for the event here in the Highland Lakes Community Pool. His photo was featured in the Observer / Eccentric Newspapers.

Al also took the gold in the Basketball Throw. He said the greatest compliment he received was when a competitor in a younger age group told him, “I hope when I reach 90, I can do the same thing you’re doing.”

Al explained that he stayed away from events that he thought would be too strenuous, including tennis and the One mile walk. When he swam in breaststroke competition, he swam with the 60-70 year-olds; he said his biggest mistake was trying to beat them.

Al won the gold in the bean bag toss. He said he’d never thrown a bean bag before. The goal was to throw the bean bags into a target from ten feet, and to his surprise he hit the target 4 out of 5 times!

The games included a closing ceremony on Friday at the Italian American Club.

Al is excited to share his victory with his son and daughter, and grandchildren, who he’ll be visiting during the holiday weekend.

Leidel Court’s 14th Annual BACKYARD PARTY

Leidel Court held their fourteenth annual Backyard Party on the shores of Swan Harbor Lake, Saturday evening, July 16, 2011. The weather was wonderful, the food was great and the hamburgers and hot dogs were cooked to perfection.

Residents of Leidel Court, friends from other courts, guests and previous co-owners enjoyed an evening of conversation, fun and games.

A heartfelt “Thank You” to everyone who volunteer their time to put this affair together every year especially Art & Barb Baynes, (Art is Leidel Court’s professional photographer and cook), and to Barb Adams who designs the invitations, and to all the neighbors and friends who bring their favorite dishes and desserts and make this evening so enjoyable.

Zucchini’s, Cherry and a few larger Tomatoes, Peppers, and Squash are starting to be picked from the Community Garden. The larger

Highland Lakes Condo On Home Tour

American Association of University Women Northville / Novi is sponsoring a self-guided tour of five Northville homes including one of our own condos on

Whitman Court and a Designer Show House.

The tour will take place on Saturday, September 24th from 10:00 a.m. - 4:00 p.m.

Tickets may be purchased for $20.00 at Gardenviews, Pear-aphernalia, Starring Gallery and the Northville Chamber of Commerce.

On Friday, September 23rd, there will be a Gala Preview Party at the Design Show House on Griswold. This event will include a viewing of the uniquely decorated rooms

On August 23, 2011, Luther Evans ,

Crystal Lake Drive, made a 185 yard “Hole in One.”

He was Par 3, 27th hole at the Inn at St. John’s in Plymouth and used a 3 wood.

He was golfing with three of his buddies.

In 1999, Golf Digest reported, “One insurance company puts a PGA Tour pro’s chances of getting a

hole-in-one at 1 in 3,756 and an amateur’s at 1 in 12,750.”

AQUEDUCT COURTKildon Chon and Younja Heo

Kildon and Younja along with daughter Rachael, who is seven, Daniel, who is one year, and Younja’s mother, who is from Korea, are new neighbors in Highland Lakes. Rachael will be starting school at Silver Springs Elementary this month.

Dennis and Maret Lehnert As soon as they sold their home in Plymouth, Dennis and Maret looked to Highland Lakes for a place to enjoy retirement. Th ey love being in Northville and by a lake. Dennis has been impressed with the prompt response to work order requests. As soon as Maret’s sprained foot, a moving mishap, heals, they plan to take up that favorite activity of many in Highland Lakes, walking around the lake.

CRYSTAL LAKE DRIVERobert and Valerie La Motte

Time to downsize for Robert and Valerie meant a move from Birmingham to Highland Lakes. Th e special draw was grand- children who live in Northville. Th ey have also enjoyed dis- covering the amenities of an unfamiliar territory. Robert does miss his tool shop and hopes to fi nd a good old fashioned hardware store. Valerie still works her gardening magic on their minimized front landscape.

DEARBORN COURTTerri Borawski and Family

Before moving to Dearborn Court, the Borawski family lived on Eddington Court, and even before that they lived in Northville. Th is dynamic family consists of twins Shannon and Cory, who attend Schoolcraft College, Jennifer, a senior at NHS this year, and Troy, who will be at Meads Mill Middle School. All are or have been student athletes of recognition. Besides being a sports fan at every game, Terri has two jobs.

EDDINGTON PLACENiko and Rezeorta Korkut and Family

Niko and Rezeorta recently moved to Highland Lakes with their three children, the youngest being fi ve months.

HAYES COURTKu Gyong and Young Jung Koh and Family

Th e Koh family moved to Michigan from Pennsylvania one year ago. Th ey have two children, one in middle school and one in high school. Ku Gyong is pastor of the Detroit Vision Church in Farmington Hills.

INLET COURTKenneth Sellen

Kenneth, a mechanical engineer, is busy applying his skills to what needs repairing in his new home. He is pleased that the work order process has worked effi ciently so far. His next goal is to better enjoy the peaceful view of Swan Lake by getting a row boat.

IRONWOOD COURTSharon Valade

Sharon and daughter Brittany, a Schoolcraft College student, especially enjoy the time they spend at the pool. Highland Lakes’ location provides convenience for Sharon’s commute to Bingham Farms where she works at a medical offi ce. If she’s not at the pool, she might be making jewelry or candy, her two special hobbies.

LEHIGH LANEJeremy and Rachel Potts and Family

Jeremy, Rachel, and their two daughters, ages one and three, arrived in Michigan from Tucson, Arizona this past January. Not until the temperature reached 90, did Rachel believe it was really summer. Highland Lakes is outside the city yet provides convenient access for Jeremy’s drive to Wayne State University where he works in student admissions.

Cory Tripoli and Family Five generations make up the Tripoli family of Lehigh Lane: Cory, her father Al, her daughter Kim, Kim’s daughter Samantha, and Samantha’s daughter Sofi a, who is three. You might meet them when you go into Little Caesar’s on Seven Mile to pick up a pizza. Th at’s their family business, and they all spend time there.

LEIDEL COURTMonica Khullar and Family

The shady corner of Leidel Court with the serene view of Swan Lake is appreciated by Monica and her two children. One is eighteen, attending Schoolcraft College, and the other is fifteen, a student at NHS. The location is certainly compatible with Monica’s special interest in yoga.

MARINER COURTGuomei Ma and Family

The Highland Lakes environment and activities drew Guomei to live here. Her three teenage children, two boys and a girl attend high school and participate in the recreation and sports that the area provides.
