Project Request

• The applicant, the Pad Climbing Gym, is requesting to open acommercial gym within the Business Park (I-BP) Land UseDesignation and Industrial Research Park (M-RP) Zoning District

• The applicant is requesting a use determination pursuant toSection 35-233.4.14.

Background

• Since incorporation, no commercial gyms have beenapproved in the I-BP land use or M-RP zoning.

• Planning staff has historically considered commercial gymsand similar uses to be an Entertainment and Recreational Use.

• Previously a CUP was required for Indoor roller hockey/skatingrink at 30 S. La Patera prior to City incorporation.

Industrial Business Park (I-BP)

• The intent of the I-BP land use designation is to operate as employment centers and provide job opportunities for the surrounding community.

• Limited personal services are allowed under the I-BP land use, however, meant to be accessory to the primary intent.

Industrial Research Park (M-RP)

The intent of the M-RP zone is to provide areas for lightindustrial uses, research parks and business offices.

Private gyms for the use of business park employees only arecurrently permitted.

Commercial athletic clubs or gyms are also allowed, thougha Major Conditional Use permit would be required.

Limited personal services are also allowed, however, they arelimited to 20% of the total gross floor area of the lot.

Conclusion

The intent of allowing for limited personal services within boththe I-BP land use designation and Inland M-RP zoning districtis to place them in close proximity to job centers.

The applicant states that a commercial gym open to thegeneral public would be consistent with this intent.

Also, if permitted, there would be no limitation to the hours ofoperation of this potential gym or any other gym permitted inthe City unless a conditional use permit is required.

Planning Commission Options• Determine that proposed commercial gym use falls within “personal

services” uses allowed in I-BP land use designation. Also determine that proposed commercial gym use is similar to permitted uses enumerated under Inland M-RP zoning district.

• Determine that a commercial gym is similar to the personal services category as defined under the I-BP land use designation, but not the M-RP zoning district and determine that a commercial gym is a commercial athletic club, therefore subject to a conditional use permit pursuant to Inland Zoning Code Section 35-233.5.1.

• Determine that a commercial gym is similar to the entertainment and recreational services category of General Plan Table 2-3, which is not permitted within the I-BP land use designation.
