The Project Highway ( 123+454km) consists of construction of three bypasses (Jetpur – 4+700 Km, Junagadh – 19+800 Km and Keshod – 11+400 Km) with aggregate length of 35+900 km, realignment of 4 sections nearly length equal to 4+350 km, 30 nos. of major and 67 nos. of minor intersections, so total 97 nos. of intersections in the project and length of service road of 27+295 km (25+070 km on both sides, 1+425 km on LHS and 0+800 km on RHS). There are 232 nos. of locations for construction of Major and Minor structures (this includes Fly over 1 no, Vehicular Underpass 5 nos., PUP/CUP 11 nos., ROB 4 nos., Major Bridge 11 nos., Minor Bridge 84 nos., Pipe Culverts 32 nos., Box Culverts 52 nos., Slab Culverts 32 nos.) And total Four Laning excluding Bypasses & Realignment is 82+475 km. in addition to above scope, Project facilities also includes like 2 Nos. of Toll Plazas (51+200, 108+800), 1 no of Rest area, 3 nos. of Truck lay byes, 35 nos. of Bus Bays and bus shelters (either side), way side amenities, Lighting system, Traffic safety, Highway Traffic Management System (HTMS). The Project Highway has been divided in four packages as Package – I (from Km 0+000 to Km 31+000), Package – II (from Km 31+000 to Km 62+000), Package – III (from Km 62+000 to Km 93+000) and Package – IV (from Km 93+000 to Km 123+454). The Total requirement of length is 123.454 km. out of that cumulative land possession is 99.88km. i.e. 80.91%. 1.0 PROJECT BACKGROUND

1. Ministry of Shipping, Road Transport & Highways, Government of India, through National Highways Authority of India,

has been contemplating to enhance the capacity and safety of goods and passenger traffic on selected, heavy traffic dense corridors in India, and had identified one such stretch of road in Gujarat State i.e., existing 2 lane highway of NH-8 D between Jetpur– Somnath Km. 0+000 to Km. 127+600, (approx. 123+454Kms.) for 4 Laning under NHDP Phase III.

2. Accordingly, NHAI invited Requests for Qualification (RFQ) dated 9Th February, 2010 for short l isting of Bidders for 4

Laning of above stretch of highway, on Design, Build, Finance, Operate and Transfer (“DBFOT”) Toll Basis and accepted the Bid submitted by the Consortium Company IDFC Projects Limited and Plus Expressways Berhad

(Collectively the consortium) with IDFC Projects Limited, as its lead Member.

3. On the basis of above, NHAI issued a Letter of Award (LOA) to Consortium under their letter No. NHAI/BOT/DBFO/11019/02/07/503, dated 13

2.0 EXECUTIVE SUMMARY

2.1 A) Brief on Project –

National Highways Authority of India (NHAI) has proposed “Four Laning of Jetpur- Somnath Section from km 0+000 to km 127+600 (Approx.123+454 Km) of NH8D in the State of Gujarat under NHDP Phase III (Project Highway) on Design, Build, Finance, Operate and Transfer (“DBFOT”) Toll Basis. The Concession Period is 30 years including Construction Period of 910 days (30 months). Accordingly, the Schedule

2.3 Handing over of Site (Land Acquisition)

Cumulative land possession is 99.88 Km i.e. 80.90% out of total requirement and details of which is enclosed herewith as Annexure – IV (A). Authority has to expedite the Land Acquisition procedure of the balance land so that working area of the Project Highway will be available for the construction of works.

2.4 Status of Shifting of Utilities

Utility shifting for Paschim Gujarat Vij Company Limited (PGVCL), GWSSB’s Water supply Pipe lines, Process are in

progress at various locations and same has to be expedited by the Authority.Gujarat Energy Transmission Company (GETCO) HT lines, already shifted excluding Junagadh bypass. Details of the same is enclosed herewith as Annexure – IV (B)

2.5 Forest clearance and removal of trees a. In principally approval from MoEF for diversion of Protected Forest land (Stage – I approval by FAC, MoEF,

Govt. of India) which was received on 07.06.2012. Final approval of Stage – II of Forest Land diversion was

accorded by MoEF on 28.12.2012. Tenders received for fell ing of trees opened on 22.0 2.2013 by Forest Dept. & the award distribution to successful bidders completed. Award distribution to successful bidders by Junagadh Division has been approved on 23.03.2013 and by Rajkot Division has been approved on 17.04.2013. Cutting of fell ing trees in Protected Forest commenced on 09.03.2013 & works completed at

all locations awarded.

b. Tree cutting from non-protected forest 51% & from Protected Forest & Non notified Forest 100% has been completed and balance stretch is pending with the Authority. Details of the same are enclosed

herewith as Annexure – IV (C).

2.6 Obstructions Details

There are several encroachments in the Project Highway, on LHS side 625 nos. and on RHS side 890 nos., out of that

497 nos. on LHS & 741 nos. on RHS has been removed. Details of the same are enclosed herewith as Annexure – IV (D). 2.7 Main Construction Activities During the Month

The main construction activities during the month were TBM checking and setting of alignment, clearing and grubbing, embankment, GSB layer, WMM, DBM, Kerb laying, excavation of bed level for PCC, concreting in retaining walls,

foundations, RE Panel casting.

2.9 Design review carried out by TL/IE during the month

During the this month, Drawings for Drainage and plan and profile and pipe culvert has been reviewed by IE / TL and

enclosed herewith as Annexure –V & VI respectively.

2.10 Quality control

Monthly QA/QC tests are carried out regularly and status of the same is enclosed herewith as Annexure – VII.

2.11 Force Majeure Event during the month

No event occurs during this month.

2.12 Issues of serious concern

Land Acquisition, Shifting of Util ities and Obstructions needs to be expedited by the Authority.

2.13 Maintenance of Existing Highway Attention is drawn towards improper maintenance of the existing highway despite our various d irectives to the

Concessionaire to take up the maintenance work on priority basis as per Article 12, Sub Clause 1 2.2 of the Concession Agreement. For maintenance of Existing Junagadh bypass, an estimate of Rs.5.07 Crs is approved by the competent Authority. The activity has been taken up by the Concessionaire on 28

5.0 PROJECT WORK PROGRESS 5.1 Progress of Pre Construction Activity –

The pre-construction activities l ike mobilization of plants and equipment’s, construction of camps, construction of laboratories, erection and commissioning of plants has been completed by Concessionaire. Marking of center l ine, erection of benchmark and GPS pil lars also completed within the available land.

5.2 Progress of Physical Construction Activities

The EPC Contractor has divided the Project Highway in to four sections for the purpose of construction management and same is described below -

The Concessionaire has achieved all the 3 revised milestone based on actual availability of land front. Due to non-availability of ROW, work could not be taken up by the Concessionaire in few stretches which has resulted in delay Project completion and accordingly, extension of time has been recommended by IE. It may be appreciated that the Concessionaire has commenced the work as soon as land was made available to him and in fact they have taken up the work even in short and unviable stretches immediately after acquisition of land. Junagadh Bypass (19.78Km.) length, Authority has not given the land to the Concessionaire as the matter is subjudice in Honorable High Court of Gujarat, Ahmedabad. IE has recommended 18 months from the date of handing over of land of Junagadh Bypass as reasonable time for completion of balance work in Junagadh Bypass.

5.6 Mobilization of Plants &Equipment

EPC contractor has mobilized good number of Plants and equipment at Project site to perform the construction activities. The Erection, calibration and commissioning of hot mix plant, WMM plant has been completed by the EPC contractor. The status of plant and equipment is attached herewith as Annexure – VIII.

5.7 Quality Assurance & Quality Controls

5.7.1 Testing of Materials

The EPC contractor has established four fully equipped site laboratories at their camps. Testing of all materials

is being conducted in these laboratories. Quality Control test are conducted as per the frequency requirements stipulated in MoRTH specificati on. Manufacturer’s tests certificates for equipment’s and manufacturer materials are also being obtained. A detail of the Quality Control tests conducted in this month is attached herewith as Annexure - VII.

The sources of Borrow Materials l ike soil from Embankment/Sub grade has been identified and approved for construction of Project Highway. The locations of Borrow Area with approximate quantities are given hereunder –

8.0 SAFETY ON PROJECT HIGHWAY AND ENVIRONMENT

8.1 Status of Various issues related Safety is given hereunder.

Observations: The Concessionaire was informed to implement strictly the following safety measures:

1. To install adequate Cautionary Boards, Barricades and Flagmen at areas where construction activities are in progress.

2. To implement that, all construction workers at site need to wear Personal Protective Equipment (PPE) as per

requirement given in IRC: SP-55.

3. To install barricades at the exit/entrance point of the ongoing Construction at realignments/bypasses, to

prevent entry of private/public vehicles in the construction sites.

8.2 Dust controls at site & Crusher locations

The contractor has made arrangements for regular sprinkling of water for dust control at construction sites / on Project Highway and at quarry.

The Independent Consul tant submittal their recommendation to the PD-NHAI.

a) PUP of size 5m×3.5m at Ch. 3+800. which was proposed as “CoS” item is proposed for construction in

place of PUP at Vadal at Ch. 20+000 from original scope and considered for relocation to Ch. 3+800

b) PUP of size 5m×3.5m at Km. 113+600 which was proposed as “CoS” item is proposed for construction

in place of PUP at Ch. 119+900 from original scope and considered for relocation to Ch. 113+600.

11.0 ISSUES REQUIRE TO ATTENTION

attached the hearing. Further vil lagers of Junagadh have failed the PIL (283 of 2013) in high court

against proposed alignment and have also accused LAO of bypassing certain procedures during the 3D hearing. Due to this LAO (Junagadh), is hesitant to

proceed til l the court gives further orders.He has sought legal advise and further LA Process is haled up as on date

instructed CALA to carryout 3G hearing for balance vil lages also.

During the hearing on 25 July 14

High court has granted an order of ‘status quo’ as regards to the

existing position nature and character of the property as on 25 July 14 til l 30 July 14. Next hearing

is on 4 Sep 2014. Stil l Hence all LA process has come to standstil l . Complete works of Junagadh

bypass remains suspended due to non availability of land.

Construction work cannot be commenced in 19.80Km(Approx.) length of bypass along which

another 0.10 km held up in its approaches on both ends totall ing to 19.90 km.

The process of LA (3G to 3H) for the Junagadh Bypass of

19.80 km needs to be expedited as these delays would affect project completion

schedule.

Time bound plan for

resolution of the PIL 283 of 2013 shall be taken up by NHAI on top most priority so

as to avoid further complexity of this court case.

Case SCA 13477 at Gujarat High court Patan - Out of 4.71 Km, LA process was completed for 3.11 Km only i.e66%.

(Balance 1.60kms. – 34%) Payment to disputed property and ownership issue to be expedited.

The majority of non-availability of land is at Supasi&Patan vil lages where the 3G

for part-2 of LA process is underway.

Construction work cannot be commenced in 2.77 Km (approx.) length and there are 6 gaps in

length because of the same which are causing delay in works

To expedite the further process of balance payment

disbursement and deliver the balance land for 3 vil lages. The concessionaire

requests your intervention for speedy process of Part 2 3D approvals

publication in gazette & further process of 3G & 3H

(Payment disbursement) in these two vil lages to mitigate further

delay in completion of project.

3 Land Acquisition – 3 villages (Keshod Bypass – Movana, Keshod &Kevadra village) LA proceeding has been stalled on account of public resistance to proposed

alignment. A revised alignment prepared by DPR Consultant & consented by IE has been

recommended by PD to NHAI on 29.08.2012. The revised alignment has been

approved by PD NHAI & the intimated to the Concessionaire on 01.02.2013. This revision in alignment has necessitated fresh LA proceedings.

Part of the main carriageway has been constructed within 30m available ROW.

However other works l ike service roads, l ined drain etc. are pending for completion of LA for the complete ROW of 60m.

including slope protection, drainage works etc.

due to non availability of ROW 3D published in Gazette and

process will severely jeopardize the exceptional efforts taken by

JSTPL and will delay the work as above within 60 meter ROW

1.00 km (approx.) length of highway is affected for carriageway works and 11.40 km of ROW land is

affected.

Recommencement of LA process as per revised alignment

and delivery of complete land for keshod bypass as per revised alignment

without any further delay.

4 Land acquisition – Toll Plaza (Including Traffic Aid Post & Medical Aid Post)

As per Schedule- B 16000 sqm. of additional land is required at one Toll Plaza.

So therefore total land required for total Toll Plazas (2nos.) is 32000 sqm. As per Design carried out based on reference layout given in IRC 84: Manual for

Four Laning 108000 sqm of land is required. But concessionaire has optimized the land to only 10.000 sq.m. at each Toll Plaza (Total 20.000 sq.m. for 2 Toll

Plaza) Toll Plaza – I – The work was stopped due to heavy resistance from locals, who

wants to shift the location of this Toll Plaza by 1 km in Govt. land. 3C hearing completed on 23.12.2013.

Toll Plaza – II – 3C hearing completed on 21.12.13. 3D documents approved by

the MoRTH, gazette publicationdone on 07.03.14 followed by publication in

local newspapers on 28.03.14.

Toll Plaza – I – 3D Document were

pending at LAO since last 3

Months have been forwarded to NHAI RO for further processing. It is learnt that NHAI HQ has

forwarded the same to MORTH for publication in Gazette on 10 July 2014. 3D Gazette Publication published on 21 Sep 2014. 3G
