Hildebrandt moved/Kammeyer second to accept bids and award leases to high bidders as follows: Field A 75.94 acres (NW of the Poor Farm bldg. site) $25,651.77/yr and Field B 78.28 acres (NE of Poor Farm bldg. site) $26,442.20/yr to Nathan & Whitney Kremer; Parcel C 98.45 acres (SE of Poor Farm bldg. site) $38,001.70/yr to B & B Dairy, William Schaufenbuel; Parcel D 20.2 acres (NW of Convenience Center/Landfill) $4,800.00/yr to Matt Sorensen. Hildebrandt moved/Kammeyer second to approve electronic payment of the additional $10 filing fee for the State of Iowa 509A Certificate of Compliance. Board continued discussion from the previous meeting considering designating each board member signatory authority on agreements and contracts for their respective boards and committees. Board concluded that in order to keep binding signatures county board related rather than individual and having consulted with the independent auditor, Hildebrandt moved/Kammeyer second to re-authorize board chair to sign all future official documents. Board/Committee updates: Hildebrandt participated in a ECR Mental Health virtual board meeting; Neil participated in ISAC County Supervisors virtual board meeting; Kammeyer facilitated an IA Workforce Development Board meeting. Sara Dickinson, Cottingham & Butler Benefits Consultant representative, met with the board to review FY20 health insurance & employee benefits and to discuss FY22. Barb Meeker, HR Clerk, present. Board met with Landon Moore, Engineer, for a weekly Secondary Roads department update. Kammeyer moved/Hildebrandt second to approve a utility Permit for Iowa Regional Utilities Association for 3” water main along Navaho Ave in Frederika Township. City Council meeting was given by Thomas Geise; and posting of the Colors and the Pledge of Allegiance was also led by Geise.
The Plainfield City Council met for a special meeting on September 30, 2020 in the Council Chambers of City Hall at 5:00pm with Mayor Thomas Geise presiding and Council Members Jamison Downing, Blake Franzen, Steven Janssen and Joseph Schmall present. Council Member Clyde Balvanz was absent. The following department head was in attendance: Brittney Lentz, City Clerk/Treasurer.
Motion by Schmall, seconded by Downing to approve the agenda. Ayes: All. Motion carried.
Discussion was held on the reimbursement request application for the Local Government Relief Fund. The Council will be requesting $3,323.43, which is 25% of the public safety contract for the applicable time period. Motion by Janssen, seconded by Franzen to adopt Resolution No. 2020-24: REQUESTING REIMBURSEMENT FROM THE IOWA COVID-19 GOVERNMENT RELIEF FUND. RCV- Ayes: Downing, Franzen, Janssen and Schmall. Nays: None. Absent: Balvanz. Motion carried.
Motion by Schmall, seconded by Downing to adjourn the meeting at 5:08pm. Ayes: All. Motion carried.
