Bond Issue Planning Process Recommendations for the projects in the 2014 bond issue came directly from the community. A citizen facilities advisory committee comprised of district stakeholders participated in a series of meetings and developed recommendations. The Board of Education is now seeking permission from the voters to access funding for the identified projects. Camera systems will be upgraded to enhance security in high-priority areas. Renovate: We must provide learning environments that meet the needs of all School District 145 students while promoting equity. Financial Considerations and Tax Impact

The District 145 bond issue is for $15,580,000. Projects, and the sale of bonds, will be phased in over several years. The 1996 Waverly High School bond debt will retire in 2016, reducing the tax levy impact. The tax rate is significantly lower in 2014 than 2005 when voters last approved a bond issue to build Waverly Middle School and add onto Waverly High School.

Historically low interest rates create very favorable financing conditions.

Capital funds pay for major renovations. The most common way of financing capital funds is through the sale of bonds. This money is then paid off over a number of years, through taxes. Bonds allow school districts to complete projects now, and pay them off gradually over time – much like a mortgage on your home.

School District 145 encompasses over 300 square miles and serves a steadily growing number of students and families in, and surrounding the communities of Alvo, Eagle, Prairie Home, Walton, and Waverly. Our 270 district employees are working together each day to provide a quality educational experience for more than 1,900 students in grades K-12.

Waverly High School students consistently outscore their peers at the state and national level on the ACT college entrance exam.

Student enrollment since 1990 has grown an average of 1% annually. K-12 enrollment in 2005 was 1,632; currently it exceeds 1,900 students. Current facility capacities exceed future enrollment projections.

Since 2013, over $4 million invested to upgrade HVAC systems at Eagle and Hamlow elementary schools, plus replace exterior and interior fire doors at all three elementary schools.

Impact of Bond Issue:Secure: Modify existing facilities to create secure entrances in our schools.

Innovate: Increase the bandwidth capacity of the fiber backbone that connects all schools to each other and the Internet. Increase wireless access: Upgrade cabling, switches, controllers and access points to provide the capacity required to deliver curriculum digitally. Replace phone system at WIS & WHS.

Renovate: Providing positive learning environments in schools.Renovations include:
