DELTA TWP. - With 16 dispensaries operating in the city of Lansing and one each in DeWitt and Meridian Townships, the pressure is on for Delta Township to decide how to deal with the issue of medical marijuana locally. A second moratorium on dispensaries in the town- ship will expire next March. On Nov. 15 planning director Mark Graham dis- cussed with the board the pros and cons of an or- dinance that would require licenses for caregivers of patients using marijuana, acknowledging that he has been receiving calls from people asking about the issue. “Right now there are 30,000 caregivers in Michigan and we don’t know how many are in Delta,” Graham said. O’Brien said the blaze started outdoors in bushes and mulch, then traveled to the building and up the eavestrough to the attic. Typically attic fires move rapidly to all the units that share a common roof, but not in this case. “Firefighters stopped it before it got beyond the first townhouse,” O’Brien said, adding that the second unit sustained very little damage. No one was injured. Contrary to what some onlookers thought, no pets died in the fire. One dog, who didn’t respond to firefighters, was rescued when its owner called it from just outside the front door. “Both units aren’t liveable right now because of venting and roof problems,” said Jerry Harkness, Delta Township building department director. The residents of one of the units were able to stay with family and friends, with the Red Cross finding overnight shelter for those living in the other. Helen WhiteHelen White celebrated

her 100th birthday Nov. 5.A early birthday was held

at Covington Woods, whereshe resides, on Aug. 7, withfamily members from Penn-sylvania, Indiana, Wisconsinand New Mexico.

She was born Nov. 5, 1910in Hartford City, Ind.

April 15, 1933 she marriedClifford White (deceased).The couple had three chil-dren, Gordon White of Albu-querque, NM, Phyllis WhiteHoesl of Lansing, and GaryWhite (deceased); 13 grand-children, 13 great-grand-children and 6 great-great-grandchildren.

Helen worked for J.C.Penney Company for 22years retiring in 1975. Shewas a volunteer at the S.D.A.Community Service Centerfor 34 years. She stoppedher volunteer work at age98.

‘Tis the season....

Your child is hot, flushed, has no appetite, is listless, hasdiarrhea or vomiting, has a runny or congested nose and soundslike your Saint Bernard. OK, so it’s this flu thing - it has been“going around” you say.

These words reverberate through our Center every day. Somepeople take peace that other children are also afflicted. Thereseems to be some kind of safety in numbers it seems. The otherthing that we as a society have been taught is that this child issick. Yes, absolutely! There is no question in our minds. This is“sickness” at its best.

But wait.....

Let’s look at this in some detail.

Your child has a fever. This is actually a good thing. It isyour body’s way of literally “burning” the bug. It is also theresult of all the necessary body activities kicked into high gear tofight for survival.

All this extrawork produces extra heat -Fever. It is that simple.At the same time, however, the eyes take on a glassy appearance -the result of being continually washed with tears to cool down thecornea, which is very heat sensitive. In its wisdom, your child’sbody may want to get rid of this germ really fast - diarrhea andvomiting comes to mind.There isn’t a quicker way!

This is good!

Your child may be competing with your Saint Bernard. Itis simply another portal of exit for the germs that have invadedhis body. Breathing and respiration also increase - your childliterally exhales the invading organism faster. You’ll notice thatthe skin is moist and clammy - simply another method of exit forthe bugs. At the same time, however, you notice that your childhas no appetite. Even McDonald’s, his all time “fave” gives himthe heebie-jeebies. The reason is that his body energy is gearedtowards survival and is on emergency stand-by.There is no energywasted digesting food.

You, by now, are probably thinking, “I didn’t know that.”

There you have it - the logic behind the scenes. Pretty amazingisn’t it? In case you didn’t know this, your nervous system, thatamazing computer-Internet complex that runs all of you, isresponsible for all this marvelous activity. It is the system thatcauses your immune system to spring into action to protect you- any way it can.

This is not “sickness.” It is an expression of health. It isyour body doing exactly what it needs to do, in order to regainyour health. I am not saying you have to like it, though, but it is,nevertheless, in your best interests.

Whenyourchild isfeelinglike this,parentshave thecompulsionto intervene and interfere with this process unknowingly - coughsuppressants, anti-fever medication, antibiotics, etc. We havebeen carefully taught that a child needs these drugs to be healthy.Nonsense!Your child simply needs no interference.

There are a number of things youcan do, however, to help your childwhile his/her body is “doing its thing”;

A. Have your child checked bya chiropractor to make certain his/her nervous system is functioningoptimally so it can handle this“sickness” thing.

B. Lots to drink. Water is best but kids don’t like it.You canuse diluted fruit juice

C. Lots of rest and vegging out.

In the event that your child is not improving on his own in aweek, it means that his immune system is weak and crisis caremay be needed. Call us.

Frank B. KrupiarzDelta Township

Died on November 8, 2010 at the age of 90.Frank was born in Chicago, son of Polish immi-

grants Blazej and Katherine Krupiarz. He spent his earlyyears in Hamtramck, later moving to Battle Creek, graduat-ing from Battle Creek High School. As one of the original 250Seabees, served in the Navy from 1941 to 1947 in the hazard-ous position of weather observer during the typhoon seasonin the South Pacific. Frank then returned to the calmer life ofa college student and received his BA from Michigan StateUniversity, member of Alpha Gamma Rho fraternity. OnJune 17, 1950 he married the love of his life, ReginaTomaszewski of Gaylord. In 1951 he was recalled to activenaval duty, serving in the South Pacific during the KoreanConflict. In 1956 Frank accepted the position of PersonnelDirector for the Michigan Department of Public Health. Alsoduring this period he attended night school at MSU and ob-tained an MA in Economics. After 29 years of service to thestate of Michigan he retired in 1983. Frank was a ballplayer,swimmer, golfer, swim official and gave much of his timehelping youngsters become good athletes.

He was very supportive of the educational and sports ac-tivities of his children and grandchildren. A longtime parish-ioner of Holy Cross Catholic Church until it closed, Frankbecame a member of St. Mary Cathedral. His parents andbrothers Chester and Joseph preceded him in death. Frank issurvived by Regina, his wife of 60 years, their seven childrenTom (Nancy), Jane Earl (Greg), Patty (Evertjan Masurel),Bob (Lisa), Jim (Jay Miller), Teresa Hill (Rob) and Chris(Barb), and 11 grandchildren, who love him dearly. His fami-ly was his life.

Celebration of the Funeral Mass was Thursday, No-vember 11, 2010, 10:00 a.m. at St. Mary Catholic Churchwith Rev. Fr. Bernard Reilly as celebrant. Interment will fol-low in St. Joseph Catholic Cemetery. The family receivedrelatives and friends, Wednesday, November 10, 2010, from2-4 and 6-8 p.m. at the Palmer, Bush & Jensen Family FuneralHome.

struggle to figure out howto implement an ambiguouslaw.

Under the provisions ofan initiative approved bythe voters in 2008, patientswith registry ID cards fromthe Michigan Departmentof Community Health al-lowing them to use mar-ijuana may grow up to12 plants in their homesand possess two-and-a-halfounces of the drug. Thetownship doesn’t plan tohave any oversight of theseusers.

Patients who have aspecified caregiver, howev-er, are not allowed to growplants themselves. Instead,caregivers, who may haveup to five patients at atime, are responsible forgrowing and providing themarijuana, with 12 plantsper patient. So, if caregiv-ers are themselves patients

with registry cards, eachone could have up to 72plants and possess almost apound of marijuana.

These are the people thetownship may decide to li-cense, although the loca-tion where the marijuanais grown would be licensedand not the person growingit. Because of privacy is-sues, the license wouldcome from the sheriff’s de-partment as the enforce-ment agency and not thetownship.

Other provisions of alicensing ordinance wouldinclude making sure thatcaregivers’ locations wouldbe at least 1,000 feet fromschools and day care facili-ties, as well as from adultrelated businesses and oth-er sites where marijuanais being grown. Caregiverswould also have to havethe electrical and plumbingpermits needed to cultivatethe plants..

No signage would be al-lowed and there would stillbe a prohibition on dispen-saries in the township.

Complicating the pic-ture is the fact that thereare two medical marijuanacases in the Michigancourts right now. In one,the Oakland County sheriffand prosecutor are holdingthat dispensaries like theone called Clinical Relief inFerndale are illegal.

In the other case, a pa-tient with a registry IDcard has sued the cityof Wyoming for prohibitingpeople from growing mari-juana plants because grow-ing the plants conflicts withfederal law.

“The board is placinga high priority on this is-sue,” Graham said afterthe meeting. “We’re goingto continue researching aswell as networking withother communities and lawenforcement agencies.”

Floodplain Management

The Delta Township Board introduced the following ordinanceat its regular meeting held on October 18, 2010.The Delta Township Board adopted the following ordinance atits regular meeting scheduled for 6:00 p.m. on November 15,2010.THE CHARTER TOWNSHIP OF DELTA ORDAINS TO AMEND THECODE OF ORDINANCE OF DELTA TOWNSHIP AS FOLLOWS:Sec. 7.25 - 1 Short title.This ordinance shall be known and cited as the "Delta Town-ship Floodplain Management Ordinance."Sec. 7.25 - 2 Purpose.The purpose of this ordinance is to designate an enforcingagency to discharge the responsibility of floodplain manage-ment for the Charter Township of Delta, Eaton County, and todesignate regulated flood hazard areas under the provisionsof the State Construction Code Act, Act No. 230 of the PublicActs of 1972, as amended.Delta Charter Township participates in the Federal Emergen-cy Management Agency’s (FEMAs) National Flood InsuranceProgram (NFIP) by complying with the program’s applicablestatutory and regulatory requirements for the purposes of sig-nificantly reducing flood hazards to persons, reducing proper-ty damage, and reducing public expenditures, and providingfor the availability of flood insurance and federal funds orloans within the Township.Sec. 7.25 - 3 Definitions.For the purposes of this ordinance certain words and termsused herein shall have the following meaning:Flood or Floodinga. A general and temporary condition of partial or com-plete inundation of normally dry land areas from: 1) the over-flow of inland or tidal waters, 2) the unusual and rapid accu-mulation or runoff of surface waters from any source, 3)mudflows, andb. The collapse or subsidence of land along the shore ofa river, lake or other body of water as a result of erosion or un-dermining caused by waves or currents of water exceedinganticipated cyclical levels or suddenly caused by an unusuallyhigh water level in a natural body of water, accompanied by asevere storm, or by an unanticipated force of nature, such asflash flood, or by some similarly unusual and unforeseeableevent which results in flooding, as defined in paragraph (a)(1)

of this definition.Flood hazard area An area susceptible to flood, mudslide (i.e.,mudflow) or related erosion as designated on the Flood Haz-ard Boundary Map, issued by the FEMA, as Zone A, M, and/orE.Flood Hazard Boundary Map (FHBM) An official map of a com-munity, issued by the FEMA, where the boundaries of theflood, mudslide (i.e., mudflow) related erosion areas havingspecial hazards have been designated as Zone A, M, and/or E.Floodplain Any land area susceptible to being inundated bywater from any source (see definition of flooding).Floodplain management The operation of an overall programof corrective and preventive measures for reducing flood dam-age, including but not limited to emergency preparednessplans, flood control works, and floodplain management regula-tions.Floodplain management regulations Zoning ordinances, subdi-vision regulations, building codes, health regulations, specialpurpose ordinances (such as a floodplain ordinance, gradingordinance and erosion control ordinance), and other applica-tions of police power that provide standards for the purposeof flood damage prevention and reduction.Structure A walled and roofed building that is principallyabove ground, gas or liquid storage facility, as well as a mo-bile home or manufactured unit.Sec. 7.25 - 4 Agency designated.The Township Zoning Administrator is hereby designated asthe Floodplain Management enforcing agency to discharge theresponsibility of the Charter Township of Delta under Act 230,of the Public Acts of 1972, as amended, State of Michigan. TheCharter Township of Delta assumes responsibility for the ad-ministration and enforcement of said Act throughout the cor-porate limits of the Township.Sec. 7.25 - 5 Code appendix enforced.Pursuant to the provisions of the state construction code, in ac-cordance with Section 8b(6) of Act 230, of the Public Acts of1972, as amended, Appendix G of the Michigan Building Codeshall be enforced within the Charter Township of Delta.Sec. 7.25 - 6 Designation of regulated flood prone hazardareas.The Federal Emergency Management Agency (FEMA) Flood In-surance Study (FIS) Entitled Eaton County, Michigan (All Juris-dictions) and dated11/26/10 and the Flood Insurance RateMap(s) (FIRMS) panel number(s) of 26045C; 0088E, 0089E,0093E, 0094E, 0113E, 0201E, 0202E, 0203E, 0204E, 0206E, 0207E,0208E, 0209E, 0215E, 0216E,0217E, 0228E, and 0236E and dated11/26/10 are adopted by reference for the purposes of adminis-tration of the Michigan Construction Code, and declared to bea part of Section 1612.3 of the Michigan Building Code, and toprovide the content of the "Flood Hazards" section of TableR301.2(1) of the Michigan Residential Code.

Sec. 7.25 - 7 Agency responsibilities.1. Obtain, review, and reasonably utilize flood elevation da-ta available from federal, state, or other sources pending re-ceipt of data from the FEMA to identify the flood hazard areaand areas with potential flooding.2. Ensure that all permits necessary for development infloodplain areas have been issued, including but not limitedto: Township Certificates of Zoning Compliance; TownshipBuilding Permits; Michigan Department of EnvironmentalQuality Floodplain Permits, approvals, or letters of no authori-ty under the floodplain regulatory provisions of Part 31, "Wa-ter Resources Protection," of the Natural Resources and Envi-ronmental Protection Act, 1994 PA 451, as amended.3. Review all permit applications to determine that pro-posed building sites will be reasonably safe from flooding.4. Review all proposed subdivisions to determine whethersuch proposals are reasonably safe from flooding and to en-sure compliance with all applicable floodplain managementregulations.5. Assist in the delineation of flood hazard areas; provide

information concerning uses and occupancy of the floodplainor flood-related erosion areas; maintain flood proofing andlowest floor construction records; Cooperate with other offi-cials, agencies, and persons for floodplain management.6. Advise FEMA of any changes in community boundaries,including appropriate maps.Sec. 7.25 - 8 Repeals.All ordinances inconsistent with the provisions of this ordi-nance are hereby repealed.SEVERABILITY If any clause, sentence, paragraph, or part ofthis Ordinance shall for any reason be finally adjudged by anycourt of competent jurisdiction to be invalid, such judgmentshall not affect, impair or invalidate the remainder of this Or-dinance but shall be confined in its operation to the clause,sentence, paragraph or part thereof directly involved in thecontroversy in which such judgment is rendered.REPEAL All ordinances or parts of ordinances of theCharter Township of Delta inconsistent herein are hereby re-pealed so far as they may be inconsistent with the provisionsof this Ordinance.EFFECTIVE DATE This Ordinance shall take effectupon final publication as required by law.
