With the support of Council and a volunteer committee of engineers and property manage- ment specialists, we have made the decision to demolish the two major buildings on the Kennedy House site. There was very limited interest in the community to redevelop the “school” building as a facility for various organizations to operate with their own permanent space for meetings and other activities. The shop building will be retained as a potential headquarters building and storage facili- ty for the Parks & Recreation department. If this does not materialize, then this build will also be demolished. We have a private citizen who is interested in acquiring and moving the house that is located at the entrance to the site. The perimeter steel fence will be removed and we are looking for a party who could take advantage of the salvage value in this significant amount of high quality fenc- ing. We expect demolition to take place in the late spring, early summer. We are also in the process of awarding a contract to a company who will provide the Township with a Master Plan for the long term development of the Kennedy House site to meet the future recreational needs of the community. MAYOR'S MESSAGEOur designation as the TRAIL CAPITAL of CANADA has been recognized and celebrated with a major

Admission Standards for Public Pools"Admission Standards for Public Pools" were developed bythe Office of the Coroner of Ontario to assist Lifeguards andAssistant Lifeguards in maintaining adequate surveillance overthe whereabouts and the activities of young bathers while theyare inside the pool enclosure. The Ontario Ministry ofHealth and Long Term Care strongly support these recom-mendations for the purpose of preventing injuries and fatali-ties.

1. Children 5 years of age and younger must be accompaniedby a parent or guardian 12 years of age or older. The parentor guardian is responsible for their direct supervision andmust be in the water and within arms reach of the child(ren)at all times. A parent or guardian may not supervise morethan 2 children at any given time.

2. Children 6 to 9 years of age must be accompanied by a par-ent or guardian 12 years of age or older. The parent orguardian is responsible for direct supervision & must be in thewater. If the child can swim and pass a facility swim test, theparent or guardian does not have to remain within arms reachof the child, however, must remain in the pool enclosure toprovide supervision of the children and remain in visual con-tact. Supervision 1:2 ratio for non-swimmers, 1:8 ratio withlifejackets and 1:10 ratio for children able to pass facility swimtest.

3. Children 10 years and older may swim without adultaccompaniment.

FACILITY SWIM TEST:

SHALLOW: swimmers must be able to swim one (1) widthCompleted Swim Kids 3 or equivalent.

DEEP END:To swim in the deep end, swimmers must beable to swim two (2) widths or one (1) length of the pool suc-cessfully

GROUPSPlease book groups well in advance with a supervisor toensure there is adequate staff. Entrance to public swim is ona first come first serve basis; please arrive early to ensure yourgroup gets in together.

STREET SHOESPersons wearing street shoes will not be permitted to enterchange rooms or the pool deck. It is recommended that youbring a change of shoes to enter the pool area.

CHANGE ROOM AGE REQUIREMENTSChildren six years of age or older are required to use thechange room of their own gender. If this is not suitable,please use the family/special needs change rooms.

FAMILY/SPECIAL NEEDS CHANGE ROOMA Family/Special Needs change room is available for use.Please see staff for directions.

PERSONAL BELONGINGSPatrons using the facilities should not leave ANY valuables inthe change rooms. Please take precautions to secure all itemsor take them with you and keep them within view.

SHOWER BEFORE SWIMMINGA thorough shower before you enter the pool will help keepthe water clean for your swimming enjoyment.

STROLLERSStrollers are not permitted in the change rooms or on deck. Ifyou require one, please ask at the office and one will be pro-vided for you (Limited strollers available)

FOOD AND BEVERAGESFood and beverages are NOT permitted on the pool deck orin the change rooms. The only exception made is non break-able water bottles.

TO DIAPER OR NOT TO DIAPERWe ask that disposable diapers are not worn into the swim-ming pool. We request that those not toilet trained wear aswim diaper that can be purchased at your local drug store orsnug fitting plastic plants under their bathing suit.

POOL FOUL/POWER FAILURE/MAINTENANCECLOSUREThe pool may close at an inopportune time due to a poolfouling, power failure, or mechanical/maintenance problem.When this occurs, instructors will use thetime to focus on water safety components ofinstructional programs. Cancelled lessonscannot be made up and swim tickets will beissued.

FAMILY RATEA family rate is defined as IMMEDIATEFAMILY MEMBER’S (mother, father, chil-dren, step parents/children) living in thesame household.

SENIOR RATEThe senior rate is for people who are 60 years of age or older.Proof of age may be required.

Registration DeadlinesLater registrations may be accepted on a space availabilitybasis. Full payment of fee and applicable taxes will be admin-istered. Registration deadline is one week following the com-mencement of programs.

Program Cancellation/RevisionsSometimes excellent programs, with super instructors are can-celled when too many people wait until the last minute to reg-ister. Our programs are based upon a cost recovery basis andwe need a minimum number of participants registered beforea camp/class can go on. A full credit will be provided if theRecreation Department is responsible for program cancella-tions or changes. The Town of Uxbridge reserves the right tocancel or revise any program in accordance with participantrequirements.

Returned ChequesWe know that mistakes sometimes happen, but it is necessaryto administer a $35.00 charge for returned NSF cheques. TheTown of Uxbridge reserves the right to cancel the registrationor to revoke privileges until full payment is received.

Age of ParticipantsMost of our programs/swimming lessons are designed for aspecific age group. All participants must be the required ageas outlined in the guide as of the completion date of the pro-gram/lesson. Camp programs are based on age of participantin the current calendar year.

Special NeedsIf you or your child requires special assistance for one of ourprograms please let us know and we will try to accommodateyour needs. For more information please contact Carolyn

Clementson at (905)852-7831. One month notice is neededfor Special Needs Support Worker.

Code of BehaviorThe Town of Uxbridge endeavors to provide the highest levelof safety and enjoyment to all participants and staff membersfor the duration of its leisure programs/aquatic lessons. Theseguidelines have been developed to ensure that all involved areaware of acceptable behavior. Coarse language, bullying, van-dalism, physical and aggressive behavior will be recorded,

reported and may result in the removal fromthe leisure program/aquatic lesson or facility.

For Everyone’s Health & SafetyIf a participant has a communicable disease(e.g. Lice, Chicken Pox, etc.) or a current pub-lic health concern we would ask that the par-ticipant not attend leisure programs, swim-ming lessons or public swimming. Participantsare welcome to return to the leisureprogram/aquatic lesson when they are healthy.Parents should be aware that the Child &

Family Service Act requires that any suspicion of child abusebe reported immediately to the Children’s Aid Society.

SERIOUS MEDICAL CONDITIONSThose with serious medical conditions should be accompa-nied by an individual, who is knowledgeable of theircondition. Please notify staff on duty of your condition.

Unforeseen CancellationsUnfortunately the Township of Uxbridge is unable to resched-ule classes cancelled due to weather conditions or mainte-nance breakdowns or other unforeseen circumstances.

Refunds or Transfersa. A full refund is available if the program you choose is can-celled. Request for refund will not be accepted after the firstlesson unless accompanied by a medical certificate. We regretparticipants receive no refund if the cancellation affects mini-mum class numbers or the request is past the fourth lesson.

b. Refund/credit requests must be submitted in writing. Theeffective date will be the date the Parks, Recreation andCulture department receives written notification. Verbalnotification will not be accepted. Non-attendance does notconstitute notice of withdrawal. An administrative fee of $15will be deducted regardless of refund or credit issued. Allrefunds/credits will be “prorated” whether classes are attendedor not. Seven days notice is required. Any classes missed maynot be made up at another class time or session. Please allowfour weeks for the processing of refunds. Refunds will only beissued to the original registrant.

c. Requests for changes and transfers will be accepted prior tothe start of the program and are conditional on class and spaceavailability in the program. A $15 administration fee may beapplied to transfers and seven days notice is required. Noticecan be forwarded to [email protected]

PHOTOGRAPHY/VIDEOTAPING/PHOTO CELLPHONESDue to the new privacy laws, the use of cameras and videorecorders must be arranged with the office supervisor prior tothe event. ALL CELL PHONES MUST BE TURNEDOFF AND NOT USED IN THE CHANGE ROOMS.Unless parent/guardians indicate otherwise, The Parks &Recreation department will assume permission is given forany pictures taken during any Department program to beused to promote Recreation programs.

WEATHER CONDITIONSParticipants are encouraged to dress appropriately and be pre-pared for diverse weather conditions during the course of theselected program. Severe weather conditions are taken intoconsideration when planning programs. Programs will bealtered if the need arises. Indoor facilities are usually availablefor all programs unless otherwise specified.

LATE PICK UP FEE POLICYExtended care is available for camp programs. Participantsmust sign up in advance for staffing purposes. Pleasecheck/confirm your pick up times with your councilors. Anextended care fee will be charged if you are late picking upyour child.

STAFF TRAININGAll Department staff receives training in the Township ofUxbridge’s Policies, Procedures and relevant legislation priorto beginning work.

LOST AND FOUNDParticipants in Department programs are responsible for theirown articles. It is strongly recommended that no valuables ormoney be brought to any program. The Town of Uxbridge isnot responsible for any lost or stolen items. The Lost andFound is located at the Uxbridge Pool.

Pool Parties Option one: Party includes one Lifeguard, 1/2 pool rental for1 hour and an hour hall rental following your swim.

Available Saturdays 3:00—5:00 pm, Sundays 10 - 11am,Sundays 3:00—5:00 pm and selected weekday evenings inDecember. Cost: $115.00 + GST.

Option two: Rent the Hall following our Public Swims onSaturdays or Sundays from 2:30 - 3:30 pm. Cost: $36.75 + GST and admission to public swim @ $3 perperson.

Please note: Admittance policy for children will apply. Extralifeguards needed for parties over 20 people for an additionalcost.

If you are an individual or business operatorand are interested in partnering with Parks &Recreation to deliver a recreation or leisure styleprogram, we would like to hear from you!

Program proposals are being accepted nowfor inclusion into the upcoming season.

Proposals being submitted must be consistentwith the mandate of the Parks & Recreation

Department to “enhance the quality of life inthe community through the delivery of qualityprograms which promote a healthy and activelifestyle.” Proposals should include:• Name of company or individual

• Name of the program being proposed with afull description of the program and its desiredoutcomes. Identify length of the program i.e., one class or a series of classes over a number ofweeks Identify Winter, Spring or Per personcharge being proposed

• Summer program season

• Potential location for program(s)

• Experience and background ofindividuals/company specific to program beingproposed including any individual certifications.

• Proposals can be of a cultural, sport, leisure,wellness or recreational nature.

What Is Masters Swimming?The Uxbridge Masters Team is a professionally coachedgroup of adults (must be 18+years) who are committedto improving their fitness and swimming ability byparticipating in regular team practices. Coachedsessions offer 3 levels of workouts (beginner, intermedi-ate, advanced) – designed for both beginning swimmerslooking to simply elevate their fitness levels, as well asfor intermediate and advanced swimmers wanting astructured physical challenge or training for triathlonsor sanctioned Masters swimming competitions.

The Uxbridge Squash Clubhas been operated by volun-teers in our community formore than 30 years, usingtwo North American courtslocated at Uxpool. The Clubwelcomes Youth players(aged 10-16) and Adultplayers (aged 17 and up) atany level of playing skillfrom novice to expert.

Currently, Adult Club mem-bers play in box leagues onMonday, Wednesday and/orThursday evenings, 5:00-9:00 PM, from Septemberthrough April. Youth Clubmembers play under thesupervision of Uxpool staffon weekdays (Monday

through Thursday dependingon demand) after school at4:00-5:00 PM. (NOTE thatplaying schedules will changefor the 2010-2011 seasondue to facility changesplanned for Uxpool.)

The Squash Club offers sev-eral tournaments throughoutthe year for both Youth andAdult league players.

Tournaments are typicallyplayed in October, Februaryand April (annual champi-onships). Prizes, food andrefreshments are provided ateach tournament. Uxpool offers...BoatOperator AccreditedTraining (B.O.A.T)

The Lifesaving Society’s BoatOperator AccreditedTraining (BOAT) program isaccredited by the CanadianCoast Guard. The BOATcourse teaches you all thesafe boating knowledge youneed to earn the PleasureCraft Operator Card. BOATfocuses on:

1. Obligations and responsi-bilities of a boat operatorincluding those imposed bylaw and regulations includ-ing the “rules of the road”.

2. How to respond in a

boating emergency includingperson overboard, break-downs, capsizing, swamping,sinking and grounding.

3. Knowledge of the opera-tion of pleasure craft includ-ing required safety equip-ment, loading limits, buoys,beacons and signs, weatherand fueling procedures.

The BOAT course is recom-mended for those with littleor no boating experience ortraining. The course consistsof 8 hours of classroom edu-cation. No water time isrequired. Pleasure CraftOperator certification cardsare issued to those how havepassed the written examina-tion.

The Uxbridge Historical Centre(Uxbridge-Scott Museum & Archives) isa cluster of 10 buildings in which theheritage of the Uxbridge area is collect-ed and displayed. On the site we havetwo houses, a church, a schoolhouse, aprint shop, two former community hallsand three implement sheds.

Thanks to a grant from the TrilliumFoundation, all of the museumbuildings are now wheelchair-accessi-ble. Come visit our historic buildingsand enjoy our scenic grounds.

Arts & Culture The Leaskdale Manse National Historic SiteCelebrating Lucy Maud Montgomery’sLife and Writings in LeaskdaleJoin the LMMSO in 2010 for another year of culturalhappenings at the National historic Leaskdale Manse andChurch. Home of Lucy Maud Montgomery Canada’s most famous author.

From 1911 to 1926, Montgomery wrote 11 books atthe Manse including her sequels to Anne and her poetrybook.

From educational and cultural tours and programs toentertaining and enjoyable events, we have it all. Bothsites are run by The Lucy Maud Montgomery Society ofOntario.

All profits from all events go towards the restoration ofboth sites. A huge restoration project begins in 2010 onthe interior of the Manse. The money will come from apartnership of Parks Canada, Township of Uxbridge andthe LMMSO. If you haven’t visited this National historicsite, arrange a tour.

The historic church is beautiful. Theinterior is very much like it was for Maud’s husband,Reverend Ewen Macdonald’s sermons each Sunday.

Our displays and presentations give the details and back-ground of Lucy Maud’s writing in Leaskdale and historyof this hamlet.

**Tours are given throughout the summer 5 days per weekor anytime of the year by appointment.

The Thomas Foster Memorial was built for $250,000 in 1936on a hill in the countryside of Uxbridge Township. The TajMahal inspired its structure, which is just outside of Agra,India. The roof surfaces are copper tile, and the entrance doors,windows, tracery and all metal parts are bronze. The beautifulstained glass windows are the work of Yvonne Williams, andare of hand-painted, fired and leaded glass, the colour anddesigns are harmonious and are distributed so as to flood theinterior with soft, colourful light. The floors are of richcoloured terrazzo and marble mosaics, wrought in symbolicdesigns.

On entering, one crosses the River of Oaths on which floatwater lilies and lily pads. In the general design of the floorbeneath the great dome, the motion, typifying life, radiatesfrom the Greek letters “Alpha and Omega” which in turn flankthe “Chi Rho” monogram in its early Byzantine form, theLaurel wreath of victory over death encircles the centre motif.Above, the drum of the dome is pierced with 12 stained glass,leaded windows, that in the east being in the form of a goldcross on a rich blue ground. Circling the lower part of thedome, above the great arches in gold lettering on a field ofgraded blue mosaic is the inscription… ‘Take this my body forit is done and I have gained a new life, glorious and eternal’

Heritage Uxbridge is a commit-tee commissioned by theUxbridge Council to act as anadvocate for the preservationand conservation of heritageproperties in the township.The committee is made up ofdedicated volunteers who carryout a number of on-goingresponsibilities throughout theyear, working with the commu-nity and the township membersassisting with and advising inmatters related to heritage andcultural aspects. In past years,the committee has developedand organized guided tours,Doors Open, and publishedarticles and maps that help pro-

mote Uxbridge’s cultural her-itage. It also produced aHeritage District Sign Bi-law tohelp promote a heritage “look”in the downtown district andcontinues to recognise individ-ual’s homes of heritage or cul-tural value through the PlaqueProgram.

This year an award called the“Heritage Appreciation Award”,has been established by thecommittee to recognize thoseindividuals “for taking the ini-tiative and action to preserveour past”. Three recipients,Strawberry Threads, Rutledge’sJewellers and the Tin Mill havereceived this award TheHeritage Sign By-lawGuidelines is used as a referenceto determine award recipients,and the boundaries include the

entire township. Informationabout how to receive this awardalong with ideas on improvingbuilding facades, windows andgeneral landscapes in keepingwith a heritage appearance, canbe found in the HeritageUxbridge Sign Guidelines at theTownship’s office.

2009 will also see the commit-tee involved with the“Downtown revitalization”,project and those plans andpolicies that will guide thetownship with its developmentof the downtown core. Further,the committee continues tomaintain a close watch on thePickering Airport lands, andwill endeavour to help protectany properties of historical andcultural value found within thatarea.

This year the community ofLeaskdale and the Lucy MaudMontgomery foundation willsee themselves proud, as itsoriginal Presbyterian churchknown mainly for its connec-tion to Lucy Maud, will receivea Provincial Heritage designa-tion. Keep informed aboutHeritage Uxbridge’s issues andprojects by connecting to ourbrand new web site scheduledto be up and running in thenew year.

Survive a Fire in YourHome... Plan YourEscape Today!

Anyone who has livedthrough a fire will tell youwhat a terrifying experience itis. Unfortunately, many peo-ple who experience fire neverget a chance to tell their story- to warn others of the dan-gers of fire.

Your fire department wantsyou to be prepared if a firestrikes your home. Please takea few minutes with your fam-ily to make a fire escape planby following the nine simpleinstructions listed below.Every household must have afire escape plan and workingsmoke alarms to help ensuresurvival in a fire. Begin yourplan by checking your smokealarms to make sure that theyare working. The smokealarms will wake you up if afire occurs while you areasleep.

1.Draw a floor plan of yourhome

Use a grid to draw a floorplan of your home, followingthe example provided as aguide. You should draw afloor plan for each floor ofyour home.

2. Include all possibleemergency exits

Draw in all walls, doors,windows and stairs. This willshow you and your family all

possible escape routes at aglance.

3. Include any importantfeatures that could help withyour escape

Doors and windows areescape exits from your home.

Are there any other featuresthat could help you get outsafely? Can you climb out awindow onto the roof of aporch or garage? Is there a treeor television antenna towerthat can be safely reachedfrom a window? These fea-tures can be extremely usefulin an emergency, however youmust make sure that all escaperoutes are practical andusable.

4. Mark two escape routesfrom each room

There is a main exit fromevery room. This will be theexit to use if there is no appar-ent danger. If you are unableto use the main exit becauseof smoke or fire, you musthave an alternate exit. Thesecond exit is usually the win-dow. Special considerationshould be given to planningescape routes from the bed-rooms as most fires occur atright when everyone is sleep-ing. This second exit must bepractical and easy to use.Make sure that the occupantof that bedroom is able to use

the second exit.

5. Remember - some peoplemay need help to escape

Decide in advance who willassist the very young, elderlyor physically challengedmembers of your household.

A few minutes of planningwill save valuable seconds in areal emergency.

6. Choose a place outsidewhere everyone will meet

Choose a meeting place thatevery one will remember. It isa good idea to choose a spotat the front of your home orclose to your neighbour'shouse. Everyone must knowto go directly to this meetingplace so they can be account-ed for. No one should go backinto a burning building forany reason.

7. Call the fire departmentfrom a neighbour's home

Once at the meeting place,someone can be sent to theneighbour's home to call thefire department. Include theneighbour's name and the firedepartment phone number(911) on your plan. Mark thestreet address of your homeon your fire escape plan,Always keep the FireDepartments number by yourown phone in case a neigh-

bour needs to call.

8. Make sure everyone isfamiliar with the homeescape plan

Go over the entire plan witheveryone. Discuss primaryand secondary escape routesfrom each bedroom. Ensurethat all children know theplan. Walk through theescape routes for each roomwith the entire family. Usethis walk-through exercise tocheck your escape routes,making sure all exits are prac-tical and easy to use.

It is important that all win-dows will open and that noheavy furniture blocks anyescape route. If escape laddersor ropes are to be used, makesure that they area accessibleand that the appropriate indi-vidual is capable of usingthem.

9. Practice your escape plan

After reviewing the floor planwith the members of yourhousehold, have an actualpractice to ensure that every-one knows what to do.Practice your escape planevery six months. In a realfire, you must react withouthesitation as your escaperoutes may be quicklyblocked by smoke or flames.Your practice drills will ensurethat everyone knows what todo when fire strikes.

When do I need a BuildingPermit?

The Township issues two taxbills per year. The Interim billis mailed in February eachyear with installments due inFebruary and April. TheInterim bill is based on 50%of the previous year’s tax ratesand is shown as a reductionon the final bill. Normally thefinal bill is mailed in Junewith the installments due inJune and September. The Clerk’s Department isresponsible to administer alllegislative requirements underthe Ontario Municipal Act,and other statutes that impactmunicipalities. TheDepartment prepares Counciland Committee agendas andminutes, acts as secretariat toCouncil and its Committees,and organizes and managesthe municipal records. Itadministers the Freedom ofInformation and Protectionof Privacy Acts and ensuresthat all eligible records areavailable for public viewing.

The department is alsoresponsible for issuing variouslicences including marriagelicences, business licences,taxi licences, and variousforms of lottery licences. Allvital statistics such as thebirth and death registries aremaintained by the Clerk’sDepartment. The Clerk’sDepartment also oversees andadministers a MunicipalElection every four years.

Cardboard and boxboard:Bundle and flatten your card-board boxes (including pizzaboxes) and boxboard (cereal,Kleenex, cracker boxes ect.)separately in bundles no larg-er than the size of the BlueBox.

Kitchen Food WasteComposting:

• Weekly green bincollection

• Place kitchen food wastesinside kitchen container.

• Use compostable bags orpaper bags as liners for thekitchen container. Neveruse regular plastic bags,such as grocery bags, toline your indoor container.Once full, remove com-postable bag liner, tieclosed, and place it intothe Curbside Green Bin.

What is Road Watch?A new community initiativedesigned to improve roadsafety by creating greaterawareness and giving resi-dents an opportunity to par-ticipate in identifying andreporting dangerous andaggressive driving in theTownship of Uxbridge.

Why have Road Watch?

To help reduce Motor Vehicle

Collisions and potentialinjuries and fatalities in theTownship of Uxbridge.

What is Aggressive Driving?

Aggressive driving is definedas excessive speeding, tail-gating, failure to stop and anyother unsafe driving that putsothers at high risk for colli-sion or injury.

How does Road Watchwork?

Citizen Report Forms may beused any time you observe anact of aggressive driving.Record as much informationas you can about the particu-lar aggressive driving incidentthat you witnessed. Thisinformation will help thepolice in monitoring high riskareas in our community. To

complete the report, includethe license number, the makeand colour of the vehicle, thelocation (as exact as possible)and the nature of the inci-dent. When you send in thereport, it is important thatyou sign it. This helps safe-guard the system againstabuse. Be assured that yourpersonal information is forstatistical use only and is heldin the strictest of confidence.Drivers reported will receive aletter from the police,describing the unsafe or

aggressive driving incidentthat was witnessed. If a driveris reported more than once,the police will make personalcontact with that individualregarding the reportedproblems in person or by tele-phone.

Subsequent offenses mayresult in enforcement actionby the police depending onthe severity of the incident.Remember, this is youropportunity to make ourroads safer – the same roadsyou use everyday.
