SWIM LESSONS: FREE LEVEL ASSESMENT Unsure what level your child is in? Uxpool offers free levelassessments during any public swim to accurately tell you whatswimming level you should register your child in. Uxpool offersthe Red Cross Program featuring a preschool and Swim Kidsprogram for all ages.

ADMISSION STANDARDS FOR PUBLIC POOLS"Admission Standards for Public Pools" were developed by theOffice of the Coroner of Ontario to assist Lifeguards andAssistant Lifeguards in maintaining adequate surveillance overthe whereabouts and the activities of young bathers while theyare inside the pool enclosure. The Ontario Ministry of Healthand Long Term Care strongly support these recommendationsfor the purpose of preventing injuries and fatalities.

1.Children 5 years of age and younger must be accompa-nied by a parent or guardian 12 years of age or older.The parent or guardian is responsible for their directsupervision and must be in the water and within armsreach of the child(ren) at all times.

2.Children 6 to 9 years of age must be accompanied by aparent or guardian 12 years of age or older. The parentor guardian is responsible for direct supervision & mustbe in the water. If the child can swim and pass a facilityswim test, the parent or guardian does not have to remainwithin arms reach of the child, however, must remain inthe pool enclosure to provide supervision of the childrenand remain in visual contact.

3.Children 10 years and older may swim without adultaccompaniment.

SHOWER BEFORE SWIMMINGA thorough shower before you enter the pool will help keepthe water clean for your swimming enjoyment.

PUBLIC SWIM: ADMITTANCE POLICY

FACILITY SWIM TEST: ➢ SHALLOW: swimmers must be able to swim one (1) width . Completed Swim Kids 3 or equivalent. ➢ DEEP END:To swim in the deep end, swimmers must be able to swim two (2) widths or one (1)

length of the pool successfully

GROUPSPlease book groups well in advance with a supervisor toensure there is adequate staff. Entrance to public swim is on afirst come first serve basis; please arrive early to ensure yourgroup gets in together. Admittance policy must be adhered to.

STREET SHOESPersons wearing street shoes will not be permitted to enterchange rooms or the pool deck. It is recommended that youbring a change of shoes to enter the pool area.

CHANGE ROOM AGE REQUIREMENTSChildren six years of age or older are required to use thechange room of their own gender. If this is not suitable,please use the family/special needs change rooms.

NEW UNIVERSAL CHANGE ROOMUxpool now has a new universal change room sutiable forfamilies and special needs visitors. This co-ed change roomhas four changing areas suitable for families or support staff.

PERSONAL BELONGINGSPatrons using the facilities should not leave ANY valuables inthe change rooms. Please take precautions to secure all itemsor take them with you and keep them within view. You maybring your own lock for your locker for the duration ofyourswim.

STROLLERSStrollers are not permitted in the change rooms or on deck. Ifyou require one, please ask at the office and one will be pro-vided for you (Limited strollers available)

FOOD AND BEVERAGESFood and beverages are NOT permitted on the pool deck orin the change rooms. The only exception made is non break-able water bottles.

TO DIAPER OR NOT TO DIAPERWe ask that disposable diapers are not worn into the swimmingpool. We request that those not toilet trained wear a swim dia-per that can be purchased at your local drug store or snug fit-ting plastic plants under their bathing suit.

POOL FOUL/POWER FAILURE/MAINTENANCE CLOSUREThe pool may close at an inopportune time due to a pool foul-ing, power failure, or mechanical/maintenance problem. Whenthis occurs, instructors will use the time tofocus on water safety components of instruc-tional programs. Cancelled lessons cannot bemade up and swim tickets will be issued.

FAMILY RATEA family rate is defined as IMMEDIATEFAMILY MEMBERS (mother, father, chil-dren, step parents/children) living in the samehousehold.

SENIOR RATEThe senior rate is for people who are 60 yearsof age or older. Proof of age may be required.

Registration DeadlinesLater registrations may be accepted on a space availability basis.Full payment of fee and applicable taxes will be administered.Registration deadline is one week following the commence-ment of programs. Discounts will not apply for transfers afterdiscount date.

Program Cancellation/RevisionsSometimes excellent programs, with super instructors are can-celled when too many people wait until the last minute to reg-ister. Our programs are based upon a cost recovery basis andwe need a minimum number of participants registered before acamp/class can go on. A full credit will be provided if theRecreation Department is responsible for program cancella-tions or changes. The Town of Uxbridge reserves the right tocancel or revise any program in accordance with participantrequirements.

Returned ChequesWe know that mistakes sometimes happen, but it is necessaryto administer a $35.00 charge for returned NSF cheques. TheTown of Uxbridge reserves the right to cancel the registrationor to revoke privileges until full payment is received.

Age of ParticipantsMost of our programs/swimming lessons are designed for a spe-cific age group. All participants must be the required age asoutlined in the guide as of the completion date of theprogram/lesson. Camp programs are based on age of partici-pant in the current calendar year.

Special NeedsIf you or your child requires special assistance for one of ourprograms please let us know and we will try to accommodateyour needs. For more information please contact CarolynClementson at (905)852-7831. One month notice is neededfor Special Needs Support Worker.

Code of BehaviorThe Town of Uxbridge endeavors to provide the highest level of

safety and enjoyment to all participants and staff members forthe duration of its leisure programs/aquatic lessons. Theseguidelines have been developed to ensure that all involved areaware of acceptable behavior. Coarse language, bullying, van-dalism, physical and aggressive behavior will be recorded,reported and may result in the removal from the leisure pro-gram/aquatic lesson or facility.

For Everyone’s Health & SafetyIf a participant has a communicable disease (e.g. Lice, Chicken

Pox, etc.) or a current public health concern wewould ask that the participant not attendleisure programs, swimming lessons or publicswimming. Participants are welcome to returnto the leisure program/aquatic lesson when theyare healthy. Parents should be aware that theChild & Family Service Act requires that anysuspicion of child abuse be reported immedi-ately to the Children’s Aid Society.

SERIOUS MEDICAL CONDITIONSThose with serious medical conditions shouldbe accompanied by an individual, who is

knowledgeable of their condition. Please notify staff on duty ofyour condition.

Unforeseen CancellationsUnfortunately the Township of Uxbridge is unable to resched-ule classes cancelled due to weather conditions or maintenancebreakdowns or other unforeseen circumstances.

Refunds or Transfersa. A full refund is available if the program you choose is

cancelled. Request for refund will not be accepted afterthe first lesson unless accompanied by a medical certificate.We regret participants receive no refund if the cancellationaffects minimum class numbers or the request is past thefourth lesson.

b. Refund/credit requests must be submitted in writing. Theeffective date will be the date the Parks, Recreation andCulture department receives written notification. Verbalnotification will not be accepted. Non-attendance doesnot constitute notice of withdrawal. An administrative feeof $15 will be deducted regardless of refund or creditissued. All refunds/credits will be “prorated” whetherclasses are attended or not. Seven days notice is required.Any classes missed may not be made up at another classtime or session. Please allow four weeks for the processingof refunds. Refunds will only be issued to the original reg-istrant.

c. Requests for changes and transfers will be accepted prior tothe start of the program and are conditional on class andspace availability in the program. A $15 administrationfee may be applied to transfers and seven days notice isrequired. Discount will be lost if transfering after discountdate. Notice can be forwarded [email protected]

PHOTOGRAPHY/VIDEOTAPING/PHOTO CELLPHONESDue to the new privacy laws, the use of cameras and videorecorders must be arranged with the office supervisor prior tothe event. ALL CELL PHONES MUST BE TURNED OFF

AND NOT USED IN THE CHANGE ROOMS. Unlessparent/guardians indicate otherwise, The Parks & Recreationdepartment will assume permission is given for any picturestaken during any Department program to be used to promoteRecreation programs.

Participants are encouraged to dress appropriately and be pre-pared for diverse weather conditions during the course of theselected program. Severe weather conditions are taken intoconsideration when planning programs. Programs will bealtered if the need arises. Indoor facilities are usually availablefor all programs unless otherwise specified.

LATE PICK UP FEE POLICYExtended care is available for camp programs. Participantsmust sign up in advance for staffing purposes. Pleasecheck/confirm your pick up times with your councilors. Anextended care fee of $5.00 will be charged if you are late pick-ing up your child from camp.

STAFF TRAININGAll Department staff receives training in the Town ofUxbridge’s Policies, Procedures and relevant legislation prior tobeginning work.

LOST AND FOUNDParticipants in Department programs are responsible for theirown articles. It is strongly recommended that no valuables ormoney be brought to any program. The Town of Uxbridge isnot responsible for any lost or stolen items. The Lost andFound is located at the Uxbridge Pool.

POOL PARTIES Option one: Party includes one Lifeguard, 1/2 pool rental for 1hour and an hour hall rental following your swim.

Available Saturdays 3:00—5:00 pm, Sundays 10 - 11am,Sundays 3:00—5:00 pm Cost: $115.00 + HST.

Option two: Rent the Hall following our Public Swims onSaturdays or Sundays from 2:30 - 3:30 pm. Cost: $36.75 + HST and admission to public swim @ $3 perperson.

The Township of Uxbridge & RecreationDepartment is currently enhancing its scheduleof recreation and leisure programs for the Fall /Winter 2010 seasons.

If you are an individual or business operatorand are interested in partnering with Parks &Recreation to deliver a recreation or leisure styleprogram, we would like to hear from you!

Program proposals are being accepted nowfor inclusion into the upcoming season.

Proposals being submitted must be consistentwith the mandate of the Parks & Recreation

Department to “enhance the quality of life inthe community through the delivery of qualityprograms which promote a healthy and activelifestyle.” Proposals should include:• Name of company or individual

• Name of the program being proposed with afull description of the program and its desiredoutcomes. Identify length of the program i.e., one class or a series of classes over a number ofweeks Identify Winter, Spring or Per personcharge being proposed

• Summer program season

• Potential location for program(s)

• Experience and background ofindividuals/company specific to program beingproposed including any individual certifications.

• Proposals can be of a cultural, sport, leisure,wellness or recreational nature.

What Is Masters Swimming?The Uxbridge Masters Team is a professionally coachedgroup of adults (must be 18+years) who are committedto improving their fitness and swimming ability by par-ticipating in regular team practices. Uxbridge Full Circle Jiu-JitsuJiu-Jitsu is a practical martial art that isa mix of Judo Throws, Karate Strikes,Aikido Joint Locks & Pressure points, aswell as ground-fighting techniques.Those that are familiar with watchingMMA fights on TV will recognize manyof these moves. Jiu-Jitsu is based onusing an attacker’s weight and strengthagainst them. The Lifesaving Society’s BoatOperator AccreditedTraining (BOAT) program isaccredited by the CanadianCoast Guard. The BOATcourse teaches you all thesafe boating knowledge youneed to earn the PleasureCraft Operator Card. BOATfocuses on:

1. Obligations and responsi-bilities of a boat operatorincluding those imposed bylaw and regulations includ-

ing the “rules of the road”.

2. How to respond in aboating emergency includingperson overboard, break-downs, capsizing, swamping,sinking and grounding.

The Uxbridge Historical Centre(Uxbridge-Scott Museum &Archives) is a cluster of 10 buildingsin which the heritage of theUxbridge area is collected and dis-played. We have two houses, achurch, a schoolhouse, a print shop,two former community halls andthree implement sheds. All are acces-sible thanks to a grant from theTrillium Foundation.

Come visit our historic buildings andenjoy our scenic grounds! Uxbridge isthe Trail Capital of Canada. Startyour tour of Uxbridge’s trails with avisit to the Historical Centre. Ourlocation provides parking and accessto the Quaker Trail, picnic tables,and a wonderful view of the townand the Oak Ridges Moraine.

The Centre is staffed from March untilDecember. Guided tours of theCentre’s heritage buildings take placeseasonally from Victoria Day weekendto mid-October, Wednesday to Sundayand holidays from 10am to 4pm. Themuseum welcomes group tours.Arrangements can be made for grouptours outside of regular tour hours(please call in advance to arrange).

The Music Hall has become the cultural centre of Uxbridge Township. Some ofthe varied forms of entertainment presented in the unique, beautiful buildinginclude excellent theatre groups, inspirational concerts, dance recitals plusBooks & Authors Nights.

UXBRIDGE MUSICALSCHOLARSHIP FUNDThe Fund was established in 1998 withthe intention of offering Scholarships tostudents progressing to post-secondaryeducation and who will be pursuingMusical Studies as their main focus.Uxbridge winners are already studying asfar away as British Colombia andWestern Ontario. The Fund was startedwhen a few members of the local musicalscene felt there was a need both to sup-port young musicians and to providesome financial help. Candidates arerequired to be living or studying withinthe Township of Uxbridge boundariesand must be under the age of 25.Financial Support Continues to be gen-erously given by local service clubs while

Join the Lucy Maud Montgomery Societyof Ontario in 2011 for our cultural eventsat the National Historic Leaskdale Manseand Church.From 1911 to 1926, Montgomery wrote11 books at the Manse including her sequelsto Anne and her poetry book. From educationaland cultural tours and programs to entertaining andenjoyable events, we have it all. Both sites are run byThe Lucy Maud Montgomery Society of Ontario.All profits from all events go towards the restoration ofboth sites. A huge restoration project has taken place onthe interior of the Manse. The money came from a part-nership of Parks Canada, Township of Uxbridge,Trillium Fund and the LMMSO. If you haven’t visitedthis National historic site, arrange a tour.**Tours are given throughout the summer Wednesdayto Sunday or anytime of the year by appointment. Whynot arrange a tour for friends and family?The historic church is beautiful. Theinterior is very much like it was for Maud’s husband,Reverend Ewen Macdonald’s sermons each Sunday.Our displays and presentations give the details andbackground of Lucy Maud’s writing in Leaskdale andhistory of this hamlet.

Activities 2011As well as our usual events, we will have a 3 day celebra-tion October 13, 14 and 15. Our keynote speakersinclude Dr. Rubio and Waterston, Ted Barris, Allan

McGillivray and Dr. Elizabeth Epperley. We expectfans and readers from all over the world. You are

The Thomas Foster memorial was built for $250,000 in 1936on a hill in the countryside of Uxbridge Township. The TajMahal inspired its structure, which is just outside of Agra,India. The roof surfaces are copper tile, and the entrance doors,windows, tracery and all metal parts are bronze. The beautifulstained glass windows are the work of Yvonne Williams, andare of hand-painted, fired and leaded glass, the colour anddesigns are harmonious and are distributed so as to flood theinterior with soft, colourful light.The 22kgold mosaics withalso multi colors give elegance to this magnificent building.The floors are of rich coloured terrazzo and marble mosaics,wrought in symbolic designs.

On entering, one crosses the River of Oaths on which floatswater lilies and lily pads. In the general design of the floorbeneath the great dome, the motion, typifying life, radiatesfrom the Greek letters “Alpha and Omega” which in turn flankthe “Chi Rho monogram in its early Byzantine form, theLaurel wreath of victory over death encircles the centre motif.Above, the drum of the dome is pierced with 12 stained glass,leaded windows, that in the east being in the form of a goldcross on a rich blue ground. Circling the lower part of thedome, above the great arches in gold lettering on a field ofgraded blue mosaic is the inscription…

Heritage Uxbridge is a commit-tee commissioned by theUxbridge Council to act as anadvocate for the preservationand conservation of heritageproperties in the township.The committee is made up ofdedicated volunteers who carryout a number of on-goingresponsibilities throughout theyear, working with the commu-nity and the township membersassisting with and advising inmatters related to heritage andcultural aspects. In past years,the committee has developedand organized guided tours,Doors Open, and publishedarticles and maps that help pro-

mote Uxbridge’s cultural her-itage. It also produced aHeritage District Sign Bi-law tohelp promote a heritage “look”in the downtown district andcontinues to recognise individ-ual’s homes of heritage or cul-tural value through the PlaqueProgram.

This year an award called the“Heritage Appreciation Award”,has been established by thecommittee to recognize thoseindividuals “for taking the ini-tiative and action to preserveour past”. Three recipients,Strawberry Threads, Rutledge’sJewellers and the Tin Mill havereceived this award TheHeritage Sign By-lawGuidelines is used as a referenceto determine award recipients,and the boundaries include the

entire township. Informationabout how to receive this awardalong with ideas on improvingbuilding facades, windows andgeneral landscapes in keepingwith a heritage appearance, canbe found in the HeritageUxbridge Sign Guidelines at theTownship’s office.

In 2010 recognition awardswere presented to AngeloPolyzotis (Mark's WorkWearhouse), Shoppers DrugMart, Vince's Market andA&W for promoting history ontheir facades. We also haveacknowledged the Mustardfarm as a sixth generation farm-ing business important to ouragricultural heritage.

Last year the community ofLeaskdale and the Lucy Maud

Montgomery Society wereproud as the originalPresbyterian church, knownmainly for its connection toLucy Maud, received a provin-cial heritage designation.

Permits issued for burningwill be registered to theProperty Address assigned bythe applicant and are nottransferable to other proper-ties.

• All permits will be issuedwith an expiry date ofDecember 31st of eachcalendar year.

• Permit fees will be $25.00for a regular permit forfires up to 1.5 meters indiameter.

• Oversized permit fees willbe $75.00. Prior toissuance an inspection ofthe burn site by a memberof the Fire Department isrequired.

• Farm Oversized permitswill cost $50.00 withproof of a FarmRegistration number fromO.F.A., N.F.A. or C.F.A.Also, the burn site mustbe inspected by the FireDepartment.

• Recreational Fires andCamp Site Fires of .75meters in diameter willrequire a permit but nofees will apply.

• Burning Barrels that com-ply with the requirementsof Section 5 of the By-law

will be exempt from fees;no permit will be requiredHOWEVER the ownermust call the FireDepartment burningnumber at 905-852-9038to ensure that burning ispermitted.

• Permits are available at theTownship TreasuryDepartment located at 51Toronto Street South orthe Fire Station located at17 Bascom Street betweenthe hours of 8:30 a.m. to4:30 p.m. Monday toFriday except forHolidays. Permits will nolonger be issued at theZephyr Library.

• No burning shall be per-mitted after sundown andbefore sunrise unlessapproved by the Chief FireOfficial.

• Payment may be made byCash, Cheque or Debit atthe Township Offices orby Cash or Cheque at theFire Station.

• To activate the BurningPermit or to burn in anapproved barrel theowner/applicant MUSTcall the Burning Permittelephone number toensure burning is permit-ted on the day they wishto burn.

• Conditions such as DryWeather (lack ofPrecipitation), SmogAlerts, Strong WindConditions and any con-

dition declared by theChief Fire Official will because to cease burninguntil conditions improve.

• The Chief Fire Officialmay revoke permit privi-leges or extinguish a fireand the costs associatedwith extinguishing the firewill be charged to theowner/applicant if theyfail to comply withSection 3 Precautions tobe observed for SafeBurning, Section 4Provisions for Setting andMaintaining Fires andSection 6 Provisions forFarms.

• Open air burning will onlybe permitted in anapproved appliance or bar-rel with a capacity no larg-er than 200 litres (45 gal-lons).

• The unit shall be con-structed of non-com-bustible material

• The unit shall be toppedwith a non-combustiblescreen with openings nolarger than 2.5 sq. cm.

• The area where the appli-ance or barrel is locatedshall be a safe locationclear of all combustiblematerial.

• Minimum clearance per-mitted is 15 metres fromthe property line, build-ings, structures, hedge,fence, vehicular roadway ofany kind, or from overheadwires.

• All burning must be incompliance of Part Threeof the Burning By-law.

• Although a burning permitis NOT REQUIRED forburning in an approvedappliance or barrel theowner must call 905-852-9038 to ensure that burn-ing is permitted each daythey wish to burn.

What is a Building Permit?

A building permit is formalapproval to construct, add to,or remove a building on yourproperty.

When do I need a BuildingPermit?

Typical projects that require aBuilding Permit are:

Construction of any newbuilding over 10 squaremetres (108 square feet) inarea, including a new home,detached garage, playhouse orshed;

Addition of a carport, garage,porch or room(s) to an exist-ing home;

Construction or finishing ofrooms in the basement orattic;

Any structural work includ-ing alterations to interiorpartitions; installation of newskylights, windows or doorsrequiring enlargement of theexisting opening;

• Decks.

• Raising a house to pro-vide a full basement.

• Excavating a crawl spaceto provide a full base-ment.

• Fireplaces and other heat-ing appliances includingthe replacement of fur-naces and ductwork;

• Basement walkouts;

• Plumbing and/or drains;

• Permanent ground orfascia signage.

• Adding in an accessoryapartment to a singlefamily dwelling underthe Ontario BuildingCode;

• Upgrading an accessoryapartment under theOntario Fire Code;

Most financial institutionsoffer telephone or internetbanking mechanisms whichfacilitate easy and reliable billpayments, including yourproperty taxes. Check withyour financial institution formore details. You will requireyour property assessment rollnumber noted on your taxbill to set up the facility thefirst time you use it.

Pay by Mail:

To facilitate payment andavoid penalties for late pay-ment, the Township willaccept cheques post-dated tothe installment dates.Cheques are made payable tothe Township of Uxbridgeand should be mailed to:

Clerk’s Department

Township of UxbridgeClerk’s Department

The Clerk’s Department isresponsible to administer alllegislative requirements underthe Ontario Municipal Act,and other statutes that impactmunicipalities. TheDepartment prepares Counciland Committee agendas andminutes, acts as secretariat toCouncil and its Committees,and organizes and managesthe municipal records. It

administers the Freedom ofInformation and Protectionof Privacy Acts and ensuresthat all eligible records areavailable for public viewing.

The department is alsoresponsible for issuing variouslicences including marriagelicences, business licences,taxi licences, and variousforms of lottery licences. Allvital statistics such as thebirth and death registries aremaintained by the Clerk’sDepartment. The Clerk’sDepartment also oversees andadministers a MunicipalElection every four years.

Containers: All plastic bot-tles with a twist off top, plas-tic tubs and lids, metal foodand beverage containers,glass bottles, jars, paper milkand juice cartons, emptyaerosol and empty paint canswith lids removed.

Cardboard and boxboard:

Bundle and flatten yourcardboard boxes (includingpizza boxes) and boxboard(cereal, Kleenex, crackerboxes ect.) separately in bun-dles no larger than the size ofthe Blue Box.

Kitchen Food WasteComposting:

• Weekly green bin collec-tion

• Place kitchen food wastesinside kitchen container.

• Use compostable bags orpaper bags as liners for thekitchen container. Neveruse regular plastic bags,such as grocery bags, toline your indoor container.Once full, remove com-postable bag liner, tieclosed, and place it intothe Curbside Green Bin.

• Inside kitchen containersand curbside greenbins canbe purchased at theTownship office.

• If you can, place organicsdirectly into containerswithout a liner bag.

• Be sure to latch and lockthe Curbside Green Binwith the metal Bar.

ROAD WATCH

What is Road Watch?

A new community initiativedesigned to improve roadsafety by creating greaterawareness and giving resi-dents an opportunity to par-ticipate in identifying andreporting dangerous andaggressive driving in theTownship of Uxbridge.

Why have Road Watch?

To help reduce Motor VehicleCollisions and potentialinjuries and fatalities in theTownship of Uxbridge.

What is Aggressive Driving?

Aggressive driving is definedas excessive speeding, tail-gating, failure to stop and anyother unsafe driving that putsothers at high risk for colli-sion or injury.

How does Road Watchwork?

Citizen Report Forms may beused any time you observe anact of aggressive driving.Record as much informationas you can about the particu-lar aggressive driving incidentthat you witnessed. Thisinformation will help the

police in monitoring high riskareas in our community. Tocomplete the report, includethe license number, the makeand colour of the vehicle, thelocation (as exact as possible)and the nature of the inci-dent. When you send in thereport, it is important thatyou sign it. This helps safe-guard the system againstabuse. Be assured that yourpersonal information is forstatistical use only and is heldin the strictest of confidence.Drivers reported will receive aletter from the police,describing the unsafe oraggressive driving incidentthat was witnessed. If a driveris reported more than once,the police will make personalcontact with that individualregarding the reported prob-lems in person or by tele-phone.

Subsequent offenses mayresult in enforcement action

by the police depending onthe severity of the incident.Remember, this is youropportunity to make ourroads safer – the same roadsyou use everyday.
