I am honored to be your president, a position I take with great humility. We are going to have a 2016-2017 season filled with great speakers, our annual golf tournament, continued support of our scholarship program, a summer field trip and an amazing holiday party. Following in the footsteps of our past section presidents, I will the lead Potomac section to a season of exciting events. This is not a one-person show and I am extremely fortunate that the board of directors supporting me are second to none. Each board member brings an excellent set of skills and an enthusiasm that is very contagious. I look forward to working with each of them and I can only imagine the great things they will help me accomplish. With your support I am confident we will continue to enrich our community and strengthen our voice within the transportation industry. In the past couple of years our section has grown exponentially attracting members at record levels. My goal is to continue this trend and expand our reach across different organizations with similar interests. Together with the board, we are looking into initiatives that will help mentor our younger members and get them plugged into the transportation community and help them on their career paths. I believe it is imperative to help develop our young engineers and provide them the knowledge to further our transportation industry. Lastly, ASHE Potomac Section will continue to provide a comfortable and relaxed environment, that will allow all of us the freedom to be ourselves without fear of judgement. We are each unique and an asset to the transportation industry. I only ask one thing of you, challenge yourself each day and push yourselves, don’t take the easy road. Work is underway to transform Northern Virginia’sInterstate 66 into a multimodal corridor that moves trafficand people quicker and in a more reliable way. The projectscope includes:

· Two express lanes in each direction from I-495 (CapitalBeltway) to Gainesville (University Boulevard)

· Three general purpose lanes in each direction

· New transit service and park-and-ride lots

· Safety and operational improvements at key interchanges

In late June 2016, VDOT completed its environmental study process by receiving a “Finding of No SignificantImpact” (FONSI) from the Federal Highway Administration (FHWA) for the Transform 66 Outside theBeltway improvements, clearing the way for the project to move forward with design and construction. TheFONSI was issued after review of VDOT’s Tier 2 Final Environmental Assessment (EA), which was carried outbetween July 2014 and June 2016, and studied the environmental consequences associated with multimodaltransportation improvements for I-66 outside the Beltway.

On December 7, 2016, the Commonwealth Transportation Board endorsed the Commissioner’s final Findingof Public Interest and supported the Commissioner’s execution of a Comprehensive Agreement with ExpressMobility Partners.

Mr. Todd Horsley, Director of Northern Virginia TransitPrograms for the Virginia Department of Rail and PublicTransportation (DRPT) was the guest speaker onSeptember 21st, the opening meeting for the 2016-2017season.

Mr. Horsley presented from the perspective of Mrs.Jennifer Mitchell, the Director of DRPT who was not ableto participate that evening.

The audience learned how DRPT is a sister agency for VDOT, with a significant difference in size: 56 versus 7,500employees; one office versus nine district offices.

Other similarities between these two agencies are that the VDOT Commissioner and the DRPT Director are appointed byand report to the Commonwealth Governor and are non-voting members of the Commonwealth Transportation Board(CTB).

DRPT is a planning and funding agency, and it supports local transit systems who implement their own projects.

Mr. Horsley also discussed about the collaboration between the two agencies on several projects including $165 million inFederal FASTLANE grant funding, and a $1.4 billion multimodal program of projects known as the Atlantic Gateway,primarily in the I-95 corridor.

The type of improvements planned for the next two years were presented with VDOT at $880 millions of improvements toadded capacity projects and localities with $56 million of bike/pedestrian facilities projects. A list of current and upcomingprocurement opportunities was presented.

OCTOBER MEETINGVDOT hosted the annual meeting at the office on Alliance Drive on October12th. A panel composed of top leaders presented the most importantprojects in Northern Virginia and shared their vision for the future.

Ms. Helen Cuervo (District Engineer), Mr. Bill Cuttler (District Construction Engineer), Ms. Amanda Baxter (SpecialProjects), Ms. Susan Shaw (Mega Projects Program), and Mr. Nick Roper (Project Development Engineer) were thepanelists at the event.

The State of the District was first presented; the District takes pride in meeting or exceeding the targeted numbers. TheProject Delivery dashboard is a valuable tool that was also presented to the participants.

Transform I-66 was at the center of the presentations, as two proposals had just been received for the project. While thisproject has been in the limelight for several years the meeting happened at a crucial moment and the information discussedwas about the expectations set for the two highly qualified teams.

Special projects were another topic of the presentation and it was underlined how these projects support the Mega Projectsas well as other Transportation Projects and Special Negotiations. One Special project mentioned was Arlington CemeterySouthern Expansion which doesn’t only include maximizing burial space but it also includes reconfiguration of roadways tosupport multimodal transportation goals of Arlington County and the Commonwealth of Virginia.

Another Special Project mentioned was the Tysons Redevelopment which involves several major tasks on the surroundinginfrastructure.

And last but not least the I-66 inside the beltway project was mentioned which will bring multimodal improvements as wellas a new tolling system to be implemented in two phases.

Project Development was then presented and good news about increased funding were delivered. An overview of theinfrastructure assets and the needed funding was also presented.

On November 16th, 2016 ASHE Potomac Section had the honor of having Mr.Todd Minnix, PE, the Chief for the Transportation Design Division of FairfaxCounty as our guest speaker.

Mr. Minnix brought with him a wealth of information about the innovativetechnologies in Transportation, Planning and Design Processes in FairfaxCounty.

Fairfax County is working on multiple projects that involve multimodaltransportation options.

Route 1 Bus Rapid Transit is one of the current projects and it will bedeveloped in four phases. The typical section of Route 1 includes a BRT area of58 feet, three through lanes in each direction, separated bike lanes andseparated sidewalks. Three phases of the project will consist of roadwayimprovements between Huntington and Woodbridge and the fourth phase willconsist of the extension of the Metrorail Yellow Line from Huntington to HyblaValley.

A much anticipated project is the Transit Oriented Development of Tysons. Mr.Minnix shared some of the details of this project including the Tysons “Standards”, the Combined Traffic Impact Analysesand the “Neighborhood Improvements”.

The continuous search forinnovative ideas for thetransportation system is apriority. Ideas that willm a k e s i g n i f i c a n timprovements to thesystem are continuouslybeing seeked by theDepartment. The idea ofintelligent transportations y s t e m s a n dcommunication betweenvehicles and infrastructurewas mentioned and thefact that the Departmentis not sparing efforts forlearning what ideas can beimplemented that will savefunds.

Among the anticipated improvements is the reconstruction of the Route 7 andRoute 123 Interchange where multiple options are being proposed forconsideration. One of the most interesting options is an elevated roundabout, adesign that will fit in with the Silver Line Metro Station’s modern look. Arendering of the elevated roundabout option is shown below.

Mr. Minnix also presented Route 123 Superstreet Project. If you live in NOVA you are very familiar with thetransportation challenges along Route 123 and how much innovative intersections are needed. Superstreet designs includebetter signal timing, reducing signal phasing and eliminating weaving issues by adding J-Turns, where left turns are made viaU-Turns. The Project is still in its initial stages, with 30% preliminary designs being developed for the segments west andeast of I-495. It is anticipated, Mr. Minnix said, that the preferred alternative and phasing will be developed by late 2017.

Another well-known project, Transform I-66 was also mentioned, on November 4th Governor McAuliffe announced theselection of a private sector team to finance and deliver the project, which will benefit residents and businesses fromFairfax, and Prince William Counties and other localities.

Mr. Minnix continued his presentation with the Tysons and Reston Bike Share program which opened on October 21st.The Bike Share program is supported by continuous efforts by Fairfax County to improve the network of bike lanes andbike paths and connectivity. In Tysons there are eight Bike Share stations open and six more to be opened in the nearfuture. In Reston there are nine stations open and six pending opening.

New technologies to be implemented by Fairfax County will also contribute to the multimodal character of the County.Two such technologies are the Fairfax Connector – “Next Bus” and FCDOT/DPWES – Capital Project ManagementInformation System (CPMiS). The “Next Bus” , which is currently being tested and will hopefully roll-out to the public in2017, is a real-time monitoring program of monitoring and managing busses which will help passengers who are planning atrip, waiting for an arriving vehicle or are already on board.

DECEMBER HOLIDAY

The Holiday Party took place on December 7th and was well-attended and enjoyedby the Potomac Section! This years holiday party featured a performance byNorthern Virginia’s famous magician, Brian Curry. The evening included a sit downdinner, an open bar, and an evening full of magic. Donations were also collectedfor the “Toys for Tots” Program.

PRIME AE Group reports they have been awarded a high priority project related to the muchherald Virginia Atlantic Gateway. The Atlantic Gateway is a $1.4 Billion series of projects toaddress congestion on the I-95 Corridor in northern Virginia.The project is to replace the Backlick Road Bridge in the vicinity of Newington. PRIME is

currently performing the Stage I Bridge Report to determine the optimal type and size of bridge. Their Stage I work also includes atraffic study to determine if a full closure of the bridge is feasible. “Although the bridge replacement is not especially unusual”says ASHE member David Metcalf, “it is a very urgent project. It is on the critical path of adding a third track to the CSX corridor.”PRIME AE Group is a new Potomac Section Gold Member and has their northern Virginia office in Fairfax.
