On March 4th, Steve passed away after a two and a half month battle to recover from a heart attack that he suffered just before Christmas. Our thoughts and prayers are with Steve’s wife and family. Through the leadership of the ASHE board the 2012-2013 year has been a very successful year. The ASHE Potomac Board has been greatly encour- aged by the turnout (averaging 96 people per meeting) and interest at each of our monthly dinner meetings. One of our goals for 2012-2013 was to in- crease our membership by 25-30, we currently have 46 new members. (See list of new Members on Page 10). Increased membership means more op- portunities to better serve our industry, our members, and the community we live and work. Our Holiday Party was well attended and lively. The Board went out on a limb and approved a Casino Night Holiday Party. Everyone enjoyed themselves playing Blackjack, Poker, Craps and Roulette while being serenated by brave karaoke participants, most of them enticed with poker chips. We are very proud of our scholarship program and have increased our financial support to $3,000. The Board will review and evaluate the eight applications that have been received. Thank you very much for making 2012-13 a great year. We appreciate your support of our section and look forward to seeing you at our dinner meetings and our spring scholarship golf outing at Bull Run Golf course on April. 3rd. On March 4th, Steve passed away after a two and a half month battle to recover from a heart attack that he suffered just before Christmas. Our thoughts and prayers are with Steve’s wife and family. FFEATUREEATURE -- SSTRINGFELLOWTRINGFELLOW RROADOAD WWIDENINGIDENING PPROJECTROJECT Drew Chartrand and Tony Dean, Rinker Design Associates

Rinker Design Associates (RDA) has recently completed professional engi-neering services for the design of Route 645 (Stringfellow Road) from Route 50 to Route 7735 (Fair Lakes Boulevard) (including the intersection of Route 50 and the approaches). The overall project was funded by Fairfax County and administered by VDOT. The project consisted of widening 2 miles of existing two-lane roadway to an urban four-lane divided roadway with a raised median with variable width sidewalks, shared use paths, roadway lighting and seven signalized intersections. The majority of the project is adjacent to a densely populated residential corridor with several public facilities including a regional library, a church, two schools, several parks, ball fields, multiple bus stops, and a VDOT park and ride facility. RDA has coordinated, designed, and included in the VDOT plan set two separate site plans for Poplar Tree Park and Green-briar Park. These site plan designs provide parking lot enhancements and bet-terments for each Park Authority property. Additionally, a pre-cast arch was used at the major stream crossing over the west side of Little Rocky Run to eliminate impacts to a major petroleum line and water main. This alternative structure, designed by Conspan, eliminates utility impacts, reduces the construction schedule, provides environmental savings and serves as a critter crossing for Greenbriar Park.

RDA also incorporated critical utility coordination/design with the roadway design for several major above and below ground utilities including: Colonial Pipeline, Plantation Pipeline, Fairfax County Water Authority, Verizon, Dominion Power, Washington Gas, and Shentel. Coordination and design included a “Utility Relocation Plan” set, which was provided to the contractor during construction to show existing utilities and previously relocated utilities. This set also incorporated detailed cross sections showing all known elevations of above and below ground utilities including storm drainage. Additionally, VDOT utilized a new technology during utility relocations. “Electronic marker ball” or RFID marker ball technology allows VDOT inspectors to review depth and locations of relocated utilities in real time to reduce the need for test pits during con-struction and future projects.

By coordinating plan design with utility design RDA was able to avoid any major utility relocations of the petroleum pipelines or the recently constructed water main along the length of the project. RDA also performed a preliminary layout of the overhead utility locations to ensure coordina-tion of the Dominion “H” class power poles with all other overhead utility relocations. RDA, with its partner T3 De-sign, incorporated a “Monotube” signal at Poplar Road which eliminated the need for two mast arms, while avoid-ing impacts to several utilities at the intersection. The Monotube design is a new technology to Virginia with only a few being constructed within the state. This design utiliz-es a single tube to span the entire intersection in lieu of the 4 mast arms traditionally provided at most intersections.

RDA’s coordination and design services have provided Fairfax County and VDOT savings of more than $5 million dollars in construction and utility relocation costs. Additional savings to the budget and schedule were realized because of RDA’s agil-ity in providing their design expertise for unforeseen projects issues such as an 1800 LF relocation of Plantation pipeline, waterline design, lighting design, and additional survey needs. This project is on schedule and within budget, and is currently being advertised for construction. Construction is anticipated to begin Spring 2013.

Mr. Moore has subsequently been tagged as VDOT’s Chief Engineer to replace Mal Kerley at the end of 2012.
