• PWC is seeking the following services:  Construction Project Management. Office Engineering. Construction Inspection. Project Engineering.

• The initial term shall be for four years and up to $2M/year.  PWC has the option to extend the contract one additional year.

• The Request for Proposal to be issued by PWC Purchasing Office in the spring of 2016.

• Notice of intent to award to be made prior to the award of the Route 28 Corridor construction contract.

Neabsco Mills Road Design Services

• PWC is seeking design services to prepare 100% design plans.

• The scope involves:  widening from 2‐lanes to 4‐lanes Spans from Route 1 to Smoke Ct.  

(approximately 5,000 LF). 10’ shared use path and 5’ sidewalk. Utility duct bank. Major intersection and signal redesign. Cradle to Grave Design Services.

• The budget for the construction project is estimated at $25M.

• The Design Services Request for Proposal to be issued by PWC Purchasing Office in the spring/summer of 2016.

DoT Open Ended Design Services Contract

• PWC has established Open‐Ended Contracts as a method of obtaining professional engineering services on an as‐needed basis without going through the procurement process each time.

• Selected firms will be required to provide a wide range of services to include Geotechnical, Engineering, Right of Way and Surveying, Utility Coordination and Construction Management  Services on a rotating basis.

• $1M limit per project.

• The Request for Proposal to be issued by PWC Purchasing Office in the fall of 2016.

Constructions Lessons Learned Project Kick‐off

• Inspectors or other staff should be brought on site on the NTP (notice to proceed) date. 

• Have a meeting with the designer prior to the project start.

• Inspection staff and construction superintendent should walk any area adjoining to an HOA (Home Owners Association).  They should have a meeting with the HOA staff, agreement in hand, to ensure everyone is on the “same page” prior to construction.

Constructions Lessons Learned Contracts

• Construction inspection hours need to be called out in the contract.  Outside those hours, the contractor should have to pay for the inspectors costs. 

• Test pitting needs to be addressed in every contract. 

• A pay item should be in every contract for extra regular excavation with the same cost as regular excavation with a planned quantity of 0 cubic yards, for tracking purposes. 

• Construction support should be between 0.75 and 1% of total construction cost.

Constructions Lessons Learned Plans

• Study the plans thoroughly, if a detour is needed that is not in the plans, begin preparation immediately. A detour requires an engineer’s sealed/stamped detour plan. 

• Check the sequence of construction of your “gravity” utilities. Water flows downhill and has to be built accordingly…or pumped. 

• Soundwall’ s (and any other structure requiring a shop drawing) need to not only be approved by VDOT, but by the EOR (engineer of record) as well. Different agencies have different requirements.  Either that or the type of soundwall (and any other structure requiring a shop drawing) should be defined in the plans.

Constructions Lessons Learned Utilities

• Check sizes and type of material on all existing utilities, plans can be wrong. Conduct physical check of utilities.  Many utilities are old and incorrectly labeled.

• If at all possible, obtain as‐builts of any relocated utilities on the project. A large portion of issues on a heavy construction project are “conflicting utility” related. 

• A utility coordinator must consistently track and communicate the progress of utility relocations as well as ensuring the correct placement of those utilities as much as possible would be invaluable to a construction project.

Constructions Lessons LearnedGeneral Construction 

• In depth scheduling needs to be started early. Enforce the baseline schedule date. 

• If submittals do not start showing up immediately, Office Engineer should start calling the contractor for them to avoid schedule problems in the future.  Submittals and RFI (request for information) should be tracked at a weekly meeting. 

• When blasting, always use blast mats.

• When looking for an answer, always go to the order of precedence. 

• Be fair and firm to all involved.  Most people regardless of whom they work for want to be fair.

Constructions Lessons LearnedRight of Way

• Do not wait for the developer to dedicate land associated with proffers.  File COTs (Certificate of Takes) at the beginning of the project.

• Assume impacted property owners on will want a “survey fence” showing new property corners.

• Take photos of impacted businesses daily to prevent “loss of profit” claims.

• Be aware of all agreements with adjacent land owners and the owner of the project engineering process.
