Texas Academic Performance Report (TAPR) Overview
• Formerly known as the Academic Excellence Indicator System (AEIS) the report has been published from the 1990-1991 school year to the present.
• The TAPR provides academic performance information for each school and district in the State of Texas
• The report also provides extensive information on staff, programs, and student demographics.

• On March 18, 2020, Gov. Abbott suspended the STAAR test for the Spring 2020 semester.
• On April 17, 2020, Gov. Abbott announced the closure of all schools for the remainder of the Spring 2020 semester.
• Because of these circumstances, all schools and districts for 2019-2020 are labeled as --

• Therefore, all TAPR reports for the 2019-2020 school year continue to reflect 2018-2019 STAAR performance.
• However, the following datasets have been updated: • Early Childhood Readiness
• Enrollment & Demographics
• Post-Secondary
• Most of these indicators lag a year behind and were not affected by the pandemic.

• House Bill 3 in the 86th Legislative Session (2019) added more funding for Pre-K programs and assessment requirements to evaluate early childhood readiness in grades PK-3.
• Districts are required to target this performance starting with Grade 3 math and reading goals in the 2020-2021 District Improvement Plan.
• Starting with the 2018-2019 TAPR report the state publishes the results of the following PK and Kinder assessments:
• Pre-K – Circle (UT CLI)
• TX-KEA becoming the default assessment from 2020-2021 onward

STAAR Performance Labels
• MASTERS GRADE LEVEL: Students are expected to succeed in the next grade or course with little or no academic intervention. Students scoring at this level are 75% likely to finish their freshman year of college without remediation.
• MEETS GRADE LEVEL: Students have a high likelihood of success in the next grade or course but may still need some short-term, targeted academic intervention. Students scoring at this level are 60% likely to finish their freshman year of college without remediation.
• APPROACHES GRADE LEVEL: Students are likely to succeed in the next grade or course with targeted academic intervention. However, students scoring at this level are NOT likely to finish their freshman year of college without remediation. Minimum passing standard for STAAR.
• DID NOT MEET GRADE LEVEL: Performance in this category indicates that students are unlikely to succeed in the next grade or course. Failed STAAR. Not reported by TEA -- but would be calculated as the inverse of Approaches.
